Council object to 193 Selsey homes

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk COUNCILLORS have objected to an application to build 193 homes in Selsey.

At a Selsey Town Council planning committee on Wednesday, July 24, it was agreed to object to the development on land east of Manor Road because of grounds of flood risk and infrastructure.

The application was originally part of the Asda development at Park Farm which was agreed in 2015. However, planning permission expired, and the developers were forced to resubmit the application.

The development comprises of two phases and full planning permission is being sought for phase one which will be 119 homes, access from Manor Road, public open space and landscaping.

Outline permission, phase two, is being sought for up to 74 homes and associated infrastructure.

The town council originally objected to the application three months ago, on the basis of flood risk and the developers, Landlink, took the application back to the planning committee having made some amendments to the site’s drainage.

However, councillors felt these amendments would not adequately address the situation and also expressed their concern at the impact such a sizeable development would have on the town’s infrastructure.

Lib Dem councillor switches parties after three months A LIBERAL Democrat councillor has defected to the Green Party after just three months in the post.

Cllr Natalie Hume, who stood for the Lib Dems for one of the two Loxwood seats in May, won with 1,088 votes.

The other councillor to gain a position was Gareth Evans, with 938 votes.

Conservatives Christian Mahne and Christine Pierce had 868 and 781 votes respectively.

A spokesperson for the Liberal Democrats said: "We are disappointed

by Natalie's move so soon after being elected as a Liberal Democrat in May. "As she states in her letter, she played no active role in the district council campaign. Natalie relied totally on the huge efforts of Liberal Democrat councillor Gareth Evans and his team of dedicated Lib Dem volunteers to elect her to office.

"While we are sad for our volunteers, our main thoughts are with the voters of Loxwood ward.

"They legitimately elected two Liberal Democrat councillors to fight on their behalf. It is totally understandable if they now feel they have elected a councillor under false pretences."

City's park hoping to be crowned top spot

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk THE city's park is up for nomination for the best park in the country and needs Chichester Post readers' votes.

The park in each of England, Scotland, Wales and Northern Ireland to have received the most public votes will be shortlisted following close of voting.

The UK's Best Park is a two-phase award.

Firstly, charity, Fields in Trust invited the general public to nominate their favourite local park.

Any publicly accessible local green space was eligible for nomination. All people had to do was to tell the charity a bit about why it is so special to them as

well as attach a photo.

All eligible nominated parks have now progressed to a public vote to find out the winner. Voting closes at noon on Monday, August 19.

At close of voting, the parks with the most votes will be shortlisted.

The public nominated 364 parks and green spaces across the UK and the overall winner of UK's Best Park 2019 will be announced at the conclusion of the 'Summer of Parks' in mid-September and shortlisted parks will each be awarded a certificate recognising their success and the overall winner will also receive a flag identifying them as UK's Best Park 2019.

Friends of Priory Park chairman, Philip Robinson, said: "Priory Park, as a memorial park, is possibly unique within

the British Isles for the diversity of its heritage in such a confined space.

"Within its 12 acres is a range of British history; from Roman city to World War Two, from Norman Conquest to Civil War, from Reformation to Victorian Pleasure Park.

"It contains three scheduled ancient monuments - an uninterrupted section of the city wall, resting on Roman foundations and protecting the leastdisturbed archaeology in Chichester, a Norman motte, built by order of Roger de Montgomery, and the chapel to a Franciscan Friary (Greyfriars) "The park holds the pages of the story of England and is located at the heart of a beautiful city."

City name must reflect its values

The Great British Cheese Company had a stall for its award-winning, flavoured, waxed cheese truckles, which were complemented by Passion du Fromage Ltd with its Spanish and French saucisson, French cheese and more continental fine foods.

Other stalls ranged from wildlife photo prints, Nepalese, Peruvian and Indian clothes and accessories, silver jewellery and a display by the Royal Society for the Protection of Birds.

Cllr Bell also said: "Nobody would disagree with a Chichester Flower Festival of the sort that we have, and I am not singling out one particular event but if you are going to have a Chichester Food Festival then it should really be about local food and local produce.

"The one that was held in the city very recently was very international and certainly wasn't Chichester.

"If it is there already, then to start using it, but if it's not then in our terms and conditions, let's make sure that the word Chichester, in publicity and in naming events, is appropriate to our Vision and the values we associate with the Chichester brand."

Cabinet member for community services and culture, Cllr Roy Briscoe, said: "I think you are right. Chichester should be a brand. I think it is something that we can certainly look at in relation to areas that we control.

"I will speak to the officers about being able to introduce that."

Council chairman Elizabeth Hamilton added: "Perhaps we could use 'Chichester district' as well."

Cllr Bell agreed, saying: "The branding would apply in my view, certainly to Petworth and the Petworth Festival and values associated there.

"I am sure that goes for Midhurst and Selsey and other places in the district. You are right chairman."

` Car collision POLICE are urgently seeking witnesses to a multi-vehicle crash on the B2198 Bracklesham Lane, Bracklesham Bay, near Chichester.

It happened shortly before 8.45pm on Wednesday and involved a silver Volkswagen Eos convertible, a grey Alfa Romeo GT and a silver Nissan Qashqai.

A man in the VW died and another man in the same vehicle was seriously injured. He is currently in a critical condition.

Five other people involved were injured to varying degrees, from minor to serious, and three hospitals across the south were used to treat them.

Police would like to talk to anyone who saw what happened, in particular those who may have dashcam footage, or who noticed any of the vehicles being driven shortly beforehand. They are asked to report details online, by email: collision. appeal@sussex.pnn.police.uk or by phone on 101.

` City burglary POLICE received a report of a distraction burglary in Green Lane, Chichester, on Tuesday.

At around 12pm, a man went to a property asking for access to the garden to check fencing. After the male left, the victim noticed that a safe had been stolen from the property.

The man was described as wearing a black top, black shorts and a black cap, around 5ft 10, aged late 30s with a dark beard.

Maggots found in Witterings bakery

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk A BAKERY in East Wittering has been fined after selling a bacon and cheese pastry containing maggots.

Nigel Harris, who owns Home Bakery in Oakfield Road, was fined £800 and ordered to pay £2,590 in costs after pleading guilty to two offences under the Food Safety and Hygiene (England) Regulations 2013 at Worthing Magistrates’ Court on Friday.

The incident took place in July, 2018, and was immediately reported to the bakery and Chichester District Council’s environmental health service.

After receiving the complaint, the council sent one of its environmental health officers to the bakery to investigate and found a further pastry containing live maggots.

District Judge Kelly acknowledged that this was a very serious offence, but accepted that Mr Harris had made

changes to his stock rotation procedures and that this was hopefully a one-off incident.

The aggravating factor was that Mr Harris had been made aware of the complaint, but had failed to immediately remove any other potentially contaminated products.

Mr Harris’ business has recently been inspected and was awarded a top food hygiene rating of 5. The Judge took this into account when making her final judgement.

“This case sends a strong message to all food operators that we will take legal action if food safety standards are found to be unacceptable,” said Cllr Penny Plant, cabinet member for the environment at Chichester District Council.

“We’re very pleased that Mr Harris has taken measures to avoid this happening again and that his business has now achieved a top food hygiene rating of 5.

The action taken in this case has resulted in a positive outcome for everyone.”

Bags for hospice make a huge difference to patient wellbeing TEXTILE students gifted St Wilfrid’s Hospice in Bosham an array of colourful carryalls last month, handmade with love.

Each member of the Midhurst Rother College group made their own version of a syringe driver bag over the course of a term.

A syringe driver is a small batterypowered machine the size of a pencil case, which administers a continuous dose of painkiller or other medication.

Deputy ward sister, Tracey Callingham, who accepted the bags on behalf of the hospice, told the group the bags would make an enormous difference to the wellbeing of her patients.

She said: "It means that everyone is totally mobile, enabling a walk in the

garden, refreshments with friends and family, and trouble-free trips to the loo."

The bags were made from a pattern created by Liz Greenfield who ran Sew Something, a haberdashery shop in Storrington, before she died. She had found the bags invaluable while having chemotherapy treatment at St Wilfrid’s herself.

Liz’s family were thrilled her wish for the pattern she designed to be created over and over again to help others had come to fruition.

Liz’s daughter, Lorraine Coram, said: "It’s a really exciting legacy for mum to have left. For the short time she wore it, the bag gave her dignity and the ability to move around without the machine and her illness being on show."

Shopwyke Lakes home owner is upset over further development

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk A HOME owner from Chichester has described her upset over the construction of another new home which she says blocks her view.

Miss Hilary Shaw bought a new-build show home from CALA Homes, on the Shopwyke Lakes development, last year.

She has now expressed alarm at another property being built "in my back-garden”.

Miss Shaw said building work began on Thursday on a three-storey town house, which would “obscure the only open aspect from her property” and "surround my home in a circle of redbrick".

She said she had contacted the Chichester Post to highlight the issue to other house buyers.

The issue is being investigated by the Independent Dispute Resolution Service, which considers disagreements between property buyers and sellers.

CALA Homes responded to Miss Shaw, saying: "CALA have a very robust process whereby information is provided to individuals prior to the conclusion of the contract of sale.

"CALA are satisfied that our sales team have acted in accordance with our process.”

They said it was unfortunate Miss Shaw had been unable to attend an "information giving meeting”. Plans

had been supplied and been signed by Miss Shaw in accordance with selling regulations.

“CALA do not accept any failure in this respect.”

Dog charity to host special open day VISITORS are to be welcomed to the Canine Partners Southern Training Centre to see firsthand how the charity’s amazing dogs can transform the lives of people with disabilities.

The information sessions, which are to be held in September, offer members of the public an opportunity to find out more about Canine Partners, what they do as a charity and how to support them.

Information sessions are held at the training centre in Heyshott, near Midhurst, throughout the year, where you can see a demonstration and hear from an established partner about the difference their canine partner has made to their lives.

The dogs are trained to carry out a range of everyday tasks including picking up and fetching items, opening doors and undressing a person.

They can even help load and unload a washing machine and they can fetch help in an emergency.

“By attending an information session, it helps to raise awareness and vital funds for the charity,” says Gemma Tupper, community fundraiser for the south.

` Police reports DURING the week from Monday, July 15, to Sunday, July 21, numerous reports were made to police, which included: In Whyke Lane, Chichester, on Tuesday, July 16, a vehicle was accessed. A number of personal possessions and sunglasses were stolen from the vehicle. Serial 0344 16/7.

On Wednesday, July 17, police received a report of items being stolen from a property in Lennox Road, Chichester. Serial 0453 17/7.

On Thursday, July 18, police received a report that a vehicle was broken into while parked in a layby in Old Park Lane, Bosham. Two windows were smashed. Nothing was stolen. Serial 1396 18/7.

Tributes come in for the wildlife hospital founder

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk BRENT LODGE Wildlife Hospital has announced the death of its founder, Dennis Fenter, who passed away peacefully in his sleep on July 17.

A spokesperson for the charity told the Chichester Post: "It has been hard to find the words that do such an amazing man justice.

"Dennis was a selfless, larger than life man who dedicated his life to caring for animals and his community."

The hospital depends on the team effort of its staff and volunteers but says that none of this would have been possible without Dennis’ chance encounter with a struggling sparrow, following which he chose to dedicate his life to helping sick and injured wildlife.

His personal drive, enterprise and dedication has made Brent Lodge what it is

today - one of the most respected wildlife hospitals in the country capable of caring for over 3,500 wildlife casualties a year.

In 1978, Brent Lodge became a charitable trust as the intake of birds grew.

A move to a larger house in Eartham was not enough to cope with the increasing patient numbers, so in 1986 a site in Sidlesham was obtained for a bird and wildlife hospital.

Dennis and all his helpers slowly rebuilt runs and converted old buildings. Then, in 1991, the new fully-equipped hospital building was opened by Sir Patrick Moore.

In 1998, Dennis was awarded the MBE for services to Brent Lodge and wildlife rescue.

Aged 66, Dennis decided to ‘semi-retire’ but still continued to regularly attend events and shop openings.

The spokesperson continued: "We are all incredibly proud to be a part of the legacy that Dennis has left behind.

"We will work hard to ensure his passion continues well into the future and will continue to spread his message about caring for all creatures, great and small and strive to make Brent Lodge the best it can be to make Dennis proud.

"We would like to send our sincerest condolences to his wife, Yvonne, and all of his close friends and family.

"The response we have received from supporters has been overwhelming and the fond memories shared has brought a great detail of comfort to us all."

Dennis's funeral will be held on Monday, at 2pm, at Chichester Crematorium.

At Yvonne's request, people have been asked to wear bright colours and join his friends and family afterwards for tea, cakes, and share fond memories about him afterwards at The Royal Oak at Lagness.

Brent Lodge is holding a supporters day on Saturday, August 17, between 11am and 4pm, when visitors can learn about the charity's work and view future plans.

A HIDDEN treasure found buried on the South Downs is sparkling once again thanks to efforts of students from West Dean College of Arts & Conservation.

The Highdown Goblet is an Ancient Egyptian glass vase with an Ancient Greek inscription thought to have been made in Alexandria, Egypt, at the end of the 4th century.

After being discovered in the Anglo-Saxon cemetery on Highdown Hill outside Worthing in the early 19th century, it is now the property of Worthing Museum and Art Gallery.

As part of a link-up with the museum, students from West Dean have been working on cleaning, conserving and repairing some of the rare glassware from the Highdown find.

This includes the unique goblet which, this week, was returned to the museum looking better than ever.

James Sainsbury, archaeologist at Worthing Museum and Art Gallery, said: "We want to thank West Dean for their efforts, which has ensured the stability of these important collections for decades to come.

"How the goblet ended up buried with a Germanic settler on the Sussex coast is one of the great mysteries of the Highdown cemetery.

"We are also very excited about starting further projects with West Dean in the near future, some of which will look at our broader collections and ways to manage their preservation when both on and off display."

The Highdown Goblet is one of a number of fascinating items which can be found in the Worthing Borough Council-owned museum in Chapel Road.

Compton school teaches outside

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk CHILDREN at Compton and Up Marden Primary School were excited to learn that they were having whole days schooling outdoors.

Pupils aged from five to 11 arrived at school suitably dressed in outdoor clothes and were soon put together in mixed age groups to become scavengers, orienteers, gardeners and artists.

The older children in each group looked after and helped the younger pupils to join in and complete a whole range of exciting tasks and projects as part of National Outdoor Learning Day. Scavengers were sent off hunting in the school’s grounds to find as many items as they could from a full list of interesting things such as identifying tree leaves, wild flowers and birds.

Orienteers soon become familiar with the local Ordinance Survey map, trying to find out where they each lived by identifying many key local features.

Gardeners tended the school’s borders and planted areas.

COVERS TIMBERS & Builders Merchants has pledged to match any charity funds raised by its staff up to a maximum of £1,000.

The company, which is already a regular fundraiser and contributor to charity causes and community initiatives, launched the scheme in June. Its aim is to support staff already undertaking charitable work and encourage those who might be thinking about doing something for a worthy cause.

One of the first charitable events to benefit from the scheme was organised by Dominque Anns and Sue Boniface, who work at Covers' Chichester depot.

They raised £866 for two charities – Cancer Research and Family First Ghana – by selling second-hand clothes and accessories as well as tea and cake. The final amount was doubled to £1,732 by Covers.

Artists made creative art works with plants and flowers inspired by the artist, Andy Goldsworthy.

Head teacher Mrs Claire Inskip said: "We are so blessed at Compton and Up Marden CE School to have such amazing grounds, including a wooded area, allotment, ponds and a forest school, complete with storytelling circle and fire pit.

"Outdoor Learning Day lends itself so well to our setting. The children learn so much through first hand experiences. Outdoor Learning Day is one of the highlights of our school year."

The day began with a full school assembly where Mrs Inskip explained to children the outside activities they were to undertake during the day in the schools’ spacious and diverse grounds.

The Rev Lindsay Yates, Rector of the parish and governor at the school, said the project was a wonderful expression of the school’s new motto - sowing the seeds of life in all its fullness.

The day closed with an enthusiastic assembly, shared with and attended by many of the parents where pupils were eager to share their day of outdoor learning.

` Harbour spill THE patrol team from Chichester Harbour Conservancy responded to reports of an oil spill following an incident involving a crane at Dolphin Quay, Emsworth on Tuesday.

The team deployed oil spill equipment at the site on Tuesday, July 30, to contain the spill of hydraulic fluid and engine oil.

They were later supported by the on-call specialist response team from Adler and Allen, who deployed additional booming.

The patrol team was successful at containing the spill and actions to recover the oil are underway.

Monitoring of the site continued over the 48 hours after the clean up.

` Summer fun THE Rotary Club of Chichester Priory has arranged a free family and children summer fun event on Saturday, August 10.

The event will be held between 10am and 1pm on the Cathedral Green in West Street, Chichester.

A spokesperson said: "This is a wonderful opportunity to have some fun and to meet, talk and join other families and we hope that you can come and join us and bring your children and grandchildren and friends along to have an enjoyable time."

'Wheelie' big success for heart charity at city's motor circuit

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk HUNDREDS of cyclists descended on the Goodwood Motor Circuit to raise vital cash towards the British Heart Foundation’s life-saving research.

The annual Bike Ride at Goodwood, which has raised a combined total of over £300,000 for the nation’s leading heart charity since launching 21 years ago, saw 400 riders saddle up on Sunday.

Hannah Miller, the foundation's fundraising manager, said: “A huge congratulations to all those who took part in a challenging, but enjoyable day’s cycling.

“Cyclists were able to complete any distance, from one lap of the 2.4 mile circuit, before collecting their certificate and medal.

"However, George Adams took the winners' distance title with a staggering 47 laps, which equates to 113 miles!”

Louise Kennedy took the women’s distance title with 31 laps. The U16 category was won by Thomas Johnson (aged 12) with 21 laps, and the under 12 and U8 categories were won by brothers Rufus (aged nine) and Oscar Cooper (aged seven), with 16 and ten laps each.

If proof is needed that even the smallest wheels can keep turning to help raise vital cash for heart research, then credit also needs to be given to their five-year-

old brother Sebastian Cooper, who also completed an incredible ten laps, or 24 miles.

All category winners received a goody bag of cycling accessories with full bike service worth over £60, donated by Geared Bikes and Wear in Chichester.

Hannah added: “We are so grateful for all the volunteers who helped make this event happen. We really mean it when we say we couldn’t have done it without

them. We hope to raise over £8,000 from this year’s event and rider sponsorship.”

The day saw not only fund-raising, but a fun day out for families. The warm weather encouraged hordes of people to lay out their blankets and set up gazebos for the day.

Many brought their picnics, and even their dogs to watch, and support their loved ones cycling on the track. The event gave riders the opportunity to

Another glorious week for popular Qatar festival at Goodwood races

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk JOCKEY legend Frankie Dettori was told by his trainer on Wednesday to 'eat his Weetabix'.

THe five-day racing festival kicked off with a win in the Goodwood Cup from Dettori on Stradivarius to claim a third successive victory in the race.

It was Dettori's 10th top-level Group One victory in 60 days. THe glory didn't end there, he also won the prestigious Qatar Sussex Stakes race on Wednesday on Too Darn Hot. Trainer of both Stradivarius and Too Darn Hot, John Gosden said after the later race: "Frankie Dettori said his arms are aching, and I said, 'Frankie you have got to eat your Weetabix in the morning!'

"He said he was exhausted and I said, 'Maybe you're getting old, don't admit it to anybody!'

"I said we had managed the horse badly. He ran great at Ascot but if we had just been sensible, we probably wouldn't have got ourselves in a mess.

"Fortunately, he is a very high-class, champion two-year-old and he has got both the trainer and the manager out of trouble!"

"I'm so lucky. It's an amazing team that we've got," said Dettori.

"We've got amazing horses that are trained

by a fantastic genius of a trainer. I haven't got enough superlatives for him."

Rain and high winds hit Chichester this week but that didn’t fail to bring in the crowds to the Qatar Goodwood Festival.

Glorious Goodwood, as it’s also known, welcomed thousands of visitors through the gates from Tuesday.

Yesterday was the show-stopping moment for fashion with Ladies Day where hundreds of women turned on the style in lavish dresses and hats.

It’s not just about the globetrotting equine talent on show, a new-look area called the Earl’s Lawn drew in the crowds, becoming the new hub of complimentary raceday entertainment, boasting household names from the

world of music, beauty and much more.

THe lawn which is situated in the Gordon Enclosure hosted Nicky Clarke and his team, providing quick hair fixes, blow-drys and styling.

With more than 30 years in the styling industry, he is known for creating beautiful styles for his celebrity clients.

` Business award A SURVEYING firm in Chichester were highly commended in the best use of technology category at a London awards ceremony.

Macleod Simmonds based in Appledram Lane South, attended the 2019 Construction News Awards at the Grosvenor House Hotel on Thursday, July 11.

Established in 1996, the awards showcase the industry and have become the most prestigious awards in the construction sector.

In a rigorous process, the judges initially score the original entry, with finalists then presenting their entry to a panel of judges.

Macleod Simmonds competed against several of the top UK firms and were highly commended in the best use of technology category.

Campaign for the outdoors

The high-profile visual campaign will feature at major train stations and on buses across the south east and aims to entice young people out of busy urban areas to discover the 'breathing spaces' of national parks and areas of outstanding natural beauty (AONB) including Chichester Harbour.

It comes as public transport operators, including South Western, Southern, Metrobus and Stagecoach, join forces to promote the campaign.

The initiative has also received the backing of Julian Glover, who is currently leading a government review aimed at making England’s most cherished landscapes fit for the future.

Mr Glover said: “This campaign to encourage young people to visit these fantastic landscapes will help show how getting out into nature is something everyone can enjoy, no matter what age, background or experience.”

Launching in the 70th anniversary year since the government passed an Act of Parliament to establish national parks and areas of outstanding natural beauty, the campaign comes as research shows millions of people in the UK do not have access to green space.

A YouGov poll also showed Londoners were twice as likely to go to the Lake District than the South Downs, which is only an hour from the capital.

Guilty pleas for city fraud

BY KELLY WICKHAM kelly.wickham@sussexpost.co.uk A WOMAN from Pagham who stole nearly £117,000 from a business has pleaded guilty at court.

Lynn Boakes, 47 of Sea Lane, Pagham, was hired as a bookkeeper at a steel company in Birdham in April, 2013, and was responsible for the company’s payroll.

Towards the end of 2016, Boakes started taking regular sick days, despite posts on social media showing her shopping or being abroad on holiday.

Concerned, a director of the company

searched payroll documents for the previous few years and discovered Boakes had been paying herself a higher wage than had been agreed. From October, 2014, to April, 2017, she had overpaid herself by a total of £13,462.

Further investigation discovered Boakes had used her inflated pay slips to purchase a car on finance.

She had also diverted £103,450.26-worth of her employer’s funds into her personal bank account that had been disguised by using a fake company name.

Boakes was immediately suspended from the company. Police were informed and on her seized work computer a reference for a job application for her husband was found. The reference falsely stated David Boakes, 54, of Sea Lane in Pagham, had worked for the steel company for two years and it had been signed by a fake employee, ‘Janet Young’ – Boakes’ actual middle and maiden names.

At Hove Crown Court on Monday, July 15, Lynn Boakes pleaded guilty to three counts of fraud: fraud by abuse of position, fraud by false representation and making an article for use in fraud.

David Boakes pleaded guilty to fraud by representation and not guilty to converting criminal property, which the courts decided would lie on file and no further action will be taken.

The pair will be sentenced at Hove Crown Court on August 22.

Annual report

WEST SUSSEX County Council has noted and published its annual report for the year 2018/19, following a debate at a meeting of the full council in County Hall, Chichester.

The report provides a comprehensive summary of the council’s achievements over the year, including updates on performance and an acknowledgement of the council’s commitment to improvements to its children’s services and fire and rescue service.

Highlights from the report include: • An extensive programme of highway maintenance schemes funded by a £6m capital injection from the Department for Transport • West Sussex local authorities chosen by government to pilot a 75 per cent business rates retention, which will deliver £19m • Around 4,000 more pupils in West Sussex attending a school rated by Ofsted as at least ‘Good’ compared with 2016 • School dinners in West Sussex contained just 5g of sugar on average, down 73 per cent on 2014

• • Delayed transfers of care between hospitals and homes continued to decrease, exceeding the national target • More than 1,000 households helped to switch to cheaper ‘Your Energy Sussex’ energy tariff in just four months.

Commenting on the report, county council leader Louise Goldsmith said: “I am pleased to publish the second annual report on our progress against the West Sussex Plan.

“Reading this report, I am reminded again of the difference that the county council makes to the lives of our residents and the honour and responsibility that comes with being its leader.

“I also recognise our challenges but what is most important for our residents is how we have responded to them.

"We have in place two plans to improve our children’s services and fire and rescue service.

"Ongoing, implementing these plans is our priority and it is only in working in partnership that we can deliver them."

` Help for offenders WEST SUSSEX councils, police and the probation services have teamed up to ensure high-risk offenders get the help they need when released from prison.

There were huge concerns when the council cut £4m from its £6.3m housing related support budget, with no money available to pay for offender services from 2020/21.

Those services included support which helped to monitor and manage the men and women who were being released.

Fears were raised that, if the service was lost, former prisoners would opt to re-offend and return to prison rather than face sleeping on the streets.

At a meeting of the full council on Friday, July 17, Cllr Amanda Jupp, cabinet member for adults and health, announced that every district and borough council in West Sussex, along with the county council, Sussex Police, the Police & Crime Commissioner and the probation services had come together to pay for the service.

Around 100 violent and sex offenders are released into the county each year and, in 2018/19, £283,000 was put towards the housing-based support.

Cllr Jupp said: “That is a great step forward in my opinion. I believe that partnership is very powerful – and we could no longer go on providing this money ourselves.

We have to work in partnership. So I’m delighted that we have done that.”

A county council spokesman said the funding was only and interim arrangement and would last until at least October 2020.

New fire officer

` Street party SHOPPERS and visitors are being encouraged to get into the party mood on Thursday, August 22, when Chichester holds its first ever summer street party in East Street.

The event, which aims to celebrate Chichester’s high street, takes place between 4pm and 8pm and is being sponsored by the Co-op, which is opening a store in East Street in October.

There will be something on offer for everyone, including delicious street food, a carousel and face painting for the children, entertainment from Spirit FM and late-night shopping.

The show is being delivered

by Chichester District Council, with support from the Chichester Business Improvement District, in order to encourage people to support their local high street.

“It’s vital that we support our local high streets, especially in the current financial climate,” said Cllr Tony Dignum.

“Chichester has so much to offer, from unique and independent stores, through to major brands – and all within a historic and fascinating setting.

“This event aims to encourage people to visit Chichester and enjoy everything it has to offer. People will be able to meander through the shops, many of which are opening late especially for the occasion, and enjoy in-store activities. They can also relax on deckchairs, or enjoy street food from a host of vendors, who will be offering a range of cuisines from around the world.

Gillian Keegan continues with campaign to improve services CHICHESTER'S MP continued her campaign to improve cancer services in England when she spoke in a debate looking into radiotherapy services.

Gillian Keegan raised several concerns brought forward during the all party parliamentary group for radiotherapy’s evidence sessions.

The MP focused her remarks on shortages of trained professionals in the field and called on the Government to do more to improve access to the profession. Mrs Keegan suggested that apprenticeships could be a good way forward and spoke about an already developed programme put forward by the Society of Radiographers.

She also highlighted her concern with the current funding and commissioning structures but praised the Department for Health’s recent investment of £130million to upgrade the Linac machines needed in radiotherapy.

The MP emphasised several times, throughout her contribution, the

importance of radiotherapy as it is involved in treating half of all cancer patients. This is something she also raised with the former Prime Minister, Theresa May, during Prime Minister's Questions.

The group’s recent inquiry into current radiotherapy services across England has now concluded and a report will be published later this year to be presented to the Department for Health.

In closing the debate, Parliamentary under-secretary of state, Seema Kennedy, thanked those who spoke and commended the work of the parliamentary group. She went on to present the Government record, saying: “Cancer is a priority for this Government, and we have got survival rates up over the last ten years, but there is a lot more to do. In the long-term plan, we state our aim to have 55,000 more people surviving cancer for five years by 2028.”

The minister in her response agreed to continue discussions with the group in further meetings.

Scheduling grass cutting is a difficult balancing act, as growth is so dependent on seasonal factors, such as rain and sunshine. The council says it has been cutting urban grass maintained at public expense up to seven times per year between March and November.

There is no statutory minimum level of grass cutting over and above what is needed to ensure the highway is safe.

However, nationally-recognised guidance suggests five cuts in urban areas would achieve a reasonable balance between maintaining the street scene and ensuring highway safety.

The council says it will now provide up to five urban cuts a year and make a commitment to work with partner authorities so they can arrange extra cuts at their expense; work with interested organisations to increase bio-diversity; and promote conservation of the ecology and roadside verges.

• Weeds The council says it can no longer afford to carry out routine weed spraying.

Instead, they will be focusing efforts on targeted spraying of footpaths, using non-herbicides, where there is a safety issue.

The annual programme to control Japanese’s Knotweed and Giant Hogweed is unaffected by this change.

• Gritting (precautionary salting) Under the new plan, West Sussex Highways would continue to keep watch on the winter weather forecasts, ready to deploy gritters on a priority basis, to keep main routes open and passable with care.

The A27, A23 and M23 are the responsibility of Highways England. The county council is responsible for other ‘A’ roads, plus ‘B’ roads and keeping routes of local importance safe, such as major bus routes, roads to large schools and key hospitals and large industrial establishments.

Details of the new gritting routes will be published in the winter service plan.

This will be available later this year.

The council says it wants to hear from local groups or organisations who would be interested in finding out more about what support the council can provide to groups wanting to do more to help look after their local area.

DR Sabrina Cohen-Hatton is to join West Sussex Fire and Rescue Service as its new chief fire officer.

She joins the service with 18 years of fire service experience including senior roles in London Fire Brigade, South Wales Fire and Rescue Service, Welsh government and most recently as interim deputy chief fire officer for Surrey Fire and Rescue Service.

Dr Cohen-Hatton has helped shape national fire service policy and practice during her government secondments at Her Majesty's Inspectorate of Constabulary and Fire and Rescue Service and at the National Fire Chiefs Council.

Throughout her career as a firefighter, Sabrina has pursued further and higher education. She is a chartered psychologist and her pioneering research into critical decision-making has received national and international recognition.

Cabinet member for safer and stronger communities, Cllr Jacquie Russell, said: "We are delighted to welcome Sabrina to West Sussex Fire and Rescue Service.

She comes with a breadth of experience, skills and knowledge to lead in delivering our top priority, which is to keep our residents safe.

"I have no doubt that under her leadership we can go further to create a diverse and inclusive workforce and drive improvements to our fire service.”

Sabrina said: "It is an honour and privilege to be given this opportunity to lead the fire and rescue service in West Sussex.

New council plan for highways

With ever-tightening budgets, safety and value for money criteria have been key to deciding new service levels which include grass cutting, weed spraying and winter gritting.

Cllr Roger Elkins, cabinet member for highways and infrastructure, said: "Local authorities across the country are facing unprecedented financial pressures and West Sussex is no exception.

"Due to increasing demand on social care services and a continued reduction in central government funding, we have been forced to make very difficult decisions to balance our budget.

“Safety remains our top priority but we also have to find ways to do more with income we get from council tax and provide value for money.”

For many years, groups of volunteers and parish/town councils have worked in partnership with West Sussex Highways to help look after local areas.

Cllr Elkins said: “Grass cutting and winter planning are two examples of this. Some parish councils already work with us to arrange extra grass cuts at their expense and, last year, we had more than 150 community winter plans in place, with 50 volunteer farmers on standby to help with snow clearance. Parish and town councils work with farmers or contractors if the need arises."

A summary of areas included in the new maintenance plan, which is subject to the council’s usual call-in period are: • Grass cutting Grass cutting services will be designed to meet safety needs while providing value for money and increasing biodiversity.

The county misses tonnes of recycling THE county is missing out on a massive 22,000 tonnes of recycling a year.

That’s the result of a recent study carried out by the West Sussex Waste Partnership which found that just over 14 per cent of general rubbish collected from homes in the county could have been recycled.

To highlight the issue, a video has been produced to show the mountain of recycling being missed and the amount of money that could be saved if this material was being placed in the right bin and recycled.

Cllr Deborah Urquhart, county council cabinet member for environment, said: “By recycling materials correctly, a staggering £2.5million could be saved for vital West Sussex public services.

“Waste disposal is expensive and it is far more effective to send materials for sorting and then on for recycling, than it is to dispose of rubbish.

"There are huge costs associated with waste disposal. By recycling more, we can all help to reduce our impact on the environment and the cost which falls to West Sussex taxpayers.”

The study found the common items that were being missed were: • Plastic pots, tubs, and trays

(including black plastic) • Card (corrugated and noncorrugated) • Newspapers, magazines and other recyclable paper • Glass bottles and jars Cllr Urquhart added: “West Sussex residents are already doing a good job, but as our film explains, there is more to be done.

“Items such as plastic bottles and containers, glass bottles, tin foil, and magazines and newspapers are unfortunately still being thrown away, instead of being recycled.

“We’re asking people to ‘think before you throw’ and take a moment to sort your recycling.”

No glory for City FC but cash raised for charity

Charity's fayre photos contest A SIDLESHAM charity is hosting a summer fayre next Sunday and also holding a photo competition.

The Cat and Rabbit Rescue Centre's annual summer fayre will be held on Sunday, August 11.

Staff at the centre are also holding a pet photography contest for any pet, not just cats, rabbits and guinea pigs.

For a donation of £2, you can enter your photo into the contest and be in with a chance of winning your photo framed by Art for All in Chichester.

Staff from the centre will pick their favourite photos and these will be displayed at the summer fayre where the winner will be announced.

Susan Jameson, known for

portraying Esther Lane in the BBC crime drama New Tricks between 2003 and 2013, and wife of actor, James Bolam, is president of the charity and will open the fayre.

The centre is hoping to raise plenty of money as its running costs have risen from £300,000 a year to £700,000 a year.

The fayre takes place at the Cat and Rabbit Rescue Centre between 11am to 4pm, with a £2 entry or a donation of cat/rabbit food.

CHICHESTER City were beaten 1-0 in a charity football match to help celebrate the six decade anniversary of NSPCC South and Mid Sussex branch.

The Sussex Community Shield, in aid of the NSPCC held the football match between Chichester City and Bognor Regis Town. The community event was held at Sussex County FA, Lancing, on Tuesday and featured a pre-match dinner with a raffle including Jennie’s Jams, Sue’s jewellery, Daniel’s Tombola and NSPCC merchandise.

Over the past 24 years, Sussex County FA has hosted or taken part in many events to help the NSPCC raise funds.

It also helps the NSPCC South and MidSussex branch with meeting spaces and its annual meeting.

Ken Benham, chief executive of the Sussex County FA, said before the game: “We are delighted to be able to continue our support for our charitable partners the NSPCC, and help celebrate the 60th year of the South and Mid-Sussex branch.

“With the help of the Sussex football community, we can hopefully raise as much as possible at the Sussex Community Shield to ensure their valuable work continues.”

The Arts Society is the operating name of NADFAS (The National Association of Decorative and Fine Arts Societies). There are 24 local societies in Sussex, of which 6 are located in the Arun and Chichester area. The main task of this role is to manage Sussex Area finances through their account with CAF Bank (Charities Aid Foundation). The overall burden is not huge however accounts need to be audited and presented on a calendar year basis and may also be subject to scrutiny from the London headquarters of The Arts Society. Experience of financial administration would be helpful, but not essential. IT competence with email, word processing and spreadsheets is assumed, though the degree of expertise expected is average rather than advanced. A car and a driving licence would be helpful, as Sussex is a large county. Some brief speaking to Area meetings of 50+ persons is inherent, though training is available in case of nervousness.

First Visit Volunteer – Royal Voluntary Service Are you a good listener? Do you like meeting new people and talking to them about their lives?

First Visit Volunteers meet with individuals and their families/carers to find out how Royal Voluntary Service can provide the practical support they need to help them live the life they want. This will involve identifying what activities, support and services they need to achieve these outcomes. Once they know this Royal Voluntary Service can shape their services to meet these needs, or they can signpost them to other organisations who can help do so. As a first visit volunteer you act as a catalyst, initiating the first steps a person can take to reducing their isolation and building connections with their local community.

Finance Trustee – PACSO PACSO is a Chichester-based Charity that supports parents and carers who have a child or young person with a special educational need or disability. They provide play and social opportunities for children and young people and their siblings, and much needed respite for parents and carers in the Chichester and Arun districts. An exciting opportunity has arisen to join their Board of Trustees as a Finance Trustee with responsibility to lead Trustees on financial matters and ensure that PACSO remains a secure and sustainable organisation financially and is able to grow in line with their Strategic Plan. The ideal candidate will be an experienced and qualified Accountant who has worked with charities and who is committed to what PACSO stands for. Shop or Trolley Volunteer – Friends of Chichester Hospitals

Join a friendly team of volunteers who help support patients, visitors and staff of St Richard’s Hospital by serving in the Friend’s Hospital shop or taking the daily trolley around the wards.

Working in pairs, there are three shifts each day (Mon - Fri) in the shop, each lasting 3 hours, while the trolley takes approx. 2 hours. The weekend trolley visits all wards, with 2 volunteers, and takes 3 to 3.5 hours. This is a chance to help make a daily difference for patients, for whom the trolley visit brightens the day. Visitors and outpatients may need a snack and a newspaper, and a friendly word if they are anxious. Hospital staff visit the shop on their short breaks and value quick and cheerful service before returning to the ward.

Event. Free open air jazz concert in Felpham this Sunday.

For the third year running, Jazz at the Village has joined with the Felpham Village Conservation Society in organising Picnic in the Park, a free open air concert in Old Rectory Gardens, again backed by the Post. It’s an opportunity to bring along your picnic, drinks, chairs and rugs from 3.00pm and from 4.00pm to listen to a couple hours of top quality entertainment provided by some of the finest full time jazz musicians in the UK today.

Leading the concert this year will be Ben Holder, a truly outstanding and gifted young jazz violinist who receives huge acclaim wherever he performs, one cannot fail to be impressed by his sheer talent. Returning again this year and alongside Ben will be Julian Marc- Stringle, acknowledged to be one of the UK’s finest clarinettists, and a supporting rhythm section. Should the weather be wet then the concert will take place in Felpham Memorial Village Hall, limited to 125 admissions.

Theatre. 8 Hotels. A new play, based on real events in the United States in 1944, is at Chichester's Minerva Theatre until August 24. It stars US actor Tory Kittles making his UK theatre debut, as Paul Robeson, the celebrated actor, singer and political campaigner, who is touring as the eponymous hero in Shakespeare’s Othello. His Desdemona is the brilliant young actress Uta Hagen, played by Emma Paetz, while her husband, the Broadway star José Ferrer, plays Iago.

This part will be taken by Ben Cura, with Pandora Colin as the producer of the tragedy. All the actors start as friends but the boundaries between onstage passion and their offstage lives begin to blur at this turbulent time. Music. The Glenn Miller Orchestra. The Glenn Miller Orchestra arrives in Worthing to delight audiences with their nostalgic big band sound on Sunday, August 4, at 3pm. The audience at the Pavilion Theatre will be transported back to the heady days and music of the 1940s – with the fabulous harmonies of the Moonlight Serenaders and the sublime vocals of Catherine Sykes and Mark Porter. Also joining them, with the sounds of the Andrews Sisters, are the Polka Dot Dolls - all under the steady directorial hand of Ray McVay. Art. The Summer Exhibition - Arundel Museum. Artworks created by students, aged 15 to 18, from six West Sussex secondary schools feature in this exhibition, which is open from Wednesday, August 7, until Sunday, September 1.

The individually-chosen 80 GCSE and A-level examination pieces which form the display in the museum's Jubilee Gallery were selected from more than 1,000 pieces. The participating schools are: Bishop Luffa CE School, Chichester High School, Lancing College, Slindon College, St. Philip Howard Catholic High School and The Chichester Free School.

The Odds of Being Earnest is Greg’s second play for the Connaught Studio, following the success of Poisoned Beds, with Lucy Flannery, in November, 2018, based around Emsworth's oyster fishing industry.

Chichester-based Greg’s plays include The Hawkhurst Gang, The Exchange, Number 60 to the Somme (with Carol Godsmark), Separate Ways and Daisy & Marvin Save the Day (both with John Gleadall). Was Chasuble right to reject celibacy and marry Prism? Did Jack and Gwendolen stay in Shropshire? Was it likely that Algernon would make Cecily happy?

Greg said: "It’s important to like the characters, even if you don’t admire them, because if you don’t like them you can never understand them. But there are plenty of clues in the original play that indicate that they are not all entirely unselfish people.

"In the years to come, which ones will be mellowed by time and their responsibilities – and which ones will become more feckless and self-centred? And what will be the repercussions on everyone else?"

History Village, in the Mediaeval Meadow, where inhabitants live and work exactly as they would have in the Middle Ages. The museum, on part of the site of one of the country's most famous Royal Air Force fighter bases during the Second World War, will host a day of indoor and outdoor children's activities on Sunday, August 4.

These will include designing and colouring squadron badges, making paper aeroplanes, learning and using Morse code and the phonetic alphabet, face painting and dressing up as a pilot. Extracts from Grandpa's Great Escape, by David Walliams, will be read.

Organisers hope an ambulance and a fire engine will be available for children to explore and there will be a drill demonstration by Chichester Air Training Cadet Corps.

As well as aviation-related stalls, there will be a mini train for rides and demonstrations of radio-controlled model tanks.

A popular free attraction from last year, the 'make-it and take-it' chance to make an Airfix model aircraft to take away, will be repeated.

Visitors, both young and old, can try their hands at flying the museum's simulators, including the Lightning fast jet.

Also on display will be the latest acquisition, a full-scale replica of a Westland Special Duties Lysander aircraft as used by the RAF

Tangmere Military  Aviation Museum is located in a corner of the old Tangmere airfield, famed as an RAF fighter station from 1918 until Fighter Command left in 1958.

When visitors need a break from the fun, the NAAFI-themed tea room, beer tent and burger bar will be open, with DJ Pete Cross, of Angel Radio, playing music of the 1940s and 1950s to get everyone in the mood.

The main displays relating to the historic achievements of the RAF men and machines linked to Tangmere's heritage on the front line of Britain's defence will be available to view, as usual.

Parking is free and entry for the family day, which runs from 10am-5pm, is at a reduced rate of £8 for adults, £4 for children and £20 for a family.

Clean and natural spas are opening up more and more around the country, but they're still not quite the norm.

If the first thing you notice when you walk into the salon is the fumes smacking you in the face right away, then think perhaps about seeking out another spa.

Salons that use straight acetone to remove the polish and formaldehyde in the base coat usually have the most airborne chemicals. And when they don't have great ventilation, the airborne chemicals just linger and the smell can be very strong!

But let’s be real about this... being in a place with airborne chemicals for 30 minutes every week or so isn't likely to make you sick—it's not enough exposure.

But it is incredibly harmful to those who work there.

All the chemicals in nail polish are airborne, so that's the way you get potentially ill from them, by breathing them in. Unless you are smelling your polish all day, that's not going to hurt you, but the employees are the ones we need to be concerned about.

And supporting spas that treat their employees humanely should be top of our lists,whether or not you are a stickler for natural products. The products are what are more potentially harmful to a customer because that's what is living on the skin.

So in terms of your own safety, the

most important thing is your base coat, because that is what is touching your nail and seeping into the skin. So perhaps ask if they are formaldehyde-free.

This is the most common ingredient in base coats, so even if a salon carries toxic-free polishes, that doesn't mean the same thing across the board.

They still might have formaldehyde in the base coat. But if the entire salon is formaldehyde-free, you are more than likely in a safe place! The two other ingredients you should really look out for are camphor (which is used to provide high shine) and toluene (for vibrant colour).

All these things are important to think about, so you don’t pile in extra unnecessary chemical and toxins into your precious bodies.

Luckily, most don’t end in serious injury but any fall is very worrying for the elderly. Several people have stopped coming to Chichester and no doubt contributed to the decline of the high street. As Mayor, I have little power other than to persuade and influence the responsible local authorities to do something.

I am pleased to say at long last the pavements in Chichester have been made a priority by the Chichester Vision group and officers tasked to action new pavements, not just patch things up.

I am pressing for a timescale but one of the frustrations for us all is how long this takes and the pavements have been in need of renewing for many years now.

The officers will do their best but are hampered by the systems and the way central government has constantly reduced the funding to a point where councils are struggling to deliver the statutory services such as child care, education, social services and housing. Austerity has its consequences but where there is a will, there is a way to get things done.

Chichester City Council has now approved the preparation of a Neighbourhood Plan which will cover all five Chichester city wards and address many of the issues such as climate change and revitalisation of the city centre.

There is no doubt Chichester as a city will continue to thrive as it has done for 2,000 years since Roman times as Noviomagus Reginorum. No doubt even in those days the people were complaining the city was not what it used to be!

Chichester is a great historic city and people will always come together and socialise here. They will also still want the experience of shopping.

It has actually been scientifically proven that shopping is actually good for you.

Five reasons were given: 1. Provides good exercise. The average shopping trip is 2.77 miles and over 4,059 steps which is nearly half the daily target. The heavier the shopping bag is, the better it is.

2. Provides social bonding, especially if you shop with family and friends 3. Boosts your mood 4. Reduces stress 5. Boosts mental quickness There is still a great array of shops in Chichester with a very high proportion of good independents. I launched Super Saturday, a great initiative from BID for some great summer shopping and activities. The city, with its magnificent flower display and flags in the sunshine, looked ready for business.

The eastern part of the city at east gate square, the Hornet and Drapers yard are now favourite destinations so rediscover Chichester as they say, love local and shop local.

A CHICHESTER dental practice has welcomed new associate Mira Krumova, who adds a range of specialist treatment options for local patients.

Grange Dental Surgery in West Street was established in 1963 and has been owned

by Paul Cassar for the past 25 years.

He has a team of 15 staff including three dentists, with Mira Krumova being the latest dentist to join the practice.

“It’s been great welcoming Mira to my growing team. She brings new specialist dentistry skills to my long-established surgery as she offers implants and is currently specialising further in orthodontics. It will be a real benefit for our patients,” said Paul.

The newly formed Selsey Music Group presents a performance from the director of the Chamber Ensemble of London, violinist Peter Fisher, and international harpist Gabriella Dal’Olio.

Gainsborough Singers present their annual summer concert to raise funds for local charities and one of the UK’s best-known tribute acts, Abba Inferno, will be delighting audiences with their all-live tribute concert.

Annual favourites, Cloud 9, will be performing their fantastic end of the pier show and The Selsey Club will be hosting a variety of music events across the festival period.

The Selsey Festival also sees some big names join its ranks this year with award-winning international performer John Hinton bringing his family friendly musical journey, Ensonglopedia of Animals, to the Town Hall.

The festival finale is ‘an evening with Ben Thapa’ on August 30 The former G4 singer has delighted audiences across the world and is excited to be a part of this year’s celebrations.

ON SUNDAY, September 1, join a host of hikers and walk a section of the Sussex Hospice Trail with St Wilfrid’s Hospice.

The chosen ten mile trail meanders through Halnaker Park, with its mansion ruins, past Goodwood Racecourse, over St Roche’s Hill and along the Centurion Way, before finally visiting Chichester Cathedral.

Free parking at Chichester High School and a warm welcome from the St Wilfrid's support team will start the walk followed by a free coach travel supported by Woods Travel to the start of the walk.

Walkers will also receive a walkers' passport with commemorative medal at the end of the walk.

Teams of two to eight can participate with a one off entry fee per team depending on team size. The nominated team captain will receive a comprehensive resource pack with fundraising and sponsorship information.

With a downloadable app, printed maps and marshals along this route, walkers will be in no danger of getting lost.

The history of Chichester Mechanics’ Institute

By Portia Tremlett, public programme engagement officer THE CHICHESTER Mechanics’ Institute was founded in 1825 by the Unitarian pastor, the Rev John Fullagar, in what is now 45 South Street.

It was part of a national movement to provide adult education for the skilled working classes. The first Mechanics’ Institute was founded in London in 1823, as well as the Mechanics’ Magazine.

Subsequent to its establishment, in 1825 there was a flurry of Mechanics’ Institutions that were founded across the country, with Chichester’s branch being one of 80 new institutions. The Institute lasted nearly 100 years until it finally closed in 1923.

Traditionally associated with northern and industrial areas, Mechanics’ Institutes aimed to provide formal education for mechanics in the science and arts of their trades, and had a significant impact on communities’ culture and civic pride.

Mechanics’ Institutes were founded all along the south coast, in Brighton, Lewes, Arundel, Portsmouth and Southampton to name a few. These institutes enjoyed good communication with the leading London Institute as well as close relationships with each other due to the efficient transport links, which were strengthened after the introduction of the railways in the 1830s.

The Mechanics’ Magazine was an important tool for institutes across the country to share news and good practice.

The Chichester Institute was well received in 1837, after the magazine noted that it had

300 members from a population of 8,000, and that it showed distinction in its practice of sending book boxes and organising lectures for up to 50 people to its branch societies at Bognor and Selsey.

One of the key activities the Mechanics’ Institutes engaged in was the provision of lectures, with different institutions recommending different lecturers. The Rev J Fullagar, of Chichester’s Mechanics’ Institute, was a frequent lecturer at neighbouring institutions.

The success for Mechanic’s Institutes across the country also depended on favourable local press who would cover meetings and advertise upcoming lectures.

The Hampshire Telegraph would report on the Chichester Institute’s meetings using statements such as ‘a numerous and attentive audience’ who were ‘highly gratified’ and expressed this through ‘repeated plaudits’.

This positive spin in the local press only served to increase interest in the institute.

The president of the Chichester Mechanics Institute was the Duke of Richmond, having been invited to fulfil the position after the institute received letters before its foundation meeting in April, 1825, from the Duke of Richmond and Lord G. Lennox offering their services.

The support of the local aristocracy and their attendance at certain events increased the support and attendance of the membership.

‘an immense number of tickets have already been disposed of’.

Many institutes wanted to ensure that their society was a feature of civic pride for the community. A museum was a common way of attempting to foster this, and one which Chichester’s Institute undertook.

The Chichester Literary and Philosophical Society, which was merged with the Mechanics Institute in 1849, was described by a Professor Tennant as ‘one of the best arranged provincial museums in the kingdom’, attracting over 1,350 visitors in 1854.

This museum was the original institution that has developed and evolved into what the Novium Museum is today, after closing during the First World War and re-opening in the 1960s as the Chichester City Museum.

The presence of museums in Mechanics

Institutes across the country shows the shift from their original function of bringing scientific training to the working classes, to having much more of a central role in the community and of culture.

The number of institutes in Sussex declined over the years, with only four surviving to the 1870s, and the two oldest surviving the longest; Lewes’ Mechanics Institute survived until 1892, but Chichester’s survived until 1923 after it was merged with the Literary and Philosophical Society.

A blue plaque can still be seen today on the building in which the Mechanics Institute used to reside.

Frankie jumps for joy as Strad wins LEADING stayer Stradivarius made it a Glorious three in a row after winning for the Goodwood Cup yet again.

Jockey Frankie Dettori was jumping for joy after leading the five-year-old to victory in the two mile race at the opening day of the festival.

The 4/5 favourite soared powerfully into contention in the home straight and displayed his customary turn of foot to win eased down by a neck from the Mark Johnston-trained Dee Ex Bee (11/2) in second.

Victory means John Gosden's horse emulates Double Trigger (1995, 1997 & 1998) by recording a third victory in the ÂŁ500,000 race.

Newmarket trainer Gosden said: "Stradivarius is a gorgeous horse. He followed Cross Counter and that is proper horse.

Frankie followed the right horse, pounced at the right time, timed it beautifully and then overdid the waving at the crowd.

"I was not comfortable where he was early on in the race, but from halfway I was happy with his position.

"We discussed what we thought would happen in the race and then you leave Frankie

alone to decide during the race.

"Stradivarius has won his race and then our great hero started waving to the crowd.

I must say that is a little dangerous because Stradivarius is a pro and when you say 'well that's enough', he says 'OK, I'll put the brakes on' and it was lucky Frankie didn't go over the handle bars I thought!

"It is great to emulate Double Trigger who was a great horse of Mark Johnston's.

Stradivarius is a little street fighter and he just puts it in when he has to. That is the great thing about this horse."

Wednesday saw another standout performer do the business in front of thousands of racegoers as Gosden's Too Darn Hot landed Wednesday's ÂŁ1,059,250 Group One Qatar Sussex Stakes.

Owned and bred by Lord Lloyd-Webber, and set one day to become a stallion under Sheikh Mohammed's Darley banner, the Evens favourite was nudged to victory by Dettori, who was riding his 11th G1 win of a memorable year.

The partnership beat Circus Maximus (9/2) and I Can Fly (14/1) by half a length and a length and a quarter.

A GROUP of enthusiastic cricketers were bowled over after trying a new take on the popular summer sport.

Following the success of England lifting the World Cup, participants took part in the first session of walking cricket at Bognor Regis Cricket Club.

With the club providing the necessary equipment, members of the Bognor U3A took to the specially marked out wicket to try and rekindle those skills lost in the mists of time.

Iain Palot, chairman of Bognor Regis U3A, said: "What a great time was had by all, two innings of four overs for each batsman regardless of how many times they were out.

"The scoring is quite complicated and each player bowling at least four overs.

There were some stiff shoulders the following day.

"What great fun, true to the U3A tagline of "Learn, live and laugh". Oh how we laughed. All we needed was a few more players."

Anyone over 55 and fully retired who fancies playing cricket with a soft ball and a plastic bat is welcome to join the event at the Regis Oval in Hawthorn Road on Tuesday at 4.30pm (weather permitting).

f Middleton play Preston Nomads tomorrow

Nomads head to Middleton MIDDLETON CC's top four credentials will be put to the test as they welcome third-place Preston Nomads to Sea Lane tomorrow (11.30am).

Sean Heather's side have impressed throughout the summer, racking up five victories from 13 matches so far to sit comfortably in the top half of the Sussex Premier Division.

With five matches of the campaign to go, Middleton will now want to step up their game - starting tomorrow against perennial title contenders Nomads tomorrow.

The visitors have struggled of late, winning just one of their last four in the league.

Middleton have a similar record with both sides having their matches washed out due to the weather last time out.

Heather's outfit head into the game knowing though that victory could lift them into a top three spot entering into the last month of the season.

Central to any victory will be the form of overseas player Mahesh Rawat who has been

imperious with the bat so far, averaging more than 150 in the Premier Division after scoring five 50s and two centuries in his 11 innings.

Heather, too, has been a good performer, sitting fifth in the divisional batting standings as he averages more than 50 with the bat after an unbeaten 144 earlier in the season.

Elsewhere, In Division Three West, Pagham remain well and truly in the promotion hunt after an excellent win over Steyning last weekend.

While other sides had their matches called off, Stuart Hanks' side took advantage, reducing the home side to 178-4 off 40 overs.

In reply, Pagham recovered from 17-2 to reach the total with more than three overs in hand.

Much of this was down to an uneaten half-century from Nick Smith, who hit four sixes in his 74. That win means there is just one point separating the top three with five matches to go.

Next up is a visit from secondplace Roffey Seconds tomorrow (12.30pm).

BOGNOR CC will look to step up their promotion push this weekend when they visit bottom side Ifield tomorrow (12.30pm).

Ryan Maskell's side sit fourth in Division Two, 18 points off the top two, with five matches of the season to go.

Bognor have the perfect opportunity to close ground on the sides above them when they head to Ifield, who have won just once all season.

Maskell's side are unbeaten in their last three matches, which includes a quick-fire victory at leaders Hastings & St Leonards last time out.

After putting the home side into bat, Zimbabwean spinner Roy Kaia took charge, taking six wickets for 16 runs in 11.4 overs - which included seven maidens - in a commanding bowling display.

His contribution helped reduce Hastings from 43-2 to 76 all out, a tally which Bognor were able to chase down with six wickets in hand.

Maskell's side will look to build on this win tomorrow against an Ifield side who have not won in their last five matches.

But success will rely on improving their

batting, with a haul of just 29 batting points the second worse in the division - something which could leave them short when the season draws to a close.

Elsewhere, Chichester Priory Park's improved run of form continues as they chalked up their third win in four matches against Ifield last time out.

Matthew Geffen's side batted first at Goodwood with opener Matthew Bennison (48) providing a good platform on which Chi could build.

But the visitors hit back and it was left to Will Futcher (18*) and Robert Carver (33) to put on a half-century partnership for the eighth wicket to help Priory to 198 for 8 off 46 overs.

In reply, Chi's bowlers took full advantage of the conditions to keep on pegging back Ifield in their pursuit of the total.

The standout performer proved to be James Mayne, whose figures of 5-36 ensured the visitors were dismissed for 110.

Chi, who are now sixth in the standings after picking up a maximum 30 point haul, play second-bottom Goring tomorrow (12.30pm), a side who have lost just once in their last five matches.

Chi boss is clear : we're up for challenge ahead

Pagham's new boss targets top ten finish PAGHAM boss Bob Paine believes his young side can achieve a top ten finish this season - despite the squad being pieced together in just a few weeks.

The former East Preston manager only took charge at Nyetimber Lane a month ago, meaning other SCFL Premier clubs had a head start on preparations for the new campaign.

Paine has acted quickly, bringing in more than ten new players into the first team and also placing greater emphasis on the youth set up.

All eyes are on bringing longterm success to the Lions - but the new manager admits that, while patience will be needed, he is keen to start producing results sooner rather than later.

Paine said: “If we can finish in the top ten, considering where we are now and the work we are trying to do, that will be good. “No one is under more pressure than we [the coaching team] are. “We are behind the curve ball and see it as a longer term project. We have to start somewhere and need to manage expectations. “We will all try to do the best

we can. But we have to be realistic.�

Pagham start their league season tomorrow with a trip to AFC Uckfield (3pm) before hosting Saltdean United on Tuesday (7.30pm).

Lions rounded off the preseason preparations with a 4-3 victory over Combined Counties side Deportivo Galicia last weekend.

Paine is now focused on preparing for competitive matches - with the first team and under 23s training together moving forward He said: “This is a clubwide project. It’s not about having separate teams but about being inclusive and the lads knowing that if they do well they will get a chance to progress through the pathway. “Last year, at East Preston, the senior and youth teams had 91 fixtures and I probably saw 86 of them. “That’s sending the message to players that if they play well that will be recognised and they will get opportunity.

He added: "The chairman and other committee members know it will not be an easy start but I know things in the past have worked and look forward to bringing that to Pagham."

Netball CHICHESTER College’s netball team are celebrating a new partnership deal, which it is hoped will herald the start of a netball academy.

The college and local netball team MSL have teamed up to create a three-tiered playing structure, with players of all ages enjoying the opportunity to take their talent to the court each week.

Sponsored by local letting agency mystudentlet.co.uk the teams will benefit from new kit – including dresses, under layers and training gear.

They will play across three leagues, with the college’s development team taking to the court in the Chichester Netball League, while the

first team will defend the Chichester Premier title.

College players will have the chance to progress into the MSL team, which competes in the Portsmouth League.

Coach Nicola Holmes said: “This is an important step forward for the college’s netball set-up. For the first time, there will be a clear progression route for players as they develop and as they move on from the college."

CHICHESTER City boss Miles Rutherford believes his side are up to the task ahead of their first ever season in the Isthmian League.

The Oaklands Park side were imperious last season, winning the SCFL Premier title with a month to spare while scoring more than 100 goals along the way.

Ahead of the first season at Step Four, Rutherford has kept the core of the squad together.

But he has made a number of additions, notably frontman Callum Overton, Lloyd Rowatt and Corey Heath, as well as bringing former Bognor coach Darin Killpartrick in on the sidelines.

Overton has been in fine form in pre-season, netting a fine hat trick in the 3-3 draw against Isthmian Premier side Worthing at Oaklands Park last weekend.

All three new players also featured in Tuesday's 1-0 defeat to Bognor in the Sussex Community Shield, a match in which Chi posed a number of problems to their higher-ranked opponents.

With one more pre-season game to come, Chi will soon be switching their attention onto more competitive action - something their manager is looking forward to.

Speaking to Sussex County FA, Rutherford said: "It’s a big year for us this year, having achieved promotion, we are going into an unknown league, against teams we are not familiar with, and some grounds we’ve not visited before, but we will definitely be

giving it our best shot. “The players were a credit to the club last year, and we were not expecting to be in this position because financially the club are at least two years behind where we need to be.

"But, the players are all up for the challenge, as is everyone involved in the club."

Next up for City is an away friendly at Rutherford's former club Moneyfields tomorrow (3pm) before the FA Cup extra preliminary round match at home versus Southern Counties East Premier side Erith Town on August 10 (3pm).

Then it's the first match of the Isthmian South East campaign on August 17 with a long round trip to Ramsgate (3pm).

Elsewhere, the SCFL season gets underway this weekend and in Division One Selsey will travel to league newcomers Roffey tomorrow (3pm).

Blues sealed a top five finish last season in what was Daren Pearce's first campaign with the club.

Hopes are high that the young squad can kick on and progress in what is looking to be an extremely competitive division.

Fellow Division One side Sidlesham, who finished in mid-table last year, are also in action, hosting Oakwood at the Recreation Ground tomorrow (3pm).

Rocks boss is pleased with Shield workout

IT was not a performance to savour. But the Bognor boss is pleased that his young team did enough to secure an early piece of silverware for the Rocks.

A first half strike from Dan Smith was enough to seal victory for the men in green and white over near neighbours Chichester City in the Sussex Community Shield in midweek.

With less than a fortnight to go before the Isthmian Premier season gets underway, Pearce was pleased with how his side ground out the victory.

But he believes there is still work to do, particularly up front where the running theme of 'not taking chances' appears to be affecting Bognor once again.

With one more pre-season match - a trip to Gosport Borough tonight (7.45pm) Speaking to the Post after the match, Pearce said: "The most important thing in a football team is winning.

"If I'm being honest I wasn't absolutely enamoured with the performance but you have to take into account the conditions - the wind was blowing, the pitch was slow. But from with the personal pride bit I was delighted to get a 1-0 win."

The match against last season's SCFL Premier champions was a good workout for Rocks, who

still looked to be lacking a bit of cohesion in parts of the pitch.

Pearce was full of praise for young defender Joe Dandy, who has returned to the club on loan from Portsmouth.

The 18-year-old looked comfortable on the ball at the back and started a number of Rocks attacks after the ball was rolled out to his feet.

But the manager was less than happy with his side's inability to take their chances, something which he warned on another day could have cost them silverware.

He said: "In the first half, if we had taken our chances, we would have been comfortably in front as we played some really good approach football.

"They had a couple of chances but, with no disrespect to them, I thought they were down to a bit of poor play on our part.

"At the end of the day, we got the result and bragging rights but Chi were excellent, which meant it was a good workout for both sides."

Pearce's focus is now on making sure his side are ready for the big kick off at Bishop's Stortford in just over a week's time.

He remains on the lookout for new players to add to the squad but he admits that the likelihood of finding available players at this stage is small.

Pearce calls on talented trio to start taking their chances IT’S been a running theme in recent years, which has left Jack Pearce and Robbie Blake wondering if Groundhog Day has struck again.

But if Rocks are to mount a serious run at promotion back into National South then they have to be more clinical in front of goal.

In Dan Smith, Jimmy Muitt and Stuart Green, Bognor have three players who netted more than 60 goals in all competitions last season.

But, with four pre-season games under their belts, the attacking trio have yet to find their groove, with the team averaging one goal a game in the matches so far.

If promotion from a competitive division is to be achieved then Pearce and coach Robbie Blake - who is no stranger to finding the back of the net - will want to see their frontmen clicking in time for the opening league match at Bishop's Stortford next weekend.

Speaking after the Chichester win, Pearce said: "If I'm being honest, the ball is not sticking up front enough. Jimmy is a great player and so is Dan Smith and Stuey [Green] has scored goals wherever he has gone but at the moment it is just not gelling."

The Bognor boss, who is nearing his 50th anniversary of being involved with the Rocks, is also keen to see his more senior players be more vocal on the pitch.

In the Sussex Community Shield game, long-serving players such as James Crane and skipper Harvey Whyte were seen to be giving a number of younger players a talking to after mistakes were made.

Pearce said: "We are encouraging players to get after each other as we want to win something.

"We want to have high standards and want senior players to get to grips with players on the pitch. It's no good waiting for half time to come and letting the manager do that for them. We want to see things starting there and then and will hopefully start to see a bit of that going."

And as for new signings before the season

gets underway?

All the talk is around forward Bradley Lethbridge returning to the club on loan from League One Portsmouth although nothing formal has been agreed just yet.

At the back, Pearce is also monitoring the goalkeeping situation. Former Havant stopper Charlie Searle and on loan Pompey player Petar Durin have been sharing the duties as last season's number one, Dan Lincoln, is on cricket duty with Middlesex.

THE season has not started yet but already Rocks have secured their first piece of silverware.

From my perspective, there were plenty of positives to take from the 1-0 win over Chichester City in the Sussex Community Shield.

I was a bit surprised at the response from the players, though, who were disappointed at the end of the game.

It was clear from what they said that there was a frustration at the shape of the team throughout periods of the game, something that they have been working hard on in pre-season.

But from where I was there was a lot to be pleased with as sometimes you just have to win ugly.

Chi looked very good and at times made us look vulnerable in defence at the back.

We fielded a strong side and it was good to see us secure our first win of pre-season.

I think the real test will come against Gosport this evening against a side who have spent a lot of money and will give us a good test ahead of the season starting next week.

From that we will see where we are and Jack and Robbie will start to know more about who is going to feature in their first choice team.

Barring the injuries to Chad Field and Calvin Davies, I think the team we had out to start against Chi is our first 11.

It was an entertaining match and thought when we attacked we created chances easily.

If there was an area of concern it was that the gap between defence and midfield was sometimes too big which meant it took too long for the ball to go forward.

As most fans will know, that means the ball often comes back quicker than you think!

Chi did play well and I think

they should be looking at a top half finish in their first season at step four. They know a lot about us and have a lot of explayers and coaches in their ranks, all of which meant that grinding out the win was a real plus point for me.

I was on co-comms for Rocks Radio during the match and gave Harvey Whyte the man of the match award as I think he defended well and got forward when he could.

I was also impressed with Stu Green, who is giving us an extra dimension as we did not have someone cutting in from the left hand side last season.

Tommy Leigh also impressed in midfield and, while he did make a few loose passes, he tried a number of diagonal passes which paid off as the match went on.

It was also good to hear from Ashton Leigh, who was listening in to the match while on holiday in Turkey. We all hope his recovery from injury is swift and he is back playing for us sooner rather than later.

Speaking generally, if we are to compare now to where we were 12 months ago, I think we are in a good place.

Goalkeeper is still a grey area, however. I think Charlie Searle is our number one and think he will start in goal.

There's still lots to do though before the first game at Bishop's Stortford. They will be a big physical side who will be tough to break down so we will need to be ready for a tough match. While we got four points off them last season it will be difficult to get anything out of the match.

But the players and coaches are positive and I think we can do better than last term.

I am confident we will at least make the playoffs. And if you are a betting person then we are 12/1 to win the division which may be worth a small wager.
