Climate cash: Warm reception By Kelly Wickham kelly.wickham@sussexpost.co.uk MEMBERS of Chichester District Council have taken steps in the fight against climate change. Funding was approved by cabinet members on Tuesday for a climate emergency officer at a cost of £120,000. THe cabinet has recommended to full council that the post is funded from reserves for two years to support delivery
of a climate emergency initial action plan. Following the announcement of a climate emergency in a cabinet meeting last Summer, the council’s environment panel developed an initial action plan which was approved by cabinet members this week. THis plan sets out a carbon reduction target of ten per cent year on year until 2025 within the Chichester district. THe recommendation to full council
that a climate emergency officer be appointed to develop the plan for delivery from autumn 2020, will be considered in a council meeting on January 28. During the cabinet meeting, councillors were told that other authorities were doing more, including neighbours Arun District Council. However, it was argued that Arun was looking at the council itself and not the district, like Chichester.
Cllr Peter Wilding said: "THe two principle sources of CO2 are from transport and domestic and office heating. "Most of the houses are existing and have existing heating so I don't see how in the next five years we are going to significantly change the two principle sources of CO2 emission as a district council. THat is my concern."

MORE than £1million of grant funding could potentially be accessed to support and enhance wildlife in the area after councillors at Chichester District Council's cabinet meeting agreed to invest in a strategic wildlife corridors project. Cabinet members approved investment in the project of £50,000 over five years, which will open up the opportunity to bid for over £1m in funding through the National Heritage Lottery Fund. THrough the extensive work of the council’s community wildlife officer, the council has identified the need for a wildlife project aimed at safeguarding a number of strategic wildlife corridors across the Chichester district. THese connect Chichester and Pagham harbours with the South Downs National Park. THe project will deliver a range of actions to enhance the strategic wildlife corridors and safeguard the district’s wildlife, allowing species to move and their populations to thrive. It also aims to help the district’s wildlife become more resilient to environmental change, engage local people with their district’s wildlife and help maintain and develop a community wildlife officer role at the council. New car park tariffs in district A NEW £2 per hour tariff is set to be introduced in two of Chichester's busiest car parks - Little London and Baffins Lane. THe aim is to encourage people to use quieter car parks so usage is spread, helping reduce congestion, as well as improving air quality. Chichester District Council has been consulting on proposals aiming to balance demand for parking. Councillors discussed making some minor changes to car parking charges in a cabinet meeting in November. THese suggestions included keeping some charges the same, while slightly increasing others to help manage demand across all car parks. THe proposals were put forward for consultation and following consideration of feedback from consultation, the council’s cabinet has
approved the introduction of these changes in April, but has stated that the changes should be for only 12 months. THe impact will then be reviewed. Free of charge evening parking will remain in all the current free parking areas. Parking will remain free all day in Crossfield car park in Fernhurst, Sylvia Beaufoy car park, Petworth, and Florence Road car park,Chichester. Parking in Selsey Marine and Selsey East Beach car parks will continue to be free between November 1 and March 31 each year. THe free of charge period of parking in rural car parks in Midhurst, Petworth, Selsey and East Wittering will also stay in place. All pay and display car park tariffs where charging is in place are to be increased by three per cent in line with the rate of inflation to support the delivery of key services at the council.

FRIENDS of Centurion Way, Chichester met on the path on new year's day to enjoy mince pies, sausage rolls and mulled wine. Dogs of all shapes and sizes enjoyed the dog treats on offer and a couple of crafty canines snaffled a sausage roll too. THis year, the focus was on the many dog owners who rely on a safe route, segregated from motor vehicle traffic, from the city into the South Downs. THe group invited dog owners to share stories about why they and their dogs
love Centurion Way. Patricia O'Brien has a Canine Partner assistance dog and when asked how her dog helps, Patricia reeled off a long list of tasks her dog performs. "As a disabled person with a Canine Partner assistance dog, I was thrilled to discover the perfect place to walk my dog is virtually on my doorstep," she said. "I use a mobility scooter to get out and about, and with unique attachments for the dog’s lead, she can enjoy a lovely walk that is peaceful, interesting and secure, with confidence. "I know it is fine to let her run off lead
and she will always meet other dogs, too! Having moved to Chichester ten years ago, I did not know where I would walk my very important companion. "My dog is vital for my wellbeing. I have multiple sclerosis and she works 24 hours each day, with her time off being limited, she needs to be free to have fun, explore and socialise in a secure environment. "Centurion Way is perfect for this and if I need to go to nearby Tesco store, she knows she will be rewarded at the end of the shopping with a great run along the track." Council accused of 'rolling over' OPPOSITION leaders have called a financial settlement between West Sussex County Council and its former chief executive ‘a shabby cover-up’ and accused the authority of ‘rolling over’. Cllr Dr James Walsh (Lib Dem) and Cllr Michael Jones (Labour) spoke out after the BBC learned that Nathan Elvery had been given £265,000 when he parted ways with the council in November. Previously, the county council had refused a number of requests to reveal details of the settlement. His departure came after the county’s children’s services and fire and rescue service were heavily criticised by inspectors, with a Department for Education commissioner saying control of the former should be passed to an independent trust.
Dr Walsh, who represents Littlehampton East, said: "To reward a corporate failure of this magnitude with a £265,000 golden handshake is an insult to all those affected, and to the taxpayers of West Sussex." Congratulating the BBC for ‘uncovering the truth of this shabby cover-up’, he said any claim the council had to economic competence had been ‘blown out of the water’. A council spokesman said earlier that the authority had needed a ‘fresh start’ and took external advice on the terms of Mr Elvery’s departure ‘and the value to the council of resolving the matter quickly and moving forward’. THey also said 'the uncomfortable part of setting an areawide target was that it wasn't under the council's complete control.' Some neighbouring authorities say they are going to go carbon neutral by 2030 but they haven't taken into account vehicles and home heating." Council leader Eileen Lintill added: "I welcome this. I think the key point for me is that this is an initial action plan. I think it's a piece of work that needed to be done to ascertain that we needed a climate emergency officer and I am happy to support that. " THe senior officer set to be appointed by Arun District Council will lead its work to work towards its target of becoming carbon-neutral within ten years. THeir recommendation to spend up to £180,000 on the role will be debated by the council’s cabinet followed by all councillors this year. ` Midhurst air quality CHICHESTER District Council’s cabinet have declared an air quality management area at Rumbolds Hill, in Midhurst. Air quality monitoring data has identified the need for an air quality action plan to help reduce the level of nitrogen dioxide in the area. Declaring an air quality management area is a key step towards achieving this. THe declaration follows a public consultation and means the council will now work on producing an air quality action plan, listing measures that can be taken to help reduce air pollution. “Enhancing air quality in the district is a key priority for the council, and declaring an air quality management area at Rumbolds Hill is just one of the steps we are taking to help protect our district’s environment,” says Cllr Penny Plant, cabinet member for the environment. “THe creation of a new air quality action plan for Rumbolds Hill will outline options and actions aimed at improving air quality in the area."

Upgrade works to electricity in city By Kelly Wickham kelly.wickham@sussexpost.co.uk UPGRADE works by Scottish and Southern Electricity Networks (SSEN) to improve Chichester’s electricity system have restarted again after a Christmas break. Nearly £650,000 is being invested in the city’s network to ensure a stronger power supply for its 27,000 customers. SSEN engineers halted work over the festive season to avoid possible disruption to residents and businesses. Now, the project to upgrade existing electrical equipment - including three substations and refurbishment of the underground cable network - restarted on Monday. Preparatory works including mapping slabs and setting out barriers began ahead of the main works that will take place in St Martin Square and East Street over the next ten weeks. Parking restrictions are applying in St Martin Square Monday, March 30, but there will be no restrictions affecting East Street and access will remain open for businesses and residential properties. SSEN’s project lead, Graham Humpston said: "Chichester is a thriving cathedral city and, as a considerate constructor, SSEN was very aware that the festive period is an important time for both business owners and residents. "With this in mind, we planned our
works’ schedule to ensure that we didn’t cause any disruption, and had agreed with local authorities and stakeholders to clear away any works in the weeks running up to Christmas before starting the project again in the first week of January." Network reliability is a key priority for SSEN and the customers its serves. Following a series of engagements with its customers, SSEN took the decision to make the investment in Chichester to further improve network resilience, and future-proof its infrastructure for customers' changing demands. THis is part of SSEN’s commitment to taking a 'you said, we did' approach to investing in its vital infrastructure. While SSEN does not anticipate any interruptions to the power supply during the remaining ten weeks of the work, it is aware that people can feel vulnerable when their electricity goes off, especially during severe weather and customers can join the priority services register (PSR) if they are deaf or hard of hearing, have a disability, live with children under five, are blind or partially sighted, have a chronic illness, use medical equipment/ aids reliant on electricity or are over 60. Goodwood's car company confirm record sales for iconic British cars THE chief executive of Rolls-Royce Motor Cars has thanked customers and staff after a record number of sales last year. THe Goodwood car company delivered an historic annual sales record in 2019, with a global performance unequalled in the company’s 116-year history. Cycling to success with ten year anniversary for group By Kelly Wickham kelly.wickham@sussexpost.co.uk A SAFE cycling group is celebrating it's tenth birthday with a recruitment campaign. ChiCycle, Chichester’s cycle campaign, is ten years old – it was set up in the spring of 2010 and is celebrating its first decade with a recruitment campaign. Founder Sarah Sharp said: "Looking back, we arguably haven't made enormous progress to enable more people to jump on their bikes and feel safe. "I hope that 2020 will bring protected cycle paths and safer and slower streets for more residents of West Sussex. "With another tragic fatality in Fishbourne, we have to confront the fact that we have sadly failed to bring about the safe cycling we've been campaigning for." Highways England had suspended work on the Chemroute path - this work has now been reinstated and the group say they have been promised a plan by February, 2020, but this is only the first stage of a feasibility study. ChiCycle is adamant that such a plan can only succeed with protected, safe, segregated paths that are direct and joined up. Where such segregation isn't possible, they say they will insist on 20mph in the areas where people live, work, shop and go to school. ChiCycle members have called on
elected politicians to declare that road death and injury won't be tolerated - the policy called 'Vision Zero' needs to be on everyone's lips, they say. ChiCyle also say that 20mph is a proven method to reduce the number and severity of road accidents. Mrs Sharp continues: "20mph limits give more time and space to avoid collisions. "If we could reduce speeds, people would start to feel safer and more willing to walk, cycle and take public transport. "With slower speeds, traffic flow smooths with drivers able to join from junctions and filter more easily. We need to nudge the power imbalance away from vehicles and give more space to people on foot and on bikes. "Let's hope that the 2020s see more communities able to benefit from safer speeds and protected paths. Now we're in a new decade, that must be shaped by our climate crisis. We desperately need to build a transport system fit for the future, with more opportunities to reduce greenhouse gas emissions and make more liveable communities for our residents." THree charities are to benefit from donations made as a result of the death of Bosham woman Gina McWilliam, who was killed in a cycling accident at Fishbourne in November. Ms McWilliam, who was 45, had been a customer service assistant at Delling Lane Co-op in Bosham for ten years and
her death, on November 20, shocked customers, residents and friends who left tributes to her in the shop's doorway and at the site of the fatal crash with a lorry, where Salthill Road joins Fishbourne Road West. As well as a Just Giving online fundraising page, which collected £4,500 for Ms McWilliam's family, donations made at the shop totalled £3,502, which will be split between Brent Lodge Wildlife Hospital and Stonepillow. In addition, as a tribute,
£1,000 has been given to the Salvation Army by Southern Co-operative to help homeless people. A statement at the shop adds: "THank you for your compassion, it's meant a lot to us all." Ms McWilliam's funeral took place at Holy Trinity Church, Bosham, on Monday, December 30. ` Selsey lifeboat call THE skipper of an 11 metre charter boat called the UK Coastguard to report the vessel had machinery failure and they were unable to return to harbour on Wednesday afternoon. THe vessel had six divers aboard who had been diving on a wreck south of Pagham and were returning to Chichester harbour. THe Selsey all-weather lifeboat launched at 3.25pm on Wednesday, and headed to the position, 1.5 miles south west of Selsey Bill. After arriving 13 minutes later, a line was passed to the vessel and at 3.45pm a tow was established between the lifeboat and other boat and a course was set for Chichester harbour. THe weather was wind south westerly force 1-2 sea state slight with overcast sky. THe tow continued into the harbour before reaching the vessel's moorings at 5.10pm. After the vessel was safely moored, the lifeboat made the return journey back to Selsey, arriving back at 6pm and rehousing straight away. THe crew were coxswain Martin Rudwick, 2nd cox Colin Pullenger, mechanic Phil Pitham, Pip Skeet, Harry Emmence and Terry Healy.

Deliberate fire targets homeless THE chief fire officer of West Sussex Fire and Rescue has described a blaze as a 'devastating thing to happen'. Fire crews were called to reports of a fire in an underpass at Oaklands Way in Chichester on Friday, January 3, at 7.53pm. A fire spokesperson said: "One crew from Chichester Fire Station was mobilised to the scene, and upon arrival found a fire involving the possessions of a homeless person. Crews used one hose reel to put the fire out, with the damage covering an area of around five square metres. "THe fire is believed to be of deliberate ignition and Sussex Police have been informed." Dr Sabrina Cohen-Hatton, who was formerly homeless herself, said: "To lose your possessions to fire is an absolutely devastating thing to happen, regardless of who you are or where you are in your life. "When I heard of this incident attended by one of our Chichester crews, my heart sank. "Someone, who is vulnerable, who does not have the security of a home that many of
us enjoy, will have seen all of their worldly possessions mindlessly destroyed. "Our fire investigation officers will be working closely with Sussex Police to investigate the cause of this fire. "I would strongly urge anyone with any information relating to this incident to contact Sussex Police on 101." Donna Ockenden, founder and volunteer with the Four Streets Project, said the charity had received many kind donations of everyday items given by members of the public to replace those that were lost in families. She added: "Many local residents of Chichester have expressed outrage and disgust at the fire that destroyed all the possessions of two of Chichester’s homeless men over the weekend. THere is shock that this could happen to such vulnerable people who have so little. "So many individuals, families and businesses in Chichester are so very kind to the homeless community and THe Four Streets Project on an ongoing basis and for this we are all very grateful."

A TUTOR and volunteer organiser from the Chichester branch of Workers Educational Association (WEA) have won educational awards. Volunteer organiser, Anne Hollis, has just been named as the WEA’s national winner of Impact In Your Local Community award 2019. Anne is responsible for the city's Reaching Out programme for vulnerable adults, providing classes for people who may have physical difficulties or need special support. THe classes develop skills while providing the environment for participants to make friends. Anne is involved in recruiting specialist tutors, developing new classes and liaising with venues, students and volunteer assistants. Art tutor, Frank Ferrie, is an inspiring teacher as well as being a successful artist himself. He has been named as Outstanding Tutor 2019 by the WEA. Frank provides Reaching Out classes for the Chichester and Bognor Regis branches as well as a
Friday painting class as part of the Chichester general programme. Students describe him as inspiring and say they feel encouraged to try new techniques. District Council's CHICHESTER planning committee has endorsed the broad approach proposed for the development of the Tangmere strategic development location (SDL). Development at the Tangmere SDL has been planned for a number of years. THe masterplan proposes a mixed use of development compromising up to 1,300 dwellings and supporting development in approximately 76 hectares. Of the 1,300 homes, 30 per cent would be affordable housing. THere would be an expanded village centre, community facilities, education facilities and open space and green infrastructure. A separate compulsory purchase order process is being progressed. Formal action has not yet been authorised, but it is anticipated that the council's cabinet and the full council will consider this matter in March. THis is a separate process to the consideration of any forthcoming planning application. THe mixed-use village centre will sit on a site of 0.5 hectares and would include a new parade of shops and other potential suitable uses, fronting onto a new village square. Community facilities might include community rooms, a cafe and indoor
sports facilities. A two-form entry primary school including an early year's provision on three hectares is also included in the masterplan. THe masterplan will also deliver access to and from Tangmere Road to the south of the site via a new roundabout and multi-modal access (walking, cycling, public transport etc) to the north of the site. At a planning meeting on Wednesday morning, Cllr Simon Oakley, who is also a parish councillor for Tangmere, said it had been a long time coming. "I am no fan of seeing so much agricultural land being lost for development but the reality is that the housing requirements are going to result in these sorts of development," he said. "Certainly having a masterplan to this is going to produce a far better outcome in expanding Tangmere than if we did not have a plan-led approach and you ended up with just incremental applications as we were threatened with in the earlier part of the 2010s which we successfully resisted. "I am hoping that this is going to be a good advert for a local plan at district level and a neighbourhood plan level approach that we can say to the country - 'THis is what we can achieve with this sort of approach'."

` County committee WEST SUSSEX County Council has been asked to drop plans to close one school, postpone plans to close a second and explore academy options for a third. Members of the children and young person’s scrutiny committee were unhappy with proposals for Stedham, Clapham & Patching and Rumboldswhyke schools, all of which face closure by September. Stedham near Midhurst is already looking to join a federation, and members were told school leaders were worried about having to hurry the process to beat the council’s closure deadline. Cllr Nigel Jupp, cabinet member for education and skills, was asked to take closure for Stedham off the table and instead help to progress the plans for federation. THings have looked bleak for Rumboldswhyke in Chichester, with the council seemingly set on closure. But Cllr Jamie Fitzjohn (Con, Chichester South) hit out at the way the issue had been dealt with, accusing the council of predetermination. Cllr Fitzjohn said an email had been sent to the Regional Schools Commissioner on June 14 which said the aim of the council was to close the school. He told the meeting: “THe decision was pre-determined and I don’t think that’s allowed.” THe committee asked Cllr Jupp to look into turning Rumboldswhyke into an academy rather than closure. THe issue will be put to a meeting of the cabinet next Tuesday where Cllr Jupp and others are under no obligation to agree with them.

THE year 2020 will mark 50 years since Weald & Downland Living Museum first opened its doors and it is celebrating with an ambitious fundraising campaign. Since the launch of the campaign last autumn, the museum has already received a contribution of £250,000 for its Heritage Endowment Fund. Crucially, the generous legacy gift has been match-funded by the Heritage Fund, taking the total to over £500,000. Weald & Downland is one of just 15 national charities that has been awarded match-funding, which will help the museum meet its £1m endowment target. In addition, £27,000 of contributions have been donated to the Heritage Endowment Fund by individuals, trusts and foundations, all of which will be match-funded. THere has also been a generous donation from the Sargent Charitable Trust for the museum’s 50 Fund. “THe Golden Future Campaign is an ambitious project for Weald & Downland Living Museum, and reaching the halfway mark for our Heritage Endowment Fund is a huge step for the fundraising campaign," said Nicola Pratt, fundraising and development manager. "THe funds raised will have a vast impact on the museum for visitors, the local area and future generations. THe campaign will enable us to enrich the
visitor experience, improve facilities and underpin the protection of the buildings and artefacts in our care. "I would like to personally thank all those who have supported the efforts to date and I hope it will inspire others to get involved." Funds raised will allow the museum
to make vital improvements that ensure the longevity of the site and safeguard its mission to preserve and restore important historical buildings. For generations to come, the museum endowment will provide a lasting legacy and build the foundation for a sustainable financial future while the 50

Plastic, rubber and wet wipes found during clean-up of Pagham harbour By Kelly Wickham kelly.wickham@sussexpost.co.uk SEVEN large bags of rubbish, fishing tackle and lobster pots were collected during a litter pick by 17 volunteers at Pagham Harbour in Sidlesham. THe Royal Society for the Protection of Birds (RSPB) run a couple of beach cleans every year covering both the Pagham Harbour and Medmerry reserves. A beach clean held on Saturday, January 10, is one of four additional beach cleans planned this year in partnership with SC Johnson. RSPB and SC Johnson are working together to take action on the issue of marine plastics through a programme reaching over 300,000 people in 2019 and 2020. Roy Newnham, visitor experience officer from RSPB Pagham Harbour and Medmerry in Selsey Road, said: "Plastic of all shapes, sizes and functionality dominate the rubbish collected from plastic bottles and lids to pens, bags, toys etc. "We also found pieces of rubber, again in a variety of forms, is prevalent as is fishing line. One item that does stand out is wet wipes – there is still an awful lot of this collected. It does not break down and ends up entangled in seaweed etc. "Unfortunately, litter is everywhere, not just on our reserves and affects flora and fauna wherever it lands. However, being a nature reserve, wildlife is drawing to the harbour to feed, shelter and breed. "With this in mind, it is particularly important to try to keep these areas
free of litter. If it builds up it has greater effect and the longer it remains the more likelihood of tragic impacts on our wildlife "Fly-tipping also continues to be a problem on both reserves. THe removal of such waste also costs us time and money, which, being a charity and one focused on nature, is somewhat frustrating for both us as an organisation and our members and supporters." In October, at the Pagham Harbour Local Community Forum, canoeist Sarah Logan spoke of her disgust at another finding of raw sewage in the harbour. THere are many rifes and ditches around the peninsula outside of the reserve that feed into the harbour. THere have been suspected sewage discharges into certain rifes and ditches which have been reported to the Environment Agency. Roy added: "THere are many ways the public can help protect Pagham harbour and Medmerry reserves. Obviously they can join us on beach cleans and/or become a volunteer, helping to manage, maintain and run the reserves. "THe reserves are beautiful areas and two of the few unspoilt areas along our urbanised southern coastline. We want everyone to enjoy and appreciate them as well as conserving and providing a home to wildlife. "We have many dog walkers and cyclists on the reserve, some lovely regulars and the majority are very friendly and responsible visitors keeping to designated cycle routes and pathways,
keeping their dogs under close control and cleaning up after them. "We would ask that all visitors follow this approach. THere are areas which are closed to the public for conservation. "Entering these areas can disturb the wildlife and trample plants and vegetation we are growing for vulnerable and threatened species. "Similarly, dogs leaving the paths and rummaging in the undergrowth or even worse chasing wildlife, can have a big impact on wildlife at all times of the year. In winter, birds must feed continuously to ensure they have keep up their energy levels to survive. Disturbing them not only interrupts feeding but uses up valuable reserves they have been gaining." Roy says that while litter is obviously unsightly, it also gets picked up and even ingested by wildlife. Marine plastics breaking down into tiny ‘nodules’ has been well documented recently, getting into food chains including humans. For birds using the coast, entanglement can mean death. Dear Editor, Gavin Barrett wrote in a letter published in Issue 191 - December 27, saying: "I am delighted to see Mrs Gillian Keegan safely returned as our MP. THe Build A Better A27 process, in which I participated throughout, was opaque and driven in the shadows by a small clique of south-of-Chichester interests regardless of the greater good." Once again, Mr Barrett does not abide by the Build a Better A27 (BABA27) charter that he signed, which among other things, stated: 'To the greatest degree possible take collective responsibility for any decisions made.' In particular, as a northern resident, he perpetuates the north south divide. I am a proud southern Manhood resident and all I ask for is a transparent and open consultation to deliver the right bypass for Chichester. I am therefore surprised at his letter stating that we should once again only press for the online options that
were resoundly rejected in 2016. He then states: "Yet more years of wrangling and discredit to the political system in West Sussex." I would remind him that both Chichester District Council and West Sussex County Council endorsed the decisions of the BABA27 transparent process preferring the mitigated northern route. More importantly, I will be ensuring that Mrs Keegan keeps to her manifesto promise of getting "an all options consultation on the A27." Failure to do this will ensure that we are in the same place we where in 2016 when Highways England failed to consult on the best option for Chichester. including offline northern options. THis is the only way to resolve our local impasse and get local agreement.

INSPECTORS will be taking another look at West Sussex Fire and Rescue Service this month to see if ‘significant concerns’ raised last year are being addressed. THe service was rated ‘requires improvement’ overall with two areas – protecting the public through fire regulation and ensuring fairness and promoting diversity – judged ‘inadequate’. THe visit by Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services will not be a full inspection and even if all the areas of concern are now up to scratch, the ‘requires improvement’ rating will remain. A progress report from chief fire officer Dr Sabrina Cohen-Hatton will be presented to a county council scrutiny committee meeting on Monday, January 13. Looking at accusations of bullying which were raised by inspectors, Dr CohenHatton said: "THe HMICFRS identified two
causes of concern in relation to people; the first was that staff sometimes act in ways that go against the core values which was leading to bullying in the workplace. "Following the publication of the inspection report, workshops have been facilitated across the service which have focused on raising awareness of the values and the underpinning behaviours. "Values and behaviours are now an integral part of new job descriptions and training on values-based interviewing is scheduled to be rolled out to officers in January and February." THERE are around 85 volunteers and 110 clients in Chichester, Arun, Adur and Worthing as part of a Good Neighbours scheme. THe scheme that partners volunteers with older residents who want help to become more active in their local community or who need practical support is appealing for volunteers to help people avoid social isolation. THe Good Neighbours scheme is run on the county council’s behalf by the Royal Voluntary Service (RVS). It connects people who may be feeling isolated with volunteers who offer their help during 12 arranged home visits. Volunteers offer practical help to clients such as accompanying them to the shops, enabling people to take up a hobby and supporting them to attend local groups, clubs and activities. THis can help people to re-engage with others and improve their self-confidence. THe RVS is appealing for new volunteers to donate their time to help clients of the Good Neighbours scheme across West Sussex. Helen Kirkham, service manager at the RVS, said: "With the growing need for services that support people to remain independent in their later years, Royal Voluntary Service is passionate about helping people enjoy more active, healthier and happier lives. “Our Good Neighbours service provides support to those most at risk of social isolation across West Sussex, with many of our dedicated volunteers giving an hour of their time each week to share their skills, knowledge and experience with others. “As an organisation, the RVS wants
to inspire more people to get involved with volunteering and in turn make a real difference within their local community.” Amanda Jupp, West Sussex County Council cabinet member for adults and health, said: “Reducing social isolation is a key priority for our Age Well campaign. Many people want to keep active and busy, but might just need a little bit of practical help or someone to boost their confidence and get them started. “THe Good Neighbours scheme can offer them that support, but for those who volunteer, it provides a sense of satisfaction that they are giving something back to people in their local community who need their help.”
A key feature of the service is the 'safe and well' checks that volunteers carry out during all home visits, looking out for any changes in the client’s health, wellbeing or home surroundings. It can also link you with a wide range of organisations across West Sussex that provide further advice, services and activities. Good Neighbours West Sussex is available free of charge, but clients will need to meet any associated expenses, such as phone calls, travel and activity charges. THE SECRETS of an Iron Age warrior, who is thought to have been a real-life Asterix resistance fighter, are to be revealed this month through a major exhibition at THe Novium Museum, Chichester. ‘Mystery Warrior: THe North Bersted Man’ will open on January 25. THis will be the first time that this extraordinary Iron Age warrior and his burial possessions will be on public display. THanks to generous funding from THe National Lottery Heritage Fund, the exhibition will be complemented by a series of free activities and events running to the end of September. A range of exclusive merchandise is also being developed with three local artists. Each artist is creating a range of beautifully crafted objects inspired by the mystery warrior. THese will be on sale in THe Novium Museum gift shop throughout the run of
the exhibition. THe mystery warrior was discovered 12 years ago in Berkeley Homes’ Bersted Park development, in the most elaborately equipped warrior grave ever found in England. It has been dated to around 50BC, in the late Iron Age. Due to its significance, a team of world-class experts has been working with the museum to analyse and interpret the finds. THe exhibition — which has been made possible thanks to the donation of the finds by Berkeley Homes, a £50,000 grant from the National Lottery Heritage Fund, and signature sponsorship from Irwin Mitchell solicitors — will explore the life, health and death of this fascinating man. The ins and outs of total knee replacement surgery Nuffield Health 78 Broyle Road, Chichester, PO19 6WB 01243 884728 www.nuffieldhealth.com TOTAL knee replacement (TKR) is a surgical procedure in which injured or damaged sections of the knee joint are replaced with artificial parts. It is commonly performed for arthritis of the knee where the joint has become stiff and painful. Initially, arthritis may be treated with painkillers, anti-inflammatories, physiotherapy and, in the earlier stages, arthroscopy (keyhole surgery). However, as the knee progressively wears, joint replacement surgery may be required to relieve the pain and improve mobility.
THe procedure
THe surgery involves an incision over the front of the knee and through the quadriceps muscle. THe worn surface of the joint is removed, including a small thickness of the damaged bone ends of the knee, usually about a centimetre of bone is removed during the operation. THe metal of the knee replacement fits over the cut ends of the bone, essentially resurfacing it. THe metal implants are secured to the bone with special cement. A plastic spacer then fits between the metal parts. THe operation takes approximately an hour and a half.

THe total knee replacement comes in three parts.
THe femoral component is made of metal alloy and is highly polished. THe tibial component is also metal, with a curved plastic insert attached to its upper surface. THis forms the new joint with the metal femoral component. THe inner surface of the patella (kneecap) is covered with a plastic button, which sits in a shallow groove on the front of the metal femoral component.
After a total knee replacement
With the aid of a physiotherapist, you will get out of bed and begin to exercise your new knee replacement. Following an enhanced recovery programme, this may be as early as the day of surgery, or the following day. With perseverance, you should be able to climb stairs by day 3 and usually go home between day 3 and 5 depending on the speed of your recovery. Post-operative physiotherapy, range of movement stretches and functional exercises are all very important to gain full function and range of movement of your knee. Commitment to the post-operative programme will really help to get the best result from your knee replacement. You will need to continue attending physiotherapy as an outpatient. THis can be done closer to your home with one of our recommended group of physiotherapists, and at Nuffield Heath your post-operative physiotherapy is included as part of your package. For most people it will take around six weeks to be walking reasonably with only one stick and get back to driving a manual car, but three months to
fully recover. It is important to remember that an artificial knee is not a normal knee. You should be able to carry out all normal activities of daily living. Although it does not damage the knee replacement, kneeling can be uncomfortable post-operatively. THe details of this will be discussed with you. You should be able to get back to golf, a gentle game of tennis, cycling, swimming or gardening.
Lifespan of the TKR
THe majority of knees last ten to 15 years, with studies suggesting that a total knee replacement in a 70-year-old has around a 94 per cent probability of lasting for 10 years after surgery. If, however, the patient is younger and more active, the replacement may not have such a high survival rate, in which case your surgeon will discuss other options with you. But make sure you include plenty of the following in your diets: Leafy greens such as bok choy, spinach, kale, watercress and mustard greens. Cauliflower is a healthy and versatile addition to many recipes too, including pizza crust. Aubergine and mushrooms are a great way to get a meaty texture in vegetable form and they are easy to grill. Choline is essential for the health of your liver, brain and nervous system, and can be found in small amounts in a wide variety of fruits, vegetables, nuts, legumes and grains. THe plant foods with the largest amounts include tofu, soymilk, nuts and seeds. A 28gram serving of nuts or seeds contains five to 12 grams of protein. THis makes them a good alternative to proteinrich animal products. Nuts and seeds are also great sources of iron, fibber, magnesium, zinc, selenium and vitamin E. THey also contain a good amount of antioxidants and other beneficial plant compounds. Don’t forget to include some good fermented
plant foods in there, too, as they are good sources of probiotic bacteria, which may help improve immune function and digestive health. THey also contain vitamin K2, which may promote bone and dental health as well as help decrease the risk of heart disease and cancer. You can try sprouting or fermenting grains at home. Some can also be bought in supermarkets such as tempeh, miso, natto, sauerkraut, pickles and kimchi. Seaweed is also beneficial as its one of the rare plant foods to contain DHA, an essential fatty acid with many health benefits. Algae such as spirulina and chlorella are also good sources of complete protein. Two tablespoons (30 ml) of these provide about eight grams of protein. In addition, seaweed contains magnesium, riboflavin, manganese, potassium, iodine and good amounts of antioxidants. Chia and flaxseeds are particularly high in alpha-linolenic acid (ALA), an essential omega-3 fatty acid your body can partly convert into eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA). THese play an important role in the development and maintenance of the nervous system. THese long-chain fatty acids also can help with pain, inflammation, depression and anxiety. Beans, lentils and peas are great additions too as they contain ten–20 grams of protein per cooked cup. THey're also excellent sources of fibre, iron, folate, manganese, zinc, antioxidants and other healthenhancing nutrients. If you are trying Veganuary this January, make sure you are smart with your food choices so you have all the nutrients that you need to maintain energy, stamina and vitality.

Chichester are finally up and away on their travels CHICHESTER secured their first away win of the season but only just, with a 18-15 victory at KCS Old Boys. THere was optimism among the Chichester faithful who made the trip up the A3 to Motspur Park, for the first match of 2020 following the victory against Havant in the final game of 2019. Blues made five changes to the side that beat Havant. Joe Knight came into the pack, Gareth THomas and Liam Rowland returned in the backs while Sam Drayson and Ryan Spriggs were on the bench. THe pitch was in fantastic condition after the wet weather of recent weeks. Blues came out of the traps and took the lead inside four minutes. Gareth Davies executed a perfect chip and collect over the KCS defence, passed to Harry Seaman for the offload to Tom Blewitt. THe speedy fullback outpaced the opposition centres to dot down under the posts and then added the conversion. As the half progressed Blues looked in total control, perhaps flattered slightly by KCS who were struggling with their ball handling and retention. Chichester's forwards dominated the scrums and controlled the ball at the breakdown, allowing the backs to probe the opposition defence at every opportunity. However, it was KCS who scored next with a penalty kick after a Blues’ infringement 30 metres out (3-7) and 22 minutes on the clock. Despite containing the opposition in their own half for extended periods Chichester could not find their way through the KCS defence, for a second try, but did increase the score just before the interval with a penalty from Blewitt to lead 10-3
at half-time. KCS came out for the second half a different team and it was immediately obvious that Chichester had a fight on their hands. With KCS on the offensive it was Blues’ turn to put in a defensive shift, soaking up the pressure to contain the opposition’s centre partnership. A break from Eddie Jenkinson on halfway with support from Toby Golds moved the ball to the five-metre line. From the breakdown Rhys THompson dived forward to touch down on the whitewash but the referee indicated the ball had been held up. From the resulting scrum the Blues’ pack drove for the line and Seaman was on hand to touch down but the conversion was missed. It left Chi 15-3 ahead with 48 minutes played but 20 minutes later KCS had run in two tries and kicked a conversion to level the score at 15-15 to set up a nailbiting final 12 minutes. THe referee sent a player from each side to the sin bin in the closing period. Both teams dug deep and put in excellent defensive performances but a KCS infringement five minutes from time provided Blewit with a kicking opportunity in front of the posts which he nailed. As in the Havant game, Chi retained possession to run the clock down. Chi are seventh in National One South on 40 points. Hooker Tyrese Makasi was man-of-the-match after getting the nod ahead of Martin O’Callaghan, Joe Woods, Ben Deavall and Blewitt. Tomorrow, Chichester host what they are dubbing Super Saturday at Oaklands Park. THe 1st XV host London Cornish (2pm KO) while the second and third sides are also at home.

NICK KELLY produced a superb comeback to win the Bognor Friday Night Benevolent League Divisional Singles Knockouts Division THree Singles title. THe Divisional Singles knockouts attracted 52 players at the Newtown Social Club over three divisions, it was only a few more than last year, but way off the record from a few years ago. Sixteen players entered the Division THree competition, many more than last year’s dismal turnout, but way off the divisional record. THe first semi-final saw Gary English (Old Barn) lose 2-1 to Kelly (Chi Snooker Club 'B'). Kelly's team-mate Dan Sapio removed Mark Wingate (Newtown Clubbers) with a 2-1 win in the second. THe all Chi Snooker Club 'B' final saw Kelly win the bullseye to go first, but Sapio started with a ton and hit another at the end of

the leg before hitting double top to go 1-0 up. Leg 2 saw a close game with Sapio hitting the double again to go 2-0 up. Sapio started leg 3 with 85, followed by 120 and 100, but multiple misses at the double allowed Kelly to close the gap and hit double top for an 80 out-shot. Leg 4 again saw Sapio hit the big scores with two tons but he missed chances at the double allowing Kelly to take out 80 on the bullseye to set up a decider. Leg 5 saw the only ton come from Kelly, but both players were piling on the pressure. With both players on a finish, it was Kelly who hit double 18 for the greatest comeback, taking the match 3-2 and to be crowned champion. Early setbacks undo Selsey EVERYTHING that could go wrong, did go wrong for Selsey last Saturday in a 2-0 defeat to Wick. THe Blues went a goal down within 17 seconds when Ollie Young scored. THey then lost goalkeeper Billy Nash to injury after 12 minutes and outfield player Joe Bennett took over the gloves. Scott Murfin added a second and that was how it finished for the Blues. Selsey are at home tomorrow when they host AFC Varndeanians. Boss Kerry Hardwell wants a response after a 2-0 loss at Hassocks left Pagham second from bottom in SCFL premier. New signing Jimmy Wild made his Lions debut and almost scored in the first minutes. But Tom Benson opened the scoring on 25 minutes and Harvey Blake's long-range effort sealed the Robins' win seven minutes after the break. THe Lions host Alfold tomorrow (3pm) and their manager expects to see his side show more fight. Hardwell said: "It was a very disappointing performance from the boys on a day where I thought we could hit 2020 with three points. "We lacked passion and determination and also creativity going forward, something that will need to be addressed quickly as we now find ourselves second from bottom. "We controlled the game throughout without really testing their goalkeeper. We must bounce back in the league this week."
Pagham bowed out of the RUR Cup on Tuesday night, losing 2-0 to Eastbourne Town. THe club are mourning the death of former manager Dave Kew. Charasmatic figure Kew guided the club through a successful period, winning Division One titles in 1987-88 and again as
runaway champions in 1988-89. THe Lions also lifted the RUR Cup in 198889 and the John O'Hara Cup in the same season. Bosham, in division two, lost 5-1 at Angmering Village last Saturday. THey host Worthing Town tomorrow (2pm KO) bidding for an instant response.

I STILL haven’t got over Saturday’s stoppage-time loss to Margate. We had no match in midweek to get it out of our system but it was just one of those games. I felt we had done enough to win it in all honesty but it is just the way it goes sometimes. I knew after that last passage of play we were not going to win it when we hit the bar and had another effort cleared off the line. At that point you just know you’re not going to win the game but it was cruel the way we lost it. We did not deserve to lose it but that it is the way it goes sometimes. THis season we have won a few like that. We have been in a few matches where the day afterwards we have wondered how we ended up winning but it probably evens out with the amount of games you end up wondering how have we lost? It is still hard to swallow. Even the goal was not struck that well and I don’t think Amadou Tangara probably saw it. It was one of them where we expected him to take the defender on and out of nowhere there was no backlift and it wasn’t struck particularly well but all of a sudden the ball is in the top corner with Amadou still expecting the next stage of play. But he has saved us enough times this season so I have no complaints. It was great that Amadou signed a new deal this week. You have only got to look at the start of the season to see his importance. If we had had him at the beginning and also Joe Cook we would probably be top of the league.
You need a strong spine to your team and he has signed for the next season, too, and now we probably need to add another centre-half. I believe that’s the type of player we need, a commanding centre-half. We need a player who is a leader there. You can’t read too much into it but he has not been with us for two games and we got beat in both of them. THat’s not to say we are going to lose every game now, because we are not, but we would be a lot better with a person like him. It is Leatherhead tomorrow and no game in this league is easy. You only have to look at Margate for instance. We beat them 6-1 a few weeks ago and now we’ve been beaten 2-1 at home. It is all about what happens on the day/night while the referee has a lot to do with how the game finishes. THere so many factors that can change the game, especially at our level of football. People would be surprised at the number of referees who decide games at our level. It depends on which one you get. We just need to get another win under our belt on Saturday and then we will be back on the train as they say! We have got players getting back to fitness like Bradley Lethbridge and Mason Walsh, while Leigh Ashton was out last Saturday as well and was a miss for us. Jack Pearce can sort out more players maybe before the weekend but if he can’t then I feel we have more than enough quality in our squad to go and get a result at Leatherhead.
