department said that they have been receiving many complaints of smuggling near the Andhra Pradesh border with Tamilnadu, Karnataka and Maharashtra. Chief Minister N Kiran Kumar Reddy has approved the constitution of a special task force with forest and police personnel to monitor the area effec-

tively and to curb smuggling of red sanders in Kadapa, Chittoor and Nellore, districts. hands and this is a big problem when we conduct raids,” he said. The mandate of the dedicated team is to curb smuggling of red sanders in Kadapa, Chittoor and Nellore districts, from where illegal felling and transportation of the precious and endangered wood had been widely reported, Mishra said. The sandal trees grow in these areas in large numbers.

Asian bacteria hits Florida oranges Left behind by a tiny insect called an Asian citrus psyllid, it deprives nutrients from the trees. WASHINGTON: Citrus production in Florida, the world’s second largest orange juice supplier after Brazil, is being threatened by a bacteria from Asia that has scientists racing for a remedy. Known as citrus greening, the disease makes oranges bitter and fall from the tree before they can ripen. A bacteria left behind by a tiny insect called an Asian citrus psyllid deprives nutrients from the trees. The disease can remain latent for five years before it begins to show its effects, and by then it is often too late, said Greg Carlton, chief of the bureau of pest eradication and

control at the Department of Agriculture in Florida. “Through the years we have seen more and more insects and disease,” said Carlton, who has watched the problem balloon since it first arose in 2006. “Last year about 20 percent of our fruits dropped on the ground. And we will start the harvest season in a few weeks

— we are not sure whether we will get that drop again.” In the 1990s, Florida citrus growers produced more than 200 million boxes, but this year that is expected to drop to 133 million, he said. Official forecasts are due October 11. Meanwhile, the costs of producing the fruit have more than doubled, from a cost of $800 an acre to $1,900 per acre in recent years, due to the high costs of controlling the pest. “If we don’t find a cure, it will eliminate the citrus industry in Florida,” said Senator Bill Nelson, a Democrat from Florida. “And we will end up paying $5 for an orange — and it’ll have to be one imported

HYDERABAD: The anointment of Gujarat Chief Minister Narendra Modi as BJP’s Prime Minister’s candidate seems to have its effects on Andhra Pradesh too. Initially, key political parties in the State like main opposition Telugu Desam Party (TDP) and Telangana Rashtra Samithi (TRS) were inundated with questions of possible tie up with BJP during the next general elections. But the two key political parties declined of having any truck with the saffron brigade initially. In less than a month after the announcement came, there seems to be a change in the stands of the two political parties. It was clearly evident when

Apart from this UPA Government headed by Manmohan Singh lost its credibility in the eyes of public due to a series of corruption scams. There is a sense of feeling among

people of the country that Modi would give them corrupt-free government,” he noted. BJP Leader also expressed similar views. Former union Minister of State for Home Affairs and senior BJP Leader Vidyasagar Rao said that the regional political parties bound to have Modi effect for varied reasons. “It’s obvious for Modi to have his effect on regional political parties. He is not only a mass leader but also an abled administrator. He is also free from corruption and corrupt practices. All regional parties are waiting for such a leader to lead the nation,” he said. BJP State General Secretary NVSS Prabhakar also expressed similar views. He felt that Narendra Modis’ tall image as a leader is forcing the regional parties to change their ideologies in their attempt to hunt for a viable alternative. “ Modi’s is the only viable alternative to ruling congress party for any regional political party. They can’t ignore his growing image in the country. It was also evident in Delhi’ BJP rally. People of the country are routing for Modi for the prime minister’s post,” he said. According to Prabhakar, BJP would contest on its own without forming an alliance with anybody. “ We have the potential of growing on our own. We are expanding our base and strengths. In such a case do you think we would have an alliance with any regional party,” he retorted.

ALEENA ALICE aleena.t@postnoon.com HYDERABAD: Even as we celebrate International Day of Older Persons today, more and more senior citizens we interact with complain of how their efforts that contributed to society are not being appreciated, and how they feel ignored and left out. India is growing in myriad ways; however, despite all the development, we still ignore the people who spent all their lives taking care of us. Going by the statistics of the World Health Organization, today there are at least 600 million people aged 60 years and above worldwide. The statistics say that this total, however, will double by 2025 and will virtually reach two billion by 2050. In today’s fast-aging world, elderly people are increasingly playing a critical role in contributing to the society through their volunteer work, transmitting knowledge and experience and increasing their participation in the paid labour force. The contributions of elderly people can only be ensured and valued if the older persons enjoy adequate levels of health says S Das, director and State head of Help Age India. “The older population is growing every day. On an average, the lifespan of a woman is 64 years and for a man is 63. Even if a person lives for 64 years, they should lead a healthy life, that is all we ask from the government,” says Das. Today various government and private organisations are honouring senior citizens and giving away awards, but more than these what they really need is love and affection. “Love and affection cannot be bought. Loneliness among elders is a vicious circle. Because of loneliness, the elders have health issues, and consequently the life span is reduced. It is the duty of every citizen to love and respect them.

The very fact that this day is being observed is because senior citizens are not given the due respect they deserve. People should understand the depth of the problems and come forward to help them.

Researchers analysed data from seven government-funded programmes that tracked the illegal drug market over more than a decade. Three of the programmes monitored international drugs trafficking; three focused on the United States; and one tracked the drugs business in Australia. The prices of heroin, cocaine

and cannabis tumbled by 81 per cent, 80 percent and 86 per cent respectively between 1990 and 2007 in the United States when adjusted for inflation, the researchers found. Over the same period, the average purity of these drugs rose by 60 percent, 11 percent and 161 percent respectively. In 18 European countries, the street price of cocaine and heroin fell by 51 and 74 per cent

between 2000 and 2009. Neither the purity of drugs seized in Europe nor the price of cannabis on the continent was given in the study.

In Australia, meanwhile, the inflation-adjusted price of cocaine fell by 14 percent between 2000 and 2010, and that of heroin and cannabis by 49 percent. “During this time, seizures of these drugs in major domestic markets generally increased,” said the study’s authors, led by Evan Wood of the Urban Health Research Initiative in Vancouver, Canada. “With few exceptions... illegal drug prices have generally decreased while drug purity has generally increased since 1990,” they added. KATHERINE HADDON feedback@postnoon.com DAVIDSTOW: Take one dead badger, head and all, dust with flour and herbs, season and braise for five hours — that’s the recipe for a perfect stew, according to British roadkill eater Arthur Boyt. From dogs and cats to polecats and mice, Boyt insists there is nothing tastier than scooping up a dead animal from the roadside and taking it back to his remote home in Cornwall, southwest England, to skin, gut and cook. Boyt, 74, a nature obsessive whose house is dotted with animal skulls and taxidermy, has been eating roadkill since the 1960s and thinks more people should do the same. “People say ‘oooh, do you really?’ when I say I’m having roadkill. I say ‘well, if you tried it, you would probably enjoy it’,” Boyt tells AFP as a batch of badger stew bubbles away in his kitchen. “It’s not in the taste of the food, it’s in the head. “It’s a threshold you have to step over if you’re going to eat this kind of stuff. You say ‘OK,

Boyt compares the “smooth, round, sweet” flavour of dog meat to lamb, adding: “I’d drink a red wine with it — possibly a Chianti.” Dog may be his special treat but the chest freezer in his outhouse filled with everything from buzzards to slowworms shows his eclectic tastes.

People have been here for a meal and been sick when they got home — but I’m sure that was something else.” ‘Salivary glands, mmm!’ Boyt says he only eats animals which were hit mistakenly, finding their remains himself or receiving tip-offs from neighbours around Bodmin Moor, a dramatic wilderness reputedly haunted by a phantom wildcat. Breaking off from putting the finishing touches to the badger stew, Boyt explains that he only cooks roadkill when his wife, a vegetarian, goes out. “She goes to see her mother once a week so if she stays the

An industry of fruit boutiques has defied Japan’s sluggish economy to consistently offer luscious and lavishly tended produce for hefty prices — and it is always in demand. HIROSHI HIYAMA Agence France-Presse TOKYO: With melons that sell for the price of a new car and grapes that go for more than $100 a pop, Japan is a country where perfectly-formed fruit can fetch a fortune. An industry of fruit boutiques has defied Japan’s sluggish economy to consistently offer luscious and lavishly tended produce for hefty prices — and it is always in demand. In July, a single bunch of “Ruby Roman” grapes reportedly sold for 400,000 yen ($4,000), making the plump, crimson berries worth a staggering 11,000 yen each. Every May, a pair of canteloupe melons grown in the north of Hokkaido is auctioned off. They regularly fetch the price of a modest new car. The hammer fell on this year’s pair at a cool 1.6 million yen. While such cases are at the extreme end, top-notch fruit is a valuable commodity in the world of business and as a seasonal gift, signifying just how much importance the giver attaches to the relationship. “Most of our products are for gift purposes, so we collect large and high-grade products from all around Japan,” says Yoshinobu Ishiyama, manager of a branch of Sun Fruits at Tokyo Midtown, a glitzy office-commercial complex that is also home to a Ritz Carlton Hotel. Inside his bright, white-tiled emporium, an array of mouthwatering fruits gives off a heady, brain-tingling aroma as soothing music lulls his well-heeled customers. While Ishiyama doesn’t have anything you could trade for a mid-range auto, he does have a slightly more affordable example of the “Ruby Roman” grapes — a snip at 31,500 yen for a bunch. A single white peach — flavourful, perfectly round and about the size of a newborn baby’s head —goes for 2,625 yen. A bunch of Muscat of Alexandria grapes has a 7,350 yen price tag. Then, there is the unrivalled symbol of expensive gifts in Japan: musk melons. Sitting in individual wooden boxes on the top shelf of a glass-

Ten minutes before midnight bells rang throughout a deeply divided Washington, and after a day of furious brinkmanship President Barack Obama’s Democrats and rival Republicans, the White House ordered federal agencies to initiate their shutdown procedures. “We urge Congress to act quickly to pass a Continuing Resolution to provide a shortterm bridge that ensures sufficient time to pass a budget for the remainder of the fiscal year,” Management and Budget director Sylvia Mathews Burwell said in a memo to agencies. Lawmakers had hardly haggled over budgetary matters in the final frantic hours before the deadline -- the end of the fiscal year. Instead, they argued over whether to link the budget pact with efforts to delay Obama’s health care law. “This is an unnecessary blow to America,” Senate Majority Leader Harry Reid said on the Senate floor two minutes after the witching hour. As a mood of crisis enveloped Washington no compromise emerged to head off the first such disaster since 1996. Instead, the Democratic-led Senate and Republican House of Representatives played a futile game, sending funding bills between them that were doomed to fail. Obama accused Republicans of holding America at ransom with their “extreme” political

demands, while his opponents struck back at his party’s supposed arrogance. The Conservatives have long been plagued by internal tensions over Europe, but much of the talk at their annual conference in Manchester, northwest England, is about the external menace from UKIP. “They are a real threat,” Conservative lawmaker Bill Cash told AFP after a bruising encounter with UKIP’s charismatic leader Nigel Farage at a fringe meeting. Peshawar is no stranger to bloodshed. It lies on the edge of Pakistan’s tribal areas and has frequently been hit by bombings and shootings. But the brutality of the recent attacks: a suicide bombing on a church service, a bomb on a bus carrying government staff home after work and the latest, a powerful car bomb targeting a busy market on Sunday, has shocked locals. “The government should publicly hang the killers of inno-

he long standoff between the drug price regulator National Pharmaceutical Pricing Authority and pharmaceutical companies gets a decisive twist with the pharma companies being given 15 days to respond to price revision notifications. Many in the industry have earlier challenged drug price fixation orders, in the process delaying introduction of low-priced medicines in the market. This despite a warning that companies found selling drugs at a price more than the notified ceiling price face action. It is not that the pharma industry has been subjected to a raw deal in this regard. To save companies from payment of excise duty twice while re-labelling existing stocks, the finance ministry had issued a notification exempting excise duty on re-printing, re-labelling or repacking of essential drugs within 45 days of NPPA’s price notification. They may be dealing with medicines, and essential and life-saving drugs, but they are essentially commercial establishments. It is good that we have regulating authorities to bridle them.

he word heart attack conjures an archetypal image. It is likely to be associated with a slightly overweight middle- aged male clutching his heart and sweating profusely, an effect of obstructed blood vessels. Contrary to popular perception, women are just as likely to suffer heart attacks. The so-called protective effects of female hormones till menopause are overridden by smoking and other risk factors. Currently, incidence of heart disease in women stands at 11 per cent. By 2020, the incidence of heart disease has been predicted to be same among the sexes. Women are also more likely to present atypical symptoms leading to late diagnoses or misdiagnoses. Women do suffer from chest pain but are less likely to have occluded coronary arteries. Clearly, heart disease in women needs to be understood as an entity by itself and cannot be generalised. Certain risk factors for heart disease are common to both males and females. These include cigarette smoking, hypertension, high cholesterol, obesity (particularly abdominal obesity), poor dietary habits, physical inactivity, family history of cardiovascular disease, age, and stress. Some risk factors like pre-eclampsia, gestational diabetes, PCOD or polycystic ovarian disease and some autoimmune and collagen vascular diseases increase the risk of heart disease or associated metabolic diseases in women.

Glasses that translate menus NTT Docomo was showing off its latest development where cameras, computers and know-how combine to give the wearer a whole different view of what they are looking at. CHIBA: Augmented reality glasses that can translate a menu in real time were unveiled at a Japanese gadget fair Monday, with promises they could be ready for visitors to the 2020 Tokyo Olympics. NTT Docomo was showing off its latest development where cameras, computers and know-how combine to give the wearer a whole different view of what they are looking at. One function of the gizmo overlays the wearer’s first language onto unfamiliar text, making signs and menus instantly understandable — a boon to travellers in Japan, where foreign-language menus are not commonly found off the tourist trail. “Character recognition

technology enables instant language translation for users travelling abroad and reading restaurant menus and other documents,” Docomo said in a statement, as it showcased the gadget at CEATEC Japan. Another application turns any flat surface into a touchscreen, with a finger ring relaying positioning information to the device that lets wearers “touch” tags that only they can see, perhaps to perform an Internet search. Facebook expands ‘Graph Search’ within social network SAN FRANCISCO: Facebook said Monday it was expanding the capabilities of its “Graph Search” function to help users navigate and find information within postings on the world’s biggest social network. “Starting today, Graph Search will include posts and status updates. Now you will be able to search for status updates, photo captions, check-ins and comments to find things shared with you,” the company said in a statement. “Search for the topics you’re interested in and see what your friends are saying, like ‘Dancing with the Stars’ or ‘Posts about Dancing with the Stars by my friends.’” Facebook launched the service in January in an effort to help members better navigate the vast amount of information

on Facebook, which is not available on Web search engines such as Google. But at the time, it lacked detailed information from member postings. Facebook emphasized that the new effort is not Web search, but can help find certain information archived within the network and in the content of friends. It uses Microsoft’s Bing search engine to scour content in Facebook. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Canada set to host NBA all-star game TORONTO: The National Basketball Association announced Monday that Toronto has been selected to host the 2016 all-star game, the first time the showcase event has been held outside the United States. "We are thrilled that Toronto is hosting," said Deputy commissioner Adam Silver. "As the site of the first game ever in the NBA, Toronto is an ideal location for this global basketball celebration." The game will be played on February 14 at Air Canada Centre, home of the Toronto Raptors and the National Hockey League's Toronto Maple Leafs. Toronto hosted the firstever Basketball Association of America game on November 1, 1946, in which the Toronto Huskies lost to the New York Knickerbockers at Maple Leaf Gardens. The world number two also blamed her mental fragility for the 6-4, 2-6, 6-4 loss to Andrea Petkovic, a match in which she was often seen cursing to herself as she committed a staggering 15 double faults. Unanimously re-elected, Srinivasan will have to wait for at least another week before taking charge again of the BCCI as the Supreme Court declined to revoke its order. NEW DELHI: Narayanaswami Srinivasan will have to wait for at least another week before again taking charge of the Board of Control for Cricket in India (BCCI) as the Supreme Court Monday declined to revoke its order restraining him from assuming office on his re-election. With Monday’s decision, Srinivasan has to stay away from office till Oct 7, when the apex court again takes up the matter, while other office bearers took immediate charge. Srinivasan was on Sunday unanimously re-elected as the BCCI president for a third year in office. In the absence of Srinivasan, board secretary Sanjay Patel cleared the senior team that was selected in Chennai on Sunday. BCCI vice president Rajiv Shukla told IANS that the Supreme Court’s postponement of the case won’t affect the running of the board. “It is a matter of only four days. For the time being, it is status quo,” Shukla told IANS.

Antonio Conte's Juve, who won the last of their two European Cups in 1996, beat city rivals Torino 1-0 at the weekend thanks to a Paul Pogba strike and remain unbeaten in all competitions this season, even if they trail Roma by two points at the top of Serie A. The Turks come into the game with a new coach who is familiar with taking on Juve. Former Lazio, Inter Milan and Manchester City boss Roberto Mancini was on Monday appointed as the replacement for the sacked Fatih Terim. His remit is to revive a side who sit in mid-table in their domestic league with just one win from five games.

Anderlecht (BEL) v Olympiakos (GRE) Belgian champions Anderlecht and Greek title-

holders Olympiakos are, on paper, the outsiders to qualify from Group C and both were beaten on matchday one. Anderlecht went down 2-0 away to Benfica while Olympiakos were outclassed in a 4-1 home loss to Paris SaintGermain. The Belgians have a proud history and beat AEK Athens home and away when they last faced Greek opponents in the Europa League two years ago, but John Van den Brom's men are fourth in their domestic Pro League, nine points behind leaders Standard, and appear ill-equipped to make an impact in this competition. Olympiakos, who have lost 99 times in Europe, are top of the Greek Super League without defeat and may fancy their chances of recording an away win here. Paris Saint-Germain (FRA) v Benfica (POR) Paris Saint-Germain underlined their status as Group C favourites by thumping Olympiakos in Greece two weeks ago, and can take a big step towards qualifying for the last 16 by beating Benfica at the Parc des Princes. Laurent Blanc's side have struggled to convince so far this season, but remain unbeaten in all competitions while Benfica who beat Anderlecht 2-0 in their opening game - are only fifth in the Portuguese top flight, five points behind leaders Porto. However, the Lisbon club can expect a warm backing in the French capital, which is home to a large Portuguese population. PSG will be without captain Thiago Silva due to injury as they chase revenge for a defeat to the same team in the Europa League last 16 in 2011.

CSKA Moscow (RUS) v Viktoria Pilsen (CZE) The poor state of the Arena Khimki pitch in Moscow led to this match being moved 700

In contrast, Pavel Vrba's Pilsen are still unbeaten in the Czech league and have won five and lost two of their last seven European away games. Manchester City (ENG) v Bayern Munich (GER) This encounter at the Etihad Stadium promises to be fascinating, with City manager Manuel Pellegrini coming up against Bayern's Pep Guardiola again. The pair are familiar with one another from their time in Spain, in particular when they occupied the dugouts at Real Madrid and Barcelona respectively in 2009-10. The two Group D favourites meet on the back of wins in their opening matches, with

City triumphing away to Viktoria Pilsen while Bayern beat CSKA Moscow at home. Goals from David Silva and Yaya Toure gave City a 2-0 win when they played host to Bayern in this competition two years ago, but the English side have failed to progress beyond the group stage in either of the last two years while Bayern are the reigning European champions.
