INKESHAF AHMED ahmed.m@postnoon.com HYDERABAD: What will happen to the AP State Secretariat after the division of the State into Telangana and Andhra Pradesh? The property has to be divided but the issue is, it has nine blocks and who will get five or will each get exactly half? Even before the announcement of the Telangana State, the Secretariat has been abuzz with talks of the division. Administrators have been scratching their heads with pencils for quite some time now. But the issue has gained new urgency now. The Secretariat must accommodate two chief ministers and their administrative machineries. It is not going to be an easy task. Ego clashes can happen and the bureaucracy is worried about getting caught in the crossfire. “It’s a tricky situation,” admitted one of the senior IAS officers. As of now, the understanding is that the Andhra Pradesh state would be given five blocks and new State four. But there are those who question this. Why not divide the Secretariat exactly into two, they ask. As of the gates, they pose no

However, the Secretariat branch of Telangana NonGazetted Officers’ Association (TNGOA) has mooted a suggestion that the Centre should make separate arrangements for the chief minister and administration of the newly formed Andhra Pradesh State instead of accommodating them in the

existing Secretariat. “We feel that it would difficult for two chief ministers to function from the same premises. It would also be difficult for officials to discharge their duties from the same place after the division. The Centre can allocate BRKR Bhavan, which is a massive building for the new Andhra Pradesh State. It would help in their smooth functioning,” TNGOA’s Secretariat wing associate president Suresh Kumar told Postnoon. TNGOA’s C Devi Prasad also expressed similar feelings. Currently, the Secretariat has a majority number of Andhra and Rayalaseema employees on its rolls as against their Telangana counterparts.

FOR REPRESENTATION POSTNOON NEWS feedback@postnoon.com HYDERABAD: In a bizarre incident that would act as an eye-opener for parents in the City, a home tutor is accused of stealing 12 tolas of gold from a house in Subashnagar locality under Jeedimetla police station limits. According to details given by police inspector of crime Shivasankar Goud, a 19year-old resident of Jayaramnagar, Sunny, joined as a home tutor at the complainant Saritha’s house to teach her daughter Nomika, who is currently in Class III. The girl is a student at a local private school. Sunny used to come home to teach the girl every day. On July 29, when Sunny came as usual for his class, he found that there was no

body else in the house. Taking advantage of the situation, he asked the girl to bring a gum bottle for him and sent her out. When the girl went out, Sunny immediately plunged into action and stole 12 tolas of gold which were kept in a safe box. After completing the theft, he left the house without taking his class. The girl was puzzled and told her parents when they came home. But they did not think anything amiss. The theft came to light after a couple of days when the complainant found her gold ornaments missing. The tutor did not turn up after committing the crime. Saritha immediately lodged a complaint against Sunny, doubting his role in the incident. Following the complaint, the police sprang into action and nabbed the accused. On interrogation, the home tutor confessed to his crime. The police recovered the stolen gold ornaments from the possession of the accused and remanded him to judicial custody.

HYDERABAD: Andhra Bank reported a 36.1 per cent decline in net profit to `231.28 for the first quarter of this fiscal as compared to `361.83 crore in the corresponding quarter of the previous year due to rise in non-performing assets (NPAs). However, the bank’s total business stood at `2,26,265 crore in June 2013, recording a YoY growth of 16.4 per cent. Deposits at the end of June stood at `1,25,826 crore as compared to `1,07,695 crore in June 2012, registering a growth of 16.8 per cent on YoY basis. Whereas advances recorded a growth of 16 per cent (YoY) reaching the level of `1,00,439 crore as on June this year. The bank’s total income reached `3,854 crore (14.8 per cent) and operating profit is at `746 crore with 6.1 per cent growth.

ealtors unanimously agree the property sales will slow down in the near future as it takes time for buyers to gain confidence in the market. However, there are no apprehensions either from buyers or from realtors about the growth of the City even after the division. “Any change is tough and takes time. Likewise, this transition will take its own time. It may take up to two months for buyers to understand the importance of the City and invest in it. Further, the government has agreed for Hyderabad to function as joint capital for 10 years or till the newly capital is built, which is also a positive sign for the industry,” said PS Rama Krishna, assistant general manager(marketing), Aditya Constructions. Once the capital is announced, there can be a polarisation and interest from the people of Andhra Pradesh to invest in their capital. “Hyderabad turned out to be end-user market after recession. Almost 60 per cent of the buyers are end users. The people who bought their properties or settled in various jobs and businesses will continue to stay here. The other 40 per cent, market, which is driven by investors, may be hit to an extent once the capital is announced in newly formed AP. The growth of the City may actually nullify the partial loss that may happen in the investors market,” said Srinivas Diwakarla, deputy manager (Sales), Aparna Constructions. Many buyers doubt whether there will be a price correction or fall with the market slowing down. With the current state of the administration, the existing City limits itself seem like a task beyond GHMC’s capability, so why has the government now decided to incorporate 13 more villages into Greater Hyderabad is anyone’s guess. Meanwhile, citizens say that the civic authorities should concentrate more on providing basic amenities like road maintenance, garbage disposal and less on organising world conferences. PC

Nobody trusts the hospital as it is overcrowded, unhygienic and stinking where the new-born catches infection easily and die. The hospital management blames the government and the government has little time to listen to complaints. To a large extent, one is tempted to empathise with the hospital staff as it is humanely impossible to care for 100 where the intended strength is 50. Wherever there is overcrowding, there would happen a slump in all indices of healthy living. In this instance, it is true of India itself where even at this late hour, the government is not stipulating that a couple should not have more than two kids. Australia plans to tax bank deposits SYDNEY: Australia plans to slap a levy on bank deposits to help boost its coffers with the money raised to protect savings against a bank collapse, sparking criticism Friday from the industry. It was widely reported that a 0.05 per cent tax on deposits up to Aus$250,000 (US$223,255) will be collected from 2016, raising a forecast Aus$733 million in its first 18 months. The move will be part of treasurer Chris Bowen’s economic statement due for release Friday ahead of national elections that Prime Kevin Rudd could call as soon as this weekend. Rumours of the move sent bank stocks tumbling late Thursday although they recovered some ground in morning trade. In the future, I want people to make films on art and be inspired by my films, that’s my dream.” Commenting on his choice of English as a medium of communication for his debut feature film, Natraaj says that English is the new language of Indian cinema. Today, English, which was the default language for non-feature and documentary films, is becoming the medium to communicate with audiences crossing the barriers of the regional languages. “I felt the subject needed a language with a wider reach and hence English was chosen,” says Natraaj. Natraaj filmed the entire

movie in a week and is hoping that his film gets nominated for the National Film Award for Best Feature Film in English. With the release of many Indian-English films, he hopes to grab some attention for his work of art.

ny relaxation provided for iron ore exports will further cripple the domestic steel industry, open further floodgates for import of finished products and strain the already worrying current account deficit (CAD), says Assocham says. In an SOS submitted to the government, the chamber said, “to contain the CAD, relaxing the exports restrictions on iron ore is not a step in the right direction and rather if government ensures the availability of the raw-materials for domestic production, which is running at all time low utilization level, will contain the $6 billion imports of steel by India”. The production of finished steel had seen a growth meagre 2.5% in the year 2012-13 while consumption has grown up by 3.25%. The Indian steel demand is met by imports which have registered a rise of 15% in 201213, says chamber leaders. While the steel production

has gone up from 61.10 MT in 2009-10 to 78 MT in 2012-13 and projected at 84 MT in 2013-14, the iron ore production has dipped from 218.55 MT in 200910 to 140 MT in 2012-13. The chamber says that there used to be a surplus of almost 100-110 million ton in the year 2008-09 and 2009-10, however this has come down to a level of meagre 15 million ton in the year 2012-13. The Ark, which is being fitted out to carry goods and more than 100 passengers, is near completion and is expected to set sail for Europe in the latest high-profile attempt to challenge Israel's maritime lockdown on the tiny Hamas-run territory. If they are successful, this will be the first time goods from Gaza have been exported by sea since the signing of the 1994 Oslo Peace Accords. Significantly, this attempt to alleviate the effects of the seven-year blockade comes from within Gaza, where locals refurbishing the 24metre-long (78 feet) vessel want to take matters into their own hands, rather than waiting for help from the outside world. "This will help fishermen, farmers and factory workers in Gaza to market their products," said Abu Ammar Bakr, who was a fisherman for 40 years before turning his hand to repairing boats. Under the terms of the current restrictions, Gaza fishermen are not allowed to enter waters more than six nautical miles (11 kilometres) from the shore, with naval patrol boats known to fire on those who step out of line. It is the prospect of a confrontation with Israeli forces that is worrying some of those planning to join the boat on its blockade-breaking mission, with Abu Salmi afraid the navy might "open fire and sink the Ark, or arrest those on board like they did in 2010 and seize the goods". Organisers of the project are unsure what action Israel might take. "I hope Israel won't stop the boat from sailing to European countries," said Kabariti. "It is natural that the Israeli authorities might not allow a boat to set sail from Gaza. But we want to send our message to the world, whether the occupation allows it to sail or not," he said. "We want to draw attention to the blockade which is preventing Palestinian products from being exported, and we have an ark that we can use to do it."

Wang spends his days trimming and shaping at a hair salon in eastern China’s Zhejiang province, and his evenings working on the rickety one-seater craft. He is one of a tiny — estimates say their numbers stand at around 2,000 — but growing number of Chinese private aircraft owners who are grouping together to challenge restrictions which ban them from almost all the country’s airspace. Wang’s machine — with a stainless steel frame, wheels from a motorised wheelchair, and a seat scavenged from a go-kart -took eight months to build and cost 30,000 yuan ($5,000). It can reach altitudes of 3,500 metres and speeds of 90 kilometres an hour (56 mph), he says. “In the countryside people play mahjong after finishing work... but I like to fly,” said Wang, 37, who grew up spreading manure and picking corn on a farm. “We want the government... to give us more room to enjoy the skies, and enjoy flying,” he said. “If ordinary people, even vegetable-cutting housewives can fly, that would be best.” Around 20 private planes, microlights and motorised paragliders took to the air in a valley in Hexigten Banner, in China’s remote Inner Mongolia region at the weekend, in the country’s first festival of its kind after organisers obtained special permission from the authorities. But such aspirations face formidable opposition. China’s military controls nearly all of the country’s airspace, and despite promises of reform has only opened a few areas to private flights. “You can barely fly anywhere... some people have travelled here because they don’t

hen they spotted a stranger parked near their temple, two Sikh men came out and asked if he would like tea. He responded by shooting them both dead and walking inside. Satwant Singh Kaleka, an immigrant from India who worked long hours at a gas station before saving enough money to build the temple, quickly sensed danger and rushed worshipers into hiding, likely saving many lives. Armed with only a fruit knife, the 65-year-old Kaleka lunged as the assailant — white supremacist US Army veteran Wade Michael Page — changed bullet clips. “My dad took five gunshot wounds, all in sporadic places — under the armpit, in the inner thigh,” said his son Amardeep Kaleka, who keeps the fruit knife and his father’s bloodied turban as mementos. “My dad had a bunch of blood and skin and hair under his nails when we saw his body, so they fought rigorously,” he added. Then Page simply walked back out. By then, police had arrived, and Page shot an officer multiple times before taking his own life. The massacre on August 5, 2012 in the Milwaukee suburb of Oak Creek left six members of the temple dead, with another critically injured. The officer, Lt Brian Murphy, was seriously hurt but was wearing a bulletproof vest and survived. Since the Oak Creek massacre, a panel has recommended that the Federal Bureau of Investigation begin compiling statistics on hate crimes specifically against Sikhs.

ttacks against Jews in Malmoe, Sweden’s third largest city, have left members of the community questioning their future in a place known for its multiculturalism. Jewish people have lived in Malmoe for over two centuries, often arriving in the south Swedish port city — a safe haven for generations — after fleeing persecution and intolerance in other parts of Europe. But though waves of immigration over the past two decades have made the area more diverse, hate crimes appear to be on the rise and many people — paradoxically — say they feel less secure. Highlighting a problem many Swedes had thought long relegated to history, the US special envoy for anti-Semitism even visited Malmoe last year. Typically, but not exclusively, the perpetrators of antiSemitic hate crimes are “young men with roots in the Middle East”, according to Jehoshua Kaufman, a member of Malmoe’s Jewish congregation. Parents are especially worried about their children being subjected to abuse at school.

Bullying has been a problem “not for everyone, not always, but very often”, said Kaufman, as he took part in a regular march known as the “kippah walks” — referring to the Jewish skullcaps worn by the demonstrators — organised to battle anti-Semitism. Around a third of Malmoe’s 310,000 residents were born abroad, with the largest minorities coming from the Balkans, Iraq and neighbouring Denmark. The total number of Jews in the city is estimated to be around 2,000, with around 600 that are members of its synagogue. In 2012, 66 anti-Jewish hate crimes were reported, according to the Swedish National Council for Crime Prevention. According to figures from Malmoe police, 60 reports were made, compared with just 31 in Stockholm, with more than three times the population. Thirty-five have already been reported in Malmoe so far this year. The figures seem to be on the up — in 2010 and 2011, a total of 44 reports were made over the two years combined. Shneur Kesselman, a US-born orthodox rabbi, has had insults and objects hurled after him on the streets of Malmoe more times than he can remember. With his traditional Hasidic black clothing, fedora hat and beard, he cuts an incongruous figure in the traditionally working-class, immigrant-heavy eastern half of

the city. But he insists on staying. “It’s a little hard to explain. My wife and I have made Malmoe our project,” he said. The response by local authorities has been patchy at best. Malmoe’s former mayor, Ilmar Reepalu, gained notoriety after suggesting members of the Jewish community had themselves to blame when a rally they organised during the 20082009 Gaza War was attacked with bottles and eggs. “I wish the Jewish congregation would distance itself from Israel’s violations of the civilian population in Gaza,” Reepalu told a local newspaper. Last year, the social democratic mayor courted more controversy by saying the Jewish congregation had been “infiltrated” by the anti-immigrant

Sweden Democrats — a claim he later retracted. The Sweden Democrats have sought to use the attacks on Malmoe’s Jews for political gain, framing them as a byproduct of Sweden’s generous immigration laws. “It’s clear that misguided skinheads aren’t the major threat against Jews in Sweden today, but the imported antiSemitism from the Muslim group,” parliamentarian Kent Ekeroth wrote in an op-ed. The authorities now appear to be addressing the problem. Ilmar Reepalu’s replacement Katrin Stjernfeldt Jammeh, who assumed the mayorship this month, told AFP the city’s schools were trying to combat racism by providing special training for teachers.

Vehicles equipped with required paraphernalia and manpower trained in traffic management need to deal with breakdowns and identify as also address traffic hazards. Patrol vehicles need to carry equipment like fire extinguishers, gas cutters, torch lights, hydraulic jack, animal hook and first-aid kit and cover the entire stretch at regular frequency. To handle accidents on the eight-lane road, ambulance services equipped with basic life-support system need to be pressed into service. These must be staffed with medical and paramedical personnel to manage accident victims till they are shifted to a hospital.

A location focused on residential segment and low/ no commercial and entertainment options is not likely to sustain for a long time. Similarly, a commercial hub with low/ no residential development is likely to cause problems for the employees who may seek for alternate residential districts in the vicinity, which can reduce the commuting time to work and therefore is not sustainable. In addition to the overall real estate development, infrastructure also plays a pivotal role in developing a location. Poor infrastructure or delayed infrastructural developments can eventually reduce the investment potential of the location.

These locations offer a large bouquet of investable options in real estate with their relative lower price levels providing the incentives for future capital appreciation. Though all-round development requires considerable time, it lends maturity to the real estate market in the location while ensuring that price growth is sustained over a longer time period. To put the above in context of individual Indian cities and specific locations, Powai in Mumbai, which has emerged as a welldeveloped suburb, has seen a steady increase in prices across all asset classes. As against this, there have been a few locations where speculative activity resulted in increased price volatility, which was later marked down considerably when real activity on ground failed to take off. Kharghar, a suburban location near Mumbai witnessed such a trend in a relatively short time span. With the intent of developing it as a luxury residential hub, the local authorities announced various projects including a golf

course and a Millennium Business Park. Infrastructure initiatives also attracted investment by developers and investors in this location, which initially resulted in a sharp price uptick. Prices rose further when another round of rise in prices occurred when the international airport was announced near Ulwe, an area adjacent to Kharghar. However, with physical activity at a standstill and airport development slowing down, investor activity has seen a decline, which in turn has led to a price correction. Considering all aspects, we have identified eight submarkets as investment hotspots across the top seven cities in India. Notable absentees in our selection are the prime business districts as they have achieved near saturation levels in terms of development and hence are not expected to either support meaningful price increments or they do not provide a large selection of investable assets. We have intended to select destinations that are classified as either emerging or growing submarkets and are likely to be wellsupported by excellent infrastructural development. According to our assessment, these locations offer a large bouquet of investable options in real estate with their relative lower price levels providing the incentives for future capital appreciation and healthy returns. another cause of a sore throat. If the cough increases while lying down, there is cause to believe it is not an infection. In some cases, heart failure can cause coughing.

MYTH: Antibiotics will cure a cough. Fact: Unless your doctor determines that the cough is of bacterial origin and prescribes antibiotics, do not use antibiotics. Cough can be caused by viral or non-infectious agents as commonly as by bacteria. Using antibiotics indiscriminately will give rise to antibiotic-resistant strains of bacteria, which are much harder to cure.

Chinese telecoms giant Huawei has hit back at allegations by a former CIA chief that the company spies for Beijing, labelling them “defamatory” and “baseless”. Michael Hayden, who headed the CIA in 2006-09, was quoted two weeks ago as saying China was engaged in unrestricted espionage against the West and that Huawei would have shared information with state agencies. Eric Xu, Huawei’s deputy chairman and one of its three rotating CEOs, riposted that Hayden had no evidence for his allegations. “Mr Hayden’s proactive comments on Huawei in his recent interview with the AFR are defamatory,” Xu said.

Streaming video service Netflix introduced profiles that tune viewing recommendations to the tastes of different people in households. The option to create separate profiles on Netflix accounts began rolling out globally and was intended to better tailor television show or film suggestions to whoever is watching. Previously, the recommendation formula combined all viewing, whether shows were chosen by children, sports fanatics, romance fans, action lovers, or others with distinct preferences.

ICAHN FILES DELL SUIT American investor Carl Icahn has filed a lawsuit aimed at blocking changes in timing and terms for shareholder voting Friday on a bid to take computer maker Dell private. The suit filed in the state of Delaware by Icahn and affiliates urges the court to lay out a series of stumbling blocks to moves that would improve the chances of Michael Dell succeeding in his effort to take the company private. The litigation seeks to prevent a change in the date by which Dell shares must have been purchased to qualify to vote and to bar those behind the buyout from voting shares bought after February 5 of this year.

"On Facebook, Instagram, Pinterest and other social media platforms, brands across the luxury spectrum mediated the tension between the exclusivity that protects brand desirability and the inclusivity needed to attract new customers," it said. The survey said luxury brands had become more "accessible, collaborative and

experimental". After a modest purchase, for example, a firm might send a thank you note on twitter while a couture fashion customer might receive an invitation to an exclusive show. Handbag firm Coach owed its position at number 10 on the list to its presence in China where it had added 30 stores by the end of 2012, taking its total in the Asian country to 69. The survey said it was among the firms making extensive use of social media and the Internet, "emailing over 1.2 billion messages to selected customers". And it found that the

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

ome are born with a silver spoon in their mouths while others have to work hard for it. This is true for everyone, and especially true for those reaching for the stars in Bollywood. Deepak Dobriyal, a middleclass boy from Delhi, is no exception. He isn’t one of the Kapoors, or the Bachchans or the Khans — he didn’t have it easy. Wearing just his passion for acting on his sleeve, the young Dobriyal set out for Mumbai to realise his dreams. “I realised I wanted to be an actor when everybody was finding their callings in college. I saw a play in Delhi and was sure I could act too. Despite much resistance from family members, I enrolled in theatre. I performed street plays, stage plays, etc. as part of my theatre group for seven years before I decided to go to Mumbai,” recalls Dobriyal. Why the shift? “There is no money in theatre and I wanted to make money. So, the next step was movies,” he says. Initially Dobriyal thought he would find it easier to make a breakthrough in movies because of his seven-year stint with theatre. He was wrong. “When I came to Mumbai, I was among hundreds of others who wanted the same thing. I was rejected over and over again. Moreover, I didn’t have enough money to survive rents in Mumbai and was neck-deep in debt. But, I was passionate about acting and didn’t want all these factors to deter my confidence. I grew patient and learnt how to channel my energy in the right direction. Finally, after a period of four years, I got a break in movies. Though I began my acting career with 1971 and Gulaal, Omkara was my biggest break.” Dobriyal hasn’t looked back since. With more than 12 movies to his credit, he finally feels like a success. “My parents also support me immensely now. They are proud of me. Plus, it feels good that now directors willingly offer `40 lakh or more to sign me; earlier, asking for `1 lakh seemed steep,” says Dobriyal.

Superchor, says he is as hung up on doing lead roles as he is on doing those that have an impact. “This is my second lead role after RGV’s Not A Love Story. However, I select roles on the basis of its possible impact and not so much on its length,” he says. We’ve all heard about the evils of Bollywood, thanks to Madhur Bhandarkar, are things actually like that? “I remember people used to tell me to beef up my contacts all the time by throwing big parties and appearing flashy. One day, I decided to wear a three-piece suit with shades for a movie screening at night! I was stopped by the bouncers on the red carpet. Though embarrassing at the time, the incident brought me back to the ground. I’m pleased that success doesn’t go to my head as I keep experi-

encing these incidents involving ‘real’ people. There was a time when I wasn’t allowed to park my i20 outside a studio because the parking guy didn’t know who I was. Only when he saw me talking to Abhishek Bachchan in a rather casual manner, did he realise I must be ‘someone’.” Do stars also treat you this way too? “No, contrary to popular belief, people appreciate and respect talent in the industry. I remember Salman Khan gave me most of the dialogues in the last scene of Dabangg 2 saying that I’m doing really well,” he says. Last but not the least, we asked Dobriyal if he plans to beef up his body to become a true star. “I want to put on eight to nine kgs because I’m very skinny. I want to improve my physique purely for personal reasons,” he says.

LONDON: Tottenham Hotspur have reached an agreement with Valencia for the transfer of Spain striker Roberto Soldado (in pic), the north London club said on Thursday, but Gareth Bale’s future remains uncertain. Last week Spurs manager Andre Villas-Boas had revealed they were in talks with the Spanish side over Soldado. On Thursday the club revealed that a deal, believed to be worth a club record £26 million pounds, had been agreed. “We are delighted to announce that we have reached agreement with Valencia for the transfer of Roberto Soldado subject to a medical,” read a statement on tottenhamhotspur.com.
