hile the City is sweating it out, three substations ready for service are standing idle due to official apathy to public weal. Three of the 15 sub-stations the CPDCL is building in the City have been ready since 2011 but they are yet to be electrified. It turns out that the R&B (roads and buildings) department is sitting on it for a simple procedure of giving its assent to cut the road for laying input lines. All the roads in Hyderabad are under the GHMC’s purview whereas the select national highways passing through the AROUND THE

City are under the roads and buildings department’s jurisdiction. The three sub-stations — Nizam College 33KV sub-station, the Koti Women’s College 11KV sub-station and an interlink between Shivarampally and Chandulal Baradari substations — need the R&B nod. “We are waiting for road permissions from the R&B department so that input lines can be laid,” say officials. According to T Srinivas, CPDCL Hyderabad City plan head, “Though the GHMC has cleared permissions for road works in many parts of the City,

he world’s first gun made with 3D printer technology has been successfully fired in the US, reported BBC. The controversial group which created the firearm, Defense Distributed, plans to make the blueprints available online. The group has spent a year trying to create the firearm, which was successfully tested on Saturday at a firing range south of Austin, Texas. 3D printing technology works by building up layer upon layer of material — typically plastic — to build complex solid objects. The gun was made on a 3D printer that cost $8,000. It was assembled from separate printed components made from ABS plastic — only the firing pin was made from metal. Defense Distributed is headed by Cody Wilson, a 25-yearold law student at the University of Texas. Wilson said: “I think a lot of people weren’t expecting that this could be done.”

or candidates aspiring for jobs in central government or private CBSE affiliated schools, the Central Teachers Eligibility Test (CTET) this year comes as a ray of hope. Since the time this exam came into effect, there were not more than 13 per cent candidates who passed the examination. Last year, the pass percentage was less than one per cent. Candidates appearing for the exam complained that the time given (90 minutes) was not sufficient to answer the questions and hence the bad performance. To make it easier for candidates appearing for the exam this year in June, the ministry of human resource development has revised the paper and the time duration for the CTET

The number of vacancies is likely to go up as some of the departments will submit their lists in a couple of days. The notifications for these posts are likely to be issued in a phased manner in coming days. Suhail Durani had been held at an immigration detention centre in Perth since his release from Casuarina prison in February, where he served more than 18 months jail for indecently assaulting a patient at Royal Perth Hospital. He was taken to the centre on the day he left Casuarina after federal immigration authorities terminated his visa. He then lodged an appeal with the Administrative Appeals Tribunal to fight the deportation order, saying he should not be separated from his family. In its review of the decision, the tribunal ruled yesterday the doctor should be allowed to keep his visa. The Immigration Department said that it was now “exploring options” and could appeal the decision in the federal court, an AAP report said. “We’re considering if there was an error of law,” a spokeswoman said. Arranging pet adoption drives and shifting wounded animals they find on streets to temporary rescue homes are laudable. However, many a time, volunteers also get healthy puppies to rescue homes. This has the opposite effect since these puppies can contract dangerous infections from puppies that are ill there. “This is a wrong perception among animal lovers today that they need to rescue each and

every animal on the street. This in no way helps the puppy since apart from curbing their freedom, they are also exposed to diseases that others in the rescue home have,” Dr Lakshmi Ramana of Animal Care Clinic says. She says she has lost many puppies just because they were sent to rescue homes and con-

tracted diseases from others. Canine distemper and canine parvovirus are two deadly viral infections common in puppies. These are highly contagious and once contracted, chances of survival are very low. “Chances of contracting these viruses when on the street is very low since each dog has a

lot more space to itself than in rescue homes. Most of the times there are 30-40 dogs cooped up in the 30 square yards of a rescue home. Rescue home is for the sick dogs so that they can get well before being released. But healthy pups also end up there,” she says. Dr Lakshmi suggests that instead of taking healthy dogs to rescue homes, just give them food once in a while. “Do take them to an animal hospital if you find them ill and also get them neutered so that they do not get pregnant every two months. In case of puppies, take them directly to adoption drives, not to the rescue homes,” she says.

ore than 300,000 babies die within 24 hours of being born in India each year from infections and other preventable causes, a report said Tuesday, blaming a lack of political will and funding for the crisis. India accounts for 29 percent of all newborn deaths worldwide, according to the charity Save the Children which published the findings at the launch of its annual State of the World's Mothers report. The report on 186 countries showed South Asia — which accounts for 24 percent of the world's population — recording 40 percent of the world's firstday deaths. Bangladesh and Pakistan also have large numbers of yearly first-day deaths at 28,000 and 60,000 with chronic malnourishment of mothers one of the major factors for the fatalities. "Progress has been made, but more than 1,000 babies die every day on their first day of life from preventable causes throughout India, Pakistan and Bangladesh," said Mike Novell, the regional director of the charity. The charity identified three major causes of newborn deaths — complications during birth, prematurity and infections — and said access to low-cost, lifesaving interventions could cut down the figures by as much as

BoA settles MBIA dispute in $1.7 bn deal NEW YORK: Bank of America and insurer MBIA on Monday announced a $1.7 billion settlement deal resolving their dispute over mortgage securities that soured as the housing market collapsed. Bank of America will pay $1.6 billion in cash to MBIA and $137 million in the outstanding MBIA notes it held. Under the settlement terms, the Charlotte, North Carolinabased bank will end all of the remaining credit default swap (CDS) protection agreements it had purchased from MBIA on commercial mortgage-backed securities. In addition, the bank will provide a $500 million credit facility to MBIA Insurance Corp., a unit of the Armonk, New York-based company. MBIA will give Bank of America warrants to purchase 9.94 million shares to take a roughly 4.9 percent stake in the

insurer, at $9.59 per share. The settlement requires certain approvals of the New York State Department of Financial Services. Once completed, the settlement will dismiss the litigation that began in September 2008 against Countrywide Home Loans and others, and later amended to include claims against Bank of America.

The petition launched by Guantanamo’s former chief military prosecutor Colonel Morris Davis was signed by more than 145,500 people by Monday for the president to bring some kind of closure to the fate of the terror suspects at the US prison on the eastern tip of Cuba. Behind the walls of the prison at Guantanamo, the men in indefinite detention seek to draw attention to an unprecedented hunger strike nearly two-thirds of them are waging. On Monday, the hunger strike enters its fourth month. Afghan prisoner Obaidullah echoed the sentiment of many of his fellow inmates when he said he was “losing all hope.” His testimony was declassified Friday. “Eleven years of my life have been taken from me,” he said. As of Monday, 100 of the “war on terror” detainees were observing the hunger strike, out of a total of 166, prison officials say. Of them, 23 were being fed with tubes running down their noses and two were hospitalized even though their lives were not in danger, said prison spokesman Lieutenant Colonel Samuel House. Lawyers for the inmates say there are actually 130 hunger strikers, some of them refusing food since February 6. Of the prisoners still languishing at the US military prison, more than half — 86 — have been cleared for transfer to their home nations.

I

n the city that has become the epicentre of sectarian bloodshed in Pakistan, Shiite Muslim candidates are braving death threats to make themselves heard in Saturday’s election. Shiites make up around a fifth of Pakistan’s 180 million population but they are caught in a rising tide of sectarian hatred, targeted by extremist Sunni Muslim bombers and vilified on the campaign trail. Quetta, capital of the southwestern province of Baluchistan, has been a focus for much of the violence and two devastating bombings earlier this year killed nearly 200 people from the city’s ethnic Hazara Shiite population. Banned Sunni extremist organisation Lashkar-e-Jhangvi (LeJ), which has links to AlQaeda, claimed the attacks and vowed to strike again. The authorities stepped up security in some Hazara districts of Quetta but those running for office say the threats to their lives are so great that they are unable to move around freely to canvass for votes. Ruquiya Hashmi, a doctor and a former soldier, faces a double challenge — as well as being Hazara she is also the first woman to stand in Quetta for the national assembly. For the past few days she has had threatening phone calls and letters sent to her offices.

She is running for Pakistan Muslim League-Q, an ally of the outgoing government, but she is determined to stand up to the extremists. “I’m lucky I’m a very brave woman. It’s very challenging being a woman, being a Hazara, but God willing I will face the challenges and I will raise my voice,” she said. The threats mean Hashmi, an energetic 62-year-old whose husband is running for the provincial assembly, has had to abandon rallies and take her campaign door-to-door, pressing her leaflets onto voters with a bright, reassuring smile. There is no doubt the dangers are real — on April 23 a suicide bomber blew up his car at one of the checkpoints at the entrance to a Hazara district, killing six people. Attacks targeting politicians and political parties have killed 87 people across the country since April 11, according to an AFP tally. Abdul Khaliq Hazara, the chairman of the Hazara Democratic Party, who is running for both the national and provincial assemblies, believes he was the target — he had opened a campaign office nearby shortly before the blast. He said not enough is being done to protect the nine Hazara candidates running for office from Quetta. “The government promised us, police promised us, they would provide us guards. It has been two months and till now I think I have been given only one guard,” he said.

“How could I move with only one policeman to those areas where always there is the shadow of terror?” Quetta city police chief Mir Zubair Mahmood said security had been provided to every candidate who had asked for it and that fears of attack were “to some extent” exaggerated. Human Rights Watch says more than 400 Shiites were killed in Pakistan in 2012, the worst year on record, and while attacks have declined since the atrocities in Quetta in January and February, the rhetoric of sectarianism continues unabated. In the Punjabi city of Jhang, birthplace of the LeJ, a cleric running for parliament for a party linked to the militant group told AFP he wanted to win so he could carry what he called his “anti-Shiite mission” to the world.

His Ahle Sunnat Wal Jamaat movement is fielding scores of candidates for national and provincial assembly seats, and while they have little chance of winning, their presence is a stark reminder of intolerance. Among Quetta’s Hazaras, though, there is a determination to brave the threats and make their voices heard through the ballot box. Flags and posters of Hazara candidates dot the dusty, lowrise city and in Hazara Town, on the very spot outside a snooker hall where a car bomb in January killed 92 people, a witness to the attack said he owed it to the victims to vote. “A lot of my relatives died here and I will cast my vote because we need change and it is my responsibility — we are Pakistani and I will vote for Pakistan,” he said.

But no, in our times it is too much to expect. The government of the day can’t find fault with the Opposition if it resorts to agitation demanding drop of the ministers. The judicial dictum, justice is not merely done, it has to be seen to have been done applies to democratic government too.

Take the example of a person I worked with. “She met with an accident near office during our night shift. Even though she was merely nudged by a moving car, she was traumatised by the incident. We all immediately took her to the hospital as she complained of pain in both her legs. There was no blood or swelling in either. We all assumed that she would take the following day off to recover, but instead she took three weeks off. As if it wasn’t funny enough that she took so much leave for clear X-Rays, she started limping with her right leg instead of left on the day of her return.” Lesson learnt: Lie smartly!

didn’t have to be a beauty queen. I never wanted to be one. By the time I was 19, people started noticing I was pretty. I was pushed and pulled into taking part. I never had any plans to. But I will be honest — the lust in the possibility of being a beauty queen was hard to ignore. I could be famous and glamorous. So I filled forms, sent a few pictures, got selected and the drill began. Once again, I was being taught how to sit, stand, eat, laugh, cry, and feel emotions that were not mine; they came from a box of stereotypes associated with beauty queens. I was given a dream to aspire to, dream which did not

belong to me. I was in a race to grab a tiara and a prestigious title which was not to appreciate me for who I was but the idea of how an ideal woman should look like. I was a dancer before and I started beating myself for not walking the ramp well. I also wanted to write. Sometimes I think of pursuing those dreams. Sometimes I think I am working on those goals. Now I am just a pretty face making appearances at showroom launches, and getting paid for wearing a figure hugging dress and tons of makeup. I am also paid to smile incessantly and talk highly about the product I have never even heard of before. I have all the confidence to be on the stage now but I am not really sure of what I want to do with myself. Did I make friends for life in those weeks of grooming sessions? Maybe a few, I can call friends. We are not friends for life, though. We are nice to each other and we share a few secrets. We end up talking about the boys we are chasing and running away from.

rom being illegal, banned and being a taboo, contraception, or methods used to avoid pregnancy after sex, has come a long way. Oral contraceptive pills (OCPs) are widely used today. There are several different types of OCPs which use a combination of female hormones. The most common are the ones with a combination of the female hormones oestrogen and progesterone, said Dr Devika Gunasheela, managing director and consultant obstetrician gynaecologist at Gunasheela Hospitals, Bangalore. “A constant dose of hormones suppress the ovary and pituitary axis, so you don’t ovulate. The lining of the womb becomes unreceptive to the embryo. There are so many small, additional ways in which it (the pill) will act,” she said. Apart from contraception,

her periods. She took the pills for two years (21 days at a stretch, a gap of seven days). “I put on a lot of weight, lost a lot of hair, got pimples, facial hair and had frequent mood swings,” Paul said. “I heard if you take it for more than two years at a stretch, it increases the risk of breast cancer.” So how far is this true?

Talking about the side-effects, Dr Devika said, “Few people tend to put on weight. Those with migraine or clots in the veins cannot take the pills as they will aggravate the condition.” She said studies linking cancer with OCPs have been disproved, but she wouldn’t recommend them to a patient with a family history of breast cancer.

Narsing Rao’s Daasi is a disturbing film about how the Doras, the chieftains who ruled over various lands in Telangana before independence, treated people who worked under them. Although the film makes a statement on the economic condition and social hierarchy in the mid-1920s, the central figure of the film is a daasi named Kamalakshi. We are told that she was sold by her parents to a wealthy couple when she was a child and that sealed her fate. She works at the house of the local chieftain, where she does all kinds

of chores, but her beauty and sensuality results in her becoming a sexual toy in the household. In one of the best moments of the film, she tries to resist the advances of the dorasani’s brother, but she realises that she cannot fight back and camera focuses on her slowly unclutching her palm. That one shot encompasses everything which the film tries to depict, that there was no hope and pleasing the doras, in every possible way, was not only expected from the daasis but also an unwritten rule. The film won five national awards in 1988 and it was also screened at various film festivals abroad. Upon its screening in Hyderabad, B Narsing Rao opened up about the making of the film and various themes it addresses. “We did a lot of research about the

lives of daasis and I had come across several other shocking revelations which I couldn’t include in the film. I was born in one such Dora’s family in Warangal and all those things I had heard and seen when I was young helped me in making this film,” Narsing Rao reveals. Answering a question on whether the film commodifies women to a large extent, he said, “Well, these women had no rights or freedom. Everything you have seen in the film is real. When the film was released in 1988, we screened the film to several daasis from Warangal district. They were so moved by the portrayal of their lives that they couldn’t stop their tears when they met me,” he says. The film’s lead actress Archana, who played Kamalakshi, had already acted in films like Ladies Tailor, and Nireekshana before Narsing Rao approached her with the script of Daasi. “I wasn’t sure if she would accept the role because of its sexual content, although she was perfect for it. It was Balu Mahendra who convinced me to meet her. She liked the story and after she came onboard, it was she and cinematographer Apurba Kishore Bir who were convinced that we were working on something special. Both forced me to edit the film and get it censored before December 31 that year. After I finally relented to their request, the censor board refused to pass the film and we finally went to the revising committee. Surprisingly, the film won five national awards. I wouldn’t say I expected it,” he recalls. The depiction of women in the film leaves a lump in your throat and it’s fair to say that a feeling of helplessness creeps in after watching it. “I think we have dealt with a very contemporary issue. Although times have changed, women are still treated very badly,” he says. Daasi was screened at Lamakaan recently as part of the ongoing film festival dedicated to B Narsing Rao.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

edro Almodovar is back after a brief hiatus and this time, he’s presenting a light-hearted comedy which in many ways seems like a metaphor to what’s happening in Spain these days. “It’s my gayest film ever,” Pedro Almodovar claimed in an interview to The Guardian last month. He’s talking about his latest film I’m So Excited, which narrates the story of a group of people onboard an airplane which is about to crash. Since everyone onboard the airplane knows that their death is imminent, instead of wailing about it, they indulge in debauchery, singing, dancing among many other things. “The movie is a tribute to the Eighties. That was when we started with democracy and

there was an incredible explosion of freedom in every sense,” Pedro Almodovar stated in another interview to The Telegraph. I’m So Excited is his first comedy in nearly 25 years. Back in 1988, he directed a comedy film titled Women on the Verge of a Nervous Breakdown, which won several awards and he was nominated for an Academy Award, BAFTA and a Golden Globe award. However, his work took a different shape in the 90s and between 1999 and 2006 he directed four films — All About My Mother, Talk to Her, Bad Education and Volver, which made him one of the most revered contemporary filmmakers in the world. The visual brilliance and the themes he has dealt with in these four films made a lot of critics go gaga over his work.

His last film The Skin I Live In, starring Antonio Banderas and Elena Anaya, was a psychological thriller about a plastic surgeon who becomes obsessed with a mysterious young woman, who becomes his guinea pig for all his experiments. Considering all the themes he has dealt with in the past, it does come as bit of a surprise that he has changed gears and made a light-hearted comedy like I’m So Excited. The film stars Javier Cámara, Cecilia Roth, Lola Dueñas and Raúl Arévalo in lead roles, along with cameo appearances by Antonio Banderas, Penelope Cruz and Paz Vega. So what exactly does the film try to convey? Although it’s sprinkled with witty dialogues and humour, Almodovar reveals that it’s his most political film of his career. The entire story

Spring, Summer, Fall, Winter and Spring (2003) unfolds in the business class of the airplane and the passengers in the economy class are drugged upon the instructions of the pilot. The setting has a stark resemblance to the current political scenario in Spain which is facing the aftermath of an economic crisis. No one has a clue about what’s happening or what’s going to happen, as Almodovar puts it. “There was always the metaphor of a Spain that doesn't know where it is heading, that doesn't know where to land or who will be in charge, nor what the dangers are,” Almodovar stated in an interview to The Guardian. So what do the crew and passengers on the flight do to escape from what’s in the offing? They sing, dance and make their fantasies come true. Now that’s a good enough reason to make anyone smile.

Directed by South Korean auteur Kim Ki Duk, Spring, Summer, Fall, Winter and Spring narrates the story of a young boy, a disciple of an old monk, and how he learns to become a Buddhist monk as seasons and years pass by. The film stars Su Oh-yeong, Kim Young-min, Seo Jae-kyung, and Kim Jong-ho and it’s one of the most critically acclaimed films in Kim Ki Duk’s career.

WELLINGTON: A New Zealand man has pleaded guilty to assaulting cricketer Jesse Ryder during an altercation outside a bar in the South Island city of Christchurch last month, reports said Tuesday. The 20-year-old, whose name was suppressed, was convicted after pleading guilty to one charge of assault and will reappear in the Christchurch District Court on June 5, the Christchurch Press reported. It said a second man, 37, the convicted man’s uncle, elected to contest charges of assaulting and injuring Ryder and planned to take the case to trial. His lawyer, Jonathan Eaton, said the dispute erupted after Ryder had a drink with the men then left the bar without buying a round in return. “It was all over in seconds, where it is alleged there was one kick at the shoulder... a breaking up of that incident and then my client then alleged to have delivered a single punch which caused Mr. Ryder to fall to the ground,” he said.

The Stamford Bridge showdown looked destined to be a straight shootout for a top-four place until Mata struck with three minutes remaining at Old Trafford on Sunday to give Chelsea a precious 1-0 victory.
