Beware of this ‘thak-thak’ gang! NEW DELHI: Don’t open your car door if a stranger taps on the windowpane at a red light or in the market place. It could be an insidious trick of the capital’s “thak-thak” (knock-knock) gang to rob you of your valuables kept in the car while your attention is diverted. There are several such gangs operating in Delhi and the National Capital Region (NCR) and they have struck big time this year, police say. From January to September 15, the gangs have committed several big robberies, including an over `40 lakh heist from a cash van in Karol Bagh, robbing a Chandni Chowk businessman of `60 lakh cash and stealing jewellery worth `50 lakh from a Safdarjung businessman in Uttar Pradesh’s Muradnagar. The deceased, Ghulam Nawaz Shareef, a Mali at Salarjung Museum, was found murdered at his residence in Risala Bazar on
October 3. According to Golconda inspector SN Jawed, Nawaz was killed by his own brother Ghulam Mehraj Shareef, a car driver. The accused was arrested at Katora House; a boulder that he used for the crime and bloodstained clothes were recovered. During interrogation he reportedly confessed to committing the murder.

The Government complains some of the self-help groups (SHG) have failed to repay the loans that they have taken in the past. This came to light at the meeting of the DRDA held here on Friday, that many Self Help Groups SHG have not returned the loans taken. Now the banks are seeking helps from the officials for recovery. He said that Hyderabad was the reason for the agitations in the Seemandhra region and the centre has to clear the Hyderabad issue by discussing with the party seniors. He also suggested the Congress party to take other parties leaders, who think in rational manner, into confidence.

But, for the residents in Defence Colony and Queens Palm (FAFA) at Trimulgherry, this is a fallacy. Like elsewhere, dealing with stench from the unattended garbage dumps is their miserable fate. For years now, the Cantonment Board officials have been ignoring this problem, and residents of this colony are suffering from not only the stink, but also aggressive strays — snakes, rats and pests — the garbage attracts. The situation worsens when it rains as the entire place gets water-clogged and walking on the street becomes difficult. Though at times army officials themselves appoint people to clear the garbage, the lack of interests shown by the canton-

World Bank lowers East Asia growth forecast to 7.1% SINGAPORE: The World Bank on Monday lowered its 2013 growth forecast for East Asian developing countries to 7.1 per cent and warned that a prolonged US fiscal crisis could be damaging to the region. The estimate for this year's GDP growth is down from a forecast of 7.8 per cent in April, and lower than the 7.5 per cent growth recorded in 2012 and 8.3 per cent in 2011. Regional GDP growth in 2014 and 2015 was forecast at
7.2 per cent for both years with middle-income economies like Indonesia, Malaysia and Thailand also softening. Excluding China, the region is expected to grow 5.2 percent in 2013 and 5.3 percent in 2014. Bert Hofman, the World Bank's East Asia and Pacific chief economist, told journalists that the bank was expecting a "smooth resolution" of the budgetary impasse that has forced parts of the US government to shut down.

They do not play outside, nor do they go to school. The boys are imprisoned because of a blood feud, or vendetta, with neighbours that has made them fear for their lives. Their uncle killed a neighbour in a 1993 dispute and, although he was jailed for 25 years, the victim’s family — living only a dozen metres away — has vowed to avenge the death. The custom of vendetta is widely followed in the poor mountainous regions in the north of the country, but also in some villages and towns in other regions. Nikolin and Amarildo spend most of their lives in a cold, sombre room at their home in Mazrek, a village about 150 kilometres north of the capital Tirana. They are surrounded by photographs of dead relatives on the walls, their small window covered with iron bars. The bitter feud has already led to some casualties and the two youngsters, entangled through no fault of their own, could be next. “Outside, we are facing death,” Amarildo whispers. The boys’ only link with the outside world is their teacher, Liljana Luani, who comes twice a month to teach them to read and write. “The children of vendetta are condemned to death,” says Luani, who has asked the Albanian authorities to bring an end to what she calls an “unacceptable crime for a country that wants to integrate into Europe”. Almost 600 Albanian children were unable to start the new school year in Sept, hiding at home from vendetta threats, which sometimes now extend to women and girls, Gjin Marku, who monitors the problem for a local organisation, told AFP. uncle and one day I hid my grandmother’s gun in my school bag,” he says. “I did not want to kill him, just to prevent him from passing in front of my school any more.” But Vekaj missed his target and killed a passer-by. “At least I am alive,” he told AFP from his prison cell in Kavaja, the city where he is serving an eight-year sentence. Myanmar’s ancient temple city faces modern danger Experts warn that much of the damage cannot be reversed, and could threaten Bagan’s chances of winning World Heritage status. WILLIAM DAVIES Agence France Presse BAGAN: The spires of Bagan have survived wars, earthquakes and centuries of tropical sun, but in recent years Myanmar’s ancient capital has faced a distinctly modern threat — scaffolding and cement. The temples, some of which are around 1,000 years old, are one of the country’s most treasured religious sites and a top attraction for foreign tourists flocking to the country as it emerges from decades of military rule. While many have largely withstood the ravages of man and nature, haphazard renovation work has also seen new temples built on the foundations of crumbling structures, and experts say they bear little resemblance to the originals. “Several hundred monuments have been completely rebuilt. It has obviously damaged the historical landscape,” architect Pierre Pichard, a former UNESCO consultant, told AFP. “It is totally contrary to what is accepted internationally in terms of good practice.” Pichard helped restore the temples after a huge earthquake struck the region in central Myanmar in 1975, but was forced to leave the site in the early 1990s when the rulers effectively closed the country to the outside world. After asking Buddhists for donations, the junta then started rebuilding the temples, many of which were just piles of bricks.

The temples, some of which are around 1,000 years old, are one of the country’s most treasured religious sites and a top attraction for foreign tourists. Around 2,000 have so far been renovated, many with hastily done stone and plaster work, using bright orange bricks and other modern materials. A huge number of trees have also been planted across the vast plain dotted with pagodas and temples. “One of the characteristics of Bagan in the past was to be able to see hundreds of monuments in the middle of fields, and now we see them less,” said Pichard. “These trees are an aberration in terms of the environment because the climate is very dry and they need to be watered during the dry season.” Today new building works have been halted, but some structures are still being renovated, and archaeologists have been allowed back into the country to oversee the work. Experts warn that much of the damage cannot be reversed, and could threaten Bagan’s chances of winning World Heritage status.
‘WAITING FOR THE NEXT EARTHQUAKE’ One engineer who worked at the site after the 1975 earthquake, but
stopped when the foreign experts left, said a lot of the restoration work was done quickly and cheaply to maximise the profits of local building firms. “People donated to get a close relationship to the generals,” he told AFP on condition of anonymity. “Most of the new reconstructions are by the road where they can be easily seen. Those in the centre have been badly reconstructed, as no one visits them.” “We are waiting for the next earthquake. n hastening the process of Telangana creation after years of prevarication, the Congress in Delhi is touted to have played a political masterstroke. But the question in a neutral mind is, if this is a masterstroke or a miserable strike. The aam aadmi party has gone against all pollsters and political studies that said the Congress was in danger of losing its staunchest ally, Andhra Pradesh, if it goes ahead with T. When it loses two-third of the State with 25 seats and gains onethird with 17 seats, what masterstroke has it played? The party that lacks perceptive leadership is walking into a trap. First, its calculation that the TRS will get dissolved into the Congress has gone awry. Now, it is hoping to tie-up with it and claim maximum seats. However, the TRS, for its existence, must show its strength for its own survival and will snatch away 4-5 Lok Sabha seats while the TDP, despite its humpty-dumpty manner, will pocket a couple of seats with its latest ally, the BJP with its pro-T stance claiming another couple despite MIM’s throaty denial. It will leave the Congress with a maximum of 9-

10 seats. Today it has 11 seats. As for Seemandhra, the Congress is obviously a heavy loser. Of its 19 out of 25 seats, it does not have hope of more than one or two and the clear winner is YSRC. The YSRC will replace the Congress in Seemandhra winning 15-16 seats followed by Kiran Kumar Reddy’s possible outfit that will take away 5-6 seats. The remaining will be pocketed by the TDP and other parties. Thus, the Congress after the 2014 Lok Sabha polls will not
get more than 12 seats in the whole of AP. It will have, instead, surrendered 18 seats to its own folly.
CONGRESS HOPES The party satraps in Delhi are learnt to have informed the core leadership that Congress could piggy-ride the YSRC and the TRS and get the old number (30-32) intact to make the prince the PM. But don’t be too sure of it, for electoral dynamics change like a kaleidoscope view. Whoever
thought that the TDP would so suddenly migrate to the BJP stable? Or whoever predicted Jaganmohan Reddy of YSRC would eulogise Narendra Mody as the agent of change? If, as the party believes, the YSRC could be convinced to go with it post-poll in exchange of diluting all corruption cases against Jagan and making him CM, the party may find it has been drawing dreams on water. What if Jagan, who may not forget the year-long imprisonment
The party played with the sentiments of the eight-crore population with now-on now-off mode on a crucial decision like bifurcation. All through it has been unkind to T and suddenly it turned against Seemandhra. At least this is what is popularly seen. The entire AP policy of the Congress since the death of YSR has been one of knee-jerk reaction sans logic. It is all due to the lack of a good leader. Sycophants galore and leaders scarce is what it is in the Congress today. To depend on the kinds of Ghulam Nabi Azad or Digvijay Singh, who have messed up their home states, was too much to hope for. The Congress is therefore in a danger of getting pummelled by all it supposes to be allies and friends. The loss of AP could spell doom for the Congress at Delhi. And, if AP gives it the hands-up, down the Yamuna will go the dream of Rahul.

t is a report that will draw mixed emotions from a country that is at the crossroads of development. India, the world's second-biggest wheat and rice grower, saw the number of people who suffered from chronic hunger drop by 6.5 per cent to 21.38 crore during 201113, according to a joint report by UN food agencies. During 2008-10, as many as 22.86 crore people were undernourished in the country. According to the report by Food and Agriculture Organisation, the International Fund for

The vast majority of hungry people live in developing regions." At the global level, some 84.2 crore people in 201113 suffered from chronic hunger, not having enough food for an active and healthy life. Their number has fallen by 4 per cent from the 2008-10 level. It is sad that most of the world's undernourished people are still to be found in Southern Asia, closely followed by subSaharan Africa and Eastern Asia. While economic growth is important for progress in hunger reduction, growth
may not lead to more and better jobs and incomes for all, unless policies specifically target the poor. In poor countries, hunger and poverty reduction will only be achieved with growth that is not only sustained, but also equally shared. Developing regions have made progress towards reaching the target of halving the proportion of hungry people by 2015. Countries in these areas should make considerable and immediate additional efforts to meet the millennium development goals.

CAMILLE BAS-WOHLERT feedback@postnoon.com STOCKHOLM: Only one ultrasound in nine months and no need to see the doctor or obstetrician: at first glance, Sweden’s pregnancy care appears rather simplistic. But while it may be far from the medical approach to pregnancy seen in most Western countries, where mothers-to-be have loads of doctors appointments and tests, the Swedish system, where midwives reign supreme, has proven its merits. According to the organisation Save the Children, Sweden is the second-best country in the world to become a mother, behind Finland. Neonatal mortality is low, at 1.5 deaths per 1,000 — the second lowest in Europe behind Iceland — as is maternal death in childbirth, at 3.1 per 100,000 births, according to the European Perinatal Health Report from 2010.
In Sweden, midwives are entrusted with caring for the health of the expectant mother and the foetus. It is the only pregnancy care available to women, and is free for the patient, falling under state healthcare benefits. “A doctor can be called in at the midwife’s initiative as soon as she notices that something is not right,” says Sofie Laaftman, a midwife in central Stockholm. For those accustomed to intensive medical care during pregnancy, the Swedish way may seem rudimentary. A few blood and urine tests are done to detect vitamin deficiencies or anomalies, the mother’s blood pressure and the heartbeat of the foetus are checked, and a little nutritional advice is doled out. During a normal pregnancy without complications, just one ultrasound will be done over the whole nine months — and not a single gynaecological exam.
Meanwhile, in France for example, a 2011 report from the health ministry showed 20 per cent of expectant mothers had more than six ultrasounds and four per cent had more than 10 — without any obvious benefit. “Pregnancy is a normal condition” and not an illness, says Marie Berg, professor in health and care sciences at Sahlgrenska Academy at Sweden’s University of Gothenburg. Laaftman echoed that notion, saying most women under 40 did not need more medicalised care since their bodies were healthy and capable of giving birth, which is after all a natural process. A scientific study published in August by the Cochrane Collaboration, an organisation of health practitioners, concluded that “most women” — those who have no complications in pregnancy — would benefit from seeing a midwife during pregnancy rather than a doctor.
Care by a midwife can actually reduce the number of premature births, the study’s authors say. In Sweden, only five percent of babies are born prematurely. But the lack of contact during pregnancy can be tough for some expectant mothers. Christina Singelman, a 31year-old woman expecting her second child, recalls the sense of loneliness she felt during her first pregnancy. From the time she registered at the clinic until her first ultrasound, 10 weeks went by without a single appointment. But if the woman is under the age of 40, has no prior medical conditions and has fallen pregnant by natural methods, “there’s no reason to have more frequent checks in the beginning”, insists Laaftman, the Stockholm midwife, who cares for about 100 pregnant women at a time. “They were both very competent but the system puts them in a very passive position. It’s always up to the expectant mother to take the initiative, to ask questions and possibly ask to see a specialist,” she says. “And since this is a culture where people don’t like to make a fuss, it keeps costs down,” she adds. Midwives in Sweden have been in charge of pregnancy care since the 18th century. While the rise of the modern medical profession meant midwives in much of Europe were forced to yield at least part of their responsibilities to doctors, Sweden’s midwives held on to their traditional role thanks to the doctors’ consent and, in recent times, a strong union. In countries where doctors care for pregnant women, she says, the number of “tests and ultrasounds often multiply, which opens the way to easy money.”

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

old Vettel said: “No win is inevitable. “Sure, there’s some sort of expectation as things went so well in the immediate past and also because I like Suzuka a lot. “But I would find it inappropriate to sort of bank on winning. “Before a win there is work to be done and at the moment we are enjoying doing that work. Of course, that’s also because we are on a fantastic run.” The German was never seriously under threat on Sunday, although the appearance twice of the safety car and a fire truck coming onto the track did add some much-needed spice. Franchitti injured in flying wreck HOUSTON: Four-time IndyCar Series champ Dario Franchitti suffered a concussion and broken back in a spectacular crash during the final lap of the Houston Grand Prix that was won by Will Power. The Scotsman’s injuries also included a broken right ankle, said IndyCar’s head of medical services Michael Olinger. “(Franchitti) was admitted awake and alert to Memorial Hermann Texas Medical Center in Houston for a concussion and spinal fracture that will require no surgery and a fracture to the right

Franchitti’s car went airborne Sunday after colliding with Takuma Sato and slammed into the safety fencing before coming to a halt in the middle of the street circuit track. The 14-time major champion scored the clinching point in an 18 1/2-15 1/2 triumph by edging South African Richard Sterne 1-up in singles at rain-soaked Muirfield Village, then said he has had enough of golf for a while. “I’m a little bit sore and certainly I’m looking forward to not touching a club for a while,” Woods said. Sterne took a bogey at 16 to put Woods 1-up and the US star halved the last two holes to win, knowing that singles matches before the Cup is clinched go extra holes to decide a winner. “I wasn’t feeling my best coming down the stretch and happened to get a 1-up lead. I was just trying to hang onto that,” Woods said. “I knew I wasn’t feeling good and if I happened to mess up 18 and we had to continue playing until it was decided — I was like, I really don’t want to play any more, just can I win, can I halve this last hole, and it ended up being that way.” Heavy rain fell all four days of the event, playing havoc with

BEIJING: World number ones Novak Djokovic and Serena Williams sailed through to convincing victories in the China Open Sunday. Djokovic overcame Spain’s Rafael Nadal in straight sets and maintain a remarkable 100 percent record in the Beijing tournament, while Williams claimed a 6-2, 6-2 victory over Serbia’s Jelena Jankovic as her dominant season continues. Djokovic, who has won the event the four times he has entered, was at his ruthless best to defeat Nadal 6-3, 6-4, a day before he is set to be unseated at
the top of the world rankings by the Spaniard. It was Nadal’s first hard court loss of the season. The second seed in Beijing showed only rare glimpses of the form that has seen him win 10 titles this year, with his Serbian opponent racing to a 3-0 lead in the first ten minutes. Top seed Djokovic then powered ahead, showing formidable power-hitting to take the first set 25 minutes later. The pair displayed incredible movement in the opening game of the second set, engaging in quickfire net-play much to the delight of the crowd.Nadal came out on top of that duel, winning the point, but Djokovic took the game to break serve.

Djokovic then kept his nerve, holding serve until the end of the match on one hour 27 minutes. The victory was a consolation for Djokovic, who is spending his 101st week at number one. But his current streak of 48 weeks will end on Monday when the ATP announces its new rankings with Nadal at the top. The Spaniard only needed to make the final to unseat him. After the match, Djokovic congratulated Nadal on his achievement. “I have to say congratulations to Rafael because he deserves definitely to be number one of the world this year with the season that he has had,” he said. Mumbai Indians lift second CLT20 title
Chasing Mumbai’s 202/6, the Royals were well on course before three wickets in the 17th over bowled by Harbhajan Singh spelled doom for them. NEW DELHI: An all-round performance from the Mumbai Indians saw them comprehensively beat the Rajasthan Royals by 33 runs in the final of the Champions League Twenty20 title at the Ferozeshah Kotla here Sunday. Chasing Mumbai Indians’ score of 202/6 in 20 overs, the Royals were well on course before three wickets in the 17th over bowled by Harbhajan Singh spelled doom for the inaugural Indian Premier League (IPL) champions. A batting collapse saw the Royals being bowled out from 155/3 to 169 all out with seven balls to spare. Kusal Perera (8), who opened instead of Rahul Dravid, was run out in the first over. Then, Ajinkya Rahane (65) and Sanju Samson struck a crucial 109-run second-wicket partnership which almost took the game away from the reigning IPL champions. Samson played a brilliant 33ball knock of 60 which took the pressure off Rahane. Samson and Shane Watson (8) perished quickly, but Rahane held the innings together. But the 17th over by Harbhajan (4/32) changed the dynamics of the match as the offie clinched Rahane, Stuart Binny (10) and Kevon Cooper (4) in a span of six balls. Suddenly from 155/3, the Royals were reeling at 159/6.

NEW DELHI: It was a perfect farewell for batting great Sachin Tendulkar, playing in his last Twenty20 match, as the Mumbai Indians won the CLT20 title defeating the Rajasthan Royals in the final at the Ferozeshah Kotla here Sunday. LONDON: Stephen Harmison, the former England paceman who has failed to make a single fist-class appearance in Durham’s title-winning year, announced his retirement on Sunday. The 34-year-old, who took 226 Test wickets for his country, told regional newspaper Sunday Sun that he had “known for a while” that he would be calling it a day at the end of the 2013 season. “Today I am announcing my retirement from professional cricket,” Harmison said.
“I was hoping to go out on a high in my benefit year but my body has not allowed me to, and I have not made a single first-team appearance. “With my contract up at the end of the season, I have known for a while I would be calling it a day.” Harmison’s retirement follows on from that of Matthew Hoggard last month, meaning all four of England’s feared pace attack from the 2005 Ashes have now called time on their careers to some extent. Hammers woe a wake-up call: Villas-Boas LONDON: Andre Villas-Boas admitted Tottenham’s shock 3-0 defeat against West Ham will serve as a major wake-up call to his players.
