RANBAXY TO PAY $420,000 IN US FOR SELLING SUB-STANDARD DRUGS Indian generic drug manufacturer Ranbaxy will pay Idaho state nearly $420,000 to settle civil and criminal complaints of selling drugs of inferior strength, purity or quality. Idaho had joined several states and the US government in alleging that Ranbaxy products manufactured between April 2003 and September 2010 did not meet US FDA standards. The alleged 26 sub-standard generic drugs were made at Ranbaxy's factories in Paonta Sahib and Dewas in India.

It has less time to prepare for the crucial panchayat polls as its senior leaders are engaged by the Centre on the creation of a separate state. The ball was set into motion by the newly appointed AICC in-charge of AP affairs, Digvijay Singh, who came out announcing the formation of a separate state soon. Short of setting a dead-

line he did everything else — meetings, floating various theories, closed-door discussions, submission of report to the party chief. And then followed a fresh call to TRS leaders to reach Delhi for a ‘final decision.” Same is true of the Telangana Congress leaders who too were asked to report to Delhi. While the TRS was torn between the Telangana formation issue and the panchayat polls, other parties like the TDP,

YSRC and BJP have been advancing silently. “I now doubt if it was not a Congress ploy to get us busy with T formation issue while Congress marched ahead,” said a TRS MLA. “This is truly a tricky situation for us. We are not able to campaign in villages owing to the preparation of road map for the creation of a separate Telangana state. Instead of keeping ourselves in villages, we are languishing in Hyderabad to come up with a solution for the T-problem. This is likely to cost us dear in the local body polls,” says another party MLA. A resurgent TDP and a confident YSRC are marching ahead in Telangana. However, it is to be seen whether all these renewed activities will convert into votes.

Church starts Philippine birth control battle MYNARDO MACARAIG Agence France-Presse MANILA: A relentless Catholic Church campaign to derail a birth control law in the Philippines begins its final phase at the Supreme Court on Tuesday, with the verdict to have monumental impacts for millions of poor Filipinos. The court will start hearing arguments to challenges against a family planning law that President Benigno Aquino, defying intense church pressure, helped steer through parliament late last year. It is the last legal recourse for the Church, which had for more than a decade led resistance efforts to birth control legislation in the mainly Catholic Southeast Asian nation by lobbying and intimidating politicians. The Church, which has threatened Aquino and other supporters of the law with excommunication, held prayer vigils and masses ahead of the court hearing in an effort to influence the judges. The law requires government health centres to hand out free condoms and birth control pills, benefiting tens of millions of the country's poor who would not otherwise be able to afford or have access to them. In the Philippines, more than a quarter of the country's nearly 100 million people live on the equivalent of 62 cents a day, according to government data. Proponents say the law will slow the country's population growth, which is one of the fastest in the world, and reduce the number of mothers dying at child birth. Surveys over many years have shown strong public support for birth control legislation.

Around 60 private school buses in the City have been seized by Road Transport Authority of Andhra Pradesh. These buses were running without permits. RTA officials said the buses attached had no mandatory papers and permits and drivers did not even have driv-

ing licences. Nor they were fit to run as their condition was far below par for ferrying school children. Schools had also failed to pay road taxes or file for insurance. School managements will have to bear a penalty of Rs 10,000. Once the school authorities have rectified the flaws, the seized buses can be activated. RTA also insists that each

school bus must have an attendant and an additional lady helper. Speaking on rash driving, Joint Transport Commissioner G Pandu Ranga Rao said, “The experience of the driver depends on the validity of his driver’s license. We check when the license was obtained and how many renewals has it undergone. Our officials keep a check on rash driving through law enforcement on the roads. If they see a bus speeding or driving recklessly, we stop them.”

‘Scent’ test to detect bladder cancer WASHINGTON: British researchers said Monday they have devised a test that can detect bladder cancer from certain odors in the urine. The technique was inspired by reports about how dogs may be able to sniff out certain cancers, said researchers from the University of Liverpool and University of the West of England. If wider studies can confirm the test’s effectiveness, the technique could offer a new way to test early for a cancer that is often costly to detect and treat. “It is thought that dogs can smell cancer, but this is obviously not a practical way for hospitals to diagnose the disease,” said Norman Ratcliffe, from the Institute of Biosensor Technology at UWE Bristol. “Taking this principle, however, we have developed a device that can give us a profile of the odor in urine. It reads the gases that chemicals in the urine can give off when the sample is heated.” About 72,000 new cases of bladder cancer are diagnosed each year in the United States, and about 10,000 new cases are seen annually in Britain. Smoking is considered the leading risk factor. The new device, called ODOREADER, contains a sensor that responds to chemicals in gas emitted from urine, said the study in PLoS ONE. The next step is to expand trials to a wider sample of patients to determine whether it is effective or not for hospital use. AFP

Brit teens skip breakfast Children as young as 10 are worrying about their weight, shows a new study. One in six teenagers is skipping their morning meal. LONDON: According to a report by the Schools Health Education Unit (SHEU), nearly two-thirds of 14 and 15-year-old girls say they would like to be slimmer. One in five of the group have no lunch along with 14 per cent of 13-year-old girls. The study indicates that young people become more concerned about their weight as they grow up and are increasingly likely to skip breakfast or lunch as they get older, Daily Mail reported. The study, questioning over 68,000 10-to 15-year-olds last year, found nearly two-thirds (63 per cent) of girls aged 14 and 15 say they would like to lose weight, along with more than

half (54 per cent) of those in Year 8 (aged 12 and 13). Over a third (37 per cent) of 10 and 11-year-old girls — those in the final year of primary school (Year 6) — said they would like to be slimmer. AROUND THE

The research, though, found boys were less concerned about how much they weigh. The report also questioned pupils about their eating habits. Around one in six (17 per cent) 14 and 15-year-old girls, and more than one in 10 (11 per cent) boys of the same age did

not eat breakfast — around double the numbers of Year 6 pupils who skipped this meal. Others only had a drink for breakfast. Laura Sharp, a nutritionist for the Children’s Food Trust, said: “These are very worrying findings — all pupils, whatever their age, need to start the day with breakfast if they’re going to be able to focus in class, and research shows a clear link between eating breakfast and children’s attainment at school.” “What’s particularly worrying is that girls and boys are skipping meals at a time when their bodies are changing fast and they’re particularly in need of good nourishment,” she added. JAKARTA: Five men spent three days on a tree in Indonesia to escape from a group of tigers that had killed and eaten a sixth member of the group, media reports said Sunday. The group, residents of Simpang Kiri in Aceh province, on the northern part of the island of Sumatra, Thursday entered the densely forested Gunung Leuser National Park, where

they were attacked by a group of tigers after they accidentally killed a tiger cub with a trap meant for deer. A group of about 30 people Saturday went to rescue the five men after they used their cell phones to inform others of their predicament. The rescuers managed to chase the four tigers away, local police chief Dicky Sondani told The Jakarta Globe.

BODHGAYA: Life Tuesday returned to normal in and around the revered Mahabodhi temple two days after a string of 10 bomb explosions rocked this Bihar town where Lord Buddha attained enlightenment. “Large number of local people, Buddhist monks, devotees and tourists, including foreigners, visited the temple as usual since early Tuesday. Everything is getting normal here as shops and markets near the temple premises also reopened,” said NH Khan, a police official. Authorities with the co-operation of the Bodh Gaya Temple Management Committee reopened the temple Monday evening. The 1,500-year-old temple was shut for the public following the bomb explosions, a district official said. People including monks and tourists could be seen walking around and purchasing goods. KATHMANDU: India is going to donate 764 vehicles to Nepal for its upcoming elections, said foreign minister Madhav Ghimire Tuesday. The vehicles donated by India to be used by Nepali security agencies during the polls are worth `800 million. During the 2008 election, India had donated 500 various types of vehicles to Nepal.

SHIMLA: To overcome Shimla’s chronic problem of traffic congestion, the Himachal Pradesh government has decided to go for a multimillion ropeway project, an official said here Tuesday. BHUBANESHWAR: A special police unit has been created in Odisha to deal with terrorism in the state’s urban areas, police said Tuesday. light. Ramulu reportedly confessed that a Maoist wanted in many crimes — Seenu alias Vikram — had stolen an AK-47 rifle from the court strong room a while ago. Seenu has 21 criminal cases against him in various police stations. It is said that he had been acquitted of 20 but one, involving the murder of a Maoist forum (MPG) member Pantu Naik of Amangal in Mahbubnagar, may result in conviction. He had jumped bail six months ago and escaped with the stolen AK-47. He is alleged to have got an opportunity to steal the weapon. It is not clear if he had an accomplice. Recently, the Vanasthalipuram police managed to catch him with the weapon at

Kothapet, in Saroornagar. And, even then the police did not have an inkling that it was a stolen weapon. It was believed that the Maoist leaders may have provided him the rifle. Only Ramulu’s questioning led to linking the loss of the rifle and recovery of the same. The City police silently replaced the lost weapon to save themselves the embarrassment. teams to raze dilapidated old buildings long under notice. For a start, the GHMC demolition team today reached Purana Pul to pull down three decayed buildings. They began as soon as the police and fire brigade team arrived in full strength.

The Chief City Town Planner GV Raghu told Postnoon that 48 old buildings will be pulled down immediately. There are some 272 ageing buildings under notice in the GHMC limits. It will take a while to complete the procedu-

hen it comes to university education, Osmania University features among the top universities in the country. Established in 1918, OU is the first university in Hyderabad, the third oldest in south India and the seventh oldest in the country. Though the T- agitation has taken a toll on the reputation of the university, its significant contribution to the academic and economic development of the country is what keeps OU still among the top 10 universities. Being the VC is a big responsibility. Can you describe a day of yours in office? I come to office by 2pm after getting done with my meetings at various other institutions and colleges in the morning. Once I get to office, I will again have to attend several meetings with the faculty, various committees. I will also have to go about with the routine administration work. Students come to me with their academic problems, hostel issues and various other problems, sometimes I will personally have to go to the respective college, or hostel to solve the problem. I will then have to attend seminars and conferences. By the time I get done with all my work at office it’s 10 pm, only after that can I leave for home. How do you deal with agitation on campus? Most of the time, pro-Telangana students carry out rallies from the Arts College up to the NCC Gate. They do not come to my office all the time demanding for the postponement of the academic schedule. Student leaders who carry out the rallies do not disturb the functioning of the university unless and until they call for a bandh.

Education should be strengthened at the primary education level itself. If students get standard education at the school and junior college level, they will be skilled for a lifetime. Academic strength cannot be changed at university level so education should be strengthened at the grass root level. Unhealthy completion among junior and degree colleges is leading to falling education standards. The goal of our education system should be to create entrepreneurs, scientists, artists, writers and innovators who will be able to establish the foundation of a knowledgebased economy in the country. proud moments of OU OU had the distinction of being awarded the 'A' Grade status by the National Accreditation and Assessment Council of the University Grants Commission and Government of India in 2008. It has also been accorded with the status of ‘Universities with Potential for Excellence. It stands among the top 10 best universities in the country in a survey conducted by India Today. The alumni of OU have distinguished themselves nationally and internationally in various spheres of life and are spread far and wide around the world. Has the university included any new courses to beat the competition with other universities in the country? We have not been able to add new courses because of the fee reimbursement. New courses require new infrastructure, lack

of funding is another reason that new courses could not be introduced so far since the past few years. However, the existing courses offered by OU is on par with the courses offered by other universities in the country and abroad too. OU has seen many foreign students enrolling for various courses. What is it that has been attracting those students? Hyderabad is well connected and well known. The courses offered by OU is what is drawing more number of international students. Engineering, Humanities, Arts, Commerce are some of the courses sort after by the foreign students. If there are any disturbances we make sure that separate exams are conducted for international students at least.

Reports of high alert in the City following blasts in Bodhgaya were seen to be mere perfunctory statements, Postnoon team finds out.

ollowing the Bodhgaya blasts on Sunday, law enforcement authorities in the City were quick to point out that Hyderabad was going on high alert. But despite assurances of security being tightened in the City, including an increase in patrolling of multiple anti-sabotage and bomb disposal squads, there were no signs of any heightened policing in many public areas. Highly populated areas such as the Secunderabad railway station, Imlibun bus stand, Gandhi

hospital, Necklace road and Abids continued to function as usual with minimal security. Schools, colleges and malls too went about business as usual. Even police pickets, which were set up on Sunday to monitor peace in communally sensitive areas across the City, were already dispersed by the next day. Given the lack of any extra measures or checks being put in place, most locals reported that they sensed no tension in the air. All attention was focused instead on the collapse in Secunderabad.

Recounting a miracle

The curing of Floribeth Mora’s brain aneurysm — deemed a miracle — was the key second event required for John Paul’s eventual sainthood. Church clerics, Mora, 50, could not hold back the tears as she recounted how she was cured on the night that John Paul II was beatified in 2011. John Paul II (1978-2005) was hugely popular among Catholics through his 27-year papacy. His successor, Benedict XVI, put him on the fast track to sainthood — but that long road normally requires two “confirmed” miracles, the first of which is necessary for beatification, the first step in the process. Six months after his death a French nun, Sister Marie SimonPierre, was cured from Parki-

nson’s disease after praying for John Paul’s intercession. Mora kissed her rosary, crossed herself, and spoke about what the Church considers the second miracle. “The Lord had compassion on me, and through the intercession of John Paul II, he gazed upon this unworthy woman and healed me,” she said. Mora had been suffering from an unknown illness, and following a battery of tests and consultations with colleagues abroad, on April 13, 2011 neurosurgeon Alejandro Vargas delivered the chilling diagnosis: she had a brain aneurysm, a crippling, often fatal abnormal bulge in the artery of the brain. Vargas advised against highrisk surgery. “I was scared,” said Mora, “but that was my human side, because I’ve always had faith. I was terribly afraid of dying and leaving my children and my husband. But I’ve always been a firm believer, and I have a deep love for God.” At home, her simple treatment included rest and sleeping pills. Mora fervently prayed to John Paul II for his intercession to help cure here malady. But her health deteriorated. A few weeks later, when Pope Benedict beatified John Paul in early May, Mora was too weak to go to the National Stadium, where

It was an unexpected and welcome break from the bleak political news that normally dominates the Palestinian agenda, with the mood on the street transformed by a rare sprinkling of home-grown stardust. Mohammed Assaf, the 23-yearold wedding singer from Gaza who became a national hero when he won the pan-Arab contest in June, ws feted in the West Bank on a victory tour of all the main towns and cities. eenage migrants stranded for weeks in poor conditions on an Italian island visited by Pope Francis this week are the true victims of an immigration system that can fail the most vulnerable, charity operators say. After the pope on Monday travelled to Lampedusa and called for an end to indifference to the plight of refugees around the world, charities said one example was that of the unaccompanied minors he met with. Save the Children said there were currently 75 migrant minors on Lampedusa including 48 from Eritrea and 22 from Somalia, aged between 13 and 17 years old. Many of them — dressed in tracksuits and white baseball caps — met the pope and sang for him at a mass next to the abandoned boats they arrived on. At other times, there have been hundreds stuck on the Italian outcrop because places in children’s homes have to be found for them, while adult refugees are transferred more quickly to migrant centres on the mainland. “The worst aspect is the lack

of a structured national system to host unaccompanied foreign minors,” said Raffaella Milano, programme director at Save the Children Italy, which has taken a leading role in looking after the children who arrive on the island. Milano said the problem was the lack of real-time notification of when and where places might be available in communities that can host children so as to allow them to be moved off Lampedusa. On the island itself, there are only 50 places for unaccompanied minors and mothers with children. It can quickly become badly overcrowded when hundreds of migrants arrive by boat on a single day. At the moment, 25 of the children sleep on the ground. Vincenzo Spadafora, a government-appointed national official on children’s issues, said the pope’s visit was like a “punch in the stomach” which should encourage authorities to do more for the protection of minors. “The unaccompanied minors who arrive on Lampedusa should stay on the island as little as possible and then be looked after appropriately by communities around Italy,” he said. Another was Osnam, 17, also an Eritrean, who was badly beaten in detention centres in Libya and now hobbles. “How are you?” the pope asked him during the visit. He replied: “Okay now, but I went through terrible days.”

So far this year, 411 unaccompanied minors have landed on Lampedusa — three times more than over the same period last year, according to charity operators. “The worst trauma for them are the Libyan detention camps,” said Viviana Valastro, a project coordinator for Save the Children on the tiny island, an outcrop closer to north Africa than the Italian mainland. “There they do not distinguish between adults and children and the minors are often subjected to violence, even torture, and they bear the wounds.”

Colleges argue that they are forced to collect fees as they have defaulted on payment of salaries for faculty for months due to delay in release of funds from the State government. So should these poor students borrow money at hefty interest rates till the colleges return the money given to them by the State? Out of the 27 lakh eligible students in the State, 19 lakh belong to BCs, EBCs and Minority categories, who will be affected by the new rule. Why are more colleges, which are in great demand, insisting on payment of fees by students unlike their less famous counterparts? Thanks to the assistance from the Centre at least SC and ST students will be exempted from payment of fees for now.

hile preparing a resume, after your name and particulars it’s the job title which draws the most attention. On asking around whether it is the job title that counts or are other factors that count when looking for a job, we received mixed reactions. And that led us to consider the issue. Ritika Rathore, an employee with a software company in the City shares her experience. “At my previous job my designation was that of a junior marketing executive, but my responsibilities were that of a senior executive, I was also compensated well for doing my role. While applying for my next job, I was asked by the interviewer as to why my job title proclaimed something different than that of the responsibilities. No amount of explaining could pacify them, they agreed to give a job but with a lower salary saying that my new position warranted that much only. I had to refuse that offer. In fact, I faced the same problem with my present company too, but since the HR of the firm knew my previous employer I was able to negotiate for a salary hike and a better position. I then understood the relevance that a job title holds.” While Abhishek Kumar, a

chartered accountant at an international company in Pune feels, that a job title is not that important. “According to me it’s the work you do. A title does not limit your potential to do something more. You might be a clerk doing a senior manager’s job and that is because your boss trusts you to do it well. Your job post can change at any time. Nowadays, most companies don’t give resumes that much of importance, it’s your sample work or the impression they make of you is what clinches the deal. I think to be your job responsibilities will spell it all out and get you the job as well.” A general perception is that job titles help to indi-

But if you are greeted with a junior manager, you immediately know that he/she does not command that much power in the firm and you would like to approach someone senior. You may not know that though he/she is a junior manager, he/she does the job of a manager. It’s quite misleading. In the public relations industry, they target people according to job titles, because they know who will get the work done.”

DC Arty Party is a new initiative launched this year giving the IDC employees a platform to showcase their artistic talents. Intended to celebrate employee talent beyond work, the inaugural edition called for entries across three categories — Photography, Painting and Crafts. The employees responded with over 350 submissions in just

two weeks, both from Bangalore and Hyderabad. The works of art were on display at both the locations on June 28. bility issues and much more. It’s my job to do so, I can’t really complain; plus, it’s good money. However, there are times when I just want to tell couples to part ways, I know their marriage is doomed. As a counsellor though, I can’t do it. I find it hard to be the one with all the answers. There’s too much pressure. Couples expect me to solve their issues and as a counsellor I’m supposed to do it too. However, what does one do when there is no love left in a relationship? I find it extremely difficult to counsel people who are so obviously out of love with one another. I’ve heard people cribbing about their partner’s bad breath, poor social skills, indifferent attitude and a number of things that are a waste of my time because they could easily be resolved if the couple choose to talk it out by themselves. However, cases in which couples actually need counselling are challenging and fulfilling. There was one case that I distinctly remember. A woman came to me seeking counsel; she told me she was having problems with her husband because the ‘voices in her head’ were telling her to do things that her partner didn’t approve. I laughed out loud in my head, obviously. I didn’t believe her. After spending an hour trying to convince her to see a psychiatrist who could treat her hallucinations, she told me she could prove that she wasn’t lying. She told me to ask her something only I could have known. I had an unnamed file on my desk, only I knew the patient’s name. I asked her to give me the name; after consulting ‘the voices’ she said the name was Radhika Sriram. I asked her to leave. The name was correct!

If the symptoms persist for more than a week, you should probably see a doctor. If your stool appears black, if there is blood in your stool or you vomit blood, you should see a doctor immediately.

Gastroparesis, or stomach paralysis, occurs when the motility of the stomach is either abnormal or absent. Since the stomach is unable to crush the food adequately, proper digestion may not occur. Eating semi-solid or liquid foods are also good to meet nutritional demands. In cases where the problem is severe, an intestinal feeding tube might be fitted.

Peptic ulcers A peptic ulcer is a defect in the inner lining of the stomach. When the protective lining breaks down, it can either cause gastritis or form an ulcer. The most common cause is infection by Helicobacter pylori. Other reasons include radiation treatment, smoking and drinking too much alcohol. Symptoms Gastritis does not always show symptoms. If any, these are the symptoms to look out for. n Feeling of fullness n Hunger soon after a meal n Chest pain n Mild nausea n Upper abdominal pain Treatment The main treatment includes medication to kill H.Pylori and to reduce the acid levels in the stomach. In a series of sample shots from various Lumia Windows Phones, there are two that appear as "Nokia Lumia 1020." One is listed at 2947 x 1658 resolution (nearly 5megapixels) and another is 2352 x 1568 (3.7-megapixels), suggesting that Nokia's upcoming Lumia 1020 PureView will likely shoot at different resolutions using the power of the large sensor.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Last weekend saw the British and Irish Lions win their first series in 16 years when they defeated Australia in Sydney and Andy Murray become the first British winner of the Wimbledon Men’s Singles title since Fred Perry in 1936.
