TODAY’S QUESTION

DOES YSRC STAND TO GAIN FROM THE CONFRONTATION POLITICS OVER STATE BIFURCATION?

POSTNOON NEWS feedback@postnoon.com HYDERABAD: After Seemandhra employes’ show of strength demanding scrapping of Telangana proposal, now it’s the turn of the proTelangana forces to display its might. The TJAC which is spearheading Telangana stir will meet shortly here and details would be announced after the meeting, said the TRS chief K Chandrasekhar Rao.

AROUND THE

CITY

A shutdown was observed in Telangana the same day on a call given by TJAC to protest the anti-Telangana attitude of the government in allowing Seemandhra meet while not permitting it to organize a peace rally. Terming the orchestrated Seemandhra stir ‘puerile’ Rao said no government can now go back on the creation of the

Telangana State. KCR announced the plans for the Telangana meeting after talks with party general secretary K. Keshava Rao, TJAC convenor M. Kodandaram and other top leaders. The TRS chief said the Seemandhra meeting was a lacklustre affair. “The number of drivers who come to meetings organized by Telangana employees are more than those who attended Seemandhra meeting,” said the MP from Mahabubnagar. KCR said formation of Telangana state has reached a decisive phase and no force can stop it. He said some people were making attempts to stall the process but they would not succeed. He also made it clear that no alternative to a Telangana state comprising 10 districts including Hyderabad would be acceptable to people. He was reacting to demands from some quarters to make Hyderabad a union territory. “We want the same Telangana which existed before merger with Andhra in 1956,” he said while asking people to remain alert till the goal is achieved. Rao was of the opinion that there was no need to have a heart-burning on Telangana as it was never a part of region called Andhra.

Mentally ill prisoner attacks jail warden

Go for smaller, green Ganeshas: Khajuria

The state secretary of CPI-M, BV Ragavulu, raised objection to the refusal of the State government for not accepting the draft policy of land reforms formulated by the Central government. He alleged that the State government has decided to reject it mainly to benefit the landlords, politicians, realty giants and major industrialists.

Union ministers, MPs, legislators and other leaders of the Congress party from the Seemandhra region would meet soon to discuss the proposed Million March being planned by the APNGOs in Hyderabad. MP Lagadapati Rajagopal said that the meeting would be held in Hyderabad wherein arrangements would be finalised.

The Congress leaders from Telangana region are meeting today at CLP office on Assembly premises to chalk out their future action plan. Cabinet ministers, MLAs, MLCs and MPs are expected to take part. The meeting is likely to come out with a strategy on how to endear the Congress to the region and take full credit for creation of the new State.

There was panic in Cherlapalli Jail when a prisoner attacked the warden yesterday. It is reported that a prisoner who is said to be not in sound mind attacked the jail warden in the eye with a spoon. The warden sustained injuries and he was shifted to hospital. Jail authorities while confirming the incident did not reveal the name of the prisoner.

RP Khajuria, member (environment), of the HMDA, has appealed to people to go for clay Ganesha as it would be more apt and environment-friendly. He also urged to use smaller idols. “We have appealed to the public to reduce the size of the Ganesha idol, and immerse these smaller idols at the household level, “ Khajuria said.

THE TRUTH BEHIND THE ‘MIRACLE’

Andes survivor now crime suspect

The Uruguayan man who was lost in the Andes for four months turned from survivor to crime suspect after officials revealed he was fleeing pedophilia charges. SANTIAGO: Raul Gomez Cincunegui, dehydrated and weighing just over 40 kilos , was found by chance on Sunday when helicopters flying overhead saw him sitting next to a shelter at an altitude of 4,500 meters (nearly 15,000 feet) in Argentina's San Juan province. Gomez survived below freezing temperatures in the snow-covered mountains by eating sugar and raisins left behind by mountain climbers in the Ingeniero Sardina shelter, according to rescuers. But by Monday the survivor faced justice again as Chilean authorities requested his extradition after announcing that he is wanted in connection with the sexual abuse of an eight-year-

An arrest warrant was issued on July 17 after he missed a court hearing. "It is believed that he left Chile through an unauthorised crossing since border police were informed of his ban from leaving the country," the prosecutor's office said in a statement. Gomez had gone to visit relatives in the Chilean capital, where the alleged crime occurred, prosecutors said. AFP

TDP proves a clown in AP politics, says Sharmila YSRC is slowly capturing the opposition space from the TDP, though YSRC’s credentials still remain debatable. The Desham now seems to be totally clueless on how to regain its lost ground. PK SURENDRAN surendran.pk@postnoon.com

MIAMI: George Zimmerman, the Florida neighborhood watchman whose shooting of an unarmed black teen triggered a national scandal, has been detained over alleged domestic violence, the Orlando Sentinel reported Monday. Police in Lake Mary, central Florida, were looking into a “possible domestic battery” involving Zimmerman, 29, who was held and then released, the Sentinel reported. The report cited police saying it was not immediately clear if a weapon found at the home of the parents of Zimmerman’s estranged wife was used in the alleged offense. Shellie Zimmerman filed for

H

as anybody seen a warrior fighting from both sides of the fence? Is it humanely possible? No. One has to take a camp and fight against the other. That is the current rage, Sharmila, for you. The YSRC’s flag-holder and charioteer, Sharmila, has begun to strike a chord with the people of Seemandhra where her party has pitched its tent, finally. The party wholly and fully stands for a united state. No prevarications like the TDP, and going by her speeches along her Samaikya Shakaravam Bus Yatra route, it seems the party is making fast foray into the Congress bastions. While she makes cursory attacks on the Congress, her deadly arsenals are reserved for its arch rival, the TDP. The TDP’s predicament in supporting the Telangana and fighting for Seemandhra at the same time came in for a lot of ridicule of the YSRC leaders. “Why are you not quitting office?” asks Sharmila the TDP leaders at her Kurnool meeting. “You want to have the good of both the worlds, don’t you?” she asks amid thunderous applause. Sharmila has more uncomfortable questions for the TDP. “You (TDP) say we and Congress are conspiring. Show one proof. Don’t howl like jackals without a cause.” She roared. “Such remarks only show the hollowness of the TDP leader. If that be the case, why should Jagananna be in jail? He should have become a Union minister or Chief minister”

TDP, CONG RESPONSIBLE FOR DIVISION Holding Congress and TDP equally responsible for the bifurcation of the State, Sharmila has demanded that N Chandrababu Naidu along with his MPs and MLAs should quit the offices before they join the Samaikhyandhra movement and asserted that YSRC stands for a united State. “Naidu has given an unconditional letter on the division of the State which has become the triumph card for Congress to go ahead with the partition of the State. Before any damage could be done to the State, I demand that the TDP president and his leaders quit the posts and join the

movement instead of half-hearted attempts,” Sharmila said. “It was TDP which has had links with Congress on umpteen occasions from panchayat to Parliament elections and people are fully aware of it. Naidu has acquired his freedom by having a secret pact with Union home ministry. Had things gone well, Naidu would have been in the dock in connection with the IMG and Emaar cases,” she said. It was the tacit understanding that Naidu has with the Congress that made him give his consent

for dividing the State After all the damage is done, Naidu now going on a Self Respect Yatra is ridiculous. To undo the damage the he has done to the State, Naidu should first resign from the assembly, ask his MPs, MLAs and MLCs to quit and then go the people to express solidarity with them. He cannot give support to one region by giving an official letter and then go to another to fight for their cause. The YSRC’s stance asking for a united Andhra has endeared itself to the two regions, reports said. If elections are held now, the Congress has to either negotiate with the YSRC or yield ground, reports say.

C’EST LA VIE

City gets a French connection On her maiden tour of India, French gypsy singer Norig enthralls audiences in a special concert organised by Alliance Française. She talks to Postnoon about her singing career, love for Indian music, Bollywood films and more. ARUN YELLAMATY arunyellamaty@ postnoon.com HYDERABAD: Norig visited India 15 years ago as a fashion designer. She then visited Chennai, Bangalore, Tirupur and Mumbai. Now she is back here as a singer: “I came to India to learn about textiles while I was studying fashion design. Now I am very excited to be here again, because this time I am doing what I love most — singing,”she says and adds. “I love the country and I want to learn a lot about Indian classical music too.” Norig started her musical training early. “I learned piano when I was 10, but never took music seriously, soon I started to miss music and wanted to do something with it as my dad was a classical musician. Then one day I just made up my mind and decided to learn to sing and went to Martina Catella (who used to work with Nusrat Fateh Ali Khan) and started to train with her. “In this movie called the Time of a Gypsy, there was this one song I fell in love with and wanted to sing. So, I told my teacher I want to sing like that. The song motivated me a lot and I never looked back. “I felt an urgency, I just wanted to sing, I did not want to get old and regret not singing.” Choosing between fashion design and singing was a tough decision for her, “Every day I had to fight with myself, choosing between fashion design and music. Finally, I made the decision to take up music. After training I met

guitarist Sabastien Giniaux, he is a very important man in my career. I wrote the lyrics and he composed the music. We used to sing on the streets of Paris and under bridges. It was just for pleasure.” It was after that she released her first album, Gadji. Talking about her first ever concert she said, “I have this friend of mine who is a French singer and she was doing a concert on a boat. She was performing over two days, but she asked me to take her second date and to put on a show. This same friend was recording with Tony Gatlif, a famous filmmaker and

she invited me to come along to the recording, I did not want to go at first, but after I went to the recording, she told Tony that I was a good singer. Tony asked me to sing and liked my voice and made me sing on the soundtrack to a movie called Exiles.” Norig was then invited by Tony to the Django Drom project, where she sang with the biggest names in jazz. Norig is touring six cities in India this year and stopped in Hyderabad before going on to Delhi. She also loves Hindi music: “I listen to a lot of instrumental and Rajasthani music.

I am planning to listen to more classical Indian music.” Talking about her concert in Hyderabad, she says, “I enjoyed my concert in Hyderabad. When I stared to sing, there was a man who stood up and started to dance;

that’s what Gypsy music is for. At the end of the concert a lot of people stood up and were dancing, the concert was great. I enjoyed singing for the Hyderabad crowd.” Norig enjoys watching Hindi movies. Devdas stands out as her favourite film

The town hall has declared Spain’s national day October 12 a normal working day; it pays its taxes to the regional Catalan government instead of Madrid as a form of protest; and from the balcony it flies the Catalan independence flag instead of

Spain’s. The town of 2,500 people will send more than 200 protesters in four coaches to join the human chain on September 11, Catalonia’s national day, or Diada, which recalls the final defeat of Catalan troops by Spanish king Philip V’s forces in 1714. Organisers aim to join 400,000 people along the entire coastline of the northeastern region of Catalonia to demand a historic redrawing of the map of Spain.

Time to incentivise IT

To negate the impact of slowdown and global competition, IT services sector ought to be given appropriate incentives, argues Assocham. POSTNOON NEWS feedback@postnoon.com HYDERABAD: Apex industry body Assocham has urged the government to incentivize the IT services sector for increasing its export growth, more so as the sector has been grappling with economic slowdown and rising global competition. “India’s IT services sector witnessed 4.2 per cent growth in 2012-13, while our competitors in the sector like Russia and Philippines grew at a massive 69 per cent and 27 per cent respectively, the distinct slowdown in the sector may be attributed to sluggish economy but in face of noticeable increasing competition from abroad, it is imperative that IT industry must be incentivized towards increasing its export growth,” said The Assocham in a communication addressed to the commerce and industry minister, Anand Sharma. “IT services companies providing development, system

integration services to overseas clients and captive development, testing or services centres can be incentivized by modifying export incentive regimes,” said DS Rawat, secretary general of Assocham.

“Besides, multinational IT corporations may also be encouraged to locate development centers in India and scaleup their existing presence by providing targeted incentives.” In its letter, the Chamber has also proposed that incremental export incentive scheme be extended to software services sector to encourage businesses

that could re-locate to India or scale-up their presence here, while considering the sub-serving national priority of reducing current account deficit (CAD) by increasing exports. It is also suggested for fully tradable scrip of value equal to seven per cent of incremental exports over and above the previous year be granted and the scrip could be used for payment of any customs duty and the scheme should be extended for a five year period. As the Software Technology Parks of India scheme (STPI), one of the most commonly used amid existing promotional or duty exemption schemes has lost its relevance as income tax benefit went away from 2011 onwards, ASSOCHAM has stressed upon the need to attract new IT services organizations and incentivize the existing ones to scale-up further. The apex chamber has also suggested for combining a few schemes to reduce complexity in the export-import policy.

ABHAYA SRIVASTAVA Agence France Presse NEW DELHI: A court will hand down its verdict on four men accused of murder and gang rape Tuesday over an attack on a bus that sparked mass protests across India, as the victim’s family calls for them to hang. The parents of the popular physiotherapy student have been at the forefront of calls for the men to face the death sentence over the December 16 attack in New Delhi, which also triggered new anti-rape laws. Their 23-year-old daughter, who cannot be named for legal reasons, died of her injuries on December 29 in a Singapore hospital. The four men, Mukesh Singh, Akshay Thakur, Pawan Gupta and Vinay Sharma, have all pleaded not guilty to the charges which include murder, rape and theft. A juvenile has already been sentenced to three years in a correctional facility, while a fifth adult defendant, bus driver Ram Singh, was found hanging in his prison cell in March while awaiting trial. Presiding judge Yogesh Khanna said last week that he would deliver his verdict on September 10 after dismissing requests from defence lawyers for more time. But last-minute legal challenges could still delay Tuesday’s verdict. The sentence against the juvenile was deferred four times before being handed down. During the trial of the four accused, the prosecution produced DNA evidence, the victim’s dying testimony and statements from a male companion who was beaten up.

The student’s family were bitterly disappointed with the three-year sentence handed down last month on the youngest defendant, the maximum allowed by law as he was only 17 at the time of the attack. The victim’s father has said the family will only get some sense of closure if the four remaining defendants are ordered to be hanged. India has the death sentence for the “rarest of rare crimes”, but does not often carry out executions. The sentencing may not come until a few days after the verdict. Any subsequent appeal by the defendants is likely to take years in India’s notoriously slow legal system. “We will not accept anything below the death penalty,” the father told AFP. “Anything other than the gallows for these men will not be right. It would send out the wrong message, people will lose trust in our judicial system.” He added: “If all four are sentenced to death, I can’t imagine anything being better than that. Nothing could get better.... We will get closure.” The mother of Vinay Sharma, who is one of the defendants, said that she hoped the court would be merciful but feared for son’s life even if he is acquitted.

DECEMBER 16: The physiotherapy student goes out for an early evening screening of the Life of Pi at a cinema with her male friend at an upmarket shopping mall in south Delhi. Unable to track down a taxi or auto rickshaw, they are tricked onto a white private bus at around 9pm which they believe will take them back home. Inside, the accused beat up and rob the male friend and then take turns in raping the girl. After more than an hour, the bloodied young couple are dumped by a main road, narrowly avoiding death when the gang try to reverse over them with the vehicle. DECEMBER 17: Police open a case and begin viewing CCTV footage from cameras fitted outside hotels, offices and government buildings, and identify a white bus with a missing wheel cap and “Yadav” written on both sides. The alleged driver of the bus Ram Singh is arrested. Inside the bus, the seats and curtains have been washed. Police say forensic experts find strands of hair belonging to the victim and some of the accused in the bus. DECEMBER 18: Fuelled by wall-to-wall television coverage and front-page newspaper articles, large numbers of women, students and other protestors hold demonstrations as the rape victim battles for life on a ventilator. DECEMBER 22: Police use batons, water cannons and tear gas on angry crowds who gather at the India Gate and outside the president’s official residence. All six accused have now been arrested and remanded in police custody. The government sets up an inquiry to suggest ways to enhance women’s safety in Delhi. Kerry’s Syrian solution

A FIGHT TO THE FINISH

John Kerry mused that Syria could stop threatened US military strikes by placing its chemical weapons stockpile under international control. Obama jumps on the idea. JO BIDDLE feedback@postnoon.com WASHINGTON: At first it seemed like just another of John Kerry’s musings — Syria could stop threatened US military strikes by placing its chemical weapons stockpile under international control. But within hours, as the US top diplomat was still in the air flying back to Washington from London, his remark caught fire, with Russia embracing it and the Syrian regime also seemingly coming on board. Late Monday, Obama appeared to give it his blessing. “I think what we’re seeing is that a credible threat of a military strike from the United States, supported potentially by a number of other countries around the world, has given them pause and makes them consider whether or not they would make this move,” Obama told NBC. “And if they do, then this could potentially be a significant breakthrough. But we have to be skeptical because this is not how we’ve seen them operate over the last couple of years,” the commander-inchief said a day before he is due to address the nation. He told Fox television that Kerry would be in touch with Moscow to see if there was an “enforceable mechanism to deal with these chemical weapons in Syria.” Political tensions are high in Washington with Congress beginning to debate a resolution calling for approval of US military strikes

against the Syrian regime after a suspected August 21 gas attack on a Damascus suburb. In the slow-moving world of diplomacy, it’s rare to see ideas spread like wildfire. Asked early Monday in London if there was anything Syrian President Bashar al-Assad could do to avert a US military strike, Kerry replied: “Sure. He could turn over every single bit of his chemical weapons to the international community in the next week. Turn it over, all of it, without delay, and allow a full and total accounting for that,” Kerry told reporters. He quickly seemed to shoot down his own idea, adding: “But he isn’t about to do it, and it can’t be done, obviously.”

Reporters traveling back to Washington aboard Kerry’s plane agonized about what he had meant, all the while being assured that there was “no serious proposal” to address Syria’s chemical weapons stock on the table. Except that while Kerry was still in mid-flight Russian Foreign Minister Sergei Lavrov took the ball and ran with in, calling on Damascus to “place the chemical weapons under international control and then have them destroyed.” Such a plan would help “avoid military strikes,” Lavrov insisted, apparently after he had talked for 14 minutes with Kerry two hours after take-off from London. During the call, Lavrov said he had heard Kerry’s comments and Moscow would be willing to engage in the idea of an international supervision of Syria’s chemical weapons stockpile. It remained unclear whether this was just another misstep by the gaffe-prone secretary of state, or a carefully choreographed plant, providing Obama with a possible exit strategy. Obama himself added to the mystery by saying he had discussed the issue with Russian President Vladimir Putin on the sidelines of a G20 summit in St Petersburg last week. Moving fast, Syrian Foreign Minister Walid al-Muallem in Moscow for talks “welcomed” the Russian initiative, even though Assad has never admitted to possessing chemical weapons.

Augusto José Ramón Pinochet Ugarte (November 25, 1915 – December 10, 2006) was an army general and dictator of Chile from 1973 until transferring power to a democratically elected president in 1990. He was the commanderin-chief of the Chilean army from 1973 to 1998 and president of the Government Junta of Chile from 1973 to 1981. He assumed power in a coup d’état on 11 September 1973 that overthrew the Unidad Popular government of Salvador Allende and ended civilian rule a week before its 48th anniversary. In December 1974 the military junta appointed Pinochet as president by a joint decree, with which Air Force General Gustavo Leigh disagreed.

In Chile, ghosts of Allende and Pinochet still stalk

PAULINA ABRAMOVICH feedback@postnoon.com

n

From the beginning, the government implemented harsh measures against its political opponents. According to various reports and investigations 1,200– 3,200 people were killed, up to 80,000 were interned, and up to 30,000 were tortured by his government including women and children. Under the influence of the free market-oriented neoliberal Chicago Boys, the new government also implemented economic reforms, including currency stabilization, tariff cutting, opening Chile’s markets to global trade, restricting labor unions, privatizing social security, and the privatization of hundreds of state-controlled industries. These policies produced what has been referred to as the ‘Miracle of Chile’.

SANTIAGO: Forty years after the coup that toppled Salvador Allende and brought the dictator Augusto Pinochet to power, Chile remains a country ill at ease with itself. Life is very good by Latin American standards. The roads are spiffy and shopping centers are shiny, things work and poverty is greatly reduced. But people question the neoliberal economic model that brought all that about and was instituted by Pinochet, with help from American

economists. And there is a widespread clamor to know more about the many thousands of people who went missing as Pinochet waged a war on anything that smacked of dissent. Indeed, there is healing still to be done. September 11 is the anniversary of the day in 1973 when air force planes bombed the presidential palace. Allende, an elected socialist, committed suicide rather than be captured. These days, people are staging social protests calling for changes to the Pinochet legacy. The general got the economy

moving — at the cost of privatizing education, health care and pensions, and opening up the economy to massive foreign investment. “Today we are looking at another country. A country that decided to go out and march to defend its demands ... with a great degree of conscience and a clear idea that we have to change everything we inherited from the dictatorship. That makes us look at the 40 years in a totally different way,” said Lorena Pizarro, president of an association of relatives of people arrested or who went missing during Pinochet’s rule.

For sociologist Alberto Mayol, “with this commemoration, we are at the end of a political cycle that was born with the dictatorship, continued in the transition and which today is ending.” Students have led the charge. They have staged protests against the Pinochet-era education system. People want to reform a neoliberal economic system that has Chile on the verge of being a wealthy developed country, but with much inequality and a political system that is not very representative. “All the work of the dictator-

‘Call Augusto, he’s one of us’ 40 years on, a tale of staggering betrayal still hurts.

September 11 is the anniversary of the day, in 1973, when air force planes, under the orders of General Augusto Pinochet, bombed the presidential palace. Salvador Allende, an elected socialist, committed suicide rather than be captured. ship is being questioned today,” said Mayol. Chile is close to reaching per capita income of $20,000, the highest in Latin America. The governments that have ruled in the transition since Pinochet left power in 1990 have managed to reduce the poverty rate from 40 percent to 14 percent. But social disparities persist. Francisco Klapp, a researcher at the right-leaning institute Freedom and Development, said people do not so much want to go back to how Chile was pre1970 but rather to be more a part of the current model. With presidential elections two months away, the future of the economic model is at stake. Former socialist president Michelle Bachelet, the favorite, has pledged broad political reform to do away with the vestiges of the Pinochet era. She promises a new constitution to replace the one Pinochet instituted in 1980. Her main rival, the conservative Evelyn Matthei, wants to maintain the

status quo. “I love that there are women in politics but let’s get things right. This is a campaign involving two completely different plans,” Bachelet said recently. These two women were children at the same time, but the coup transformed their lives in wildly different ways. Their fathers were generals in the air force and good friends. But while Alberto Bachelet was arrested the day of the coup for remaining loyal to Allende, and died months later after being tortured, Fernando Matthei was a member of the Pinochet military junta. Michelle Bachelet and her mother were arrested, tortured and had to flee into exile. Evelyn Matthei became part of the dictator’s personal inner circle. Besides demands for change, there is more and more pressure in Chile to unmask the whole truth about a dictatorship that left more than 3,200 dead and some 38,000 people tortured. Pinochet died in 2006 without ever having gone on trial.

SANTIAGO: “Call Augusto, he’s one of us!” Chilean president Salvador Allende urged at the start of the 1973 coup, convinced of the loyalty of General Pinochet. Little did he know then that the 58-year-old army chief would be the one to unseat him on that fateful September 11th 40 years ago, and eventually succeed him as the country’s leader. Pinochet had taken the helm of Chile’s armed forces just three weeks earlier on the recommendation of his predecessor General Carlos Prats, who was assassinated along with his wife several months after the coup. The unsuspecting Allende, a 65-year-old socialist doctor elected as head of a leftist coalition on his fourth try on November 4, 1970, had personally appointed Pinochet to the post. “My father believed in (Pinochet) until the end because he was recommended to him by General Prats,” Isabel Allende, the daughter of the former leader and now a senator, told AFP. “The betrayal must have been terrible for him.” Years after the coup, the general-turned-dictator told one of this biographers that he had to “liberate the homeland from the Allende chaos and the Marxist cancer.” Journalist Monica

Gonzalez, however, claims Pinochet only joined the conspirators 48 hours before Allende’s overthrow.

TWO MEN WITH VERY DIFFERENT PATHS Allende took power in 1970 with 36.3 percent of the vote after a life dedicated to politics. Born on June 26, 1908, in the port of Valparaiso west of the capital Santiago, he completed his medical studies and was elected as a lawmaker at

He went on to become health minister, and then spent years as a senator. Once elected leader, Allende became a champion of democratic socialism, nationalizing copper production and telecommunications and launching agricultural reform before facing a destabilization campaign from the right backed by the United States. Pinochet, born in Valparaiso on November 25,

1915, was not a good student and was twice rejected by the military academy. “He suffered from severe migraines when he studied too much and only got average grades,” journalist Juan Cristobal Pena told AFP. But he certainly knew how to seize an historic opportunity with cunning and sheer willpower no one could have imagined. “Because of his aloof yet shrewd personality, he sensed from the outset that he was not aligned with anyone and that he could impose his will,” said Gonzalez, who wrote a book about the anti-Allende plot. The cruelty that marked his 17-year dictatorship and would claim 3,200 lives became clear on the day of the coup.

IRON FIST A victorious Pinochet ruled Chile with an iron fist. The general “was aware that he was aware of being despised by his peers,” said Pena. “Once in power, he took care to eliminate those who could spell trouble.” With followers of US economist Milton Friedman, Pinochet imposed an ultra-liberal model that sparked an economic take-off in Chile after a series of privatizations — but at the cost of deep social inequities. UNCERTAINTY OVER CHANGE

Somalis dread the end of Khat Britain is set to ban the herbal stimulant Khat, news that has come as a shock to the Somali communities who chew khat in Britain.

JUDITH EVANS feedback@postnoon.com LONDON: When Britain bans the herbal stimulant khat, Mohamod Ahmed Mohamed will lose his livelihood. But he fears most for his small Somali community without the leaf that fuels its social life. “I can switch to another business but what about the youth, where are they going to go — the street, the mosque, to hard drugs?” he says at his khat warehouse near London’s Heathrow airport. “You are taking away their freedom. Why target us? You will never find somebody falling over on the street or fighting from khat like they do when they are drunk.” Mohamed supplies khat to many of Britain’s 100,000 Somalis, as well as to Ethiopians and Yemenis living here, for whom chewing the bushy shrub is as normal as going to the pub. His growing company takes more than £500,000 in monthly revenues from the stimulant, which provides a euphoric, alert sensation. But the forklift trucks moving hundreds of boxes of khat could soon be stilled after the British government announced it would ban khat, against the advice of its own experts.

OUTLAWED

News of the ban, which has yet to pass through parliament, came as a shock to the communities who chew khat in Britain. Khat, also called miraa, has been chewed for centuries in the Horn of Africa. Its psychoactive ingredients, cathinone and cathine, are similar to amphetamines but weaker, and can help chewers stay awake and talkative. “I chew on a Friday — it’s like going to the pub,” said Mohamed. One of his workers chimed in: “It’s not a drug. It’s like eating a salad.” Since khat must be chewed fresh, Mohamed’s is a slick operation. Khat is flown to Heathrow from Kenya the day after it is picked; middlemen collect it from Mohamed to sell around the country and it can be in the mouths of chewers by evening. For them, khat costs from £2.50 a bundle, each one wrapped in a banana leaf. Men chew khat in communal rooms called mafrishes, while some women chew at home.

At a mafrish near Mohamed’s warehouse, men chew and drink soft drinks, watch football and discuss events in Somalia and their jobs in London. “I don’t go to nightclubs, I don’t want to stay home. This is my place,” said one 23-year-old chewer.

Khat’s psychoactive ingredients, cathinone and cathine, are similar to amphetamines but weaker, and can help chewers stay awake and talkative. “People come here to talk about their problems. If they don’t have a place for this, they will fall into the wrong hands,” said the mafrish manager, who would only be identified as Fouad. He worries about young people turning to radical Islam, which he said was preached by some mosques in the area. In a few cases, British Muslims have travelled to Somalia to fight with the AlQaeda-linked militant group AlShebab. “Here is one place where we

hat is a flowering plant native to the Horn of Africa and the Arabian Peninsula. Among communities from these areas, khat chewing has a long history as a social custom dating back thousands of years. Khat contains a monoamine alkaloid called cathinone, an amphetaminelike stimulant, which is said to cause excitement, loss of appetite and euphoria. In 1980, the World Health Organization (WHO) classified it as a drug of abuse that can produce mild to moderate psychological dependence (less than tobacco or alcohol), although the WHO does not consider khat to be seriously addictive. The plant has been targeted by anti-drug organizations such as the DEA. It is a controlled substance in some countries, such as the United States, Canada and Germany, while its production, sale and consumption are legal in other nations, including Djibouti, Ethiopia, Somalia and Yemen.

can talk to people who are turning radical. We can talk them around,” said Fouad. He dismissed reports that khat helps fund Al-Shebab, and the government’s drug advisory group has also said such claims lack evidence. The group advised against banning khat, noting that in health terms, there was little evidence of risks other than a small number of reports associating it with liver disease. “If you’re not banning it because of science, then why are you banning it?” said Ali Osman, 36. He urged interior minister Theresa May to try khat herself, “then she can ban it if she still wants to”.

‘FAMILY BREAKDOWN’

Announcing the proposed ban on khat in July, the minister said Britain risked becoming a hub for smuggling to countries where khat is banned, such as in most of northern Europe. She cited its role in “health and social harms, such as low attainment and family breakdown”. Social worker Abdi Mohamed says he sometimes works with khat abuse cases, including neglected children and

men distanced from their families by too much time at the mafrish. But he also encounters families affected by alcohol and cannabis. “We try to find out what the underlying problem is. The problem is not with the miraa, it’s with the person,” he said. Khat is not physically addictive, but some chewers become psychologically hooked. Abukar Awale became Britain’s leading Somali antikhat campaigner after battling his own habit. “I was vulnerable, I was mentally wounded, I thought everyone was looking down on me. I went through hell,” he said.“I would chew from four in the afternoon, all night long, and wake up wanting to chew again.” Awale believes khat is “the biggest barrier to integration for the Somali community”. Somalis are among the poorest of Britain’s immigrant groups, with high unemployment. Many fled the civil war which has ravaged the country since 1991. The khat ban may criminalise some of them, with predictions that drug gangs will take up the trade.

The approval of the US Foreign Account Tax Compliance Act (FATCA), which aims to block Americans from hiding money from the taxman in Swiss accounts going forward, comes just over a week after the Swiss government agreed to a separate deal to help the country’s banks make amends for past wrongdoings. Swiss banks are believed to have accepted tens of billions of undeclared dollars from US citizens, though they now refuse such money, and Bern insists both recent deals are needed to end a dispute that has poisoned relations between the two countries for years. Critics however warn that the deal aimed at settling past wrongs, which comes with stiff fines attached, could prove deadly for many Swiss banks.

Commission President Jose Manuel Barroso will unveil the plans to the European Parliament in his last annual ‘State of the Union’ address before elections in May. EU Digital Agenda Commissioner Nellie Kroes has insisted that it is essential the EU act now or risk losing out on the economic benefits that a fully liberalised telecoms sector could offer in a single market of 500 million people.

try,” said business lawyer Douglas Hornung, warning that even bigger penalties could be lurking around the corner if European tax authorities decide to follow in Washington’s footsteps. The deal offers individual Swiss banks the opportunity to avoid US prosecution if they agree to hand over information on US citizens’ accounts and to pay an “appropriate” fine — assessed at 20-50 percent of the value of undeclared accounts, depending on the time they were opened. Banks that opened undeclared accounts for US clients

before 2009, when Washington launched its battle by slapping UBS bank with a whopping $780-million fine for complicity in tax evasion, will face lower penalties. But fines will be stiffer for banks that scooped up taxdodging US clients after that. An unspecified number of banks already under investigation by US authorities will meanwhile not be eligible to take part in the arrangement. The Swiss Bankers Association (SBA) hailed the agreement as a way for the banks to “settle their US past quickly and conclusively.”

But spokeswoman Sindy Schmiegel Werner acknowledged it was unclear how the Swiss banks would weather the storm. Fearing the workload of ensuring compliance and especially the consequences if they slip up, “banks have been actively eliminating American clients,” Jackie Bugnion, a Geneva-based tax expert working for the American Citizens Abroad lobby group, told AFP earlier this year. So much so that a growing number of dual citizens have been giving up their US passports.

SYRIA: RUSSIA’S CHEMICAL ARMS PLAN DIFFICULT TO ENACT DAN DE LUCE

AGENCE FRANCE PRESSE

R

ussia’s proposal to place Syria’s chemical weapons under international control would be troublesome to enact given it would require time and total cooperation from a secretive regime fighting for survival. Experts say the idea floated by Russian Foreign Minister Sergei Lavrov on Monday, in which Syria’s arsenal would be destroyed under supervision, ventures into unchartered territory, as previous arms control efforts have been carried out after — and not during — a conflict. With more than 1,000 tonnes of chemical agents and precursor chemicals, the Syrian regime, suspected of using such weapons, has one of the world’s most significant stockpiles, according to a French intelligence report. But the process of removing such arms from President Bashar al-Assad’s reach while rebel fighters continue to push for the fall of his government would present major difficulties even if such an accord was reached. “It’s hard for me to imagine how that would happen in the middle of a civil war,” said Daryl Kimball, executive director of the Washington-based Arms Control Association. “Because this is a very diffi-

cult engineering task. It requires facilities to be built to destroy the weapons,” Kimball told AFP. Such an undertaking would require a long-term international presence to track the process, said Kimball, adding: “It’s not something you want to do with the threat of mortar shells hitting the area.” The Russian proposal implies that Syria would have to sign the international Chemical Weapons Convention, forcing it to divulge every detail of its arsenal — a radical move for a regime preoc-

cupied with buffeting its foes, both foreign and domestic. Former UN weapons inspector David Kay, who oversaw the search for weapons of mass destruction in Iraq that were never found, has said any effort to secure chemical weapons sites in Syria would require elaborate, roundthe-clock security to “ensure that others are not entering.” Even in peaceful settings, destroying a country’s chemical stockpile under international law is a complicated undertaking that takes years and billions of

dollars, with international inspectors on hand at every step. Under the international convention, the United States has spent nearly $35 billion to incinerate 90 per cent of its stockpile over more than two decades. Special destruction chambers had to be built at chemical weapons depots across the country with bombs, rockets and artillery shells destroyed one by one. The painstaking task may not be completed until 2021, according to arms control expert

Paul Walker of the non-profit group Green Cross. Since the 1990s, Russia also has invested heavily in efforts to eliminate its arsenal. And as of 2012, Moscow had destroyed 54 per cent of its chemical weapons, according to the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague. There are essentially two ways to get rid of chemical weapons: burning them in an incinerator, which has been the primary method in the US; or neutralizing them with other chemicals, which has been the approach in Russia and — most recently — Libya, experts said. In Libya, one of 189 countries to sign on to the convention, authorities use a “mobile destruction facility” to inject a neutralizing chemical into batches of prohibited agents, he said. When a government agrees to the convention, it has to identify its stockpile in minute detail, “down to the kilo of agents and type of munitions,” Luhan said. That comprehensive inventory then becomes the baseline for destroying the weapons. If Assad was to agree, “it would be a 180 turn-around for Syria to acknowledge they have chemical weapons and get rid of them,” Kimball said. Given Syria’s track record, there would need to be the threat of force from a UN Security Council resolution to make sure the country made good on its pledges, he said.

rticle 38(2) of the Constitution states: “The State shall, in particular, strive to minimise the inequalities in income, and endeavour to eliminate inequalities in status, facilities and opportunities, not only amongst individuals but also amongst groups of people residing in different areas or engaged in different vocations.” This Article tries to ensure that the State endeavours to bring in equality among all its citizens in terms of not only income opportunities but also facilities like education, employment, health care and other civic amenities. A republic is about equality and not about garnering more for a few. We cannot and should not have a situation where a few arrogate for themselves at the expense of the larger majority. About 11,000 officers of the All India Services have gifted themselves the luxury of getting medical treatment outside the country for themselves and their families at the cost of the exchequer. So what is it that makes them and their family members above the common Indian citizen? It is, after all, these very sahibs that grant licence to establish medical schools and hospitals. 1. Is the government saying that the health-care facilities and infrastructure in India are substandard and those that created it themselves have no faith in it? 2. When India is itself becoming a health tourist destination, what is the message we are sending to those coming in for health care? 3. Can India afford to pamper its ruling elite with such goodies?

It is only when the West attempts to patent Indian achievements that we rush around recognising and applauding them: from honouring Mother Theresa, to accepting the humble masala dosa as a world-class gourmet delicacy. Now we hope that, the country’s beleaguered premier investigating agency, CBI gets a shot in the arm, after Interpol gave it a pat on the back calling it “powerful and respected”. Is the government listening, and will it now be allowed autonomy? Do the netas and the babus have the courage to hold the tiger by its tail?

STUCK AT WORK

IN THE NEWS

NINE TO FIVE GRIND

Irrespective of if you have finished your work for the day, one needs to wait till the clock strikes five to leave office. Is it time companies rethink the eight-hour work day? We find out. AMY ROSE THOMAS amyrose.t@postnoon.com

N

ot very different from the lives you led in schools, one waits eagerly for the clock to strike five to rush out of the office. This is irrespective of if you have finished your work for the day. The standard working time for those who are in involved with paid occupational labour in the country is nine to five. Not surprisingly, the average working hours per day in countries around the world is eight hours per day. According to the Organization for Economic Co-operation and Development, Mexicans work longer than all the countries and devote an average of 10 hours to paid and unpaid work. And Japan is close behind with nine hours of work per day. While in

Belgium it is lowest — 7.1 hours a day. And yet, it is obvious for those who having been working for a while that your efficiency has little to do with the number of hours you put in for work. "No matter how many hours you slog in office in a bid to finish work, there is very little you can accomplish. For me, the longer I sit in office the less productive I become. I end up facebooking and not concentrating on my work. There are also days when I am stuck at office in spite of finishing my work because it is not five yet. I miss out on all a lot of me-time by because of that," says Shanaya K, who works with a Hyderabad-based IT company. For many, longer working hours is a matter of pride. In a competitive environment, voluntarily working from morning 7 am to 10 pm and having to have lunch from the desk is more like a badge that sets you apart from the rest. However, working late doesn’t necessarily leave a good impression nor does it help in your effi-

ciency. On the contrary, this will be counterproductive and you will burn out faster than the rest of your colleagues. "Dedicating your mostcoveted free hours to work can only backfire since this will ensure that you get fed up of your work sooner. Moreover, this is a habit you cannot continue for long and by devotedly following this for a while, you are giving false hopes to your boss which can work against you in the longer run when you eventually realise you cannot keep up this habit. So, it is necessary to treasure your free hours and be protective about them," a Mumbai-based HR professional Seema K says. According to author Tony Schwartz, one needs to manage one’s energy and not time to get the most desired results. A person can concentrate on a particular task only for 90 to 120 minutes. After this period, you need to take 20-30 minute break in order to perform well in your next task. So it’s time company heads rethink their policies in order to get the mostfavourable results from their employees.

Ford Motor Corporation US automaker Ford Motor Corporation has agreed to pay a penalty of $17.35 million because it did not notify the customers of a defect in a timely manner, media reported. In 2012, Ford recalled about 423,000 Ford Escape and Mazda Tribute models made during the period of 200104 because the gas pedal could remain depressed even after the drivers removed their foot from the pedal, which could cause crashes.

Some workplace bullies will target anyone for any reason. But preliminary research has shown that less attractive employees are more likely to become victims of bullying than others. Though much of the bullying research has focused on what leads someone to bully others, very little attention has been paid to what characteristics may draw their ire. A new study examined whether physical attractiveness and personality traits made people more likely to be the target of aggressive or hostile behaviour from co-workers. Previous studies have shown that attractive people are perceived as both friendlier and more likeable than unattractive people.

Spotlight on Apple as new products rumoured Analysts believe a special event at Apple’s headquarters in Silicon Valley will spotlight a more economical iPhone priced to compete in emerging markets where money is tight, along with a beefed-up top-end model. GLENN CHAPMAN feedback@postnoon.com SAN FRANCISCO: Apple’s shares climbed and rumors sizzled ahead of an expected move on Tuesday to expand the iPhone domain with a pair of new models, including one aimed at China. Analysts believe a special event at Apple’s headquarters in Silicon Valley will spotlight a more economical iPhone priced to compete in emerging markets where money is tight, along with a beefed-up top-end model. “The key challenge for Apple this week is to demonstrate that it can maintain momentum in overall iPhone sales, and to do so in a way which won’t drive down margins significantly,” said Ovum chief telecoms analyst Jan Dawson. “It’s key for Apple to be able to find ways to drive growth at a higher rate again, and getting China’s biggest carrier on board and launching a cheaper version of the iPhone are both key to doing that.” Apple became a Wall Street darling by pairing blistering sales of culture-changing gadgets such as iPods, iPhones, and

Speculation about the iPhone 5S included the debut of a gold color and fingerprint recognition for enhanced security. “For the most part, we view the iPhone5S as an evolution of the iPhone5 and as such do not view it as especially innovative,” Citi Research said in a note to investors on Monday.

“However, with the inclusion of a fingerprint reader, Apple opens itself up to new opportunities, most notably mobile payments.” It remained unknown how low a price Apple would be able to hit with the 5C. Gartner estimates that mobile phones priced $300 or more accounted for only 13.7 percent of overall phone sales last year, according to Citi. Analysts were keenly focused on the promise of a 5C to win over buyers in China and other developing markets, where there is fierce competition from low-priced smartphones powered by Google’s Android operating system. FBN Securities on Monday predicted that launching two new iPhones would reverse gains made by Android-powered rivals in the market. Apple shares were up nearly two percent to $506.17 at the close of the trading day on the Nasdaq. Apple has also invited press to a Wednesday event in Beijing that analysts believe signals a deal to add iPhones to China Mobile’s massive telecom network in that country. “The only real potential to surprise investors seems to be in

the scope and velocity of a new China strategy and any new features within iOS 7 and fingerprint scanner technology,” Barclays Equity Research said in a note focused on what is expected from Apple. Apple’s iPhone franchise has historically focused on premium products at premium prices, essentially leaving the company “unable to address” approximately 60 percent of the opportunity in the smartphone market, the investment bank Cantor Fitzgerald said in an analyst note. “We expect this to change with the introduction of the plastic-encased iPhone 5C,” Cantor Fitzgerald said. Analysts did not foresee any talk of Apple watches or TV at the Tuesday event. The smartphone market is now dominated by Android devices, with roughly threefourths of all handsets, but a forecast by research firm IDC suggested Apple will increase its share this year to 17.9 per cent from 16.9 per cent. At the heart of any iPhone announcements on Tuesday would be a dramatic overhaul to the iOS software powering Apple handsets.

KAKURO

QUICK CROSSWORD

26

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

But as far as that larger phenomenon that you’re talking about that happens to other actors, part of it is that movies are a place where people can project things and identify with characters, and it’s the same thing with actors outside of their roles — and it’s been that way since Hollywood was around.”

TOUR OF SPAIN

Warren Barguil wins another stage HUESCA: Frenchman Warren Barguil clinched his second stage win in four days as race leader Vincenzo Nibali’s advantage was substantially reduced in the Tour of Spain on Monday. Barguil somehow held on to win a photo finish with Colombian Rigoberto Uran as Poland’s Bartosz Huzarski took third on the 146.8km 16th stage from Graus to Sallent de Gallego. Italian Nibali, meanwhile, struggled mightily on the climb to the finish as he was dropped by American Chris Horner with around 3km to go, losing 22 seconds on the RadioShack rider and seeing his overall lead trimmed to just 28 seconds with

five stages remaining. Movistar’s Alejandro Valverde remains in third place overall but he also gained time on Nibali and is now just 1min 14secs behind the Giro d’Italia winner. After two brutal stages through the Pyrenees over the weekend, the pack was split for the majority of the day with a large leading group of over 20 riders being held in check by the chasing peloton. The excitement didn’t truly start therefore until around 10km to go when, after a series of failed attempts, Barguil eventually pulled clear at the front and quickly opened up a 30-second

FORMULA ONE Red Bull’s Vettel ignores claims title race is almost over TIM COLLINGS Agence France-Presse MONZA: Sebastian Vettel (in pic) left the Monza paddock trying not to grin from ear to ear after his dominant triumph for Red Bull in Sunday’s Italian Grand Prix and doing his best to avoid all talk of a fourth consecutive drivers’ title. But after claiming his sixth win of the season in flawless fashion, there were few observers not supporting the claim that this year’s title race is all over bar the shouting. Briton Lewis Hamilton of Mercedes admitted his hopes were over after he stepped out of his car, having finished ninth, and though he later rescinded that view - and pledged to do his utmost to halt the Vettel express - he knows he faces a massive challenge. Last year, when the 26-year-old

German was pushing hard for his third title in a close scrap with two-time champion Spaniard Fernando Alonso of Ferrari, he revelled in the contest. Vettel left Monza facing a fight and he responded by winning the next four in a row - in Singapore, Japan, Korea and India - to set up a triumphant finale to the year. This season’s calendar has provided the same sequence of Grands Prix with Vettel poised, on form, to wrap up his fourth title before he flies to India. He knows that if he wins three in a row and nearest rival Alonso, who trails by 53 points after finishing second in front of the tifosi on Sunday, finishes second each time, he will require only two points from the final four outings to claim the crown. Vettel, however, was in no mood to contemplate the statistics after a stunning triumph at the old Autodromo Nazionale.

gap. However, unlike his break to victory on Friday, the 21-year-old didn’t have enough in the tank to maintain his lead all the way to the finish and was caught by Uran about a kilometre from home. The Sky rider then seemed certain for a first stage victory in the Tour of Spain but Barguil somehow surged past him in the final sprint to the line to take the win. “It has been a great tour for me. When I attacked I had very good legs but I saw Uran was coming and I thought it best to wait a little and go for the sprint,” Barguil said afterwards.

UCI ELECTIONS McQuaid confident of quick win

BUENOS AIRES: Cycling chief Pat McQuaid told AFP he is confident that now he has been cleared to be a candidate he will be re-elected easily as President of the International Cycling Union (UCI) later this month. The 64-year-old Irishman - who has been president for eight years - has faced a vitriolic assault on him since the other candidate Englishman Brian Cookson entered the race in early June. McQuaid has been attacked for many things including his handling of the Lance Armstrong doping scandal, which eventually saw the UCI strip the

American of his seven Tour de France titles. However, he has fought back in a battle with Cookson -- whom he once thought of as an ally having brought him into the UCI -- that has become increasingly personal. After first the Irish and then the Swiss withdrew their nominations, it was not even sure at one point if McQuaid, a former professional cyclist, would be able to present himself for re-election. Finally the Moroccan Federation stepped in to nominate him, allowing him to make his run for another term.

AUSTRALIA VS ENGLAND

Clarke leads from front Australian captain Michael Clarke struck a superb 105 to help his side win their second ODI against Ashes winners, England MANCHESTER: Michael Clarke led from the front with a century as Australia overwhelmed England by 88 runs in the second one-day international at Manchester’s Old Trafford on Sunday. Victory saw Australia take a 1-0 lead in the five-match series following Friday’s washout in Leeds on the ground where they suffered a 4-0 ODI campaign loss to England last year. Australia captain Clarke’s 105, only his eighth hundred in 229 matches at this level, was the cornerstone of a total of 315 for seven and came after he’d made 187 at Old Trafford in the drawn third Test against England last month. Man-of-the-match Clarke received good support from vicecaptain George Bailey (82) in a fifth-wicket stand of 155 as Australia made their highest ODI score against England in England, surpassing their 302 for six at Trent Bridge in 2009. England, having only twice before made more than 300 to win an ODI, slumped to nine for two as Mitchell Johnson took

IPL FIXING

SYDNEY: Mitchell Starc is expected to be out for a “prolonged period” with a back stress fracture in a further blow to Australia’s fast bowling stocks, Cricket Australia said Monday. Starc returned home earlier this month from Australia’s oneday series in England with lower back soreness and CA’s worst fears were realised with confirmation of his injury. “Mitch Starc had scans following his arrival back to Australia and they have shown an early stage low back stress fracture,” CA’s chief medical officer Justin Paolini said in a statement. Faulkner keen to make Australia lead count MANCHESTER: James Faulkner hopes Australia can use the advantage of winning the second oneday international at Old Trafford to press on to a series win just as England did in the Ashes. Australia came close in the first Test but England’s 14-run win in Nottingham put them on course for a successful Ashes defence and a 3-0 series victory — the first time they’d win three successive Test series against their oldest rivals since the 1950s. But it was a different story in Manchester on Sunday where Australia thrashed England by 88 runs, with captain Michael Clarke making a typically stylish century.

Additional Sessions Judge Dharmesh Sharma also granted bail to former Ranji Trophy cricket player Baburao Yadav and alleged bookie Deepak Kumar on a personal bond of Rs 50,000 each with one surety each of the same amount. Cricketers S. Sreesanth and Ankeet Chavan, who were earlier granted bail, also appeared in court as directed by the judge. Chandila was booked under the provisions of the Maharashtra Control of Organised Crime Act (MCOCA). The court, while granting bail to the three accused, said Chandila’s connection with the alleged organised syndicate was too remote. It also pulled up the Delhi Police for some missing links in the investigation and directed

However, stand-in England captain Eoin Morgan said: “I don’t think we were a bowler short... I’m not concerned by the balance of the side.” Australia seemed set for a total well in excess of 300 but former Ireland paceman Boyd Rankin (two for 49) checked Australia’s progress with two wickets in two balls including that of Clarke. Ra-fells Djokovic in New York Rafael Nadal defeated world number one Novak Djokovic, 6-2, 3-6, 6-4, 6-1 to clinch his second US Open crown, which also happened to be his 13th Grand Slam title DAVE JAMES Agence France-Presse NEW YORK: Rafael Nadal claimed his second US Open title and 13th Grand Slam crown on Monday when he defeated world number one Novak Djokovic, 6-2, 3-6, 6-4, 6-1 in a lung-busting final. Nadal, 27, added the 2013 trophy to his 2010 triumph, when he completed a career Grand Slam, and capped a year that has seen him claim 10 titles and stretch his season record to 60 wins and just three losses. Monday’s win also earned him a total of $3.6 million, which takes his career earnings through the $60 million mark, and also edged him closer to Roger Federer’s record of 17 majors and put him one behind Pete Sampras. In the pair’s record-setting 37th meeting, world number two Nadal, who only returned to the tour in February following a seven-month injury layoff, took his lead over Djokovic to 22-15 as he added the US Open crown to the eighth French Open he claimed in June. It’s very emotional. All my team knows what this means to me,” said Nadal, who now has 60 career titles and only returned to the sport in February after a

Nadal rules out Calendar Grand Slam NEW YORK: Rafael Nadal on Monday ruled out an assault on a calendar year Grand Slam, a mission so intimidating that only two men have ever achieved it in the sport’s history. He clinched his 13th career major, with a win over Novak Djokovic. Nadal completed a career Grand Slam in New York in 2010, but winning all four majors in the same year has only been achieved by Don Budge (1938) and Rod Laver (1962 and 1969). “To win all four Grand Slams in one year I think today is impossible for anyone. That’s my feeling,” said Nadal, who now has eight French Opens, two Wimbledon, two US Open and an Australian title amongst his 60 career crowns. AFP

seven-month injury absence. “Novak always brings my game to the limit. He is an amazing player. He will go down as one of the greatest in the sport.” For Djokovic, playing in a fourth successive final in New York, it was a devastating defeat

in a year which started with a fourth Australian Open title but was followed by a semi-final loss at the French Open to Nadal and a Wimbledon final mauling by Andy Murray. For the neutrals, it was a memorable contest which showcased thrilling athleticism,

delicate touch and exhausting, brutal rallies, one of which was fought out over 54 strokes. Djokovic lost 11 of the last 13 games with his challenge fatally undermined by 53 unforced errors. “I would have loved to win. But it was obvious that in

the important moments he played better tennis, and that’s why he deserved to win. I congratulate him, and I move on,” said Djokovic. “I had my momentum from midway second set to the end of the third where I was supposed to use the opportunities that were presented to me, and I didn’t do it. I didn’t deserve to win.” Nadal, in his 18th major final, was comfortably the more settled player in the opening stages, finding pin-point accuracy while Djokovic was sluggish and heavy-footed. Nadal, who missed the 2012 tournament, sensed the Serb’s uneasiness and broke for a 2-1 lead, mastering the occasion as well as the tricky breeze. Even the technology was on the Spaniard’s side as a successful challenge on triple break point gave him a double break for 5-2. With a host of show-business glitterati looking on — including Sean Connery, Leonardo DiCaprio, Jessica Alba and Justin Timberlake -- Nadal claimed the first set with ease after 42 minutes. The omens were looking good for the Spaniard, who had only lost three out of 154 career Grand Slam matches when winning the first set.

NEW YORK: World number one Serena Williams captured her fifth US Open title, and second in a row, by outlasting second-ranked Victoria Azarenka 7-5, 6-7 (6/8), 6-1 Sunday to claim her 17th career Grand Slam crown. The 31-year-old American became the oldest Open Era women’s winner in US Open history, 293 days older than Margaret Court when she set the prior mark in 1973, and the third-oldest Grand Slam women’s champion of the Open Era. Williams won $3.6 million, including a $1 million bonus for her success in US open tuneup events. She is the first top-seeded champion since Justine Henin in 2007 and the first woman to

defend the US Open crown since Kim Clijsters in 2010. Williams won a rematch of last year’s US Open final that gave

her and Azarenka a combined total of six of the eight major titles from the past two years. Williams improved to 13-3 in their rivalry but two-time Australian Open champion Azarenka had won two of the previous three, most recently in last month’s Cincinnati final. “It was never over until match point,” said Williams, who was broken twice in the second set when serving for the match. “Victoria is such a great competitor. She was really able

to push me into a third set. I was really stern with myself. I knew that if I wanted to win, I had to play better.” Azarenka admitted Williams was the superior performer in windy conditions at Arthur Ashe Stadium that baffled both players at times and sent Williams’ pink dress fluttering above her waist much of the match. “It’s a tough loss but being in the final against the best player, who deserves the win, it’s incredible,” Azarenka said. “I gave it everything I had. I fought hard.” Williams matched Steffi Graf for second on the Open Era list with five US Open trophies, one shy of Chris Evert’s record, and moved one adrift of Martina Navratilova and Evert for second on the Open Era Slam win list.

Real Madrid new-boy Gareth Bale took part in a training session with his Wales team-mates after going for a scan on a groin strain. Bale joined Spanish giants Real from Tottenham in a deal widely reported to be the world’s most expensive transfer at around $132.5 million.

England brace for crunch game While England are seeking a win that would send them three points clear at the top of European qualifying Group H with two games to play, Ukraine also know that victory would catapult them to the top of the pool. TOM WILLIAMS Agence France-Presse KIEV: England captain Steven Gerrard says he and his teammates are expecting a flying start from Ukraine when the teams clash in Tuesday’s pivotal World Cup qualifier in Kiev. While England are seeking a win that would send them three points clear at the top of European qualifying Group H with two games to play, Ukraine also know that victory would catapult them to the top of the pool. The sides have met twice in the last 15 months, with England winning 1-0 in a group-stage match in Donetsk at Euro 2012 before snatching a late 1-1 draw at Wembley last September. “Having watched quite a bit of Ukraine and played against them a couple of times, I think they won’t change,” Gerrard told journalists on the eve of the game. “They put a lot of energy into the first half an hour of every game they play. They press high and use a lot of energy up, so I’m sure it’ll be the same tomorrow

(Tuesday) night. It’s important we defend well in the early stages and I think the longer the game goes on, the better chance we’ve got of getting the win.” Gerrard highlighted wingers Andriy Yarmolenko and Yevhen Konoplyanka as Ukraine’s danger men and said the configuration of Mykhaylo Fomenko’s side gave them no option but to take the game to England.

Germany on brink of Brazil berth Germany can confirm their qualification if second-placed Sweden fail to beat Kazakhstan. TÓRSHAVN: Germany are targeting another three points in their bid to confirm their 2014 World Cup berth in Tuesday’s qualifier away to minnows Faroe Islands. With Joachim Loew’s side five points clear in Group C following Friday’s 3-0 win in Munich over Austria, bottom side Faroe Islands are not expected to slow Germany’s march to Brazil 2014 after losing all seven of their qualification games thus far. Germany can confirm their

qualification if second-placed Sweden fail to beat Kazakhstan on Tuesday, but Loew’s team are focused simply on leaving the remote north-west Atlantic archipelago with a victory. “If we go there with all seriousness, we won’t have any problem and will come away with a clear win,” said Germany’s Real Madrid midfielder Sami Khedira. “The Faroe Islands aren’t the strongest team in the group and we have to press them from the start.” Dortmund midfielder Marco Reus sat out Monday’s flight to the remote islands having suffered with a stomach infection over the weekend and his place on the left wing will go either to Chelsea’s Andre Schuerrle or Schalke 04 teenager Julian Draxler. “They’ve got exciting players on the wings, who are very dangerous,” said the Liverpool midfielder. “When you play with players out wide like that, you’ve got to take the game to the opposition. “They’re not really set up to play defensive, so we know they’re going to play an offensive game, which tell us that we need to defend well and hurt them

when we regain the ball.” Gerrard believes that a strong start will have the added bonus of enabling the visitors to quieten the crowd at the Olympic Stadium, which was the scene of England’s penalty shootout loss to Italy in the Euro 2012 quarterfinals. “If you start sloppy and you don’t focus and you don’t concentrate, you make mistakes and

play into their hands, of course the crowd’s going to get up and make a lot of noise and it becomes even more difficult,” he said. “But if you can be solid, make very little mistakes and try and silence them, it has the reverse effect, because they start getting on Ukraine’s backs and it puts even more pressure on them.” England manager Roy Hodgson has confirmed that midfielder Frank Lampard will win his 100th cap as a starting player and says he will keep the same team from Friday’s 4-0 win over Moldova, minus the suspended Danny Welbeck. Gerrard, who has already played 104 times for his country, says Tuesday’s game also represents an opportunity for the less experienced members of the squad to make a mark. Citing his performance as a 21-year-old in England’s 5-1 win over Germany in Munich in World Cup qualifying in September 2001, he said: “Germany away for me was maybe similar to the position they’re in now.”

Italy wary of Czech threat

Italy coach Cesare Prandelli is not taking his opponents lightly, even though they come into the match off the back of a humbling home defeat to group outsiders Armenia.

TURIN: Italy coach Cesare Prandelli (in pic) described Tuesday’s opponents Czech Republic as “one of the best teams in the world” ahead of their World Cup qualifying clash in Turin on Tuesday. Italy can secure their passage to next year’s finals in Brazil if they beat the Czechs while a draw would also be good enough if Bulgaria fail to win away to Malta. But Prandelli is not taking Tuesday’s opponents lightly, even though they come into the match off the back of a humbling home defeat to group outsiders Armenia. “The Czech Republic have one of the best midfields in the world with a lot of creativity, a great ability to attack spaces and they can play several sys-

tems: the diamond formation, two withdrawn forwards or with very wide midfielders,” said the former Roma and Fiorentina coach. “I’m not being polite but that’s what we analysed by watching their last few matches. For 35 minutes again-

st Armenia three days ago (a 21 reverse), their build-up play was excellent, they just lacked a bit of luck in front of goal. “We certainly do not think the match is already won.” Even so, Italy have totally dominated what had appeared a tricky Group B that also includes Denmark. Even though they were held to a 0-0 draw away to the Czechs, their five wins and two draws have allowed them to stretch away from the competition, which sees four teams battling for second spot and a potential play-off place. If the Czechs wish to be that team, they will likely need to get something from this match, yet coach Michal Bilek admits it is a tall order. AFP
