Cyber fraud detected, 2 arrested POSTNOON NEWS feedback@postnoon.com HYDERABAD: The CID police have worked out a cyber crime two years after it was committed and arrested two men responsible for it. CID police sources said the case related to the misuse of ATM card of a person. A government servant from Warangal had lodged the complaint with the cyber crime police on September 6, 2011 stating that his ATM card details were used by someone for making a transaction to the tune of `50,050. He knew nothing about the transaction, he claimed. The transactions using the ATM card were carefully analysed and found that the disputed amount was credited into the online rummy account of customer of www.ace2three.com with ID of Samiuddin.

Then the investigating officer tracked the customer of online rummy website www.ace2three.com and found that the customer belongs to Eluru Town,West Godavari District. Samiuddin was tracked and at his promptings, Satish was also picked up. Samiuddin, 32, is a jobless man and his friend, K Satish, 30, is a data entry operator with a private firm. They used to play rummy online. Both are natives of Elluru in West Godavari district. During the course of investigation, it came to light that Satish and Sami had conspired together and committed the offence. Both have confessed to the crime and their computers have been seized.

A shutdown was observed in Telangana the same day on a call given by TJAC to protest the anti-Telangana attitude of the government in allowing Seemandhra meet while not permitting it to organize a peace rally. Terming the orchestrated Seemandhra stir ‘puerile’ Rao said no government can now go back on the creation of the
Telangana State. KCR announced the plans for the Telangana meeting after talks with party general secretary K. Keshava Rao, TJAC convenor M. Kodandaram and other top leaders. The TRS chief said the Seemandhra meeting was a lacklustre affair. “The number of drivers who come to meetings organized by Telangana employees are more than those who attended Seemandhra meeting,” said the MP from Mahabubnagar. KCR said formation of Telangana state has reached a decisive phase and no force can stop it. He said some people were making attempts to stall the process but they would not succeed. He also made it clear that no alternative to a Telangana state comprising 10 districts including Hyderabad would be acceptable to people. He was reacting to demands from some quarters to make Hyderabad a union territory. “We want the same Telangana which existed before merger with Andhra in 1956,” he said while asking people to remain alert till the goal is achieved. Rao was of the opinion that there was no need to have a heart-burning on Telangana as it was never a part of region called Andhra.

Hunt on for rogue cop POSTNOON NEWS feedback@postnoon.com HYDERABAD: A policeman, Kalyan Kumar, with the Moghulpura police, during his course of duty met one Shyamala, a young beautician from Guntur who had come in search of a job in a beauty parlour in the City. Friendship developed and progressed to illicit relationship, police said. The cop assured her protection and help in landing a job. The two began to live together. As time passed and she was unable to get a good job, he began to pester her to go into flesh trade. She refused and slowly quarrel began and it led to physical attacks on her, she said in her complaint. She went to Bowenpally police station and lodged a formal complaint against the constable. Police found the allegations true and he was arrested and suspended. Meanwhile, Shyamala got a beautician job and was living peacefully when Kalyan came out on bail and apologised to her. He

befriended her again and the two began living together in a rented house in Trimulgherry. After some time, he became his old self again and harassment began, pressing her to go into prostitution. One day, Kalyan is said to have come home drunk and beat her demanding that she go to flesh trade immediately. As she fought back, he locked her in a room. Meanwhile, his first wife who was not in the picture so long, came rushing in and beat up Shyamala after snatching her 3tola gold chain. Shyamala fell unconscious and on recovering she approached the police. When police came to the scene Kalyan and his family had disappeared. Search is going on.

The state secretary of CPI-M, BV Ragavulu, raised objection to the refusal of the State government for not accepting the draft policy of land reforms formulated by the Central government. He alleged that the State government has decided to reject it mainly to benefit the landlords, politicians, realty giants and major industrialists.

There was panic in Cherlapalli Jail when a prisoner attacked the warden yesterday. It is reported that a prisoner who is said to be not in sound mind attacked the jail warden in the eye with a spoon. Commuters to pay toll Commuters will have to face toll collection soon for travelling on the 35 km long Patancheru-Shamirpet Outer Ring Road, as the government has issued the orders in this regard. MOHSIN ALI ali@@postnoon.com HYDERABAD: The Hyderabad Growth Corridor Limited, (HGCL), a joint venture company of Hyderabad Metropolitan Development Authority, (HMDA) and Infrastructure Corporation of Andhra Pradesh (INCAP), have proposed to construct and supervise Toll Administrative Buildings (TAB), Traffic Control Centres (TCC) and toll canopies at the toll plazas along the Outer Ring Road. The work, costing `142 crore, will be taken up with loan from the Japan International Cooperation Agency (JICA). Under phase 2, PK Hospitality Services Ltd has finalised the contract for collecting the toll till March 2014. The contractor has to payback `26 crore per month to the Hyderabad Metropolitan Development Authority. HMDA officials told Postnoon that the HGCL has invited requests for proposals for providing consultancy services for construction and supervision of the buildings. The project comprises construction of toll plaza administrative buildings, traffic control centres and subcentres and connected works. The construction will

involve use of modern equipment and construction practices. For the ORR phase 2 that runs for a length of 35.6 km with a diversion of about 3 km at Kandlakoya, toll collection would be introduced at six interchanges at Patancheru, Sultanpur, Dundigal, K a n d l a k o y a , Medchal and Shamirpet.

MIAMI: George Zimmerman, the Florida neighborhood watchman whose shooting of an unarmed black teen triggered a national scandal, has been detained over alleged domestic violence, the Orlando Sentinel reported Monday. Police in Lake Mary, central Florida, were looking into a “possible domestic battery” involving Zimmerman, 29, who was held and then released, the Sentinel reported. Don’t howl like jackals without a cause.” She roared. “Such remarks only show the hollowness of the TDP leader. If that be the case, why should Jagananna be in jail? He should have become a Union minister or Chief minister”

City gets a French connection On her maiden tour of India, French gypsy singer Norig enthralls audiences in a special concert organised by Alliance Française. She talks to Postnoon about her singing career, love for Indian music, Bollywood films and more. ARUN YELLAMATY arunyellamaty@ postnoon.com HYDERABAD: Norig visited India 15 years ago as a fashion designer. She then visited Chennai, Bangalore, Tirupur and Mumbai. Now she is back here as a singer: “I came to India to learn about textiles while I was studying fashion design. Now I am very excited to be here again, because this time I am doing what I love most — singing,”she says and adds. “I love the country and I want to learn a lot about Indian classical music too.” Norig started her musical training early. “I learned piano when I was 10, but never took music seriously, soon I started to miss music and wanted to do something with it as my dad was a classical musician. Then one day I just made up my mind and decided to learn to sing and went to Martina Catella (who used to work with Nusrat Fateh Ali Khan) and started to train with her. “In this movie called the Time of a Gypsy, there was this one song I fell in love with and wanted to sing. So, I told my teacher I want to sing like that. The song motivated me a lot and I never looked back. “I felt an urgency, I just wanted to sing, I did not want to get old and regret not singing.” Choosing between fashion design and singing was a tough decision for her, “Every day I had to fight with myself, choosing between fashion design and music. Finally, I made the decision to take up music. After training I met
guitarist Sabastien Giniaux, he is a very important man in my career. I wrote the lyrics and he composed the music. We used to sing on the streets of Paris and under bridges. It was just for pleasure.” It was after that she released her first album, Gadji. Talking about her first ever concert she said, “I have this friend of mine who is a French singer and she was doing a concert on a boat. She was performing over two days, but she asked me to take her second date and to put on a show. This same friend was recording with Tony Gatlif, a famous filmmaker and
she invited me to come along to the recording, I did not want to go at first, but after I went to the recording, she told Tony that I was a good singer. Tony asked me to sing and liked my voice and made me sing on the soundtrack to a movie called Exiles.” Norig was then invited by Tony to the Django Drom project, where she sang with the biggest names in jazz. Norig is touring six cities in India this year and stopped in Hyderabad before going on to Delhi. She also loves Hindi music: “I listen to a lot of instrumental and Rajasthani music.
I am planning to listen to more classical Indian music.” Talking about her concert in Hyderabad, she says, “I enjoyed my concert in Hyderabad. When I stared to sing, there was a man who stood up and started to dance;
that’s what Gypsy music is for. At the end of the concert a lot of people stood up and were dancing, the concert was great. I enjoyed singing for the Hyderabad crowd.” Norig enjoys watching Hindi movies. Devdas stands out as her favourite film

The town of 2,500 people will send more than 200 protesters in four coaches to join the human chain on September 11, Catalonia’s national day, or Diada, which recalls the final defeat of Catalan troops by Spanish king Philip V’s forces in 1714. Organisers aim to join 400,000 people along the entire coastline of the northeastern region of Catalonia to demand a historic redrawing of the map of Spain.

As the Software Technology Parks of India scheme (STPI), one of the most commonly used amid existing promotional or duty exemption schemes has lost its relevance as income tax benefit went away from 2011 onwards, ASSOCHAM has stressed upon the need to attract new IT services organizations and incentivize the existing ones to scale-up further. ABHAYA SRIVASTAVA Agence France Presse NEW DELHI: A court will hand down its verdict on four men accused of murder and gang rape Tuesday over an attack on a bus that sparked mass protests across India, as the victim’s family calls for them to hang. The parents of the popular physiotherapy student have been at the forefront of calls for the men to face the death sentence over the December 16 attack in New Delhi, which also triggered new anti-rape laws. Their 23-year-old daughter, who cannot be named for legal reasons, died of her injuries on December 29 in a Singapore hospital. The four men, Mukesh Singh, Akshay Thakur, Pawan Gupta and Vinay Sharma, have all pleaded not guilty to the charges which include murder, rape and theft. A juvenile has already been sentenced to three years in a correctional facility, while a fifth adult defendant, bus driver Ram Singh, was found hanging in his prison cell in March while awaiting trial. Presiding judge Yogesh Khanna said last week that he would deliver his verdict on September 10 after dismissing requests from defence lawyers for more time. But last-minute legal challenges could still delay Tuesday’s verdict. The sentence against the juvenile was deferred four times before being handed down. During the trial of the four accused, the prosecution produced DNA evidence, the victim’s dying testimony and statements from a male companion who was beaten up.
The student’s family were bitterly disappointed with the three-year sentence handed down last month on the youngest defendant, the maximum allowed by law as he was only 17 at the time of the attack. The victim’s father has said the family will only get some sense of closure if the four remaining defendants are ordered to be hanged. India has the death sentence for the “rarest of rare crimes”, but does not often carry out executions. The sentencing may not come until a few days after the verdict. Any subsequent appeal by the defendants is likely to take years in India’s notoriously slow legal system. “We will not accept anything below the death penalty,” the father told AFP. “Anything other than the gallows for these men will not be right. It would send out the wrong message, people will lose trust in our judicial system.” He added: “If all four are sentenced to death, I can’t imagine anything being better than that. Nothing could get better.... We will get closure.” The mother of Vinay Sharma, who is one of the defendants, said that she hoped the court would be merciful but feared for son’s life even if he is acquitted.

But within hours, as the US top diplomat was still in the air flying back to Washington from London, his remark caught fire, with Russia embracing it and the Syrian regime also seemingly coming on board. Late Monday, Obama appeared to give it his blessing. “I think what we’re seeing is that a credible threat of a military strike from the United States, supported potentially by a number of other countries around the world, has given them pause and makes them consider whether or not they would make this move,” Obama told NBC. “And if they do, then this could potentially be a significant breakthrough. But we have to be skeptical because this is not how we’ve seen them operate over the last couple of years,” the commander-inchief said a day before he is due to address the nation. He told Fox television that Kerry would be in touch with Moscow to see if there was an “enforceable mechanism to deal with these chemical weapons in Syria.” Political tensions are high in Washington with Congress beginning to debate a resolution calling for approval of US military strikes

against the Syrian regime after a suspected August 21 gas attack on a Damascus suburb. In the slow-moving world of diplomacy, it’s rare to see ideas spread like wildfire. Asked early Monday in London if there was anything Syrian President Bashar al-Assad could do to avert a US military strike, Kerry replied: “Sure. He could turn over every single bit of his chemical weapons to the international community in the next week. Turn it over, all of it, without delay, and allow a full and total accounting for that,” Kerry told reporters. He quickly seemed to shoot down his own idea, adding: “But he isn’t about to do it, and it can’t be done, obviously.”
Reporters traveling back to Washington aboard Kerry’s plane agonized about what he had meant, all the while being assured that there was “no serious proposal” to address Syria’s chemical weapons stock on the table. Except that while Kerry was still in mid-flight Russian Foreign Minister Sergei Lavrov took the ball and ran with in, calling on Damascus to “place the chemical weapons under international control and then have them destroyed.” Such a plan would help “avoid military strikes,” Lavrov insisted, apparently after he had talked for 14 minutes with Kerry two hours after take-off from London. During the call, Lavrov said he had heard Kerry’s comments and Moscow would be willing to engage in the idea of an international supervision of Syria’s chemical weapons stockpile. It remained unclear whether this was just another misstep by the gaffe-prone secretary of state, or a carefully choreographed plant, providing Obama with a possible exit strategy. Obama himself added to the mystery by saying he had discussed the issue with Russian President Vladimir Putin on the sidelines of a G20 summit in St Petersburg last week. Moving fast, Syrian Foreign Minister Walid al-Muallem in Moscow for talks “welcomed” the Russian initiative, even though Assad has never admitted to possessing chemical weapons.

Academy Award-winning director Alex Gibney was granted unprecedented access to Armstrong and his entourage for an entirely different sort of film, prior to the cyclist’s fall from grace. By the time the film finished in 2010 it was “no longer relevant,” Gibney said.

Augusto José Ramón Pinochet Ugarte (November 25, 1915 – December 10, 2006) was an army general and dictator of Chile from 1973 until transferring power to a democratically elected president in 1990. He was the commanderin-chief of the Chilean army from 1973 to 1998 and president of the Government Junta of Chile from 1973 to 1981. He assumed power in a coup d’état on 11 September 1973 that overthrew the Unidad Popular government of Salvador Allende and ended civilian rule a week before its 48th anniversary. In December 1974 the military junta appointed Pinochet as president by a joint decree, with which Air Force General Gustavo Leigh disagreed.

From the beginning, the government implemented harsh measures against its political opponents. According to various reports and investigations 1,200– 3,200 people were killed, up to 80,000 were interned, and up to 30,000 were tortured by his government including women and children. Under the influence of the free market-oriented neoliberal Chicago Boys, the new government also implemented economic reforms, including currency stabilization, tariff cutting, opening Chile’s markets to global trade, restricting labor unions, privatizing social security, and the privatization of hundreds of state-controlled industries. These policies produced what has been referred to as the ‘Miracle of Chile’.
SANTIAGO: Forty years after the coup that toppled Salvador Allende and brought the dictator Augusto Pinochet to power, Chile remains a country ill at ease with itself. Life is very good by Latin American standards. The roads are spiffy and shopping centers are shiny, things work and poverty is greatly reduced. But people question the neoliberal economic model that brought all that about and was instituted by Pinochet, with help from American
economists. And there is a widespread clamor to know more about the many thousands of people who went missing as Pinochet waged a war on anything that smacked of dissent. Indeed, there is healing still to be done. September 11 is the anniversary of the day in 1973 when air force planes bombed the presidential palace. Allende, an elected socialist, committed suicide rather than be captured. These days, people are staging social protests calling for changes to the Pinochet legacy. The general got the economy
moving — at the cost of privatizing education, health care and pensions, and opening up the economy to massive foreign investment. “Today we are looking at another country. A country that decided to go out and march to defend its demands ... with a great degree of conscience and a clear idea that we have to change everything we inherited from the dictatorship. That makes us look at the 40 years in a totally different way,” said Lorena Pizarro, president of an association of relatives of people arrested or who went missing during Pinochet’s rule.
For sociologist Alberto Mayol, “with this commemoration, we are at the end of a political cycle that was born with the dictatorship, continued in the transition and which today is ending.” Students have led the charge. They have staged protests against the Pinochet-era education system. People want to reform a neoliberal economic system that has Chile on the verge of being a wealthy developed country, but with much inequality and a political system that is not very representative. “All the work of the dictator-

These two women were children at the same time, but the coup transformed their lives in wildly different ways. Their fathers were generals in the air force and good friends. But while Alberto Bachelet was arrested the day of the coup for remaining loyal to Allende, and died months later after being tortured, Fernando Matthei was a member of the Pinochet military junta. Michelle Bachelet and her mother were arrested, tortured and had to flee into exile. Evelyn Matthei became part of the dictator’s personal inner circle. Besides demands for change, there is more and more pressure in Chile to unmask the whole truth about a dictatorship that left more than 3,200 dead and some 38,000 people tortured. Pinochet died in 2006 without ever having gone on trial.

Pinochet had taken the helm of Chile’s armed forces just three weeks earlier on the recommendation of his predecessor General Carlos Prats, who was assassinated along with his wife several months after the coup. The unsuspecting Allende, a 65-year-old socialist doctor elected as head of a leftist coalition on his fourth try on November 4, 1970, had personally appointed Pinochet to the post. “My father believed in (Pinochet) until the end because he was recommended to him by General Prats,” Isabel Allende, the daughter of the former leader and now a senator, told AFP. “The betrayal must have been terrible for him.” Years after the coup, the general-turned-dictator told one of this biographers that he had to “liberate the homeland from the Allende chaos and the Marxist cancer.” Journalist Monica

But he certainly knew how to seize an historic opportunity with cunning and sheer willpower no one could have imagined. “Because of his aloof yet shrewd personality, he sensed from the outset that he was not aligned with anyone and that he could impose his will,” said Gonzalez, who wrote a book about the anti-Allende plot. The cruelty that marked his 17-year dictatorship and would claim 3,200 lives became clear on the day of the coup.

Somalis dread the end of Khat Britain is set to ban the herbal stimulant Khat, news that has come as a shock to the Somali communities who chew khat in Britain.
JUDITH EVANS feedback@postnoon.com LONDON: When Britain bans the herbal stimulant khat, Mohamod Ahmed Mohamed will lose his livelihood. But he fears most for his small Somali community without the leaf that fuels its social life. “I can switch to another business but what about the youth, where are they going to go — the street, the mosque, to hard drugs?” he says at his khat warehouse near London’s Heathrow airport. “You are taking away their freedom. Why target us? You will never find somebody falling over on the street or fighting from khat like they do when they are drunk.” Mohamed supplies khat to many of Britain’s 100,000 Somalis, as well as to Ethiopians and Yemenis living here, for whom chewing the bushy shrub is as normal as going to the pub. His growing company takes more than £500,000 in monthly revenues from the stimulant, which provides a euphoric, alert sensation. But the forklift trucks moving hundreds of boxes of khat could soon be stilled after the British government announced it would ban khat, against the advice of its own experts.

News of the ban, which has yet to pass through parliament, came as a shock to the communities who chew khat in Britain. Khat, also called miraa, has been chewed for centuries in the Horn of Africa. Its psychoactive ingredients, cathinone and cathine, are similar to amphetamines but weaker, and can help chewers stay awake and talkative. “I chew on a Friday — it’s like going to the pub,” said Mohamed. One of his workers chimed in: “It’s not a drug. It’s like eating a salad.” Since khat must be chewed fresh, Mohamed’s is a slick operation. Khat is flown to Heathrow from Kenya the day after it is picked; middlemen collect it from Mohamed to sell around the country and it can be in the mouths of chewers by evening. For them, khat costs from £2.50 a bundle, each one wrapped in a banana leaf. Men chew khat in communal rooms called mafrishes, while some women chew at home.
At a mafrish near Mohamed’s warehouse, men chew and drink soft drinks, watch football and discuss events in Somalia and their jobs in London. “I don’t go to nightclubs, I don’t want to stay home. This is my place,” said one 23-year-old chewer.

hat is a flowering plant native to the Horn of Africa and the Arabian Peninsula. Among communities from these areas, khat chewing has a long history as a social custom dating back thousands of years. Khat contains a monoamine alkaloid called cathinone, an amphetaminelike stimulant, which is said to cause excitement, loss of appetite and euphoria. In 1980, the World Health Organization (WHO) classified it as a drug of abuse that can produce mild to moderate psychological dependence (less than tobacco or alcohol), although the WHO does not consider khat to be seriously addictive. The plant has been targeted by anti-drug organizations such as the DEA. It is a controlled substance in some countries, such as the United States, Canada and Germany, while its production, sale and consumption are legal in other nations, including Djibouti, Ethiopia, Somalia and Yemen.

Announcing the proposed ban on khat in July, the minister said Britain risked becoming a hub for smuggling to countries where khat is banned, such as in most of northern Europe. She cited its role in “health and social harms, such as low attainment and family breakdown”. Social worker Abdi Mohamed says he sometimes works with khat abuse cases, including neglected children and
men distanced from their families by too much time at the mafrish. But he also encounters families affected by alcohol and cannabis. “We try to find out what the underlying problem is. The problem is not with the miraa, it’s with the person,” he said. Khat is not physically addictive, but some chewers become psychologically hooked. Abukar Awale became Britain’s leading Somali antikhat campaigner after battling his own habit. “I was vulnerable, I was mentally wounded, I thought everyone was looking down on me. I went through hell,” he said.“I would chew from four in the afternoon, all night long, and wake up wanting to chew again.” Awale believes khat is “the biggest barrier to integration for the Somali community”. Somalis are among the poorest of Britain’s immigrant groups, with high unemployment. Many fled the civil war which has ravaged the country since 1991. The khat ban may criminalise some of them, with predictions that drug gangs will take up the trade.

ussia’s proposal to place Syria’s chemical weapons under international control would be troublesome to enact given it would require time and total cooperation from a secretive regime fighting for survival. Experts say the idea floated by Russian Foreign Minister Sergei Lavrov on Monday, in which Syria’s arsenal would be destroyed under supervision, ventures into unchartered territory, as previous arms control efforts have been carried out after — and not during — a conflict. With more than 1,000 tonnes of chemical agents and precursor chemicals, the Syrian regime, suspected of using such weapons, has one of the world’s most significant stockpiles, according to a French intelligence report. But the process of removing such arms from President Bashar al-Assad’s reach while rebel fighters continue to push for the fall of his government would present major difficulties even if such an accord was reached. “It’s hard for me to imagine how that would happen in the middle of a civil war,” said Daryl Kimball, executive director of the Washington-based Arms Control Association. “Because this is a very diffi-
cult engineering task. It requires facilities to be built to destroy the weapons,” Kimball told AFP. Such an undertaking would require a long-term international presence to track the process, said Kimball, adding: “It’s not something you want to do with the threat of mortar shells hitting the area.” The Russian proposal implies that Syria would have to sign the international Chemical Weapons Convention, forcing it to divulge every detail of its arsenal — a radical move for a regime preoc-
cupied with buffeting its foes, both foreign and domestic. Former UN weapons inspector David Kay, who oversaw the search for weapons of mass destruction in Iraq that were never found, has said any effort to secure chemical weapons sites in Syria would require elaborate, roundthe-clock security to “ensure that others are not entering.” Even in peaceful settings, destroying a country’s chemical stockpile under international law is a complicated undertaking that takes years and billions of
dollars, with international inspectors on hand at every step. Under the international convention, the United States has spent nearly $35 billion to incinerate 90 per cent of its stockpile over more than two decades. Special destruction chambers had to be built at chemical weapons depots across the country with bombs, rockets and artillery shells destroyed one by one. The painstaking task may not be completed until 2021, according to arms control expert
Paul Walker of the non-profit group Green Cross. Since the 1990s, Russia also has invested heavily in efforts to eliminate its arsenal. And as of 2012, Moscow had destroyed 54 per cent of its chemical weapons, according to the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague. There are essentially two ways to get rid of chemical weapons: burning them in an incinerator, which has been the primary method in the US; or neutralizing them with other chemicals, which has been the approach in Russia and — most recently — Libya, experts said. In Libya, one of 189 countries to sign on to the convention, authorities use a “mobile destruction facility” to inject a neutralizing chemical into batches of prohibited agents, he said. When a government agrees to the convention, it has to identify its stockpile in minute detail, “down to the kilo of agents and type of munitions,” Luhan said. That comprehensive inventory then becomes the baseline for destroying the weapons. If Assad was to agree, “it would be a 180 turn-around for Syria to acknowledge they have chemical weapons and get rid of them,” Kimball said. Given Syria’s track record, there would need to be the threat of force from a UN Security Council resolution to make sure the country made good on its pledges, he said.

About 11,000 officers of the All India Services have gifted themselves the luxury of getting medical treatment outside the country for themselves and their families at the cost of the exchequer. So what is it that makes them and their family members above the common Indian citizen? It is, after all, these very sahibs that grant licence to establish medical schools and hospitals. 1. Is the government saying that the health-care facilities and infrastructure in India are substandard and those that created it themselves have no faith in it? 2. When India is itself becoming a health tourist destination, what is the message we are sending to those coming in for health care? 3. Can India afford to pamper its ruling elite with such goodies?

ot very different from the lives you led in schools, one waits eagerly for the clock to strike five to rush out of the office. This is irrespective of if you have finished your work for the day. The standard working time for those who are in involved with paid occupational labour in the country is nine to five. Not surprisingly, the average working hours per day in countries around the world is eight hours per day. According to the Organization for Economic Co-operation and Development, Mexicans work longer than all the countries and devote an average of 10 hours to paid and unpaid work. And Japan is close behind with nine hours of work per day. While in
Belgium it is lowest — 7.1 hours a day. And yet, it is obvious for those who having been working for a while that your efficiency has little to do with the number of hours you put in for work. "No matter how many hours you slog in office in a bid to finish work, there is very little you can accomplish. For me, the longer I sit in office the less productive I become. I end up facebooking and not concentrating on my work. There are also days when I am stuck at office in spite of finishing my work because it is not five yet. I miss out on all a lot of me-time by because of that," says Shanaya K, who works with a Hyderabad-based IT company. For many, longer working hours is a matter of pride. In a competitive environment, voluntarily working from morning 7 am to 10 pm and having to have lunch from the desk is more like a badge that sets you apart from the rest. However, working late doesn’t necessarily leave a good impression nor does it help in your effi-
ciency. On the contrary, this will be counterproductive and you will burn out faster than the rest of your colleagues. "Dedicating your mostcoveted free hours to work can only backfire since this will ensure that you get fed up of your work sooner. Moreover, this is a habit you cannot continue for long and by devotedly following this for a while, you are giving false hopes to your boss which can work against you in the longer run when you eventually realise you cannot keep up this habit. So, it is necessary to treasure your free hours and be protective about them," a Mumbai-based HR professional Seema K says. According to author Tony Schwartz, one needs to manage one’s energy and not time to get the most desired results. A person can concentrate on a particular task only for 90 to 120 minutes. After this period, you need to take 20-30 minute break in order to perform well in your next task. So it’s time company heads rethink their policies in order to get the mostfavourable results from their employees.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Barguil somehow held on to win a photo finish with Colombian Rigoberto Uran as Poland’s Bartosz Huzarski took third on the 146.8km 16th stage from Graus to Sallent de Gallego. Italian Nibali, meanwhile, struggled mightily on the climb to the finish as he was dropped by American Chris Horner with around 3km to go, losing 22 seconds on the RadioShack rider and seeing his overall lead trimmed to just 28 seconds with

UCI ELECTIONS McQuaid confident of quick win
BUENOS AIRES: Cycling chief Pat McQuaid told AFP he is confident that now he has been cleared to be a candidate he will be re-elected easily as President of the International Cycling Union (UCI) later this month. The 64-year-old Irishman - who has been president for eight years - has faced a vitriolic assault on him since the other candidate Englishman Brian Cookson entered the race in early June. McQuaid has been attacked for many things including his handling of the Lance Armstrong doping scandal, which eventually saw the UCI strip the

However, he has fought back in a battle with Cookson -- whom he once thought of as an ally having brought him into the UCI -- that has become increasingly personal.
