In a landmark verdict, the Supreme Court ruled Wednesday that a convicted elected representative cannot continue in office. NEW DELHI: An analysis of affidavits declared by MPs and legislators shows that around 30 per cent of 4,807 lawmakers have criminal cases against them, said a think-tank. The Association for Democratic Reforms and National Election Watch, in an analysis of the affidavits provided by candidates to the Election Commission of India before contesting an election, also found that 14 per cent of the current MPs and legislators have "serious criminal cases" against them. According to the data, 162 or 30 per cent of the 543 Lok Sabha MPs have declared criminal cases against themselves, while 14 per cent of the

Those applied were asked to come to RGI airport and collect the tickets and visa on July 6. Accordingly over 300 people came to the airport and found no Hafeez. During investigation another shocking thing came through. The inspector said Hafeez had earlier sent a few batches for Umrah and they are suffering in KSA as their documents are not in order. None knew these facts until the police began probe. However, the most tragic thing is that nobody knows his roots and therefore it is difficult to trace him in Bihar.

ALEENA ALICE aleena.t@postnoon.com HYDERABAD: “It’s good enough for thee, but not for me,” seems to be the attitude of government school teachers when it comes to the education decisions made by them for their own children. According to the orders by the school education department, admission into any school is open till the first week of August. However if there are any vacancies for seats at this time of the year it’s only at government schools. Unfortunately even the Vidya Smabarallu organised by the education department this year failed to attract many students. Of late, government schools seem to have become a place of education only for children below poverty line. But even the rich teachers want to teach in government schools! What a double-game! A newly- appointed teacher at a government school requesting anonymity said, “This year I admitted my daughter in Lower Kindergarten at a private school. The facilities at government schools are very bad. If not luxury at least basic facilities should be provided, but that does not happen there. I do not want my daughter to suffer hence I admitted her into a private school.” While ironically, it’s these same teachers who clear several competitive exams for a job at a government school. Another government teacher, said

“Students who take admission into government schools, come with medium IQ, and no scope for students to compete and do better. The quality of education is better at private schools, so I would prefer my children study at a private school.” Enraged at their mask, a tax professional in the City, Narendra Sahu said, “These teachers and staff of public schools do not realise that when they denigrate public schools it includes them, as sub-standard teaching is one of the main reasons for parents to prefer private schools.” Condemning this attitude various unions and child rights organisations say, that it’s because of this attitude by the teachers, the government is taking public schools for granted.

‘States fail at e-waste handling’ NEW DELHI: Most of India’s states have failed to implement e-waste rules which came into being in 2011, according to a study released Tuesday. The study ‘E-waste Management in India — Role of State Agencies’ by Toxics Link exposes the lack of effort and action by most state pollution control boards and committees. “The implementing agencies have failed to put any systems in place, even two years after the rules came into force,” the study said. The Union environ-

mushrooming e-waste. “This deficiency is reflective of lack of application and commitment to improve environmental management in the country and the need for some

stringent measures to change this situation,” said Ravi Agarwal, director, Toxics Link. According to the rules, state pollution control boards were required to undertake inventorisation of waste in their respective states but only a couple of states have completed this. The state pollution control boards and committees are the agencies responsible for monitoring the implementation of E-waste Management and Handling Rules, 2011. However, with no initiatives to create compliance

mechanisms and no action taken against violators, large electronic brands have been continuing to brazenly defy the letter and spirit of the rules. Management of e-waste is critical in India, owing to its exponential growth and the rudimentary recycling practices prevalent in the unorganised sector. Studies so far indicate that eight lakh tonnes of e-waste is generated in India annually, a figure expected to go up 500 times by 2030. IANS

PADMINI COPPARAPU padmini.c@postnoon.com HYDERABAD: With an 87 percent rise in population over the last decade, the Hyderabad Metropolitan Area is likely to buckle under its weight if left unchecked, say urban planners and demographers. From a population of 4,010,328 in the 2001 (according to the census), the number has almost doubled: as per the Hyderabad Urban Agglomeration, it’s 7,749,334 in 2011. In fact, with the incorporation of 12 municipalities of the Hyderabad, Ranga Reddy and Medak districts into Greater Hyderabad, it is now estimated to be the fourth populous city in the country. But the intense growth has placed huge strain on the city’s natural resources and infrastructure. “Our city’s master plan, i.e, our infrastructure is planned as per previous statistics and future

projections but the ground reality is different. New areas with high population density are coming up in the city everywhere without proper infrastructure. Horizontal growth of the city is eating up agricultural lands and ground water is rapidly depleting. Rising transport costs mean that more people want to stay closer to the city. Inequitable development and rural to urban

migration mean that we are going to have a lot of challenges,” warns Anand Babu, additional commissioner of town planning, GHMC. But experts say that sharp rise in the city’s population cannot be seen in isolation but as part of the county’s changing demography. Compared with cities like Delhi and Mumbai, Hyderabad is placed a little ahead of its needs,

The days of the 65-km-long narrow gauge train from Dholpur to Tantpur in Agra district are numbered. The century-old train, that ferried the famous Dholpur stone for the construction of Rashtrapati Bhavan and Parliament House in Delhi, is going to make way for a bigger and more modern one. North Central Railway has drawn up plans for gauge conversion on the line and in this year’s railway budget `212 crore were released to begin work between Dholpur and Sir Mathura. As the train chugs into history, locals have been filled with nostalgia. A senior scribe from the area, Rajiv Saxena, said he would miss the slowmoving train. “The romance of this adventure trail will now be over,” Saxena told IANS. Rao Narendra Singh from the royal family of Sri Mathura said: “It’s slow like a snail, you can get off and climb back and it’s fun to be on the roof of this strange mode of transport.”

“The British, who wanted to shift the capital from Calcutta to Delhi planned the railway network in this area to ferry the famous Dholpur stone used for construction of the official buildings in New Delhi,” recalled Rao Narendra Singh. KOLKATA: The medicinal power of the humble neem, widely used in India as an insecticide and germicide, is now being channelised by a group of Kolkata scientists to wage a war against cancer. The team of researchers at the Chittaranjan National Cancer Institute (CNCI) here has shown (in its two successive papers) how a purified protein from neem leaves inhibits growth of tumour cells in mice. Instead of targeting the cancer cells directly, the protein — Neem Leaf Glycoprotein or NLGP — modulates the

Watching a film in Hyderabad is more than just a ritual and it used to be much more vigorous few years ago. Do you have any fond memories from your teenage years? Absolutely. I still remember the incident which happened while I was trying to buy tickets for Krishna Vamsi's Murari. The theatre gates were opened just an hour before the show and the crowd was so huge that it led to a stampede. On top of that, there's no guarantee that you'll get a ticket. We used to fight a lot for the tickets and it was a big achievement when finally got our hands on them. I was once even beaten up by the police for standing in the wrong queue (laughs). After all these years, when I finally got a chance to work with Krishna Vamsi sir, we share a very different equation. I'm brutally frank with him on almost every aspect and if he tries to object, I remind him about the incident which happened on the day when I watched Murari. It's almost like I have a right to express my opinion because I revere his work so much and expect him to live up to the standards he is known for.

We can't blame the audience and the change should happen in film industry first. Film-makers like K Vishwananth experimented a lot more in the 80s, but we have not been able to match up to the stories they told back then, despite having all the technology, budget and a surge in moviegoers. Will anyone be able to make a film like Shankarabharanam now? There'll be a lot of people who would say that even if such films are made, people won't watch them today and that's a big debate.

Having lived all your life in Hyderabad, how much has the City changed over the years? I feel that the City keeps changing all the time. When I got to other cities to shoot my films, when I come back, I can see the difference. It's interesting how we notice small things, despite knowing almost everything about the City. They say that home is where the heart is and Hyderabad is my home. Honestly, I feel like an alien in every other city and it's only now that I am getting used to Chennai. Having said that, this is not the city where I grew up in. It used to be quite a peaceful and a secure city to live in for families, but off late, it's slowly changing. A lot needs to be done to restore the harmony which the City once had and it has to be a collective process.

People start screaming even before the titles roll on the screen. There was a tinge of sadness when the film ended and I was all the more eager to watch it again. Now, I can't do all that. People who are used to watching films in multiplexes don't understand the craze for big stars and they won't until they watch such films in single screens. It's unadulterated joy.

HYDERABAD: Ship of Theseus, the philosophical movie of Anand Gandhi, which has been drawing attention, is set to release in the City soon. The makers of the film have put up a voting system where people who want to see the release of the film in their city should vote for the film. According to the system, Hyderabad film lovers have sent in a lot of votes for the viewing of the film in their city. Talking about the Movie’s release in Hyderabad, Anand, says, “I am very happy the movie is being released now in Hyderabad. We had a voting system to know which city’s people are responding to the film and we got a lot of response from the Hyderabad audience. So it is all set to release in Hyderabad.” Anand Gandhi began his career in showbiz as the writer of Ekta Kapoor’s longest running soaps, Kyunki Saas Bhi Kabhi Bahu Thi and Kahaani Ghar Ghar Kii, but he says it was 10 long years ago. “I was a 19-year-old, I was doing quite a lot of things, I was exploring all kinds of expression, painting, sculpting and trying out a lot of things I was interested in, other than television. It’s just that a few articles have been coming out about the serials I have done, but it was long ago. I left television when I was 20 ... long ago.” Talking about the film and how the idea of making this film

came about, he said, “ I had a lot of philosophical questions on morality, ethics and ideologies. I made two short films before this film, so I was looking at a few philosophical problems, so when I thought I could bring the philosophical thought into narrative format, I decided to make a feature film and found a way to put all the things that matter to me

They should never make a film out of impatience.” Ship of Theseus weaves four different stories together: one of an intuitive brilliant blind photographer; the next a monk’s ethics put to test; then of an obsessive compulsive clockmaker with an ailing heart; and last a young stock broker who gets caught up in the stolen kidney

he world of start-ups is ever-growing. While the fraction that feels secure in a 9 to 5 job is just as vast, it is hard to ignore the fast growing shift to entrepreneurship. Dharuni Garikapaty left behind her 18-year long career in documentation and technical writing when the need to do something meaningful took over. It took her about seven months to put her finger on crafts while knowing it well that it had to generate profits even if it was more out of passion. “Stories of hardships faced by artisans were doing the rounds. I wanted to help, I wanted to work with other people, but I knew this was no charity,” she recounts. Dharuni runs Hands for Help which makes products of contemporary taste using handlooms. Hands for Help has been a big risk for Dharuni but she finds it stimulating. Like her, there are many who leave their long careers behind and start all over besides the fresh graduates who jump into it even before they procure their degrees, or think of applying to a Master’s course. They start off

with what they know and seems like the trial-and-error method gives them the kick of being an entrepreneur. Besides, the most important factor is not having to answer to a boss, and creating something. Chandni Mathur, 23, and her friends, launched Hoozinc making t-shirts that Hyderabadi youngsters could easily connect to. Three years down the line, they have branched to customized canvas paintings and official merchandise, and have recently set up a store in Banjara Hills. “Our parents loaned us money, and we had some saved, too. Our friends who had taken

Hyderabad Angels, (since 2010) identifies potentially viable start-up ideas, connects them to investors and mentors them. Sanjay E Shetty, secretariat member of the company explains, “The silicon valley led to the dot.com boom. People had innovative concepts which they were more than willing to pursue. Since 2011, there have been 2,000 registered start-ups from Hyderabad alone and I think soon there will be 10 new ones every month. So far I have found 300 of these to be active. Sadly, women entrepreneurs don’t make for more than 4% of the count.”

game. GTA V will let you dive off planes, or go scuba diving or even buy a car just so you could crash it. In short, this game lets you use money like you would in real life.

DYNAMIC WEATHER

Weather hasn’t been a major factor in games yet and only a few racing titles have used this feature at least reasonably well. Looks like GTA V might have dynamic weather and this might change the way you play the game. Some of the screenshots released till now show thunderstorms that might be a problem if you’re in one of those fancy jets available in the game. Hopefully weather effects won’t play spoil

We don’t know much about this yet, but I have a vague feeling this might turn out to be like Crackdown. Now imagine hundreds of people just running amok across a city flying planes incredibly low and making life hell for the cops. I wouldn’t want to live in such a city in real life but I always wanted to know what anarchy tastes like and it tastes like GTA.

CUSTOMISATION

Everything you own in this game — car, house, your own body — can be customised. The depth of customisation looks pretty awesome and just might make gamers want to spend more time in the game. According to the gameplay video that was released you can buy houses in the game, but the extent to which they can be customised or furnished is not clear yet. If by some luck they manage to pack in customisation options like in The Sims, this game will sell like gold. NOTE: This game has mature content and is not meant to be played by children.

ehind the scenes, a team of international experts have for months been working on a plan to boost the stagnant Palestinian economy, set to be launched if peace talks with the Israelis resume. US Secretary of State John Kerry unveiled the broad contours of the scheme to attract some $4 billion in private-sector investment over the next three years at a World Economic Forum in Jordan in late May. But decades of frustrations and disappointments mean the concrete details are being kept under wraps until there is an agreement to resume the talks, stalled since September 2010. The hope is that, hand in hand with movement on the political front, the scheme could sew tangible economic benefits on the ground to alleviate dire unemployment and poverty for the Palestinians. Kerry said business experts had been working to make the project “real, tangible and shovel-ready,” adding an initial analysis had predicted “ stunning” results. These included boosting the Palestinian GDP by as much as 50 percent over three years and cutting unemployment from 21 per cent to eight per cent. But similarly ambitious US-led plans by past administrations have faltered, and a blanket of secrecy has been thrown up as Quartet special envoy Tony Blair and his team hammer out the details with the aid of international experts. Critics say the vague details may signal a lack of substance.

ddiction is defined ‘as a condition that results when a person ingests a substance (alcohol, cocaine, nicotine) or engages in an activity (gambling) that can be pleasurable but the continued use of which becomes compulsive and interferes with ordinary life responsibilities, such as work or relationships, or health. Users may not be aware that their behaviour is out of control and causing problems for themselves and others’. While this was not really a topic covered in medical school, there is a recently introduced activity that has about 45 million people participating in it a day, with another 200 million recreational users. I must confess that while I am not an addict, I am a recreational user. I do occasionally find myself wanting to partake in this activity, but never had a strong desire to do it that has resulted in my forgoing daily responsibilities. The activity is often referred to as ‘crushing’, playing the game Candy Crush Saga. If you are not one of the millions that crush, you might just know someone who is addicted (in my case, my mother and sister-in-law can be found crushing daily). Here are some signs that you may be a Candy Crush addict: n You get annoyed when people talk to you while you are crushing. This also includes

phone calls and text messages. Worse is when you are crushing on your phone and a call comes in, which you automatically decline to answer so as to continue crushing. People who you barely know all of a sudden become your best friends or favourite relatives because they are dependable when it comes to getting lives and tickets. You have actually spent money on Candy Crush. You have lied about spending money on Candy Crush. You have changed the date and time on your device to get more lives. It is constantly on your mind.

isakhapatnam is becoming the crime capital of Andhra Pradesh for rising crime against women. Rape and molestation by known persons and relatives of the victims is a cause for concern. According to City Crime Record Bureau, 26 cases of rape and 49 of molestation are reported in the city so far this year as compared to 56 rape and 28 molestation cases in 2012 and 51 and 31 respectively in 2011. Some of the sex scandals with origin in the suburbs of Vizag have backing in the statistics presented by the National Crime Record Bureau, women’s organisations such like AIDWA, POW. Lack of effective steps to curb atrocities against women, industrialisation of Vizag, easy availability of liquor and victims walking easily into traps laid by known accused are issues to be addressed. Stringent punishment and handling of crimes against women in fast track courts will help in creating fear in the minds of culprits. The national hue and cry after the Delhi gang rape seems to have helped little. Cases of rape against children and infants are growing.

hat happens when you are trapped inside a room, with few other people, and there's no way to escape? First you begin to panic, then you become frustrated with your helplessness and then you leave it to fate to decide your life. Somewhere in the middle of the process, your animal instincts emerge as an involuntary reaction to your predicament and bizarre things begin to happen. Extrapolate this situation to an entire town which is trapped under a dome, we have something even more interesting in hand. Brian K Vaughan, who developed this idea based on a novel of the same name written by Stephen King, teases us with the explosive nature of the premise right in the beginning of the series and that sets the tone for the rest of the show. If the first episode of Under the Dome is anything to go by, we have a brilliantly written TV show which promises to be an edgeof-the seat action drama, apart from all the mystery, sci-fi behind it. The first episode begins with Dale "Barbie" Barbara

(Mike Vogel), an Army veteran burying someone under mysterious circumstances and then we are introduced to Angie (Britt Robertson) and James (Alexander Koch), who are having an affair. When James proposes to Angie, she snaps at him, which irks him beyond belief. After Dale completes his mission, on his way back, his car veers away from the road and by the time he recovers from the shock, a dome like structure cuts off the entire town from rest of the world. The dome forms an invisible

fence and Dale realises that it transmits static electricity which makes it all the more dangerous to touch it for a long time. Panic grips the entire town and Howard "Duke" Perkins (Jeff Fahey), the chief of police, is the most worried of the lot. He realises that the residents will soon run out of patience, but nothing in this series is as simple as its seems. Almost every character withholds a dark secret and we are introduced to them slowly. The first episode ends with a bang and we suddenly

realise the gravity of the situation when the military gets involved. One of the good things about the show, or at least the first episode, is that there is always an element of mystery. We are informed about trucks carrying propane just days before the dome engulfs the town and James Rennie, a politician in the town and Duke seem to know what's happening around them. However, a major part of this story revolves around Dale, Angie, James and Julia Shumway (Rachelle Lefevre), an investigative reporter, who befriends Dale. The acting is spot on and for an episode which spans nearly 45 minutes, it holds our interest quite well. The conflicts between the characters are as important as the larger problem they are all trying to face collectively and this is where it turns quite explosive. Fear of the unknown is more than enough to keep us on our toes, but Under the Dome goes a step further. It delves into the survival instincts of the town’s inhabitants. That's one of the reasons, why Under the Dome is one of the most exciting series of the year. The only question is, will it be able to sustain our interest?

hen it comes to stomach pain, finding the cause of your tummy trouble can be a hard puzzle to solve. The main function of the stomach is to break down and digest food in order to extract necessary nutrients from what you have eaten. It acts as a place of storage, so that two or three meals a day can provide all our energy needs. Without this, we would have had to eat bits and pieces all day. Secondly, it also aids the digestive process, as it is here that food is turned into a semi-liquid substance so that the nutrients can be absorbed from it. A third very important function of the stomach is the destruction of contaminants that the food may contain — bacteria and other micro-organisms. Very little is absorbed into the bloodstream straight through the stomach walls — aspirin and alcohol being exceptions to this rule. A change in food habits, intolerance to a specific kind of food can cause a lot of problems. Dr B Venkat Kumar tells us more. Which are the most common diseases with which patients come to you? Most of the patients that come to us are for problems related to gall bladder stones, acidity and even ulcers. Earlier the incidence of ulcers and stones was limited to the age group of 40 and above but now with the changes in lifestyle especially chronic smoking and drinking, teenagers too come for ail-

ments such as gall bladder stones and ulcers. Instances of stomach cancer too are on the rise, with cases of people giving into smoking. Unfortunately, no proper diagnostic centres are there in the City and often cancer symptoms are misinterpreted for acidity. What are the procedures that you have had to do the most? Previously the surgeries or operations associated acidity and ulcers were quite high a decade ago, but now due to advancement in the medical field and since medicines can cure most part of the disease incidences of such therapeutic surgeries have come down. Only in cases of malignancies do we require major surgeries. In fact, most of the cases at present are related to laproscopic surgeries for gall bladder problems. How does today’s lifestyle affect the stomach? Any lifestyle change, lack of exer-

cise, smoking by men and women, excessive drinking, improper diet especially junk food can do a lot of harm to the stomach. How does overeating or under eating affect the body? Overeating leads to obesity. Earlier obesity was just considered a cosmetic problem but now the WHO has declared it a disease. It leads to a lot of other problems like diabetes, hypertension and even heart problems in some cases. In case of under eating it does more harm than good. Cases of

malnutrition are high especially in the lower economic zones and rural areas. Lack of proper nutrients can cause brain damage and even behavioural problems. How does one work towards a healthy stomach? Taking care of the diet is imperative. Be sure to include green leafy vegetables in your meals be in the raw or cooked form. Reduce the consumption of simple sugars to prevent rise of diabetes or other related diseases. Remember to exercise and keep you weight in check. Avoid junk food as well. What other parts of the body get affected when one has stomach problems? Since the stomach is the central part of the digestive system, it is the first place that shows infection. Problems like indigestion arise and also it’s absorption power is hampered.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Oz to ban broomstick putters from 2016

SYDNEY: The Professional Golfers Association of Australia on Thursday said it will ban the use of broomstick putters at its sanctioned tournaments from 2016 to move in line with other international tours. The new rule will ban players from anchoring a club directly, or by use of an anchor point, against any part of the body, effectively banning belly and chest putting. The anchored stroke has been in the spotlight since being used by a series of players to win major championships, with Australian Adam Scott the latest to use the club to claim the Masters title at Augusta in April. PGA of Australia chief Brian Thorburn said his organisation wanted to avoid a situation in which professional golfers would have to compete under different conditions on different international tours. “The implementation of this rule will inevitably affect a number of our professionals who compete both at home and abroad, and it’s important they now have clarity and time to adapt,” Thorburn said in a statement. “Throughout this process our greatest priority was to ensure consistency so that when our professionals, and of course visiting internationals, play in Australia they will be competing under the same conditions adopted across all the world’s top tours.” AFP

The Cosafa Cup Group A win in Zambia atoned for a seven-goal thrashing by the Seychelles in the same competition five years ago. Mauritius dominated exchanges in mining town Kitwe from the kick-off of a dead rubber in a mini-league won by Namibia Monday. Gurty Calambe side-footed a Jean-Pascal Bazerque cross into the net on 14 minutes to open the floodgates in warm, windy conditions.
