Hyd lab to test DNA samples

PATNA: The National Investigation Agency (NIA) has sent eighteen samples to Hyderabad for DNA test in connection with the serial bomb explosions at Bodh Gaya’s Mahabodhi temple in Bihar, a police official said Friday. The NIA, which is probing the case, is yet to make any breakthrough. "Five days after the serial bomb explosions, no concrete leads (have come up) so far and NIA has sent 18 samples collected as evidence for DNA touch test to Hyderabad," said a police official in Gaya, about 100 km from here. The NIA officials also began to question private security guards of the Bodh Gaya Temple Management Committee who are responsible for the internal security of the temple complex. Though NIA began a probe into the serial bomb explosions Sunday night itself, it formally took over the investigation after Bihar Chief Minister Nitish Kumar requested the Union home ministry Tuesday. The NIA detained six people and released all of them after questioning. The Bodh Gaya temple is a UNESCO World Heritage site. It is where the Buddha, who was born in neighbouring Nepal, attained enlightenment around 2,550 years ago. IANS

The news carried by a section of media following the judgement of the apex court hinted that YS Jagan Mohan would not be able to contest the next General Elections as he is being kept in jail and facing serious allegations. However, the legal community of the State itself is confused a lot over the issue. Speaking to Postnoon, senior High Court advocate Sri Ranga Rao said that Thursday’s SC judgement clearly bars YS Jagan from contesting the future elections. “SC judgment made it clear that leaders kept in jail for a long time and facing serious criminal charges can’t contest the elections. Kadapa MP YS Jagan Mohan also comes under the same category,” he said. However Rao hastened to add the judgment of the SC would not stand upon appeal as it would be reviewed by the

GHAZIABAD: In a daring and quick response, an injured businessman shot dead the contract killer who came to murder him in Modi Nagar town of this Uttar Pradesh district, police said. n a small village called Dhannaram in Vikarabad, about 70km from Hyderabad, a trailblazing trend in education seems to be in the making. Proving the fallacy that quality education is always expensive, Swami Vivekananda Gurukul of Human Excellence, a CBSE-affiliated school, has pledged to give rural kids the best of facilities a City corporate school offers at an amazingly cheap fee. A bonus point, says the chief promoter and educationist Dr K Rajasekhar, is the education will not be a heretic move aiming at a tech degree but one that inculcates the core values propagated by the great saint-patriot Swami Vivekananda. “If the nation had taken Vivekananda’s course on education, much of the trauma the youth face today could have been avoided,” Dr Rajasekhar is sure. The school is run by YAGNA (Youth Awakening for Glorious Nation), which is striving towards instilling core values in budding citizens to make them responsible sons and daughters of India. The foundation takes inspiration from the teachings of Swami Vivekananda and Ramakrishna Paramahamsa. It is significant that the foundation is instituted by medical practitioners “Even parents in villages today want their children to study in English medium schools but can’t afford it. We would meet their aspiration,” says Dr Rajasekhar. “It would be a quality education with human values so that a future citizen bearing ethical values is moulded. POLITICIANS AND MERCHANTS Dr Rajasekhar blamed the politi-

cians for the existing commercialisation of education. He has already made several enemies in Vikarabad by offering CBSEstandard education at cheaper rate. The fee in the school ranges from a paltry `3,500 to `5,000 for all the classes up to Class VII. But the doctor seems unperturbed. He said that he is ready to take on anybody for achieving the vision of implementing the teachings of Swami Vivekananda. “I know that many people would become my enemies for offering quality education at a very low price. But I am ready to take on anybody as I have undertaken this mission with a vision,” he said.

FIGHTER TO THE CORE

He is not worried because he has been a battler even in his student days. He was a very active student leader during medical college days. He led a huge agitation of junior doctors in 2004 and succeeded in removal of user charges imposed by the State government in government hospitals and also played a key role in removal of Non Resident Indian (NRI) quota from government colleges in order to help many aspirants of medical education. “The government had implemented the draconian policies

to extract money from poor people of the State. How can the State, which is responsible for the welfare of people, charge money to provide medicare? We protested against this as junior doctors and our agitation was a great success as it forced the State to fulfil our demands,” he recalled. It was then that Dr Rajasekhar, along with some of his friends, resolved to change society by inculcating the values of Vivekananda. To achieve this vision, he set up YAGNA in 2007 and started serving orphans and other needy people. Advocating another great need to offer medicare at affordable prices, the doctors have plans to set up an exclusive hospital. “Our proposed hospital would provide healthcare at very low prices. For example, we will only charge `2,000 for a surgery which cost `70,000 at another hospital. Our idea is to tell the people that healthcare is as cheap as any other free service,” he says.

CONFRONTATION

The revolution pioneered by the school has angered commercialminded education institutions. When the school authorities, led by its Principal Marlene Mannas, went to nearby villages as part of their campaign to admit rural students into their school, parents gave them a warm welcome and admitted their children, who were studying in other private schools, into the gurukul. Seeing this sudden change, the private school managements, who were charging exorbitant prices, quarrelled with the parents. But thanks to the guidance of Marlene, the parents, most of them semi-literate, gave befitting answer to the confronting private school managements.

very day scores of old buildings are being demolished in various parts of the City under the demolition drive launched by the GHMC after the City Light Hotel incident. But what’s surprising is that while most of the age old buildings, which are on the verge of collapsing, are left untouched, the GHMC seems to be in a hurry to bring down houses in which people have not been residing for years now. Since Tuesday, the GHMC has demolished 111 old structures which are in a dilapidated state. Out of them more than 80 structures are residential houses, interestingly even among those 80, more than half are just small rooms country tiled which were constructed years ago and people no longer live in it. Postnoon visited few of such spots and found that most of these residential structures that have been demolished are not as harmful as the big buildings that have not yet been identified and left untouched. Moreover these houses have a common compound wall and the demolition is effecting the adjacent houses. “Nobody is living in the house next to ours, it’s just one room that was constructed by the owners so that the land does not remain vacant and turn into a dump yard. Yesterday the GHMC officials came without any prior notice and demolished the house. Since my house is right next to it, the common compound wall too was demolished and, now it is inconvenient for us,” says Nagender who lives right next to the house at Banjara Hills, Road no. 4. On Thursday the GHMC officials had to face the wrath of a few local residents who stated that the civic body did not give them any prior notice about the demolition. “Why is the GHMC

I personally think that such technicalities should be shot down. There are many cases where minors have got a death penalty or life imprisonment and this case should follow suit. We cannot let monsters like him back to hurt more innocent people. Will courts take responsibility if he commits another heinous crime? A bad person is just a bad person. And needs to be punished severely.

Rather than complaining, I think people should start respecting the law of the land and have trust in our judiciary system. Judges are more aware about the laws and the repercussions of their action than we do. They study the case thoroughly and take all the facts into consideration before

Summer sizzle fizzles The downfall of flippant dreams began when the Tom Cruise-starrer Oblivion bombed like a Scientologist at a conspiracy theory conference.

t was supposed to be the year the box office records tumbled like a drunken trapeze artist. The titles sent shivers of glee through every fanboy on the planet and beyond (yes some do live on a rock in the darkest recess of the universe, usually referred to as ‘their parent’s basement’): Oblivion, After Earth, World War Z, Man of Steel, Pacific Rim, et al. And so when summer began studio execs were already signing off on their new homes in Malibu and on the banks of Lake Como…oh how those majestic temples to avarice will now lie vacant. The downfall of flippant dreams began when the Tom Cruise-starrer Oblivion bombed like a Scientologist at a conspiracy theory conference. Oblivion was so devoid of anything remotely resembling emotion that even Cruise’s famous smile seemed dimmer under the harsh postapocalyptic sun. Then there was ostensibly M Night Shyamalan’s

comeback flick, After Earth. One thing is now for certain, M should simply stop directing and take up something he’s better at, like talking about how he sees ‘dead careers’. The vehicle turned out to be nothing more than a melodramatic acting class conducted by Will Smith for his gratingly serious son Jaden (of course the ‘have-date-willwear-iron-man-costume’ incident tends to put a dent in that idea). A documentary on String Theory narrated by Keanu Reeves seemed veritably spellbinding after that. So hopes rested on Zack Snyder’s Man of Steel. He, under the watchful eye of Christopher ‘I’m Batman’ Nolan, was set to make sure the underpants remained on the inside this time. Well, in that, he did succeed. But if you thought The Avengers had too much over-the-top action, then Man of Steel would send you into a state of stunned catatonia. The abandon

The attack portrayed the world’s only Muslim nuclear power in an appalling light as Western leaders and celebrities fell over themselves to turn Malala into a global icon of child rights. But while she gears up to address the UN General Assembly on Friday -- her 16th birthday and nine months since the shooting -- more girls than ever in her home, Pakistan’s northwestern Swat valley, are in school. Educationalists say it has less to do with Malala’s fame and more to do with a growing confidence that far from being resurgent, Taliban influence is declining in Swat. “Many students were actually scared when the government named a college after Malala,” said Anwar Sultana, head mistress of Government Girls High School No 1, the oldest in Mingora, the main town in Swat. Last December, around 150 girls at another school protested against the renaming of their college after the injured schoolgirl, fearing it would make them a target for militants. They tore up and stoned pictures of Malala, since nominated for the Nobel Peace prize and now being privately educated in Britain, accusing her of abandoning Pakistan. ven in hopelessly divided Washington, everyone is agreed, something must be done about immigration reform — the big ticket political issue of the year. But as often in the treacherous ways of the US capital, what the power brokers say may disguise reality rather than clarify it. “Inaction is not an option,” said White House spokesman Jay Carney. “This is a problem that demands addressing,” said Republican Senator John McCain Thursday. “Speaker Boehner and the Republican leadership realize that doing nothing is not an option,” said Democratic Senator Chuck Schumer. And Boehner himself said: “a vast majority of our members do believe that we have to wrestle with this problem.” So does the sudden outbreak of bipartisan agreement herald a breakthrough in the stodgy political inertia? Unlikely. The agreement on action to fix what everyone believes is a “broken” immigration system is more accurately a smokescreen to disguise the fact there is no

consensus on exactly what to do. A bipartisan coalition passed a massive immigration bill in the Senate, which includes a path to citizenship for 11 million illegal immigrants, and a $46 billion border security effort. For President Barack Obama, the bill would offer a historic bauble for a second term legacy that is worryingly thin — and would honor promises that won millions of

Hispanic votes in 2008 and 2012. National Republican leaders meanwhile know that blocking immigration reform — a project dear to increasingly important Hispanic voters — could hurt in presidential elections for a generation. That is why Republican starlet Senator Marco Rubio took the perilous decision to work for the reform bill, despite the risk

of alienating the conservative grass roots. Ironically, a majority of votes in favor of the Senate bill seems to exist in the House. “At this moment, if votes were called for comprehensive immigration reform there are more than 218 votes,” Democratic congressman Luis Gutierrez said. A Huffington Post analysis pointed out that if all 201 Democrats back the bill in the House, only 20 or so majori-

ty Republicans would be needed to secure passage. But the political calculations are decisive — such a solution would likely splinter Boehner’s already tenuous hold on his restive caucus. So the Speaker says he will not pass any immigration bill, without a majority of Republicans voting in favor —

But the political logic of doing so is lost on Republicans from solidly conservative districts with few Hispanic voters, where the idea of “amnesty” is reviled. National political considerations also pale for Republicans who fear nothing more than a nominating challenge from the right. The White House is working hard to up the political pain for Republicans should they block the bill, stressing its economic and moral benefits. In effect, the argument is a preview of a 2014 mid-term election campaign theme for Obama, should immigration reform fail. “It would be a shame if this important piece of legislation ... would be blocked because of concerns by some House members in the Republican Party about primary challenges from the far right,” White House spokesman Jay Carney said. Some observers still believe reform is possible — even if it falls short of the ambitious plan Obama wants. DUBAI: which is touted to be the most popular and worldclass property investment destination in the Middle East, has started to witness a recovery of its property market post the financial crisis. In 2012, real estate prices recovered for the first time, growing by 10% y/y, according to the Dubai Land Development (DLD) authority’s data and as quoted in various regional media. Real estate transactions in Dubai had increased by 8% to Dh154 million in 2012. Not surprisingly, this recovery is backed by huge investments been made by expatriates, particularly from India. Non-resident Indians (NRIs) are comfortably amongst the top five investor communities in the region. With their natural affinity towards India, and against the depreciation of the Indian rupee against the US dollar, could the NRI community’s real estate investment decisions be changing in favour of the Indian market? For Indian real estate, general perception amongst buyers/ investors is that prices have increased dramatically over the last few years. Immediately following the Lehman-collapse period, Indian property prices witnessed increases — averaging ~40-42% across all major markets (as per Jones Lang LaSalle India’s Real Estate Intelligence Service data — see chart). Even in cities like Mumbai, where capital values are already high, returns stood at 66% during the same period. As against this, DLD data for Dubai suggests property prices witnessed a 65% slump in the four-year period prior to 2012, thereby justifying the question whether a 10%

rally in 2012 is all that significant. More recently, the Indian rupee (INR) has seen ~12.0% depreciation against the US dollar since the start of May till June 2013, thereby forcing its value down against all other currencies pegged to the US dollar — including the UAE Dirham (AED). As a consequence, the Indian rupee has also depreciated against the AED by ~12.0% during the same period. Merely the incremental return of ~12.0% owing to exchange rate fluctuation is comparable to the 10-12% of total returns expected by DLD in the near-term from investment in Dubai real estate. Similar incremental returns can be expected from investments made by NRIs from other parts of the MiddleEast where the local currency is mostly pegged to the US dollar (see Table 1). Apart from strict visa rules in the Middle East region, there are certain regulatory obstacles in buying a property in the Emirates. These are also other critical factors that can help sustain NRI interest in Indian property market – including: n The higher economic growth in India n Improving infrastructure and renewed political focus on timelines for new infrastructure initiatives n Rising demand for commercial space in the market n Social infrastructure n Price trends Putting these findings into perspective, the recent fall in the Indian rupee could potentially act as a trigger for the NRI community in the Middle East to switch focus towards properties back in India.

Microsoft's move to cut prices on its Surface RT tablets follows slow sales, and efforts to sell the devices elsewhere at lower rates. The software maker recently launched an education program to sell the Surface RT to schools at $199, and it has been clearing stock of its devices at its Tech-Ed and Worldwide Partner conferences recently. The price cut will come just days after the company hinted at replacement Surface RT and Surface Pro models during its Worldwide Partner Conference on Wednesday.

She concluded that Apple was liable for "facilitating and encouraging" a collective effort by five publish-

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Pamplona feasts on bull run beasts PAMPLONA: After chasing festival-goers through the cobbled streets of Pamplona, a huge black fighting bull now hangs from one leg, blood gushing out of its throat. The half-tonne beast is being drained of blood in the patio of the bullring where it was slain by a matador following the morning chase. Like all the bulls killed in the San Fermin festival in this northern Spanish city, it will soon head to a slaughterhouse to be prepared and then sold in butcher shops. “It’s very common here in Pamplona for a housewife to buy 10 kilos, 15 kilos and freeze it to eat at Christmas or on special occasions,” says one local butcher, Patxi Jimenez Arellano, 44. A former sociologist, he now stands behind the counter in the butcher’s shop founded by his father in the historic heart of Pamplona. “People experience the bull during the whole process. They look at it in the holding pen, watch it in the bull run and in the ring, and finally they eat it. It’s like closing a circle,” he says. AFP

Ashton Agar’s 98 proved that he’s got far more talent with the bat than Pattinson, Starc and Siddle. In the second innings he should be brought up the order and given a chance to play himself in. The risks minimal, rewards great.

2. ENGLAND’S BOWLERS FAILED

With Australia at 117 for 9 and debutant Agar fresh in, England’s bowlers should have attacked the stumps. Instead they tried to bounce Agar out. They bowled too short and threw Australia a lifeline, which they took.

3. SIDDLE STILL HOLDS THE KEY

Kevin is the sort of batsman who likes to dominate bowlers, but when he came into bat on the second day with England teetering at 11 for 2 his focus was on occupation of the crease. Kevin showed amazing patience, especially when it came to leaving balls outside the off stump. If the sun comes out today expect Kevin to get stuck in to the bowlers.

POSTNOON PREDICTS TRENT BRIDGE is notorious for crumbling on the 4th and 5th days of a Test, but if the sun shines bright on Day 3, we can expect the pitch to be pretty good for batting in the first two sessions at least. Australia’s four pacers (we’re including Shane Watson here) should leave pretty heavy footmarks, which Graeme Swann will be looking at closely, as will Ashton Agar. If Kevin Pietersen and Alistair Cook can see off the first few overs then expect the runs to flow. Australia need early wickets, because anything over 250 is going to be a tough chase, and their batting has been wobbly.
