HYDERABAD: A magisterial court of Ranga Reddy district is miffed that a sub-inspector who as investigating officer is supposed to be present when suspects are arraigned and produced before court ignored the convention and repeatedly brushed aside the court warning against its summons. Finally, the other day the court sent a non-bailable warrant against the SI, Shanker Reddy.

A Ranga Reddy court has issued show cause notice against Assistant Commissioner of Police Alwal for ‘insulting’ judiciary using some unprintable words.

There I learnt the technique of watching films in a nuanced manner. Footpaths are gladly and madly used by push-cart vendors criers, squatters, beggars and urban idlers. Changes being made in the name of infrastructure development calls for removal of Foot over Bridges (FOBs). These FoBs for sure had been urban monsters which are not pedestrian friendly but they still presented an alternative to those who bear the burden of climbing up 150 steps if for nothing else for safety. Out of all the six places that have been affected because of the removal of the FoB, the most affected are Khairatabad junction, St. Ann’s High School (Secunderabad), and the one in Ameerpet near Chermas. With the removal of FoB the situation is worse for those who are unable to perform circus in the busy junctions. It is becoming a fearfully tiresome job to cross roads, pedestrians complain. With no alternative arrangements for the removed FoBs, the risk of people getting knocked down by speeding vehicles has increased. Added to it with the maddening traffic, pedestrians complain of how it takes them more than 20 minutes to cross the road now. “I have to wait everyday for nearly 15-20 minutes to cross the road from Khairatabad bus stop to reach my office on the other side of the road. Especially in peak hours in the morning and evening scores of pedestrians have to risk their lives and

New FoBs at Care Hospital, Banjara Hills, Mahaveer Hospital, Koti Hospital, Bharatiya Vidya Bhavan, Zoo Park and Jubilee Hills Road No 45. have been suggested. We have made special arrangements like ensuring zebra crossing and additional traffic police to help pedestrians cross at places where these FoBs have been removed,” said Hyderabad Metro Rail (HMR) managing director NVS Reddy. The decision of the TJAC comes in the wake of the recent statement of Union Home Minister Susheel Kumar Shinde that the Centre was mulling over three options for the status of Hyderabad city. According to highly placed sources of the Congress party, the three options before the Central government over Hyderabad status included making it a separate state, turning it into a Union Territory or keeping it as Joint Capital on a permanent basis. The news of these options shook the TJAC and forced it to immediately chalk out an action plan to prevent government from taking any course except declaring it the capital of Telangana State. The TJAC leaders have primarily decided to meet Leader of the opposition of Sushma Swaraj and urge her not to support options like making Hyderabad as UT or making it a separate state or joint capital of both the states. “We came to know that the Congress leader Digvijay Singh asked his Seemandhra colleagues to secure BJP’s support to make Hyderabad a UT or a separate state. This was also confirmed by BJP state president G. Kishan Reddy and others. We will not agree to any option except keeping Hyderabad as an integral part of Telangana state. I have moulded them, embellished them and decorated them with flowers, design and everything possible, and made them something that's nice to look at. It is an easy way to communicate. People

Ray Dolby suffered from Alzheimer’s Disease for a number of years, and was diagnosed with acute leukemia last July. The Oscar-winning scientist died at home. SAN FRANCISCO: Ray Dolby, who pioneered noise-reducing and surround-sound audio technologies which are fundamental to the music and film industries, has died aged 80, the company which bears his name announced Thursday. Dolby had suffered from Alzheimer’s Disease for a number of years, and was diagnosed with acute leukemia last July, it said, adding that the Oscar-winning scientist died at home in San Francisco. “Today we lost a friend, mentor and true visionary,” said Kevin Yeaman, President and CEO of Dolby Laboratories, the company which the young Dolby created in 1965. “Ray Dolby founded the company based on a commitment to creating value through innovation and an impassioned belief that if you invested in people and gave them the tools for success they would create great things. He added: “Ray’s ideals will continue to be a source of inspiration and motivation for us all.”

Beginning in 1820, the region was colonized by blacks from the United States, most of whom were freed slaves. These immigrants established a new country with the help of the American Colonization Society, who thought former slaves would have greater opportunity in Africa.

In another lifetime, these weapons were the cause of untold misery in a nation scarred by ruinous back-to-back civil wars, but now they are being transformed into symbols of hope for Liberians. Since 2007, Zbrzezny and his team at Fyrkuna Metalworks have been gathering parts of weapons decommissioned during the disarmament process after the conflict ended ten years ago to turn them into ornate flowerpots, lamps, furniture and sculptures. “It was strange from the beginning to work with weapons or instruments of destruction and suffering. The first two years I was working on this it remained very strange to me,” Zbrzezny said. “When I had a piece in my hands I would think about what was happening now to the perpetrators who used these weapons, and what was happening to the victims, and I would put the piece down to go drink a cup of coffee because it was a little bit oppressive.” Today, as he holds each weapon part, Zbrzezny is able to focus on its potential for bringing healing to the people of Liberia. “I do some thinking on how to transform it into something different, how to transform something that was destructive into something constructive, how to transform something negative into something positive,” he said. Deep psychological and physical wounds remain in Liberia after two civil wars which ran from 1989 to 2003, leaving a quarter of a million

people dead. Numerous rebel factions raped, maimed and killed, some making use of drugged-up child soldiers, and deep ethnic rivalries and bitterness remain across the west African nation of four million. Zbrzezny, who had worked as a blacksmith in Italy and Germany, came to Liberia in 2005, two years after the end of the rebel siege of Monrovia that brought a fragile peace to the west African nation. He failed initially to make money out of his trade until in 2007 he was approached by the owners of a riverside restaurant who asked if he could put his skills to transforming the parts of old weapons into a marinethemed banister. The project was such a success that he began making other pieces for the restaurant with parts from rocket-propelled grenade launchers and submachinegun barrels — then still

Now I employ five young Liberians who are learning the trade at the same time,” said Zbrzezny, who calls his work “Arms into Art”.

One of Zbrzezny's most ambitious projects was a “peace tree” fashioned in 2011 from weapons parts on Providence Island, part of Monrovia where freed slaves from the US landed in the 19th century to found the new republic. Momodu Paasawee, the caretaker for the area where the tree is exhibited, said it had become a symbol for reconciliation in postwar Liberia. “Seeing this tree reminds Liberians that the war has ended and never should we return to war... Tourists and Liberian students come here to see the tree,” he said. “Sometimes people come here believing that this is a real tree but I have to tell them that this is a peace tree made out of the barrels of guns.” Zbrzezny, who is married to a Liberian woman who is expecting their second child, says most of his customers are expats, with few Liberians buying his wares. Keen to expand his work, Zbrzezny has been trying to convince the United Nations mission in Liberia to donate its weapons scrap.

LEAVING THE PAST BEHIND

A Truth and Reconciliation Commission was set up by President Ellen Johnson Sirleaf to probe war crimes and rights abuses between 1979 and 2003, and particularly during the brutal conflicts that raged in 1989-96 and 1999-2003. The commission said a war crimes court should be set up to prosecute eight ex-warlords for alleged crimes against humanity but the government is yet to

Nasa looks for rock in a hard place Nasa has indentified three prospective asteroids for capture. They could be used as a defense system or to launch deep space missions. KERRY SHERIDAN feedback@postnoon.com WASHINGTON: The US space agency has narrowed its hunt for an asteroid to capture to three, NASA said Wednesday. The asteroids fit the requirements of being between seven to 10 meters in size, and further study should be able to narrow the choice even more, scientists said at a conference in San Diego, California. "We have two to three which we will characterize in the next year and if all goes well... those will be valid candidates that could be certified targets," said Paul Chodas, senior scientist at the NASA Near-Earth Object Program Office. The plan is to send a robotic spacecraft to capture the asteroid and drag it into orbit around the Moon. Once there, astronauts could visit the asteroid and take samples of it back to Earth for study. The spacecraft used for travel there and back would be the Orion multipurpose vehicle, which is being built but has not yet been used, as well as a new deep space rocket launcher. The program aims to break new ground by increasing NASA capabilities beyond low Earth orbit, where the International Space Station circles the globe.

"If you think about grabbing an object in space and then manipulating it for our use and putting it into a destination where we could go back and

routinely visit and let commercial companies go visit, I think that is a pretty compelling activity." Obama's 2014 budget for NASA asked for $100 million for the asteroid project, but the overall costs may be as high as $2 billion. "It's a little different way than just a date and a destination. We are really good at just picking dates and destinations. But that's really hard in this budget environment where things are constrained and we have flat budgets, et cetera et cetera, to pull that off," said Gerstenmaier. "It is not just a one-time thing. It actually feeds forward into the broader context of what we want to do with humans in space." The launch could happen as early as 2017 or as late as 2019. After launch of the robotic mission, the journey to the asteroid would take a year and a half, and the act of towing it toward the moon could take another three and a half years, NASA said. The project would use a new fuel technology called solar electric propulsion. "We are talking about engineering the solar system, in a way. We are talking about taking an asteroid which was once here, and then putting it into a useful orbit for our purposes. This is a very large idea here that we are talking about and I think it will reinvigorate interest in the space program," he said.

he Asteroid Retrieval and Utilization (ARU) mission, also known as the Asteroid Initiative, is a potential future space mission proposed by Nasa. What is its purpose? The ARU is a mission to bring a small nearEarth asteroid into lunar orbit, where it could be further analyzed both by unmanned craft and by a future manned mission. Anytime soon? NASA hopes to complete the mission, which may take anywhere from six to 10 years, in time to accomplish its stated goal of landing humans on an asteroid by 2025. How much will it cost? The Asteroid Retrieval and Utilization mission, excluding any manned missions to an asteroid which it may enable, is predicted by a Keck Institute for Space Studies study to cost about $2.6 billion, of which $105 million has been proposed for 2014. How will the spacecraft be powered? The as-yet-unnamed spacecraft will use a Hall effect thruster (HET) which is a relatively low power device that is used to propel spacecraft once they get into orbit or farther out into space. In the HET, atoms are ionized and accelerated by an electric field. A radial magnetic field established by magnets on the thruster is used to trap electrons which then orbit and create an electric field due to the Hall effect. A large potential is established between the end of the thruster where neutral propellant is fed and the part where electrons are produced, so electrons trapped in the magnetic field cannot drop to the lower potential. The Neutral propellant is pumped into the chamber and is ionized by the trapped electrons. Positive ions and electrons are then ejected from the thruster as a quasineutral plasma, creating thrust.

IN YONGBYON, NORTH KOREA’S NUCLEAR HEART BEATS T he Yongbyon nuclear complex has been the beating heart of North Korea’s nuclear programme for more than 50 years — a source of great domestic pride and global anxiety. The mere suggestion that its main plutonium reactor may be back up and running has been greeted with grave concern and Russian warnings of a Chernobyl-like disaster. The founder of North Korea’s ruling dynasty, Kim Il-Sung, launched the country’s nuclear programme in the 1950s, sending scientists and engineers to the Soviet Union for training. With Soviet help, the complex at Yongbyon was established north of Pyongyang in the early 1960s and a Soviet-made twomegawatt reactor came on line in 1965. For the next 15 years, North Korea slowly weaned itself off its initial dependence on Soviet technology and fuel and, in 1979, construction began on the fivemegawatt reactor that is now back in the headlines. The gas-cooled facility began operating in 1986. At the time, the North told the UN’s International Atomic Energy Agency (IAEA) that its sole purpose was electricity generation. But suspicions of a dual military purpose were immediately aroused, given that the reactor’s design meant it could easily produce weapons-grade plutonium. North Korea signed the

nuclear Non-Proliferation Treaty (NPT) in 1985 but didn’t allow any inspection of the Yongbyon facilities until 1992. When IAEA inspectors eventually got access, their findings fuelled the dual-use suspicions. Moves in 1994 to remove spent fuel rods from Yongbyon triggered the first nuclear crisis with the United States. The Pentagon drew up plans to bomb the facility but diplomacy involving former US president Jimmy Carter and others averted a clash and led to an

eight-year shutdown. Under a 1994 ‘Agreed Framework’ deal with the US, an international consortium started work on two proliferation-resistant lightwater reactors. The US also provided an interim 500,000 tonnes a year of heavy fuel oil, although shipments were often delayed. The deal collapsed in 2002 when Washington accused Pyongyang of running a secret programme to produce highly enriched uranium. North Korea denied the charge but restarted Yongbyon,

expelled IAEA inspectors and announced it was leaving the NPT. In 2006, suspicions were turned into reality when North Korea conducted its first nuclear test. But just four months later it reached a six-nation deal which promised energy aid and major diplomatic benefits in return for full denuclearisation. Yongbyon was shut down in July 2007 and Pyongyang began disabling key plants there, publicly demolishing the plutonium reactor’s cooling tower in 2008.

Six-party negotiations later stalled because of disputes about ways to verify the North’s declared nuclear activities. In April 2009, Pyongyang said it was leaving the talks, again expelled IAEA inspectors and announced it was resuming its nuclear weapons programme. A month later it exploded its second nuclear device. North Korea then announced its intention to build an indigenous experimental light-water reactor and, in 2010, revealed it was enriching uranium when it allowed foreign experts to visit a centrifuge facility at the Yongbyon complex. The development fuelled international concern that the North was developing a twotrack nuclear weapons programme of both plutonium and uranium bombs. Pyongyang’s see-saw strategy shifted again in February 2012 when, after talks with the United States — it offered a moratorium on further nuclear and missile tests and on its uranium enrichment programme. The deal was short-lived and the North carried out a successful long-range rocket launch followed by its third — and most powerful — nuclear test in February this year. As military tensions soared on the Korean peninsula, Pyongyang announced in April a complete overhaul and upgrade of its Yongbyon facilities — including the plutonium reactor.

hen the Voyager-1 spacecraft was launched in 1977 it was meant to give us insights into our celestial neighbours, namely the planets in our solar system and their moons. Voyager accomplished this task with all the aplomb of Buck Rogers, and now it’s time for us to say goodbye. Last night Nasa announced that Voyager-1 has left the solar system and is now heading deep into the galaxy, frolicking in the stuff that makes up the beating heart of the Milky Way. We can barely begin to imagine the things this machine will see as it travels into the night sky, cut off from its masters who created it and sent it forth. For the scientists who built it, they will be feeling an Empty Nest

On the day, the band started with the composition Bliss of Life based on Raga Hamsadhvani; followed by a keethnana on Lord Krishna Pawana Guru Keerthana in Raga Hamsadhvani. Sound of Nature — performance by Pramod Umapathi on flute was a folk style composition with flavours of Hindustani style music. Also performed were a keerthana of Lord Rama and another composition on flute Simply Joy based on Raga

One of the band members Bhanu Prakash talks about how the band was formed and why brothers, Bhanu Prakash and Pramod Umapathi teamed up for the band. “Both of us, Pramod Umapathi and me, have been performing individually for a long time now. My brother, who plays flute, is a well known

name in the music industry. So we decided to join hands and form a band. Ananda was formed in 2012,” he says. Within a year since its inception, Ananda has made quite a splash in the City. Bhanu couldn’t agree more. He says, “The journey has been good. We have done many shows for the corporate crowd and this concert has been the highlight. After the show, we had many people coming down and appreciating our performance.” Bhanu credits his grandfa-

ther as the reason why he became a singer for it was he who taught Bhanu how to sing. While his brother Pramod learned to play the flute from his father. “I learned to sing very early, thanks to my grandfather. He spotted my talent very early and trained me. My brother is a student of our father. Pramod has performed with a lot of well known musicians and his guru is Pandit Ronu Majumdar. My first solo album, Inspirations was launched by SP Balasubrahmanyam.” Bhanu says his dream is to make the band a renowned name not just in the City but all across the country. “We have performed a lot in the City, but we have big plans for the band. Maybe one day we will perform in other countries too,” he says. The literal meaning of the word Ananda is joy and the band aims to provide the same through its performances. Ananda as a band tries to bring joy through the universal language of music.

Obese people may be at higher risk for episodic migraines, a new study suggests. It found that the risk of painful headaches rose with body weight, especially in younger women.

pisodic migraines — the more common type of migraine — occur 14 days or fewer per month, while chronic migraines occur at least 15 days per month. Migraines involve intense pulsing or throbbing pain in one area of the head, according to the American Academy of Neurology. Symptoms can include nausea, vomiting and sensitivity to light and sound. Migraines affect more than 10 per cent of the population. In the study of more than 3,800 adults, those with a high body-mass index (BMI) — a measure of body fat determined using height and weight — were 81 per cent more likely to have episodic migraines than those with a lower BMI. This was particularly true among women, whites and those under the age of 50. The cross-sectional study doesn’t prove that obesity

causes episodic migraines, but it does demonstrate that people who are obese have an increased risk of having more of them, even low-frequency ones, said lead author Dr. Barbara Lee Peterlin, director of headache research at Johns Hopkins University School of Medicine, in Baltimore. “These results suggest that doctors should promote healthy lifestyle choices for diet and exercise in people with episodic migraine,” Peterlin said in a statement. “More research is needed to evaluate whether weight-loss programs can be helpful in overweight and obese people with episodic migraine.” The study was published in the Sept. 11 issue of the journal Neurology. The researchers also presented the findings in June at the International Headache Congress in Boston. Dr. Gretchen Tietjen, director of the headache treat-

ment and research program at the University of Toledo, in Ohio, said she found the findings interesting because previous studies had looked for connections between obesity and chronic migraines. “That the researchers were able to show an association between obesity and episodic migraine lends more credence to some of the earlier studies that found similar things,” she said. She pointed out, however, that it still isn’t known which came first — the obesity or the migraine. There are many possible scenarios, Tietjen said. “Maybe the person had the migraines first and then started taking medications like amitriptyline or valproic acid,” she said. “Those medications are associated with weight gain.” The possible connection between obesity and migraines is still under debate. One theory supporting the link centers on inflammatory substances from fat tissue (adipose) that are released into the system, Tietjen said. Premenopausal women have more total adipose tissue in general than men, and women have more superficial and less deep adipose tissue, Peterlin said. But after menopause, adipose tissue is more similar between the two sexes. Adipose tissue secretes different inflammatory proteins based on how much tissue there is and where it is located. Since younger women and obese people have more adipose tissue, this could, at least in part, explain why they get more headaches.

On the other hand, Peterlin also suggested that a possible connection may be related to the brain. “Previous imaging data in migraine patients have shown activation of the hypothalamus, a part of the brain that controls the drive to feed,” she said. Alternatively, it could be that people who have migraines may be more inclined to behaviours associated with weight gain, such as being less active. Would losing weight mean migraines will decrease in frequency? Although weight loss is generally encouraged for people who are obese, that won’t necessarily result in migraine relief, Peterlin and Tietjen said. At least two small studies have evaluated migraines in people who were obese and underwent bariatric surgery to lose weight, Peterlin said. Although these studies did find that s o m e

patients experienced fewer headaches, the studies were small and more research needs to be done to see if this is consistent. It’s possible that the lifestyle changes needed for weight loss cut the migraine frequency, rather than the weight loss itself, the experts said. People who eliminate processed foods, high-calorie foods and alcohol — all of which can be migraine triggers — could end up experiencing fewer headaches. Unfortunately, the opposite could also be true if dieters introduce new foods that are migraine triggers. Some people may develop migraines when they consume certain sugar substitutes, for example. There also is limited data suggesting that people with severe obesity who exercise may have fewer migraines, Peterlin said. Source: WebMd

Foreign firms have flocked to China, the workshop of the world, to take advantage of cheap labour, good infrastructure and accommodative local governments. Economies of scale gained through massive factory complexes help lower costs, but also bring with them risks should a company rely on a limited number of plants. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

FIXING TROUBLE Another set-back for Srinivasan NEW DELHI: Narayanaswami Srinivasan’s hopes of chairing the Indian cricket board’s Sep 29 Annual General Meeting (AGM) in Chennai suffered another set-back as the Supreme Court Thursday postponed the hearing of the case between the BCCI and the Cricket Association of Bihar (CAB). The next hearing will be known on Saturday when the apex court finalises the schedule for next week. “The case was scheduled for Wednesday but it came up today (Thursday) very late around 3.40 p.m. Since the hearing was not possible in 20 minutes, it was postponed. The next date of hearing will be known on Saturday when the court prepares the schedule for next week,” BCCI counsel Radha Rangaswamy said. Asked about the chances of the case coming up next week, Rangaswamy said: “We don’t know. It is up to the court to decide.” The BCCI is challenging the Bombay High Court’s decision that had termed illegal the two-member probe panel comprising retired high court judges T.
