ity and Cyberabad police nabbed two gangs of seven members who are accused of being involved in dozens of gold chain snatchings. Nearly 50 tolas of gold jewellery have been seized and the receiver arrested for buying them. All are teenagers, police said. The snatched ornaments are totally worth `15 lakh, police said.

A new bill the government introduced in Assembly two days ago for public safety will put all people under the camera eye. Done in the backdrop of the terror attacks, the AP Public Safety (Measures) Enforcement Act, 2013 makes it mandatory for every establishment to provide closed circuit television surveillance cameras if it has a footfall of 100 or more people every day. And if you propose to put a skeleton to hoodwink the police, forget it, because the instrument would be under scrutiny at regular intervals. The bill seeks to plug a major gap in public safety where police or security guards have failed. After the Dilsukhnagar blasts, it became evident that police are of little help in catch-

ing the culprits if it is planned with the support of local elements. Camera, the efficient and neutral observer, will capture images of all without discrimination, it is argued. Finance minister Anam

Ramanarayana Reddy had introduced the Bill. Initially, the proposed legislation will cover all the municipal corporations in the State, including Greater Hyderabad, Greater Visakhapatnam and Vijayawada, and may

be extended to other areas as may be notified by the State government from time to time. “The government felt there is an urgent need to introduce certain public safety measures in all establishments in view of the recurring incidents of terrorist violence affecting public safety,” said the minister. “The managements of establishments will be required to provide for access controls and closed-circuit television surveillance cameras at all entry-exit points and parking areas,” Reddy said, while introducing the Bill in the House amid din

As per the legislation, managements of commercial and industrial establishments will be required to mount electronic surveillance on their respective premises with a provision to store video footage for 30 days. They will also be required to file ‘periodical returns’ to the appointed authority once in six months certifying that the prescribed public safety measures are in place and that the electronic surveillance equipment is in working condition. Failure to comply with provisions of the proposed legislation will lead to imposition of a fine of `5,000 for the first month and `10,000 for the second month. The premises will be temporarily sealed in case an establishment’s management does not implement the safety measures even after the compounding fee was levied. The bill is expected to be passed in the Assembly during the ongoing Budget session

The Anti-Corruption Bureau (ACB), set up to catch red handed the brazen corruption among public officials, itself is surprised at the catch. The ACB caught in its net 27 government officials and functionaries and police sub-inspectors who have been seeking and taking bribe for favours done in the past 10 days alone. Of them, 17 were public servants, additional DGP of ACB, B Prasad Rao told Postnoon. In the absence of exemplary punishment, taking advantage of a slow moving judiciary, govern-

ment officials are becoming more daring than before, observed a retired inspector general of police. More disturbing than corruption are the shocking rev-

elations during interrogation. ACB officials have learnt that a government official caught for taking bribe pleaded that he had spent a lot of money in selection and he had to recover it.

On an average, the ACB registers 50-60 cases every month. But the preceding 10 days surpassed all with 27 cases. A retired director general of police said, “Sentri se lekar mantri tak corrupt hai.” He sees little light at the end of the tunnel because corruption has been institutionalised in the country. Officials are also frustrated as so many loopholes in law are taken advantage of by the unscrupulous and corruption reigns.

W

ith schools opening, auto drivers are back in action. A law unto themselves, the autos are least concerned with the cops and traffic rules. Auto drivers are not just overloading their vehicles with children; they now play a far more dangerous game that could cost innocent children’s lives. Though a government order has made it clear that autos should not carry more than four schoolchildren at a time, the reality is different. At least 10-12 schoolchildren are packed like sardines in dinghy vehicles which weave through the lawless roads in a wanton manner. “I wonder at the insensitivity of the parents,” remarked a senior citizen watching an auto carrying a dozen schoolchildren. This year, traffic cops have stepped up checks on autos carrying excess number of children. However, to escape the cops, auto drivers have been scheming new and dangerous methods. drop off a few sitting on the front seat and ask them to cross the road and get in again. The children are now at the mercy of the traffic and luck. Crossing a fiveway junction like Jubilee Checkpost is no easy task even for adults, let alone children. So far, no amount of awareness programmes by motor vehicle inspectors has been able to bring a change concerning the safety of children. On one hand is the common sight of overcrowded autos with children and on the other is the heavy school bags and lunch boxes hanging by the roof bar. This could collide with another vehicle when the auto overtakes it. Though regular checks take place, traffic police say that parents should desist sending their children in overcrowded autos. “The Hyderabad traffic police have been booking auto drivers carrying excess children in their autos. talked to argued that since autorickshaws transport students on a cost-sharing basis, the more the students, the less the monthly fee for them. School buses have been charging exorbitant amounts and they raise the rate every year. Autorickshaws are far more considerate. “The autorickshaw driver charges me `1,300 for each of my sons, whereas if I have to send them by school bus, I will have to shell out three times the amount. Not only that, the auto

driver picks up my children from my doorstep and not early in the morning unlike school buses that come to a point not near home. Also, I know the auto driver for some years now and I know he will take care of my son. Hence I prefer sending my son in an auto,” says Rasham Reddy, a parent. Police officials say that the drive against overloading autos will be intensified soon and strict action will be taken against offenders.

GHMEU hoodwinks contract employees?

Talking to the GHMC’s unions other than the GHMEU affiliated to the TRS, reveals that the T-union is being dishonest in demanding regularisation of thousands of contracted employees. Md Nizamuddin nizamuddin.a@postnoon.com

ost of the unions at GHMC, while supporting the regularisation of contracted employees in principle, see TRSaffiliated GHMEU’s stance on the issue impractical. How can the government suddenly regularise thousands of contract employees? This is the reasonable query other unions ask while castigating the GHMEU for playing to the gallery. According to the rival unions, contract system is a national, not local, issue. Trade unions at the national level, like INTUC and Leftaffiliated AITUC and CITU, have gone to courts over the

issue. After the Supreme Court gave judgement that the issue was between the contract employee and principal employer (agency), there is nothing that the

government can do. It asked both the parties to resolve the issue between themselves. The unions affiliated to Congress and TDP pointed

out this pan-India problem that does not make the government stand in the dock. “As these contract employees were sent directly by agencies to GHMC and answerable to them, practically, the corporation cannot help. The relationship is between the agency and contract employees,” says Adil Shariff, president, AP Municipal Sahakar Mazdoor Union (APMSMU), affiliated to Congress. GHMEU’s arch-rival Bhagyanagar Municipal Employees Union (BMEU), a BJP affiliate, directly alleges that the entire episode is part of the plan to collect money from poor employees in the name of regularising them. “This is nothing but a trick to col-

lect money from innocent workers, vying for job security,” exclaims K Shanker, president of the union. The TDP-affiliated AP GHMC Employees and Workers Union gives a similar opinion. “Only literates can understand the ingrained problem with the idea. The leader has his own interest, who wishes to become a MLA,” says A Shiva Kumar. The GHMC commissioner tried to rope in all other unions for supporting the sanitation work as part of preparedness, when GHMEU goes on strike. While its rival BMEU promised assistance, other unions like APMSMU will not stop its cadre from supporting the strike.

20 girls saved from traffickers GHAZIABAD: Police claimed to have rescued about 20 girls, who were allegedly being trafficked from Jharkhand to Delhi, and three persons were arrested in this connection. The Jharkhand Sampark Kranti Express was stopped late last night at the railway station here and the girls, some of whom were minors, were made to get down and questioned, SSP Nitin Tiwari said. The minors have been handed over to Child Welfare Committee, while the elder girls were allowed to leave, he said. Kumar Gaurav of NGO Ashadeep foundation, which accompanied the police, said information had been received from Kanpur Childline that about 20 girls were going to be trafficked. The girls, when questioned, claimed that they were above 20, but their ID proofs showed that they were younger, Tiwari said. India to have ICBM shield: DRDO chief The first phase of the project is ready and is likely to be deployed at Delhi. NEW DELHI: India’s missile defence system is set to get a big boost as it is developing capability to intercept enemy missiles fired from a distance of up to 5,000 km, in effect tackling any possible threat from countries such as China. The capability is being developed by DRDO as part of the Ballistic Missile Defence (BMD) shield, whose first phase is ready for deployment possibly in Delhi. Development of the first phase of the BMD programme has been completed, DRDO chief Avinash Chander told PTI in an interview. Under this, the BMD shield can tackle enemy missiles fired at from ranges up to 2,000 km. Taking this forward, the DRDO is enhancing the capability of BMD in phase-II to deal with threat from missiles of longer range of up to 5,000 km. “We are planning to soon carry out the first trial of the phase-II of the programme under which we will test our capability to destroy an incoming ballistic missile fired at us from 5,000 km range,” said Chander, who took over charge earlier this month. Under the phase II of the programme, all the components of such a missile shield including the radar and interceptor missiles would be new and will have extended ranges, the DRDO chief said. “The phase II missiles would be totally different from phase-I. In this programme, you need to travel more and intercept further PTI away,” Chander said.

As Marshall McLuhan believed the Internet has made us participants of this worldwide village. It’s surprising how forest communities and young Adivasis have started navigating in the social media to highlight problems such as displacement faced by tribal communities all over India. The ethnic groups use the all-pervading social link to protect the interests of 10 crore Adivasis in the country. The youngsters have formed a few closed and open groups such as the Gondwana Friends and Adivasi People on Facebook, with about 5,000 members. The groups provide a forum for lively discussions on the problems of aboriginal tribes, especially Gonds, the largest of the tribes, who once ruled Central India. The technology tool is also being used as a baton to pass on culture, heritage and language to the Adivasi youth. Adivasi Yuva Shakti, a forum of tribal youngsters, hosted an international conference of tribal youth members of Facebook at Indore in October. The conference was convened to discuss ways to uplift Adivasis. Facebook discussions centre round the unwitting involvement of aboriginal tribes in the conflict between Maoists and governments. An endodontist from Hyderabad and others have taken up the infamous Operation Green Hunt in the forum, objecting to the Gonds’ loss of land to industrialists, contractors, and those involved in mining. he reel-like sequences following the real-life suicide of actress Jiah Khan has invoked a debate on abetment of suicide. What is abetment? Is there a clear definition? Does a letter left behind by the victim like in the case of Geetika Sharma against former Haryana minister Gopal Goyal Kanda amount to abetment or will it water down the case of Suraj Pancholi as Jiah has not written his name in her letters and differences are already being pointed in the writing styles of many letters left behind by Jiah? Is it still abetment of Jiah’s suicide or a case of a relationship gone sour? The Supreme Court has repeatedly made it clear that a mere lovers’ tiff cannot be sufficient to invoke such a serious charge. Circumstantial and corroborative evidence is the key in the arrest of alleged abettors. So does a moneylender who

demands his rate of interest or a teacher who is trying to correct a difficult student become abettors as their names figure in the last note? Should they be treated on par with the abusive husband whose name a burns victim utters before her last painful breath? Morality and law are not to be confused. In the infamous Navin Nischol case, the actor was acquitted despite his wife Geetanjali leaving behind a suicide note blaming his alcoholic behaviour, as the prosecution was unable to establish real intention in abetment. In the earlier cases of State of West Bengal Vs Orilal Jaiswal in1994, Ramesh Kumar Vs Chhattisgarh in 2001 and SS Chheena Vs Vijay Kumar Mahajan in 2010, the apex court observed that abetment involves a mental process of instigating a person or intentionally aiding a person in doing of a thing. Without a positive act on the part of the accused to instigate or aid in committing suicide, conviction cannot be sustained. According to Section 306 of the Indian Penal Code 1860 — if any person commits suicide, whoever abets the commission of the act, shall be punished with imprisonment of either descrip-

It is left to the police and courts to decide the veracity of the victim’s plea. More than post mortem reports of suicide victims, early symptoms of a suicide plea need to be handled with care. “Knowing why someone attempted suicide is crucial. It tells us how to best help them recover,” says Prof David Klonsky, University of British Columbia (UBC) Department of Psychology. According to a study published last week in the official journal of the American Association of Suicidology conducted by UBC researchers, suicide attempts motivated by internal factors, such as hopelessness and unbearable pain, were performed with the greatest desire to die. The new Canadian study digs deep into

suicide motivations. Suicide rates have increased globally over the last 50 years with almost 1 million people taking their own lives annually, according to findings. In the stress-ridden world of daily chores, whether it is in the glamour industry or the middleclass home routinely marked with domestic violence, the urge to die is a desperate cry. The reasons could be many. From a failed relationship to a poor score in exams, the sensitive mind often cannot take much muck. The line between sanity and insanity is very thin. Suraj had reportedly visited Jiah’s mother Rabiya Khan on May 18, 2013 and expressed concern at Jiah’s hyper behaviour and requested her to take her daughter to see a counsellor. Suraj’s mother, Zarina Wahab reminded Rabiya of the episode during her meeting last week and asked her why she had not done the needful. Suicide awareness will reduce the job of the police and the courts in establishing proof of abetment. Even if these two agencies go wrong in abetment procedures, it is the lost life that cries for attention. It cannot be brought back to life with the establishment of abetment. Prevention of suicide is the key.

MTHATHA: First Nelson Mandela arrived, then the tornado hit. A killer storm smashed into a pharmacy storefront in the town of Mthatha as South Africa’s most famous citizen, and then the country’s president, was buying soap. It was a life-changing moment for the woman who on that day 15 years ago came to Mandela’s aid. Stella Hawkes intially ran off thinking the outlet was under attack, but she came back to help the antiapartheid hero and took him to her office before his guards whisked him away. “The following day Nelson Mandela was there, to come and visit me,” Hawkes, who was manager of the pharmacy at the time, told AFP. “I could not believe when he came in asking ‘where is the lady that helped me yesterday?’.” It was a freak event that sparked an unlikely and enduring friendship between an ordinary citizen and an icon able to inspire the world and connect with the man on the street. For Hawkes, a 43-year-old woman of mixed race, the next surprise came within days. Mandela’s assistant rang with an invite to dine at his rural home in nearby Qunu, where he had built a home after his release from 27 years of apartheid prison. “I thought, no this is April fool. Why should I be invited to the Madibas’?,” she recalled, using Mandela’s clan name. “It was so awesome. I could hardly eat the food, I was more interested in his

Hawkes credits Mandela with changing her life, after he queried why she worked for someone else, when South Africa’s democratic change had opened the doors for all. It was his words that she remembered when she bought a home to open up a guesthouse. “That was my turning point in life. I do feel that there is a

Madiba magic,” she said. Mandela’s charity work also inspired her to do her own. “He touched me in such a way that I felt so special, I felt that I could look up upon myself. He showed me that he can touch anybody’s heart,” she said. Hawkes sees her friendship with him as an example of this. “That is why we would have never had a new South Africa without having Madiba as a president.” Hawkes lost contact with Mandela, who retired from public life aged 85, only catching a glimpse of him at local Qunu events, saying she believes access to him began to be restricted to family, which she respects.

Two photographs in her home capture the pair at the pharmacy and another of a beaming Mandela with his arm around her shoulder. “I feel he’s a blessed man, he’s a lucky man, and I feel when he touches you, he puts some of that favour on you,” she said. “For me I felt, he put it on me because since I met him things just seemed to go brighter in my life. So that’s the way I describe my Madiba magic - its gives you this luck.” Describing him as “loving person” and “always down to earth”, his latest hospitalisation in Pretoria is a deep source of sorrow. “We’re all hurting. Everybody’s hurting. We know we cannot bring him back but one thing we shared beautiful moments with him, the best, and there will never be, ever ever, another president like him.”

Does that mean you live a life of few luxuries? It depends on how people define luxury. I am a man with simple wants and needs. I am trying to have a minimum impact on environment.

Tell me more about your lifestyle. I eat organic food. I use the cycle unless it is unbearably hot. I avoid using four-wheelers, and if I do I keep a check on kilometres travelled to know how much petrol is being burned, hence, how much CO2 is emitted. That way I know how many trees have to be planted in compensation. And there are the simple habits of letting go of lifts and using solar lamps. We don't read newspaper. Firstly, because it is wastage of paper, and secondly there is nothing happy about the news these days. I read books though. That I can't forego. And I am not into e-book reading.

Where does one who aspires to live sustainably start off?

At 29, Vaibhav Dugar is living the life we were taught about in school. A sustainable life. His venture ektitli.org is a comprehensive journal of all activities in favour of environment and sustainable living around the world. He also, out of passion, does the noble deed of setting up organic farms for whoever is interested. Postnoon speaks to this simple man living an enriched life.

I wanted to pursue environmental studies and my second dream was to be an engineer; I like to make things. I joined an engineering college and realised soon it was not my cup of tea. I finished it anyway and began working for media but I had this urge to take a risk and make Ek Titli my full-time occupation.

It is growing. People are getting aware and looking for the first step. There is a mount difference now. People are buying solar and organic products. The change is evident now.

What has been the impact of Ek Titli? Every story has an impact on one or another. When we were in school, we didn't know what problems environment could face in the future. Now, students know about these issues. On their way to school, they see a river which is black. They notice that it is supposed to be blue. They wonder about these things. Other people who we have worked with come back to

We gave each child a patch of land and showed them organic farming. While they were having a practical experience of it, we also had the theoretical imparting on the side. We told them about the existing problems and the possible solutions in organic farming.

What is the aim of ektitli.org?

You don’t charge for your services..

There are two aims. One is to spread the good word — to let others know about people who are making efforts for a better today and tomorrow. The second aim is to inculcate the habit of organic farming and food.

I realised I can't be charging money for this. When a mango tree is ready, it droops, and fruits fall. It wants people to take it. It does not ask you for anything. I do what I do because I want to do it. For me, it is a great honour to be called to set up an organic farm for anyone, and that people want to live sustainably. Apart from the basic costs of

It is the little things that we do everyday that make an impact. It is not enough to just plant trees on one day of the year, that is not the solution for everything. People call and ask me where to plant trees on Environment Day, especially companies. I don't want to be rude so I just redirect them to someone else. Instead, you can start off with veggies at home. aj Falaknuma Palace on Friday night organised a special showcase of live art by acclaimed French artist Remi Bertoche. Remi, a professional surfer and a more popular artist, travels across the globe and exhibit his paintings on ocean surfing. During his first visit to the City, Remi worked on more than 10 paintings of the City and of the palace. He spoke with Postnoon about his passion and how he turned from a surfer to painter. “Surfing was a way of life at the place where I was born. I have been surfing from childhood days. Later, I took it up professionally and performed at many professional surfing tournaments. I started painting professionally only recently and whichever place I visit now, I perform a live painting,” he says. When he was 20 years old, he made a promise to himself that he would never stop painting. And now it’s been 15 years since he first started to paint. Talking about his visit to Hyderabad, he says: “I have been having a great time so far. I visited the famous Charminar. People have appreciated my work here in the City. It is a wonderful feeling when people

Funk Art’s heyday was in the mid- to late-1960s. Naturally, its beginnings were much earlier; the (very) late-1950s seem to be the point of origin. By the end of the 1970s, things were pretty much over as far as artistic movements go. To include all possibilities, we can say Funk Art was produced for no more than two decades — and 15 years would be more realistic. It was fun while it lasted, but Funk did not have a long life. In terms of humor and subject matter, Funk Art’s lineage goes straight back to Dada, while its aspects of collage and assemblage hearken to Pablo Picasso’s and Georges Braque’s Synthetic Cubism.

As many as 32 new factories will be needed to build the components for the fleet of British offshore windfarms envisaged under the government’s current renewable energy plans, potentially creating tens of thousands of jobs, a new report has found. So far, only 10 such factories have been built or are planned in the UK, according to Renewable UK, the trade association for wind companies.

President Daniel Ortega approved the $40 billion deal Thursday, granting the concession to little-known Hong Kong-based company HK Nicaragua Canal Development Investment Co., known as HKND Group. “Nicaragua is among the poorest countries in the region after Haiti,” Ortega said. “This project will help us conquer our final independence.” But Centro Humboldt environmental group deputy director Victor Campos told AFP the project to link Nicaragua’s Atlantic and Pacific coasts will jeopardise the watershed that supplies water to most of the impoverished country’s population when it transits through Lake Nicaragua. Under the deal, worth double the national GDP, the company led by Chinese tycoon Wang Jing gets 50 years of exclusive rights to build and operate the canal in exchange for Nicaragua receiving a minority share of the profits. But the rights mean HKDN will “extend, expand, dredge or reduce bodies of water and water resources that are subject to protection and conservation safeguards”, according to the Nicaraguan Alliance for Climate Change. “We have to think about it twice” before breaking ground on the project, said geographer Jaime Incer Barquero of the Nicaraguan Foundation for Sustainable Development, or FUNDENIC SOS, who also

n November 2011, Veena and Sastry travelled across Italy exploring the food and culture of the country. During their travels, they came across a pizzeria called Da Michele in the city of Naples. Da Michele is said to be one of the best pizzerias in the world and was also featured in Julia Robert-starrer Eat Pray Love. “We were inspired by the simplicity, taste and the pricing that the place offered and consequently we came up with the idea of setting up a similar pizzeria in our hometown, Hyderabad,” says Sastry. As soon as you enter Mama Mia, the vibe is just wonderful as the couple greets you with a broad smile and sees to it that you are comfortable. Mama Mia Italia was launched in January this year after a lot of exploring for location and experimenting with recipes for that perfect, balanced menu card. “We did a lot of trials in the area, gave out free

pizzas to the residents and took their feedback for a month, tried to get almost everything right before we launched Mama mia,” says Veena. They have constructed a traditional Italian brick oven in the garage below the eatery, just like the ones they saw during their travels. The couple had their share of trouble when it came to setting up a pizzeria in the heart of Sainikpuri, a largely residential area. Veena

Title-holders Australia must beat Sri Lanka at The Oval on Monday to have any chance of qualifying for the semi-finals of the Champions Trophy. But they go into the key fixture still facing questions about their team culture after Australia opening batsman Warner’s attack on England’s Joe Root in a Birmingham bar in the early hours of Sunday morning. Warner was suspended until the start of the Ashes by Cricket Australia on Thursday and fined Aus$11,500 ($11,000, £7,000). That means he will miss Monday’s match, where Australia need to overcome the unique challenge posed by slingshot seamer Malinga, renowned for his yorkers, if they are to reach the last four.
