he crime investigation team of Kachiguda police has arrested J Vijay Kumar alias Vijju, said to be a notorious burglar and snatcher, and recovered a huge amount of cash, ornaments and electronic equipment from his possession. According to details, Kumar, 40, is a resident of Tilaknagar of

Nallakunta, who is known in police circles as Vijju . He is an SSC dropout and belongs to a poor family. After his flop show in studies, he is said to have embarked on a career in crime, where he specialised in breaking into homes, though he is suspected to be involved in snatching cases too. Six burglaries in the City homes are likely to be worked out with his arrest, police said.

he City will get three well-done, wholesale fish markets this year. No progress had been made in this aspect for two years. However, the recent meeting between GHMC’s engineer-in-chief and the National Fisheries Development Board (NFDB) paved the way for setting up three wholesale markets for fish, the lack of which had caused miseries to the fish traders in Hyderabad. The execution of the work will be taken up by the GHMC and financial assistance will be

TRS MLAs suspended D

espite the budget session, rival party members from TRS and BJP rushed to the Speaker’s podium demanding adjournment motions on various things. The attempts of the Speaker to convince them to go back to their seats and extend co-operation in taking up question hour did not have any impact. Keeping this in mind, the Speaker adjourned the House for the first time till 10am. When the House began again, the TRS members continued with their protest by rushing towards the podium. When the TRS members did not relent, road and buildings minister Dharmana Prasada Rao moved a suspension motion under 340 (2) of Assembly rules and requested the Speaker to suspend 15 TRS MLAs and one Independent MLA from the House. After getting approval from the House, the Speaker suspended the TRS MLAs for one day from the services of the House. Immediately after this, BJP and CPI members staged a walk-out from the House, protesting the attitude of the Speaker. Earlier in the day, the Speaker disallowed the adjournment motions moved by various opposition political parties. While the main opposition TDP gave adjournment motion on hike in petrol, diesel and essential commodities prices, the TRS and BJP gave adjournment motion on resolution on separate Telangana issue, the Left party, CPI, gave adjournment motion on open cast mining by Singerenni Collieries and YSR Congress did so on imposition of Value Added Tax (VAT) on textile.

ore importantly, the Kiran government seems to have hijacked Chandrababu Naidu’s support base, backward classes (BC), with a sizeable allocation of `4,027 crore exclusively for the BC developments. The community has been the pillar of strength of the TDP in the past. Babu had, during his padayatra, declared that his party will give 50 per cent of the seats in the Assembly to backward classes. Last year, the allocation to the community was `3,014 crore. Finance minister Anam Ramanarayana Reddy today presented a `1.61 crore budget with a marginal rise in fiscal deficit of `4,487 crore for 2013-14. He began his second consecutive budget speech (Annual Financial Statement) for the year 2013-14 this morning on the dot at 10.26am (as advised by astrologers). The budget, coming in the penultimate year for the ruling Congress which is due for elections in 2014, had a total outlay which stood at `1,61,348 crore, a whopping increase of about `16,000 crore compared to last year’s (2012-13) budget, which stood at `1,45, 854 crore. The fiscal deficit of the State rose from `20,008 crore to `24,487 crore. If the State GSDP (Gross State Domestic Product) is compared, it reached 2.85 per cent from 2.5 per cent fiscal deficit of ongoing fiscal. There is an increase of 0.45 per cent in the fiscal deficit. The plan outlay of the State stood at `59,422 crore, whereas the non-plan outlay stood at `1,01, 926 crore.

ontrary to the brouhaha created about a separate agriculture budget, the government presented only an agriculture action plan. Protesting this, the TDP walked out, branding the government anti-farmer. The Opposition ranks blasted the Congress budget for 2013-14, stating that the government was indulging in many number games camouflaging the reality. “It is the most anti-people budget,” remarked a spokesman of the TDP. The Leftists and the BJP joined the chorus of protests stating that the government was putting a gloss over the decay. “The government is putting up a false smile of happiness while it is suffering from cancer,” remarked a BJP legislator.

he demand for a judicial inquiry into Mudasir Kamran’s death has reached the President of India. In a letter dated March 16, 2013, 18 EFLU students attached a report by a fact-finding committee and the minutes of a meeting held by Teachers Front for Justice and Democracy. The letter alleged that facts were distorted and rumours were being spread by the administration over the deceased boy’s nature of death to avoid fixing liability on the university officials. “An FIR has been registered but no action has been taken against the proctor. What sort of an inquiry is this? We demand that the VC and the proctor of the university be suspended as they will hamper the judicial inquiry sitting in their seats of

power,” says a representative of the Teachers Front. The letter alleged that Kamran’s death was the fourth death on the campus in the last

five years and that it showed more than mere negligence on the part of the administration. Students continue to demand compensation to Mudasir’s fami-

hat purpose do dividers serve, when nobody really respects them? All a motorist needs is a tiny gap in a median, regardless of how busy the traffic is, and he/she will try and cross over to the other side. In this picture a heavily loaded truck ran over and got jammed on a divider at MJ Market. Even as people worked to prise the vehicle off the median, the question is why drive so recklessly in the first place? It has often been seen that vehicles, especially trucks and cars speed along City roads, especially during

the night and invariably lose control of their vehicles, either ramming them into a hapless motorist or pedestrian. Or in cases like these, ram their vehicles into dividers. Despite sign boards displaying speed limits, nobody really bothers about them and traffic police too don’t seem to be doing much to curb high speed driving. Lack of doctors and equipment put family court on backfoot With an increasing number of cases of wives slapping impotency charges against their husbands, the court demands medical tests to be conducted to prove the same. massive shortage of staff and unavailability of proper equipment at government hospitals is not only causing a backlog at courts but also depriving litigants of their peace of mind. For cases where the court directs the husbands to go for potency tests to government hospitals are left with no option but to wait for a long time for the reports to reach the court. Advocates, who deal with such cases at the various family courts in the City, say that nearly 200 such cases are pending at government hospitals. Despite several reminders by the court to the hospitals, the court gets no response. “There are cases that have been pending for more than two years. Doctors at the government hospitals fail to submit the reports on time and in the process our clients are made to suffer. When we advocates contact the doctors at the hospital they state that they are short staffed,” says advocate GK Kalinidhi.

Citing one such example he says, “One of my clients was directed by the court to undergo a medical test for potency at the Osmania General Hospital. A case was registered in 2012 at the family court after the wife who was married for three years filed a petition stating that her husband was impotent, since she was not able to conceive. The court had then directed the husband to go for a potency test and the wife for

a fertility test. So far the reports have not reached the court, in spite of sending several reminders. The court will not accept any reports from private hospitals either since there are chances that the reports could be doctored by paying money to the authorities, “he says. The clothes one wears and accessories that one carries determine the social status and youngsters are giving in to these demands,” 40-year-old Smriti Patel, mother of a teenager, says. For someone who is a staunch follower of fashion and the latest trends, picking branded goods is the only way out. Manisha Singh, a PR professional is one among them. She says, “I follow the fashion trends religiously and I go for branded clothes because they offer more variety and choices unlike non-branded collections. he consumer in India is not king but servant for producers. Their supercilious attitude toward their customers surprises foreigners who are used to consumer rights. Majority of Indian consumers polled by Assocham on World Consumer Day (March 15) said they were often taken for granted, mostly by providers of services like telecom, electricity, toll roads and education, rather than merchandise goods. The survey, conducted among 2,500 consumers across 10 major cities, threw up some useful points relating to the response time of service providers, lack of immediate relief and redress by regulators and poor follow-up by the companies providing services. The poll was done among the age group of 18-65 and the services included insurance, pensions, mutual funds and monthly income schemes of different financial intermediaries. They included college students, young professionals, bluecollar factory workers, house-

wives and senior citizens. The coverage not only included the services offered by the private sector companies but also the government organs and bodies like municipal corporations, banks, insurance companies and power utilities. “The most common complaint against the providers of the government services was the apathy of the staff, no redress at the senior level and lack of automation. The worst performers in terms of consumer satisfaction among the government departments were the transport licensing authorities, house tax payments, property transactions and electricity connections and billings,” reveals DS Rawat, secretary-general, Assocham. The private sector, thanks to information technology applications, fared far better in the areas of mobile telephony, credit cards and in some cases, electricity (where it has been privatised). But the main problems, even in the private sector, pertained to over-billings, no follow-up, overpromising by the sales staff and delays in installations and commissioning. “While automation has helped and the call centres are of

some help, the consumers’ calls are kept on hold and they are made to press one button or the other — for language synchronisation or service matching,” reveals the Assocham report. The worst problem among the private sector service providers is the lack of connect between the regulators and the consumers, who do not really know who to approach about their complaints. “Besides, the procedures are complicated… Secondly, several of the regulators are kind of quasi-judicial bodies; the consumers fear that they have to go through the court proceedings with involvement of level help,” the report found. Unfortunately, there was a trust deficit in the mind of consumers even for the regulators. For instance, several of them

The problem in the education sector is that no single authority has been named since it is a state subject. “Mushrooming of universities pose a different problem. Earlier, if a student has an issue, he/she could approach a university. Now, virtually each college is a university itself. All kinds of false promises are made to students in terms of placement prospects and the delivery is not there. The consumer in the education sector is paying the most,” the Assocham report found. As for merchandise, the grievances related to overpromising and sub-standard service of the products. The report states that a lot of work needs to be done at the state government level. “We at Assocham would like to work with them; after all, the industry has a stake in the consumer,” said Rawat. "I chose the least painful option, and I bear the political cost for this, in order to limit as much as possible the consequences for the economy and for our fellow Cypriots," Anastasiades said. As a condition for a desperately-needed 10-billion-euro bailout for Cyprus, fellow eurozone countries and international creditors on Saturday imposed a levy on all deposits in the island's banks. Deposits of more than 100,000 euros will be hit with a 9.9 per cent charge, while under that threshold the levy drops to 6.75 per cent. "The first choice (rejecting the EU's terms) would have led to a disorderly default as a result of the ECB cutting emergency funding to maintain liquidity in the two largest banks," he said. "The second choice (accepting the terms) was very difficult but controlling and managing the situation leading to economic stability."

3 students chained, forced to clean toilets MUMBAI: A teacher and the headmistress of a school in Mumbai have been booked for allegedly chaining and parading three students after they were found fighting in the classroom last week and were also forced to clean toilets, police said. “We have registered a case against the school headmistress and teacher under the provisions of the Juvenile Justice Act. We will see (if) some other charges can be invoked. We have not arrested them yet,” deputy commissioner of police Dhananjay Kulkarni said. The official said that the police plans to speak to other students before taking any action. After the incident came to light on Wednesday, the boy’s father visited the school to complain against the teacher. However, after not getting a satisfactory response, he lodged a police complaint. He alleged that the three boys were called out of the classroom, following which their hands were tied and then paraded in classrooms. “They were also asked to clean school toilets”, he said, adding that the case was registered on Friday evening. Canadian cops foil a great escape MONTREAL: Police in eastern Canada arrested an escaped inmate on Sunday and surrounded the second after the pair broke out of a Quebec jail and hijacked a helicopter to escape. Quebec Provincial Police said on Twitter that they had located Danny Provencal and had set up a security perimeter around him. An hour earlier, officers said they had detained Benjamin HudonBarbeau, the other escapee, along with two other suspects. These were the preliminary findings of a study conducted by a joint UN programme conducted in six Asia-Pacific countries — Bangladesh, Cambodia, China, Indonesia, Papua New Guinea and Sri Lanka. Mervat Tallawy, who headed the Egyptian delegation at the UN conference, said despite the hard-fought declaration, more help must be given to women in the Middle East. Tallawy stunned many at the UN Commission on the Status of Women — marked by blocking tactics by conservative Muslim and Roman Catholic

states — by backing the document that sets global standards to combat violence against women. Tallawy, head of Egypt’s National Women’s Council, said “international solidarity is needed for women’s empowerment and preventing this regressive mood whether in the developing countries or developed.” The Muslim Brotherhood, from which President Mohamed Morsi hails, said this week that the proposed UN document “undermines Islamic ethics” and “would lead to the complete disintegration of society”. Tallawy said there is “a global wave of conservatism, of repression against women. And

this paper is a message that if we can get together, hold power together, we can be a strong wave against this conservatism”. When asked about the Muslim Brotherhood’s opposition, the official said she had already challenged Morsi. “I believe in women’s cause. I don’t take money from the government, I work voluntarily. he gang rape of a Swiss tourist in Madhya Pradesh is another scathing indictment of our plummeting record on crimes against women. They cycle of brutality against women continues unabated, while our fickle politicians fiddle with their illgotten millions, and decide the prime age for a girl to be legally molested. But another question needs to be asked here, unfortunate though the timing may be. Why was the women camping by the side of the road in a country swiftly becoming notorious, the world-over for its violent crimes against women? Had she not followed the sordid and heinous tale of the Deli physiotherapist just a few months ago? Shouldn’t they have found out more about the country they were travelling through? No matter what TV travel shows and the tourism ads say, India is not a safe country anymore. It may have been back in the 70s, but it certainly isn’t these days. Travel advisories for foreign tourists will soon be par for the course and our standing as the sub-continent’s tourism epicentre (not a difficult pedestal to stand on admittedly) is now in tatters. We can be as patriotic as we like; our pseudo-macho politicos can claim what they will; the truth is out there for all to see. Unless we as a society rebel against the very traditions that protect sex offenders, and revolt against criminal elements in power, we are not better than a backwater, both culturally and socially. while ago I pointed out what a wasteful pastime we indulge in erecting statues and busts across the length and breadth of the country. Millions of rupees, space and time are wasted on this futile exercise. Now, there is a corollary to this pestilence—naming public places after leaders present and past. Time was when we had an accepted norm of raising a memorial much after the personality in question is dead. No longer. Now, our Netas are so impatient that they raise memorials even when their object of veneration is alive. Going by this penchant for naming any public utility after leaders, one observes that Dr B R Ambedkar, Mahatma Gandhi, and Jawaharlal Nehru followed by Indira Gandhi and Rajiv Gandhi are the largest ‘property owners’ in India. Numerous are the parks, roads, buildings, institutions, airports named after them. It is said that we consider such irksome acts as signs of ‘patriotism.’ Far from it. Is it not a cruel joke to the father of the nation to name everything under the sun after him while he had proclaimed that his life is his message? What he wanted us to do was to live an honest life as he did, and we now indulge in bribery using the

same notes that carry his image! In fact, “Gandhi’ has become the measuring unit of greasing palm where the babu points out the number of ‘Gandhi’ for the work to be done. Accordingly two Gandhi means a 1,000 and three, 1,500! I don’t understand why there is not a national law against the renaming spree. Names of places are heritage handed down to generations over centuries. We should not allow some political clowns to use them as tools for exhibiting their fawning.

Vote bank politics will ensure that we are not spared in any sphere. Time may come even our homes will have to be named after one leader or the other by the diktat of the party in power. Only problem would be when the Opposition comes to power, you will have to call the painter back and ask him to rename the home

after the dear leaders of the government of the day. Not bad, for it assures a livelihood to painters.

This is evident from many instances but one glaring example is the spurt of name Subhas and Bose. While Bose is a Bengali surname, people of Kerala have taken to it with gusto. There you will see Malayali Boses and Chakravartis in droves. Let there be such spontaneous patriotism rather than tokenism thrust on people. By far, Subhas Chandra Bose and Swami Vivekananda, happen to be the most endearing and inspiring leaders to all generations sans caste or creed.

A BBC profile shows that he never took the easy way. When his father, a local official, offered to groom him for the local party leadership, he refused and instead enrolled in the Peking University. Before joining he spent a brief time as a manual labourer in a rural commune. Then he joined the party and rose through the ranks and led the students’ federation of the university. From then on there’s no turning back. He worked his way up and showed his worth in many capacities: deputy secretary of the party in Henan province in 1998, party secretary of Liaoning province in 2004 and China’s youngest provincial

governor when he was tasked to run Henan, the BBC reports. It is said he was Hun Jintao’s preferred man to succeed him but was pipped in the end. Li is known to be a man who understands the problems of the less fortunate that form the majority in his country. They and their issues are hidden in the shade of development and giant strides that the nation has been making at many fronts, and there can be no better man to take note of it and do something about it. This is a man that shares the roots of many, many ordinary Chinese and his current status bolsters faith in them. Li, when he was governor, earned kudos for his efforts to rejuvenate Liaoning, a province that suffered from the harsh economic policies of China — this story is proof that he is pragmatic and thinks out of the box and is different.

t was a day for nostalgia when passing-out students at St Francis College shared their journey at the college, their experiences and memories. Wearing sarees and decked up in jewellery, they had a field day as their juniors and teachers danced and entertained them. The highlight of the show, however, was two beauty pageant competitions — UG and PG — that were held on campus. Ankita Sharma, who anchored the show, says, “There were two rounds for the pageant — introduction and question. In the first round, twelve contestants introduced themselves and in the second round, they were given a common question and they had to answer them. Miss Francis was chosen according to the way the girls fared in these two rounds.” There were more than 60-65 contestants who applied for the competition’s preliminary round, from which 12 were selected by the faculty according to the answers the girls had given in their application forms. “From the UG section, Harsha Maheshwari was crowned Miss Francis and in

Burping the baby after every feed is also extremely important and doctors and nursing staff usually, train the parent in burping techniques. Dr Vishwanath goes on to add that it is also important to bathe and massage the baby regularly. “The infant’s skin is very delicate so it is advisable to use a mild baby soap. But it is necessary to bathe the infant regularly to maintain hygiene. Also massages help the infant grow better,” he says, adding, “once the infant has been bathed the parent should dry them off thoroughly and also ensure that the baby wears clean and dry nappies. Else, rashes can become a common occurrence.”

Green tea and coffee may help lower your risk of having a stroke, especially when both are a regular part of your diet, according to research published in Stroke: Journal of the American Heart Association. "This is the first large-scale study to examine the combined effects of both green tea and coffee on stroke risks," said Yoshihiro Kokubo, lead author of the study at Japan's National Cerebral and Cardiovascular Centre. "You may make a small but positive lifestyle change to help lower the risk of stroke by adding daily green tea to your diet."

They found that the more green tea or coffee people drink, the lower their stroke risks, reports Science Daily. "The regular action of drinking tea and coffee, largely benefits cardiovascular health because it partly keeps blood clots from forming," Kokubo said. Tea and coffee are the most popular drinks in the world after water, suggesting that these results may apply in other countries too. It's unclear how green tea affects stroke risks. A compound group known as catechins may provide some protection. Catechins have an antioxidant anti-inflammatory effect, increasing plasma antioxidant capacity and anti-thrombogenic (anti-clotting) effects. Some chemicals in coffee include chlorogenic acid, thus cutting stroke risks by lowering the chances of developing type 2 diabetes. Further research could clarify how the interaction between coffee and green tea might help further lower stroke risks, Kokubo said. IANS

Women worry more than men NEW YORK: Women are more likely than men to often feel worried, nervous or anxious, a new US survey has found. According to the research by the Centers for Disease Control and Prevention in US, about 22 per cent of women said they felt worried, nervous, or anxious daily or weekly, compared to 16 per cent of men. In general, these feelings were more common in young and middle-age adults than older people, MyHealthNewsDaily reported. Previous studies have found older adults are generally happier and less stressed than younger people. In the new study, which took place in 2010 and 2011, participants were asked "How often do you feel worried, nervous, or anxious? Would you say daily, weekly, monthly, a few times a year, or never?" In men, 17 per cent of those ages 18 to 44, and 18 per cent of those between 45 and 64 reported daily or weekly worry, nervousness or anxiety. About 23 per cent of women ages 18 to 64 said the same. Among those over age 75, eleven per cent of men and 16 per cent of women reported such feelings. The study will be published in the CDC's Morbidity and Mortality Weekly Report. PTI

More than a pretty face every moment of it. Initially, the character you play, Sarala, falls in love with him, then she bullies him and then she seduces him. What exactly goes through her mind? She’s too innocent to design a plan and too naive to know what she’s doing and whether it’s right or wrong. She doesn’t understand that concept. She follows her heart and just explores her infatuation. She’s physically attracted to him and she has an upper hand in the relationship because she’s the daughter of a rich man. There’s no one around to oppose her. She wants to enjoy her life like a kid and doesn’t think about future. Your subplot in the film ends right after the lovemaking scene. Have you tried to envision what might happen after that? Will the two ever get a chance to meet after that? Malli, the character which Aadhi played, is surely not in love or attracted to her. I don’t see Malli falling in love with Sarala after that scene. What I assume is that her father wouldn’t want her to stay in the same area since he already knows that they two have been spotted together. Maybe her father sends her to a nearby city, but because she’s so infatuated with him, I presume that she finds a way to know what Malli is up to. That explains how she comes to his wedding at the right time, although the two don’t seem to have been in touch for quite some time.

I

t’s the first time you have done the role of a village belle who’s infatuated with a fisherman. How did you interpret the role when you read the script? Gundello Godaari was Lakshmi Manchu’s dream project and I agreed to do the role only for her. I knew it wasn’t a full-fledged role, so I wanted Kumar Nagendra, the director of the film, to narrate only my part of the story. My first thought was how I can identify myself with this role because I am not a person who can woo someone and on top of that the film is set in 1986 when I

wasn’t even born. It was a big challenge to play an innocent girl who woos a man and I had to ensure that people don’t hate me for that. In fact, I wasn’t sure if I could pull off the lovemaking scene between me and Aadhi, but Kumar gave me the freedom to do whatever I was comfortable with. I felt like a kid who has been gifted with a new toy. I had to look convincing as a village belle and back then I was going through a phase where people weren’t ready to see me as a village belle. It was my idea to have a mole on my upper lip, a gold chain on my waist and a thread around my arm, ribbons in my hair to transform me into a village girl. In a way, the role was like a new phone given to me and I loved

Right after the film’s release, you tweeted that this is an answer to those who believe that you can’t do the role of a village belle. Were you trying to send a message to the audience or filmmakers? Both! My critics have been equally harsh as the audience who think I am more suited for glamourised roles. This is an answer to people who think that I cannot show versatility. I have always tried my best to experiment with my looks or the kind of roles I choose whether successful or not. People keep writing that I haven’t delivered a hit in a long time, then how come I am still in the industry? It’s been three years since I made my debut. If I wasn’t good enough, I wouldn’t be as busy as I am today. How long will a person survive on just good looks? It’s high time that people got over my good looks. With Gundello Godaari, there’s a sense of achievement that I have proved a few people wrong and I was stunned to read good things about me even from those who hadn’t been so kind to me in the past. I have gone through a lot of highs and lows, but somehow this success is sweeter. I don’t want to be in a race to the top, I am happy carving a niche for myself.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

SYDNEY: Speculation about Australian vice-captain Shane Watson’s Test future was put to bed Monday with an announcement that he will return to India after serving a one-match ban. The 31-year-old returned to Sydney last Tuesday after he was dropped for the third Test after failing to prepare feedback on how the team could improve and deliver it to management. Three other players were also axed. Watson, whose wife gave birth last week, made clear he felt the punishment was overly harsh and said he would be considering his future, but has decided to battle on. “Shane Watson will return to the tour of India and will fly out of Sydney tonight to join the Australian squad in India ahead of the fourth Test,” Cricket Australia said in a brief statement. His dumping fuelled rumours of a rift with skipper Michael Clarke, which was intensified by Cricket Australia general manager Pat Howard saying Watson was only “sometimes” a team player.
