efore leaving on the ‘study tour’, Congress corporators are conducting the ward meetings which are mandatory. As they are in a hurry, most end up as mere motions. A corporator said, “Most of us have completed the formality without the mandatory assistance of the higher officials.” A young corporator smiled and said, “What is there to tell you about the meeting? Everything is rounded up with the photo-op.”
However, other inmates, mortally afraid of getting infected objected to his stay. Unconfirmed reports said he was attacked by others and he suffered injuries. This led to a riotous situation in the jail for some time. However, deputy superintendent of Cherlapally Central Prison, Nageswara Reddy, denied allegations of violence. He said Krishna was to be taken to hospital as per magisterial orders. He was to stay overnight in the jail. Today morning, he was shifted to Gandhi Hospital where he died.
espite a minor girl complaining of a determined man persecuting her, the Karkhana police took no action. As a result, the man, identified as R Raju, 25, an auto driver, got bolder and attempted to molest the girl right in front of her mother on the roadside. Their screams brought passersby to the scene and the man took off in his vehicle. Only after the people accompanied them to the station did the Karkhana police file a formal complaint. According to details, the teenage girl, who lives in Karkhana basti, Secunderabad, was being stalked by Raju for some time. He had reportedly proposed to her but she turned him down as she did not approve of his manners. Enraged, Raju started following her and taunting her with a threat that if
she did not agree to marry him, he would kidnap and rape her. A few days ago, he stealthily entered her home when she was alone and tried to molest her but she managed to escape. The girl and her mother told the police that though they sought the Karkhana police’s help to stop him, the police did nothing. Her parents are poor labourers. A few days back, when she and her mother were returning home from the
market, Raju blocked their way with his vehicle and asked the girl to get in. In movie style, he threw up his collar and said in a deep voice that nobody can prevent him from getting at her. As she did not get into the vehicle, he caught her, pushed her to the ground and tried to molest her in front of her mother. It was then that the two screamed, drawing people to the scene. People in Karkhana basti have protested against the police indifference and alleged that the cops always played chummy with men and hapless women have no protection.

anded a challan for `1,000, an auto driver attempted to commit suicide yesterday, creating a traffic jam on the Moosapet Chaurah main road. Autorickshaw driver Kanhaiya Lal was stopped by traffic police to check his documents. Lal reportedly did not
have his records in order. The sub-inspector on duty wrote a penalty challan for `1,000 which shocked the auto driver. He pleaded with the SI to at least reduce it to `100 or `200 as he couldn’t pay `1,000, but the SI, busy with others, did not pay heed. Upset and angry, Lal went back to his vehicle, took out a bottle of petrol he had kept in stock for emergency, sprinkled
it over his clothes and declared that he was going to commit suicide. This attracted a large crowd and traffic came to standstill. People gathered there urged the policeman to go easy on him. After a while, Lal was taken away in a police vehicle. Last heard, the auto driver was booked for attempt to suicide.

The de-silting that should have started at the beginning of summer is yet to begin. A further delay would result in floods should it rain. mayor later said that he will hold a special meeting over the issue after GHMC commissioner MT Krishna Babu returns from China. “I will make it clear to him that the commissioner is being misled by his officials,” he
was quoted as saying. What drew the mayor’s ire next was the delayed process of de-silting. According to a member of the committee, the de-silting that should have started at the beginning of summer is yet to begin. “If the de-silting is delayed, there will be floods everywhere in the City when it rains heavily,” he pointed out. But when the mayor vetoed the proposal for the construction of council hall at Lower Tankbund, it was the turn of the officials to raise eyebrows. The proposal, which was already sanctioned during the reign of late YS Rajasekhara Reddy, who
had laid the foundation stone, has since been on the backburner. Now, with the mayor’s rebuff, the plan is likely to lie for several years in dust. “Earlier, the municipal office was at Sardar Mahal and the council hall was the Quli Qutb Shah Urban Development Authority building. It would be better if at least the council hall is constructed in some part of the Old City,” was the explanation given by the mayor. The committee discussed 47 preambles. A total of 36 items were approved, six were adjourned and five were recorded. Standing committee members will inspect all the lakes for which chain-link fencing hsa been sanctioned till now. The mayor directed the chief engineer to bring the maps of the lakes along with the proposals of chain-link fencing in the next committee meeting.

The objective of the programme, it is said, is to laud his efforts in empowering women in the State. During his long mass contact programme, Naidu promised several measures to empower women if his party is brought back to power. The whole idea behind this is to recapture his nine year rule that resulted in great advancement of women in Andhra Pradesh. “Women in the State

ICC vice-president Rahul Gandhi's quizzing of AP party satraps, Chief Minister N Kiran Kumar Reddy and PCC president Botsa Satyanarayana in the presence of party’s AP in-charge Ghulam Nabi Azad yesterday, is said to have ended with a ‘just pass‘ mark for the party leaders. According to highly-placed sources, the Gandhi-Nehru scion expressed his concern over the declining image of the Congress in AP. He asked Kiran and Botsa to ensure that the government retains power for the third consecutive term. According to party leaders, Rahul was more concerned about retaining all the Congress Lok Sabha seats after the next General Elections. Andhra Pradesh has given the party much-needed oxygen by securing over 30 Lok Sabha seats in 2004 and 2009 General Elections, ensuring that the Congress ruled the country for two consecutive terms. "Rahul gave specific instructions about retaining these seats, if
not improving the tally. He asked the PCC president and the CM to take steps to ensure that the party wins over 30 Lok Sabha seats during the next polls,” a senior Congress leader and close aide of Kiran said. Rahul also wanted to know how well the main Opposition Telugu Desam Party was faring in wake of the grand padayatra by its president N Chandrababu Naidu. The CM, PCC president and AICC AP in-charge Ghulam Nabi Azad reportedly told Rahul that TDP will not gain from the padayatra.
upliftment of women. His revolutionary programme like women self-help groups was path-breaking. He was also instrumental in providing thousands of job opportunities to educated women of the State in the field of information technology by encouraging these newage revolutions,” TDP Mahila Morcha president Shoba Hymavathi told Postnoon on Thursday. The novel self-help groups, which led to the creation of 4.52 lakh self-help groups that put Andhra Pradesh ahead in the country, is an exemplary measure of women empowerment. Naidu had also launched many women welfare programmes like the Deepam scheme — which was aimed at providing domestic gas cylin-
der connections to women — and the model villages scheme which provides medication to girls between the ages of 11-17 years. He also set up anganwadi centres that give nutritious food and conduct health camps for women. The women wing will project Naidu as the only hope for the four crore women of the State.
HUGE FELICITATION
Apart from arranging a grand reception, the TDP Mahila Morcha workers will organise a huge felicitation programme for Naidu as part of the all-women conference. The felicitation will have citation regarding the marathon padayatra undertaken by Naidu and the need for his return to power for the welfare of the State.

Where is the proof?
With eight out of 10 couples failing to register their marriage and give it a legal status, women fall prey to men who cheat them in the name of marriage, say lawyers. ALEENA ALICE aleena.t@postnoon.com
‘Marriage certificate equal to Aadhaar card’
R
ecently, the City police arrested a 28-year-old man for marrying a 22-year-old girl from Adilabad in 2012, without disclosing the fact that he was already married. The incident only came to light after his first wife got to know about the second marriage and approached the police, who then took action. We often hear incidents like this taking place around us. While some cases come to light, most go unnoticed. Advocates say that the rise in the number of such cases is due to a lack of awareness among people about the need to register their weddings, so that there is legitimacy in the marriage. In spite of Supreme Court passing an order that within three months of marriage there should be compulsory registration, irrespective of the religion of the couple, so far the order has not been implemented. According to senior lawyers, eight out of 10 people who get married in a customary manner fail to get their marriage registered. Even the few who get their marriage registered are the ones who want to go abroad and require a marriage certificate to complete the formalities, say advocates. “When a customary marriage takes place in the right manner, many people are under the impression that there is no

Many people do not foresee the problems that could arise because of a marriage that is not registered and realise the importance of registration only when they land in problems. Most of the time we come across cases where a woman finds it difficult to get justice because of the lack of evidence to prove the marriage,” says senior advocate P Vishwa Janani. Not only women from rural areas, but even those from cities suffer due to this. “There have been cases where educated women have become victims of marriages where men, who in the name of love, cheat them and marry them. After sometime, they escape from the
T
here is a proposal by various women’s rights organisations that marriage certificate should be made compulsory like the Aadhaar card. “The moment Aadhaar card was linked to LPG, people realised the importance of it. Similarly, marriage certificate should also be a basic requirement for any authentication. This way, people will ensure that they register their marriage,” says Mahalakshmi Murthy, co-ordinator of an NGO working for the upliftment of women.
marriage. Though such cases are more in rural areas, many such cases have been reported in urban areas too,” says senior advocate M Rajender Reddy. Advocates say that marriage registration will help tackle various women’s rights infringements like child marriage, marriage without the consent of both parties, ensuring a minimum age in accordance with the law, bigamous unions, and a woman’s right to live in her marital home and receive maintenance. “There was once this lady who approached me, as her in-laws were not giving her the required share of property after her husband’s death. Her in-laws destroyed all the evidence like photographs and video tapes. In such cases, a marriage certificate would prove as evidence and will easily help give justice to women. Only when a women faces such a situation does she look into such acts. A strict measure should be taken to safeguard marriages,” says advocate Vishwa Janani. Many advocates and women’s rights activists say that unless and until the government brings about strict implementation of the Compulsory Registration of Marriage Act, this situation will prevail. “The rules for registration of marriage should be more flexible. The authorities should otherwise consider giving the powers to the priests who perform the marriage to also register the wedding, so that couples who get married will not have to be bothered about going to the registration office and waiting there for hours and days together to get their registration done,” says Sunitha Lakshmi, a women and child rights activist.

Who’s a true Hyderabadi?
H
yderabad is a cosmopolitan City and the natives of this beautiful City do not leave any occasion to claim their association with it. But this led to an amusing situation when the Chief Minister N Kiran Kumar Reddy, who was born in Hyderabad and Union minister of state for tourism K Chiranjeevi, who is from Hyderabad, recently shared the dais during the inauguration of UNWTO Conference in the City. While praising the efforts of Chiranjeevi in holding the mega tourism event in the City, the UNWTO secretary general Taleb D Rifai referred to Chiranjeevi as true Hyderabadi. This did not go down well with the chief minister’s close aides. They immediately sprang into action and added a few lines to the citation of the chief minister and asked the lady host, who was introducing the dignitaries on to the dais, to talk about the CM's link with the City. Accordingly, the host, without losing any time, described the CM as a true Hyderabadi and read out a long list of his association with it after the address of the secretary general. The public relation work done by the CM's aides within no time had left many local delegates and officials in surprise. One of them heard saying whose Hyderabad is it anyway? (IA)
A STERLING SERVICE
Emergency brings out the mettle in man. This proved when APSRTC bus conductor C Srinivasa Rao assisted a woman who gave birth to a baby in a running bus. Rao, along with passengers was going to Raichur from Hyderabad on April 15. A woman developed labour pains but women passengers sat unmoved. Rao’s medical experience before joining the Corporation enabled him to assist the woman. He halted the bus for a while, cordoned off the seat with sheets and facilitated the normal delivery by pressing his hands around her abdomen. The moment the baby was born, he arranged for an ambulance to take the woman and baby to a hospital. EVERYONE SHOULD HELP AP
No State suffers as many problems as Andhra Pradesh does. This big State that has a large
stake in any government that comes in Delhi faces numerous problems — from acute power paucity to political turmoil and cessation demands. But that the State has not done harm or created a large-scale problem for the country is forgotten by the successive dispensation in the Delhi Durbar. This was the basis of a massive political shift under the charismatic leadership of the late NTR in the 1980’s. Many in the State and in the City believe that the government of Andhra Pradesh ought to get its due in the form of Central aid, gas allocation for power generation and a studied decision on Telangana so that the State that once fed the country can get back on its journey to prosperity. This is no maudlin sentiments; it is a need of the times without a political label. (PK)
PUBLICITY STUNT
Government publicity personnel are often accused of not coming up with innovative ideas. But at the recent launch of Amma Hastam, where nine essential commodities were packed at an affordable price, the publicity men came out with a massive balloon for a change. It gave enough space for messages and also had the advantage of mobility. (See pic above) (SK)

COP’S GENEROUS GESTURE
Rarely do we see benevolent police officers. And rarely do we follow their advice. This is a human tragedy and a reason for increasing malefic elements in the society. People in the Old City fondly remember the humanitarian gesture of the then DCP south zone Kantha Rao. In
his days, he made it a rule that all police stations in his jurisdiction should keep a water pot with drinking water for the people who approach the station. This includes criminals, who by legal definition are to be considered innocent till they are convicted. The police were also asked to behave with dignity and reverence to the people as they are the servants of the government elected by people. Old school policemen inwardly resented this, but later realised such an attitude infused confidence among the public and they came forward to help the police when in need. The water pot was a symbol of the human face of the police. However, this practice was discontinued fol-
lowing Kantha Rao’s transfer. But many policemen and public remember the officer’s gesture. (MS)
SCRIBES TAKEN FOR A RIDE
Recently a seminar was organised by an NGO on protection of women and rights of children. The organisers of the event wanted to make sure that media persons were present in large number. To ensure that reporters don’t miss out on the event, the organisers spelt big names and said that ministers and other leaders would be present to talk about the issue. The organisers kept sending reminders in the form of mails and text messages and asked the journalists to RSVP even a couple of hours before the event. Since it is a burning topic and wanting to see what the concerned minister of the state had to say, journalist turned up in large numbers. However, the media realised they were taken for a ride. None of the bigwigs named turned up for the seminar. It was learnt later that the organisers were informed of this a day earlier but kept to themselves to ensure that the media turned up. ANIMAL RIGHTS
A cry from the streets
With as many as 30 complaints each month, cases of animal abuse are on the rise. This is because many are still unaware of animal rights, which is mentioned in the Constitution. AMY ROSE THOMAS amyrose.t@postnoon.com
M
adhulika Jajodia woke up on Wednesday to traumatic news. One of the street pups she fed everyday was tortured and killed. She heard about the incident from her neighbour's son who found the puppy's body lying outside the gate of the apartment complex where they live. The puppy was beaten, tortured and left to die. After hearing the tale, Madhulika rushed down, only to find the body was missing. "The least I could have done was to give her a decent burial. I could only see a trail of blood on the road and I just cannot get that image out of my mind. I would have never imagined anyone to be this cruel. This was a threemonth-old pup. What harm can it do? We have lodged an FIR but since we could not retrieve the body and no one witnessed the murder, no action can be taken," she says. This is not a stray incident. There are many street animals that face the wrath of humans and are tortured and killed. According to Vasanthi Vadi, secretary of People for Animals, they get as many as 30 complaints each month.
“We get many cases of street animals being abused everyday. There are times when people remain mute spectators. This is because many are unaware that animals also have rights. We have enquired about Madhulika's case. However, the problem here is that the body was not recovered and the person who inflicted the crime was not seen by anybody,” Vasanthi says. She has, however, sent an inspector and constable and has asked them to enquire about the case. She aims at spreading the word about animals' rights and
It is our duty to safeguard animals as those who hurt them tend to torture children and women in the future. Vasanthi Vadi People for Animals hopes that the tormenter will think twice before repeating such a heinous act. According to Vasanthi, there are still many who are unaware of animals’ rights.
“All animals have rights and if found guilty of hurting an animal, a person can be taken to court and can be jailed. It is also one's social responsibility to take care of animals. The Constitution of India clearly states that it is our duty to safeguard and take care of animals. It is also our moral responsibility as those who hurt animals are the ones who later end up torturing children and women in the future. So, it is one’s responsibility to stand up when you see an animal tortured and not remain as mute spectators,” she says.
There is a night rescue service being set up by People For Animals and one can avail the service if you find any animal that has been run over by cars. "There are many organisations that work for street animals but at the end of the day we all need to help each other. The driver of the ambulance has been trained by me. He administers first-aid and brings the animal to our clinic which is open 24/7," Dr Lakshmi Ramana says. In case of emergency, call: 9849993374/9290195361/984902 7601/9849128720.

Constable Basant Kumar used his service rifle to kill Sandeep, 23, and his mother Roshini, 55, from point-blank range in Gaurad village of Sonipat district, 200 km from Chandigarh. He also left Parkashi, Sandeep’s aunt, critically injured in the firing in their house. Basant had Thursday afternoon forcibly entered the house of Sandeep who had been recently married to Sarita. Basant was having an affair with Sarita and they had eloped once earlier. After committing the crime, Basant fled from the spot in a car along with Sarita.
Praising Narendra Modi led Gujarat for attracting numerous investments, Ambassador of Georgia Kachkachishvili Zurab today said the state has developed “dynamically” in the last decade. “This is my third visit to this wonderful state. It has attracted numerous investments and developed dynamically in the last decade,” Zurab said while addressing a seminar on developing Eurasia as a market to do business with. “Quarter of the exports of India are from Gujarat,” he said adding that he hoped the state will invest in Georgia. A senior central government official said that strict regulatory mechanism had hindered exports of bovine-related products to countries like Russia, Belarus and other Eurasian countries, which India is hoping to revive. “A group of more than 15 officials from these countries will visit India and inspect the laboratories.”

The ULFA’s anti-talk faction led by Paresh Baruah Thursday threatened popular Assamese singer Zubeen Garg with dire consequences for defying its diktat that asked all the singers and artistes not to sing or perform Hindi songs on stage during the Bihu festival. “He is a very talented singer and we want that he takes Assam’s art and culture to the world stage. But if he chooses to act as an agent of Hindi aggression in Assam, the conflict that we have with him now will take the shape of a clash. “The ULFA shouldn’t be held responsible for any eventuality as a result of the clash,” the outfit said in an email statement sent to media today. Garg, who had shot to fame with his rendition of “Ya Ali” in film “Gangster”, performed the same song on stage here during a Bihu cultural function recently. The song had topped charts across India, and South Asia.

ant to celebrate life by living in a place which is full of shopping malls, hospitals, educational institutions and a Metro line, as well as being well connected to the City? If you belong to upper middle-class with a decent income and do not want to waste valuable time in City traffic and congestion while commuting to office in Hitec City, Kukatpally Housing Board (KPHB) can be your favourite place to live in. KPHB has not only evolved as a residential hub
over the years but also is soon to be one of the major retail hubs of the City. Numerous other colonies in the peripheral areas like Nizampet, Vivekananda Nagar, Hyder Nagar have pushed the growth of retail in KPHB colony. “The growth of IT sector in Hitec City has spurred the growth of real estate in KPHB colony in 2003-2004. Proximity to Hitec City with a distance of six km and travel time of 15 minutes had made KPHB as an obvious choice for house buying in those days. The growth story continued till the end of 2008 but came to an end with the global recession. After four
years of downfall, KPHB bounced back with greater benefits for buyers,” says Ajay K Singh, AGM (marketing and communication), Vertex Homes. KPHB is no more an abode for middle- or lower-income groups. But, it will emerge as a better choice in terms of price when compared to localities in Hitec City. “One has to spend almost `60-70 lakh for a 1,500 sft flat in and around Hitec City. However, a customer can get flats with similar features at a price of `40-50 lakh in KPHB colony. Infrastructure development has become the key driver for the growth of these areas recently. he inception of CREDAI, the apex body of real estate developers in the country, in 1999 is not just to form an organisation for developers but also to create healthy real estate and infrastructure environment in the country, wherein every stakeholder gets value out of the organisation and can be in a winwin situation. We want the buyer to get a right product with proper quality, title and value for money. In this regard, we initiated code of conduct among the CREDAI members. It is a selfinducted programme by CREDAI to do justice to the buyers. According to the code, the member (developer) has to stick to a code of conduct in any case.
Failing to do so will make the organisation interfere and do justice to the buyer based on the agreement. For instance, the buyer has to mention the committed details on agreement such as information on title, completion date, payment schedule and other amenities and specifications. Buyer and seller have to specify clauses that give further details for any failure of the commitment. For instance, if a seller delays the project for some reason, the buyer can ask for compensation based on the clause mentioned in the agreement. CREDAI will be able to help both parties to sort out their issue. We don’t try to give our own judgments but instruct the builder based on the agreement unless in certain exceptional cases like
one-sided agreements. There are very few grievances against our members. Most of these are due to service tax, VAT and on delay issues. Earlier, there was no clarity on service tax collection like when authorities have to collect this tax. The government addressed these issues by giving clarity on taxation, which we show to the customer while solving such issues. It is the duty of the buyer to do research and do proper agree-

ment with seller. Earlier, we used to visit 10 shops and used to ask all to just buy a TV in our home. If somebody is investing his lifetime savings and taking huge credit burden from the bank, there should be through research in choosing and buying the property. For example, I have seen many intellectuals going with price for choosing a property. Price can be a factor but should not be the only factor in choosing property. Any builder does not sell a property without having his margins. If somebody could offer you a property at a cheap price in the same locality, there are high chances that he has compromised on plan or in quality construction. The writer is the national president of CREDAI.

Police officials arrested the 69-year-old former military strongman this morning and took him to the court of judicial magistrate Muhammad Abbas Shah. After hearing arguments by Musharraf's lawyer and the counsel of several persons who have filed petitions against him, the magistrate sent the former army chief on "transit remand" for two days. The magistrate also directed police to produce Musharraf in an anti-terrorism court in two days as the Islamabad High Court had yesterday directed authorities to charge him under the AntiTerrorism Act for his actions during the 2007 emergency. Musharraf can appeal in the Supreme Court against the magistrate's order. PTI
BOSTON: The dramatic twist in the hunt came just after President Barack Obama vowed to the people of Boston that the "evil" bombers behind the three dead and about 180 wounded, would be brought to justice. Investigators consider the suspects to be "armed and extremely dangerous," said Rick DesLauriers, Federal Bureau of Investigation (FBI) chief in Boston, warning that no-one should approach them. Authorities stepped up checks on the Canadian border as they released the images. And the clamour to see the pictures was so great that the FBI's website, www.fbi.gov, crashed minutes later. Both appeared to be young men, one dressed in a white baseball cap and the other in a black cap. But the FBI gave no details of their identities or origin, naming them only as Suspect One and Suspect Two. Two bombs were placed around the marathon finish line on Monday, spraying nails, ball bearings and other metal fragments into the crowds. "Identifying and locating those responsible is now our highest priority," DesLauriers said. "The images from Monday are indelible and the horror of that day will remain with us forever." The men are seen in the video walking calmly, one a few paces behind the other, weaving between crowds on Boston's Boylston Street where the race finished. DesLauriers said other

A
group of minority Ahmadiyah Muslims have been holed up in an Indonesian mosque since authorities shuttered it earlier this month, in a stand-off that starkly illustrates the religious intolerance sweeping the country. The men were praying at the mosque in Bekasi, west of Jakarta, when scores of police burst in and surrounded it with corrugated iron fencing, brandishing a decree that bans the minority from spreading its religious beliefs. Now around 20 of them are refusing to leave until officials guarantee they will be allowed to continue worshipping in the mosque — and fear that if they do leave then the building will be taken over. They believe it was closed under pressure from hardline group the Islamic Defenders Front (FPI), in what would be the latest case of radicals targeting the sect. In a notorious 2011 incident, a lynch mob clubbed, hacked and stoned three Ahmadis to death in western Java. The attackers received only light prison sentences, provoking international outrage. The targeting of Ahmadis fits with a wider pattern of rising attacks in recent years against religious minorities in the world’s most populous Muslimmajority nation, where most are Sunnis. Muslim Shiites and Christians have complained of being targeted more frequently, and Human Rights Watch in a recent report accused the government of emboldening Islamic radicals by failing to act to curb the persecution.

Gun defeat casts doubt on Obama agenda LETTER FROM WASHINGTON Stephen Collinson
B
y killing gun reform, the US Senate did more than deal a painfully personal defeat to Barack Obama -- it raised questions about the still ambitious president’s entire second term agenda. So far, Obama’s thumping November election win has produced little of legislative substance, other than an expiry of tax cuts for the rich. The guns reverse left the president, once the embodiment of change, puzzling over how to get a legacy-boosting program through an obstructive political system already casting an eye to the post-Obama era. Defeated yet defiant, Obama was incredulous that the Senate Wednesday balked at expanding background checks for firearms buyers -- the final, modest but popular element of a wider gun reform drive that had already been thwarted. “How can something have 90 percent support and yet not happen?” Obama asked rhetorically though he already knew where -in Washington. Obama’s gun drive was based on the perception that
public revulsion after the massacre in December of 20 kids in their classrooms in Newtown, Connecticut, would shift the political calculations in Washington. Instead, it produced a lesson in the fungible nature of presidential authority, and the might of wealthy lobby groups like the National Rifle Association. It revealed the political complexity of a town split between Democrats and Republicans, and the constraints of a political system designed as a bulwark against sudden change where piecemeal progress is the rule. The facts of the gun defeat appear to bode ill for Obama — after he wagered a chunk of his political capital to no avail. “The president has definitely led many to question his ability to create a legislative majority,” said Kareem Crayton, professor of political science at the University of North Carolina. “It is not clear in a president’s second term whether his turning to public pressure will be enough to convince members of Congress who are on the fence.” Despite his win in November, Obama could not get a tame gun reform measure through a Senate controlled by Democrats. Four Democrats deserted their own president, and moderate Republicans also balked despite Obama’s entreaties —
their reticence perhaps hinting at the president’s limited powers of political persuasion. The plight of Newtown appeared to touch Obama deeply and the gun debate revealed a rare glimpse of the normally buttoned up president’s humanity. But it was a fight that politically, he might have been wiser to avoid. Initially, it seemed an instinctively cautious president would. Heading to a memorial service for Newtown victims in December, aides told reporters Obama would not make a political stir. Yet after consoling griefstricken families, he went all in. “These tragedies must end, and to end them we must
change,” Obama said, launching the biggest debate on gun control in 20 years. Though his response was driven by emotion, his failure was rooted in hard politics. First, he lost four Democratic senators needed to trump Republican filibuster tactics which mean 60 Senate votes are needed to pass a bill. Mark Pryor of Arkansas, Max Baucus of Montana, Mark Begich of Alaska and Heidi Heitkamp from North Dakota represent conservative states where gun rights are rooted in culture and self identity. Obama complained senators ran scared of the gun lobby — but while he is done with voters, three of those senators face tough re-election fights in 2014. AFP

here is something nauseatingly crude about the political game these days. The Centre’s announcement of `12,000 crore special aid to Bihar comes as a naked bribery even if one would try to justify in any way. This is especially because of the Bihar Chief Minister Nitish Kumar’s recent sparring with its partner the BJP over Narendra Modi. While nobody quarrels on extending support to a state, it is unethical to do so that looks like baiting an adversary for the selfish reasons. If one argues Bihar’s backwardness, one could very well argue of any state. Andhra Pradesh is no exception. The AP that keeps the UPA on oxygen and had fed the country all these years

with its rice and lentil must get its share too. The state is currently undergoing unprecedented power crunch and the centre has done pretty little to assuage its hurt feelings on this count. It is not the state’s welfare but prime ministerial ambitions that fuel dissidence these days is as clear as broad day. What promted Nitish to question Modi and the Shiv Sena’s latest bid to name Sushma Swaraj for prime ministerial post are all indications. It could also be considered a Congress ploy to sow dissidence in the rival camp with PM-ambition as it is slipping on all fronts. All these remind us of the prophetic words of the Great War time PM of UK, Winston Churchill.

MYTH: DARK SKIN PREVENTS MELANOMA Fact: Melanoma is a type of skin cancer that can lead to death if left undetected or untreated. Melanoma can occur in any part of the body, and it is said that intense sun exposure causes severe damage to the skin due to UV rays. But anyone can contract melanoma, irrespective of their ethnicity, skin type or skin colour, reports Oncosec Medical (oncosec.com).
MYTH: SPICY FOOD CAUSES ULCERS Fact: Researchers have found that the most common cause of ulcer is a bacterium. While improper diet or stress can certainly aggravate the condition, they are not the cause. The bacterium H. pylori is present in the stomach of many people. Health.howstuffworks.com reports that while in many, it does not cause any symptoms, in others it can cause cancer or even peptic ulcer.

BREAKTHROUGH
STUDY
MEMORY LOSS in animal
brain cells reversed Using sea snail nerve cells, neuroscientists reversed memory loss by determining when the cells were primed for learning.
HOUSTON: Scientists have reversed memory loss in sea snail nerve cells — a breakthrough that may lead to treatments for nuero-degenerative brain diseases like Alzheimer's in humans. Using sea snail nerve cells, neuroscientists at The University of Texas Health Science Center at Houston (UTHealth) reversed memory loss by determining when the cells were primed for learning. They were able to help the cells compensate for memory loss by retraining them through the use of optimised training schedules. "Although much works remains to be done, we have demonstrated the feasibility of our new strategy to help overcome memory deficits," said
John "Jack" Byrne, the study's senior author, as well as director of the WM Keck Center for the Neurobiology of Learning and Memory. Yili Zhang, the study's colead author, developed a sophisticated mathematical model that can predict when the biochemical processes in the snail's brain are primed for learning. Her model is based on five training sessions scheduled at different time intervals ranging from five to 50 minutes. It can generate 10,000 different schedules and identify the schedule most attuned to optimum learning. "The logical follow-up question was whether you could use the same strategy to overcome a deficit in memory,"
Byrne said in a statement. "Memory is due to a change in the strength of the connections among neurons. In many diseases associated with memory deficits, the change is blocked," Byrne said. To test whether their strategy would help with memory loss, Rong-Yu Liu, co-lead author, simulated a brain disorder in a cell culture by taking sensory cells from the sea snails and blocking the activity of a gene that produces a memory protein. This resulted in a significant impairment in the strength of the neurons' connections, which is responsible for long-term memory. To mimic training sessions, cells were administered a chemical at intervals
prescribed by the mathematical model. After five training sessions, which like the earlier study were at irregular intervals, the strength of the connections returned to near normal in the impaired cells. "This methodology may apply to humans if we can identify the same biochemical processes in humans. Our results suggest a new strategy for treatments of cognitive impairment, Byrne said. “Mathematical models might help design therapies that optimise the combination of training protocols with traditional drug treatments," he said. The study was published in The Journal of Neuroscience. PTI
Hair test can predict heart disease risk
LONDON: A simple scalp hair analysis can determine the risk of cardiovascular disease in elderly, a new study has claimed. Hair strands contain valuable information about stress levels that can be used to determine cardiovascular disease risk in elderly, found researchers from Erasmus MC (medical center) in Rotterdam, The Netherlands. Unlike a blood test that captures a snapshot of stress hormone levels at a single point in time, a scalp hair analysis can be used to view trends in levels of the stress hormone cortisol over the course of several months. "Like high blood pressure or abdominal fat, the findings suggest elevated cortisol levels are an important signal that an individual is at risk of cardiovascular disease," said one of the study's lead authors, Laura Manenschijn. "Because scalp hair can capture information about how cortisol levels have changed over time, hair analysis gives us a better tool for evaluating that risk," Manenschijn said. The study measured cortisol levels in a group of 283 community-dwelling senior citizens between the ages of 65 and 85. Participants were randomly selected from a large populationbased cohort study. Using three-centimetre-long hair samples taken from close to the scalp, researchers were able to measure cortisol levels from a three-month period. People with high cortisol levels were more likely to have a history of coronary heart disease, stroke, peripheral arterial disease or diabetes. PTI
RESEARCH
New method devised to detect autism in children TORONTO: Scientists have come up with a new technique to detect autism in children based on their brain activity, says a study. Neuroscientists from Case Western Reserve University School of Medicine and the University of Toronto have developed an efficient and reli-
able method of analysing brain activity to detect autism in children. Their findings have appeared Thursday in the online journal PLOS ONE. The researchers recorded and analysed dynamic patterns of brain activity with magnetoencephalography (MEG) to determine the brain's functional con-
nectivity that is, its communication from one region to another. The MEG measures magnetic fields generated by electrical currents in neurons of the brain, reports Science Daily. Roberto Fernandez Galan, PhD, an assistant professor of neurosciences at Case Western Reserve and an electrophysiolo-
gist seasoned in theoretical physics, led the research team that detected autism spectrum disorder (ASD) with 94 percent accuracy. The new analytic method offers an efficient, quantitative way of confirming a clinical diagnosis of autism. "We asked the question,
'Can you distinguish an autistic brain from a non-autistic brain simply by looking at the patterns of neural activity?' and indeed, you can," Galan said. "This discovery opens the door to quantitative tools that complement the existing diagnostic tools for autism based on behavioural tests." IANS

KRISH set to direct AKSHAY KUMAR
A
fter Prabhudeva, Murugadoss, K S Ravikumar and Gautham Menon, yet another South Indian director is going to test his luck in Bollywood. This time, the wheel of fortune has favoured Krish, who has directed critically acclaimed films like Gamyam, Vedam and Krishnam Vande Jagadgurum. Bollywood is abuzz with news that producers Sanjay Leela Bhansali and Shabina Khan have roped in Krish to direct their next production titled Gabbar. The film has Akshay Kumar in lead role and it’s said to be a remake of AR Murugadoss’ Ramana, which was also remade in Telugu as Tagore with Chiranjeevi in lead role. Akshay Kumar has previously worked with Priyadarshan and Prabhu Deva, but this is going to be the first time that he’s going to collaborate with a Telugu film director for a remake. Previously, there were rumours that AR Murugadoss, who had directed Ramana, will helm Gabbar, but the makers have instead gone ahead with Krish. The film deals with corruption in the society and how one man inspires everyone to fight against corruption from the grassroots level all the way to the highest corridors of power. Initially, there were rumours that Aamir Khan might star in the remake since the anti-corruption movement started by Anna Hazare had been making waves across the country, but the project didn’t materialise until Akshay Kumar entered the picture. On the other hand, Krish had been working on his next film titled Shivam which was supposed to have Mahesh Babu and Sonakshi Sinha in lead roles. Although there has been no formal announcement about when exactly the film will go on floors, it’s likely to be postponed since both Krish and Mahesh Babu are busy with their current projects. More details about the cast and crew of Gabbar will be revealed soon. This is a big move for Krish who has grown from strength to strength in such a short span of time.

KAKURO
QUICK CROSSWORD
26
SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Hoy announces retirement The 37-year-old Hoy, one of the most recognisable figures in British sport, bowed out as the most decorated cyclist in Games history with six Olympic gold medals.
EDINBURGH: Olympic great Chris Hoy announced his retirement from cycling with immediate effect on Thursday. The six-time Olympic champion, Britain’s most successful Olympic competitor, bows out at the age of 37 after a career in which he became the most decorated cyclist in the history of the Games. “I’m officially announcing my retirement from international cycling,” he told a press conference at Murrayfield Stadium in his native Edinburgh. “It’s a decision which I didn’t take lightly. It’s something I thought about hard with the help of my family and my coaches.” Hoy overtook rower Steve Redgrave as Britain’s most successful Olympian at last year’s Games in London, when he claimed gold medals in the team sprint and the keirin. He had hoped to continue competing until next year’s Commonwealth Games in Glasgow, where the cycling event will be held at the Sir Chris Hoy Velodrome, but said he was no longer capable of competing at the highest level. “I’ve got every last inch of energy and effort out of me,” he said. “I went to London and was successful but I didn’t realise quite how much London took out of me. To go on for another year would be one year too far. I don’t want to turn up just to wave to fans and get a tracksuit. “I wanted to compete and get a medal for Scotland, and because I didn’t think I could do

TRIBUTES FLOOD IN FOR ‘INSPIRATIONAL’ HOY British Prime Minister David Cameron on Thursday led tributes to the country’s most successful Olympian Chris Hoy, after the cycling great announced his retirement from the sport.
Cameron wrote on Twitter that the Scot’s retirement was “the end of a remarkable career”. “His contribution to British sport and six Olympic golds will
continue to inspire,” he added. Scotland’s first minister Alex Salmond said: “Sir Chris Hoy is Scotland’s greatest Olympian and one of the best sportsmen these islands have ever seen.” British Olympic Association Sebastian Coe, who chaired the London Games’ organising committee, said Hoy “has exemplified the values that define an Olympic champion”. “His respect for opponents, and commitment to clean competition, has been unwavering. And his dignity in victory has set an example that generations of Team GB athletes will strive to emulate,” Coe added.

Davis takes slim lead
Brian Davis had eight birdies in a six-under par 65, grabbing a one-stroke lead after the first round of the US PGA Tour Heritage tournament.
HILTON HEAD: England’s Brian Davis had eight birdies in a six-under par 65, grabbing a one-stroke lead after the first round of the $5.8 million US PGA Tour Heritage tournament on Thursday. Davis, who lost a playoff to Jim Furyk on the same Harbour Town Golf Links course in 2010 -- after he called a penalty on himself -- appeared pleased to have the chance to put it behind him, though the incident lingers. “It’s good in this game to have a short memory -- good or bad,” he said. Davis penalized himself when he knocked a loose stalk during his backswing when playing out of the rough three years ago -- violating the rule against moving a loose impediment during a takeaway. “I still have people stop me in the street or at the golf club or at airports,” he said. “People do remember, but for me I’m just trying to move on from that, and trying to win a golf tournament.” His efforts included a run of six birdies in seven holes, starting at the par-five fifth. The burst was sandwiched between bogeys at the fourth and 12th, but Davis picked up two more birdies at the 13th and the par-three 17th to give himself the lead over Americans Kevin Streelman and Charley Hoffman. Davis landed his approach at the fifth hole six feet from the pin, but missed the eagle attempt. That birdie, however, marked a turnaround in his day. AFP
DOPING Shawn banned for violation
COLORADO: Shawn Crawford, the 2004 Olympic 200m gold medallist, has been banned for two years for failing to give antidoping officials his whereabouts for testing, the US Anti-Doping Agency said Thursday. He was part of the USADA National Testing Pool from 2001 through the beginning of 2013, and was required to provide his whereabouts for out-of-competition testing, but failed to do so three times in an 18-month span, USADA said. “Crawford failed to comply with the whereabouts requirements and, as a result, accrued three Whereabouts Failures within an 18-month period,” USADA said in a statement, adding that three failures in an 18-month period constitutes a doping rule violation. Crawford’s two-year ban began on Wednesday, USADA said. AFP
Weekend semis a battle of power PARIS: Russia, Italy and defending champions Czech Republic, with 14 Fed Cup titles between them, take their powerful legacies into the semifinals this weekend. But many eyes will be turned away from the all-European last-four ties to focus on the play-off between the United States and Sweden in Florida where Serena and Venus Williams will be playing together for only the second time in six years. The semi-finals see the Czech Republic, the two-time defending champions, travel to Palermo to face Italy, the winners in 2006, 2009 and 2010. Francesca Schiavone and Flavia Pennetta return to the Italian squad after missing the 3-2 first round win over USA. But world number seven Sara Errani and Roberta Vinci, the 12thranked player, are expected to shoulder the burden on Saturday and Sunday. Vinci also holds the record (18-0) for the most Fed Cup doubles rubbers without defeat. The defending champions, on a three-year undefeated streak in Fed Cup, are without doubles world number four Andrea Hlavackova, who has been replaced by singles number 20 Klara Zakopalova. That leaves Lucie Hradecka as their lone doubles specialist. Former Wimbledon champion Petra Kvitova has won 13 of her last 14 Fed Cup singles rubbers. Twelve months ago, the Czechs trounced Italy 4-1 in the semi-finals. “Against the Czech Republic, it will be tough for sure,” said Vinci. AFP

Fines, suspensions for Oz team SYDNEY: Six Australian swimmers who admitted taking banned sleeping pills and playing pranks at a pre-Olympics training camp last year were Friday fined and slapped with deferred suspensions. The sport’s governing body Swimming Australia said the six-man 4x100m freestyle relay squad, who confessed to the medication and misbehaviour in February, had been formally investigated by an integrity panel. “The panel found that the six members of the men’s 4x100m freestyle relay team in London failed to demonstrate the level of conduct required of members of the (Olympic) team,” Swimming Australia said in a statement. “As a result... six athletes will be required to make pay-
ments to Swimming Australia and will receive deferred suspensions for breaches of their behavioural obligations.” The body did not specify how much the fines were or the
length of the deferred suspensions for the six — James Magnussen (in pic), Eamon Sullivan, James Roberts, Matt Targett, Cameron McEvoy and Tommaso D’Orsogna.
The much-hyped relay team failed to win a medal in London, finishing fourth behind France, the United States and Russia in an event that Australia had hoped would kick off a string of medal-winning performances in the pool. It was part of a lacklustre London showing by the oncedominant Australian swimming team, which delivered its lowest tally in the pool since Barcelona 1992 -- one gold, six silver and three bronze. It was also Australian swimming’s first Games without an individual gold medal since the 1976 Montreal Olympics. Two inquiries commissioned after the disappointing performance found the squad lacked leadership and that “toxic” incidents such as drunkenness and bullying had gone unchecked.

Punjab, who have so far won two games in four outings, play Sunrisers Hyderabad here today. “We played well in the last game obviously, first game we batted really well... the two middle games, we did not make enough runs last game, Gony made a powerful 40... the batsmen are batting well at the nets. We are going to ask them to make more runs,” Lehmann said. Observing that Hyderabad is a competitive side, Lehmann said his team needs to come up with a good performance against the hosts. PTI P

wo teams led by wicketkeeper batsmen, are set to clash today in their IPL match at Hyderabad. The first, Sunrisers Hyderabad is led by Kumar Sangakkara while the other, the Kings XI Punjab is captained by Adam Gilchrist. Although both the captains are renowned players and known for their hard-hitting skills, yet the two have failed to create an impact with the bat this season. The similarities does not end here. Both these teams have managed to register shocking victories in their previous matches. The Kings played against the Kolkata Knight Riders when the two sides clashed on Tuesday. Pune on the other hand, chasing 120 for victory, were comfortably placed at 101 for four. But none have any idea as to what had happened to the Warriors as they suddenly collapsed to end their innings at 108 with an over to spare. Milan set sights on fort Juve JUSTIN DAVIS Agence France-Presse MILAN: Juventus may be cruising to a 29th Serie A title but AC Milan are still aiming to come away from Turin with a victory this weekend, insists striker Stephan El Shaarawy (below). With Juventus now 11 points ahead of Napoli after the Partenopei’s 1-1 draw away to Milan last week, a second straight Scudetto already seems a formality for the Turin giants. However the fight for runners-up spot, which gives direct access to the Champions League, is far from over. Napoli, who host Cagliari on Sunday, currently occupy second place on 53 points but Milan are just four points behind and unbeaten in 14 league matches since the turn of the year. “Sunday will be a big test of concentration. Whichever team makes the least mistakes will win,” El Shaarawy told the Milan Channel. “We’ll give it everything to bring back the three points. It will be crucial to make a strong start and maintain a fast tempo throughout.”

Alex Ferguson's team have been below their best in recent weeks and Wednesday's 2-2 draw at West Ham featured another disjointed display from the champions-elect. United would be crowned champions if second placed Manchester City, who sit 13 points behind their local rivals, lose at Tottenham on Sunday and Ferguson's men defeat struggling Aston Villa at Old Trafford on Monday. Failing that, a win over Villa and another victory the following weekend at Arsenal would clinch the crown. "We've been confident throughout the season and nothing is going to change now," Jones said.

JOHANNESBURG: CA Bizertin of Tunisia are set to host CAF Champions League title-holders AlAhly of Egypt in a last-16 qualifier this weekend after threatening to withdraw from the competition. The Tunisians were furious at being denied a place in the final phase of the national championship because of alleged match-fixing.
SYDNEY: Just 10 months after they were formed, Western Sydney Wanderers and their star signing Shinji Ono can cap a fairytale debut season Sunday when they play Central Coast Mariners in Australia's A-League final. The Wanderers lifted the Premier's Plate as the top team after 27 regular rounds last month.
BRASILIA: Brazil is beefing up the number of staff and plane slots at its airports to ensure smooth travel for fans and teams headed to the Confederations Cup, a dry run for the 2014 World Cup, officials said Thursday. Air traffic will be a major challenge during the June 1530 event with an estimated 335,000 passengers expected.
MILAN: Juventus are set to play Real Madrid in a charity match featuring a host of former stars from the European giants, according to the Italian champions on Thursday. Juventus said the match, to be played at Real’s Santiago Bernabeu stadium on June 9, will feature Pavel Nedved and Edgar Davids among other former stars of the Turin club.
MADRID: Amid a defensive crisis at the club, Barcelona defender Marc Bartra has vowed to hold down a place at centre-back in the final weeks of the season. Injuries to Carles Puyol and Javier Mascherano have meant the 22-year-old has started each of Barca’s last three league games. And with Adriano suspended for Tuesday’s Champions League semi-final first-leg against Bayern Munich, he could well partner Gerard Pique in Germany. “When there are difficult games you try to give your best. I have spent the whole season preparing for when my moment came,” he told a press conference on Thursday. “I will try to do my best. Physically I am good and every time I play I feel better.” Barca need just three more wins to seal a fourth title in five seasons - even assuming no Real Madrid slip-ups in the coming weeks. Bartra is delighted with how the Catalan club have managed to stay focused in La Liga, having led from the front for most of the season. “It is not easy, even when you are so many points in front,” he said.
Barca boost as Messi returns to training MADRID: Barca were given a huge boost on Thursday as Argentine superstar Lionel Messi (above) returned to training ahead of next week’s Champions League semi-final. The four-time world player of the year has struggled with a right thigh injury that limited his appearance in the quarter-final to an inspirational second-half cameo during the second leg elimination of PSG.
