Gearing up for Ganesh Cyberabad police commissioner CV Anand instructs cops to inspect pandal sites, issue permissions and set up citizen committees. Mohd SUBHAN mohd.s@postnoon.com HYDERABAD: In the run-up to Ganesh Chaturthi and immersion, police commissioner (Cyberabad) CV Anand conducted a meeting with all the police officers of Cyberabad commissionerate. He instructed the Cyberabad police to get ready for the upcoming Ganesha festival, which will begin on September 9 and conclude on September 19. He mentioned that last year, over 10,000 Ganesha idols were immersed in the different tanks in Cyberabad Commissionerate area. Keeping in mind this figure, SHOs and ACPs concerned were instructed to start the process of pre-immersion arrangements well in advance. Commissioner Anand also instructed the DCPs of all zones to collect information regarding the various idols, the distance

between the places of installation and the immersion points and so forth. He suggested that the law and order officers and traffic inspectors should inspect the proposed sites of the pandals and verify whether all the required clearances had been

obtained by the organisers. He added that police permission should be given only after thorough verification. There should also be a check on the height and size of the idols. He further instructed that DJs, music, mike and light system suppliers should not give their equipment on hire until they seek police permission. Anand said that if they ignore it, cases will be registered against

them and equipment seized. Requisitions will have to be sent to the authorities concerned well in advance, and similar procedures must be followed for electricity and lighting facilities, medical aid, ambulances, tents, generators, swimmers and boats (during immersion). The commissioner suggested that the Ganesh committee meetings start from September 1. For the first time for Ganesh Chaturthi, Anand has instructed DCPs, SHOs and ACPs to set up ‘Shanti Sanghalu’ (committees) at the police station level. These committees should include people of all ages and from all walks of life, he added. Senior citizens, youngsters, homemakers and employees without political affiliations will make up these groups. Each committee should have 30-40 members. HYDERABAD: Thieves are having a field day in Secunderabad, and this has left residents feeling insecure. Stolen bikes are the latest crime trend, with a gang recently stealing seven bikes from Marredpally, Karkhana, Market, Mahankali and Tirumalgiri within 48 hours. So far, the police have been unable to track

down the thieves or trace the bikes. The police have been conducting regular checks to bring down crime, but locals feel that they are not doing enough. In the first case, Ravi Kishore, a resident of Ranga Reddy district, had his bike stolen from the premises of a private hospital in Secunderabad. In the second incident, Rajesh, a resident of Marredpally, had parked his bike outside his home. An unidentified

person made away with the bike using a duplicate key. A case of theft has been lodged. A milk vendor, Balakrishna, had his bike stolen as he was AROUND THE

making his rounds in the morning. He had lodged a complaint with the Market police. A resident of Musheerabad

lodged a complaint with the Mahankali police station, stating that his bike was stolen from near SP Road. A businessman, Jayachandar, parked his bike outside his home and went in for lunch. The HMWS&SB’s latest plan to increase revenue includes GSM-, GPRS-equipped water meters. These new techno meters provide accurate data about the water supply, the bill and will also record the reading automatically. Mohsin Ali ali@postnoon.com HYDERABAD: The Hyderabad Metropolitan Water Supply and Sewerage Board is gearing up to increase revenue and save water by installing GSM and GPRS technologybased Automatic Meter Readers (AMR). The meter readers will help to monitor the water consumption and billing as the AROUND THE

GSM card placed in the AMR will transfer the relevant data to the server at the office. These new techno meters provide accurate data about the water supply, giving a clear picture about the bill and will also record the meter reading automatically, hence cutting out the necessity to visit the place for the reading. Initially, the meters

will be supplied to consumers such as industries, commercial establishments and societies which have bulk connections. In fact, as an experiment, 145 AMRs have been installed for high volume industrial consumers in the Patancheru area. The HMWS&SB has plans to install a total of 1,318 AMR meters in the next five years in all the industrial and commercial users of the twin cities. Providing details in this regard, Operational Director Hyderabad Metropolitan Water Supply and Sewerage Board Manohar Babu said, “The decision to install AMR meters was taken by the State government to reduce the water crisis in future. Through this, we can save at least 15 per cent water from 40 million gallons which is being supplied daily, and with this new system in place, we could earn good profits, a minimum `1.7 crore per annum.” These meters that are equipped with the GSM cards

Many people feel that search engines like Google have killed the telephone directory, once a bible for many. The last time Mahanagar Telephone Nigam Ltd-Delhi published a directory was in 2000 in two volumes. “A policy decision was taken

PATNA: At least 10 Hindu pilgrims were killed and nearly a dozen injured Monday when they were run over by a speeding train in Bihar’s Khagaria district. Angry locals and pilgrims set ablaze two bogies, brutally assaulted the train driver and took railway officials hostage. A police official confirmed the death of 12 Kanwariyas when the Rajya Rani Express train ran over them as they were trying to cross the railway track at the Dhamara railway station on the Saharsa-Mansi rail route of the East Central Railway (ECR). The train was travelling from Saharsa to Patna when the accident took place between 8 am. and 8.30 am. The express train does not have a scheduled stop at Dhamara station. “The accident took place when pilgrims were trying to cross the railway track after alighting from a local train,” he said. Unconfirmed reports said that at least 20 pilgrims were killed and nearly 50 injured.

Coastal cities face $1 trillion flood losses PARIS: The world’s 136 largest coastal cities could risk combined annual losses of $1 trillion from floods by 2050 unless they drastically raise their defences, a study warned. Current losses are about $6 billion per year, with four cities — Miami, New York and New Orleans in the United States and Guangzhou in China — incurring 43 per cent of the costs, according to a report in the journal Nature Climate Change. World Bank economist Stephane Hallegatte and colleagues composed a loss risk scenario based on city population growth as well as different levels of sea level rise, protection upgrades and subsidence —- the sinking of surface areas often linked to the extraction of oil or other ground resources. Cancer patients find street shelter Every year, the Tata Memorial Hospital draws tens of thousands of cancer sufferers thanks to its heavily subsidised medical care.

RACHEL O’BRIEN Agence France-presse MUMBAI: With just a patchwork of colourful plastic sheets to shield patients from the heavy monsoon rains, a Mumbai street acts as an unofficial ward to one of India’s top cancer treatment centres. Every year, the Tata Memorial Hospital draws tens of thousands of cancer sufferers thanks to its heavily subsidised medical care. But the city’s steep hotel and rental prices force scores to sleep on nearby pavements. “There’s rats, mosquitoes and dirt," said farmer Suresh Patidar, who stays with his wife Leela, 55, as she undergoes treatment for breast cancer. “We tried to settle on the other side of the street but the police didn’t allow it. “A hotel is very costly. It’s impossible," he told AFP. With their home in the central state of Madhya Pradesh at least 12 hours away by train, the Patidars’ cheapest option has been to sleep on the roadside for the past month, despite the regular torrential downpours. The bandages and surgical masks worn by others on the street betray their common suffering. The Tata centre offers some free or cheap rooms around the city to poor outpatients, and more are being added, but numbers are difficult to manage as Indian cancer cases increase. “There will always be more people," said hospital spokesman S.H. Jafri. “Many NGOs give them food and things on the footpath, so because of that they tend to stay there." The pavements have offered such patients and their families a temporary home for years, but there are signs that local residents are growing impatient over their sick neighbours. His charity feeds 600 patients and their families in Mumbai twice a day, and he said 150 to 200 people were usually camped outside the Tata hospital. “They have to save whatever they have to manage their treatment," he explained. A hotel is an extra cost that could be more effectively spent. Now a government-run centre, the Tata hospital began life in 1941 as a philanthropic venture by the industrialist Tata family after a relative died of cancer, despite going to Britain for expensive treatment. “They said, what about the poor patients in India? So they started this," said Jafri. The need for such services is only set to grow in the huge nation, where more than half a million people died of cancer in 2010, according to a study published in The Lancet medical journal last year. They are known as the “Dreamers” — after the DREAM Act that would have given them citizenship had it passed Congress — and now there’s a chance their dreams will become true. President Barack Obama has put a temporary system in place to accord them work papers, and 430,236 people qualified to take advantage of it, out of 573,404 who applied. To qualify for the pilot scheme they had to be under 31, have arrived in the US before they were 16, have graduated high school, have a clean criminal record and pay a $426 processing fee. Now they want Congress to pass a law making the arrangement permanent, and they’re not shy about leading their own attention-grabbing campaigns to promote it. Although raised in the US, many of these young people — generally Latin Americans — cannot get a driver’s license, open a bank account, receive scholarship money or work legally. Deportation to the land of their parents would mean discovering a sometimes unknown country and culture, and even relearning a language in which some are no longer fluent. The Dreamers themselves have been the most effective advocates for immigration reform, said Gary Segura, cofounder of the polling firm Latino Decisions. “They are really helpful at making the immigration cause more palatable, and the more acceptable it is to general Americans, the more likely that Congress would be to eventually vote," he said.

A prison spokeswoman confirmed that the series — written by British author E.L. James — was available in Camp 7’s library.

“It is not a restricted book at all,” Army Captain Andi Hahn told AFP. “It is allowed. If any detainee asks for any book, it will be allowed as long as it doesn’t cause controversy in the camp.” It’s impossible to know whether “Fifty Shades of Grey” — of which more than 70 million copies have been snapped up worldwide — made it to the inmates via unauthorized or official routes. “It didn’t go through us, we don’t have it,” said Milton.

Access to the facility is restricted to the privileged few, including members of Congress with security clearance. For him, the revelation serves to demystify the perception of Camp 7 prisoners, known for appearing at hearings in traditional garb and unrolling their prayer rugs. An Al-Qaeda magazine, smuggled in as contraband, was discovered in the prison in January 2012, sparking stricter inspection of mail exchanged between detainees and their lawyers. As with all other influential Islamist publications, “Inspire” magazine, published by AlQaeda in the Arabian Peninsula, was and remains off-limits to the detainees suspected of terrorist links or activities. Still, those incarcerated in Camp 7 — once considered the “worst of the worst,” though many of the inmates are now being held without charge — have access to a large selection of literature. “Fifty Shades of Grey” aside, the selection include religious books, crime novels, medical journals and even “Harry Potter” in Arabic, Russian, French, Pashtun, Farsi, Urdu and, of course, English. “The religious books in Arabic are the most popular” in Camps 5 and 6, said Milton. NEW DELHI: Indian companies doing business in Europe see a rebound in their prospects in the region, a survey by the Federation of Indian Chambers of Commerce and Industry (FICCI) said on Sunday. “For the first time in three years, Indian companies doing business in Europe have shed their pessimism and see a rebound in their business prospects in the region,” FICCI said. “There has been a marked rise in number of companies who have successfully been able to reduce their losses while doing business in the region,” said the survey titled “Is the Worst Phase over for Indian Companies Doing Business in Europe?”. Indian companies in Europe are re-positioning their business activities in the economic crisis hit region, the survey said. “The gradual turnaround has been achieved by Indian corpo-

rates by successfully re-positioning and re-aligning their operational capabilities in one of the most demanding and organised markets in the world,” it said. The survey said that although the current economic situation in Europe has provoked a number of procedural and regulatory obstacles for

Indian companies, the region is still providing needed returns on the investments made. The survey, of around 50 firms, said the continent’s investment scenario has several positive elements. “It’s economic, trade and investment policies generally welcome foreign investment. Other attractions include well

developed capital markets, political and social stability, established and transparent legal systems,” it said. “Half of the surveyed companies expected the current economic situation would improve in the coming 1-2 years time,” it said adding that “to keep their balance sheets stable, over 50 per cent of the Indian companies surveyed have already begun to diversify their markets within Europe”. However, the difficulties in getting a business visa remained the most worrying issue for the survey respondents to effectively engage with European economies. Over 20 per cent respondents said that during the current economic turmoil the European Governments have made its processes more stringent in getting and renewing long-term visas, work permits and overall ease of doing business in the region. s an unprecedented wave of killings and kidnappings hits Karachi, the Pakistani city’s elite are splashing out to have their luxury cars made bomb and bulletproof. The sprawling metropolis of 18 million people on the Arabian Sea is Pakistan’s economic heart, with ranks of factories, importexport wheeler-dealers and slick bankers. But it is also the crucible of the country’s worst excesses of violence, criminality and inequality. Bloody gang wars fed by ethnic and political bitterness, drugs and the Taliban, and a steady drum beat of gangsterism have created a culture of impunity under the stunned gaze of police. The past two years have seen record death tolls. In the first six months of 2013, 1,726 people were killed in Karachi compared with a previous high of 1,215 in the same period last year, according to the Human Rights Commission of Pakistan. In 2012, nearly 130 people were kidnapped in Karachi — another record — according to the Citizens-Police Liaison Committee. Like many successful businessmen in the city, Nadeem Khan, who owns pharmaceutical labs and marble workshops, feels threatened and has no faith in the ability of the authorities to protect him. “Karachi is more dangerous than Kabul. We have police here and we have Rangers (paramilitary) here but they won’t lay a hand on the criminals,” he told AFP.

ust two years ago, Egypt’s Muslim Brotherhood won the country’s first free elections, but now many in the country call its supporters “terrorists”. It is a spectacular fall from grace for the Islamist movement, which saw its candidate Mohamed Morsi become the first president in Egypt’s history with a non-military background. The victory was based on the support of a fragile and reluctant coalition, that splintered as the group alienated non-members in the alliance, paving the way for the July 3 coup against Morsi. Now it faces powerful antiBrotherhood sentiment, fanned by comments from government and military officials, and state television. Even the deaths of nearly 600 people as police cleared two pro-Morsi protests on Wednesday has failed to sway public opinion, with many happy that security forces moved in. On Saturday, as police dragged Morsi loyalists from a Cairo mosque after an armed standoff, residents cheered and beat the Islamists with sticks and iron bars.

“A small part of the population rejects the use of excessive force against the Brotherhood, but the majority supports it because some Brotherhood supporters are armed,” said Ahmed Zahran, an activist. Zahran took part in the 2011 uprising against then-president Hosni Mubarak, and voted for Morsi when he ran for president in May 2012. He wasn’t a Brotherhood supporter, but was willing to give the group a chance, and was eager to keep Morsi’s opponent — former regime member Ahmed Shafiq — out of power. “Morsi’s victory was achieved on the basis of an alliance in the second round of the elections between the Brotherhood and the revolutionary forces and supporters of the (2011) revolution,” Zahran said. But that alliance quickly began to strain, and reached breaking point in December 2012, with a constitutional declaration that granted Morsi broad new powers. “The constitutional declaration totally changed the game,” Zahran added. It was adopted in a referendum with 64 percent of the vote, but only 33 percent participation. It turned nervous Christians as well as liberal and political activists who had been willing to give the Brotherhood a chance against them. The broad coalition that had

been expected to participate in drafting a final constitution gradually dwindled to an uniformly Islamist panel. “The middle class in particular became scared that their way of life would change because Egyptians are religious but certainly not radical and the Brotherhood seemed to be taking the path of radicalism,” Zahran said. Wael Khalil, a leftwing activist, voted for Morsi to keep Shafiq out of power, but quickly became disillusioned. He “cried with joy when the results were announced because we avoided the disaster of electing a candidate from the old regime,” he said. “But afterwards, we discov-

ered the scale of the damage caused by the Brotherhood.” For writer Fahmy Howeidy, the Brotherhood’s downfall was of their own making, and partly a result of how quickly they came to power. “Leading a brotherhood means speaking to your supporters, but leading a nation requires that you speak to your opponents as well,” he said. “And that was not the case.” The army saw its reputation damaged by abuses during the 16 months it ruled Egypt after the ouster of president Mubarak. But now most Egyptians seem to have forgiven them, and insist Morsi’s ouster was simply a response to popular demands.

According to web analytics firm GoSquared, global Internet traffic fell by around 40 per cent during the black-out. This demonstrates Google’s enormous hold on the web. A significant segment of Internet users are completely dependent on Google apps for their daily Internet activities. A medium as powerful as this does a wonderful job to hold the world on a common platform making communication and obtaining of knowledge today that much easier. That Google is head and shoulders above the rest of the pack is probably not the best news, for, competition is always good for the consumer. The absolute dominance of one service provider could reduce quality in the absence of healthy competition. Opinions could also be clouded because of this dominance. As long as the entire world is being judged without bias, this could work fine, but if all issues, particularly critical ones that depend on this kind of medium are gauged by one entity mistakes could set in.

detained by the Police Force for voicing our opinions and advising people about their investments. But at the end of the day, our team did the work of informing people about their risky investments. The `60,000 GVK Coal Alpha Deal will create a lot of pollution and disturb the ecosystem which would have long-term effect on all us,” he says. Apart from climate mitigation initiatives, the organisation is also involved with issues of wildlife conservation. “We have tied up with World Wildlife Fund for Nature and Animal Rehabilitation and Protection Force, through which we organise events like zoo volunteering programmes and plantation drives. We also hold orphanage visits and awareness drives through which we tackle problems from child labour, traffic problems to women issues,” he says.

Adult obesity rate in US holds steady Even if current rates hold steady, aging baby boomers with obesity-related illnesses — and a fast-rising number of extremely obese Americans — will weigh heavily on the nation's health care system NEW YORK CITY: After three decades of increases, adult obesity rates held steady in the past year in virtually all 50 US states, according to an annual report released Friday. Arkansas was the lone exception to a trend that offers a glimmer of hope that Americans might finally be turning the corner in their longterm struggle against excess weight. Thirteen states now have adult obesity rates in excess of 30 per cent, with Louisiana (34.7 per cent), Mississippi (34.6 per cent) and Arkansas (34.5 per cent) topping the list. Colorado at 20.5 per cent had the lowest obesity rate — still a sobering figure when, in 1980, no state at all had a rate surpassing 15 per cent. The data appears in F as in Fat: How Obesity Threatens America's Future, produced by the non-profit Trust for America's Health and the Robert Wood Johnson Foundation. “While stable rates of adult obesity may signal prevention efforts are starting to yield some results, the rates remain extremely high,” said Jeffrey Levi, executive director of the trust, a public health advocacy group. Even if current rates hold steady,

group of men, who met in Nagpur over the past two days to discuss the marriage laws amendment bill, Saturday passed a resolution terming it “unconstitutional” and biased in favour of women. They also demanded that all family laws should be gender neutral. “We have passed a resolution and declared that Marriage Laws Amendment Bill of 2010, which is pending before Parliament, as unconstitutional,” Kumar V Jahgirdar, founder and president of Children’s Rights Initiative for Shared Parenting, told IANS. He said CRISP, in partner-

ship with another NGO Save Indian Family Foundation (SIFF), would submit memorandums to the prime minister, the chief justice of India, the leader of opposition and the Law Commission of India for immediate withdrawal of the bill to save families from laws biased against both men and children.

Demanding gender neutral laws, the bill should either be withdrawn or redrafted by making it more gender neutral and children’s rights should be protected. Jahgirdar said more than 120 men, representing 10,000 people, from across the country deliberated for “equal rights”. CRISP has been fighting for the rights of fathers and children for more than five years. BG Ponnappa, a surgeon from Mysore, said the government was empowering women at the cost of men. “Article 14 of the Constitution, which favours equality for both men and women, should be enforced in letter and spirit,” he said. amil actor Vijay-starrer action-drama Thalaivaa, which has been stalled from releasing in Tamil Nadu and Puducherry for over a week, is set to hit the screens there August 20, according to its distributor Vendhar Movies. “Thalaivaa finally releasing on Tuesday," posted Vendhar Movies on its Twitter page. There is no clarity on what basis the film was given a

green signal for release. The producers too are unwilling to comment on the issue. Two days before its scheduled release August 9, Thalaivaa was stalled from being released in Tamil Nadu and Puducherry after a political outfit issued threats to theatre owners. Following the delay in release, the film’s producer Wednesday, sought the permission to meet Tamil Nadu

Chief Minister J Jayalalithaa to press for the immediate release of the movie. The cast and crew of the film were keen to go on hunger strike Saturday, but they were denied permission for it by police. Thalaivaa, reportedly made on a budget of over `70 crore, has garnered good response since its release in other states and overseas. It is the story of a common

man who is forced to take the law into his hands to protect a small section of Tamilians living in Mumbai. According to those who have seen the film, there is nothing controversial in it. Produced by Chandra Prakash Jain, Thalaivaa, which is directed AL Vijay, also features Amala Paul, Ragini Nandwani, Sathyaraj and Abhimanyu Singh in important roles. IANS

The actor said that he had to spend a lot of time with the other actors during the shooting of the film, and that made it a memorable experience. “The film is quite intense... We spent a lot of time on and off set together. We were in Bhopal for 60 days," he said. Jha had approached Arjun for the film while filming their last film Chakravyuh itself. “Prakash had not really got a character for me. He was working on Chakravyuh and he was scripting Satyagraha. He told me if he gave me a part, would I do it? I said yes. It became a full-fledged role and when I read the part, I really liked it," said the model-turned-actor. However, Arjun did not wish to play a similar role to what he had played in Jha’s film, Raajneeti. “My fear was since I was going back with Prakash in a political thriller, will my character be similar to what I had played before. I wanted to stay clear from that. Prakash wanted to do something new and I was wondering how he will do that this time," he said. Arjun’s will be seen as a young and volatile person in the film, but in a different way. “The character is different from what I played in Raajneeti, he is young and volatile but in a different way. He is not a selfish man or come from a rich home. He is a guy who is from the grassroots. He is the muscle power of that campaign," he said. Satyagraha is set to release August 30. IANS

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

KARACHI: Pakistan’s fast-rising batsman Umar Akmal suffered a seizure during a flight to Jamaica and spent a night in a hospital before being rushed home, a relative said Sunday. “We are told that Umar suffered a seizure on the flight to Jamaica and was rushed to a hospital where he spent a night before being rushed back to Pakistan,” the relative told AFP. Umar had been playing for Barbados Tridents in the ongoing Caribbean League after Pakistan’s recent tour to the West Indies. “Umar’s physio was with him who took him to the hospital. The same official will be travelling

with him to Dubai as a precaution,” added the relative. Doctors in the West Indies have ruled Umar out of any danger, the family said.
