HYDERABAD: Commuters and pedestrians these days were in for surprises as they have been spotting on-duty uniformed traffic cops taking the responsibility of single-handedly filling potholes in the middle of busy roads, in various parts of the City.

This of course after the GHMC has been turning a blind eye to the pathetic conditions of the roads. Fed up with the civic body’s lethargy in responding to the commuters woes of driving through the nasty traffic jams, the traffic police have decided to take on the job themselves.

While the GHMC officials are blaming the roads and buildings department for the poor plight of the roads, the latter officials seem to be denying their responsibility and blaming it on the other departments. Now that the officials concerned are playing the blame game and shrugging off the responsibility, it is the traffic cops who have to take the responsibility if they want to ensure smooth flow of the traffic.

Not only are the traffic cops taking on additional duties of filling up potholes but also slogging in the heavy rain to clear fallen trees and unclog the drains, which are the duties that normally fall under GHMC’s jurisdiction.

There have been several times when the authorities concerned have been informed but they failed to do their duty. It is this irresponsible attitude of the civic authorities that claimed the life of a young girl recently. Because of bad roads, the traffic, already bad because of Metro work, has become worse.

Meanwhile, stating that from now on they will not be waiting for the civic agencies, the traffic police have decided to begin the work themselves. “When there is a need, we will inform the civic authorities and begin the job ourselves. Later, the civic department can join us. But we will not be waiting for them,” said a deputy commissioner of police (Traffic-II).

Australian doctors call for ban on smacking kids SYDNEY: Australian doctors Friday called for the smacking of children by parents to be made illegal, saying it was too easy to blur the line between reasonable discipline and abuse.

The Royal Australasian College of Physicians said Australian laws needed to be changed to make all forms of corporal punishment illegal “so the law protects children from assault to the extent that it does all people”.

“Many cases of physical abuse are the result of physical punishment that became more severe than intended,” said Susan Moloney, president of the college’s child health division.

Tukaramgate police crack burglary MOHD SUBHAN mohd.s@postnoon.com HYDERABAD: With unusual alacrity, a team of Tukaramgate police worked out a theft case with the help of fingerprints it collected from the scene of crime. The police act has come in for praise of many in the area.

The theft was reported six days ago. The locked house of one M

Prasad and his wife go to work in the morning and return only in the evening. During the day the house is unguarded.

The police first made a list of people who frequented the house and zeroed in on a couple of them. Meanwhile, the detectives mopped up a clear fingerprint from the

almirah in which the valuables were kept.

Now, matching the fingerprint with the suspects brought out who is the culprit.

It turned out that one S Sai Kiran, an office-boy who worked at a place near East Marredpally was the one. After confronting him, it came out that he indeed had taken all the valuables though he initially denied it. The gold jewellery and cash were recovered from him and he has been arrested.

Later Sai explained that on July 19 he entered the house using a master key he had obtained from somewhere and managed to break open the almirah.

It was Tukaramgate Inspector B Sudarshan Reddy who tried the fingerprint route to crack the crime.

HYDERABAD: A young man, namely Essu, of Alwal is charged with raping the minor daughter of his companion, Swarnalaxmi in her absence.

According to the complaint the mother lodged with Alwal police, she was away at her native place with her younger daughter when Essu sexually assaulted her 9-year-old daughter. The girl suffered injuries in her private parts and was in agony when she returned. The girl has since been admitted to the Gandhi Hospital.

It turned out that he had done this for three days but the child out for fear did not reveal it to the mother.

Swarnalaxmi is aged 42 and is a widow as her husband, Subhharao died six years ago.

She has two daughters. The child subjected to assault is the elder one. Swarna is a native of East Godavari district and had come to the City for finding work. As stranger to the City, she came in contact with the 22year-old Essu and had started living with him.

As the child was in a trauma and suffered injuries she immediately sought the police and medical help and chose to lodge a criminal complaint against her paramour. Police are searching for Essu.

Does it support it or not? Not coming clean on the issue is to place itself in a win-win situation, which is objectionable to rival parties; compelling them to state their stance at their own peril.

Insat-3D launch success

Its six-channel imager can take weather pictures of the Earth and has improved features compared to the instruments in the two satellites, which have been providing services over the past decade.

BANGALORE: India’s advanced weather satellite Insat3D was launched early Friday onboard Ariane-5 rocket from Kourou in French Guiana off the Pacific coast.

“After a perfect lift-off at 1:24 am from the European Arianespace spaceport at Kourou, the two-tonne advanced weather satellite was placed in the geosynchronous transfer orbit 32 minutes later, about 36,000 km above from earth,” the Indian Space Research Organisation (Isro) said.

The sophisticated spacecraft is orbiting at perigee (closer to earth) 249.9 km and apogee of 35,880 km in the orbit.

“The satellite’s solar panel was automatically deployed soon after it was separated from the rocket’s upper cryogenic stage and our master control facility at Hassan took over its control for further manoeuvres,” the statement said.

Preliminary checks of the subsystems showed the health of the spacecraft was satisfactory.

Ten killed in nursing home blaze BEIJING: Ten elderly people were burned to death in a fire at their nursing home in China early Friday, state media reported.

The blaze broke out at the facility in Hailun, in the northeastern province of Heilongjiang, in the early hours of the morning and firefighters took an hour to put out the fire, said the People’s Daily website.

A total of 283 senior citizens were living there, all of them incapable of work and with no family support, the report said.

The search and rescue instrument picks up and relays alert signals originating from the distress beacons of maritime, aviation and land-based users and relays them to the mission control centre to facilitate speedy search and rescue operations.

Isro will process the satellite’s data and the derivation of meteorological parameters with the Indian meteorological department in New Delhi. An indigenously designed and developed meteorological data processing system has been commissioned at IMD, with a mirror site at the space agency’s space applications centre at Bhopal and Ahmedabad.

fering from cough, cold and throat pain for more than two weeks to take a blood test for safety. Just a cold and sneezing do not warrant medication, he added.

Speaking about preventive measures, he said that using boiled water, avoiding junk food, keeping clean homes and surroundings, will be helpful to prevent diseases.

He said that the district medical and health officials and the GHMC are equipped to prevent viral diseases from spreading in the region this season.

Dr Harsha, district surveillance officer, blamed polluted water supply for these viral fevers. Water works and GHMC should work together to stop these kind of cases, he added.

RANA EL MOUSSAOUI Agence France-Presse BEIRUT: A wave of xenophobia is blighting the lives of thousands of Syrian refugees in countries such as Egypt and Lebanon, where they are often blamed for anything that goes wrong.

In Egypt, Syrians are accused of taking sides and interfering in the country’s political crisis, while in Lebanon they are accused of taking the jobs of Lebanese.

Egyptian media have played an instrumental role in spreading anti-Syrian sentiment, accusing them of joining protests in support of deposed Islamist president Mohamed Morsi.

Morsi, removed by the army on July 3 after huge protests, rose through the ranks of the Muslim Brotherhood — a key component of the opposition in Syria.

“We must boycott Syrian shops because they use our money to terrorise us,” reads one text message distributed via social networks.

“Several unemployed Syrians have been paid 300 Egyptian pounds (43 dollars) by the Muslim Brotherhood’s Guidance Bureau to take part in (pro-Morsi) protests,” the message adds.

The message also accuses Syrians of using weapons supplied to the rebels fighting President Bashar al-Assad’s regime in clashes in Egypt between pro- and anti-Morsi protesters.

The tone can be just as harsh on Egyptian television.

“If you continue to stand by the Brotherhood, the people will destroy your homes,” controversial presenter Tawfik Okasha said on the privately owned AlFaraeen channel.

“The people are not ready to accept agents or spies undermining their victory” against Morsi, Okasha added.

Well, maybe with his son.

Although he has vowed to stay in power for another decade or more, signs are growing that 60-year-old Prime Minister Hun Sen is grooming his children to inherit a political dynasty.

Clean-cut, cheerful and wildly popular with ruling party voters, US-educated Hun Many is his youngest son and the first of his five children to seek political office.

The cherubic 30-year-old is already a top official in his father’s cabinet and head of the ruling party’s youth wing.

Now he is running for a seat in parliament in the southern province of Kampong Speu in Sunday’s general election.

And if his public pronouncements on the campaign trail are anything to go by, he is a chip off the old block.

From warning of civil war if the incumbent Cambodian People’s Party (CPP) loses, to vague campaign promises “to serve the people by studying what CPP leaders have done so far”, he is sticking to his father’s script — and it seems to be working.

“Hun Sen led the country to this state of development even though he had little education. So his children, educated in the best universities in the world, will achieve even more,” supporter Hay Vanna told AFP .

“They will follow their father’s path and lead the country to prosperity,” the 59year-old housewife said at a recent 15,000-strong rally led

he Stones played their first gig in 1962 — Jagger dropping out of the prestigious London School of Economics in the pursuit of fame — and three years later scored their first smash hit with “(I Can’t Get No) Satisfaction”.

LONDON: Strutting onstage in a sequinned jacket as the Stones headlined Britain’s Glastonbury music festival last month, it was hard to believe this was a man who should be collecting his state pension.

One newspaper cruelly captioned its photos of the wrinkly British rockers “Night of the living dead!” — but zipping through the hits, the band had the same raw energy that brought them fame half a century ago.

“If this is this first time you’ve seen the band, do come again,” Jagger told the crowd, suggesting that a quiet retirement may be some way off yet.

Between his onstage cavorting, wild bedroom antics and occasional brushes with the law, snake-hipped, rubber-lipped Jagger has been a model for generations of later rock stars.

“We were young, good-looking and stupid,” he once said.

These days, cricket-loving Jagger is more likely to be spotted watching a match at Lord’s than partying hard.

The Stones did prove they could still hit the dancefloor at Jagger’s early 70th birthday bash last month, although by 1.30 a.m. it was time for bed.

The music-making hasn’t stopped either — the band recently wrapped up a tour of North America to mark their half-centenary, and released two new tracks along with their greatest hits album “Grrr!” in November.

Romantically, however, Jagger seems to have settled down — he has been dating stylist L’Wren Scott, some 25 years his junior, for more than a decade.

His heyday was punctuated by high-profile relationships with models, singers and actresses, and he has seven children with four different women.

He twice married models — Bianca Jagger and Jerry Hall — while other ex-lovers include singers Marianne Faithfull and Carla Bruni, who is now married to former French president Nicolas Sarkozy.

Jagger has always been a curious mix of sensible and shocking. On one hand he has been knighted by Queen Elizabeth II; on the other, a rumoured sex act involving Jagger and a Mars bar has passed into rock legend.

Michael Phillip Jagger was born on July 26, 1943, to middle-class parents in Dartford, south of London.

He started jamming with child-

hood friend Keith Richards in 1960 after they discovered a mutual love of the blues.

Snarling and surly, they were the complete opposite of the familyfriendly Beatles.

Jagger and Richards were found guilty of drug offences in 1967, but their jail sentences were quashed.

The drug-fuelled hedonism continued, but between the excesses Jagger — who studied business before dropping out of university — kept a careful eye on the commercial side of things.

He is now worth an estimated £200 million ($305 million, 232 million euros).

It is a slightly intellectually undemanding thing to do, being a rock singer.

But, you know, you make the best of it.

In 2011 Jagger set up SuperHeavy — a super-group including a member of Eurythmics, Bob Marley’s youngest son Damian and soul diva Joss Stone — which released a widely-praised debut album.

The ultimate sign of Jagger’s acceptance by the establishment came in 2003 when, to Richards’ disbelief, he accepted a knighthood from the British monarchy.

The singer revealed last month that while he is proud of his achievements, he sometimes wishes he had pursued his earlier dreams of becoming a teacher, politician or journalist.

ecent arrests of journalists and blocked access to critical websites in Zambia have sparked concerns of a clampdown on media freedom under President Michael Sata’s government.

Prior to the 2011 elections that ushered Sata into power, the then-opposition leader promised to free the media from government interference.

But immediately after taking office, he sacked journalists who had been critical of him as well as the heads of state television and newspapers.

In June the government blocked local access to the Zambian Watchdog, a hard-hitting online newspaper.

This month police detained three journalists with ostensible links to the publication, which does not publish its reporters’ names.

Clayson Hamasaka and Thomas Zyambo were held in Lusaka without charge for more than 24 hours after police night-time raids. Zyambo was eventually arrested and charged with “being in possession of seditious material with intent to publish”.

Police had found him with hand-written biographical notes on Sata. Five days after Zyambo’s release, police arrested and charged investigative journalist Wilson Pondamali with unlawful possession of a restricted military pamphlet.

They later added “theft of a library book” to the charge sheet.

A judge granted the reporter bail last Friday but police refused to release him. Two days later Pondamali was hospitalised after collapsing in prison. Local access to Zambian Watchdog has now been blocked again, as well as a mirror website set up by Parisbased media rights group Reporters Without Borders. AFP

ecades of breakneck expansion have given China gleaming skyscrapers and sleek railways, but brought piles of debt and dubious financial instruments analysts say are a potential time bomb that could strike a blow against global growth.

Worries centre on trillions of dollars of unsustainable government borrowing, especially by local authorities, that has underpinned the country’s investment-based economy.

At the same time non-traditional forms of lending labelled “shadow finance” have emerged as a counter to China’s tightly regulated banking system, and are also in the trillions, and growing fast.

“They are very serious issues right now,” said Oliver Rui, professor of finance and accounting at the China Europe International Business School in Shanghai.

China’s new leaders, keen to bring the threat under control, are “concerned that if they delay reform then sooner or later the issue will get out of hand”, Rui added.

For decades, China’s growth model has been based on lever-

aging its cheap and abundant labour force to manufacture products for export, alongside credit-fuelled domestic investment to develop infrastructure.

But stresses are starting to show and the government as well as international observers say the system needs to change so China can engineer a socalled soft landing and ensure stable and sustainable economic growth.

President Xi Jinping and Premier Li Keqiang, China’s top leaders since March, say the old pattern is no longer viable and what China needs is to build up consumer demand as the economy’s key engine.

The IMF last week estimated for the first time what it called “augmented debt”, or the combined obligations of both central and local governments, at 45 per cent of GDP. “Further rapid growth of debts would raise the risk of a disorderly adjustment in local government spending.

This would drag down growth, with adverse global spillovers,” it said in a report.

Chinese provincial and municipal governments have borrowed vast sums to spend on infrastructure projects that give local economies a short-term boost. However, many of them fail to generate adequate longterm returns, such as the country’s notorious “ghost cities”.

Moody’s Investors Service calculated this year that China’s

shadow banking sector could be as large as 29 trillion yuan ($4.7 trillion), or 55 percent of GDP at the end of last year.

The term refers to loans and investment products sometimes issued by legitimate banks and financial institutions, as well as private deals between individuals or companies, that have arisen as a way of getting around strict banking rules.

“Such a non-transparent, less regulated form of credit extension can stoke asset bubbles and may pose risks to financial stability, as highlighted in recent years,” Moody’s said, referring to US and European banks’ sub-prime lending woes that triggered the 2007-2009 global financial crisis.

The yuan currency is a long way off from full convertibility,

while the government maintains a tight grip on the traditional banking system, with key institutions state-owned and tightly controlled.

While the term shadow finance may evoke nefarious dealings done in back rooms, it is actually anything but, say experts.

Markus Rodlauer, the IMF’s mission chief for China, told reporters that much non-traditional finance was “really innovative new forms of financial intermediation”.

But while they have their “good sides”, he said, they “also have their risks”. “Bank supervisors can’t really keep up with the new instruments and the fast growth,” he said. “It creates questions for credit quality, liquidity management”.

espite being touted as a developed city, Vijayawada does not have proper traffic signalling systems at major junctions. The Intelligent Traffic Signalling System project initiated by the Vijayawada Municipal Corporation and the traffic police department is back to basics with authorities cancelling the project recently. The pilot project work started at five junctions of BRTS road but was left in the lurch for three months due to improper procedures. Over 70 per cent of the 58 junctions in the city do not have proper signals. Traffic at junctions is manually controlled by traffic cops.

The pilot project was given to a local advertising firm under Public Private Partnership in March. The firm started work at Sitannapeta, Satyanarayana Puram, Food junction, Madhuranagar and Padavalarevu junctions on BRTS road without progress. A signalling system including surveillance cameras and technology that calculates the density of traffic and changes the signals accordingly could be of great help.

The broad profile of Indians who are looking at buying properties abroad would include business owners, professional property investors, mid-to-top level company management and high networth individuals. A very large component of buyers is also comprised of people whose children study in those countries.

Singapore, Malaysia, New York, Dubai and various cities in the UK — predominantly London— are the preferred destinations for Indian property buyers. Because of the current ceiling on how much an Indian can invest abroad in a financial year, central city locations are out of reach for a large number of aspirants. This makes peripheral locations, which tend to be cheaper, attractive to such buyers. The US or the UK are undoubtedly a favourite with Indians hoping to buy property abroad. However, when these are out of reach, Dubai becomes the next choice among realistic

property investment destinations for Indians.

The current limit on Indians for investing abroad continues to be $2,00,000 per annum. This ceiling is not for investment in real estate alone, but applies to any kind of investment in a foreign country. The limit applies to individual buyers, so the investable amount doubles in the case of couples. The Indian Government may consider relaxing the ceiling further if it perceives increased interest by Indians in investing in foreign properties. Indians often have the option of entering into joint ventures with local operators in foreign countries such as Mauritius, Bhutan and Sri Lanka.

The UAE also offers such a facility in some quarters. Entering into a JV with a foreign entity on its home turf can lead to vastly increased investments (beyond the $200,000 ceiling now prescribed by the RBI) and generate higher profits.

In some countries, land laws for investment in immovable properties can lack transparency and be quite complicated. It is inadvisable to invest in any kind of project announced by a company or other seller that has no physical representation on Indian soil.

The exception would be where one has personally established the legal and market bona fides of the seller.

I

t’s a single circuit board the size of a credit card with no screen or keyboard, a far cry from the smooth tablets that dominate the technology market.

But the world’s cheapest computer, costing just $25, has astonished its British creators by selling almost 1.5 million units in 18 months. The Raspberry Pi is now powering robots in Japan and warehouse doors in Malawi, photographing astral bodies from the United States and helping to dodge censorship in China.

“We’re closing in on one and a half million (sales) for something that we thought would sell a thousand,” said Eben Upton, executive director of the Raspberry Pi Foundation.

“It was just supposed to be a little thing to solve a little problem.

“We’ve sold many more to children than we expected to sell, but even more to adults.

They’re using it like Lego to connect things up.”

The device, which runs the open-source Linux operating system, was designed as an educational tool for children to learn coding. But its potential for almost infinite tinkering and customisation has fired up the imaginations of hobbyists and inventors around the world.

WAYS TO PLAY

Tokyo inventor Shota Ishiwatari has created a small humanoid robot run by a Pi, which can tell you the weather, manage your diary and even make coffee.

“I wanted to create something by using a 3D printer and the Raspberry Pi - two cool items,” he told AFP, adding that he also wanted to demonstrate the potential of the microcomputer.

“Many Raspberry Pi users did not know how to have fun with the chip. I wanted to present practical ways to play with it.”

Upton and his colleagues first thought of creating a cheap computer suited to programming when they were teaching computer science at Cambridge University. They noticed that children of the wired generation lacked the day-to-day experi-

“They didn’t have the grungy familiarity with the dirty bits, the hacking,” Upton told AFP. “The theory of computer science is maths, but the practice is a craft, like carpentry.”

Upton reminisces happily about his childhood coding on a BBC Micro, a rugged early personal computer from 1982.

Back then, you had to know a computer “language” in order to use one at all. But home computers are now so complex that parents often ban children from interfering with the underlying code. Upton and his colleagues saw that developments in technology meant something like the Micro could now be created for a fraction of the cost, in pocket size, with the capacity to run multimedia programmes.

The team behind the Pi grew as the project developed; it now includes David Braben — the designer of a classic Micro game, Elite — and tech entrepreneur and investor Jack Lang. By 2012, with Upton now working for a chip design firm, the Pi was ready to launch.

Demand for the device, assembled in Wales, was so high that the websites of its distributors crashed.

RASPBERRY JAMS

User groups called Raspberry Jams now meet monthly in cities from Manchester to Singapore to share ideas.

A Raspberry Jam brought together the team behind a Pi camera that will photograph rhinos and other endangered animals in east Africa, generating data on their habits and on poaching.

The Instant Wild system, backed by the Zoological Society of London, already operates in several countries, beaming images via satellite to park rangers and to an app that crowdsources identifications of animals.

But by replacing expensive purpose-built equipment with cheaper Raspberry Pis, Instant Wild hopes to vastly expand its work.

A grid of 100 Pi cameras will be set up in 2015 on a Kenyan ranch, while another Pi will make its way to Antarctica to record penguin behaviour.

“It used to be very expensive — you’d have to run a laptop, with a huge car battery to power the thing. This saves countless power and it’s easy for it to send out alerts automatically,” said Alasdair Davies, technical advisor to the project.

Upton, however, is focused closer to home.

The Raspberry Pi Foundation is nonprofit and the design freely available, so he and his team will not be retiring on the proceeds of their success.

Instead they are working on software to make the Pi more accessible for children without expert help, and Upton remains intent on improving computer education.

The foundation is in discussions with the British government on a new IT curriculum.

For the country that invented some of the earliest computers, Upton feels that teaching coding should be a matter of national pride.

“The definition of computing is being reworked to be less about PowerPoint and more about computer programming — the useful stuff. The real stuff,” he said.

Titled "The Maharaja Of Madrid", Valaya's show was definitely a visual treat for fashion followers on Tuesday.

IBFW, a regular in Mumbai, has come to the capital for the first time.

Valaya's collection was divided into six sections and as many as 50 models, dressed in lehengas, saris and dresses teamed up with embellished jackets and headbands and turbans, hit the ramp and spread the royal flavour. What caught audience's attention were the beautiful motifs on the outfits.

Looking resplendent in an orange-golden lehenga teamed with a blue velvet choli and golden headgear, Kangna looked every bit a

princess. Internationally acclaimed actor Kabir justified the Maharaja look in a black embellished sherwani and maroon duppatta and a black turban.

The entertainment quotient was high with Valaya adding musical flavour to the show by having dance artists performing a jugalbandi of Kathak and Flamenco. The set depicted the old world charm of India and Spain.

"The collection projects a medley of Spanish and Indian influences, both visually as well as through a specially created soundtrack by Gaurav Raina of Midival Punditz," the designer said.

Day two showcased Jyotsana Tiwari’s collection ELOHIM that is inspired by colours, fun and festivities around the wedding and the ensembles mark effervescence, scintillation and self-indulgence. It is an allusion of classic silhouettes and international trends brewed with fine tailoring, which presents a unique stance to cocktail and occasion wear.

Another highlight of second day was presentation of Kotwara by Meera and Muzaffar Ali; a range of exotic bridal wear gently textured with pearls on oriental forms. From lehengas and shararas to saris and choghas, the silhouettes are in the inimitable classic Kotwara style reminiscent of the glory of Awadh.

SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers.

However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number.

Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once.

Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on...

So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run.

Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

Shoojit Sircar has said that Madras CafĂŠ should not be subject to a ban in Tamil Nadu. Tamil activist group 'Naam Thamizhar' was reportedly planning to lobby for the film to be banned for portraying Liberation Tigers of Tamil Eelam (LTTE) members as terrorists. Responding to the reports, the director told IANS: "I don't think it will be banned in Tamil Nadu."Also, I feel the speculations have started too early. The story is very simple and clear. If anyone wants to take the political advantage out of it, I can't help that. They shouldn't comment before seeing the film."Also, the censor board has given U/A certificate, which means they don't see anything objectionable in the content. Otherwise they would have cut the scenes. So, I would request them to watch the film first," he added.The political thriller stars Vicky Donor producer John Abraham as an army officer who joins Indian intelligence agency RAW and Nargis Fakhri, who plays a journalist in the film.

The 40-year-old actor and co-producer has said that he wants the film to bring together "content and commerce" . Madras CafĂŠ releases on August 23.

‘Tortured’ Sauers leads after illness horror LONDON: Gene Sauers (in pic) shot to the top of the Senior Open leaderboard at Royal Birkdale on Thursday, just three years after battling a potentially fatal skin condition.

Sauers wasn’t sure if he would ever pick up a golf club again back in 2010 when he was faced with the horror illness.

Sauers was initially diagnosed with rheumatoid arthritis in 2009 but it was a series of medications he was prescribed that caused the dangerous StevensJohnson Syndrome, triggering his skin to start burning from inside-out. Olympics yet to solve East London’s woes

LONDON: A year after hosting the Olympics, London is trumpeting the economic benefits of the Games. But residents living near the Olympic Park are still waiting for the promised benefits as rents soar.

Usain Bolt is in town and the scent of 2012 is in the air as London’s Olympic Park reopens its doors for an athletics meet and anniversary festivities, 12 months after it hosted the greatest sporting show on earth.

Eventually, the site will be handed over to the people with the ambitious aim of creating the “Hyde Park” of the east.

But in the neighbourhoods surrounding the site, it is very far from Chelsea and other upmarket districts as cranes and futuristic buildings vie for attention against the grey backdrop.

Stratford, chosen as the main site of the Games, ranks among the poorest areas of Britain. It has problems of crime, rampant unemployment and dire child poverty levels, which run at 40 percent in Tower Hamlets, one of its districts.

The organising committee sold its bid on a promise to “fundamentally transform” these districts by committing to them a significant chunk of the £9.3 billion ($14.3 billion, 10.8 billion euros) spent on the Games by the taxpayer.

London mayor Boris Johnson this week declared that it was already “Mission Accomplished”.

Beyond the economic boost to the country, which the government this week claimed was £9.9 billion, and the city’s biggest baby boom since 1966, Johnson also welcomed the “astonishing economic story of regeneration in east London”.

According to him, it have taken at least 70 years to materialise without the Games.

“Transport, investment, homes, Westfield (shopping centre) — all these are hard facts,” the mayor said.

It is beyond dispute that the Olympic Park, built on a polluted brownfield site, has changed the area beyond all recognition. It now has an international train station and Westfield, the largest shopping centre in Europe.

Bolt triumphed over air Without a biomechanics boost that he produced to win the world record breaking feat, he would have come in at 9.68sec, thus beating the previous mark by 0.01sec.

PARIS: Scientists on Friday said Usain Bolt performed a feat of biomechanics when he ran 100m in a record 9.58sec at the 2009 World Championships in Berlin.

Crossing the line in a time that is still a world record meant Bolt had to muster “truly extraordinary” power and energy to overcome exceptional drag, they said.

Taking into account the altitude of the Berlin track, the temperature at the time of the race and the resistance caused by Bolt’s 1.95m (six feet five inch), 94-kilo (207-pound) frame, the researchers calculated he had a drag coefficient of 1.2, which is less aerodynamic than the average human.

Bolt hit peak power after only 0.89 seconds, expending 81.58 kilojoules of energy by the time he finished the race.

But 92.21 percent of this energy was used to overcome air resistance, according to a paper appearing in the European Journal of Physics.

Only 7.79 percent was used to achieve motion.

After 41 strides, he crossed the line at 43.92 kilometres (27.29 miles) per hour.

LONDON: England batsman Ian Bell admits he is relishing the chance to avenge his Ashes misery against Australia.

Bell averaged just 32 in 18 Ashes Tests before the current series and became something of a whipping boy for the Australians, with Shane Warne taking several opportunities to taunt him for his perceived lack of grit. But the Warwickshire star has finally matured into England’s middle-order lynchpin and Australia have been unable to extend their domi-

nance against him. Bell has scored a century in the last three Ashes Tests, including vital innings in the victories at Trent Bridge and Lord’s.

“From my first couple of Ashes series I knew I had to improve on that,” Bell said.

“The Australian team I started against was pretty good, so it is nice to be putting my hand up now as a senior player when we’ve needed it.

“I feel pretty confident right now and it is good to be putting it together in an Ashes series

which is what I’ve wanted to do.

“I don’t really feel too bad about the previous series but it is nice to be able to do things when the team need it most and scoring hundreds is what you want to do.

“To have three now against Australia is exactly where I want to be.”

With England already 2-0 up in the series, they can retain the Ashes with a win or a draw in the third Test at Old Trafford next week.

And Bell, who has always found Old Trafford to be a happy hunting ground, can’t wait to punish the Australian bowlers again.

He has scored two hundreds and a 97 in five Manchester Tests, at an average of 87.

But if there is anything Bell takes from the epic drawn Test against Australia in 2005 -- the last Ashes match played at Old Trafford -- it is that the tourists will be determined not to surrender without a fight.

“I know that the Test matches I’ve been involved in there, we’ve got a good record so it is a good place for England to go to now,” Bell said.

“The 2005 Test was a game we were looking at targeting another win, but Australia battled right to the end.

Jamaican soccer bosses quit after disgrace KINGSTON: Jamaican Football Federation technical director Alfredo Montesso and national under-20 coach Luciano Gama resigned Thursday in the wake of a “Reggae Boyz” doping scandal.

The Brazilian duo, in a posting on the federation website, announced their departure which takes effect next Wednesday.

The move came only one day after Jamaican federation officials announced that a football player had tested positive during a June 11 World Cup qualifying match against Honduras.
