OWHATAN – Alcohol and substance abuse prevention in youth is a goal Powhatan County Public Schools staff works toward at every level of K-12 education, the school board heard last week. Kris Gwaltney, director of transportation, and Katie Wojcicki, director of pupil personnel services and special education instruction, gave a presentation to the school board at its workshop on Tuesday, April 18, about what efforts PCPS staff put into substance abuse awareness and prevention. In the 2016-2017 school year to date, PCPS has had 20 incidents of alcohol and drug related discipline incidents, Gwaltney said. Of those, 15 of them were related to alcohol, two to marijuana and three to other drugs. That was not broken down by school or age. Gwaltney said there is a variance from one school year to the next but the incident numbers are usually fairly consistent. Upon request, she shared incident numbers from the last 10 years: 2015-2016, 12 incidents of alcohol or drugs; 20142015,

Lonesome Dove founder dies By Laura McFarland News Editor

POWHATAN – Clint Arrington, executive director and founder of Lonesome Dove Equestrian Center, died on Sunday, April 23. Arrington was a well-known Powhatan resident who was an avid supporter of the U. S. military and especially wounded veterans. He started and ran Lonesome Dove, which offered free therapeutic horseback rides to wounded veterans throughout the year. On April 19, 2016, Arrington put his 2,000th rider on horseback since the nonprofit seated its first rider in 2008, which was a huge milestone he celebrated with the community a few weeks later. Even then, he was already looking ahead to reaching the milestone of 3,000 riders that could be helped with therapeutic rides. Any time he talked about what he accomplished with Lonesome Dove, Arrington made it clear that the men and women who have served their country in the U.S. military are what the nonprofit is all about. A memorial service has tentatively been scheduled for 1 p.m. on Saturday, April 29, at Lonesome Dove at 6137 Old Buckingham Road. opening up the public hearing on all three issues. At that point, two citizens, Jim Carver and Karla Curtis, spoke during the public hearings to give their views. Carson Tucker, District 5, was not present for this meeting. The budget Melton proposed is $80,512,923, which is the total including schools but without transfers. His total proposed budget with transfers is $107,391,393, which takes into account county revenues transferred to support other agencies in Powhatan, such as the Social Services Fund, CSA Fund, Capital Projects Fund, Utilities Fund, school board, and the schools’ food services fund. Melton explained after the meeting that he shaped the budget based on meetings with county administrator Pat Weiler and by taking into consideration the views he had heard other board members express during discussions. He originally brought his proposal forward at the board’s meeting on Wednesday, March 29. Although he didn’t go over it line by line at the meeting, Melton’s proposed budget was reduced from what Weiler originally presented by $488,820. The board needed to cut that amount in order to adopt an 88.5 cent real estate tax rate with a balanced budget rather than the 90 cent rate proposed by Weiler. “I felt it was my job as

O B I T UA R I E S CLINT ARRINGTON Melvin Clinton Arrington passed away on Sunday, April 23, 2017. He is survived by his life partner, Sherry Newark; son, William Arrington; grandson, William Hunter Arrington; sister, Audrey Andrews (David); brother, Linwood Arrington (Annette); numerous ARRINGTON aunts, uncles, cousins, nieces and nephews. He was preceded in death by his mother, Zadie Arrington, and his father, Trooper Melvin Arrington. Clint was the founder of Lonesome Dove Equestrian Center, a nonprofit organization that provides therapeutic riding to veterans with disabilities. His dedication and passion for providing support to veterans has been admired by many. He received various awards and commendations both from his community and state level for his work with Lonesome Dove. In addition, he was a retired brick and stonemason whose work remains a monument to his creativity and skill. A Celebration of Clint’s Life will be held at 1 p.m. on Saturday, April 29 at Lonesome Dove. Please bring a fond memory to share with everyone. RUTH BELL Ruth Virginia Morris Bell was called home to claim her reward of eternal life on the evening of Wednesday, April 19, 2017, surrounded by her loving children, grandchildren and great-grandchildren. Ruth, daughter of the late Edgar Morris and Lena Miles Morris, was born on July 11,

Originally, the board also looked at reducing the machinery and tools (M&T) tax rate by 50 percent, but that would have meant reducing the budget by another $170,789. The board voted unanimously on Monday, March 27 to adopt the calendar year 2017 personal property tax rates at the same amount they were in 2016, including the M&T tax rate. The board held numerous budget workshops in March to get a handle on the intricacies of the budget, focusing especially on what the county’s different departments were requesting and what Weiler actually proposed. Melton pointed out that department recommendations totaled $2.9 million, but Weiler’s proposed budget had only funded $1.9 million of those requests. The board members will not adopt the county’s CIP until Monday, June 26.

Reducing the budget To reach the goal of cutting $488,820 from the budget that the county administrator recommended, the majority of the changes Melton proposed were related to the county’s expected revenues in FY 2018. His proposed budget increased revenues by $303,310, while reducing expenditures by $185,510. Melton said that after Weiler presented her pro-

posed budget, the board asked her to take another look at projected revenues to see if staff was capturing the revenues correctly based on past trends. In several revenue line items, the projected income was level with this year’s amount.

Ruth accepted Jesus Christ as her personal Savior at an early age and was BELL baptized into the fellowship of Mount Zion Baptist Church, where she was a faithful member. She was a kind and virtuous woman who devoted herself to fulfilling her obligations to God and others entrusted to her care. Ruth instilled in her family the importance of solidly planting their roots in faith because she knew their faith would sustain them through life’s fiercest storms. As a lifetime resident of Powhatan, she received her education in the Powhatan County School System, a system she would later help change from a segregated system to an integrated one so her children and those like them could have a better life and enjoy the opportunities she was denied. Despite being a victim of social injustice, there was never bitterness in her heart. She loved and embraced everyone. She always had a smile and a kind word, as well as found the good in everyone and the positive in every situation. Her faith enabled her to be a visionary who dreamed of a better life for her family and gave her the strength and courage to take steps to make her dream a reality. She was active in the civil rights movement and helped change the social and economic landscape of Powhatan County. She was a bridge builder who didn’t directly reap all the rewards of her labor; however, the struggle was never about her. What mattered to her was effectuating positive social change and building bridges to opportunities

Ruth worked at St. Francis de Sales High School for 24 years and the Powhatan County School System for 17 years as a cook. She loved to cook and was known for her delicious cakes and pies. Her homemade rolls were always a treat for everyone’s palate. An avid flower gardener, she spent countless hours nurturing her plants and flowers. Her roses and flowering plants beautified her yard and were admired by many. On March 27, 1948, she married Velon Augustus Bell and their 57-year union was blessed with five children. Ruth was a loving and devoted wife, as well as a nurturing and supportive mother and grandmother. Together with her husband, she taught her children the importance of living a meaningful life – a life of purpose and one centered on making a difference in the lives of others. Over the years, she was proud of the many accomplishments of her children and grandchildren, but nothing made her prouder than seeing them embrace being change agents and bridge builders to make the world a better place for all. Her heart was filled with a strong desire to help others and many benefitted from her kindness. Ruth spent her entire life giving to others, even when her health declined. She often visited the sick and shut-ins, knitted hats for the homeless and helped her daughters prepare and deliver meals to elderly or ailing members of the Powhatan com-

Karla Curtis of Powhatan said she came to the board meeting to “advocate for a longer term view of our financial situation.” She asked the board to adopt a 90 cent real estate tax rate instead of reducing it to 88.5 cents. As a business person, Curtis said she knows it is important to invest in the future in salary increases, in maintenance and in capital improvements. It is important to fund capital maintenance needs, because if the county doesn’t fund capital improvement projects, it won’t attract the businesses that expect certain services, she said. “I am concerned that the current real estate rate of 90 cents still doesn’t fund capital maintenance needs,” she said. “I understand that you aren’t going to raise the rate above 90, but given the unfunded needs, I don’t see how it’s good governance to reduce it. We all know that any reduction in the tax rate creates much larger future needs.” While Curtis acknowledged the board members have to “balance competing needs” and represent their constituents, she said she felt that each of the members needs to lead, “perhaps at times in ways that are different from the individual interests of some citizens.” “I have come today to be a voice for the future of Powhatan. As you vote for tax rates, please consider the longer term fiscal health of the county,” she said. “The citizens of Powhatan need you to be advocates for our future. If you are not, there is no one else who can be.” After Melton closed the public hearing, there was no discussion on the budget or tax rate. Board discusses issue of signage in Powhatan By Laura McFarland News Editor

P

OWHATAN – Signs displayed along public roadways in Powhatan County caused a great deal of comment last week when the board of supervisors held a discussion on ongoing and potential zoning ordinance amendments. During the board’s meeting on Monday, April 17, Bret Schardein, director of community development, reviewed several issues staff had been reviewing or was asking the board to consider, such as signage, animal confinement setbacks,

telecommunications facilities, putting a definition on junkyards, the floodplain overlay district, and through-lot setbacks. However, of all of the topics, the one that caused the most discussion was if and how to regulate signage along roadways. A good portion of time during the discussion centered on how signs individuals, groups and businesses place along the roads impact the way people traveling those roads view the county. Staff receives significant complaints regarding signage, particularly along Route 60 in the right of way, and has done complaint-based enforcement, Schardein said. He gave the example of staff mem-

bers going out on Friday, April 14 and doing a sweep of Route 60 from Route 13 east to the Chesterfield Line. Most of the signs are in the Virginia Department of Transportation (VDOT) right of way, and the county has an agreement with the agency to remove them. “We removed about 30 signs. There are some others that we will send notice to the property owners on asking them to voluntarily remove them,� he said. Schardein pointed out that after the sweep on April 14, staff members did another one the day of the meeting, April 17, and 33 more signs were picked up. “It just kind of illustrates how these things just keep coming up and coming up, even if you do regularly go out and sweep and pick them up,� he said. Really the best way to handle the situation is more of a proactive, comprehensive approach where the county does have a sign ordinance that it enforces, but it also works with the business community and others on education about what the standards are and what signage is allowed, Schardein said. He pointed out that signs cost businesses money, and the county doesn’t want them wasting money on signs that aren’t allowed and will likely be picked up by the county. “They might not know that these aren’t allowed. They put the signs up and they’re gone the next day. They might think somebody stole it or VDOT mowed it down again. They don’t necessarily know because we don’t send notice on every single one of these,� he said. Chesterfield County actually deputizes some citizens as part of its anti-litter council, authorizing them to go in certain areas and pull them up, he said. This frees up county staff to do other work. However, Schardein said staff has been hesitant to take the community education aspect of the sign ordinance on because it needs to be updated, including making it comply with a 2015 U.S. Supreme Court case, Reed v. Gilbert, that said signs could not be regulated based on their messages. He recommended updating the ordinance to make sure it complies with the court’s ruling and then start educating the public on it. However, he said it is a good ordinance overall and probably won’t need to be changed much. “We largely have a good ordinance. There’s good bones to it. We just need to clean it up and make sure we don’t run afoul of that Supreme Court case,� he said.

commission when the sign ordinance was last updated and he agreed it is time to both update it and make sure the public and the business community is aware of it. “I think it’s a good ordinance but it just needs to be enforced and it needs to be tweaked some‌ The county is very business friendly; we want businesses to succeed and have time to do special events and announce their grand openings and all the things the sign ordinance addresses,â€? he said. Schardein acknowledged the importance of the signs in helping a business announce its presence, especially if it faces challenges such as its addresses not showing up in the correct location on mapping apps and websites people use. However, he said often the majority of signs are related to businesses located outside of the county or even the state. David Williams, District 1, said he has requested workshops on this issue in the past because the supervisors “truly care about how this county looks.â€? “If you start at the county line and you start going west on Route 60, you can’t feel good about the way the county looks. There is no such thing as good economic development without a good sign ordinance,â€? he said. “We care about how this county looks and we care about how we develop, so you are sending a message with your sign ordinance about what you feel about your community and the community standards. Larry Nordvig, District 2, asked if the Powhatan business owners putting out signs understand that they might be helping create a more “negative business community here in the county because of the appearanceâ€? on Route 60. There are some businesses that may not want to put out signs, but when the other businesses around them do it, they need to so they don’t disappear in the mix, Schardein said. “To survive, you need to compete, and if there is not an equal playing field‌ part of the county’s role is to equalize that where it is appropriate,â€? he said. Nordvig recommended utilizing the board’s connections with the Powhatan Anti-Litter Council and Chamber of Commerce to do some of the outreach. Melton said he wants to get them involved but thinks the “heavy liftingâ€? should be done by having the planning commission look at the sign ordinance again, start getting community feedback and then bring something to the board that staff can enforce. April 20 on the Courthouse Green, drew people of all ages out to listen to music, peruse educational booths, meet different community groups, grab a meal and enjoy an afternoon outdoors. Cathy Howland, Powhatan 4-H youth development extension agent, said the event drew an awesome crowd that was enthusiastic about exploring what the celebration had to offer. “People like the fellowship, music, food, being out with their neighbors, and learning how to be a little more environmentally friendly,� she said. A paper-shredding truck sponsored by the Powhatan Anti-Litter Council was a popular feature again, with people waiting in line for the first 30 minutes to take advantage of the free document shredding, she said. The event also drew 28 vendors to the green, ranging from people selling food to nonprofit organizations and governmental agencies to educational groups to businesses. The vendor count was well above the roughly 20 participants the 2016 event drew, Howland said. Barbara Adcock, STEM Coach for Powhatan County Public Schools, helped man a table for the school district’s STEM program as a first-time participant. The table had wet, construction paper with flower seeds mixed in that allowed people to create a design and then take it home to plant. In keeping with the theme of helping preserve the Earth, the project used materials that the schools already had, Adcock said. “It’s important to sup-

port the community’s Earth Day celebration not just to support Earth Day but the community because the school system is part of it,â€? she said. Bradbury noted, “If God gave you a talent or gift, we want you to be able to foster it here.� The church has a band and choir, directed by Powhatan native Gale Taylor. Since the church’s birth, Bethel has stuck to its core values of community service and inclusion. “Church isn’t a place you go, church is who you are,� Bradbury added. Bethel is a mission church, reaching out to the community to provide food services, meeting places, counseling, childcare, and multiple other services serving the communities around them.

factors that they are facing, Gwaltney said. Some of the risk factors pointed out in the presentation were poor self-esteem, failure in school, learning problems, peers who use drugs, alienation from peers or family, depression/mood disorders, physical or sexual abuse, or antisocial behavior/aggression. Keeping those risk factors in mind, Wojcicki shared the school district’s strategies for substance abuse prevention at the different age levels. “Our approach has been to consider the whole child. We don’t look at any individual risk factor more than one or another,� she said. At the elementary level, one effort is the Positive Behavior Intervention Strategies (PBIS) program, which teaches character education and a number of approaches to making positive choices and navigating stressful situations that might lead to substance abuse later in life. Other efforts include bullying prevention, classroom guidance lessons specifically looking at making choices and small group counseling. At the middle school level, the DARE program came out with the Keeping it Real (K.I.R.) program, which has some really positive data to support that it works, Wojcicki said. The school also has school resource officers who are part of the school climate every day, awareness clubs and programs, and random administrative checks. At Powhatan High School, the health/PE curriculum specifically addresses substance abuse and all sorts of stresses students might be facing. The Silence Hurts app is a

way for student to report concerns through an anonymous tip line. The school’s Students Against Destructive Decisions (SADD) Club has been in existence but has experienced a resurgence recently and has an active group of students. Other efforts at the high school include Red Ribbon Week, a school resource officer, random canine unit checks, a substance abuse awareness course for students who have been involved in an incident and good choices assemblies, she said. Gwaltney added that each layer builds on itself, so resources available at the lower age levels are still available to students as they grow up. There is an effort in the works to hold a related program in June to support students and parents, but it is still in the planning stages, Wojcicki said. The school district also continues to analyze student needs to look for gaps and areas where extra support is needed and forms partnerships with agencies such as the Rural Substance Abuse Awareness Coalition and Powhatan County Sherriff’s Office. Rick Cole, who represents District 1, said the small number of 20 incidents is outstanding but people “can’t ignore the fact that there is drug abuse going on within our community. What follows is that some of that probably comes into school that we don’t catch.� “It is a bigger problem than just a school problem; it is a problem that the whole community needs to be engaged and involved in,� Cole said. Gwaltney made a point of mentioning that with a total student population of 4,276, 20 student incidents in the 2016-2017 school year so far has counted for less than 1/100th of 1 percent of the number of enrolled students. After the presentation, Dr. Eric Jones, superintendent, emphasized that 20 incidents is a small number. “There are certainly drugs and alcohol in the community, but I know that we work hard to provide support for our students, and I think it’s important that the community knows how many incidents we have had this year – that it’s a very small number,� he said. Jones acknowledged that he isn’t denying there are “things going on that we are not catching,� but said he still thinks the schools are doing a really good job of supporting students. “We know this is a concern in the community and one we need to continue to stay vigilant on and look for ways to get the word out for, not just the substance abuse and awareness but also there are underlying factors that feed into making some poor choices,� Jones said.

Meeting Class of 2030 feels a little surreal By Laura McFarland News Editor

I

t’s always interesting when you have a surreal moment in the midst of a seemingly ordinary experience. That happened to me when I was attending Kindergarten Registration Day on Thursday, April 20. I started attending this event in 2016 with a visit to Flat Rock Elementary School and thought it was such a cool experience that it had to be repeated. So, when the day rolled around in 2017, I headed to Pocahontas Elementary School to snap some photos of them registering some of their future students. Everything was normal and as I remembered it from the previous year. A few parents were waiting for their children, who were already in another room being assessed using the district’s screener. A few families were just coming in and starting to fill out the necessary paperwork. From a photographic standpoint, what really caught my eye was that the school provided adorable large

“frames” the students could hold up for photos to help parents commemorate this momentous day in their child’s education. One frame said “Future kindergartener,” and seeing a little boy smile while holding that oversized prop was the very definition of the expression “too cute for words.” Then came the mind-blowing part, at least for me. The excited mom had the child hold up the second frame, which read in a big bold font, “Class of 2030.” I am not sure why this was such a shocking moment since 2030 is only 13 years away. But even living in 2017 talking about something that is going to happen in 2030 still feels a little bit like we should be discussing science fiction or a story about a dystopian society. And thinking about these cute 4- and 5-yearolds as the young adults they will one day be was just too hard to wrap my mind around. It was more than likely even worse for their parents, especially the ones enrolling their first child in school. Thankfully, I was able to shake off the bizarre moment and keep capturing the enjoyment of the day. Each elementary school embraced its own theme for

or many, those shamrocks we see posted all over the walls at our supermarkets and home improvement stores during March are an insignificant reminder that St. Patrick’s Day is just around the corner. For many others, the good luck symbols are an important weapon in a fight to combat and end Muscular Dystrophy. Each year, the campaign raises millions of dollars for MD research and support. More importantly, it funds vital projects that search for cures and treatments of the deadly disease. In addition, the funds provide each child affected by the disease a chance at a week of fun and frolic at MDA camps across the nation. Feeling Irish has never meant more, and this year’s campaign represents 35 years of maintaining a tradition that had humble beginnings in Michigan when one woman decided to unite the luck of the Irish with the plight of children suffering neuromuscular diseases. It was an effort straight from the heart. Molly O’Toole Kamitz Parker was sitting at her local Irish bar celebrating her heritage when the idea overwhelmed her. She noticed the numerous shamrocks hanging in the bar. The symbols were simple and contained no message, just the good luck of the Irish. She envisioned a program that would allow bar customers to purchase shamrocks and display them with the names of patients with MD. Molly wanted to get the shamrocks in every

the occasion, and Pocahontas Elementary used “Step Right Up,” a circus theme. The children who came received popcorn and decorations included balloons and clowns. I unobtrusively stepped in to take a few photos during the testing of a few children and saw the lack of pressure staff put on them during the screener. The screener assesses what the children know as far as colors, letters and numbers, shapes and other concepts. The purpose of the screener isn’t to pass judgment on the children if they may not know their alphabet or create a fear of school in them before they even start. The screener gives the schools a sense of what the child is already familiar with and what areas they may need to focus on to become more kindergarten ready. Simply put, days like this are just fun. Much like the first day of school, it is exciting to see the beginning of a journey and know what is ahead for these children is hopefully a world of possibilities and opportunities just waiting to be discovered. Anheuser Busch teamed with her to distribute shamrock packs to almost every bar in the area and customers readily accepted the challenge by purchasing the shamrocks, writing a name of a patient on them, and displaying them on the wall. The first year the campaign raised $40,000, an amount that captured the attention of the national MDA office. Eventually, the campaign was embraced on a national level. Since then, and through the generosity of a public that genuinely cares about sick children, the campaign has raised more than $400 million, and other charities have utilized the “pinup” model to raise millions for their organizations. But, it all started with Molly and an idea to assist MD patients and raise awareness. Today, millions carry on the tradition by purchasing MD shamrocks at local grocery stores, home improvement outlets and other retail establishments. Each shamrock exhibits one person’s commitment to find a cure and secure the futures of thousands who suffer from the disease. So, what does it all mean in real time? It adds up to a little boy who visits his local grocery store and notices all the shamrocks plastered on a wall behind the cashier, and smiles. L E T T E R TO T H E E D I TO R Resident impressed with neighbor’s selfless behavior Dear Editor, I would like to write a letter to tell what a good neighbor that we have here on Pierce Road. Recently, my wife and I heard what sounded like a cat that was in distress yet we could not find it. After a long search we located the cat in the top of an 80-foot pine tree. We tried several things to try to get the cat down to no avail. We talked to workmen who were constructing the electrical line on Route 13 and they said they would, but their bucket trucks could only go up 55 feet. The cat had been up the tree for at least two days and nights, and it was during an ex-

tremely cold time. We knew that it could not survive much longer. We contacted Mr. Garris, our neighbor, who owns Garris Signs. Mr. Garris said that we could not let the cat stay up the tree another night. He contacted his son, who was at his grandmother’s birthday party, and they used Mr. Garris’ 80-foot ladder truck and rescued what turned out to be a young cat. We would again like to thank Mr. Garris and his son. So many times we hear about the bad but we do not hear about the good. Guess who has a new cat. Powhatan County Public Schools held its first World Languages Fair on Saturday, March 25 at Powhatan High School. The event was designed to provide a variety of activities and contests that allowed students and teachers to be creative with their language, to interact with one another, and to compete with their peers from the same or other schools in the county and enrich the families of the community through foreign culture appreciation. Activities for the day included performances by different student and cultural groups, displays of student artwork, activities to teach people about other cultures and food to give them a taste of those cultures. About 500 people attended the event.

Board grants four-day holiday By Laura McFarland News Editor

OWHATAN – The Powhatan County School Board voted unanimously to give students and staff a little extra down time next month by extending the Memorial Day weekend by one day. The board voted at its meeting on Tuesday, April 18 to make Friday, May 26 a student and staff holiday, meaning all school buildings will be closed for a four-day weekend. Dr. Eric Jones, superintendent, first brought the issue before the board in their 5 p.m. workshop, explaining that the school district had only used three of its planned inclement weather days because of a mild winter. As a result, the Teacher Advisory Committee had requested the school district make the Friday before the Memorial Day weekend into a holiday to give everyone a nice break, he said. “We are well above the number of required hours that we need to have for this school year. It would certainly be a nice morale boost for staff and give families an extra day to stretch that holiday weekend,” said Jones, who added he was comfortable with the suggestion.

We were able to move it and have some more flexibility, so that is why we came up with this recommendation,” Jones said. Kim Hymel, District 5, noted that in the committee’s notes, some of them had also suggested the Monday after Spring Break. Going forward, if the issue is brought up sooner, that might be a consideration, she said. Jones said staff has made a note when working with future calendar committees that if Powhatan County Public Schools does go to a regional set calendar of having the first weekend in April off, if it is not Easter week, to look at having off the Monday after Easter.

On days when sitting was much easier than standing, Jack has always given his time to various MDA fundraisers, raising awareness and funds for his fellow patients and the families who struggle to support them. Shamrocks have always symbolized good luck and prosperity, but I’ve got a new appreciation for the Irish charm. Since those small efforts began in 1983, the shamrock campaign has promoted research, supported families and allowed thousands of MD sufferers to enjoy something most of

us take for granted: the gift of another day. And the people who make those small donations and place a shamrock on the wall provide the inspiration for those who continue to persevere, to struggle and to survive and one day, defeat, a cruel killer. Thanks to everyone who contributed to this year’s campaign, another success in a long line of meaningful fundraisers. Your dollar could be the one that finds the answer and unlocks a mystery that denies our children the most basic of life’s offerings. Keep the faith.

Fundraiser to aid injured local boy Contributed Report On March 8, Kaleb Fisher was involved in a horrific dirt bike accident and sustained severe head injuries. He was airlifted to MCV where he spent more than two weeks, most of which was spent in the Pediatric Intensive Care Unit. Kaleb suffered a fractured skull along with brain bleeding and swelling; he had surgery to remove the majority of the left side of his skull to help relieve the pressure and stop the bleeding. Kaleb is a fun loving active eighth-grader at Pocahontas Middle School. As well as he is doing, he still has a long way to go. He continues outpatient rehabilitation and faces another surgery to replace the portion of the skull that was removed. Hopefully, this will happen within the next two to five months. A group of supporters is trying to help Kaleb’s family by relieving some of their financial burden and assist them with their medical expenses. They will hold “Kaleb’s Karnival” from 9 a.m. to 2 p.m. on Saturday, April 29 at Sweet Shop Cafe in Powhatan at the South Creek One shopping center. Several businesses have donated items for a silent auction – Yardworks, Luck Stone, YMCA, even the University of Virginia. The event will also have a moon bouce, face painting and other children’s activities. The Powhatan County Sheriff’s Office will be present to do child ID kits.

Bill came to Richmond as a new Virginia State Trooper, one of his proudest periods and is a past president (1990) of the Virginia State Police Alumni. He left the Virginia State Police, worked for Virginia Power then on to the Richmond Public Defenders office as an investigator, where he thoroughly enjoyed working with the attorneys. He retired in 2007. In April 1971, Bill became a Mason and a member of the Glen Allen Masonic Lodge #131 AF & AM, Scottish Rite and a Shriner. Bill was a Past Potentate (2007) of ACCA Temple and a Past President and member of the Glen Allen Shrine Club and a Past President and member of the ACCA Motor Patrol Unit. A memorial service was held at 2 p.m. on Sunday, April 23 at the ACCA Shrine Temple, 1712 Bellevue Avenue, Richmond, VA 23227. HELEN PRUITT Helen Earles Pruitt, 93, formerly of Chatham, entered into rest on Friday, April 21, 2017 at Roman Eagle Memorial Home in Danville. She was born on March 16, 1924, in Stony Mills, the daughter of the late Gus Dorsey Earles and the late Ella Grace Dillion “Sadie” Earles. She was married to the late William PRUITT Howard Pruitt. She was a member of Beverly Chapel where she taught Sunday school for 43 years. She loved her grandchildren and her pets very much. She is survived by two grandchildren, Trevor Pruitt and his wife Cindy and Amien Dulio and her husband Anthony; and four great-grandchildren, Abegail Pruitt, Blake Pruitt, Aislin Dulio, and Allie Dulio, all of Powhatan. The Rotary Club of Powhatan held its new fundraiser, a Casino Night, on Friday, Feb. 24, and saw about 150 community members come out and support it. Organizers said they raised about $7,000 at the fundraiser, and $1,500 of that will be donated to the War Memorial Cultural Arts and Community Center. The rest will be used for other Powhatan County needs. President Robbie Urbine said that it was a new event theme for Rotary and members were pleased with the results. “We had a very diverse crowd. A lot of younger people who have never been in the building before and a lot of older people were there as well,” he said. Massino’s Casinos provided the professional gaming tables and staff for Craps, Roulette, Blackjack, Texas Hold ’Em, River City Horse Racing, and Casino Money.

ust four outs into the Powhatan Indians baseball game against Charlottesville on April 20, the sky crackled with lightning and rolled with thunder as players and fans alike cleared the field and stands until the weather passed. Ninety minutes later, the conditions

significantly improved and the Indians were able to re-take the field. While the delay brought some rust to the team, Powhatan’s offense shook it off and eventually fired on all cylinders against the Black Knights in an 11-1 final score in five innings due to the mercy rule. “We’ve got a winning record,” Powhatan head coach Gregg Conner said. “We came out a little flat after the rain

delay and then we got our energy going and then we played well.” The first two innings between the two teams were scoreless before runs started trickling in during the third inning. Charlottesville struck first after a leadoff single got Camden Elmore on base and was brought home two batters later when Caleb Davis drove him home to make it 1-0. Powhatan answered in the bottom of

the inning after Charlottesville’s pitcher, Dalton Richardson, lost command of the strike zone with two-outs and issued four consecutive walks, bringing Brandon Eike home to tie the game. Justin Bales came in relief of starter Adam Seal and Bale made quick work of the Black Knights in the top of the fourth inning, striking out two batters. Despite an uneven start to their season, the mentality of the Powhatan Indians is clear: there are still plenty of games to be played and this team is still finding their identity. Powhatan has already faced some stiff competition early in the season, both in and out of conference. While the results of those games haven’t been what the Indians would have liked, the opportunities to face quality opposi-

tion have been valuable nonetheless. The team took advantage of one such opportunity in a recent 5-2 defeat against Charlottesville, trying out a few tactical adjustments from their traditional setup. Storms in the area delayed the game between the Black Knights and indians over an hour. Charlottesville took the early advantage with the opening goal coming in the sixth minute. The Indians fought their way back onto level terms in the 14th minute from a

corner kick as Shane Anderson scored the first of the night. Anderson was assisted by junior Ethan Taylor. Charlottesville were able to clear the initial ball in only as far as the 18yard box, where it fell to the feet of senior captain Shane Andersen, who fired a strike into the bottom left corner of net. Charlottesville bounced back from the Powhatan goal in a big way, scoring three goals in only six minutes of play to take a 4-1 lead in the 21st minute. see SOCCER, pg.6B

Nee signs to play at Nebraska-Omaha By Billy Fellin Sports Editor

owhatan’s Kelli Nee took a practical approach to where she wanted to play college volleyball. She wanted a college where she could major in what she wanted, pre-med, while also getting to play collegiate volleyball. On April 17, Nee’s plan was made final and official as she signed her scholarship to play for the University of Nebraska-Omaha. “It’s fantastic, I’m very grateful,” she said. “I’m lucky that I got this opportunity to play volleyball.” Nee described the process of finding a good fit as a “stressful” one. “I really didn’t think it was going to happen until this opportunity came about,” she said. “I was talking to a few schools and they just couldn’t offer me everything I wanted. A lot of schools don’t want their athletes to major in something that takes so much time away from the court and training with the team.” However, once Nebraska-Omaha got a hold of her in mid-February, Nee said that a process that had taken a while sud-

denly went into high gear. “It happened very, very fast,” she said. “I emailed them back and within the next day, the emailed me and invited me to visit the campus. I was like ‘sure, by the way, I’ll be in a cast because I just had surgery on my ankle.’” So, she hopped on a plane, on crutches and in a cast, and went to the campus. And, she immediately fell in love. “The coach is so nurturing,” she said. “It’s very far away, so the way she treated me and the way the girls interacted with me, it felt like I was at home even though it’s so far away. The biggest thing I love is that the school in Omaha is a pre-professional school. So, on the team, they have 65-to-75-percent of the athletes are in pre-professional programs. Every spring, she requires her athletes to have an internship. She gives you the time to get those internships.” Those opportunities will be ripe for Nee, who said that the Children’s Hospital in Omaha is two blocks from her dorm and the Nebraska School of Medicine is close-by as well. Nee said she wants to focus on pediatrics, specifically being a neonatologist. “It literally had everything I wanted in a school,” she said. Nebraska-Omaha is a Division-I

school and is a member of The Summit League with schools such as the University of Denver, North Dakota State University and South Dakota State. The Mavericks were 8-22 last season and were 5-11 in The Summit League. Powhatan girls volleyball coach Amber Foos wrote in an email that from her first days as coach of the Indians, Nee was a player that stood out among the others when it came to her leadership skills and work ethic. “I knew from the moment I met her that she was a true leader and a standout athlete,” she wrote. “Words cannot describe how proud I am of Kelli. She has worked so hard on and off the court to gain such an accomplished as a (Division-I) scholarship to play the sport she loves. I want to wish Kelli the best of luck in her next chapter of volleyball. I know she will be a great asset to the University of Nebraska Omaha Mavericks lineup as well as their University. As for her new coach Rose Shires, you have just gained one of the most dedicated, hardworking, driven and incredible female student athletes for your program.” Nee was a cornerstone for the Indians as a captain the past two years and led the Richmond area with 687 assists this past season.

She had 316 digs, 106 kills, 37 blocks and 19 aces this season and was the Conference 20 player of the year. She was also named first team all-region and allstate. Nee was also named the 2016 AllMetro Player of the Year by the Richmond Times-Dispatch, which was an honor that she didn’t see coming. It was also a shot in the arm for her, as she had started to plan for college without volleyball. “I was honestly shocked,” she said. “I was like ‘me? Are you sure?’ It was so humbling. That was a big thing, because prior to that I knew that I wasn’t going to go to a (Division-III) school and pay to major in pre-med, I was going to go to a better med school instead of focusing on volleyball. After I won that and saw that people still believed in me and thought I could do it, I gave it one more shot. It was very honoring and was blessed to receive that honor.” She said that when she looks back on her four years at Powhatan, she will remember the bonds she’s made the most. “Powhatan is so small, so you grow up with everyone,” she said. “They really are my best friends, the girls I play volleyball with here and in club. I’ll never forget bus rides and going to the games.”

Powhatan graduate Jen Balcom is all alone on the Randolph-Macon College softball team. Not in a physical sense as she has many teammates alongside her. Rather, Balcom is the only senior on the Yellow Jackets roster this season. “It’s a weird adjustment,� she said. “I’m the oldest on the team. I’ve just grown to accept it. I’m quiet, but I’m trying to be a leader. It has been better as the season has gone on. It’s been cool, though.� In her senior year, Balcom has been a key member of the Randolph-Macon team. She is hitting .293 with 11 runs, three doubles, one triple and 10 RBIs. She has struck out just seven times and has eight walks. In the field, the third baseman is fielding at a .969 percentage, with just three errors this year. I think that I’m a stronger player and I’ve really grown as a person. I’ve come out of my shell.� Balcom transferred to

Randolph-Macon after the 2015 season from Bridgewater College. She hit .282 at Bridgewater in 2016 with a .941 fielding percentage and had a .919 fielding percentage in 2014. Many of the seeds about hard work and dedication to the game were planted during her years at Powhatan. “I have so many great memories from Powhatan, those were some of my favorite years,� she said. “(Coach) Crump taught us how to work hard. I’m a better player because of Powhatan.� During her time at Powhatan, the Indians reached the state tournament all four years she was an Indian and reached the state quarterfinals in 2010. Crump said she remembers Balcom as a player who worked hard throughout her time as an Indian. “She was a fantastic player,� she said. “She had a good, strong work ethic and had a positive attitude. She was an excellent hitter and a good fielder. During her senior year, she had knee surgery and she worked hard and came back. That was a plus for us that she was able to come back in playing shape. Henderson named girls basketball coach By Billy Fellin Sports Editor

T

he Powhatan Indians girls basketball team has a new coach. And, it’s someone that is familiar to the Indians. Assistant girls basketball coach Kristy Henderson has been named the new head coach for Powhatan. “I’m very excited,” she said. “I’m very honored. I’m going to be working with a great bunch of girls. There’s a lot of talent in this county that I’m excited to work with and develop and put a name to some

The goal displayed one of the Indians’ most impactful adjustments: the shift to a 4-4-2 formation. One beneficiary of the new formation was Taylor, who had an excellent game from the wide positions in midfield. “It worked better,” Taylor said of Powhatan’s tactical setup. “There were more options for the midfielders to open up with they got the ball.” Assistant coach Paul Smartschan also

Henderson is a Philadelphia native who played at the University of Richmond. After her playing days with the Spiders was over, she was an assistant coach on the team for six years. She was also the head coach at Blessed Sacrament Huguenot for 12 years. After BSH, she coached at Robious Mid-

dle School for three years prior to moving back to Powhatan, acting at JV coach and then becoming the assistant coach for varsity. Henderson said that she told by Bowman in person about her retirement. “I was shocked, she’s a legend (at Powhatan),” Henderson said. “She said she was ready to step down. It was very professional the way she told me.” Powhatan athletic director Jim Woodson said that Bowman has a “heart of gold.” “She’s been working with us for 30-some years,”

Another area Powhatan tinkered with was pressing the opposition to win the ball back, a strategy that led to many of the chances created late in the first half. “Along with our forwards, all our players tonight challenged every ball, played with a lot of heart and worked their tails off, which caused a lot of havoc for Charlottesville and resulted in opportunities for us,” Smartschan said. Taylor agreed: “We did well with pressure and possession at some points, but there’s always stuff we can work on.” Charlottesville tacked on a goal late in first half stoppage time to seal the 5-2 margin of victory. Despite a negative result, the Indians were pleased with how well they competed with a tough opponent. “I don’t think they came in as

and maybe a new play style. But, the first order of business for her will be to complete her staff. The principal and myself I’m sure will help her out to complete her staff as soon as possible so she can get ready for the new season.” Henderson said that while she’s certainly familiar with the program, there’ll be some fresh ideas and new directions for how she’ll run things. “I think some things will be a little different,” she said. “Every player and team is different. So, we’ll adjust to fit, but I think there will be some new things.”

Henderson has been involved with the Powhatan Youth Athletic Association girls basketball programs and believes that having that type of a feeder program, as well as through the middle school, is a very good thing that can be built. “Having those feeder program can only help,” she said. “The middle school program is very good. We just have to grow that talent and continue to get everyone excited about girls basketball. There’s a lot of excitement and enthusiasm coming up, which can certainly spread.”
