Christmas Mother program wraps up 2020 season By Laura McFarland Editor
POWHATAN – The Powhatan Christmas Mother Headquarters was as busy as Santa’s Workshop last week as volunteers worked to put the finishing touches on this year’s Christmas offerings. With clients scheduled to pick up presents on Dec. 8 and 9 and the final presents being delivered on Dec. 11, the headquarters has been a hive of activity the last few weeks preparing for the final push getting the presents out the door, said 2020 Powhatan Christmas Mother JoAnn Woodson. Woodson, whose husband Jim is the Christmas Father, was overjoyed as she talked about the amazing last few months in their roles despite the

restrictions caused by COVID-19. Chief in her praise is the volunteers who make the Christmas Mother program possible by putting in countless hours processing applications, buying gifts, wrapping, sorting, and more. The Powhatan Christmas Everyday Committee is a force to be reckoned with and they know how to make Christmas special for people, she said. Woodson said she lost count of the times she was told not to worry, to enjoy her time as Christmas Mother, and that they would tell her what she needed to do. “They all said that – ‘we’ll tell you what to do.’ And they do and then we just do it and it works,” she said with a laugh. Former supervisor Bob Cosby dies By Laura McFarland Editor
POWHATAN – Powhatan native Robert “Bob” Cosby, a former dairy farmer who served on the board of supervisors for four decades, died over the weekend at the age of 83. Cosby, who died on Saturday, Dec. 5, was well known in Powhatan for serving as a supervisor from 1972 until 2011, when he decided not to run for re-election. Being a supervisor was a job Cosby BOB COSBY aspired to when he was young and stayed devoted to over his many years of service, said his son, Hank Cosby. His dad told him that, from an early age, his two goals in life were to be a farmer like his own father and a supervisor.

PCPS distributes 2,000 donated books to children Contributed Report More than 2,000 new free children’s and chapter books — enough to fill a large county van twice—were distributed by Powhatan 4-H to area children and families recently. The estimated value of the books donated to Powhatan County youth is between $15,000 and $20,000. The colorful storybooks, featuring fun themes and characters, covered a range of grades and age levels. Powhatan gained access to the books through a Virginia 4-H partnership with The Molina Foundation for the Book Buddies 2020 Families Learning Together literacy program. This national initiative helps encourage literacy and reading skills during the summer and the back-to-school season as the COVID-19 pandemic continues. Giving children books to keep is an action step that reinforces a positive message about reading. According to Cathy Howland, Powhatan 4-H Extension Agent, she and two volunteers traveled to Appomattox on two different occasions to fill the county van with books. “Getting the books loaded from a hot warehouse in August, and then unloaded, was the tough job,” she said. “Being able to bring joy to children in the form of a book was easy.”

The books from Disney Publishing were distributed lobuted lo cally through Powhatan's Department of Social Services, Head Start, Little Zion Workshop Way Preschool, and Powhatan County Public Schools. Howland partnered with Tracey Ingle, English instructional specialist with Powhatan Public Schools, to make sure the books landed in the
hands of the students needing them most. A large bulk of the books were middle school reading level, so two fifthgrade classes received chapter books to take home. “The books are high quality and high interest,” Ingle said. “The reading levels range from pre-k to high school. Books are being distributed to students through
random giveaways, classroom projects, and meal distributions.” Howland said, “We, as a community organization, were thrilled to be a part of this book distribution effort. It’s great to encourage children and families to read together and share stories, especially now during these troubled times.” She added, “We care about supporting support the success of children and families we serve. Literacy is the key to progress for our community.” As a part of this national initiative, Families Learning Togethl er’s e goal is to help stop the th “summer slide,” the tendency for children to te lose lo some of the academic gains they made during g the school year. O B I T UA R I E S MATTHEW BENNETT Matthew "Matt" J. Bennett, 60, of Powhatan, passed away on Saturday, November 28, 2020. As a young man, he felt called to the funeral industry. He received his Funeral Director and Embalmers License in 1982. He purchased the Rose Funeral Home in November of 1985. In 1992 he relocated to the current location and changed the name to Bennett & Barden Funeral Home. Located in BENNETT Powhatan, he started his family and became a pillar in the community that he loved and served. Matt was involved in The Lions Club, church softball, youth softball coaching for Beth and Sarah, and was Charlie's crew chief for go-cart racing. He was a die-hard Redskins fan who always loved to laugh. He was a beloved husband, Dad and Pop-Pop. He will be greatly missed. He was preceded in death by his father, The Rev. Rex J. Bennett. He is survived by his loving wife, Debra O. LUCKY HILL Lucky Darnell Hill, 67, of Powhatan, Virginia, passed away on Thursday, December 3, 2020. Lucky Hill worked for Beaumont Learning Center for 30 years as a lieutenant. He also worked at Natural Bridge Learning Center. He loved working with teenagers and he devoted his life to them, hoping to make an impact on their lives and helping them to lead a better life. A Celebration of Life will be held at a later date. In the absence of the annual Pancake Dinner with Santa and family S’mores making due to COVID-19, tickets will be sold for a contactless chicken dinner. Tickets will be available at the shows each night for $8. There are only 200 tickets available and the dinners will be ready for pickup at Bear Creek Hall parking lot the night of Dec. 13. The ticket holders will get another free ride through the lights when picking up their dinner. The chicken dinners will also support the volunteers at Bear Creek Lake. The show has more than 250,000 lights. The park had the pleasure of working with local businesses, churches, families and the Boy Scouts and Girl Scouts, who completely decorated the Chestnut Campgrounds this year for the show.

Funeral director Matt Bennett remembered By Laura McFarland Editor
POWHATAN – Longtime local businessman and Powhatan resident Matthew “Matt” Bennett has died at the age of 60. Bennett, owner and funeral director of Bennett & Barden Funeral Home in Powhatan, died unexpectedly on Saturday, Nov. 28. He was known through the years for his involvement in the Powhatan Lions Club, local youth sports, and as a devoted family man. Bennett received his funeral director and embalmers license in 1982. He purchased the Rose Funeral Home in November 1985 and then relocated it to Powhatan in 1992 and changed the name to Bennett & Barden Funeral Home. Daughter Beth Weaver said Bennett felt called to the funeral industry because he saw it as a form of ministry for him to care for those around him in their deepest sorrow. “He felt he could offer kindness, patience, and professionalism in their grief. He knew by giving a professional service that it would make one less worry for the family. That they could trust the work was being done for them while they focus on saying goodbye,” she said. Weaver said her dad would carry the grief with the family, which was hard to leave at work sometimes. “He would say it was emotionally taxing, but he found that humor was a great medicine to combat the heaviness of it all. For example, he once had an ad in the paper for his daughters’ softball team that said, ‘bury the competition,’” she said. “As
he grew in business, he grew in boundaries and healthy ways to cope. He knew the deep importance of caring for those in death. He viewed his work as an honor, and because of that, he was able to handle it even though it was heavy.” Funeral director Charlie Hite began working with Bennett in February 1997 and saw how he changed and developed personally and professionally over time. He was passionate about being a funeral director and wanted to give each family personal service. “I think he believed that most important was to make a personal connection with them. This gave him a feeling of trust both ways,” Hite said Bennett was his boss and acted like it sometimes, Hite said, and at times they “fought like brothers.” But he was also a dear friend. “When I needed to talk he was there; when he needed to talk I was there, whether it be 1 p.m. or 3 a.m. it didn’t matter. Sometimes things were tough working 15 to 20 hours a day and we had to emotionally support each other. When a child would die it’s hard not to put yourself in that family’s situation. We needed each other for support,” Hite said. The Rev. Travis Keith, pastor of Gospel Light Baptist Church, worked as a funeral assistant and chaplain at Bennett & Barden for almost five years. He found Bennett to be “one of those people that you could see his compassion in his everyday life.” He cared for the families he served and worked hard to ease the process for them.
“He has made his way into so many people’s lives in the hardest times of their lives. … He loved his community, he loved Powhatan. He loved serving his community in that aspect, and he was great at it,” Keith said. Powhatan Today founder David Cole met Bennett at a softball game in 1986 when the funeral director asked about advertising. Both professionally and in his own family’s dealings with Bennett & Barden over the years, Cole found him to be a “consummate professional” who took care of his families. The two men became good friends through the years with their families traveling and playing together. While he was always professional in his job, Cole appreciated the personal and fun-loving side not everyone looked beyond the image of a funeral director to see. “Matt was a person who loved to laugh. He loved life. He was kind of a character,” Cole said. While Bennett was joyous, loved telling stories, and had a bigger-than-life personality, he was “just as content with quietly observing the grandbabies playing,” Weaver said. “He loved traveling with his wife, Debra, and seeing new places. He loved a good steak and sweet tea. Ultimately, he was a family man and deeply loved and cared for them greatly. He was always planning the next big adventure for his family because he loved the joy it brought us,” she said. Bennett’s other daughter, Sarah Clift, said her dad was a man who would be hard to forget, had an infectious laugh, and was

the best storyteller. “You could listen to the same story over and over and still laugh as hard as you would the first time hearing it. I can’t tell you how many times I heard the ‘mmm sweet’ story or the ‘lawn dart stuck in his head’ and still was doubled over in laughter every time,” she said. Everything Bennett did was with his family in mind, including his wife Debra; daughters; son, Charles Bennett, and step-daughter, Stephanie Wammock, Clift said. He was always planning things to do and places to go. He had talked about a trip to Disney and the 4-wheeler/go-cart track he wanted to make at his home, all for the grand babies. Other things Clift wishes people knew about him were that he had the best Daffy Duck impression; he never farted, it was always someone else around him; he was the biggest softy and pushover; he would cry watching any Disney movie, and he “was really hard to shop for because anything he wanted he would get himself. But he still loved our presents most.”

POWHATAN – The Virginia Court of Appeals recently denied an appeal on behalf of Karina Rafter, who was found guilty last October in the 2016 murder of her estranged husband in Powhatan. Rafter was sentenced by a jury to serve 20 years for first-degree murder and three years for one count of use of a firearm in the
commission of the murder of John Richard Rafter Jr., 48, on Dec. 9, 2016, at his home in the 2100 block of Flint Hill Road in Powhatan. Following a five-day trial, a jury decided on Oct. 25, 2019, that Karina Rafter was guilty of shooting her husband in the head with a shotgun while he lay in his bed and recommended the 23-year sentence. COVID-19 impacts local food pantries By Laura McFarland Editor
POWHATAN – Powhatan’s major food pantries were recently impacted by COVID-19 as one had to close temporarily when several volunteers tested positive for the virus and another worked hard to be available to fill in any gaps caused by the closure. On Saturday, Nov. 28, Powhatan Food Pantry manager Theresa Fields announced the temporary closure of the facility after two volunteers, including herself, tested positive for the virus that week. Within a few days, the number of volunteers impacted had grown to five people, all of whom worked together on the Saturday before Thanksgiving. Because of the need to protect volunteers and clients, Fields said she had to make the very difficult decision to close the food pantry through Tuesday, Dec. 15. This gave plenty of time for the food pantry to be sanitized and for volunteers to quarantine and be tested. “It was horrible. It was the worst decision I have ever had to make in my life
knowing that people are dependent on us. But I had to think of their safety and the volunteers, and there was just no way of getting around this,” Fields said. Fields got the initial call on Thanksgiving Day from a volunteer who tested positive and spent the next few days on the phone trying to make sure everyone was informed. It was horrible to think about anyone becoming sick or being with family they might make sick, she said. She had to contact all of the people who worked or visited the food pantry on Nov. 21 and Nov. 24, the two days where exposure to others might have been possible. It was a task she never wants to do again and will lead to some changes in how the Powhatan Food Pantry is staffed when it reopens, Fields said. “People want to help more during the holidays, and we really weren’t turning them down,” she said. “We had about 12 people in there at one time. It was way too many for that small place. We are not doing that anymore. We understand people want to volunteer and we would love to see PANTRY, pg. 5

most significant known facts of the case surrounding the death of John Rafter and the months and even years leading up to that day. Like most Christmas Mothers, JoAnn Woodson was new to the organized chaos of the program, and she has been amazed to see how it all works. Sitting in Christmas Mother Headquarters with Christmas music playing and shoppers excitedly talking about fulfilling the orders and wrappers working to
make them look beautiful, it is a completely joyful experience, she added. “It is like this atmosphere of this is what Santa’s Workshop is really like. It is very festive and filled with love. It is just very bustling and happy and everyone is very into what they are doing with their whole heart. There is no politics or even talk about the weather. It is all about getting these families what they need with a lot of love,� she said. The happiness of the volunteers in making Christmas special for so many people magnified Woodson’s excitement coming into this week. “I am excited. I think I am going to bring a tissue box,� she chuckled. Having another Christmas Mother season successfully coming to a close is always a proud moment for the group, but it is especially so this year as they have had to make so many adjustments to make it work, said Mary Harrison, publicity chair and Christmas Mother 2006. The differences started with the application process, which couldn’t be done at the library in person, as it is usually done. Instead, it was all done through the mail, she said. Once the application process was through, the approved applicants’ requests were given to volunteer shoppers, local churches, and
families to fulfill their needs as usual. However, the impact of the pandemic has been felt in other ways on the program. The Woodsons’ schedules would normally have been packed in the last few months, starting with the Labor Day Parade and going on weekly as they visited civic organizations and clubs to raise awareness and funds for the Christmas Mother program, Harrison said. “We had several groups want to honor JoAnn and Jimmy by doing either a tea or an evening event, but it just wasn’t possible to do them this year,� she said. The one exception was a Spaghetti with Santa fundraiser held Nov. 30 at Four Seasons Restaurant, which was successful and fun while still meeting social distancing guidelines, Woodson said. The event included an opportunity to take a photo with Santa Claus. Despite the lack of inperson fundraisers, the community has still been extremely generous this season, with the program already at $34,000 toward the Woodsons’ $40,000 goal. The group had to put restrictions on themselves as well. They set a limit of people who can be in the headquarters working at one time, and they have to wear masks. “We can’t hug each other and we are not

have them in there, but this was eye-opening for us.” When Jennifer Davis found out about Powhatan Food Pantry’s temporary closure, she honestly wasn’t sure if there would be an impact at Feeding Powhatan, where she is the coordinator, because she didn’t know if their clients knew there was an alternate solution during the closure. But wanting to be prepared, she put a call out to the community on Facebook ahead of the food pantry’s Dec. 2 session that saw a huge response in donations. The goal was to be prepared in case they
saw a significant increase. “What we did is we went out and went shopping at nine different grocery stores just trying to prepare for that,” she said. There was also a huge amount of donations. Many donations were made at the Powhatan Real Estate Settlements office in the Village and then Mulberry Layne also had two to three truckloads from Monday and Tuesday that were brought over, she said. People also stopped by throughout the day on Dec. 2 to drop off food directly at the food pantry. “It was pretty overwhelming to see it all. It was amazing,” she said.

Since Feeding Powhatan, which is located at Community Life Church, switched to holding sessions every two weeks instead of every week in November, they have been handing out more than 4,100 meals each session. The numbers didn’t dramatically increase on Dec. 2, with 4,102 meals distributed, which is less than the 4,400 they prepared. Davis said she is still overwhelmed by the community’s support and the generous donations put the food pantry in a good starting position ahead of the last session of the year on Dec. 16. Board of supervisors denies proposed solar farm project By Laura McFarland News Editor
POWHATAN – The Powhatan County Board of Supervisors was recently split in its decision to deny a proposed solar farm project from moving forward off of Three Bridge Road. During the board’s meeting on Mon-
day, Nov. 23, the supervisors were scheduled to hold two public hearings about Powhatan Solar II LLC. The first public hearing was an appeal of the Powhatan Planning Commission’s 3-2 decision on Oct. 6 to recommend denial of the request for a conditional use permit (CUP), citing that the proposal is not in accord with recom-
mendations made in the 2019 LongRange Comprehensive Plan. After lengthy discussion on Nov. 23, the supervisors voted 3-2 to affirm the planning commission’s decision and deny the appeal. This decision made the second public hearing about Cypress Creek Renewables’ CUP request moot, and the board skipped it.
Chairman David Williams, who represents District 1, Larry Nordvig, District 2, and Bill Cox, District 4, voted to deny the appeal. the quality craft beverage products produced there, said Eric Cioffi, co-founder of the group and coowner of Courthouse Creek Cidery in Goochland. “Our goal is to not only promote all that is going on with craft beverage producers, but to highlight the beauty, activities, and other businesses along the Trail,” said Cioffi. “We firmly believe that invigorating local culture and business is the best way to sustain ourselves. The current pandemic has really spotlighted this fact, and also, we believe, opened people up to reconnecting to things ‘in their own backyard.’” Members were always hoping for a success similar to the Nelson 151 Trail in Nelson County, which has 14 members who build on their proximity to each other to make their locality an attractive destination for tourists on day trips or longer stays, said Mark Benusa, co-founder of Fine Creek Brewing and one of the original members of the Richmond West Craft trail. “We wanted to show people that yes we are out in the country a little bit, but that is a positive thing. … When someone was in the city looking for something to do on a Saturday on a pretty day, we wanted them to head west out to the country and know that there is more than one place out there,” he said. While the Richmond West Craft Beverage Trail currently includes six breweries, two wineries, two distilleries, and one cidery, it did not take off

the way members originally intended, he said. Members working hard to keep their own small businesses going struggled to find time to dedicate to the trail, which was run on a volunteer basis. But several new members who have joined the trail in the last year or so have reinvigorated the effort and gotten the momentum going again to build the brand, he said. Among the local businesses currently listed on the Richmond West Craft Beverage Trail are Courthouse Creek Cider (Goochland), Crazy Rooster Brewing Company (Powhatan), Elk Island Winery (Goochland), Fine Creek Brewing Co. (Powhatan), Grayhaven Winery (Goochland), Hardywood Park Craft Brewery, West Creek (Goochland), Hill Top Distillery (Goochland), Kindred Spirit Brewing (Goochland), Lickinghole Creek Craft Brewery (Goochland), Midnight Brewery (Goochland), and Three Crosses Distilling Co (Powhatan). Three Crosses Distilling Co. joined the trail in 2019. Knowing what a huge benefit the 151 Trail is for its locality, Michelle Davenport, co-owner of
the distillery, said she and her husband saw the potential for what the Richmond West Craft Beverage Trail could do for the businesses in Powhatan and Goochland counties. “I am a huge believer in the trail, and I am a huge believer in supporting the other craft beverages in Goochland and Powhatan. Remember those who helped, then pass it on By Laura McFarland Editor

oyful. If I had to describe Karen Howard in one word when I met her for the first time last week, that is the word I would choose. She was joyful to be where she was and doing what she was doing with who she was doing it with. I know I am purposefully being vague; I just need to set the scene really quick. On the Saturday after Thanksgiving, I received a call from Theresa Fields, the manager of the Powhatan Food Pantry. She was very obviously unhappy as she had to tell me that the food pantry would be shut down until Dec. 15 because several volunteers had tested positive for COVID-19, including herself. She knows all too well how important the food pantry is to so many Powhatan families who depend on it every week, and said making the decision to close it was one of the most difficult choices she has ever had to make. With one food pantry closed temporarily, there was some expectation that other food pantries in the area could see an uptick in demand on their resources. Feeding Powhatan put out a call for extra food to be donated in anticipation of that eventuality, and, when I stopped by last Wednesday to check in, I saw that the community had answered that call in typical Powhatan fashion: with generosity and an open heart. It was during this visit that I met Karen, who was there volunteering with her granddaughters for the first time. Within minutes, I got to hear some of Karen’s story. I hope it touches your heart the way it touched mine. Karen, who is a massage therapist by trade, lives in Powhatan with her husband. In July, one of her sons and his family moved in with them. The entire family’s financial situation was drastically impacted by the pandemic. Suddenly, there were four adults and two children living in one house. At one point during that time,

the most was the size of the project. In particular, the planning commission cited that the proposal, when combined with the already approved Powhatan Solar I on the same parcels (adjacent to the location of this request), exceeds the maximum project size recommended for solar energy farms of 500 acres described in the comprehensive plan. In total, the subject properties consist of about 927 acres, of which approximately 160 acres would be occupied by the solar arrays if approved. While representatives from Cypress Creek Renewables argued that Solar I and II were separate projects and should be considered separately, several of the board members did not agree with this position. There was also a discussion about the use of the word “should” in the comprehensive plan in reference to the maximum size of a solar farm. The plan is supposed to be a guide, some board members argued, and leaves a certain amount of discretion to the supervisors. Carmack and Byerly brought up the financial gains Powhatan would see if the solar farm moved forward but those discussion points were put on hold as that was a matter to be discussed in the CUP public hearing, not one about whether the project was in “substantial accord” with the comprehensive plan. Three people also spoke during the public hearing about the appeal, with one adamantly opposed to it, one wishing the board to wait until they see how Powhatan Solar I turns out, and another just having a

Karen said they had seen signs for Feeding Powhatan and finally looked up the information. She decided if there was ever a need in her life to visit a food pantry, this was it. “We were fortunate enough to still be able to cover our utilities and our house payment, but it was getting really hard to buy food. So we took advantage that we could get the supplement so we didn’t get behind on our bills. We encouraged other people to do it too because it was here,” she said. When Karen visited Feeding Powhatan for the first time in June, she thought it would be hard. But instead of judgement, she was met with kindness, welcome, and generosity. She was relieved that, in the midst of an incredibly difficult time, this was one thing that wouldn’t be arduous. Instead, it was truly a blessing in their lives and the lives of others. During the three months her family used the food pantry, they received so much food they had enough left over to share with four to five other families they knew every week. “It’s everyone’s first pandemic; we are all learning as we go,” she said. Karen’s family used the food pantry through August. Slowly, two of them were able to return to work, and the family has found its footing again. Karen still can’t work as a massage therapist and doesn’t know if she will ever be able to go back to it. But she cares for her granddaughters during the day and enjoys her time with them. When Karen heard about the Powhatan Food Pantry temporarily closing because of COVID-19 and that Feeding Powhatan had put out a call for extra help, she saw it as an opportunity to show her appreciation. Her family had planned to send a check, but, instead, she took her granddaughters shopping and brought a trunk

Other business handled during the Nov. 23 meeting included: Three people spoke during the public comment period asking the board to seek some kind of change on Founders Bridge Boulevard. The residents, who presented a petition with 150 signatures, said vehicles traveling at high speed in their neighborhoods present a danger to residents. They said they would be open to discussing different options, whether it is a speed limit reduction, electronic speed warning signs, pedestrian crossings, or more law enforcement presence. One man asked during the public comment period if the board would consider drafting a resolution showing resistance if the governor were to make COVID-19 vaccinations mandatory. Another public speaker asked the board to reconsider the restrictions on couples gifting land to their spouses. The board passed two ordinances with a 4-0-1 vote, with Byerly abstaining on both. The first vote saw the board approving a rezoning amendment to change the Courthouse Square Center (CHSC) zoning district from a Transition Base District to a Village Growth Area Base District and to add uses to the list of permitted and conditional uses within the CHSC zoning district. The board also approved a rezoning request for two parcels, the property where Four Seasons sits and the former bank across the street. The properties were rezoned from General Commercial to Courthouse Square center. After filling our own pantry, we finally had enough in our paycheck that we could give back to them, so we did,” she said. During their shopping trip, the trio thought about the things that they had most enjoyed or appreciated when they were receiving the food pantry bags, and that is what they bought: canned vegetables and fruit, pasta and pasta sauce, muffin mix, rice dinners, instant potatoes, and cookies. “Having been a recipient, we knew what helped us the most and we liked the most, so that is what we bought,” Karen said. Karen took great joy in giving back so that she could help others who may be in the same position she was in a few months ago. And she took special pleasure in using the experience as a teaching moment with her granddaughters. They came to drop off food but ended up staying to help pack bags that would be given out that night. “They learned today that there is food insecurity and they now know what that means,” she said. “They didn’t understand. They didn’t know that everybody doesn’t have food. You tell them and you tell them but they didn’t understand until they saw it today.” Feeding Powhatan will be taking donations ahead of its next session on Dec. 16, which will be the last session before Christmas. L E T T E R S TO T H E E D I TO R Letter was about defending freedoms Dear Editor, I am grateful to Ms. Rankins for her military service for our country, and I am glad that she is a supporter of our 2nd Amendment rights. On that subject, she shares common ground with Stuart Townes Jr., whose letter prompted a response from her. Surely Ms. Rankins knows that his letter had nothing to do with his personal life or experiences; his re-wording of Martin Niemoller's quote was an attempt to remind people of how quickly our freedoms can evaporate if we are not aware of the history of the Holocaust. It did not happen overnight, nor was it the result of any one thing, and Pastor Niemoller, like most Germans, did not realize what was happening until it was too late. Our 2nd Amendment rights are the best deterrent we have to that history repeating itself on our soil. I am sure that Mr. Townes would completely agree with Ms. Rankins that we should be grateful for the freedoms we enjoy; that was the entire point of his letter. Patricia A. Meadows Powhatan County
President’s election undermining is wrong Dear Editor, The year 2020 has been a year of news headlines of national importance: Black Lives Matter, COVID-19, immigration, hurricanes in the south, fires in the west, and, of course, this year’s presidential election. Any of these topics would invite numerous opinions and sometimes heated dis-
cussions. What I chose to focus on is the integrity of the presidential elections and therefore by inference all local and state elections that take place in the United States. I am an African-American whose ancestors were denied the right to fully participate in the election process through poll taxes, literacy tests, intimidation and outright violence. It is beyond insane that the current president questioned the validity of the 2020 Election because he lost. Transparency and order are thankfully the hallmark of today’s election process. Election workers overwhelmingly perform their duties without regard for the voters’ party affiliation. It only took 100 years after the Civil War for it to get there. As president, Trump’s inability to accept results that are not in his favor began in 2016 when he pitifully inflated the size of his inauguration crowd to surpass President Obama’s and, after a long four years, has ended in 2020 with his attempt to intimidate election workers and state officials in states where he lost. But should we have expected anything different from Donald Trump? He promised to drain the swamp in Washington, D.C. and then installed a revolving door of barely qualified advisors and cabinet officials who could not or would not provide him with sound counsel. Those that did were fired. We all want a president that puts the interests of this nation above his (her) own. That is not to say that we will agree with all decisions made, but expect that they will be based on experience, knowledge and reasonable judgement that does not change on a whim or become a directive via a tweet. “I believe that my dad was in office for as long as we was because he truly cared about Powhatan. He listened to people and he had to make hard decisions, but he always tried to do what was best for Powhatan. I believe people recognized that, that he did have Powhatan’s best interest at heart because Powhatan was in his heart. He grew up here, he worked here, went to school year. He simply loved Powhatan,” Hank Cosby said. Former county administrator Carolyn Bishop said Bob Cosby was instrumental in encouraging her to apply for the job in 2002, when she was serving as the county’s director of finance, IT, and human resources. She worked as county administrator for 10 years and witnessed firsthand how seriously Cosby took his role as a supervisor. “He would always make sure with the board packets he understood every agenda item that was coming to the board, he understood the zoning cases, he understood where the planning commission had made their decisions and why. He was extremely dedicated and always well prepared for every single meeting,” she said. While he was serious about the job, Cosby was also kind to the staff and showed his appreciation for their hard work. Working with him closely as the chairman for many years and in the years

since, Bishop said Cosby became like a second father, while his wife, Elizabeth, became like a mother to her. “It just was way more than a work relationship. It grew into such a deep friendship for me. He really was inspirational. He was a cheerleader for me. I loved my job when I was the county administrator and I loved Powhatan, and he was responsible for much of that,” Bishop said. “There were a lot of board members and citizens that treated me well and made me love this community, but he was the first. “He was such an inspirational, kind person that made me really realize what a leader should be, so it is a big loss for the county and the people who loved him,” she added. Del. Lee Ware, R-Powhatan, served on the board with Cosby for eight years and knew him for many years before and after. Ware saw him as a giant, although Cosby didn’t think of himself in those terms. The opinion was shared by many neighbors who returned him to office for 10 terms, even though there were some close elections (including one he won by three votes). Through the years, Ware came to truly appreciate that Cosby came to his position with “a calm that was infectious,” which was evident in a phrase he used occasionally when emotions got frayed in a public hearing or meeting: “Powhatan’s been around for 200 years, it’ll be around a while longer.”
“That same calm was evident in his chairing of a meeting. He ensured that each citizen before the board had his say, but at the same time he kept things moving because he would need to be milking cows again early the next morning,” Ware said. As a farmer Cosby knew the importance of frugality; he was, therefore, very careful in his stewardship of the county’s finances, Ware said. “At the same time, though he was economical, he never hesitated to invest in projects that he knew would benefit Powhatan citizens,” he said. Cosby was incredibly proud of his history as a dairy farmer in Powhatan. In a July 2019 interview with the Powhatan Today, he talked about how his father had started a dairy farm in 1949 where he and his brother, Gabe, would help before and after school. “I have milked 17 cows by hand and gone to school in this building,” Cosby said in 2019, referring to the Village Building. “There wasn’t any way you can get that smell off of you.” Cosby went to Virginia Tech to study dairy science and graduated in 1959. He went into business with his father, and they were partners until Robert Cosby retired in 1969, at which point Gabe Cosby returned and joined his brother in the business. Bob Cosby said he was a dairy farmer for 45 years, the last two just waiting for his brother to reach retirement age before they got out of the business to-
gether in 2004. Although the dairy farming started in 1949, Cosby’s family had been farming in Powhatan since the 1800s, local farmer Max Timberlake Jr. said. In March 2016, Cosby and his wife were honored by the governor at a reception at the Governor’s Mansion as one of the 15 Century Farm families in Powhatan. Cosby was also a 30-year member of the Powhatan Farm Bureau, where he served in numerous leadership positions. “Powhatan has lost another farmer. May this steward of the land rest in pease as we honor his lifelong service to our community,” Timberlake said. Cosby was a devoted husband to his wife of 61 years, Elizabeth, and a father who was supportive of his children, Hank Cosby said. His dad’s life centered on family, farm work, his job as a supervisor, and his role as a deacon at May Memorial Baptist Church. Johns Bailey, who met Bob Cosby in September 1970, added that in addition to supporting his own children, the local farmer supported other youth in the county. “He was always supportive of not only his own children but other children in the county. A lot of times some of the kids that did not have dairy animals to show, he would loan them his heifers to show. He also provided transportation to the different shows,” Bailey said. “He was just a good man who was concerned for people’s needs.”

The game returns Summer, youth leagues leaders in sports’ return By Nick Vandeloecht Sports Editor This is really the first historic event I can recall in my own lifetime where we’ve collectively learned about it through living it. There was no precedent to follow, no road map to look at. We had to draw the lines and shade in the elevation changes on our own. That’s why the wait for local sports must have felt like forever after the still-ongoing COVID-19 pandemic first threw all of our lives into disarray in March. But now, as we sit here nearly nine months into this crisis with the end still a ways away, I look back and, after having learned through living it, I can’t help but be impressed by how relatively quickly we were able to see our studentathletes get back on the field. It was beautiful to see. But, more importantly, things worked out for the best, with local seasons able to play to the end (or as far as rain would allow) in spite of the pandemic. A ton of credit has to go to Powhatan and Goochland’s programs across the board for providing our youth with a place to play. It’s also been a joy to seize the opportunity to spotlight the county’s future stars in high school sports and beyond. The fan support at the summer and fall games has been incredible to behold. There was never a moment when I went out to a baseball, football, soccer or softball game this year at Powhatan High School, Fighting Creek Park, the Turner Field Complex, Hidden Rock Park, Napa field or various schools in the Chesterfield, Ashland and Henrico localities and thought, “There’s not a lot of people here.” If anything, this pandemic has affirmed the community’s resounding support for its local sports and athletes. I won’t mince words. Not having the regular routine is distracting, and it gets you out off-kilter. As a local sports editor, your four core tenets are most

He’d never really had any lessons at that time, but his mom, Dr. Rebecca Muminovic, said “he jumped in and swam like he’d been swimming forever.” “We were shocked!” she said. “He’s loved it ever since and we will help support him as long as he continues to.” As it stands, Aidin has tied for the country’s fastest time in the 11-year-old age division of the 100-yard individual medley (IM) this season. The sixth grader at Powhatan Middle School delivered a blistering swim of 1:03.23 (AAA) in the 100 IM at the Mid-Atlantic Age Group Invitational on Nov. 8. He is tied with Florida’s Luke Zardavets. Aidin currently swims for NOVA of Virginia Aquatics. He is the anchor on the current state record-holding medley relay team in both the 400 and the 200 for 9-10 boys. Aidin is making age-group cuts for the national meet in March 2021 as a 12-year-old because his birthday is in February. He has all the cuts for states. Currently he has national age group

Manes earns major Richmond iRacing win By Nick Vandeloecht Sports Editor RICHMOND – On the day of the eNASCAR iRacing Pro Series 200lap virtual event at Richmond Raceway, Garrett Manes saw that the track was celebrating its 75th anniversary. He offered his congratulations on Twitter – and he added: “I’ve got a great idea for an anniversary gift. Been working on it all week.” He delivered – and it ended up being a gift to behold for more than just the raceway alone. Manes put on a master class in
patience last Tuesday night. He methodically worked his No. 2 Smithfield Toyota to the front from the 23rd starting position and passed Alex McCollum late in the running to win his first career eNASCAR iRacing Pro Series race. “This could not have come on a better night – honestly, I’m in disbelief,” Manes said in his postrace in-

Powhatan won three games and ended its last contest in a draw to win the championship in the Girls U14 Premier Black division during the Richmond Strikers Capital Fall Classic’s Recreation Weekend.
In the tournament, Powhatan shut out Strikers Germany 4-0, defeated Fredericksburg FC Black 6-1 and blanked Richmond Kickers U14 6-0 before going 0-0 with Strikers France. Players on this year’s U14/U16 All Girls Cross Association team were Blake Badgett, Raegan Carter, Kalie Cregg, Amelia Cress, Lena Dent, Kaileigh Field, Lillian Golden, Courtney Greenhow, Lilyana Hamilton, Madalyn Ickes, Hannah Lewallen, Madilynn Lewallen, Cameron Quinn, Carter Quinn, Kaitlyn Rissmeyer, Kayla Scioscia, Jordan Stierle, Allison Taylor, Kathryn Toman and Autumn Walton.
The team was coached by Jeffrey Golden and Jennifer Walton. Powhatan’s U14 and U16 age groups had to be combined in order to field a team for the season. likely the following: fall season, winter season, spring season and feature season. When high school sports come to a close in the summertime, that’s been a time to feature unique personal stories and different sports we might not have been able to spotlight during the busy school seasons, but summer is also the time where the youth get to shine across the various leagues and tournaments. I would say this year’s summer started in March and lasted eight months (November’s weather mostly agreed with me). I know this pandemic has been mentally and emotionally trying for a lot of people. That’s why I’m very appreciative of the 100% RAW Powerlifting Federation for bringing the Mid-Atlantic Open championships to Blackhawk Gym; of Goochland and Powhatan youth sports for providing some sense of normalcy; of the Goochland Mountain Bike Team for bringing us the exciting King and Queen of the Mill races at the scenic Leakes Mill Park on Halloween; and of Post 201 and other area American Legion-sponsored teams for providing us with some of

the best baseball I’ve seen in all my years carrying a pen and notepad (and their virtual counterpart). I’ll also say that being able to cover my first high school game since March – Veritas soccer, anchored by Goochland County resident Alden Sweeney in goal, and on their Senior Night, no less – was huge. I won’t ever believe things are back to normal until I can describe the pandemic as a past event, but getting to go to that made everything feel a little better – and, if I’m being honest, a little more sane. December is here now, but with the
recent spikes in COVID-19 cases, uncertainty still surrounding whether or not certain schools will play this year and a new presidential administration waiting in the wings, it’s still not a given, even with Virginia High School League currently green-lighting its 2020-21 winter season, that we’ll actually see VHSL sports come back later this month. If we do get to see basketball, wrestling, track and field and swimming make their welcome return, things will start to make a little more sense. That said, with the way things
played out, we were able to provide more coverage to our youth sports, and I got to see how much that coverage meant to the community, and how exciting it is for the youth, because when they advance into their high school, college and maybe even pro careers, they can fondly look back on this time when they played and say: This was part of the first stage of my career, part of where it all began. While I’m just one person covering (hopefully) a packed schedule of high school athletics for Powhatan, Blessed Sacrament Huguenot, Goochland, Benedictine, Collegiate and Saint Gertrude’s, I’m hopeful and excited about the prospect that we’ll be able to spotlight more of our youth teams throughout the calendar year, both with and without the pandemic. So much uncertainty awaits us this winter, but regardless of what happens from this point on, I’m hopeful that area programs, much like they did this summer and fall, will continue to provide athletic opportunities to our youth this winter and spring. To the Powhatan and Goochland organizations that brought about the return of local sports: Thank you. Thank you for making that opportunity for the athletes – for the community – a reality.

In that race, which only had two cautions, he took the lead on the bump-and-run with four laps to go to earn what he called in November the biggest win “hands down” out of the 2,100-plus simulation racing victories he’s collected. That win has a new successor. “This is by far the biggest win,” Manes said of his Richmond victory. “With all the people that run this series that come out of the Coke series, and to be able to represent Elliott Sadler eSports and Richmond Raceway eSports as well as we did . . . I know we were kind of the underdog coming into the series, and to be able to show up when it really matters is really cool.” The six-race Pro Series, which uses the current NASCAR Xfinity car models, features the bottom 20 racers from the top-level eNASCAR Coca-Cola iRacing Series – the virtual equivalent to the NASCAR Cup Series – and the top 20 drivers, including Manes, from the Road to Pro Series. The top 21 drivers in the Pro Series points will move up to the Coca-Cola Series in 2021. Manes held second in points at the season’s halfway mark. He showcased his long-run speed throughout the first half of the Richmond race. The winningest driver in the history of Podium eSports chipped away at the field over the first 100 laps to charge from 23rd to the lead before green-flag pit stops and a caution for a crash on lap 111 relegated him back to 12th. Another yellow flag followed with less than 73 remaining, and a two-tire stop catapulted Manes into the lead. He anticipated from experience that the race would turn into a caution-fest, and another yellow flag did end up waving after that. But that’d be the last one. The rest of the race stayed green. Manes, however, knew he’d be in a good spot when he went down into the corner and “it was actually a solid feeling . . . I wasn’t handling poorly.” He did know that McCollum was going to pass him for the lead on fresher tires. McCollum did just that with less than 70 to go. Yet Manes only faded as far back as half-a-second behind the leader, and as the green-flag run wore on, his car once again got better. “We reeled him in seven seconds the run before. The two tires, I was able to reel him in [by] .4 seconds, so I knew we were in a good spot once we kind of leveled out there,” he said. “I’m like, ‘He’s going to come back to us.’” Manes jumped under him on the front stretch coming to 30 to go and went side-by-side for the lead. Manes got by. McCollum crossed under him as he tried to grab back the top spot. It didn’t work. Manes cleared him with 29 remaining and took off. His Elliott Sadler eSports teammate Ashton Crowder started tracking him down in the closing stretch, but Manes held on for the win. “That strategy call was potentially the difference in the race,” he said of the two-tire stop. Manes also secured the first Pro Series win for team owner, former NASCAR driver and fellow Virginian Elliott Sadler, who hails from Emporia. Crowder maintained second and their teammate Vicente Salas finished fourth. “It was so cool – for our team to finish 1-2-4 just shows the amount of effort that went into this car ... it really paid off,” Manes said. “We came in with the mindset of top 10 as always and we got far more than that.” Prior to this Tuesday’s 9 p.m. race at Dover (https://www.twitch.tv/podiumesports), Manes was really close to clinching an automatic transfer to next year’s Coca-Cola iRacing Series, needing an average finish of 34th over

the next three races or one finish inside the top 20. But he added: “We’re not really focused on that. The goal is to go out and win.”
The beginnings Manes has been around racing throughout much of his life; he started Arena Racing when he was 10 and went on to win three consecutive championships. He was diagnosed with Autism at the age of 3. His strengths include his strong mental focus, exceptional peripheral vision and the ability to observe his environment in great detail. There have been challenges, too. In a video interview with Autism Hope Alliance, he shared that, when he was coming up through grade school, he wasn’t putting himself out there socially; while Manes said he had a couple friends (who are still his best friends today, he added,) he “wasn’t that extrovert that was going out and talking to everybody.” “I kind of just stayed in my own lane,” he said. But for Manes, racing “definitely opened up the doors.” “It made me more comfortable talking to people because it was something that I was passionate about as well. I’m still sort of that way. If you want to talk about racing I can probably talk to you all day long about it,” he said. “Now that I’m in the racing community, there’s tons of people that I can relate with.” Manes first got into iRacing in 2015, and at the time, he was just kind of casually playing – it was just something to do, and it was also kind of to train for when he was racing Legend cars. But in late 2016, he really started competitively playing the game, and he stepped it up to actually go for the pro level for the last two years. He’s on the Richmond Raceway eSports development team and currently competes across multiple series with Smithfield as his sponsor and Elliott Sadler as his team owner. “It’s been definitely the best team I’ve ever been on,” Manes said. “Everybody’s been putting in the work and we’ve got three drivers in Pro which is more than we could have ever asked for. Everybody that went for it made it, so that was really cool . . . just really hoping we can continue the success for the rest of the year and hopefully into 2021.” He added that Sadler has been really helpful and has given them different angles from which to look at things. “It’s really good working with him in races and also with him on setups. He understands really well where to put the car – which is kind of a given, he’s been in the top series of NASCAR for many years and has got lots of experience – but it’s really cool to be able to learn from all that,” Manes said. “He’s really involved with the team and it’s been really, really cool to get to work with him over the last few months and get to know him.”
teach you. Saving the car is one of them. That takes trial-and-error, but it’s not cost-effective to take risks and crash a race team’s cars over and over. A sim racer, on the other hand, allows you to reset over and over until you get a handle on how far-gone a car can get before you can’t straighten it out anymore. “If you race a lot on the sim, you will get crashed every once in a while,” Manes said with a chuckle, “and there’s a lot of things that you’ll learn on how to save the car, where to put your car. People, they make very bold moves sometimes in the sim because the consequence isn’t the same. “It really teaches you how to race in those situations and it just gets you more comfortable in situations like that.” The competition is also really stiff across the board without the barrier of budget. NASCAR’s top series has changed to the point that anyone not racing for Joe Gibbs Racing, StewartHaas Racing, Roger Penske or Hendrick Motorsports is typically considered to be an underdog because the aforementioned teams’ equipment is seen to be better. In iRacing, however, “everybody has Joe Gibbs equipment,” Manes said. “If you put the time in, you’ll get there,” he said. “If the cars are really similar, you’ve got to be the difference. You can’t rely on the car.” And there’s a ton of time that goes into getting the virtual cars ready. Similar to a team that would log a ton of hours in the garage for a physical race, Manes said that, at home, they’re sitting in front of the computer and working in the virtual garage for hours at a time, with anywhere from 20 to 40 hours going into the pro-level cars to make them competitive. “And that doesn’t even guarantee you success,” Manes said; your competitors are putting in that same amount of time, so “you’re having to out-think everybody.” That commitment led to Manes’ entire team’s strong showcase at Richmond. In their previous race at the virtual Auto Club Speedway, where Manes finished in the top five, they recorded 24 hours of track time, and that didn’t include garage time or brainstorming sessions. “We have been up late every night for the last three weeks getting these
cars ready, and with the Pro Series being every week, you don’t have much time to prepare, so it really is: as soon as the race is over, the next day, you’re on it,” he said. “With everybody doing that on our team, and some of us being in different time zones, it makes it a little bit easier.”
A scene on the rise When previewing this year’s race at the Daytona road course – an emergency addition this year with Watkins Glen dropping off the 2020 Cup slate due to COVID-19 – NASCAR took one of Manes’ virtual laps at the course, which he had run a little bit before the race was even announced, and shared it on their social media platforms to show what the track layout would look like. “Just to see my car on a NASCAR Instagram page . . . there was a lot of sim racing content coming out from them during the lockdown and stuff, so to actually see my car on the screen, adding legitimacy to what had been previously going on with all the Cup drivers doing it – just to be alongside that was really cool.” When the coronavirus sidelined the NASCAR series for two months, the Cup Series drivers made the transition to iRacing and competed in the eNASCAR iRacing Pro Invitational Series. The virtual races were televised nationally, and both Mike Joy and Jeff Gordon from the FOX Sports booth did the commentary. NASCAR’s involvement further raised the profile of the iRacing scene. According to the website Statista, the service has seen 5,000 new users purchase access to the online racing simulation since NASCAR announced its virtual events. “A lot of the NASCAR teams are actually involved with it and a lot of the drivers have their own teams,” Manes said. “There’s a lot of recognition in that series, and the amount of growth that the sim racing community has seen this year alone has been insane. “There’s definitely more to come. There’s been lots of people that have been getting into it,” Manes said. “This is the time to be in sim racing, so to be in the Coke Series, or to have the opportunity and a very good chance at clinching [a transfer spot], it’s definitely a really good position to be in.”

Racing on the sim With sim racing, Manes said there are a lot of things you get to learn that physical racing might not necessarily ishes, one second-place finish and two third-place finishes. He really didn’t miss a beat, his mom said. His first swim back in the pool was a 50 free, and his coaches and mom were both watching “almost holding our breath” to see how he would go into the wall to finish, Rebecca said. “He went in and finished like he’s always done, giving it all that he had,” she said. “The injury was definitely very difficult for him at times, but he learned to overcome it mentally and was back in the groove quickly.” Aidin plans to swim again the weekend of Dec. 11-13. His best and favorite stroke is currently the freestyle.

NOTICE OF PUBLIC HEARINGS POWHATAN COUNTY BOARD OF SUPERVISORS Notice is hereby given that the Powhatan County Board of Supervisors will conduct public hearings on Monday,December14,2020at6:30PM in the Powhatan County Village Building Auditorium (3910 Old Buckingham Road) regarding the following matters. Ordinance #O-2020-19 (Case #20-03-AZ): The County of Powhatan requests the amendment of provisions set forth in several sections of Chapter 68 (Subdivision Ordinance) and Chapter 83 (Zoning Ordinance) to reduce the required holding period before creating a family division lot from ten years to five years; clarify that only adults may receive a family division lot; remove provisions that currently allow a family division lot to be granted to a spouse; clarify standards regarding access; and increase the minimum size of the residual parcel remaining after a family division. Ordinance #O-2020-20 [Review of Agricultural and Forestal Districts (AFDs)]: All Agricultural and Forestal Districts (AFDs) were originally scheduled to expire on April 12, 2020, with the Board of Supervisors temporarily extending these districts through December 31, 2020 (Resolution #R-2020-05). Based on recommendations provided by the Agricultural and Forestal District Advisory Committee (AFDAC) and Planning Commission, the Board of Supervisors will decide whether the AFD Program should continue as-is (for another ten years), should be discontinued/terminated, or if an in-depth review should be conducted. Land may be withdrawn from a district at the owner’s discretion by filing a written notice with the local governing body at any time before it acts to continue, modify or terminate the district.
