A new addition to his family’s Powhatan County home completed this month means that 11-year-old Westley, who has Duchenne muscular dystrophy, not only can move about freely but can enter and exit the house without being carried. For his parents, Jessica and Dallas Groseclose, the new addition – built with the support of family, friends and strangers – means a level of independence

owhatan County Board of Supervisors member Jason Moore has announced he is resigning from representing District 2 in order to run for the county’s Commonwealth’s Attorney position in a special election on Feb. 10, 2015. Moore sent a letter to board chair Carson Tucker on Thursday, Oct. 23, outlining his reasons for MOORE resigning effective Feb. 8, two days before the special election for the Commonwealth’s Attorney seat. Commonwealth’s Attorney Bob Beasley announced on Thursday, Oct. 9, that he would resign from the position effective Dec. 1 to become a General District Court Judge in the 11th Judicial District. The board of supervisors voted on Monday, Oct. 20, to hold a special election for the position on Feb. 10. In the meantime, Richard K. “Dickie” Cox, assistant Commonwealth’s Attorney, will take Beasley’s place as an interim. Both Moore and Cox previously announced their intentions to run in the November 2015 general election for the Commonwealth’s Attorney seat and said that if a special election was called they also

he Powhatan County School Board now has a better understanding of the complexity surrounding the school district’s graduation system, testing and courses that end in certification. Sandy Lynch, assistant superintendent for instruction, and Tracie Omohundro, principal of Powhatan High School, gave a college and career readiness presentation to OMOHUNDRO the board on Tuesday, Oct. 14, during its workshop. The purpose was to give board members an update on how the school district has performed up to this point and where it is expecting to go in the future in regard to graduation, testing and academic courses.

If no interim appointment is made by the supervisors, a special election would automatically be held in November 2015 unless they tell the court they want a different date for the special election, he said. “There is no similar language under constitutional officers,” Lacheney said. During the informal discussion in the workshop, Tucker and Melton agreed that they didn’t want to appoint a supervisor, preferring to have citizens elect one. If there were going to be two special elections, they agreed they would want them on the same day to save the county money.

Because Williams could not be present due to an illness and the discussion scheduled for the workshop with all the members had not taken place, Hodge said he felt a petition for a special election should be deferred. He suggested waiting until a joint workshop that was held on Monday, Oct. 27, with the Powhatan County Planning Commission or even calling a special meeting for later in the week of Oct. 20. “I know we just didn’t get a chance to have that full frank discussion at the workshop because we didn’t have a quorum,” Hodge said. “I would like
to see that take place before a decision is made since it does affect the entire county and it may affect other decisions, other possible elections that might occur because of that special election.” Moore responded he had researched the subject and found seven special elections since 1998 in Powhatan County without there being this kind of discussions on them. “This just seems foolish to me when we are also the board that went out of our way in 2010 to petition for a change in the law and every time that the General Assembly has changed the law has requested a prompt special election be held. I see no reason to wait,” he said. In 2010, the board lobbied the Virginia General Assembly to change the law to allow for faster special elections after controversy surrounding a supervisor who was appointed to his position, Moore said. The General Assembly changed the law to allow for a special election to replace members of the school board or board of supervisors as soon as possible. Hodge pointed out that deferring the vote a week or less did not mean eschewing a special election. While there have been special elections, he said, it hasn’t been for the Commonwealth’s Attorney position, which “deals with administration of justice in the county” and, as such, is different from other positions. Hodge argued there is a possible upheaval of the Commonwealth’s Attorney’s office with Cox starting as interim, and poten-

tially two others in the position who might be voted in during first the special election and then the general election. “Whenever you are administering justice I think everybody agrees you want continuity,” he said. Hodge also pointed out there would be a cost to the election with taxpayer dollars and that expected lower voter turnout means it costs more per vote. If lower voter turnout were truly a consideration, Moore said the nation would never have primary elections. He also said that the idea that District 1 residents were disenfranchised because Williams wasn’t there to represent them “is a ridiculous and ludicrous argument.” “I don’t think holding up one week allows for any discussion beyond what we’ve had today,” he said. “Plus, it allows people to move forward and know what is going on.” Melton said the meeting had been advertised and if people were truly interested and wanted to have a say they would have been there that night. “I came prepared tonight to vote. I think we should vote. We should allow the people to make the decision on who the Commonwealth’s Attorney is,” Melton said. Melton added that “Mr. Williams has shared with me that he feels we should not have a special election. I think Mr. Hodge knows that.” He said again that he thought they ought to vote and move on. Moore called the discussion a “stalling tactic” on Hodge’s part. Hodge responded that no one could know his or any other board members’ vote until it was actually cast unless they could pre-

Are there any common questions that the registrar’s office gets during election season? Voters must submit an acceptable form of photo ID when they check in at the polls. If you do not have one, the registrar can make one for you free of charge in the registrar’s office. Acceptable forms of photo ID include: a valid Virginia driver’s license, a DMV-issued photo identification dict the future. He also reiterated he didn’t think it was inappropriate to raise the question of deferring the issue because of the importance of the position and the power it holds. Hodge made a motion to defer but there was not a second and it died. Melton made a motion to make the petition to the court and was seconded by Moore.
Having a special election With the actual vote about a special election on the table, Hodge began to list his reasons why one should not be held. He entered into record a letter from the Powhatan County Electoral Board, which said the entire board as well as voter registrar Karen Alexander were against holding a special election. The letter said Cox was already slated to step in as interim and the “office will continue to function in experienced hands until the next general election.” It referenced casework being jeopardized by the potential for additional turnover in the position. The letter also stated a special election would not be an appropriate use of county funds because it would cost between $8,000 and $10,000, generally has a low turnout, and would reduce the time for qualified candidates to declare candidacy and campaign. “That doesn’t necessarily mean you don’t hold it, but it is another factor under consideration with regard to that in the exercise of the right of voting,” Hodge said. “And we have a larger turnout obviously in those

general elections.” Hodge also pointed out that someone would have to be hired to fill the assistant Commonwealth’s Attorney position and that might be hard to do if potential employees don’t know who their new boss is going to be by the time of the special election. He said he felt there was a lack of consideration of these arguments. Melton said he took offense to the idea he wasn’t considering those facts and that he had a lengthy conversation with Cox about many of those points. “I take offense to that because I did make an informed decision and I didn’t allow any biases,” he said. He also pointed out he found perplexing the electoral board’s decision to weigh in on the election. “That stinks. If they were that concerned, they should have brought it to us before.” In regard to the cost of a special election, he added that is “just part of doing business. We have to open the doors and to allow people to vote is part of doing business.” Moore agreed, saying he doesn’t think democracy should be done on the cheap. “Too many people pay too high of a price to take away a voting right from someone over $10,000 on a $70 million budget – that is ludicrous,” Moore said. Tucker called a vote and the board voted to petition for the special election with three votes for it and Hodge abstaining.
Public comments Three members of the public spoke during the public comments period at the end of the meeting. Cecil Jordan, chairman of the electoral board, said the cost of what took place was not only the monetary consideration regarding the vote for the

special election but the “full faith and credibility of the electoral process as it goes forward.” By not abstaining from the vote, he said Moore, who has declared his candidacy for Commonwealth’s Attorney, “has taken an opportunity of his position to vote for an election which he has advantage in.” During the informal discussion between Tucker, Melton and Lacheney in what would have been the workshop, Tucker asked the attorney if it would be a conflict of interest for Moore to vote on holding a special election. “If we go with the registrar’s suggested date, it doesn’t give him any benefit beyond any other citizen in the county that might choose to run for it,” Lacheney said. “State law requires us to set a date for the special election, so I don’t believe that he has any conflict.” Kathy Sobczak of Powhatan also said during public comments that by Hodge calling the Commonwealth’s Attorney position the most important in the county, he was giving a reason why there should be an election. “If that is true, absolutely I think we should vote on it as soon as possible. If it is that important, we absolutely need to hold a special election,” she said. She added that Powhatan has a tendency to vote people into constitutional offices and keep them there until they leave, but, if the public felt they had made a mistake in a special election, they would have the chance to fix their error in the general election. “If we make a good decision, we will have that continuity,” she said. “There won’t be any turnover in this position. Haley Chevrolet leaving Powhatan By Laura McFarland News Editor
T
he last franchise car dealership in Powhatan County should be relocated to Midlothian by late spring to early summer of 2015. Haley Chevrolet GMC, formerly Capital Automotive Group, is expected to move to a new location being built off of Hull Street near State Route 288, thereby closing its Powhatan location, Chuck Simon, general manager said. He said the company is targeting Memorial Day to be open, but weather this winter will be a factor in that timeline. The new 47,000square-foot facility broke ground on Friday, Sept. 19, in Midlothian and will bring a bigger space in a more populated area to the dealership, he said. “We sell probably 40 or so units a month in this location,” Simon said of the Powhatan site. “We expect to do somewhere from 125 to 150 a month at the new
location.” The dealership at 2624 Anderson Highway currently has between 20 and 25 employees, he said. All of those positions will transfer to the new location, as well as adding about 50 more jobs. The dealership will continue to sell used cars of all kinds, but the new location will only sell new Chevrolets, Simon said. It will be located across the street from Haley Toyota of Richmond, which contributes to making the business a “destination for car buyers,” he said. “We are just growing. It is a Chevrolet franchise, and Chevrolet is GMC’s bread and butter. They want to be in a place where they can sell a lot of cars, which is generally a metropolitan area,” Simon said. Capital Automotive Group, owned by George Poulos, merged with Haley Chevrolet earlier in 2014, Simon said. He said he does not know what will happen to the current building in Powhatan. “That is being discussed now.”

look at different data in Virginia can become confusing, as evidenced by the fact that there are three different ways graduation rates are calculated in the state, Lynch said. For instance, the graduation completion index, which is tied to state accreditation, uses a point system based on how and if students in a particular cohort finish high school, she said. A cohort is a grouping the school uses to track graduation from the time a class of students enters high school in the ninth grade to their progress toward graduation four years later. The school receives 100 points for a student who earns a diploma, 75 points for a general equivalency diploma (GED), 70 points for those still enrolled and completing another year, 25 points for a certificate of completion and 0 points for dropouts. The school’s score is the total points divided by the number of students in the cohort, Lynch said. While the benchmark for full accreditation is 85 points, Powhatan County had a 2014 score of 92, which was an increase over the previous year. The school system had 18 dropouts out of 359 in the class of 2014 cohort. What many people do not realize is a dropout by this rate’s definition does
not only refer to a student who decided to leave school their senior year for whatever reason, Eric L. Jones, superintendent of Powhatan County Public Schools, said. From the time those students entered Powhatan High School in September 2010 as freshmen, any time one of them left and the school did not have documentation on them enrolling somewhere else, that is considered a dropout.

Whether they leave the district, are expelled or drop out for some other reason, the school district potentially takes a hit in the points system unless staff can show the student has enrolled at another school, he said. “If a student withdraws and says they are moving to Baltimore [Maryland], if we can’t confirm they have enrolled somewhere else, that counts as a dropout against us,” Jones said. The school system is working on improving how it tracks those students so its score is not adversely affected, Lynch said. “We become almost a detective to work this out.” The on-time graduation

Powhatan is at 86.9 percent, which is a decrease of .5 percent over the previous year, and the state average is 89.9 percent, Lynch said. The Federal Graduation Indicator (FGI) is tied to the school’s federal annual measurable objectives and is the most narrow, Lynch said. For Powhatan, only advanced studies and standard diplomas are included. The score lags a year behind in reporting, but Powhatan’s score for 2014 was 86 percent, which was a decrease of 3 percent. It was still above the benchmark of 80 percent.
Working toward improvement The school system is always working to get students to graduation, but staff is coming up with new ways to help, Omohundro said. Powhatan has an ontime graduation committee that meets quarterly to review different issues. A more intense team with only administrators and school counselors also has been formed to discuss all seniors to identify ones that might be at risk in the areas of either Standards of Learning (SOL) tests or course credits, she said. “They met last week for the first time to review all of the seniors on their cohort that are at risk for gradua-
tion,” she said on Oct. 14. The high school was already tracking seniors atrisk to not graduate to offer them more support, but staff is adding freshmen who may be at at-risk to start giving them the support they need earlier, Omohundro said. Other efforts include offering a Fundamentals of Algebra course and reading courses for ninth graders to help with study and organizational skills, as well as identifying students eligible for online credit recovery courses if they passed an SOL but failed a course, she said. A new alternative education course is a bridge program added this summer for incoming freshmen identified as at-risk for not graduating, Omohundro said. “We didn’t have a program like that before. They were being held back at the junior high or being promoted to the ninth grade with some interventions through summer school,” she said. “This is a more intense program for them where they are taking English 9 and algebra in a very small group.”

In the 2013-2014 school year, the program had 223 students complete some CTE area grouping of classes. They had a total of 350 credentials earned through CTE courses, which comes from passing a licensure or industry cer-

The program had a summer AP prep day the week before school started, inviting students new to AP classes to come and learn about different methods to help them succeed, she said. The school had 70 students attend. The school district also had 79 dual enrollment courses taken in 2013-2014 compared to 56 the year before, she said. SAT scores have been a focus for the high school all year and will continue to be a focus going forward, Omohundro said. The 2013-2014 results saw an overall increase of 21 points, she said. In the different sections, there was a 14-point increase in reading, 9-point increase in writing and 2-point decrease in math. “We exceeded 1500 as a total for all three tests for the second time only since they added the writing component of the test,” Omohundro said. The school will continue to do prep sessions, but teachers will also focus on embedding SAT types of activities within the core content areas, she said.

For the past three years, Powhatan High School has earned the recognition of a W!SE Blue Star School, which is tied to the percentage of students receiving a passing rate on the Financial Literacy Certification test, Omohundro said. Powhatan had a 94 percent pass rate, well above the benchmark of 75 percent. The Advanced program also has seen great improvement, Omohundro said. The high school had 226 Advanced Placement (AP) tests taken out of 241 enrolled students in the 20132014 school year, up from 180 tests taken out of 198 enrollments the year before, she said. For 2014-2015, there are more than 300 students enrolled in nearly 500 courses, she added. That is due in large part to eliminating many of the prerequisites that held students back from enrolling in AP classes before. The school saw a 21.7 percent increase in students taking AP courses in 20132014, Lynch said. The overall percentage of students earning a three, four or five (qualifying scores) on the AP tests for 2013-2014 was 70.5 percent, higher than both the state (65.3 percent) and the nation (61.3 percent). The 70.5 percent is important not only because it is “extremely high” compared to the other averages but because of the fact it came from so many students’ scores, Jones said. “I know for a fact there are lots of schools in the state and across the country

Tim and Linda Arnette of Chesterfield are among the large crowd of people from out of the area drawn to Powhatan each year for the festival. They said the wide selection of wineries, vendors and food makes the Festival of the Grape one of their favorite wine festivals. The Arnettes also arrive early to stop by the wine tents before the big crowds start, but they said they have learned to pace themselves. They like to sample wines from old favorites while leaving room for new discoveries, Linda Arnette said. “We are learning to just try the varietals we like,” she said. “You can’t taste the distinct flavors after too many wineries. You have to learn to pick and choose.” The festival is fun, but it goes pretty quick because the wine tents are so popular, said Tyler Maddox,

She decided to give it a try and brought gluten free biscotti, apple dumplings cookies, brownies, breads, and muffins to sell. “It is much better than we expected. We are getting a great response,” she said. “Now I can’t wait until after lunch so I can go out there and try some of the wines.”

For the e-recycling portion, items accepted free of charge will include: computer systems (hard drive, CPU, monitor), computer accessories (cables, wires, keyboards, mice, speakers, etc.), printers, scanners and copiers, fax machines, VCRs and camcorders, stereos and microwaves. There is a $7 fee per television to be recycled due to the special handling required for the leaded glass and mercury they contain. Payment is accepted by

I get to sleep away from my brother,” said Westley, who used to share a room his brother, Wyatt, 9. “I like it also because it makes me feel happier.” The renovation to the Grosecloses’ home was finished on Friday, Oct. 3, and Westley was able to spend his first night in a new room specially designed to make his life easier. He chose the décor. “It was amazing because my bed is comfortable,” he said of the new bed that is low enough for him to easily get in and out. The room built onto the back of the family’s home and rooms in the rest of the house that have been modified offer new opportunities for Westley, Jessica said. He can enter and exit the house in his wheelchair directly through his bedroom. He has his own handicap accessible bathroom and can move without issue into almost every other room. There are still modifi-
cations they would love to make the house fully accessible for him. Dallas said they plan to install some kind of video monitor because his room is on the other side of the house and they would like to make the kitchen door accessible, too. For now, Westley’s parents are thrilled with the transformation.
Fighting against a progressive condition Westley was diagnosed with muscular dystrophy when he was 7, although misdiagnosed symptoms were presenting earlier, his mom said. His parents began to notice that Wyatt started running faster and climbing on playground equipment better than Westley. Then Westley started to fall frequently. “Every time we went to the doctor and talked to his pediatricians they told us we were crazy, that he was muscle-bound and clumsy and would grow out of it,” Jessica said. The family changed pediatricians when Westley was 7 and almost immediately he was diagnosed with muscular dystrophy, a genetic dis-

ups, lifting weights,” she said. “Any excessive activity is detrimental to him.” He still has things he loves: playing video games, family movie nights, playing poker and his three dogs. A ramp that was a gift to the family from Westley’s grandparents about a year ago at least got him onto the back porch, but actually getting in and out of the home usually meant giving him a piggy-back ride, Jessica said. His doctors recently prescribed a power wheelchair for him to prevent scoliosis and to help with better breathing and posture, she said. She and Dallas talked about what they needed to deal with their oldest son’s progressing condition – a handicap accessible van and home modifications topping the list. They tried and were unsuccessful in winning a handicap accessible van. Then Dallas’ parents came to him and offered to let him have his inheritance early to use toward a new addition for Westley and modifications to the home. He and his wife planned to do some of the labor themselves to help save money and asked several local businesses for donations. Word got around what they were doing and peo-
ple offered to help with donations or deals, all of which lightened the burden, Jessica said. R&P Productions held two events to raise money for the project. The family was only able to attend one of the concert events, but what stood out to Westley was a guitar player who only had one arm. “That shows people with disabilities can do anything than other people can do.” Jessica said people helped her family because they are inspired by Westley. “They see how he handles this struggle with a maturity beyond his years” – and because of what they have put into the fight against muscular dystrophy. “Since he was diagnosed, our family has raised about $60,000 for research for Duchenne muscular dystrophy,” she said. The outpouring of support would be enough to strengthen anyone’s faith in humanity, Dallas added. “There are so many good people that are out there. We are just bombarded with negative through social and national media that it is refreshing that there is a lot of positive out there,” he said.

would run then. In his resignation letter, Moore gave three main reasons for his decision. He said he didn’t want to be accused of “playing it safe” by running for Commonwealth’s Attorney while retaining his supervisor position. “I refuse to give short shrift to either position by using one as a springboard to the other,” he said. Moore said he also was seeking to save the county the cost of a possible second special election. If elected as Commonwealth’s Attorney, a second special election would be required to fill his unexpired term as supervisor. By announcing his resignation now, that gives the county time to plan a special election for the supervisor position on the same date. The supervisors were supposed to have a workshop on Oct. 20 before their meeting, but did not have quorum. In the infor-
mal discussion that took its place, Tucker discussed with Tom Lacheney, county attorney, a possible scenario in which Moore resigned effective two days before the election. Lacheney said if Moore did that the board could avoid the possibility of needing to appoint an interim. If someone were appointed to the position, there would be no special election before the general election in November 2015, he said. Whether he wins or loses, Moore said he would not be running for
re-election as a supervisor in November 2015. By having the special election in February, he said his successor will be in place before the budget process begins to allow for “a seamless transition with no interim appointments or a long-term vacancy.” Moore said he would probably be criticized whether he decided to resign or retain his supervisor seat. “Some will say resigning is arrogant, because it shows I expect to win,” he said. “Others will say retaining the position gives me a safety net if I lose.” By resigning his current post, he said he hopes to demonstrate he is both fully committed to being Commonwealth’s Attorney and respectful of the
people who elected him as a supervisor. Moore said he has enjoyed being a supervisor for the last four years and feels the county has made great progress in that time. “We plugged a huge budget shortfall, cut wasteful spending, maintained a steady tax rate, restructured our staff and improved our bond rating,” he said. “We are truly moving in the right direction as a county.” The past four years have laid the foundation for many great things to come, Moore said. Low voter turnout at polls not set in stone By Laura McFarland News Editor
I
don’t like being underestimated. Sure, there is that small victory when you exceed someone’s expectations, but, for the most part, it makes you feel like you have set the bar low, which is never pleasant. At the Powhatan County Board of Supervisors meeting on Monday, Oct. 20, I heard a comment that struck home with me about voter turnout – mostly because there is a big element of truth to it. Barry Hodge, the supervisor who represents District 3, was presenting his arguments related to a possible special election for the Powhatan County Commonwealth’s Attorney position, which Bob Beasley will vacate on Monday, Dec. 1, to become a General District Court judge in the 11th Judicial District. Hodge argued to delay the vote about the need for a special election a week to allow for David Williams, District 1, who was absent, to be present. When the vote went ahead anyway, he pointed out possible downsides of holding a special election. One of them
was that, with low voter turnout typical of special elections, the cost figured per vote was very high. I will point out that Hodge did not vote against the special election, choosing instead to abstain. With the general election looming on Tuesday, Nov. 4, the statement brought home to me the low expectations we all have of the voter turnout not only in Virginia but nationwide. We have let it become the norm that we are willing to let only a percentage of this county, state and nation choose who runs the country at all levels. Just two weeks ago, Gov. Terry McAuliffe announced the cut of 565 state jobs in Virginia, 329 of which are expected to come from a prison facility in Powhatan County. Granted, most of those were not county residents, but they were Virginia
residents. They are our neighbors and they will be hurting soon. If you think you’re not affected by who is in office now or who will be in office next year when the state cuts another $536 million from its fiscal year 2016 budget, think again. Every election counts. Period. Whether it is an election for state representatives, as with the Nov. 4 election, or the possible special election for Commonwealth’s Attorney likely to be held on Feb. 3, it matters. The seats for statewide office of the U.S. Senate and House of Representatives for the 4th Congressional District have influence over issues related to everything from national defense to public schools to taxes. Also on the ballot will be a constitutional amendment related to exempting
from taxation the real property of the surviving spouse of any member of the U.S. military who was killed in action, where the property is still their main place of residence and he or she has not remarried. The Commonwealth’s Attorney’s office handles criminal prosecution decisions in Powhatan County and, as such, is a hugely important role. During the board meeting, Hodge pointed out that no one could really know how he was going to vote until he cast his vote without having the ability to tell the future. I will take that a step further and say no one can know how the residents of Powhatan County will turn out for next week’s election and a potential special election in February until the polls open. Just because everyone believes the voter turnout won’t be impressive doesn’t mean we have to live down to that expectation. I would love to see expectations absolutely smashed, especially in Powhatan County. The question is: Come Nov. 4, will you be living up to your own expectations if you haven’t cast your vote?
Government needs straight talk on Ebola outbreak issue By Jim Ridolphi Contributing Columnist

t’s one of those intangibles that makes a democracy work and is often taken for granted by the ones who entrust their lives to it. Confidence in our government allows all of us to proceed in our daily lives with a sense of security that there’s someone bigger out there looking out for things. And, in most cases, it’s true. We readily purchase and eat products whose origins we assume are safe due to stringent inspection programs paid for by our government. We sip sodas and relax on airplanes that we have no earthly idea how to operate, confident in the fact that controllers will monitor our flight and make sure we arrive without incident. Trust in our roads and bridges, our national defense and healthcare all depend on the confidence we have in our government to solve and address problems – and keep us safe. Often we forget that government is only an extension of the human element, has no magic powers to cure disease, stop famine, prevent wars or address emergencies.
Our daily lives would be frozen in fear if we didn’t proceed with a degree of assurance that systems are in place to prevent the ultimate disaster or solve a pressing problem. The recent Ebola outbreak has shaken that confidence for many Americans, some even going so far as to claim they have no confidence in their government’s ability to meet the current crisis. And why should they? When representatives of the Centers for Disease Control were asked if they authorized a flight for a nurse who told them she had a fever and had been closely involved in the care of Thomas Duncan, America’s first Ebola victim, officials told her to go ahead and board a plane from Cleveland to Dallas. Well, I guess you could say they sort of OK’d the flight. After the fact, the agency tried to cover its butt by saying it didn’t tell the patient she could not fly. That’s just the kind of answer I’d expect from one of my kids when they are clearly caught with their hand in the proverbial cookie jar. As citizens, we don’t expect our government to perform magic, but do demand a degree of honesty when dealing with us. Ebola is a complicated and extensive threat where new information is being learned daily, hopefully result-
ing in improved care and an increased survivability rate. As humans, we also understand there are some questions that are unanswerable. Most of us are perfectly willing to accept a government that isn’t afraid to tell its citizens, “We don’t know the answers but we are working on the problem.” That was probably the case when our nation began dealing with the first hints of Ebola in our boundaries. Rather than reaching out to experts who had cared for patients in West Africa, the government instead chose to assure us there was no threat with proper procedures in place. Turned out those procedures were not in place in Dallas, and, sadly, are not in place in many cities across the nation. The CDC needs to address the problem head-on, relying on every resource to tweak and improve procedures. The public will wait for reasonable answers to tough questions, but will not stand for public relations answers to life-threatening questions. Perhaps, a little straight talk from a government that seems defensive in this and other cases would go a long way in restoring a cornerstone of our democracy — confidence in our government.

fter years of covering local government, my perspective on the whole process changed dramatically from my first meeting to my last. Going in, my understanding of board rooms, parliamentary procedure, ayes and nays and even gavels was based only on speculation and rumor. Prior to my first board meeting as a reporter, I had been to only one other, one required by the Boy Scouts and suffered by a half dozen scouts encountering previously unheard of levels of boredom. We were acknowledged in the back of the room by an older panel of folks (who
I would come to learn are generally referred to as supervisors) and then we sat and listened as a strange thing happened. As if someone had pressed a button labeled “start,” the government seemed to go to work. It was all incomprehensible to us, the parade of speakers and resolutions and discussions, a din of jargon and descriptions of corners of the county we had never heard of and likely issues we had never considered. But there was a hum to it, like one could remove the cover from this government thing and see the circuitry and power that made it all run. When it became my job to pay attention, that din quieted down a bit, the language became familiar and the process of a county figuring out what’s best for itself P.O. became clearer. I suppose a decade will do that for you. Within that din, that repetitious and monotonous, sometimes heated, sometimes impassioned grappling of government officials with the laws and vision of their county is the most influential process in which citizens can participate. Every four years, the national conversation is dominated by talk of and attention to the presidential election. It’s important to participate in a presidential election, but, at the end of the day, these are not the elections most citizens are going to feel at home. Local elections — supervisor, commonwealth’s attorney and sheriff — offer voters much more immediacy and influ-
ence in the state of one’s community. It’s with these ballots that voters can determine that a fountain soft drink costs $1.10 instead of $1.05, and how many students might get to participate in a threatened extracurricular activity because of that nickel multiplied thousands of times over. On Tuesday, local voters will consider who’s best to represent Virginia in the U.S. House of Representatives and U.S. Senate. Touching those electronic voting machines and making a choice is something akin to reaching out and feeling one part of the larger mechanism of government. Board refinances bonds By Laura McFarland News Editor
T
he Powhatan County Board of Supervisors is looking to save money on some old debts with refinancing of bonds that could potentially save hundreds of thousands of dollars. At the board’s meeting on Monday, Oct. 20, the four board members present voted in favor of following a refinancing proposal suggested by Davenport & Company LLC, the county’s investment firm. David Williams, who represents District 1, was absent. The supervisors heard a presentation at their workshop on Tuesday, Sept. 30, from Davenport & Company on possible refinancing opportunities and the benefits those could bring to the county. Among the opportunities, two were identified as something the board could act on almost immediately to realize savings: refinancing two loans that fall under the water and sewer category through the Virginia Resources Authority, Kyle A. Laux, first vice president of Davenport, said at that workshop. On Oct. 20, the board voted to refund the outstanding principal amount of the Series 1999 Bond, which was issued to finance 1999 utility improvements, and a portion of the outstanding amount of the Series 2006 Bond, which was issued to finance 2006 utility improvements. The bond will be designated as the Water and
Sewer System Revenue Refunding Bond, Series 2014. Its principal amount won’t exceed $7.3 million. The parameters of refinancing with the new bond are that it must represent at least 4 percent savings for the county, Lisa Williams, an attorney with McGuire Woods LLP, the bond counsel representing the county, told the board. A certain amount of flexibility is worked in to make decisions that allow those conditions to be met. “If for some reason Davenport working with VRA in refunding determined that maybe one maturity needed to be taken out in order to meet that 4 percent, there is that leeway as well,” she said. Other business handled at the meeting included: Adopting a legislative agenda on issues the supervisors would like to see addressed by its statewide representatives. The supervisors set a list of three requests for legislation in the 2015 General Assembly Session. One pertained to a replacement water storage tank on River Road West near the former James River Correctional Center to provide water capacity to Powhatan and Goochland counties and the Department of Corrections. The tank would cost $5.1 million and hold 1,000,000 gallons of water. The second is a joint resolution directing the Virginia Department of Environmental Quality to conduct a study of whether there are any long-term effects on public health and nearby
ground water, wells and surface water related to the storage or land application of sewer and industrial sludge. The third seeks the restoration of about $7 million that had been taken away from the Route 711 road widening project. The board found out about the $7 million reduction in September. Chair Carson Tucker, District 5, said Del. Lee Ware, R-65, and Sen. John Watkins, R-10, sent their appreciation that the county had dramatically limited the number of items on the agenda. “In the past we have had as many as 15 items on it, which makes it very difficult for them to prioritize where to put their effort,” Tucker said. Discussing a zoning ordinance amendment to update language pertaining to erosion and sedimentation control and requirements for towers. The one discussion item on the agenda was an amendment addressed bringing language from the 2013 Zoning Ordinance into the current ordinance related to erosion and sedimentation control and submission requirements for applicants requesting cell towers in the county, March Altman, deputy county administrator-community development, said. One area where there was change is dealing with the setback issue of cell towers, he said. Staff added language that says a tower’s distance from a residential dwelling on an adjacent property must be the equivalent of at least 200 percent of the tower’s height.

Celtics spoil Senior Night, 36-28 Knights see playoff hopes dim with loss By Shane Mullins Contributing Writer
Senior Night is often a bittersweet affair for everyone involved. For the seniors, it marks their last time suiting up at Barham-Sowers Field and it is the last time their parents will watch them play at home. Although this particular Senior Night started in favor of the Blessed Sacrament Huguenot Knights, they would eventually fall to the visiting Roanoke Catholic Celtics, 36-28. It has been a roller-
coaster of a season for the Knights, but they entered Friday night’s matchup against the Celtics knocking at the door of a postseason berth with a 4-4 record. Roanoke Catholic was coming off three consecutive victories and began the contest with a record of 6-2. Although star sophomore Tanner Dobrucky was out with a knee injury, the first quarter began in ideal fashion for the Knights. The Celtics started with possession of the ball, but were forced to punt after gaining just seven yards on five plays. After a bad snap on the punt attempt, the Knights took possession deep in Celtic territory at the five-yard line. It took the home team just three plays to capitalize on the field possession and score
on a six-yard pass from C.J. Filipkowski to Scott Carter. Just four minutes into the game, the Knights held a lead of 7-0. The Celtics would answer quickly, returning the ensuing kickoff 57 yards to begin the next drive at the Knights’ 35-yard line. Six plays later, they would score on a fouryard run out of the triple option formation. After stuffing the Celtics’ two-point conversion attempt, the Knights held a lead of 7-6 with just over five minutes left in the first quarter. The following kickoff by the Celtics was a short one, giving the Knights great field position on their own 40-yard line. They capitalized with a 27-yard field goal by Matt Schiefer, making the score 10-6 in favor of the home team.

The Powhatan High School varsity football team took the field last Friday evening in Palmyra with an added sense of confidence in their midst. Just a few days prior, the Indians entered the Richmond Times-Dispatch’s Top 10 poll for the first time this season, debuting at No. 9, just in front of private school power Benedictine. The Indians didn’t let the shiny new ranking go to their collective head, nor did they fold under the newfound pressure. Instead they played exactly like they have for the majority of the season — with a contained swagger and a healthy dose of discipline — to spoil Fluvanna’s Homecoming, 56-12 and improve their record to 71. It’s Powhatan’s sixth consecutive victory, and the second straight game in which the victor was es-
sentially decided by halftime. Like they’ve done so often this season, the Indians got on the board first. This time, though, they scored quicker than they have at any point this year. On the second play from scrimmage, Logan Allen — who received a boon in popularity among local media after a 253-yard performance against Orange on Oct. 17 — broke free of the overmatched Fluvanna (1-7) defense and outran everyone for a 59-yard touchdown. The very next drive he reeled off a 21-yard touchdown run to put the Indians up 14-0. After a three-and-out by Fluvanna, Chance Morris decided to get in on the touchdown scoring frenzy. He fielded a punt at the Fluvanna 47-yard line and dashed through the Flucos coverage team to give the Indians a 21-0 advantage. The Indians’ thrust of momentum was briefly interrupted on Fluvanna’s next possession when Flucos quarterback Gavin Patrick found Vinnie Agee on a perfectly-thrown 47-yard touchdown pass to cut the lead to 21-6. On the ensuing kickoff, the Flucos recovered a fumble on a well-placed pooch kick, giving them excellent field
position and a prime chance to come within one score of a team that no one expected them to be competitive with.. That brief upswing would be one of the Flucos’ few high points on the night. They failed to cash in on their newfound momentum and shortly thereafter the game spiraled wildly out of control. Before the end of the first half, Allen scored three more times — on touchdown runs of one and 24 yards and a 65-yard punt return), and Johnathan Caporale found paydirt on an eight-yard touchdown run to extend the Indians’ lead to an insurmountable 49-6. To get a sense of just how otherworldly Allen has been here-of-late, consider the following statistic: Over the past two games, he’s played in four quarters (two against Orange, two against Fluvanna). In those four quarters, he has accumulated 397 yards rushing and nine touchdowns (eight on the ground, one on a punt return). That is why his stock is so high within the Richmond Metro football scene at the moment, and also why he finds himself ranked second in the area with 1,308 rushing yards. The Indians played their second and third stringers
throughout the majority of the second half, and even a few junior varsity stars found themselves under the glow of the Friday night lights. Ross Lewis, a smallbut-punishing running back, scored his first varsity touchdown on a 16yard scamper in the fourth quarter. The Flucos would tack on their last touchdown as time expired, bringing the
final score to 56-12. This Friday, the Indians will host Western Albemarle (7-1) in one of the most heavily-anticipated and important games in the Jeffer-
son District this season. Powhatan has lost to the Warriors two seasons in a row: 30-10 in 2012 and 3736 last season. Both games were on the road.

Trippeer, who is in her first year with the program, said she was thankful for the way the seniors helped mold the team into a cohesive unit. “No one really knew what to expect with me being a new coach this year but all three of them have really stepped up and helped bring the girls together,” she said. “I’m thankful for them for leading the team, but we have to push it a little bit more. I want to finish strong.” Indeed, because even after the sentimental prematch festivities there was still a match to be played, and it was far from a gimme. The Fluvanna Flucos were in town, a team that swept the Indians in their one previous meeting in Palmyra on Sept. 30. The Indians held strong all night, winning the first set by two points and never trailing by more than five at any juncture. Despite their hardiness, they fell 3-1. The trio of seniors put up praiseworthy totals in their final home game: Mead had a team-high 23 digs, Rohr finished with 10 and Byrd added 10 kills. The Powhatan varsity field hockey team may have fell on senior night in the most heartbreaking manner possible — a loss in a shootout against Albemarle — but that unfortunate coda did little to damper the girls’ success this year. ter. The Celtics’ option attack began to take hold in the second quarter. Their first drive of the quarter took them all the way down to the Knights’ 15-yard line, only to see their scoring hopes stymied on a fourth down pass attempt. With a long field ahead of them, the Knights drove down to the Celtics’ 10yard line and scored on yet another 27-yard field goal by Matt Schiefer, giving them a 20-6 lead with six minutes left in the half. It was at this point that the ball game started to shift in favor of the visiting Celtics. Their option attack led them down the field to a touchdown in under three minutes of game clock.
With three and half minutes left in the first half, the score was now 20-14 Knights where it would stand until the second half. Filipkowski was clearly hobbling entering the third quarter. He went down with an apparent ankle injury near the end of the first half that seemed to slow him down, although he was determined to play through the pain. The Knights first possession ended in a fumble, which the Celtics almost immediately turned into a score. Two minutes into the second half, the Celtics took a 22-20 lead. The rest of the third quarter was a see saw affair that saw no points scored by either team. Heading into the fourth, the score remained 22-20 Celtics. The fourth quarter was a
defensive struggle for the Knights. The Celtics’ option attack helped them score 14 unanswered points in just under six minutes, making the Knights deficit 36-20. However, the home team refused to quit. Big plays by Chandler Emberlin and Filipkowski helped the Knights cut the deficit to 36-28 with three minutes remaining in the fourth quarter. The resulting kickoff was perhaps the most controversial play of the season for the Knights. Schiefer lined up a perfect onside kick that appeared to bounce off the chest of a Celtics player. A swarm of Knights pounced on the ball and it seemed as though they would take possession at midfield. However, the officiating crew did not see it that way.
They ruled that the ball was never touched by Roanoke Catholic and in turn, gave possession back to the Celtics. From here, the Celtics converted a first down after three plays and effectively ended the game with a kneel down. The game ended as a tough pill to swallow for the
Knights. Although they played well enough to win, a few key plays (an onside kick in particular) took the game out of their grasp. Seniors Sean Stanley, Stuart Howard, Zack Buono, Archer Reid, Ryan Davoud, Mason Turner and J.K. Shields have anchored the Knights’ defense all season
long. Likewise, C.J. Filipkowski, Rory O’Donnell, Jake Leftwich and Chandler Emberlin left their mark on the team’s offense and made it exciting to watch. The Knights will look to rebound next week in Richmond when they take on Trinity Episcopal for their final regular season game.

What is the funniest thing that has happened to you on the court? Two years ago, during a game I was racing to save a loose ball headed into the spectator seating. The ball ended up going beyond my reach but my forward momentum was carrying me right into a row of seated parents. To break my fall I instinctively stretched my hands out in front of me, and ended up catching my balance on the breasts of someone’s mother. Although I apologized several times, the shocked look on her face was so funny I couldn’t stop laughing for several minutes, even after the game continued. What is your daily routine? Each day I wake up and get ready for school. After school, I go to practice for about three hours, go home, finish school work, and repeat it all the next day. What are some of your interests outside of sports? Some of my interests include joking around with my close friends, going out to eat, going to the movies, and just relaxing whenever I can.
