The school project, which is projected to be about $33.9 million in bonds, is the largest item on the county’s 2017 FiveYear Capital Improvement Program (CIP). The junior high will hopefully be demolished this summer, except for the gym and vocational wing, which will be totally renovated, Jones said. This will hopefully keep the district on schedule to open the new school in 2018. OWHATAN – Powhatan County Public Schools have been working hard to address the question of how the district will handle student relocation while a new middle school is being built on the soon-to-be former site of Powhatan Junior High School. During a March 8 workshop of the Powhatan County School Board, Dr. Eric Jones, superintendent, gave a presentation on how fifth through eighth grades will be situated once the district is down by one school. The Powhatan County Board of Supervisors gave the green light at its Feb.

Head Start, which is currently at Powhatan Elementary School, will be moved to Pocahontas Elementary School. Powhatan Elementary has room for kindergarten through fifth grade with room for a little bit of growth but not for the whole Head Start program, Jones said. Kim Hymel, who represents District 5, asked Jones about how close the schools are to capacity and if the grade re-alignments put any of them close to going over those amounts. The projected enrollment for Pocahontas Middle School in the 2016-2017 school year is 1,061 students, Jones said.

The school has a capacity of 1,200 students, “What is forecast is that we are in a bubble right now of higher enrollment at the middle school and then that’s going to go down,” he said. “The numbers that we have don’t show us going over 1,100 students through 2025 in the middle school. So we’ve got 10 years of capacity based on what our current projections are.” The projected enrollments for the 2016-2017 school year for the elementary schools show they have room to grow, Jones said. The projected enrollments are: Flat Rock Elementary, 660 students (capacity 760 students); Pocahontas Elementary School, 570 students (capacity see GRADE page 8A

POWHATAN – Alumni, community members, local officials, and a U.S. senator were recently on hand to celebrate the opening of a newly expanded museum at Belmead Mansion and the people who have helped make it happen. The historic mansion in Powhatan County hosted a special event on Saturday, March 5 that drew a few hundred visitors to see the museum space, learn about changes to the building and talk about the work that has gone into getting it this far. A ceremony held toward the beginning of the event related the purpose behind the museum and honored those who had brought Belmead so far. Among attendees were Sen. Tim Kaine, D-Va., District 5 board of supervisors and school board members Carson Tucker and Kim Hymel, respectively, alumni and

POWHATAN – The financial burden of updating almost 20,000 Powhatan County registered voters as a result of congressional redistricting will apparently fall entirely on the county to the tune of thousands of dollars. The U.S. Supreme Court is set to hear an appeal on Monday, March 21 in the case of congressional redistricting in Virginia. In the meantime, the court has turned down efforts made by Republicans in Virginia’s congressional delegation to block implementation of the state’s new congressional map. For Powhatan County that means it will now be

POWHATAN – The Powhatan County Board of Supervisors held off last week on deciding which proposed real estate tax to advertise as more information continues to come

Trial date set for former state senate candidate By Laura McFarland News Editor

POWHATAN – The case of a former state senatorial candidate charged with assault and battery on a law enforcement officer in Henrico County has been sent to the grand jury and had a possible trial date set for this summer. Carl Richard Loser of Powhatan was charged by the Henrico County Police Division on Jan. 1 with assault on law enforcement, which is a Class 6 felony, and speeding. Loser ran as a Libertarian for 10th District Senate in the November 2015 general election. He finished fourth of four candidates in a race won by Republican Glen H. Sturtevant Jr. Sarah E. Ulmer, an assistant commonwealth’s attorney in Henrico County, said the case was certified to the grand jury, which is meeting on May 16. It has been set for trial in the Henrico County Circuit Court at 1:30 p.m. on June 2. Ulmer said she presented the evidence in the case to General District Court Judge G. Barton Chucker, who serves in the 14th Judicial District, at a preliminary hearing on Wednesday March 2. Loser, his defense attorney, Danielle Lewis, and the officer were also present. Loser said he and his attorney withheld all evidence at the preliminary hearing, have hired a court reporter and are planning to take the case to trial. “We plan to use the body camera footage from the officer, and other evidence and that will prove my innocence,” Loser said. He said he was offered a plea deal but refused it and will continue to do so.

“The commonwealth or public was not injured in this matter due to any of my actions. I was kidnapped by someone in a uniform,” Loser said. “The victims of this incident were: my parents for the emotional distress caused by Henrico Police Departments’ false accusations to the media; my creditors, whom now I must hold off on paying my bills to afford an attorney, and myself, in which my personal property rights and liberties were violated.” Loser was stopped by a Henrico police officer at 9:47 p.m. on Friday, Jan. 1 for traveling 47 mph in a 35 mph zone, Lt. Chris Eley, public information officer for the division, said in January. Loser debated a summons for speeding for about 40 minutes, Eley said. When the officer held the summons through the vehicle window trying to get Loser’s signature on the document, Loser rolled up the window, catching the officer’s thumb. He was not injured. Loser said the officer didn’t like that he took time to read a summons he had to sign. “During the incident, I was told that I have only one minute to read the summons or he would charge me with refusing to sign. My question is: How does my consent even matter if I cannot read what I sign?” Loser said. He added that the officer did not seek medical attention and testified he has no records of his injury. their families, and representatives of organizations and businesses who have had a part in bringing Belmead Mansion and the surrounding property back to life. Patricia Gunn, an alumna and board member of FrancisEmma Inc., which manages the property, said the museum and the continued preservation of Belmead are important because they capture “the essence of the United States of America.” While the house already displayed some artifacts related to its diverse history, the museum now takes a closer look at those time periods. It takes visitors through the property’s history from enslavement (it was a plantation from 1838 to 1865) through empowerment (housed schools for black students from 1895 to 1972) and now into the era of the environment. “When we look at the contentious political environment in which our country finds itself, the story here proves that people working across race lines, color lines, cultural lines and economic lines can accomplish any goal to which they set their minds. And we need that reminder, because we are going to need that going forward,” Gunn said. In the midst of FrancisEmma’s capital campaign for another $3 million, the Sisters of the Blessed Sacrament, which own the property, are also looking for help in preserving the history that occurred there, including educating more than 15,000 students, Gunn said. Gunn added that her mother, her sister and herself were among those students, having attended St. Francis de Sales, and she believes her “family’s life was changed by many of the values and the education that my mother received here.” During the ceremony, Sister Maureen Carroll, executive director of FrancisEmma Inc., spoke a little about the ongoing project that is the preservation of Belmead Mansion. People who have visited the historic home in the last 10 years might remember how the roof was once falling in and the walls crumbling. Those projects have been seen to, but the work is never done, she said. “In fact when you come up the hill and you look at the stucco and you look at the landscaping, some people say, ‘why can’t they fix it?’ Come on inside and look at the floors and look at the ceiling,” she said, pointing out the many interior improvements that have been made. The numbers are so few in the Sisters of the Blessed Sacrament that they rely heavily on grants and donations. Carroll called it a miracle that in the last 10 years, $4.7 million has been raised in FrancisEmma Inc.’s capital campaign, most of which has been spent, “and we are not finished yet.”

Kaine said he attends St. Elizabeth’s Catholic Church in Highland Park, and that the sisters at Belmead are co-parishioners who he sees regularly. He also worked with them when he was governor on a conservation easement program to help it maintain its strength. He said he always likes to think of a scripture to fit an event like this, and on the drive out that day what came to mind was Ecclesiastes 1:7, which says “All the rivers run into the sea; yet the sea is not full.” The scripture can be both about the work never being done and returning to our roots and origins, both of which are appropriate regarding Belmead, he said. “Clearly the work to open this museum and restore this beautiful property is a way of returning to origins,” he said. After he spoke to the group, Carroll presented Kaine with an award for land preservation and eco-social justice. “As you treat the earth, so you treat the peoples of the earth. We are here restoring this holy ground for many reasons. The most important is justice for all peoples. We have quite a mixed history here at Belmead,” she said. There is an “inseparable bond between concern for nature, justice for the poor, commitment to society and interior peace,” Carroll said, quoting Pope

Teen docents One of the special highlights of the day was introducing the teen docents who committed to learning the property’s history and sharing it with visitors, Carroll said. Thanks to a grant from the National Trust for Historic Preservation and from Virginia Foundation for the Humanities, the teens received a stipend for participating in the program. The teen docents are: Evan Dodd, Aniya James, Rongela Jefferson, Tarik K. Johnson, Alyssia Mercer, Larry Minor, MaKaella Morris, Aleeyah Owens, Amina Palmore, Teona Robinson and Quionte Smith. Carroll recalled that the first time the teen docents had a class, one of the teens said “how can we know the story if you don’t tell us?” “So it is incumbent upon us as the elders and the not-so elders to learn the story, to live the justice story,” she said. She also urged the teens to “keep speaking to us, because you have a piece of wisdom that we don’t have.” Teona Robinson, an eighth-grader from Cumberland County, said becoming a teen docent has been awesome because she has learned about a part of history about which she previously knew nothing. “Because of this, I became more interested in history and it helped me do better in history class. I thought it would be really boring, but it turned out to be a great experience,” she said. Aside from meeting a great group of people in her fellow docents and their teachers, the experience also helped Teona overcome her fear of speaking in front of a crowd. “I wasn’t nervous,” she said after giving a tour. “It made me feel more confident.”

Sensitive Easter Bunny for children with special needs returns

part of the 7th District instead of the 4th District, and local election officials need to plan and budget accordingly for the newest unfunded mandate from the state, said Karen Alexander, Powhatan’s director of elections. The county was being served by and Rep. J. Randy Forbes, R-4th, but under the new congressional map, is represented by Rep. Dave Brat, R-7th. Brat clarified that while he will be campaigning in the 10 counties that make up the newly configured 7th District, the representation change will not take effect until Jan. 1, 2017. Along with Powhatan County, Amelia and Nottoway counties will be added to the 7th District with the change. “I am running now legally in the new political lines, but I am still officially the representative in the old lines until the end of the year,” Brat said. “If I win in the general election, I will become the new representative of Powhatan, Amelia and Nottoway on Jan. 1.” Election officials from the affected localities participated in a conference call with the State Board of Elections on Tuesday, March 8 in which they were officially given a timeline for notifying voters of the change and discussed how they might go about it, Alexander said “It means that I have to let our 19,935 registered voters know by mail that they have a new congressional district, which means new voter ID cards will have to be mailed out to every active registered voter in Powhatan County,” Alexander said. “That is very time consuming and will be quite expensive. And the cost will fall on the county.” Early estimates have the cost to the county at about $15,000, although that will be dependent on vendor quotes once they get them, she said. Postage alone for a mailing like this would be about $9,800, she added. That doesn’t include purchasing the materials and paying for the manpower. The registrar’s office only has two employees, which is not enough manpower to do a mailing this large, she said. Where in the county’s budget the money to cover the costs related to the redistricting has not yet been decided, Alexander said. It might come from her budget, contingency funds or somewhere else. This is the second costly unfunded mandate related to elections that has fallen on the county in as many years. In 2015, the county had to replace 54 DRE touch-

screen voting machines with 13 paper ballot scanners and 13 ADA compliant ballot marking devices at an equipment replacement cost of $129,735, Alexander said. This unfunded mandate also comes with the new, on-going cost of printing, shipping and storage of all the paper ballots that are now required, which can be up to $5,500 per election. Elections is expected to get the impacted localities the information they need to distribute by the beginning of April, and it will be the local officials’ responsibility to get it out to the voters at that point, Alexander said. A due date has not been set for when voters need to be informed, but the board of elections has said the new maps will be in place for the June 14 primary election. The one silver lining in the change is that the entire county is changing so there won’t be any congressional splits with one part of the county in one district and the rest in another, she said. “It is confusing to voters because one person on one side of the street could be in one district and their neighbor on the other side of the street is in a completely different district. It causes a lot of confusion, not to mention a lot of paperwork and organizing on an administrative level,” Alexander said. “I was very excited to hear that if we were going to get redistricted, our entire county got redistricted together.” Forbes expressed his appreciation for the people he has served alongside, partnered with and who stood by him as he represented the 4th District. He said serving as Powhatan’s “voice in Congress has been my great privilege.” However, his opinion of what has happened to the 4th District with the redistricting was clear. “It saddens me that, after two activist judges and a California law professor moved nearly 50 percent of 4th District residents to new districts, the 4th Congressional District as we knew it no longer exists,” Forbes said. “But this is not about me. This is about

the future of our country.” Brat said the new lines work out well for the 7th District and many of the issues facing Powhatan fit with other localities included in the district. As of Jan. 1, the district will include Culpeper, Orange, Spotsylvania, Louisa, Goochland, Henrico, Chesterfield, Amelia and Nottoway counties. “Agriculture will be huge. The EPA overreach is big from the federal government. Rural broadband has come up as a significant issue in many of my rural counties,” he said. With the redistricting in mind, Brat said he has already been meeting with county leaders in the three counties being added to the 7th District within the first month. “I am trying to make it to all my counties at least once a month over the past year, so we are going to try to keep up the same pace because that is the most important role. I am the representative of the people. My top goal is always to represent the views of my constituents first and foremost, and that is regardless of party,” Brat said. “I intend to be fully available to everyone across all three new counties and look forward to serving.” Republicans in Virginia’s congressional delegation are challenging rulings by a three-judge panel that in 2012, state legislators unconstitutionally packed too many additional African-Americans into the majority-minority 3rd District, represented by Rep. Robert C. “Bobby” Scott, thereby diluting their influence in adjacent districts. On Jan. 7, the threejudge panel imposed a new Virginia congressional map that centers Scott’s district in Hampton Roads. The new map

adds Richmond and Petersburg to the 4th District, represented by Forbes, improving Democrats’ chances of winning the district in November. The new map makes lesser changes to the 7th District and those of two other Republicans, Robert J. Wittman, R-1st, and Scott Rigell, R-2nd. The GOP lawyers had urged Chief Justice John G. Roberts Jr. to stay implementation of Virginia’s new congressional map pending the court’s ruling on the appeal. They argued that Virginia faces “electoral chaos” if candidates start running for Congress in the new districts but the Supreme Court later orders Virginia to revert to the old boundaries. However, the court denied the motion in a onesentence order on Feb. 1 that said: “The application for stay presented to the Chief Justice and by him referred to the Court is denied.” Andrew Cain contributed to this article. OWHATAN – Powhatan Crime Solvers, C&F Bank and Sheetz are teaming up to educate parents and students on how safe they are being with their social media presence. “Social Media: Is your family safe?� is a program about keeping you and the ones you care about protected. The event will be held from 6:30 to 8 p.m. on Tuesday, March 22 in the auditorium at Powhatan High School, 1800 Judes Ferry Road. It is free and open to the public. Dinner will be served from 5:30 to 6:30 p.m. provided by Sheetz while supplies last and proceeds will benefit Backpacks of Love. The guest speaker for the event will be Lt. Robert C. Holland with the Virginia State Police Training Academy. He will cover topics such as social media safety, how safe it is to post photos, knowing who your child is communicating with, being aware of what apps they are downloading, and understanding privacy settings and how to use them, said 1st Sgt. Jason Tackett with the Powhatan County Sheriff’s Office. “The main point that we want to get

across to parents is that the predators aren’t just waiting at the bus stop any more,� Tackett said. “These predators can have direct access to your child and your home through their handheld or cellular device or computers. Predators can target your children even when your child is in the next room.� Additionally, Holland will talk about the aspects of cyber bullying and inappropriate content that sometimes appears through social media, Tackett said. The biggest tip for parents is they need to be educating themselves on the apps their children might be using, including the age ratings on them and exactly what kind of content comes through most of these apps, he added. “There are probably a half a dozen to a dozen apps that are absolutely 100 percent inappropriate for teens to have on their phones. We are going to talk about what parents can do to prevent it by setting restrictions on their mobile phones,� he said. There will be time for Q&A with Holland after his presentation. Bluegrass concert raising funds for veterans Contributed Report

he American Veterans Tribute is hosting a live bluegrass music concert in Powhatan County that will honor veterans and have toes tapping for a cause. The American Veterans Tribute, a Richmondbased nonprofit organization, is teaming up with a variety of talented bluegrass artists to offer Powhatan and the surrounding area “An Evening of Bluegrass for Our Veterans.” The event will be held on Saturday, April 2 at Powhatan High School, 1800

Judes Ferry Road. Doors open at 3 p.m., the music starts at 3:45 p.m. and the fun won’t stop until 10 p. m. The line-up for the event will feature a local favorite, The Appalachian Express, as well as the award-winning Edgar Loudermilk Band with Jeff Autry, rising star Shannon Slaughter and County Clare, and more local favorites, In The Tradition and Roy Norton. ing is limited to 1,000 people. This is a fundraising event for AVT and all money spent on tickets is tax deductible. An average of 22 veterans commit suicide daily. The American Veterans Tribute organization is a 501(c)(3) charity building programs to education and rehabilitate veterans and their families with their struggles with post traumatic stress. Veterans with this disorder typically have depression, anxiety disorders, drug and alcohol addiction, relationship problems, anger and violence, and social withdrawal. The organization is working on veterans lead sessions for

group interactions for both veterans and families. The nonprofit has two houses at Lake Gaston that veterans use to take time to get away from the stresses that fuel their anxiety disorders. The group is also working on plans to help veterans get back into

Sick leave policy draws criticism News Editor

POWHATAN – A potential sick leave policy designed to help reduce Powhatan County Public Schools’ financial outlay on substitute teachers by offering incentives for better attendance raised questions of fairness at last week’s school board meeting. During the school board’s meeting on Tuesday, March 8, an incentive policy introduced during a presentation at an earlier meeting drew public and board comments as they addressed the issue of how equitable the policy would be to all school staff. Laura Bradbury, a teacher at Pocahontas Elementary School, started the ball rolling during the public comment period. She criticized an incentive policy talked about in a presentation given by Karen Horn, director of human resources, during the board’s Feb. 23 meeting. Bradbury took issue with a policy that would give monetary incentives to

employees for not using their sick leave. The idea was part of the overall presentation to the board before being shared with employees to get their feedback. Bradbury said she and other teachers felt slighted by the policy because there are certain groups within the staff that this would affect more than others. She said several groups of people would be at a disadvantage to receiving any benefit from the policy. She cited elementary school teachers whose long workday precludes them from making doctor appointments and other meetings during a normal work week. She also spoke on behalf of people with preexisting medical conditions; parents in general but especially single parents; parents who want to be involved in their children’s activities, and people who have aging or ill parents. Bradbury said she fits into almost all of those categories. “So when a program like an incentive for atten-

dance is offered to staff members, I truly feel like the deck is stacked,” she said. “I feel that if I were 22 years old, didn’t have children, didn’t have these other issues, that I would be much closer to reaching that perfect attendance goal.” She called the fairness of the program into question and asked the board to seriously consider the factors she outlined. Horn’s presentation addressed a variety of topics, including what types of leave are available to employees, the process when they call in sick and a substitute is found, and what options the school district has to try to reduce the sick leave rate. Between Sept. 8, 2015 and Feb. 4, 2016, teachers (there are 314 district wide) took a total of 877.69 sick leave absences, Horn said in her presentation. Other absences during that time were instructional assistants (78 in the division), 238.52 days; food services workers (30 in the division), 151.72 days, and school secretaries (16 in the division) 74.71

Workshop takes aim at poverty Contributed Report The Powhatan Community Action Agency is sponsoring a Bridges Out of Poverty workshop in March. The Bridges Out of Poverty program helps communities address and reduce poverty in a comprehensive way by bringing together employers, community organizations, social services and individuals to learn the causes of poverty, improve job retention, build resources and improve outcomes in the community. The program helps move individuals from poverty to self-sufficiency, reduce social costs related to crime, poor health, and welfare, strengthen educational attainment and job skills, enhance economic development, and improve on-the-job productivity. The workshop will be held twice to give more people an opportunity to attend. They will run from 8:30 a.m. to 3:45 p.m. on March 24 and 25. There is no cost for the event. Registration must be received by Monday, March 21 and a location will be provided then. The trainer for this event is Jodi Pfarr, who is a nationally known presenter who has worked with AHA! 23. At the same time, they don’t want employees coming to work sick. Under the program, nonclassroom teacher employees would receive cash incentives for taking none or only one of their sick days. Instead of cash, teachers would receive awards for classroom supplies at the beginning of the next school year. After Bradbury spoke, Susan Cook, a counselor at Powhatan Elementary School, came up and commended her. Educators love their students, she said, but they also have other obligations. “I know that teachers spend countless hours of their time after school, evenings, weekends, etc. and we are willing to do that. But in ex-

penny increase [in the tax rate],� she said. “I think it’s important that you do have that discussion on public safety before you make a decision about what tax rate you wish to advertise.� The current tax rate is 90 cents, but given the increase in the county’s overall assessed value as of Jan. 1, 2016, a real estate tax rate of 85 cents would be needed to see no effective increase or decrease in the average taxpayer bill. This effective tax rate sees a change in the rate itself, but the taxpayer still ends up paying the same bill. What is ahead of the board in the decision about the advertised rate is to go with the effective rate change, which still leaves room for going lower if they choose, or advertise something above 85 cents, where the extra revenue could go toward possibilities such as bonds, capital projects and building up the county’s capital maintenance reserve. Later in the meeting, Weiler made her recommendation not only about the advertised rate but the final rate clear as she

stressed that the county doesn’t have the funds built into its budget for pay-as-you-go capital projects. She said she couldn’t emphasize strongly enough that the board has a long list of capital needs to be done that aren’t being suggested for bonding but nevertheless should to be built into the budget. “My recommendation is you have enough needs that I would leave your tax rate at $.90 and dedicate five cents to capital. I’m not sure how long that would go but that would be my true recommendation,� she said. At that point chairman Bill Melton, who represents District 4, raised the question of waiting or deciding that night about the advertised tax rate. Angie Cabell, District 3, said she would be fine to wait on the decision but said she saw delaying as a way of “kicking the can down the road.� “It is just an advertised rate. It is not a commitment. If anything it is a commitment not to go higher,� she said. Larry Nordvig, District 2, said he was prepared to make a decision but didn’t want to gloss over the valid opportunity some of the board members might want to get more information before a decision is made. He held up a thick and complicated financial report the board had only received that night as an

see SICK page 9A example of something some board members might want more time to review. “I completely understand if somebody wants to mull that over before advertising a rate because what is important in that advertisement is the number. Because you can’t go higher,� he said. He said he was fine with either decision about the timing but added that he is “pretty sure� he knows what he is going to do. Carson Tucker, District 5, suggested making the decision on the advertised rate by the March 21 meeting. Melton said he was ok with that date to give the board members more time to look at and digest all the information. He added that he wanted to let the public know they can speak to their supervisors, either through the meetings or by contacting them individually. “More people have called and asked about the CIP and meeting needs and budgets over the last week than I have ever had a phone call on, which is good,� Melton said. “I am OK going to March 21. Cook said teachers often miss their own children’s activities to attend school functions, just as she was doing by being at the meeting instead of at her son’s away baseball game. “That is a choice I made, and we are always making professional and personal decisions,� Cook said. “But when it comes to our healthcare and our sickness and our wellbeing and the care for our family members, we don’t always have that choice.� Board members had a variety of reactions at the end of the meeting. Don’t be afraid to ask the question By Laura McFarland

if the issue being discussed is government spending or the real estate tax rate, both of which Powhatan’s lead governing body are currently tackling? What if it is changes to the zoning ordinance or decisions about what kind of businesses the county is trying to bring into Powhatan in its economic development efforts? Being able to ask questions of our leaders, whether they are local, state or federal, without fear of reprisal is a luxury not every country in the world embraces. And, even here, it can sometimes be a battle to make sure that right isn’t lost.

magine you are sitting in a large room filled with people. At the front of the fluorescent-lit gathering is a speaker or panel of speakers talking about a subject you find fascinating. Finally, the speakers have finished going over all the notes they had in front of them on little index cards. The moderator opens the room up to questions. You look over and see a line of people already standing at a microphone waiting for a turn to offer comments or ask questions. You want to join them. You have a question and you’re really curious about the answer. Minutes tick by and you don’t get up. Perhaps you think your question is silly. Maybe you don’t like speaking in public. Heck, you might just be in the middle of the row and don’t want to crawl over all the people to get to the aisle for fear of annoying them. The time is ticking down. The line in front of the microphone has trickled down to only a few people. The moderator is looking at her watch, and, you know if you don’t get up soon and ask your question, you will have lost your opportunity. Do you stand or stay seated? What’s your choice? The question comes to mind because it seems sometimes that, all too often, people have questions, but for some reason, they don’t stand up and ask them. Depending on your personality and interests, the vague mention of a speaker or panel might have conjured up any number of images – an industry convention or a panel of the stars of your favorite television show. What if it was your local board of supervisors? What

This week, people around the country are recognizing the start of a very important tradition called Sunshine Week. Now in its 11th year, the week, which is being observed March 13 to 19, is a national initiative to promote a dialogue about the importance of open government and freedom of information. Traditionally, participants include news media, civic groups, libraries, nonprofits, schools and others interested in the public’s right to know, according to sunshineweek.org. Hopefully, every reader looking at this column will pause for a moment and think about the importance of

this week’s mission. People sometimes talk about the “good old boy” system and back room deals, but, even as someone only in her 30s, I recognize how far this nation has come in holding our governments accountable compared to where we used to be. Is the system perfect? Absolutely not. That is why we have Sunshine Week in the first place and continue to remind ourselves to never stop fighting for the right to have information and to ask questions. This is especially true in regard to decisions as important as those being made by our elected officials and government staff. They are decisions that can affect our lives, our finances, our health and our safety, so, yes, we absolutely should be taking a look at how and why they are being made. The question may be silly. Ask it anyway. You may feel self-conscious getting up in front of people to ask it. Do it anyway. You may be in the middle of the row and accidentally step on a few toes getting to the aisle. Say “excuse me” and keep going. Hopefully, when people in the county elected our local leaders, who, in turn, hired top government staff, lack of trust in their decisions wasn’t an issue. We trust them to do the work and make hard decisions, and they do it. At the same time, transparency and accountability are never traits the public or the media should be ashamed to ask for when it comes to our governments. In this nation, unlike so many others, that is our right and sometimes even our duty as citizens who care about the decisions being made on our behalf. Students deserve praise for helping keep county beautiful

he Richmond-Washington corridor is one of the busiest routes in the United States, and both business and personal users of the thoroughfare demand easy and efficient access between the nation’s capital and points south. It also doesn’t take a genius to recognize the aging infrastructure that supports our railroads will not last forever, and the United States has fallen sadly behind our global neighbors when it comes to high-speed rail. It’s an issue that’s easy to support …. until it knocks on your door. That’s the reality of a current process designed to study the feasibility of establishing highspeed lines between the two cities. What’s not to like about the idea? Connecting the two cities expands employment opportunities for millions of potential employees in the Richmond-Washington, D.C., region, and high-speed rail means working in Washington is a real option for those seeking positions not available in Richmond. And anyone who has made the trip in recent years knows overtaxed road systems are stifling growth and fraying nerves in Northern Virginia. Many fear the same gridlock is slowly moving south, and road expansion becomes more challenging with each passing year. Yes, the rail model looks good for commuters and represents at least an effort to begin to address the state’s critical road construction challenges from a different angle. The Virginia Department of Rail and Public Transportation (DRPT) is examining a plan to improve intercity passenger rail service. They pledge to “engage the community to help complete the final phase of a rigorous environmental analysis and preliminary engineering effort that reflects the region’s vision for the Washington, D.C., to Richmond segment of the Southeast High Speed Rail corridor.” It all sounds so conceptual until residents realize the project will require sacrifices and could disrupt lifestyles. It’s a question that Ashland residents began to think

about once they learned the details of the proposed route for the new system. High-speed rail requires new track, and safety enhancements that could amend cityscapes, or change the flavor of a rural community. Some residents have expressed concern regarding the proposal, still unfunded and years away from construction. They have valid inquiries about how their lives could be affected by the project. Last month, Hanover County residents were almost uniform in their opposition to the latest airing of the proposed route. When U.S. Dave Brat, R-7, met with Hanover residents last month, not a single one voiced support for a western option that bypasses the Town of Ashland and moves the route into rural Hanover. And there’s also no support for the option that places the new rail in the center of Ashland, a proposal that leaders and residents have decried since its inception. It turns out building an East Coast high-speed corridor is more complicated than it appears at first glance. The current study is only step one in a process to gauge financial and environmental impacts of the proposed route. That brings us back to the need, and the reality of upgrading major infrastructure projects in our nation. The process is complicated, burdensome and often moves at a snail’s pace. But, when the project is slated for your backyard, careful consideration is essential, and whether or not you support high-speed often comes down to where you live. I don’t pretend to know the details or intricate factors involved in studying such a massive project, but I do recognize the necessity of continued public input in the process. It also highlights the realities of change that never comes without affecting some portion of our citizenry in a negative fashion. Currently, residents are faced with three options. Competing routes through Ashland and the western part of Hanover County represent the first two. The final option is not to construct high-speed rail. The first two represent tough choices for affected residents and officials, but the third provides the real threat to our future progress. P.O. Board’s delay in advertising a real estate tax rate doesn’t bode well Dear Editor, The board of supervisors missed two opportunities this week to ensure that real estate taxes will not be increased for their constituents, even though some had pledged not to raise taxes during their campaigns last fall. Instead, they punted the decision to later this month. This subject has taken time for me to fully understand, however I think I’ve captured the situation correctly in the following: Multiple members of the board cited their preference for delay was due to receiving new information from recent budget workshops. In my opinion, there can only be one reason to not advertise a rate of $.85 immediately, and that is some board members’ desire to leave the door open for a possible adoption of a greater rate. While the decision before them was only to decide which rate to advertise to the public, (that rate cannot be exceeded, only lowered) they missed a chance to support a no-increase policy by choosing a rate of $.85. Advertising a revenue neutral rate would infuse discipline into the budget process, provide a firm target goal and focus the board to spend taxpayer funds on priority and essential items only. While I believe some members may support a $.85 rate or lower, I suspect that a small portion of the board is see LETTERS page 9A

Jones added that he and county administrator Pat Weiler agreed it was a good idea to put a new elementary school into the county’s long range capital improvements program (CIP) plan in 20252026 to have it as a placeholder. They are also adding placeholders for the wing additions to the high school and new middle school already included in those buildings’ design plans. “We are placing those in the CIP because the county wants to make sure that is a long range need and that proffers can be collected to help meet those long range needs,” he said. “What our projections show us at this time is that we have capacity in all four buildings without any additions to get us to 2025, which is as far out as we have taken projections.”

Fifth grade While fifth-graders are currently housed at Pocahontas Middle School, next year’s class will remain at their elementary schools for an extra year, Jones said. All families should have been notified by a letter and the school district will continue to communicate that so nobody misses the information, he said. The fifth-grade teachers were surveyed to determine which of Powhatan’s three elementary schools they would like to work, and all of them got either their first or second choice, he said. Those teachers have already met with their new principals. Some teachers will also be shifted to different rooms or hallways at each elementary school as administrators work to use the space the most efficiently, Jones said.

“We are trying to be responsive to the staff and answer as many questions as we can,” he said. Administration staff has met with resource and elective teachers and will be making some changes there as well because of the volume of children at the elementary schools, he said. Additional physical education teachers will be needed at the elementary levels, and help in the areas of art, music and technology will be added at Flat Rock since it is the largest.

The administration is still working out what kind of escort system will be in place as students travel between the schools, but safety will be a prime consideration, Jones said. Martha Powers has been tasked to be a middle school administrator based at Pocahontas Elementary School for the sixth grade students there, Jones said. This will relieve the burden of the elementary school office staff since they will already be busy with pre-kindergarten through fifth grades.

While school administration had considered moving sixth-graders down to the elementary schools as well, they decided instead to keep them together to make sure the full course offerings, especially electives, would be available to all students, Jones said. “Having them split between three schools and trying to offer all of the electives that we offer sixth grade would have been very, very difficult without increasing staff,” he said. Instead, it was decided to have sixth grade split between Pocahontas Middle and Elementary schools, Jones said. There will be eight sixth grade homerooms at the elementary school and four homerooms at the middle school. The core content will be taught at each of those locations but all sixth-graders will eat lunch and take their electives and health and physical education classes at the middle school, Jones said. About 90 percent of the students will have to make the trip between the two schools once a day, but a small group of sixth-graders will have to make it twice on Tuesdays and Thursdays, he added. “We’ve got it to where there is going to be minimal movement between the buildings, but there will be some moving, as there always is when you do a renovation,” he said.

Seventh and eighth grades will be housed at Pocahontas Middle School with teachers from the junior high moving their belongings over to their new home at the end of this school year, Jones said. Letters have already gone out to families letting them know about the change, and staff has been answering many questions about the move, he said. Jason Tibbs, principal of the junior high, met with his staff last week to give them their room assignments at the middle school for next year and talk a little bit more about the move, Jones said. All of the junior high’s furniture in good condition will be moved to the middle school and other locations where it is needed, Jones said. Later in the presentation, the school board discussed what to do with the items left at the junior high school. Suggestions included having an event where the public could buy some of the leftover items almost as memorabilia or selling the materials to other school districts. “The contract for the new middle school includes new furniture, so we are not going to need all the furniture there,” Jones said. “There may be other school districts that are in need of desks and chairs that may want to come and pick up a truckload of them. We will certainly make that available.” There is no good way to get what is sure to be a large quantity of items out of the building, but if the public can help remove some of it, that might be a good option, said Rick Cole, who represents Dis-

Scheduling and transportation In terms of the day for sixth-graders, they will be on the same bell schedule as the seventh- and eighth-graders, with their day beginning at 7:45 a.m. and ending at 2:37 p.m., and ride on the same school buses, Jones said. Elementary buses will carry kindergarten through fifth grade students. The goal is to move all three elementary schools’ schedule back by 15 to 20 minutes so they are not getting out of school and home so late, Jones said. He said elementary school staff are likely to be on board with that change. School staff is currently examining all of the bus routes to come up with configurations that are efficient but don’t lead to overcrowded buses, he said.

The Move Staff members are being encouraged now to start going through and purging materials they do not need to reduce the amount that has to be moved, Jones said. Staff will be supplied with boxes and labels for the move. The priority will be to get everything out of the junior high school so that demolition can take place in early July, he said. After that, the items being moved between the other schools will take place throughout the summer. “We will certainly allow teachers back in the building as we have in the past during summer. So if they want to come back early and set up their classroom, if they have a new classroom, they can certainly do that as well,” he said. Staff has been using some trailers for storage, so those will have to be cleaned out, he said. She leaves to cherish her memory, her devoted sons, Dean and his wife, Sue, of Powhatan, Eric and his wife, Michelle, of Houston, Texas; and two loving daughters, Pamela Johnson and her husband, Ted, of Pearisburg, and Denise Olsen and her husband, Scott, of Salt Lake City, Utah. Rick Cole, District 1, pointed out that the issue of incentives came up because the school board was concerned about the amount of money annually spent on substitutes. “Whether we develop these incentives or something else, I think it is an issue. It is a difficult issue and it’s an issue that we need to look at and talk about,” he said. Cole said he thought the issue merited ongoing discussion even if it is a “difficult mountain to climb.” “When we look at our budget, our line item for what we spend on substitutes, we’ve got to at least talk about it,” he said. I think we absolutely have to come up with a different way to do it.” Dr. Eric Jones, superintendent, reminded the board that the policy was put out to the staff in a survey and received both positive and negative feedback. School administration has already begun looking at some different alternatives based on that feedback, which was always the intent, he added. “This was not presented as a finished product but was really modeled after a successful program that we instituted with our transportation and based on research that Ms. Horn worked very hard to gather,” he said. Administration will take that feedback and try to fashion a recommendation to the board of other incentives or recognitions, he said. hortly after 3:30 p.m. on March 9 at River City Sportsplex in Chesterfield, the Powhatan girls lacrosse team started its first minutes of game play as an official high school team. It was a moment that the coaches, the players, and the school won’t soon forget. The Indians got off to a rough start, perhaps first game jitters, in their exhi-

bition game against Monacan, but eventually they found their footing and won the scrimmage 11-6. “We came out a little slow in the first half,” Powhatan lacrosse coach Vince Evans said. “We made some adjustments. They came out with some intensity in the second half and really pulled the team together. You could see the chemistry really working well. It’s about building that comraderie.” Monacan jumped out to an early lead on Powhatan, but the Indians were

quick to score their first ever goal from the stick of Faith Lawhorne. By halftime, Powhatan had cut the lead to 5-4. Then, the second half adjustments kicked in and the Indians went on a 7-1 run in the second half to gap the Chiefs. The road toward the chance to be playing on the field ahead of the first season of VHSL sanctioned play was not an easy one for the Indians, but it was well worth it acsee OFFENSE page 7B

Stingy defense, quickness lift Indians over Chiefs By Billy Fellin Sports Editor

ust like the girls team on the same day, Powhatan’s boys lacrosse team took to the field at River City Sportsplex in Chesterfield on March 9 as the sun was setting and day turned to night in a scrimmage against Monacan to begin the team’s first ever VHSL competitive season. And, just like the girls team before them, the boys team took down the

Chiefs in an 8-4 final. The Indians came out of the gate slowly, but as the lights came on and the dark settled in, the Indians came into their element and were able to get their offense going. The defense became a wall in the second half and was able to repel any Chiefs offensive opportunity that was present, something the team could be heard shouting about as something they want to see more of as the season goes forward. “They played well for

their first game,” head coach Chris Muss said. “Lots of things to work on of course. I don’t want to take away from the win, but I wouldn’t be a coach if I didn’t see something we could improve on. I saw some great opportunities to get even better. Blessed Sacrament Huguenot’s baseball team will have a very special ceremony prior to its doubleheader home-opener against Alliance Christian on Saturday. The school will have a baseball alumni celebration to honor longtime

coach Gary Brock. According to the press release, Brock was a staple of the baseball program when the school was known as Huguenot Academy for 19 years. He is the winningest coach in school history with over 200 wins, according to BSH coach James Poore. Brock’s teams were pe-

rennial contenders in the Virginia Commonwealth Conference (VCC). He coached at the school from 1982-1996. “Although the school’s name has changed, it is only fitting to honor Coach Brock and his mark on the rich history of the baseball program which continues to flourish today at Blessed Sacrament Huguenot

Catholic School because of Brock’s influence,” the press release for the event stated. The school is inviting all members of the past baseball teams from both Huguenot Academy and Blessed Sacrament Huguenot to attend the game. “He was well respected by other coaches in the league but more beloved

by the players who played for him,” Poore wrote in an email. Powhatan baseball eyeing another run By Billy Fellin Sports Editor

Powhatan’s baseball team made a memorable postseason run last season. The Indians took down Jamestown in the conference semifinal, an upset win, and advanced to the conference final where they fell to Grafton. But, a 4A East regional quarterfinal rout of Churchland sent Powhatan to the regional semifinals against Glen Allen. While the season would end against the Jaguars, who would go on to win the 4A state championship, the Indians showed they could go toe-to-toe with the top teams of the area.

Do the Indians have another run in them like last year? Or, perhaps make it even further? “I do,” Powhatan coach Gregg Conner said. “We had a good run there at the end. We lost a lot of onerun games early in the year and as the young guys came around, by the end of the year, we were winning those one-run games. Hopefully that’ll carry over. They had a lot of tough game experiences last year.” Those tough game experiences could very well end up being a huge key for this season, if those close games go Powhatan’s way more often than not. Conner said he thinks

winning those close games could be a difference maker this season. Powhatan only lost three starters from last season’s team and, overall, the team is still fairly young after starting five freshman last year. But, that youth has significant experience in all kinds of different game situations, and has that playoff experience that will be pay dividends in 2016. Sophomores Brad Painter, Logan Amiss and Cody Willis are back to start at shortstop, catcher, and first base, respectively. Amiss hit .305 last year, while Painter hit .265. Senior outfielders Pey-

ton Mawyer and Cole Biringer and senior second baseman Brennan O’Neil will part of the upper echelon of experience and leadership the Indians will this year. Biringer hit .353 last season, while O’Neil hit .250. “I like what we have,” Conner said. “We have a lot of young guys, a good mix of young guys and veterans. It’s just a matter of getting the right pieces in the right places.” The pitching staff, in particular, is very deep for the Indians, with junior Adam Seal and sophomores Trenton Tiller and Matthew Church in the rotation. “We have 12 guys that

throw,” Conner said. “There’s not a lot of difference in them. I’m not scared to go to the pen. We’ll mix and match and make it work.” Powhatan had scrimmages against Fluvanna and Matoaca this week that were valuable learning experiences for the team. “We played well in both scrimmages,” he said. “We didn’t hit quite as well (against Matoaca) as we would have liked, but our pitching was good and our defense was good. If you’ve got good pitching and good defense and the hitting comes along, things will be pretty good.” While the hitting may not have been idea against

Matoaca, the Indians were peppering the outfield during practice drills on Friday. Hits were going to every field, as well as many line drives through the infield that would be run producing hits in the right situations this season. Getting back to the playoffs is the big goal of the season, according to Conner. “Anything can happen,” he said. “We have to believe. We can continue to play as long as we are playing well. It is what we do with it that that will make all the difference this season. If we’re able to take advantage of what we have, I think we can have a very successful year. for Powhatan. Junior Harley Conner hit .353 last year, while seniors Lauren Ratliff brings a .345 batting average and Valarie Fridley returns after a .333 average last season. Basdikis was also effective on the mound, going 6-3 with a 1.8 ERA. She struck out 55 and walked five. Fridley also was strong in the circle, with a 7-3 record and a 2.69 ERA, with 54 strikeouts and just five walks as well. Junior Ali Celiberti was limited in the circle last year, but had a 1.75 ERA and struck out eight batters. Those statistics are impressive from last season, but Crump said the team comes before all. “I’m looking at 14 players to carry us, right

now,” she said. “I’m very team-oriented. Every day I expect it to be somebody different. Usually someone steps up.” Powhatan participated in two scrimmages last week. First, the Deep Run Wildcats came to visit the Indians on Tuesday, followed by Monacan on Thursday. The first few innings against Deep Run was a classic pitchers’ duel. Both teams were strong in the circle as well on defense. In those first few innings, only a couple of base runners were able to reach base. But, eventually the bats came alive and the offense was able to showcase what they can do. Several pitchers got work against Deep Run, as Crump said that the

first two pitchers went three innings each, followed by another pitcher one inning. “During those innings, I thought we did quite well, as far as defensively and keeping them off the bases,” she said. “I was pleased in that aspect because it is still early in the season, especially for pitchers. As far as that went, I thought we did a good job of keeping them off the bases.” Crump said that she knows what the team needs to do this season to succeed. “We still have work to do,” she said. “Offensively, we have to get our bats going against the good pitching.” Billy Fellin can be reached at wfellin@powhatantoday.com.

Indians tennis confident going into ‘16

T

he Powhatan High School tennis courts are tucked away from the rest of the athletic fields on the school’s campus. While the teams might be a little out of sight, they are no less gearing up for the upcoming season. For the girls team, Jennifer Campbell has taken the reins of the team for her first season as coach and said that she thinks the team will do well in the 2016 campaign. Campbell said she is looking to her No. 1 and No. 2 players in particular to lead the team this season, both of which has similar styles of play and leadership. “Ashley Gribble and

Beth Long are my number one and number two,” she said. “(Gribble) means business. She plays seriously, she doesn’t fool around, doesn’t goof off. When she hits, she hits. (Long) has that same kind of work ethic. She hits a bit more.” Campbell said that the team overall has a good balance of young players and more experienced juniors and seniors. “The top six are more juniors,” she said. “We’re working on leadership from the older girls to bring along the younger girls.” Campbell believes that one way the older girls can help the younger girls along is to show tenacity in the face of adversity throughout the matches. “We need to keep playing hard even if things aren’t going their way,”

she said. On the boys side, coach Timothy Barnes said that he has a lot of very athletic players on his roster this season. “I’m real excited,” he said. “We have a lot of new guys out here that have come out with good, natural athletic ability or natural tennis skills. They were really ready to play this year, both the new and returning players.” Barnes said the team is coming off a successful 2015 season. “We had a couple of guys that moved up alot last year,” he said. “The year before we lost four of our top six as seniors. A couple of those guys took on roles maybe they weren’t expecting but they played really well. I think those guys have really committed their time to it

and can do really well this year.” Caleb Atkins will be the No. 1 for the Indians boys team this season and Barnes said that he’s in love with the game. “He’s a natural athlete,” he said. “He wants to score every point. He wants to be successful every time. He does a good job of taking a leadership role on the team and keeping everyone in line.” One player in particular that has stood out so far in Barnes’ eyes is a first-year tennis player,

not just for the Indians, but overall. “Blair McItyre is going to one of our starters this year,” he said. “He came out and really just took off in a way I wasn’t expecting. He’s really picked up enough right away to be able to come in strong.” Dedication this season will be the name of the game for the Indians boys tennis team in order to be successful. “We just need to keep the dedication,” Barnes said. “If they can stay ded-

icated to the team, as much as tennis is an individual sport, it’s a dedication to the entire team and the game. If they can do that, they will succeed. They can build each other up and push past all the opponents of the other teams.” Powhatan’s girls team will start March 17 at home against Monticello, while the boys will travel to take on the Mustangs. Lacrosse asks school board for funding By Laura McFarland News Editor

Players, parents and coaches with Powhatan High School’s lacrosse program came out in force at the March 8 Powhatan County School Board meeting to seek school funding for their program. Several parents and students spoke to the board during set comment periods asking that as the members consider the school’s 2016-2017 school budget, they consider adding funding for the school’s lacrosse program. The program was added as a varsity sport this year on the condition that it was parent funded to see how it could do. However, with about $30,000 needed annually to fund both a varsity program for boys and girls teams, organizers knew they couldn’t wait until they were in the middle of their second year to wait to ask for funding to go into the next budget cycle, said Steve Somerville, one of the parents. “We need to raise (about) $30,000 which was estimated to fund both the boys and girls. We expect to accomplish that this year. However, to continue to do that year after year is going to be a burden to say the least, if not impossible,� he said. In larger school districts that also use the parentfunded model, it is easier to raise those kinds of funds, but in a county as rural and economically diverse as Powhatan, it is a real struggle, Sommerville

Somerville and other speakers thanked the school board for giving the lacrosse program a chance this first year but said they felt it would be a matter of inequality to not have it funded like other varsity sports moving forward. Girls varsity player Nailah Chambers said she and her team members have to fund more than $200 out of pocket to participate for what is now a school varsity sport. “Since it is listed as a varsity sport, I feel that we should get the same opportunities and benefits as other varsity sports that are at the school,� she said. “It will really help because Powhatan is ranked as one of the top schools. I think having the girls lacrosse team school funded would complete a circle of sports that we have at the school. Boys varsity player Dominic Stage said that being allowed to play on a team that loves what they do so much is amazing and to receive the school board’s support would be even more so. He questioned being compared unfavorably with other varsity sports with established programs. “It is almost like saying why don’t you go out and get a job that pays $80,000. It is a much more difficult process than that,� he said. Stage added he understands the board might be uneasy “throwing money into something when you don’t know if it could be successful or not.� He pointed to the large crowd of lacrosse supporters,

many of them players, and said they came of their own free will, not at a coach’s urging. “We talked about coming out here to support us and what we love because we want this to go as far as we can take it. And we are ready,� he said. School board members addressed the lacrosse issue during their own comment period at the end of the meeting and expressed a variety of views. Valarie Ayers, who represents District 3, said that while she wasn’t going to come out and say to fully fund the lacrosse program, based on the success of their first year, she thought the issue warranted more discussion. Kim Hymel, District 5, reiterated her stance that the school board should “find the money somewhere� to fund the lacrosse program. “It is very discriminatory to not fund every sport. I feel very strongly,� she said. Rick Cole, District 1, said he understands that the lacrosse players feel they are not being treated fairly but their position is not the only one to consider. “I also hear oftentimes from the public who don’t have any kids in school and don’t have any students involved with any activities. They talk about fairness to them,� Cole said. “Is it fair for the taxpayers of Powhatan to support one more sport, to support one more activity?� If money was not an is-

sive and Evans doesn’t think the sport is done growing in the county, which would have a direct impact on the high school team as well. “I think the sport in Powhatan is just going to take off. We’ve grown leaps and bounds. For the girls program, I think we’re going to grow even more. I think that we’re going to have a JV and a varsity team within two years.� The 2016 Indians team will be led by Lawhorne, a senior, on the attack. Sophomore Reagan Thomas also will join Lawhorne on the attack. Juniors Brie Burgio and Hannah Raynor, as well as freshman Ashley Van Buskirk will take up the midfield. Alexis Evans will be the anchor of the

defense. “Jaida Williams, our goalie, is brand new in the cage and she had a lot of good stops (against Monacan),� Evans said. “Alexis on defense will be able to get some ground balls and cause turnovers. That’s going to be really effective. Our team working together will be key. We’ve got a lot of girls that are new to the program. We have everything from freshman and sophomores to juniors and two seniors. It’s a young team. We’re looking forward to some strong leadership from my juniors.� After the game, Dominic Stage took the opportunity to savor the history of the moment by climbing up on a bench and taking a selfie with the entire

team. While the team is in its first season of VHSL eligibility, that doesn’t mean that Muss and his coaches and players have anything less than high expectations for his team. “We’re all about the ‘W’,� he said. Powhatan begins their first season of VHSL competition on March 21 at home against Midlothian at 6 p.m. The second game will be March 23 at home against Benedictine at 5 p.m. A big test for the young program will be against an established private school program at the Steward School on Apr. 14. Joe Walters, District 4, also agreed there is an equity issue when a parent who has children who participate in varsity baseball or football without paying anything out of pocket but then have to cover all the costs for lacrosse. Although he wasn’t on the school board when lacrosse was accepted as a sport at the high school, he felt they started down a path and now parents “have an expectation that the board will move forward with some sort of support as we progress.� Chairman Jim Kunka,

District 2, said he sees both sides of the issue and would love to fund the lacrosse program, but he feels the same about many other programs where students have to put out money and fundraise, such as band. Dr. Eric Jones, superintendent praised the lacrosse organizers for being accommodating throughout the process of working with them. “We have, I believe, upheld that commitment, moving forward and starting a program really two years before we probably should have if we were going to implement it in a fashion that was sustainable, which is why we went with a parent funded

model, which is something that every other lacrosse program in central Virginia has done,� Jones said. He said his staff would work up some figures about what it would mean to add lacrosse funding to next year’s budget and bring it back to the school board. A few days after the meeting, lacrosse parent Jason Davis called and informed the Powhatan Today that the players planned to spend a good portion of Saturday making the fields where they practice at Powhatan Junior High School look nicer.
