Gannon elected chair of Powhatan Republican Committee By Laura McFarland News Editor

P

OWHATAN – Jean Gannon was elected the new chairwoman of the Powhatan Republican Committee last week in a vote that her opponent has already promised to challenge. Gannon, of Powhatan, won the election 131 votes to 99 votes in a victory over incumbent chairman Pat McSweeney, also of Powhatan. The vote was held during the committee’s mass meeting on Tuesday, April 5, at Powhatan High School.

After a meeting that lasted several hours, Gannon said she was relieved and excited to hear her name announced as the victor, both for herself and the party. She said the party needs to immediately concentrate on the 2016 presidential election and doing what they can to get a Republican elected. “I think we’ve got a really good opportunity here to grow the party and get more of our people elected. It is time to start winning again,” she said, adding she wants to make the party more visible in Powhatan. She will serve a two-year

term and is set to take over her new position starting with the group’s next meeting at 7 p.m.

The election came at the end of what Gannon and others described as a contentious meeting filled with too many delays. Kirby Burch, who was elected at the meeting as temporary chairman of the mass meeting, cited issues with delays in registration and challenges made in the meeting as well as attempts to circumvent the Republican Party of Virginia’s party plan.

Understanding Powhatan’s debt By Laura McFarland News Editor

POWHATAN – The Powhatan County Board of Supervisors has less than three weeks before its members are scheduled to make a final decision on the fiscal year 2017 Five Year Capital Improvement Program (CIP), which carries the potential of adding up to $54.5 million in possible bonds to the county’s current outstanding debt of $73.5 million. The board is scheduled to vote on Monday, May 2 on the CIP, as well as the FY 2017 budget, real estate tax rate, and revenue fee schedule. During the same meeting, which will be held at 6 p.m. in the Village Building, the board will authorize bonds and budget and appropriate the bond projects and the FY 2017 CIP projects. As the county looks forward to funding needs related to schools, public safety and transportation, county administrator Pat Weiler helped shed a little light on the existing debt that the board of supervisors may soon choose to increase.

The past history of interest and principal paid on bond projects is good data to have, Weiler said, but she cautioned that it is not necessarily used to make the decision as to whether or not to issue new bonds. “The decision to issue new bonds is based on your existing debt service, analysis of your future debt service and can you afford that future debt service,” she said. “The projects that would be funded with the bonds are a decision the board makes based on the needs for those projects, not whether or not there were similar projects in the past.” Still, county administration recognizes the importance of that information and Weiler, who was hired in 2013, and Charla Schubert, the director of finance hired in 2014, are slowly compiling the data that shows how and why the county’s existing debt came about and how it has been handled. OWHATAN – The lead members of Powhatan’s YMCA Expresso team freely admit they are competitive, and they have the trophies to prove it. Each month, a dedicated few whip members of the Elizabeth Randolph Lewis Powhatan YMCA into a frenzy about finishing first in competitions involving the gym’s stationary bikes, which combine virtual reality with fun, competitive programming. The machines can track individual riders’ statistics, combine them with others on their team, and put them in competitions with other riders across the United States and around the world. One month they are trying to be the team that burns the most calories. Another month, they are trying to beat their personal best performances on a particular race to gain points for their team. Their goal: world domination. And surprisingly, they are doing quite well, said Tom Walton of Powhatan, one of the driving forces behind the team’s competitive spirit. The team has won

One killed in single vehicle crash Staff Report A Powhatan County woman was killed in a single-vehicle crash on Anderson Highway in the evening of Tuesday, April 5. Deborah C. Brady, 64, of Powhatan County was killed when the vehicle she was driving ran off the road and struck and embankment. The crash occurred at about 8:30 p.m. at the intersection of Judes Ferry Road and Route 60 in Powhatan County. Virginia State Police Trooper W.

Boelt is investigating the crash. His investigation revealed that a 2005 Honda Accord was traveling south on Judes Ferry Road when it went through a red light, crossed both the east and west bound lanes of Route 60 and struck the embankment. Brady, who was the driver and sole occupant of the 2005 Honda, died at the scene. She was not wearing a seatbelt. Speed and alcohol are not being considered factors in the crash, which remains under investigation.

Horse vaccinations an impending need Contributed Report Mosquito season will begin soon in Virginia, which means it’s time to start thinking about vaccinating horses against mosquito-borne illnesses such as West Nile Virus (WNV) and Eastern Equine Encephalitis (EEE). Rabies is not a mosquito-borne disease, but it’s a fatal disease that also requires an annual vaccination. Last year three horses died of rabies in Virginia, one each in Fairfax, Frederick and Loudoun counties. The Virginia Department of Agriculture and Consumer Services (VDACS) urges all horse owners to check with their veterinarians for vaccination recommendations for their animals. In 2015, Virginia only had one confirmed case of WNV (in Orange County) and three of EEE (unrelated cases from July through October, all in Chesapeake), although many surrounding states had a much higher incidence of cases. “Timely vaccination has been shown to decrease WNV and EEE disease incidence drastically,” said Dr. Richard Wilkes, state veterinarian at VDACS, “and that may explain why cases are down in Virginia. Without vaccination, we would expect to see many more infected horses, so we still urge horse owners to consider EEE and WNV vaccination. We believe that in most cases, private veterinarians will recommend them for their clients.” WNV and EEE vaccines are effective for six to 12 months, so horses should be re-vaccinated at least annually. In areas where the disease occurs frequently, most veterinarians recommend vaccination every six months. For the vaccine to be effective it must be handled and administered properly and be given at least two weeks before the horse is exposed to the virus. Additionally, to stimulate full immunity, horses must be vaccinated twice, about 30 days apart, the first year they are vaccinated. Other prevention methods include destroying standing water breeding sites for mosquitoes, using insect repellents and removing animals from mosquito-infested areas during peak biting times, usually dusk to dawn, and turning off the lights in and around the barn at night. Wilkes also suggests that owners check about rabies vaccinations for their horses. “Three cases are three too many,”

he added, “because the disease is 100 percent fatal but vaccination is very effective.” In addition to taking measures to decrease the likelihood that horses will be exposed to rabies, routine rabies vaccination is a very important aspect of disease prevention. Vaccinating horses annually can prevent rabies in both horses and humans. Humans can become infected with rabies by handling a rabid horse but cannot become infected with EEE or WNV by handling an infected horse, nor can a horse acquire the virus from another infected horse. The presence of an infected horse in the area indicates that mosquitoes carrying the EEE or WNV viruses are present, however, and those insects pose a threat to both humans and horses. All three of these diseases – EEE, WNV and rabies – cause neurologic signs in horses, such as staggering, circling, depression, loss of appetite and sometimes fever and blindness. The mortality varies from disease to disease, with 30 percent of WNV-infected horses dying, to a 90-percent death rate for EEE and 100 percent mortality for rabies cases. There is no proven cure for these diseases, but veterinarians can provide supportive therapy to treat symptoms of EEE and WNV and keep horses from injuring themselves. When horse owners call the vet about a vaccination schedule, it’s also a good time to get the horse tested for Equine Infectious Anemia (EIA). Virginia horse owners should be aware that “all horses assembled at a show, fair, race meet or other such function or participating in any activity on properties where horses belonging to different owners may come into contact with each other in Virginia must be accompanied by a report of an official negative test for equine infectious anemia.” For more information on WNV or EEE and the Coggins Test for EIA, contact the Office of Veterinary Services at VDACS, at 804.786.2483 or see vdacs. virginia.gov/animals-animal-health.shtml. Horse owners should contact their veterinarians for further advice on prevention, diagnosis and treatment.

Margot Maria Stanley, 58, of Powhatan, was called home by God, in his infinite wisdom, to be with him on Tuesday, April 5, 2016. Margot was born in Germany, became a citizen in the United States, and proudly served in the U.S. Army and at Walter Reed Hospital in audiology. She STANLEY loved both her native country of Germany and her adopted country, the United States. She passed away peacefully at home surrounded by the love and comfort of family and friends while maintaining her classic dignity, humor, smile and determination to the end. Walton said with a grin. Many people want to know what the team’s secret to success is, Walton said, but it really boils down to staying involved with people. One of the best features about the team is its complete lack of exclusiveness, he said. Anyone who logs any time on the stationary bikes, whether it is one time or every day, has their statistics added to those of the rest of the team made up of YMCA members. The Expresso team has had a huge impact on the local YMCA since organizers started getting competitive, Matt Henke, executive director, said. The team has become a family of riders who exercise and support each other, which embodies what the Powhatan YMCA stands for in the community, he added. “When people can come together, support each other, care for each other, and rally to support a great cause, it is what makes being a part of our Y an essential part of our community,” Henke said. “This is more than burning calories or losing weight. This is about building up your soul and being healthy inside and out.” Leaders of the team like Tom Walton, his wife Diane, and fellow member, Elmer Watts of Cumberland, fully admit to being super competitive, but they are also creating an environment where friendships are being formed, lives are being made better and people are helping their fellow community members, Henke said. “They have fostered a sense of community and family through this program and those that have participated in it are better, stronger, and healthier because of it,” he said.

Competition is borne When the Waltons joined the local YMCA and started using the stationary bikes, the gym only had four Expresso bikes and the couple was simply riding for exercise purpose. Tom Walton had done a great deal of cycling on the road, so he appreciated that the Expresso bikes were designed to be much more interactive and realistic than a regular stationary bike. The graphics are more like a video game than a real video, but riders see the scenery and make the turns as if on a real bike. Then someone pointed out that the performance numbers were being tracked by the machines when riders logged in and that Diane Walton had burned more calories than her husband. It was the equivalent of waving a red flag in front of a bull, because the competitive spirit in Tom Walton quickly rose to the challenge. As a side note, Tom Walton pulls out the record of the individuals worldwide who have burned the most calories in a month. His name is at the top of the list with 107,445 calories burned in December 2015. Right on his heels is Watts with 100,003 calories burned in the same month. “That is indeed an obsession. It took riding about six or seven hours every day to get to that many. They were closed Christmas or it would have been more,” Tom Walton said. “Elmer is in second place. We are the first two people to break 100,000 calories in one

month.” As word about the challenges started getting around, more YMCA members became excited and wanted to participate, Tom Walton said. The group now has an age range among its members from 10 to 89. While many other teams are comprised of people in their 30s and 40s, the average age of the Powhatan team’s members is the oldest in the world. Powhatan’s team has a higher per-

bike, he said. “The YMCA has been super and helped us. This is an obsession they bought into. No other YMCA in the Richmond area has as many bikes as we do,” he said. The relationship has gone both ways. In February, the goal was that 10 cents was donated to the YMCA for every mile ridden, with the money going to the Learn to Swim program for all the second-graders in the county, Tom

centage of people in their 60s and 70s than any other team does, said Tom Walton, who is 67. “I think it is a neat thing that we do have people from all age groups. The young people really respect us older people, and we are really excited to have younger people doing it, too,” he said. “Obviously the trophies don’t mean anything in the long run, but the relationships people build up last a lifetime and have an impact.” Watts, who turns 70 in less than two weeks and is just as competitive as Tom Walton, was an easy convert. He freely admits he is “kind of obsessed with the bike,” but points out he has lost 42 pounds in the last year. That is entirely thanks to circuit training and bike riding, he said. People may start riding the Expresso bikes as introverts, but they are usually extroverts within three months, Tom Walton said. “That is our goal. Nobody just sits there anymore,” he said. It is a fun and friendly atmosphere, which is part of the reason it is becoming more popular, Diane Walton said. “Matt (Henke) says he likes it when he hears us laughing,” she said. As more people became interested in joining in the challenges, not having enough bikes became a problem, Tom Walton said. It was a problem the team began working on right away. They got one free from a YMCA in Manchester. The riders chipped in $600 to buy another one that was used. The Powhatan YMCA bought a new high definition bike. Then the riders pitched in again to buy the gym’s eighth

Walton said. At the end of the money, more than 100 riders participated and the team raised $2,003.94, Henke said. The YMCA’s staff appreciate that the team members are not exclusive but make people feel welcome and that they are part of a family, Missy Lhuillier, director of wellness at the YMCA, said. Added to that, it is just fun to watch how competitive some of the team leaders and participants get if they feel they are being challenged by another team. “If they think anybody is getting

close, they are on the phone the night before recruiting to see who is going to be on which shift riding,” she said. “It definitely has increased the morale, the camaraderie and the teamwork.”

Riding into fitness The bikes and the formation of the Expresso team is having a huge impact, especially on Powhatan’s active adults and retired community, Lhuillier said. The activity is bringing them together every day and keeping them active. “I definitely think that weight loss is a side effect out of the enjoyment they get from competing. It is a good side effect,” Lhuillier said. Willis Robertson of Powhatan joined the YMCA in May 2015 and began riding with the team that October. He is a lawyer with retirement looming, and these days, when he is not at work he is often at the gym, he said. He said he likes the atmosphere around the bikes because there is a great deal of kidding around, and he appreciates the progress he is making. Since joining the gym last year, Robertson said he has lost 32 pounds. In January, the YMCA had the highest participation in a challenge it has ever had with 127 people logging numbers to see which team around the world could burn the most calories. Powhatan won the team challenge with 612,954 calories burned. It also had 28 YMCA members who burned 5,000 calories that month. The second place team was from a YMCA in Ohio and ended up with 575,545 calories, Tom Walton said. “We were closed for three days because of snow and they weren’t, so we were worried,” he said. “He was worried a lot,” his wife chips in with a smile. “Elmer (Watts) woke up at 3 o’clock in the morning and checked the computer.” In the midst of all the competitiveness, the Expresso team burned more than 1.3 million calories in two months, December 2015 and January 2016, on the YMCA’s Expresso bikes, Tom Walton said. “Here is the trickle down. Believing that having the chairman elect the temporary chairman is not allowed and might have even invalidated the vote, Gannon said she contacted Chris Marston, general counsel for the Republican Party of Virginia, by email to ask his opinion. She said she received an email from Marston with a “ruling stating that the

call was non-compliant to the state party plan and that the chairman could not appoint the temporary chair.” Rather than forward the email to McSweeney when she received it a few hours before the mass meeting, she said she decided to print it out for him and show him after she arrived. “I was busy and I wasn’t going to give him the opportunity to pull more tricks,” Gannon said. Gannon declined to release a copy of the email and Marston could not be reached by press time. McSweeney released a statement on Wednesday,

The “illegal credentials committee” declined to examine the qualifications of more than 70 individuals who signed in as participants and had their eligibility challenged, McSweeney wrote. “Those included individuals who actively opposed Republican nominees for election, other individuals who publicly supported them, and several who had violated the mandatory disqualification rule of the party that I referenced above,” he said. McSweeney did not elaborate on his plans to appeal. According to Article X of the Republican Party of Virginia’s Plan of Organization, an appeal can be made by a chairman or 20 percent of the members of an official committee, who “may request a ruling or interpretation of the State Party Plan from the general counsel.” The ruling is binding unless it is overturned by an appeal to either the appeals committee or State Central Committee. Any original appeal must be made within 30 days of the date that the ruling is posted on the Republican Party of Virginia’s website. Regarding the email Gannon showed him from Marston, McSweeney said it was not a formal ruling, as was represented at the mass meeting. “It had no legal effect on the call provision that authorized the appointment of a credential committee before the meeting so that a review of the qualifications of participants could be reviewed in advance of the meeting,” McSweeney said. He went on to say that “any future actions of the local party in Powhatan should be supervised by

state or district party officials to assure compliance with party rules.”

Long delays Gannon and Burch both cited “delay and obfuscation” throughout the meeting in what they felt were attempts to cause Gannon’s supporters to get fed up and leave. Karen Alexander, the county’s director of elections, said she and two of her deputies checked in 255 people who were verified registered voters. Burch said voters also had to stand in a long line to sign a loyalty oath, and the line for that stretched down the main hall of the high school from the auditorium entrance to the bathrooms. He said he stood in line for 35 minutes to sign up. “A process was set up to be so unworkable it was designed to discourage people from staying and voting so they would go home,” Burch said. Challenges were made to disqualify 120 voters to the credentials committee, which later certified that there were 248 qualified voters present, Burch said. “I did not participate personally in the credentials committee. I simply accepted their report. We put the report to the entire

meeting for acceptance or rejection. It was accepted,” he said. A motion to include the objection to the voters and documentation as part of the official record for the meeting was accepted, Burch said. When the final vote for chairman was taken after 10 p.m., 230 votes were cast and Gannon was declared the winner. Burch said it was a testament to the dedication of Gannon’s supporters and people wanting change that so few voters left despite the delays. He said the vote signified that members want the Powhatan Republican Committee to reflect the Republican Party as one of inclusion and not exclusion. “This is a heavily republican voting county. The representation of the county is at stake any time the party begins to exclude people who are otherwise inclined to vote republican,” he said. Several candidates for party and state positions also spoke at the meeting, including John Adams and Rob Bell, who are both running for the position of Virginia’s Attorney General. State park launches loyalty program Contributed Report Virginia State Parks is commemorating its 80th anniversary celebration with several programs and activities, including a new customer loyalty program that rewards guests for their stays. The Customer Loyalty Program will reward visitors who stay overnight in cabins, lodges, campsites, yurts, camping cabins and camping lodges. Points can be redeemed for free accommodations. “It is appropriate that as we celebrate our 80th anniversary of Virginia State Parks, we launch a program that rewards our customers and assists them in their pursuit of creating moments and memories in Virginia State Parks,” said Virginia State Parks Director Craig Seaver. Powhatan State Park’s new campground is not yet open, but the program will apply once they are, Matthew O’Quinn, park manager, said. The program applies to any current overnight facilities, so Powhatan State Park’s canoe-in campground will count, he said. “But most will benefit from the new campground opening in the fall,” he added. ‘The Dash’ and telling a loved one goodbye By Laura McFarland News Editor

P

owhatan County is about to make some big decisions that are going to affect it for years to come. But even as this writer looks ahead at her calendar for the next few weeks and sees all of the significant issues she will be covering – the real estate tax rate, budget, and capital improvement program (CIP) – her mind is not there. Pardon me for a minute, but this column is going to go in a more personal direction. After days of trying to think about something Powhatan related to write about, my thoughts kept returning here. But hopefully in reading these words, others will get something out of them as well. My brother died last week. His name was Armando, but we called him Mando. He was my stepbrother actually, but, after almost 23 years, if you haven’t disowned each other yet, blood doesn’t matter anymore. This column is being written in Texas, where all of my family lives and where the funeral was held. The pastor who gave the final words at Mando’s funeral read part of a poem called “The Dash” by Linda Ellis. Copyright allows it to be recited but not reproduced, so it can’t be reprinted here. However, if you have a moment, I highly recommend finding a copy. The poem talks about the dash usually found on a tombstone between the dates a person was born and died. It points out that, although those two dates are monumental, it is what comes in between that truly distinguishes a life. The poet placed emphasis on how people choose to live, love, and spend their “dash” as the most important aspects of life, not the material possessions

they gain. It also asks people who are still in the midst of living their dash to think about how they are spending it and if there is anything they would like to change. Time to make changes eventually runs out, it points out. So too does time to offer more appreciation, kindness, understanding, patience, respect, empathy, and consideration. People react to death in different ways. It tends to make me introspective. First I think about how I treated the person who has died and if enough was said to let him or her know they were valued. Then my thoughts turn to those around me who are still living. I find I give more hugs and kisses and say “I love you” with a little more emphasis. As with this trip, I make sure to see my remaining elderly relatives, knowing that living 1,200 miles away means any visit could be the last. And with both visits it was brought home to me again how precious my remaining grandmothers consider those visits and the mere fact we took the time to come see them. It is such a small exertion of effort for me but is received so gratefully and joyfully. This isn’t meant to be a lecture. I warned you this column was personal. But if it was going to be message-based, it would be a prompt to not wait until you lose someone to start doing a little self-evaluation about how you are spending your life. It would be a reminder that, while the obituary section of this newspaper is often filled with people who have lived long lives, alongside them are often people who have been lost to accidents, sickness, and violence who still had so much life left in their dash. Government flawed but still offers citizens the chance to alter it Dear Editor, In response to Carl Loser’s letter on not consenting to what most of us understand as the “social contract” he quoted Thomas Jefferson and the Declaration of Independence, I am assuming, in defense of his argument of the illegitimacy of our government. The last section was “That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter and abolish it...” These words are so imminently important for our justification of throwing off the chains that held us to a tyrannical king and were well chosen by Jefferson. However, Mr. Loser left off the remainder of the passage which is “and to institute NEW GOVERNMENT, laying its foundation on such principles and organizing its powers in such form, as to

them shall seem most likely to affect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes” (emphasis mine). In America we believe in the principle of majority rule and minority rights. The majority of Americans agree and adhere to the social contract and agree to live under our government even as flawed and mind-numbingly frustrating as it is. But as Americans we have the opportunity to “alter” our government every time we vote in elections. Mr. Loser has even participated in some of our elections recently. I understand the frustration of our current government and even perhaps the attractiveness of anarchy at times. But as frustrating and flawed as our current government is, I still believe the republican form of government is the best and it is our civic duty to do all we can to make it better. Zoo trip talk proves thought-provoking By Jim Ridolphi Contributing Columnist

H

aving three kids at home for Spring Break presents its own unique set of challenges, but finding a way to entertain and amuse children for 10 days …Well, let’s just say it ain’t easy. This year’s discussion of the itinerary was even more complicated due to recent events that, on the surface, appear to have no apparent connection to Spring Break. One of my children suggested we trek to the National Zoo in Washington. This suggestion evoked a deluge of negative responses from my other two children regarding the morals and ethics of zoos who keep animals caged for most of their natural lives. Their position was bolstered by a recent decision by Sea World to phase out its Orca program and stop their performances by 2019. Their discussion forced me to consider the recent move, and, of course, I approached it with a bit more skepticism than them. In my heart, I think Sea World made the decision based on financial factors that were quickly spinning out of control. Since CNN’s release of the documentary, “Blackfish,” the company’s profits have plummeted, and public opinion was moving away from their position of maintaining their commercial relationship with whales. I think intentions were probably good when the Orcas first arrived. After all, it was a different era, and many visitors got their first and only chance to see the magnificent creatures at parks like Sea World. As times changed, and images became more accessible online and tourist companies formed whale watching trips, the sight of a jumping whale was available to all of us. But Sea World’s quirky interactive shows remained popular for years until “Blackfish” opened a nation’s eyes to the indignities suffered by caged whales in unnatural surroundings. Point is, I probably would not have considered the moral questions regarding zoos in general had my kids not initiated the conversation. We talked about different types of zoos and how some do keep animals in natural surroundings, and how trends are moving away from caged animals on display. We also considered the importance of rescue zoos that care for injured or sick animals with the intent of eventual release in the wild, and formed a concensus on their vital role in caring for animals. In the end, we all had differing degrees of enthusiasm for zoos, and decided we’d postpone our trip to Washington, D.C., and explore other options for our Spring Break adventure. The week flew by, and, now, long faces have replaced carefree smiles of joy associated with sleeping late and lounging around in pajamas on cloudy days. The kids had a full day of fun and excitement at Busch Gardens where they also had a chance to see animals in friendly humane conditions, so Spring Break did have its share of highlights. My kids returned to school Monday, April 4, with a new sense of admiration and respect from their humbled father. Their concern for animals and how they are kept inspires me to think more about things I’ve taken for granted for most of my life. Somehow, their compassion for fellow creatures made this year’s Spring Break extra special, and watching their journey of exploration and understanding of a complicated world is all the journey I need. It also left me with a nagging guilt over why I ever laughed at that parrot dressed up in a tuxedo. Oh, well, it’s never too late to be enlightened.

Single-vehicle accident injures four in Powhatan Charges pending for driver who left crash scene on foot By Laura McFarland News Editor

POWHATAN – Charges are pending against a driver who was involved in a single-vehicle crash last week that injured himself and his three passengers. Reckless driving is one possible charge faced by James Carpenter of Cullen in regard to a crash that occurred at 11:50 p.m. on Saturday, April 2 at the intersection of Schroeder and Dorset roads, according to Trooper K.S. DeHart with the Virginia State Police, who is investigating the accident. The investigation is ongoing due to extenuating circumstances, so charges are pending but have not been filed, he said. Based upon the investigation thus far, Carpenter was driving a 2004 Chevrolet Malibu and attempting to make a right turn from southbound Dorset Road to southbound Schroeder Road. The vehicle crossed the center line, ran off the left hand side of the road on Schroeder Road and struck a tree stump, injuring the three passengers and the driver. At the time of the incident, Carpenter left the scene on foot before any law enforcement arrived, DeHart said. The three passengers left in the car were Paige Delaporte of Cullen, Zachary Thurston of Powhatan and Haleigh Horton of Powhatan, DeHart said. All three passengers were transported to the hospital with minor injuries. Because Carpenter is older than 18, a missing person report could not be filed on him until 24 hours after he had gone missing, DeHart said. However, Carpenter’s mother, Kim Hodge, formerly of Powhatan, contacted him and said one of the other passengers believed her son was injured as well. A state police helicopter and a bloodhound were used at different points in the night to search for Carpenter, DeHart said. “We were doing that for her benefit as well, just to help out. I don’t care if you are at fault or not, we don’t want anybody out there possibly needing medical attention,” DeHart said. Hodge said that since she had only recently moved out of Powhatan, she put a call out on Facebook asking for help in finding her son. Carpenter was located about nine hours after the crash by a resident who recognized him and a Powhatan County Sheriff’s deputy and was transported to the hospital. Hodge said Carpenter has a compression fracture of the spine and a fractured ankle, but he was back home within a few days. Laura McFarland may be reached at Lmcfarland@powhatantoday.com.

owed back to 2014, Weiler said. “Charla and I are compiling by doing research on the data from the old bond books so that we can show the total principal and interest that was paid for all the outstanding debt issues,” she said. “It is a very long and tedious process. We are getting information from the banks, bond counsel and financial advisors.” County staff has been asked by the board and others for this information, she said. It is also historic data that, once it is complete, can be published on the county’s website for citizens to see.

Total numbers In fall 2015, there was a great deal of talk at board of supervisors’ meetings and among residents about how much the county owes in debt. One figure tossed about a great deal was $120 million in debt. At one time, that figure was correct, but only as the county’s future debt service, not its current obligation, Weiler said. By the time that $120 million figure was being bandied about by the public, it was already 18 months out of date. “That number given last fall was the balance as June 30, 2014, so it was 18 months old. Subsequent to that we had already paid all of our payments for the year and refinanced to save $3 million in interest,” Weiler said. A county government’s debt is often talked about in two different ways – what the county actually owes, or its current obligation, and what it will pay with interest included by end of the life of the bonds, which is known as its future debt service, Weiler said. Because the payments on the various bonds the county has taken out over the years are paid at different times throughout the year, county staff usually refers to the current obligation at the end of the last fiscal year. For instance, as of June 30, 2015, the county owed $78,278,278 in principal on its bonds, Weiler said. If the county paid all of its scheduled payments exactly as planned through 2038 without refinancing any of them or paying them off early, it would pay $31,743,484 in interest on those bonds. That would make the county’s future debt service $110,021,763. These numbers are for bonds only; they do not include debt service on leases the county has taken out, usually on school buses or fire apparatus, she said. The county has already paid all of its bond payments for FY 2016, so staff knows that the current principal debt obligation is $73,490,644, Weiler said. All things staying the same, the interest through 2038 would be $28,501,000, making the future debt service

Debt history Powhatan County’s current $73.5 million in principal debt is comprised of five main categories of bonds spread out over many years. Although the bond projects in those different categories were issued over many years, all of the original bond amounts combined add up to $110.2 million in original debt, Weiler said. Those amounts have been paid down through principal and interest payments as well as refinancing. Weiler pointed out that the bond amounts do not necessarily represent the entire costs of the projects, just how much was taken out in bonds to help complete them. Compiling those full amounts is part of the research she and Schubert are doing. All of the debt estimates on the different bonds are current as of June 30, 2015. Although all of them have had additional payments made on them since that date, county staff has not compiled the information for its end of fiscal year data yet, Weiler said. The five categories of bonds the county is currently paying off are: Powhatan High School – Two bonds issued in 2001 and 2002 combined for a total of almost $34.5 million to help fund the high school. As of June 30, 2015, the county still owed $22.7 million on those bonds. Flat Rock Elementary – The elementary school was also financed with bonds in two different years, 2007 and 2008, and they combined for a total original bonded amount of almost $25.6 million. The amount still owed on those bonds is a combined $19.9 million. Other school projects – Weiler and Schubert are still working to gather all of the data on the projects that comprised the bonds in this category issued in 1996, 1998 and 2003. Most notable is a project dealing with Pocahontas Elementary School. The combined original amount of these bonds was almost $9.3 million. The amount still owed is $2.9 million. Public safety projects – The Huguenot Public Safety Building, fire and rescue vehicles and radio towers make up this category, which includes bonds issued in 2007 and 2010. The combined original bond amounts added up to $13.6 million. That amount had been reduced to almost $11.7 million as of last year. Utilities and county government – This category includes projects issued in 1999, 2002, 2006, and 2010 such as water and wastewater lines

along Route 60, a pump station, two wastewater treatment plants, social services building projects and public safety vehicles. The original bonds would combine to add up to almost $27.3 million, which has since been reduced to almost $21.1 million.

Leases Most debt policies are debt policies for bonds only, but because Powhatan has old leases it is paying off, new leases it just added this year and more it hopes to add in coming years for school buses and fire vehicles, county staff requested that Davenport include leases in its analysis of the county’s debt, Weiler said. “We asked them to include the leases in the debt analysis they did for us because we are planning and would like to issue leases for replacement of fire apparatus. Because of the cost of fire apparatus and the buses, we want that analysis included in our debt affordability,” Weiler said. As of June 30, 2015, the county had $331,795 in outstanding bus leases, Weiler said. In the current year, the board issued $584,170 of new bus leases. The county is also about to lease two fire engines for about $707,000. The board of supervisors has already authorized those leases, with one vehicle expected to be delivered next month and the other this summer.

Financing With some of the figures, Weiler has to add the qualifier that they are accurate as long as nothing changes. However, when it is possible to make a change that works in the county’s favor, county staff tries to do that. Refinancing bonds when the current market has favorable interest rates is a good tool to knock off some of the future debt service because the county is reducing the amount of interest it pays, Weiler said. For instance, the efforts of county staff working with Davenport to save money by refinancing $23.8 million worth of bonds exceeded expectations in summer 2015. The bonds for Flat Rock Elementary School and Huguenot Public Safety Building were refinanced at a new rate that will save the county $2.45 million over the life of the bonds, Weiler had said at the time. Of the $78.3 million in outstanding principal debt as of June 30, 2015, about $60.5 million, or 77 percent, has already been refinanced for lower interest rates, Weiler said. “Our financial advisors are always looking for opportunities for us to refinance our debt to lower the interest,” she said. T

he Dominican Republic sits in the Caribbean on the island of Hispaniola along with Haiti. Southwest of Florida, west of Cuba and east of Puerto Rico and the British Virginia Islands, the nation is seemingly worlds away from Powhatan. But, Blessed Sacrament Huguenot shortstop James Heldmann had the chance to immerse himself through one thing that he and the Dominican Repub-

lic have in common. Baseball. “I got an offer from a coach in California to go to the Dominican Republic to play baseball,” he said. “I sought it out and over Christmas break I went out there. It was a great experience.” Heldmann said that he had the chance to meet the Dominican players and play with and against them on the diamond. It was also the first time Heldmann had ever been outside of the United States. The Dominican Republic has a long history of baseball prowess. According to MLB.com’s section on the history of

the sport in the country, it was introduced when fans of the sport fled Cuba during the Ten Years War and brought baseball to the Dominican. The professional league in the Dominican was first established in 1921 with four teams: the Tigers, Eastern Stars, Eagles and Lions of the Chosen One. After folding and reappearing, today the league features six teams and a schedule of 50 games. The champion goes on to play in the Caribbean World Series. All 30 Major League teams have academies in the Dominican Republic.

According to MLB.com, on Opening Day in 2012, 95 of 856 players on the 25-man rosters and inactive lists were born in the Dominican Republic. That was the highest percentage of any country outside of the United States. Powhatan boys lacrosse coach Chris Muss had said after previous games that the team was working on the offensive side of the game. Well, that goal is looking a bit closer for the Indians. While the 17-4 final against Hanover on Wednesday at Powhatan Junior High School wasn’t the final that the Indians wanted, the four goals are an improvement and the offense showed signs of

life. “It was fun,” Muss said. “Just trying to keep the kids’ spirits up and remind them why we play this game is because it’s fun. They got themselves down in the first half and picked up and the offense started doing things and the defense was holding strong. I still like my defense and stun a lot of people with our defense. The scores aren’t reflecting it yet, but sooner or later it’ll turn around for us.” By the end of the first quarter against the Hawks, it was 8-0. Even with the

man advantage throughout the game, Powhatan was unable to get anything going offensively in the first half after Hanover fouled. The offensive side of the field for Powhatan was a struggle at times, as Hanover’s physical defense was all over the Indians, but there were more than a few quality chances from the Indians. Powhatan suffers back-to-back losses By Billy Fellin Sports Editor

Two completely different weather conditions against two different opponents were on the bill for the Powhatan Indians boys soccer team on Tuesday and Wednesday. Unfortunately for the Indians, both games ended with the same result. Against Midlothian on Monday, Powhatan got off to a great start in what was more like January weather than April. Senior Will Hayden started the scoring parade with a goal just six minutes into the game. Fellow senior Dalton Barr assisted Hayden by delivering a pass right to him, in between several defenders, and Hayden was able to come through with the goal. The Trojans answered in the 15th minute with a goal to tie it at 1-1 before Hayden scored once again in the back corner of the

net to make it a 2-1 advantage. But, that’s when Midlothian started on a goal-scoring tear. Three goals went up quickly on the board before halftime and another was added with 27:39 remaining in the second half to turn a 2-1 lead into a 5-2 deficit. Powhatan’s Tanner Barnes stopped the Trojans’ streak with a looping shot that went just over the Midlothian’s keepers head and into the top left area of the goal to make it 5-3. The Trojans answered with two goals of their own before Barr scored a goal of his own that bounced off the post and in. Midlothian would score one more goal before the end of the game to make the final 8-4. On Wednesday against Fluvanna, in much more April-esque weather, Hayden once again got the team off to a great start with two goals in the first

half. The first was in the third minute, when he scored on a penalty kick. The second came off his left foot in the 28th minute into the right corner of the net. “Will Hayden brought his A-game,” Powhatan coach Dustin Tracoma said. But, after that the wheels started coming off the Indians’ momentum machine. It started with a red card to a Powhatan player soon into the second half. Tracoma described the situation as a “heat of the moment” type event. “The game changer was the red card at the beginning of the second half,” Tracoma said. “I believe if we were not to have gotten the red card, it would have been a completely different outcome. Instead of a 3-2 loss, I could have seen it as a 3-0 victory.” Fluvanna scored in the

50th minute, the 61st minute to tie the game, and just before stoppage time with a penalty kick that just evaded keeper Danny Wood’s hand. “All my guys played well tonight,” Tracoma said. “My guys have a lot of heart and passion. It’s coming. Our momentum is on the rise and hopefully here soon we have something to provide.” The penalty kick goal at the end was especially tough for the Indians as they had some chances in the Fluvanna end prior to that. Tracoma said he knows that there’s a lot of work ahead of the team, and on the road to boot. “We’re going to have to capitalize at their place,” he said. “And, everyone else’s place.” Four of the next five games for the Indians will be played on the road, which started Monday at Louisa. A home match against Albemarle on April

We have to work on set pieces, specifically throw-

Blessed Sacrament Huguenot was down six runs after when they came to bat in the top of the second inning on the road at the Steward School on Friday. Some teams would have just thrown in the towel just then and hit cruise control the rest of the game. But, Knights coach James Poore was happy with how his team did not take that route in the 10-0 loss, which ended in six innings due to the 10-run rule. “We got off to a rough start,” he said. “We missed some plays that we probably should have made. But, we battled. We were playing a really good team, and a really good program. I’d said one of the best pro-

grams in private schools in the area. You know, if we make some plays early on, the game is a lot closer. I thought they really battled.” Knights starter Coleman Smith lasted just one inning before Noah Hasty came in relief. Tanner Dobrucky then took the hill and finished out the final two innings. “I’m really proud of Noah, who came in there and threw some strikes,” Poore said. “I’m proud of Tanner. He came in and was throwing strikes. We can definitely take some positives from this game.” Dobrucky started what looked like a possible awakening of the Knights’ offense in the top of the sixth inning. He drew a walk with no outs to start the inning. Then, an error on the

Steward shortstop moved runners to first and second. But, a strikeout and a flyout quickly put two outs on the board. Despite Dobrucky making an aggressive play on the bases to move from second to third on the flyout, a pickoff play at first ended the threat and possibility for run support. “We couldn’t really find out bats the whole game,” shortstop James Heldmann said. “As a team, we need to work on our hitting a little bit.” Poore said that playing a team like Steward can only do good things for the Knights program. “I told my guys, through the years, we schedule Steward, Collegiate, and the public schools,” he said. “I believe in my kids and I have confidence in them. I told them that if I didn’t believe in them, I wouldn’t schedule these kind of games.” Blessed Sacrament

On April 20, Blessed Sacrament will travel to Collegiate and then take on Brunswick Academy the next day. Trinity Episcopal will round out the away games with an April 25 matchup. owhatan’s track team had a strong showing at the Tiger Classic at J.R. Tucker on Saturday. The 4x800 girls relay team of Ashley Cooper, Mallory Keck-Wilson, Megan Remillard and Lindsey Fanz were one of the top performers for the Indians on the day with a second place finish at an 11:27.17. Selina Sakrisson was second in the discus with a 98-foot, three-inch throw. Sakrisson was also 27th in the shot put with a 22-foot, 11-and-one-half inch throw. Both the 4x100 and the 4x400 teams finished 10th with times of 57.95 and 4:55.64, respectively. Fanz, who had a strong cross-country season as well for Powhatan, had a fifth place finish in the 1,600 with a time of 5:59.99. Cooper was 17th with a 2:53.35 in the 800 meter run and Remillard was

close behind with a 3:00.93 for 21st. Lindee Brevard was 29th with a 3:41.97. But, he has that bulldog mentality. He went out and got it. Earlier in the year against Randolph-Henry, they have a kid that might get drafted this year. The Yankees were there. James was on the mound and went right at him. That’s what he brings to the team. Seniors grabbing leadership role for Powhatan softball By Billy Fellin Sports Editor

L

auren Ratliff and Valerie Fridley both play important roles for the Powhatan Indians softball team. Leadership and four years of game experience. “It’s a lot of leadership,” Fridley said. “It’s a key role.” “A lot of leadership,” Ratliff echoed. “It’s a lot of fun because you get to see (the younger players) on the team grow.” The young Indians have grown this season and rushed out to win three of their opening four games, with the lone loss coming in a 6-3 final to Dinwiddie. Overall, the pair said that they think that the season is going well thus far. “It’s going pretty well,” Ratliff said. “We’ve had some good hits and some

nice plays on defense. So overall pretty well. We’re young, but we have a lot of talent.” Looking back on their four years, both players said that there has been a lot of growth since they entered Powhatan softball as freshman. “I’ve grown a lot as a player,” Fridley said. One area of growth for Fridley has been a change of scenery for her at the plate. She said that she just recently became a left-handed hitter. “I have a lot of speed,” she said as to the reasoning for the switch. Ratliff agreed with her teammate, but added that her growth has also significant on a personal level. “From learning how to take what sounds like criticism and using it as instruction,” she said. “It makes you a better player and a better person. You know

how the world works, like in the future if you have a tough boss or something. You know how to handle that and how to handle yourself and be respectful.” Both Fridley and Ratliff were stout hitters last season, hitting .333 and .345, respectively and have continued that prowess this season as well. “My hitting has been pretty good so far this year,” Ratliff said. “In the first game, I hit it over the fence. It’s probably our strength as a team, we have nice bats.” While both players said that they initially were going to be playing softball collegiately, both said they had a change of heart. Ratliff will be studying at the University of Mary Washington and Fridley will be heading to Longwood. While both have their college plans mostly figured out, they both are dead set

on what their goal is for the rest of their tenure at Powhatan. “I want a ring,” Ratliff said. Fridley agreed that the state tournament was where she wanted to end her senior season, on top as state champions. “We’ve gotten really close,” she said. “I really want it.” That desire to win, and experience in the postseason, should translate nicely to the younger member of the softball team. “It makes me want it that much more,” Ratliff said. “We were so close two years ago,” Fridley said. “Every year is just a push for us wanting it that much more. Powhatan Indians girls soccer grab 1-0 win over Fluvanna By Billy Fellin Sports Editor

Powhatan girls soccer coach Julie Poston said that Fluvanna is usually a good matchup for her squad. That fact, she said, made the 1-0 win the Indians secured this week “that much sweeter.” Kylie Donnelly was behind the only tally of the match for either team. “We switched a couple things in the lineup,” Poston wrote in an email. “(We) caught (Fluvanna’s) defense off balance to score early in the second half. Morgan Lovgren sent a beautiful switch from right mid to the far corner to (Donnelly) who buried it for our goal. We had a number of opportunities after that and pretty much controlled the pace on the field.”

Kylie Maiolo fulfilled an unusual, but crucial role for the Indians. Maiolo was in goal, which is not her customary position on the field. Despite the new position, Maiolo was stout in net, saving 15 attempts for a shutout. “(Maiolo) has been pinch hitting for us in goal after Kelsey Fleming suffered a concussion against Western Albemarle,” Poston wrote. “(Maiolo) had an outstanding first game in goal. That is not an easy position to step into, and she did it flawlessly.” The Indians are 2-3 so far this season and are returning from a three-game road trip to play their first home game since April 17. Today, Powhatan will face Louisa in a game that will be a welcome change of scenery for the girls soccer team.

“We’ve already had some late nights. That’s hard on all of us,” Poston wrote. “We have our longest trip out of the way and with four of the next five at home, hopefully we can capitalize on that, draw some extra inspiration from the home crowd and finish that five game run with a much improved score against what is probably our strongest opponent, Western Albemarle.” The Indians will play at Albemarle on April 14 before hosting Charlottesville and Orange and then Western Albemarle on April 25. Those three games will be the Indians longest homestand of the season. The Warriors defeated Powhatan 7-1 earlier this season. Poston and her young squad have been building confidence as the season has been progressing and the upcoming home game should certainly give the team reasons to keep that confidence going. Cynthia Ruiz-Nuckols is one player that has been stepping up in recent weeks

and has made her return from ACL issues the past two seasons. “She has been working hard to get back in game condition,” Poston wrote. “The younger girls really look up to her and lean on her for advice and the confidence she instills in them.” Thirteen of the 18 players on the roster are underclassmen, but Poston wrote that the team is starting to come together as one. “We have a really serious group coming up, they are all dedicated and team oriented,” she wrote. “With only five upperclassmen, the younger players have really had no choice but to step up to the plate and they have done so. We are definitely practicing a better game than we are playing on the road, but it’s getting there. But, the second half was a different story. Down 11-0, Powhatan’s Grayson Ledlie started the scoring with a goal with 8:28 left in the third quarter. Ledlie was also open in front of the net later in the quarter, but that window closed quickly on his shot. Jacob Marshall followed that up with another goal just 12 seconds later to make it 11-2 Hawks. The Indians continued the offensive pressure up two players over Hanover, with two shots on goal, but a ground ball went to the Hawks.
