Board passes real estate tax rate, CIP By Laura McFarland News Editor

POWHATAN – The Powhatan County Board of Supervisors last week approved in a split vote a 90 cent fiscal year 2017 real estate tax rate that, while level, is effectively a five cent increase to help fund about $54.5 mil-

lion worth of capital improvement program (CIP) bonded projects they budgeted and appropriated the same night. During the board’s meeting on Monday, May 2, the supervisors voted three-two in favor of approving the real estate tax rate at 90 cents; approving an FY 2017 operating budget net

of transfers of $78,819,047, which was an increase of 6.2 percent from the current fiscal year, and budgeting and appropriating $54.5 million worth of bonded projects in the FY 2017 FiveYear CIP. These votes, as well as ones to approve the FY 2017 Staffing Plan and amend the county’s Classification and

Compensation Plan, were all passed with the same three-two split. Chairman Bill Melton, who represents District 4, Angie Cabell, District 3, and Carson Tucker, District 5, voted for the changes. David Williams, District 1, and Larry Nordvig, District 2, voted see TAX RATE page 2A

POWHATAN – The Powhatan Christmas Mother Everyday Committee is about to find itself in the same situation it was two years ago – homeless. While the renovation and rebuilding of Powhatan Junior High School into a new middle school promises a brighter future for Powhatan County students, the demolition of the building sometime after July 1 means the room the Christmas Mother program has been using since summer 2014 will no longer be available to them. That means that, going into its 49th Christmas in existence, the Powhatan Christmas Mother program finds itself in danger of not being able to provide see CHRISTMAS page 3A

POWHATAN – The Sisters of the Blessed Sacrament announced on Tuesday, May 3 that the order intends to sell FrancisEmma Inc., the historic 2,200 plus acre property in Powhatan County that has gone through incarnations as a plantation, home to two schools for black children and, more recently, has been building a reputation for its conservation and preservation efforts. The religious order’s leadership team informed the FrancisEmma board of directors and the sisters residing at Belmead on the James on Saturday, April 30 of the sale and dissolved the board the same day, according to

Sister Sandra Schmidt, one of the counselors on the leadership team and general treasurer for the order. The religious order also announced May 3 it will sell its 44-acre Motherhouse property in Bensalem, Pennsylvania, where more than half of the 104 nuns in the Sisters of the Blessed Sacrament currently reside, Schmidt said. “They are both wonderful places filled with lots of wonderful things, but looking at it as wise stewards and the finances and human resources moving into the future, we just decided that we need to sell these properties,” Schmidt said. “Then we look at the money that comes from these to be used for new ministries, new missions see BELMEAD page 5A

POWHATAN – Great weather and entertainment and a wide selection of food and beer combined to draw a big crowd out to the Powhatan Rotary Club’s sixth annual Hops and Barley Festival despite muddy conditions. Organizers of the annual fundraiser, held on Saturday, May 7, were ecstatic about the turnout, especially as the days of rain that preceded it left the field in northeast Powhatan County a muddy mess in places, Jesse Baez, the event’s committee chair, said. “Initially we couldn’t get trucks on the field. O B I T UA R I E S JAMES COX James William “Jim” Cox, 80, of Powhatan, born in Buffalo, New York and raised in Carson, Virginia by Ryland and Inez King, went suddenly home to his Lord on Saturday, April 30, 2016. He was preceded in death by his son, Stephen, who COX died of leukemia. He is survived by the love of his life, his wife of 58 years, Vivian Mitchell Cox of Emporia; his three loving daughters, Valarie C. Ayers (Jack) of Powhatan, Veanne Cox of New York and Vanita C. Mattson (Rick) of Tampa; brother, Jack R. Cox (Judy) of Rockville; five adoring grandchildren, Brandon Ayers, Travis Ayers (Lauren), Langley Mattson, Orlea Mattson and Waverly Mattson; one treasured great-granddaughter, Julianne, who loved her Papapa. He was beloved and greatly respected by his church, his community, his extended family and many dear friends. He graduated the University of Richmond, served his country in the U.S. Air Force, and had a long career with C&P Telephone Co. He gave tirelessly of himself as a volunteer to make our world a better place. He was a founding member and former president of the Candlelighters (an organization at the forefront of research and care for children with cancer). He served for 15 years at the ‘For One Another’ Cancer Camp, was a lifelong blood donor (one of few recognized for giving over ten gallons) and Huguenot Ruritan member (former president). He loved his church and served in many roles. He loved to sing and was a dedicated

choir member and all-purpose man of God. He was a quiet, steady man, full of character and compassion who loved his life. A day did not pass that he was not positive and full of love and care for others. A Celebration of Life service was held at 11 a.m. on Saturday, May 7 at May Memorial Baptist Church in Powhatan. Teen who skipped sentencing sought By Laura McFarland News Editor

POWHATAN – A Henrico County teen convicted of three Powhatan County break-ins in 2015 is being sought by the Powhatan County Sheriff’s Office for skipping his sentencing hearing Wednesday, May 4. Hassan Atkins, 18, of Henrico, was ATKINS out on bond and scheduled to appear in Powhatan County Circuit Court for sentencing after being convicted in a jury trial on Wednesday, Feb. 10 on three counts each of breaking and entering and grand larceny and one count of possession of tools to commit burglary, all of which are felonies. However, he never showed, according to Rob Cerullo, Powhatan County’s deputy commonwealth’s attorney, who prosecuted the case. Cerullo said Atkins’

defense attorney, Jason Moore, told Circuit Court Judge Paul W. Cella he had spoken with his client recently on the phone. When Atkins asked his lawyer about the possible sentencing range he faced – the guidelines suggested somewhere from two years, one month to four years, 10 months – Atkins hung up the phone, Moore told the judge, Cerullo said. Cerullo requested that the judge revoke Atkins’ bond, which Cella granted, and said he will be seeking a new charge of felony failure to appear. It is a felony punishable by one to five years in prison. The convictions were in connection to break-ins that occurred on Aug. 23 and 24, 2015, at businesses in the 1700 block of Douthit Court. The businesses involved were Quality Data Systems, SMG Imports and Arborscapes. A video from one of the businesses captured four masked, dark-skinned males wearing gloves at about 4:42 a.m. on Aug. 24. There was limited evidence at the scene, but on Sept. 1, 2015, deputies pulled over a car that Atkins was a passenger in, and in a subsequent search, found evidence that could connect him with the break-ins, Cerullo said. Deputies were only able to make a case against Atkins, who was tied to the break-ins through several pieces of key evidence found on his person and at his home, Cerullo said. against them. The focus of almost all of the discussion around these votes centered on the tax rate and CIP. The budget, which was gone over in detail in budget workshops in the preceding months, is a total budget of $104,924,788, which includes transfers between funds. The budget net of transfers is $78,819,047 and is calculated without the interfund transfers from the social services, CSA, utilities, capital projects, school operating and school food service funds.

The tax rate and CIP The current tax rate is 90 cents, but given the increase in the county’s overall assessed value as of Jan. 1, 2016, a real estate tax rate of 85 cents would be needed to see no effective increase or decrease in the average taxpayer bill. This effective tax rate sees a change in the rate itself, but the taxpayer still ends up paying the same bill. In an explanation that came after the board had already approved the new tax rate, Pat Weiler, county administrator, clarified how that extra five cents of the new 90 cent tax rate was to be used. If the board wanted to fund the budget and the $54,455,000 in bonded CIP projects, it has long

been told by Davenport & Company LLC, the county’s investment firm, that it would take two cents on the tax rate, Weiler said. An additional two cents on the tax rate, meaning a total of four cents, would allow the county to issue bonds that had principal payments and interest payments in all years of the loans, starting in 2017, she said. When compared with a scenario that would have the county doing interest only payments for the first four years, putting that additional two cents on the real estate tax rate toward debt service saves the county $7.3 million in interest, Weiler said. The additional four cents on the tax rate will fund a CIP bonded projects list made up of: the renovation and rebuilding of Powhatan Junior High School into a new middle school ($33.9 million); a public safety communications system ($9.2 million); computer aided dispatch ($600,000); a sally port expansion on the Powhatan County Courthouse ($2.4 million); a joint vehicle maintenance facility ($3.7 million); radio towers and a broadband initiative ($1 million); a water tower to service the new school and transportation facilities ($3 million), and some field improvements ($668,000). grant, which would provide two years of salaried firefighters with full benefits and salary. If the county is not awarded the grant, the budget would be amended and the funds from the extra penny from the tax rate would fund the firefighters.

Supporting the five cents Tucker said he was in favor of the 90 cent tax rate because of what it funds in the CIP. On a medianassessed home in Powhatan of $211,000, the increase equates to a 29 cent a day additional tax burden to the homeowner. “Please note that almost all of these investments are in the core functions of government: sustaining quality education, enhancing public safety and creating favorable culture for economic development, that is jobs and a wider business tax base,” Tucker said. During his explanation of the bonded CIP projects and their importance, Tucker had Fire and EMS chief Steven Singer help illustrate the need for a new 911 system. Singer played recordings of conversations that took place on the county’s mobile and portable systems. The conversations, which were garbled and hard to hear, demonstrated how difficult it is to quickly and accurately relay and receive messages to emergency workers. So while his own principles and predilections urge him to vote for 85 cents, for the greater good and acknowledgement of the facts of the needs of the county, Tucker said not going forward with the 90 cents and the CIP projects “to save a few pennies, seems to me – no, is to me – an abdication of leadership responsibility.� Cabell said she supported 90 cents because she believes it to be a fiscally sound decision. She said she looks at facts such as the CIP having been reduced from a previous in-

Christmas Mother organizers are packing up their room at Powhatan Junior High School but have nowhere to go.

Christmas if it doesn’t locate a new space soon, said Gayle Walters, the current Christmas Mother. “The Christmas Mother program is more than just a Christmas program. It is a 12-month program that impacts a lot of people in the county as far as recipients of the good deeds we do,� Walters said. “It also impacts the community as a whole since there are so many people in the county that participate by being a donor of their time and talents each year.� The Powhatan Christmas Mother Everyday program provides gifts of clothes, toiletries, toys, household goods and food to local families in need, especially children and the elderly, at Christmas. It also helps local people throughout the year going through hard times. During the 2015 Christmas season, volunteers served 231 children (18 years old or younger) and 123 adults, 60 percent of which were people with disabilities, Fran Carleton, 2014 Christmas Mother, said. Walters said she found out a few weeks ago from Dr. Eric Jones, superintendent of Powhatan County Public Schools, that the program had to move out of the room it has at the back of the junior high because demolition would begin soon after. Because the school district will be operating with one less school for the next two years, there wasn’t an alternative space the schools could offer, Walters said. When the program had to move out of what is now the War Memorial Cultural Arts and Community Center after the building was sold in spring 2014, Jones responded to the Christmas Mother program’s plea for help by offering the use of room at the junior high for free. The space worked nicely because it had bathroom accessibility for volunteers and In-

Additionally, paying rent cuts into how many people they can help. “We would prefer to spend the money that is donated to the Christmas Mother on people that need it, the clients, rather than paying rent, bills and that kind of thing. That is why the money is given, so that would be our preference,� she said. If organizers don’t find a place, they may have to do away with some of the programs it offers, Baltimore said. “I don’t know that we can continue in the same vein we have been with all of the merchandise we have. We can store it but it would be totally inaccessible if we had to get it out to get it to people,� she said. “I think the worst scenario would be if we had to close down for a year to work this out.� The Christmas Mother program has operated in Powhatan County since 1967, and having to resort to closing it down, even if it was for a year, would be a huge loss to the community, Walters said. On one end of the spectrum are the families the program couldn’t help this year to have a good Christmas. On the other end are the people who take such joy out of volunteering or helping the program

in some way, said Baltimore, who is the volunteer coordinator. “What I think it will also do is take away those opportunities for the community to volunteer. As much as the money we appreciate the help. It teaches children to give back. I think it will be a loss if they can’t learn things like that while they are young,� she said. It would also be a huge loss to other localities, Baltimore said. Because of generous donors and deals the Powhatan program has worked out, organizers can take overages in donations and share them with programs in Cumberland, Goochland, Amelia, Louisa, Chesterfield, Dinwiddie, and New Kent counties. “We spread our goodness far and wide. Carleton said the committee thought it would have a few years before demolition became an immediate issue. “We figured we had three to four years before we had to find a new place. That was not the case, so we were unprepared,� she said. Committee members have been following leads all over Powhatan County to find a building that will suit their needs, Walter said. The program operates all year, so they ideally need a location with a minimum of 3,000 square feet to accommodate all of the items they process, Carol Baltimore, 2011 Christmas Mother, said. However, an alternative may be to have an office space for most of the year with all of those items in storage and then have a large space for October through December, when they are at their busiest preparing for the Christmas season. The biggest hurdle is finding a space that meets their needs for little or no rent, Baltimore said. Christmas Mother organizers have long said they don’t want to use the donations people

A portion of the proceeds will support the care of our retired sisters,� Breslin said. At one time, there were more than 600 members of the sisters of the Blessed Sacrament; today, there are 104 sisters and more than half are retired.

We are looking for what really is meaningful to us as far as our mission goes,� she said. Many saddened by news property to be sold By Laura McFarland News Editor

POWHATAN – Local proponents of FrancisEmma are still reeling after a surprise revelation from the leadership team of the Sisters of the Blessed Sacrament announced the unexpected sale of the 2,200 plus-acre property in Powhatan County. The sale, which was announced on Tuesday, May 3, came as a complete shock to the five nuns who live and work on the property and the FrancisEmma Inc. board of directors, which manages it, said Sister Maureen Carroll, executive director of FrancisEmma Inc. Carroll said the sisters who live with her at Belmead on the James and the board found out a few days before the announcement went public, but they are still in shock and disbelief.

“The sisters here at Belmead are extremely distressed by the announcement that went out,” she said.

Local reactions The nuns’ feelings were echoed by community members in Powhatan County and elsewhere who have been working to both preserve and strengthen FrancisEmma for years. There are generations of people with strong personal ties to FrancisEmma’s history as the location of St. Francis de Sales, a school for young black women, and St. Emma, an industrial and agricultural institute and a military academy for young black men. Before they closed in the early 1970s, these schools educated close to 15,000 students. In more recent years, people have become entranced with

middle of a $7 million capital campaign that is, to this point, very successful. So coming in the middle of this campaign is certainly very distressing,” she said. Schmidt said that organizations that awarded FrancisEmma Inc. matching grants that are currently in the works will be notified that they can’t be accepted because they were for purposes that will not be able to be fulfilled, at least not by the Sisters of the Blessed Sacrament or Francis-Emma Inc. She said she could not speak about the museum that was dedicated on March 5 at Belmead Mansion because she didn’t have enough information on it. The FrancisEmma property does have leases in place, and the sisters will be working with the people involved to come to an understanding of what is best for them in light of the sale while respecting any commitments that have

Jennie Shuklis, chairman of FrancisEmma Inc., was at the board of directors meeting on Saturday, April 30, when the news was first announced and said it felt like she had the wind knocked out of her. “There is shock, sadness, anger, grief. There is tremendous grief. Different board members have different feelings. Those are my personal feelings I have been working through,” she said. A new owner would also have to be mindful of the fact that Belmead is listed on the National Register of Historic Places, she said. It was added in 1969. “We would be letting whomever is interested in the property know what designations are there and know what those designations mean. Local nuns with the Sisters of the Blessed Sacrament are reeling after learning FrancisEmma is to be sold.

Chaput has confirmed her remains will be moved, when the time is right, to the Cathedral Basilica of Saints Peter and Paul, and placed near the altar already honoring her. She is the second American-born person ever to be canonized. “You can’t leave the body of a saint on a property that is not going to be archdiocesan or church oriented, so it is definite we are going to need to move the body. But we will not move the body before we find the appropriate time to do that,” Schmidt said.

Looking after their own The biggest change will be for the sisters who live and work at FrancisEmma and the community members who have rallied around the property to help preserve its history and natural assets. Some of the leadership team members will be talking to the sisters currently residing at Belmead Mansion about “how this will unfold best for them, best for the property and best for the congregation,” Schmidt said. “It is the common good that we are responsible for as the leadership team. Our sisters are part of us, so they are very much part of our planning and we want to make sure they are as cared for as any of our other sisters,” she said. “It will take some conversation that has not happened yet because it has been too soon. The way our organization is set up is each sister has a leadership team contact. The contact and sometimes others will assist them with what they are going to do moving forward.” In Bensalem, an organization is aiding the sisters in finding a place to relocate their offices and the members of the order who live at the Motherhouse, she said. It is not that the religious order doesn’t have the people to take care of the buildings; the buildings are just too

big for them, Schmidt said. For instance, the Motherhouse land has a total of 10 buildings, more than half constructed between 1891 and 1933, containing close to 229,000 square feet of living and working space. Many currently no longer serve their intended purpose or have not been adequately used for as many as eight years. “These buildings were built for having a large group of sisters. As time goes on, we looked at all the space that is not used, underused or just totally vacant and that is a big player in our decision,” she said. Added to that, they are old buildings that take a great deal of maintenance, she said. The order’s goal is to “have money go into people, not keeping up old buildings.” Many religious communities have already done this because it makes sense with numbers down, she said. The Sisters of the Blessed Sacrament have not had a vocation, or a new woman taking the vow to become a nun, in the last 10 years, she added. “When you look at going forward, we want to be hope filled and we want to put our resources that we do have – our sister resources and our financial resources – in our mission and be able to continue it,” Schmidt said. “We don’t want to have sisters have to worry about old buildings and keeping them up. Even though we value them, it is just not something for us to continue to do.” Schmidt said the order appreciates everything the sisters at Belmead and other community members and alumni of St. Francis De Sales and St. Emma, the schools once housed there, have done to preserve the buildings and property, Schmidt said. Telling the local sisters and the board the news on Saturday was difficult for everyone, Schmidt said. People have poured their passion regarding the environment, history and many other subjects into FrancisEmma, and it is difficult knowing it won’t continue, she added. Only two months earlier, Gunn, who is chair of the FrancisEmma unto the Seventh General Capital Campaign, had spoken proudly of her time at the school at the dedication on March 5 of a new museum at Belmead Mansion that celebrates the property’s rich history. She also spoke of a bright future thanks to the many supporters who had rallied behind FrancisEmma in recent years. So to learn about the sale of the property so abruptly was devastating, she said. “I was deeply saddened and sorely disappointed that the work that has been so fruitful in the past 10 years was suddenly brought to a halt with no prior notice to the board, any of the Powhatan community, or any of the people in the state of Virginia who have been working so hard to preserve this history, this legacy and the land with so many species,” she said. Carson Tucker, who represents District 5 on the Powhatan County Board of Supervisors, said he and others are dismayed by the surprise decision of the executive team of the Sisters of the Blessed Sacrament (SBS) in Bensalem, Pennsylvania to liquidate the FrancisEmma property. The St. Francis de Sales and St. Emma schools established by Saint Katharine Drexel to give young black boys and girls access to a quality education have been part of the fabric of life in Powhatan County for more than a century, he said. “They have represented SBS’s, Saint Katharine Drexel’s, and indeed the church’s highest commitment to humanity, equality, the environment and education,” Tucker said. He went on to call the sisters who live at Belmead “nothing short of heroic in their management, maintenance, congruencies with SBS’s mission, and the search for adaptive repurposing of Belmead.”

Options for the future Tucker said he wished the decision to liquidate the property had been done more transparently and collaboratively with alumni groups, historical and environmental groups, FrancisEmma’s neighbors and the community of Powhatan. “Even now we as a community stand ready to engage in the discussion of how best to save Belmead and adaptively return it to the service of the people of Powhatan, Virginia and the nation,” he said. Right now many people involved are working hard to assess all of the options they may have, Shuklis said. “There are a lot of different plans on the table, and I am quite frankly not comfortable talking about all of

them just yet until we have had a chance to look at them more thoroughly. But yes, of course, raising funds to buy the property could possibly be an option,” she said. Hopefully, organizers will soon begin making appeals almost immediately to people in Virginia, members of the alumni groups and to people elsewhere who see the extraordinary value of what has been accomplished there over the last 100 years and more particularly during the last 10 years, Gunn said. There could be a way to put together a consortium of people who value the extraordinary history and legacy of the property, which went from holding a plantation with slaves to later housing two schools for black boys and girls and now has been building a reputation for its conservation efforts, she said. FrancisEmma’s environmental preservation work is essential to preserve the endangered species and rare species found there for future generations, Shuklis said. It is also critical to continue to tell the story about the schools and the education of black students that took place there, particularly in these often racially charged times, she said. “We need to make sure people know this is a resurgence of racism. Unfortunately it is not new and here are some of the beautiful efforts that went into combating it 100 years ago and here is what we can still work on today,” Shuklis said. Gunn said she doesn’t believe some of the members of the leadership team of the Sisters of the Blessed Sacrament have a full appreciation for the extraordinary contribution that their religious order’s efforts have made across the past 100 years and the fruits they continues to yield even to this day. “It is a gift that they gave 100 years ago that keeps on giving, and I don’t think they have any conception of it. Nor do I think they have any conception of the untold hurt and damage that might be done as a result of their selling the property,” she said. While people involved in FrancisEmma fully appreciates the enormous responsibilities that the leadership team have, particularly to the order’s older nuns, Gunn said she thinks the decision to sell the FrancisEmma property, when it is engaged in so many ministries, is a mistake. “For people who rarely come for more than just a four hour board meeting to make a unilateral decision that we are not viable and that the ministries there aren’t viable, it actually flies in the face of logic and is extraordinary hurtful to all of the hundreds of people who have been involved in this whole sacred venture,” Gunn said. She added she hopes the leadership team will “prayerfully reconsider all of the extraordinary good that they are doing.” Shuklis and Carroll said they would also appreciate the community’s prayers and support as they move forward. Survivor Day is a chance to plan for worst By Laura McFarland News Editor

ife by its very nature is unexpected, and, sometimes, no matter how much you plan, it is going to catch you un-

aware. Last month, this writer had to watch in helpless horror as her hometown, Houston, Texas, received so much rain in a matter of a few hours that the city was flooding. Having grown up there, I can say flooding is not a rare occurrence. In fact, one of my grandmothers had her home flood multiple times. And, for me, the phrase, “Don’t drown, turn around,” is etched in my mind after growing up hearing heartbreaking stories of people who drove into high water and within minutes found themselves stranded or worse. Despite how often it happens, people still die and the city is still left devastated. Even when it has happened before without causing major damage to your home, the uncertainty when the rain is still falling and you don’t know if this time it is going to make it into the house is extremely stressful. With the flooding so fresh in my mind, this writer was probably in a dif-

ferent mindset when she received this year’s notification of the annual Survivor Day training offered for free to residents of Central Virginia. The Central Virginia Emergency Management Alliance (CVEMA) hosts the event, which has emergency and community response professionals instruct residents on how to prepare for disasters. Powhatan County will once again be one of 11 locations in Central Virginia to hold the event, which will be offered from 9 a.m. to 2 p.m. Saturday, June 18, at the Powhatan Village Building at 3910 Old Buckingham Rd. It’s important, so I will mention again, it’s free. Seating is limited and registration is on a first come, first served basis. In 2014, I attended the local Survivor Day to write a story and was thoroughly impressed with the information the organizers shared, both in their presentations and in the audience questions they answered. The event was a good reminder that hurricanes, floods, tornadoes, earthquakes, winter storms, and other hazards have all happened in Central Virginia and are likely to again. The police and emergency personnel who spoke offered people who attended advice on how to survive in their homes

without power for at least 72 hours, what to take with them should they need to evacuate in case of an emergency, and what an emergency survival kit should contain for your family and your pets. They looked at the different challenges and dangers presented by all of the natural disasters, as well as some manmade disasters, such as fires caused by arson or human error. The fire department even came and gave everyone instruction on how to handle a fire and use a fire extinguisher. To top it off, every family that came received a free backpack with survivor kit supplies such as a radio, flashlight, glow sticks, gloves, and a first aid kit. In case you were wondering, they still give away those kits to people who come and complete the class. All of these things, when combined, can add up, and they are just the basics for a kit. Planning for the unknown isn’t always a popular thing to do. How many people in their 20s and 30s with children still never think about having a will to make sure their children would be cared for if the worst happened? We don’t want to think about the bad things until it’s staring us in the face, which is why batteries, flashlights and

Resident wants the truth and nothing but the truth Dear Editor, At the board of supervisors (BoS) meeting this past Monday, chairman Bill Melton referenced a resident that spoke at the April 18 BoS meeting about

holding the line on the county real estate tax rate. He mentioned that the resident’s taxes only increased by 98 cents per month and implied that this wasn’t a big deal. Well it is a big deal and here’s why. First, real estate taxes shouldn’t have increased at all regardless of the amount since real estate values have not appreciably changed in eight years. Second, and more importantly, this resident submitted two appeals and won the second appeal for a reassessment of his property. Had this appeal not been approved, his annual real estate tax would have increased by $324, or $27, monthly, instead of the 98 cents monthly as quoted by chairman Melton. This is an example of how we are expected to believe whatever is said by our elected officials even if it isn’t the complete truth. In all honesty, chairman Melton probably didn’t have all of the facts in this particular case, but that is the problem. Using information that doesn’t tell the complete story is disingenuous and presents a very different view of reality. As stated in previous issues of the Powhatan Today, most county residents’ real estate assessments have increased despite the fact that fair market home values have barely changed in eight years. The assessments performed by the county’s selected assessment company (Wampler & Eanes Appraisal Service), in my opinion, were flawed. An example is my own. Two identical homes in the same subdivision were assessed differently by over $31,000. This was the grounds for an appeal. The first appeal was made to Wampler & Eanes. In their analysis, they saw nothing wrong with the assessment that they performed. Wrong answer! A second appeal was made. This time the appeal was submitted to the Board of Equalization appointed by the BoS. They saw things very differently. After their analysis they could not justify the assessment done by Wampler & Eanes and set my assessment at a realistic level. Even though our taxes ultimately increased as a result, it was much more in-line with current market value, which is the guideline for assessments in the first place. In closing, my advice is to make your voice heard, as many did at the most recent BoS meetings. This is the only way changes will be made. Don Silberbauer Powhatan County P.O. I thought I had heard it all when it comes to handicapped parking and the difficulty keeping these spots open for those who truly need them. But, the latest spin even took me by surprise as a west coast city decided to tighten up its handicapped parking policy. The headline offered hope for drivers who often cannot access these spots because some inconsiderate motorist has utilized the reserved spot as a drop off zone, or a five minute parking spot. Not even close. The article outlined a list of complaints from non handicapped drivers regarding the use of handicapped spaces by drivers who have stickers, but do not appear impaired. Many of you are familiar with my ongoing campaign to make the few available handicapped spaces available for those who truly need them. Not a day goes by, when I don’t notice numbers of cars illegally parked in handicapped spaces. When confronted, many of the offenders are indignant about being singled out. Others explain they are just stopping for a few minutes to run it and pick up an item. None of them are valid excuses for you to take a space reserved for handicapped people for your personal convenience. A small amount of thought would allow you to understand what these spaces mean to handicapped people, and the hardship a few more steps can provide for those who need the closer parking. You might wonder why huge posted fines and tow away threats don’t deter selfish drivers from using the spaces. When there is virtually no possibility of being ticketed, the warnings are no deterrent for mindless individuals who consider their own convenience more important than a minor amount of consideration for those less fortunate. The number of violations issued by local police and sheriff’s offices is laughable, and reasons cited for lack of enforcement is also disturbing. One local legal official told me prosecuting these cases is difficult. Many of those ticketed claim they are see PARKING page 9A

While the final numbers won’t be in for a few weeks, organizers were hoping to hit 4,000 plus in attendance, he said. “This is our sixth year doing it, so there is definitely some momentum behind the event now,” Baez said. After so much rain all week, some people were really ready to get out of their houses to enjoy the beautiful day, Brenda Fulcher, club president, said. Festivalgoers were walking around in rain boots and soaking up the sun, she added. Whether they realize it or not, while they were dancing to the various bands, sampling the dozens of varieties of beers, shopping among the vendors and meeting up with friends, people in attendance were also making an impact on the Powhatan County community for the year to come, Fulcher said. “This is our No. 1 fundraiser of the year. The money we raise goes to local charities and families in need, and we also give abroad,” Fulcher said. Beth Humphrey of Powhatan said she loves supporting the Powhatan Rotary Club because they do so many great things for the community. All that some seem to hear are the aspects that align with their own world view,” she said. “While it is my job to sit up here and listen to everyone and to peel back the layers of the onion. I will not legislate for the extremes.” Melton said he has had numerous members of the public who encouraged him to have the “vision to continue to move us forward” by adopting the 90 cent rate and not putting off addressing the county’s needs anymore. He rebuffed claims that the county had to choose between keeping its rural character and appropriating monies and giving services to the “new millennials.” “What I will tell you is they are here. They expect services. They demand schools. They want parks. They are here and it is our job to provide those,” he said. Answering a previous suggestion of holding off on $20 million worth of the bonded CIP projects by two to four years, Melton pointed out that inflation increases the cost of the project by 5 percent each year. “So if you kick $20 million in projects down the road, it will increase the cost by $1 million annually for those projects. That is three cents on the tax rate,” he said. In regard to the penny for paid fire fighters, Melton gave an example of a fire in the home of a wheelchair bound woman where initially only one firefighter responded. “I will not be cheap and play with somebody’s life for one penny,” he said.

Paraphrasing one of his critics, Melton reminded the public, “this is not a sprint but a journey.” “Please remember we were elected for four years, not one year,” he said. “As we move forward over the next three and a half years, my goal remains the same – to shift the revenue line from the homeowner to the commercial quarter, thus reducing the tax burden and tax rate requirements of the homeowner.” Melton also pointed out that other localities such as Chesterfield, Henrico and Hanover counties, despite having increases in their real estate assessments, are proposing to keep their real estate tax rates the same. “They are taking those increases in revenue and investing in the future of their county, … so why do we need to be the county who always wants to go to revenue neutral? Why are we the ones that are shortsighted? Why don’t we invest in the future?” he said.

Opposition to the votes Nordvig said he fundamentally does not like the approach the board has taken by raising taxes and “busting through our own self imposed debt ceiling,” referencing the county’s debt service versus expenditures ratio. This ratio is calculated by taking the total debt service in a given fiscal year and dividing it by the county’s expenditures in the same year. The county currently has an existing debt service versus expenditures ratio of

10.1 percent and a financial policy guideline of not letting it go over 12 percent. The plan laid out by Weiler would make the county’s new debt service versus expenditures ratio increase to 14 percent, which means the board would probably either amend its policy to put a cap at between 14 and 15 percent or allow it to go above the current guidelines for several years. Nordvig also said he was against “somewhat doubling the debt if you include principal and interest.” As of June 30, 2015, the county’s total future debt service, which is principal and interest combined, was $110.02 million. Until the bonds are issued, the county cannot be sure of what interest rate it will receive, so the figures Davenport gave the board used conservative interest rates as a placeholder. The calculations also took into account using seven years of incremental new real estate tax revenues to pay debt service and payments on the principal starting in the first year. Using these figures, the county’s total future debt service would increase to $196.45 million, according to analysis provided by Davenport. “Paying for everything all in one year, all the big ticket items, I just don’t agree with that approach,” Nordvig said before the vote on the tax rate. “If I were a doctor and Powhatan County were my patient, the step I think this board is about to take I would say takes that patient not into critical but takes that patient from stable into guarded condition.” As a doctor, he said he would prescribe “a transfusion of commercial funds into this county as quickly as possible.”

For those who think people with handicapped stickers are slackers who just don’t want to walk a few extra feet; or those who feel the handicapped spot is intended as a special place to park when running errands, I suggest you take time to spend a minute as a handicapped person and walk, or roll, a few steps in their shoes. Enough said.

Williams said he still thought the real estate tax rate should be 85 cents because he is concerned about Powhatan’s tax rate, both for economic development and for homeowners. “If you want affordable houses, you’ve got to bring the tax rate down. If you want businesses, like Mr. Nordvig was talking about, to come to the county, you’ve got to lower the tax rate. Our economic development consultants told us that,” he said. He added that he hopes going forward, the board will be working in the years ahead to bringing the tax rate back down. Before the vote on the budget, Williams answered a statement Melton had made about not seeing any other budget proposals. Williams said that is because budgets are co-joined with CIPs. He went on to say that budgets have to be controlled by setting spending levels. “It really comes down to what you can afford and being able to live within what you can afford and set your spending accordingly,” he said. Before the adoption of the CIP, Williams also reiterated previous statements he has made saying it scares him to encumber the county with so much debt in one year instead of staggering it out. “My concern has been from day one, we don’t live in the best financial times do we? We don’t know when the bottom is going to go out of the tub and we will have another 2008 or another 2001,” he said. “We do know that by recent history, recessions come every eight to 10 years. We don’t know when it is going to come or when it is going to actually affect us, but we know they happen.” He also expressed concern

over the county’s debt service versus expenditures ratio and how it might negatively affect the county’s bond ratings.

Confusion over scenarios During the discussion on the budget, it became apparent there was confusion about which capital funding scenario the board would be using moving forward. Davenport provided the supervisors with more than 18 funding scenarios that looked at variables such as when and if the county would pay principal and what the interest rates would be. At one point, Tucker mentioned Scenario 5 and Williams questioned when that had been voted on. Weiler said that the board doesn’t adopt a version of a funding analysis, they adopt a tax rate that potentially would support one of those versions. That is when she gave her explanation of how the extra five cents on the real estate tax would be used and said that it would be used to issue bonds that had principal payments and interest payments in all years of the loans, starting in 2017, which was a feature of Scenario 5C. Williams said he felt it was important for the board to know which scenario, or plan of action, the board was taking with its vote. After the meeting, Tom Lacheney, county attorney, agreed that the board only chose a tax rate and agreed to the CIP. At some point, decisions will have to be made about the bond methodology, but it hasn’t been made yet. “The actual nuts and bolts of the bond issue, that is another issue for another day,” he said. After one postponement and rainy conditions, Powhatan’s girls soccer team were happy to get back on the field on May 4 against Fluvanna. And, the Indians didn’t waste an opportunity for a win. Boosted by a second half goal by Ky-

lie Donnelly and a spectacular defensive effort, Powhatan defeated Fluvanna 10. “So glad we got the game in,” coach Julie Posten wrote in an email. “We beat Fluvanna there earlier this season. We felt sure they would be out for blood in this rematch, and I really wanted to prove to them, and to ourselves, that the first time wasn’t the last.”

The first half was a back-and-forth affair, with both teams having scoring chances. At the 11-minute mark, Powhatan had a corner kick on the Flucos, with a shot on net by Magen Palmore that was saved. Twenty minutes into the first half, Powhatan had a throw-in deep in the attacking zone, but couldn’t advance it further.

Fluvanna, as they were apt to do for most of the game, quickly flipped the field and applied pressure on Powhatan’s defense. The Flucos got a shot on net that was saved by Powhatan’s keeper Kylie Maiolo. At the 26 minute mark, Powhatan’s Celine Lugo got a loose ball and made a see SOCCER page 7B

Powhatan’s Lindsey Fanz broke a school record in the 800 on Friday.

Powhatan’s Lindsey Fanz has left her mark in the Powhatan track and field record books. On Friday, Fanz ran a 2:22.81 in the 800 meters for a new Indians record and the win in the event. Fanz set the record at the Fluvanna Invitational on Friday, and beat second place Kristen Cabrera of Fluvanna by over two seconds. Fellow Indians runner Caileigh Dintino finished fifth in the 800 with a 2:45.65 and Powhatan’s

Meghan Remillard finished seventh in the event with a 2:46.38. The Powhatan 4x800 team also came home with a win on Friday. The team of Dintino, Fanz, Remillard and Mallory Keck-Wilson ran a 10:46.89 to dominate the event. Second place Louisa was nine seconds behind the Indians quartet. Other Indians had strong performances at Fluvanna as well as the season winds toward the postseason. Danielle Bigham ran a 28.47 in the 200 meter

dash for a fourth place finish. Bigham was sixth in the triple jump with a 30foot, nine-and-three-quarter inch jump. Hannah Adams was 11th in the triple jump with a 29-foot, 10-and-three-quarter inch jump. Lauren Grella ran a 29.68 in the 200 meters and finished eighth. Powhatan girls tennis honors their seniors By Billy Fellin Sports Editor

In what was a rare occasion over the past week, the sun was out and the rain had stopped. The Powhatan girls tennis team took the opportunity to get a game in as well as celebrate the senior members of the team. It was a small ceremony for the Indians seniors on May 4, with the families gathered together while one parent continued to roll some water from one side of the courts. Kourtney Matthews, Hannah Bradshaw and Katy Verlander were present to be honored by the team. Rhyan Adams, an-

other senior member of the Indians, was not present. Matthews joined the tennis team after two years playing softball. She said that she’s gone from last year not playing in the top six to playing in the number two slot in the match against Fluvanna on May 4. “It’s going well,” she said of her season. “It’s quite a difference (playing in the number two spot.)” She said that to get back into the top six, it was a lot of hard work. “We have a lot of young girls this year,” she said. “We are working to build up the team for next year.” Matthews and fellow senior Bradshaw won

their doubles pairing 8-1 over the Flucos. Matthews said that she has been enjoying her senior year of playing tennis. “It’s definitely been a blessing,” she said. “I didn’t really expect that to happen. It keeps me busy and I like to stay busy.” She said that she plans to attend Clemson University in the fall and intends to study nursing. Bradshaw, also a member of the Powhatan cheerleading squad, is a rookie and senior at the same time. “It’s my first year on the team,” she said. “It started off a little rough. I got nervous starting off. But, recently, I’ve been

playing a lot better than I thought I was going to. I started off with some losses then I went on a streak with some wins and then I lost a couple more. Now, I’m getting back into the rhythm of it.” Bradshaw had a twomatch winning streak on Wednesday, winning her singles match 10-0 after pairing with Matthews for the win in doubles. She said that she came to tennis because of a family history of the sport. “I’ve managed baseball for the past three years,” she said. “I wanted to do something different. My dad played tennis through high school and college. I’ve grown up with the family plan, so I

decided to try out.” Much like her fellow seniors on the team, she has her post-Powhatan plans already figured out. “I’m going to attend James Madison University,” she said. “I’m going to major in math for the first four years, and then I’m going to get my fiveyear Master’s for teaching. Hopefully, I’ll be teaching high school.” Katy Verlander played in a marathon doubles match against Fluvanna that ended in a tiebreaker win in favor of the Flucos. “It was back-and-forth the whole time,” she said about the match. “Then, we got to the tiebreak. It’s ok. We lost 7-2.” Verlander said that she

feels her season is going pretty well to this point. A second year player, Verlander was brought to the team by the former coach. “Ms. Wilson, she coached us last year,” she said. “I thought, well, might as well try out.” And, just like her teammates, she has her college plans set. Verlander will attend Virginia Commonwealth University to study chemistry. Unfortunately for the Indians, the Flucos came out on top 6-3 in the match. Chelsea Canas at the number six slot won her match 10-1 to add to Bradshaw’s singles win and the Matthews-Bradshaw doubles win.

But, in the rain, wind, and cold of a May night, Powhatan’s lacrosse team took to the field against the Patriots. Due to a relentless Albemarle offense and inability to control the ball consistently, Powhatan fell to the Patriots 17-1. “The boys are young, they’re just getting their heads into the game,” assistant coach Christopher Muss Jr. said. “I think their hearts showed tonight more than any other game. As part of a solid offensive sequence for the Indians, Corey Palmore was able to swing around the goal and shoot, and beat the Albemarle keeper to get Powhatan on the board. “Our offense, they’re starting to mold and become their own team,” Muss said. “They’re still very much individuals. Our goal for the coming seasons and the next few years is to merge this team together as a team, rather than just individuals. Individually, they all have great talent.” Albemarle did not let up off the gas and added three more goals after Palmore’s to arrive at the final of 17-1.

PSA Night at PHS continues to be a big hit Sports Editor

Any keen-eyed fan would have noticed some additional members of the Powhatan girls soccer team during introductions prior to the Indians game against Fluvanna on Wednesday, May 4. The Powhatan Soccer Association, in conjunction with the Powhatan girls soccer team, as well as the boys, have created PSA Night where the young soccer players get the opportunity to be on the field with the players prior to the game during introductions. Those PSA players, which on May 4 were from the U11 Fury travel team, also help with ball retrieval duties throughout the game Mark Hopson of the PSA said that he and Powhatan athletic director Jim Woodson had been discussing ways to increase attendance at soccer games and Woodson asked if the PSA could provide support with ball boys and ball girls. The idea to have the PSA kids walk out with the Powhatan players was Hopson’s. “International and professional soccer games have similar pre-game ceremonies where a local youth soccer team walks out with the pro players and participates in the introductions and the national anthems,” he wrote in an email. “I thought it would be great to have our players participate in the PHS pre-game ceremonies in a similar fashion.” The idea was a hit with Woodson and the soccer coaches for the Indians and for the past three years, PSA has had PSA Nights for four Powhatan soccer games per season—two for the girls and two for the boys.

Not only does it give the PSA players a chance to experience high school soccer and to be on the field prior to the game, it exposes the younger girls, in the case on Wednesday, to what is more than likely waiting for them down the line when they arrive at Powhatan High School. Hopson wrote that the “vast majority” of PSA players are Powhatan residents who go to Powhatan public schools. “Just about all of the PHS players played in our program at some point of their youth soccer experience,” he wrote. “Exposing our younger players to the high school games gives them some perspective on where they may be headed and hopefully some incentive to work hard at the game so that they can make their high school team and excel, it if is one of their future goals.” The PSA players also got to see the JV soccer game player prior to the varsity game, which Hopson explained is a muchneeded asset to the athletic program. “(The PSA players) can see that eighth graders are allowed to play JV,” he wrote. “Younger travel teams play both a fall and spring season, but high school-aged travel teams do not play in the spring to avoid any conflict with high school play. Travel players who do not make their high school teams do not have a team to play on in the spring. That’s why it was so important to establish a JV soccer program at PHS four years ago.” Powhatan girls soccer coach Julie Posten wrote in an email that it was a great opportunity to see the PSA Night from the sidelines as it is her first season coaching varsity. “The young girls (and

a boy) were just bubbling with excitement as they met their varsity escorts,” she wrote. “The high school girls were pretty excited too. One said to me, this was her favorite game of the year. It was a lot of fun for me to see the older girls get really keyed up and interact so positively with the young ones. I don’t always get to see that side of them. They really enjoy doing extra things like this.” Posten and her husband Jeff have connections to the PSA as well. They started coaching 18 years ago when their son started playing, all the way from U6 to U18 travel teams, according to Posten. Posten also coached the first all-girls travel team for PSA in the mid2000s. “PSA helped us obtain our National D Coaching licenses and gave us both years of fun and experiences I wouldn’t trade for anything,” she wrote. “I say that so I can say I know exactly how hard those players, coaches, administrators and parents work to give those kids that experience.” Hopson wrote that he feels the Powhatan players get a lot out of PSA Nights, not only serving as role models for the younger players, but also because they were those same kids not so long ago. “Most of the PHS players are still playing on one of our teams, officiate our games, and/or coaching some of the younger players,” he wrote. “I’ve seen the younger players get really excited when they recognize one of the PHS players as having been one of their referees for weekend games. So, the younger players get to see the older players in multiple roles.”

VHSL announces venue, rule changes for ’16-17 Sports Editor

On May 5, the Virginia High School League voted on, and approved, a few changes for the venues where the top tier state playoff games will be held. One big change that has a local impact from this past year is the wrestling state championships. In 2016-17, Group 4A will join Group 5A and 6A with the tournament being help at the Scope in Norfolk. Collin Gerardi, Elijah Jordan and Sam Tomlinson from Powhatan wrestling made the trip out to Salem for the state wrestling tournament in Feb-

ruary. Powhatan wrestling coach Jonathan Tanaka said that he is very excited about the change of venue. “The Salem Civic Center is a historic venue, being that the old A-AA state championship has been held there for such a long time,” he wrote in an email. “That being said, the venue is old and not conducive for a state caliber meet. It is not in a very central location. With this change to the Norfolk Scope, we are excited, as that area has traditionally been a strong wrestling hotbed in the state of Virginia.” Tanaka said that the change to competing at

the same venue as the 5A and 6A schools also is an exciting development for next season. “Many of our 4A school compete against the 5A and 6A schools during the season,” he wrote. “It’s a fun time to be together at the same venue for the state tournament.” This past basketball season, the quarterfinals for the state championships were played around the state, but the semifinals and finals were all played at the Siegel Center at Virginia Commonwealth University. However, the schedule became cumbersome and there were some games, like Powhatan’s fellow

Group 4A school Monacan, whose girls basketball team played for its state crown at 10 a.m. Starting in the 201617 season, the quarterfinalists and semifinalists will play games at one of seven supersites: James Madison University, VCU, Salem Civic Center, Old Dominion University, Robinson Secondary School (Fairfax), Virginia High School (Bristol) and University of Virginia-Wise. The groups will cycle through the locations based on a schedule. Group 4A’s schedule will be Salem in 2017 and 2020, ODU in 2018 and 2021, Robinson Secondary School in 2019

and 2022 and JMU in 2023. Also in basketball, a new slaughter rule has been implemented. The rule states that if a team is ahead by 30 or more points during the fourth quarter of a game, the clock will run. The exception to the running clock will be during timeouts, free throws, injuries and technical fouls. If the 30-point margin exists in the third quarter and both coaches agree to it, the running clock can be used then as well. In football, the VHSL executive committee voted for new sites for the state championship football games. Group 4A, of which

Powhatan is a member, will play at William and Mary in 2016 and 2017, along with Group 3A. Previously, the 3A and 4A state championship games were played at Liberty University. Groups 6A and 5A will move from the University of Virginia to Hampton University. Groups 1A and 2A will still play in Salem. U.Va, Liberty and Salem have been where the Groups 1A-6A state title games, respectively, have been played since 2009. The 2017 Spring Jubilee (baseball, softball, soccer, lacrosse, tennis) for Group 4A will be moved from Liberty University to Salem.

Roundup: BSH baseball looking to get back on field Sports Editor

Since April 28, the Blessed Sacrament Huguenot baseball team has had four cancellations. Included in those cancellations are two cancellations of the celebration of Senior Night for the Knights. Some of the Blessed Sacrament Huguenot players are just itching to get onto the field. “You just lack live pitching,” Knights’ senior Tanner Dobrucky said. “That’s so vital in baseball. Constant repetition is key.” Luke Bobbitt, the athletic director for the Knights, said that this has been quite the stretch of rainouts. “Rainouts and just cancelling of games due to weather just push everything on top of each oth-

It was a tie game at halftime, and the Indians made some adjustments during the break that clearly worked. Just five minutes into the second half, Donnelly got her chance on the clearing ball, took it down the field, and dribbled around a Fluco defender before beating the keeper for a goal. “Someone sent it up and I shot it,” she said. “Kylie has deceptive speed,” Posten wrote of her forward. “She slips right through the defense and catches them off guard with that killer left. Her teammates trust her, look up the field to find her and have been feeding her some great opportunities.” After Donnelly’s goal, the Flucos turned up the pressure and the Indians defense had to stand tall throughout the rest of the game.
