Local Relay for Life marks 20 years By Laura McFarland News Editor

OWHATAN – As the few dozen survivors walked by, smiling in the midst of clapping and cheers, Joan and Skip Johnson clung to each other, their grief almost overwhelming. A year earlier, and even the year before that, this was a joyous moment. Then, the Johnsons’ daughter, Ebony, proudly made her way around the track at Powhatan Junior High School during the Survivors’ Lap. She wasn’t from Powhatan, but family members in the county had rallied behind her to cre-

ate Team Ebony for the Powhatan County Relay for Life, and it was going strong. But this year, Ebony didn’t make the lap. The six-year survivor succumbed to colon cancer on April 27. She was 29 when she was diagnosed and 35 when she crossed over, her mother said. POWHATAN – Powhatan’s efforts to join together to help those in the community in need were celebrated this weekend with the official opening of the Powhatan Food Pantry. Dozens of people gathered on Saturday, June 11 outside the new building at 2500 Batterson Road to christen it with prayers, songs and good wishes for the future. Organizers say they are thrilled with the new building and how its size and amenities will allow the food pantry to have even more of an impact in the community. Patsy Goodwyn, director of the Coalition of Powhatan Churches, said it is unbelievable that the food pantry has such a beautiful facility in which to operate. CRLC receives $25,000 gift from Dominion Resources Contributed Report Capital Region Land Conservancy (CRLC) has been awarded $25,000 through a competitive grant from the Dominion Foundation, the charitable arm of Dominion Resources. Each year Dominion awards up to $1 million through the foundation’s Environmental Stewardship Grants Program for initiatives that focus on specific, short-term projects that promise measurable results to improve the environment. CRLC’s project, “Protecting our Beloved James River,” was one of 67 projects from nonprofit organizations in 12 states to receive funding through the program in 2016. CRLC is the only non-profit organization devoted specifically to the conservation of land within the capital region serving the City of Richmond and the Counties of Chesterfield, Henrico, Hanover, Goochland, Powhatan, New Kent, and Charles City. CRLC educates landowners about voluntary land protection tools, facilitates the process of donating conservation easements, and co-holds conservation easements with other conservation organizations. Funding for “Protecting our Be-

loved James River” allows Capital Region Land Conservancy to provide stakeholder education by working with local government and private property owners on a vision map. The grant also supports the facilitation of the process to place voluntary conservation easements on parcels immediately adjacent to the James River. Of the 1,484 parcels in the project area, only 34 parcels covering 5,922 acres are currently protected in perpetuity. “It’s very rewarding to support the efforts of the Capital Region Land Conservancy to protect and conserve the regional jewel that is the James River for future generations,” said Hunter A. Applewhite, president of the Dominion Foundation. “Their efforts align well with our mission to conserve and promote the health and beauty of the environment in the places we call home.” In 2012, Richmond was named “Best River Town in America” and the Capital Region Collaborative identified the James River as one of seven priority areas that will enhance the quality of life for everyone in the region. Envision the James has identified land conservation as one of the most important

initiatives to protect this regional asset. Adding additional acreage under conservation easement will also help to ensure that our region satisfies the Chesapeake Bay Total Maximum Daily Load (TMDL) requirements under the U.S. Clean Water Act. “The James River is such a defining feature of RVA and is a vital asset to our region that we must ensure its long-term benefit for future generations,” said CRLC’s executive director Parker Agelasto. “Preserving adjacent lands will allow for its natural beauty to inspire and improve water quality by protecting natural filtration for run-off.” For 10 years, CRLC has been working to protect lands in the Richmond area with great success at improving public access to the river including the James River Park System in the City of Richmond, Brown & Williamson Conservation Area and James River Conservation Area in Chesterfield County, said Bill Greenleaf, CRLC president. “We are honored to have the opportunity to partner with Dominion and expand this effort to into Charles City, Goochland, Henrico, and Powhatan counties,” Greenleaf said.

PHS student among statewide Comcast scholarship winners Contributed Report Comcast recently announced that is has awarded $75,000 in scholarships for the 2016-17 school year to 66 Virginia high school students as part of its annual Leaders and Achievers® Scholarship Program, including one student from Powhatan County. Stephanie Washburn of Powhatan High School was recognized at a special event held Wednesday, May 25, at the Virginia State Capitol. The event was attended by Comcast representatives as well as Secretary of Technology for the Commonwealth of Virginia Karen R. Jackson and school administrators. The program, funded by the Comcast Foundation, recognizes students who strive to achieve their potential, who are catalysts for

positive change in their communities, who are involved in their schools, and who serve as models for their fellow students. “As leaders in their schools and communities, these students represent the best our commonwealth has to offer,” governor Terry McAuliffe said. “Thanks to partners like Comcast, we can help ensure that these young people have a bright future and that they are well prepared to become the next generation of exceptional leaders.” Sixty-five recipients of the 2016 Virginia Leaders and Achievers scholarships received $1,000 scholarships and one student was awarded a $10,000 scholarship for a total of $75,000 awarded this year to Virginia high school students.

Powhatan County has lost many people to cancer, even in the past year, but it is still fighting the fight.

“Relay is very spiritual for me. My favorite part, as always, is cheering the survivors on during the Survivors’ Lap. I always feel like some of the newer diagnosed cancer patients can take hope from people saying they are a 15- or 25-year survivor,” she said. out to help raise almost $70,000 by the end of the day, she said. It was short of the county’s $90,000 goal, but there is still time since the fundraising deadline isn’t until Aug. 30. That total didn’t account for fundraising events such as Flat Rock Elementary Schools’ Mini-Relay or being the charity beneficiary at the June 10 Village Vibe concert. Mullins said she was happy with the variety of fundraisers teams put on not only at the June 4 event but in the months leading up to it. Teams did fundraisers such as a Color Run, a tea party, a concert and a fashion show. “All these things are very powerful and bring in different kinds of people. Not only does it raise money but it raises awareness that there is a Relay,” she said. Alex Shelton, 8, of Powhatan decided a couple weeks ago that he wanted to do his part to help because his grandfather, Richard Shelton, has cancer. The Flat Rock Elementary School thirdgrader made rubber band bracelets and sold them, bringing in $46 for his Relay team, Richard’s Renegades. “It felt good because I get to help my grandpa,” Alex said. “He was very proud of me and I felt good about myself.” This year’s Relay event also went over really well because it had such a fantastic theme, Dr. Seuss, that the teams really embraced, Mullins said. “The Dr. Seuss theme was the best theme ever. It was fun and upbeat. The teams decorated their campsites and really seemed into it this year,”

she said. They also had fun with wacky laps such as the Backwards, Seuss Hat, Neon, Fox in Sox, and Bubbles of Hope laps. Other standout moments included Brandice Street singing the National Anthem; Michael DeHart surprising people with his vocal talents; the many other performances; the powerful luminary ceremony near the end of the night, and pharmacist Kim Wright speaking about the late Jim Gregg, who started Powhatan Pharmacy and was a major Relay supporter, and the late Sharon Pike, who founded the local event 20 years ago. “I think about them every day. I miss them every day. That is why we are here and that is why we Relay,” Wright said. She said it is sad that everyone was there because it meant a cure hasn’t been found. At the same time, she praised the accomplishment of keeping the event going for two decades. The company set a personal record for monthly totals with 118 individual calls that were not storm related. Throughout the month of April, the company responded to two gas leaks, three lawnmower fires, nine motor vehicle accidents, nine alarms, one carbon monoxide alarm, one mutual assist with Amelia County, four brush fires, one power line down, one garage fire, one structure fire, one drowning, one overhead water fountain, 43 EMS calls, three investigations, three electrical fires, two illegal burns, 10 trees down, two Med-Flights, one appliance fire, three vehicle fires, three lift assists, four controlled burns, and one kitchen fire/smoke call caused by unattended food cooking. Out of all the calls, 27 (22 EMS and five fire) of these calls were a result of covering calls for other county fire companies that were unable to respond. Also during the month, Company 1 participated in four community events: provided EMT support and fire standby for local tractor pull; provided demonstrations at Powhatan County Social Services event for awareness and prevention against child abuse; provided demonstrations at Powhatan YMCA for Healthy Kids Day, and provided standby at Heroes not Heroin.

POWHATAN – A public hearing concerning an application to rezone a property on Hancock Road at a recent Powhatan County Board of Supervisors meeting took on a deeper meaning as the board members considered how their decision may influence future development in the county. During the board’s meeting on Monday, May 23, members considered an application by Manage This LLC for a conditional rezoning of 14.6 acres on Hancock Road from Agricultural-10 to Residential-2. Nathan Nuckols, who submitted the application, sought to subdivide the parcel to create four residential lots with a minimum of 2 acres each (3.1 acre average). After almost an hour of discussion, four board members voted to deny the rezoning request while Larry Nordvig, who represents District 2, abstained because he felt he was not clear enough on the case after all the information presented to make a decision on it.

It was noted during the presentation of the case that the planning commission voted 4-1 to deny the request. The case created a great deal of discussion not only for its own merits but because of the message some people might think is being sent by allowing the rezoning. The main issue there was the board’s commitment to preserving the county’s rural character versus providing a diverse range of housing for residents. During his presentation of the case, March Altman, deputy county administrator, showed the county’s Future Land Use map, which looks at how the board hopes to develop the different areas of Powhatan. He pointed out that the property falls in a rural residential portion of the county, which the county’s comprehensive plan recommends have a 5- to 10-acre lot minimum, depending on the circumstances. It was noted during the presentation that there are several lots on the road near the property in question that are about 2 acres or less.

Moss on the James donates to Mesa Vista Contributed Report

T

he Moss on the James chapter of the P. Buckley Moss Society recently sponsored its ninth annual Tea Party Fundraiser to benefit the Mesa Vista Therapeutics Horse Farm in Powhatan. The event was held on Saturday, May 7 at The County Seat Restaurant in the Village of Powhatan. Mesa Vista is a nonprofit organization providing services from ages 3 to 83. This year’s beneficiary organization provides therapeutic horseback riding as a form of physical therapy for individuals with a range of physical, emotional, cognitive, and social special needs. The benefits of therapeutic horseback riding can include stronger muscles, improved balance and coordination, faster reflexes, better motor skills, stretching of tight muscles, less spasticity and increased range of motion. The chapter’s tea party and other fundraising activities such a Moss Print raffle, silent auction, donations, and a portion of the proceeds from the sale of a special Moss print entitled “Promise of Spring,� raised $6,700 for the Mesa Vista Therapeutics Farm. The money will be used

to pay for a special saddle that will accommodate riders who need full support while riding the horse. The chapter is very pleased that Pat Moss and two of her daughters, Patty Moss and Becky Moss, attended the tea party and each spoke at the annual fundraiser. Guests were delighted

Capturing a moment in time

I

n college, I took a photojournalism class to better understand the relationship between the articles that reporters write and the images photographers take to tell a story. It wasn’t the easiest class, mainly because, despite a love of taking photos, I have never pretended to be a great photographer. Two memories stand out about that class. The first was when the third roll of film (yes, I said film) for an assignment about the relationship between light and dark came back unusable and I was at a complete loss. The assignment eventually got finished but brought home once again that there was a reason that writing was my chosen vocation. The second moment came at the end of the final exam, which is a blur except for the bonus question. The question described a situation where you (a photojournalist) are standing on the riverbank with your camera in hand when you see someone get swept away into the river. You’re faced with a dilemma: Do you try to save this person or do you take a photo of the person’s struggle and final moment. Then came the question, in true dry journalist humor: Which lens do you use? I remember thinking at the time that it wasn’t in the best taste but knowing that there also was a certain ring of truth to the question. Some of the greatest and most important photographs in history are images so gutwrenching that you are torn between wanting to look away and being unable to take your eyes off of them. To get them, the photographer had to stand by and watch as tragedy unfolded. They could do what many people do and simply watch in horror. Or they could capture it so that the moment wouldn’t be forgotten and be just another tragedy that happens somewhere in the world. This parallel was not drawn to elevate this journalist’s photography skills; I am aware of my limitations. But when working with camera in hand, I still try to

capture in a few shots what it often takes many, many words to say and do the moment justice. And, sometimes, those moments are hard. Just such a moment occurred at the Powhatan Relay for Life event on Saturday, June 4, while standing beside the track snapping photos of the cancer survivors walking victoriously in the Survivor’s Lap. The people not walking on the track were lined up on its edges, cheering the survivors on as they walked past. It is always an empowering moment to shoot. But, as they passed, there was another story going on farther down the track. A trio – man, woman and child – was embracing instead of cheering, holding back tears instead of clapping. The camera came up. Click. Click. A little while later, I went back and talked to the couple to see if they were OK with sharing their story and that moment in particular. Part of their story is in today’s Relay for Life article on the front page. The couple was Joan and Skip Johnson, the parents of Ebony Johnson, who died from colon cancer on April 27. The Johnsons are from Atlanta but have a big family in Powhatan that supported Ebony by forming a Relay team to mirror one already going strong in Georgia. The photograph hopefully captures some of the quiet grief and untold strength of Ebony’s parents in that moment. Weeks after losing their daughter, they came to a Relay event all about fighting the disease that took her life. She would have wanted them there, in the loving embrace of family and fighting for a cause, they said, not at home grieving alone. It was the same moment and, despite their differences, the same story. Turn to the right and watch the survivors smiling as people cheer them on. Look to the left and see grief-stricken parents wishing their daughter was among them. Click. Click. Because the stories need to be told. L E T T E R TO T H E E D I TO R Proffer reduction puzzling in face of real estate rebound Dear Editor, As I listened to Laura Lafayette’s (CEO of Richmond Association of REALTORS) presentation to the board of supervisors on May 23, I became increasingly puzzled. She described the Powhatan real estate market as healthy with signs of continued steady growth, which seemed to contradict some of the justifications and discussion I had heard presented in a previous BOS meeting to support proffer reduction. Keep in mind that any proffer reductions are a loss of potential revenue for the county. During the March 28 BOS meeting, approximately 10 ordinances were presented to reduce previously agreed upon proffers, representing over $1.8 million in potential revenue for the county, possibly more if there are other proffer reductions under consideration. There were many pros/cons for proffer reduction presented ranging from: the original proffers purpose(s) were to pay for schools, reduction of proffers results in increased building and jobs, pending law changes for proffers in Virginia as well as commentary that these original proffers were indeed tied to the capital improvement program (CIP). Select supervisors strongly encouraged the county staff to research proffer structure/policy in anticipation of the upcoming new proffer law. In July, a new proffer law goes into effect in Virginia which may limit proffers to the offsetting of impacts, e.g. traffic that are more directly attributable to new residential

developments. Ultimately, the BOS elected to reduce the proffers. On the heels of the proffer reductions in March, in early May, the BOS voted 3-2 to approve a tax rate of 90 cents (an effective raise in real estate tax due to recent increased home assessments) to ensure they had enough revenue. Obviously, this was a contentious session, with many speakers civilly presenting their views on whether the county should raise the effective real estate tax or not. To my original puzzlement. I wonder if it was a wise choice of the BOS to reduce proffers. Their forfeiting the opportunity to collect much needed revenue via proffers, while concurrently raising the real estate tax rate on homeowners did not seem to place the needs of individual taxpayers at the forefront, especially given the current healthy real estate market presented on May 23. Finally, at the most recently BOS meeting, I asked each supervisor the following: if the county could increase revenue stream from business growth (a stated goal) would they be ready to adjust the real estate tax rate? While I have not heard any feedback yet, I suspect that only half will commit to that goal. There should be no more proffer reductions, unless the county is prepared to replace the potential loss of revenue without directly affecting the citizens. Jim Carver Powhatan County

fter 55 years, one would assume memories of your father would fade and eventually become only bits and pieces in a brain filled with numerous past events and people. ... But it doesn’t work that way. Rarely a day passes when I don’t think of my father, and, on the best of days, I can still hear his voice. I still recall the routine of our constant life together provided, and the lessons I learned from him without realizing it at the time. My earliest memories of my dad revolve around his love of sports, and his determined efforts to pass that devotion to this son. The old photos confirm my memories as a small 3-year-old boy snaps the ball to his father still clad in white shirt and tie from work. It wasn’t an unusual occurrence. If it was baseball season, he would retrieve his old flattened leather mitt from the tool shed. I could never understand how he could catch with that old-fashioned glove, but I don’t recall him missing many. But his real passion was football, and I would rush home after school, gather up the old worn leather football, and wait for his car to appear at the end of our street. Since it was a daily occurrence, he was well aware of what was waiting for him every day after work, and time before dinner was often spent with endless passes and kicks in the front yard. His arm was never too tired to throw the perfect spirals that came so hard they hurt, and he was never too tired from a trying day at work to refuse my advances, often made before he could get out of the car. My mother would yell at me from an open kitchen window, “Let him at least come in the house and rest a second,” but I never did. He didn’t seem to mind. The only thing that stopped our game was dinner or darkness. Besides the obvious benefits he passed on like knowing how to catch a football or throw a baseball, he also instilled in me a love of college football that never left me. His education at the University of Alabama was interrupted by World War II, and he was drafted and entered OCS (Officer Candidate School) at Fort Benning, Georgia, eventually serving in the Philippines. On Saturday evenings during football season, we spent hours turning the dial of an old Philco radio trying to find the Alabama game. It was long before the time of ESPN or nationally televised games, and we only heard the Crimson Tide at a barely audible level for brief periods between the static. When I was a little boy, I remember my parents taking me to a Maryland-Alabama game in Baltimore. His excitement at finally getting to witness the team first-hand was unapologetic and not hidden well. Following the game and the serious beating Maryland put on the visitors, he wasn’t as happy, but just being there somehow made the misery of defeat more tolerable. Unfortunately, he didn’t live long enough to watch Alabama recapture the grandeur of the past and return to national prominence on the football field, so I’ve assumed his role as the number one fan north of Atlanta. It’s one of the many things in my life that brings me joy that I attribute to a man who made a huge difference in a short period of time, and confirmed something I still know today. It’s not quantity, it’s quality that really counts. I especially thought about him last January when Alabama captured another national title on the football field and could almost hear his cheering voice. The plays on that field that day dazzled millions of viewers and impacted the national college football scene. In my mind, they were no more or no less important that those passes I caught many years ago in the front yard from a man who still garners the love and respect of a son who loves and respects him no less than those wonderful days almost 55 years ago. Lucky to have him for those 10 short years? You bet I was.

solely dedicated to the food pantry’s purpose, she added. “After two years of not knowing what we were going to do or where we were going to go, this is just amazing,” she said. The new building is located right next to St. John Neumann Catholic Church, which is leasing the use of land for $1 a year to the food pantry, and the former Hungry Elderly and Needy (H.E.N.) Pantry the church used to run. The H. E.N. Pantry and the Ruby Leonard Food Pantry merged last fall into the Powhatan Food Pantry and have been operating since January in rented space in the Plainview Office Center. The service to mark the opening included prayers and scripture readings from local pastors before the unveiling of a sign dedicated to the founders of the former food pantries, Ruby Leonard and the late Viola “V” Allen. Allen’s granddaughter, Marcia Peters of Powhatan, and a friend of Leonard’s, Winfred Taylor, unveiled the sign, which is mounted next to the entrance to the food pantry.

The experience was emotional for Peters, who said her grandmother worked for so many years to found and keep the H.E.N. Pantry going and who also served as director for a few years. “I am sure my grandmother is smiling on us right now from Heaven, because I know I am about to cry,” she said. Peters has been following the progress of the building through the fundraising and construction and said the entire process was made more special for her because so many people helped. “It has been a tremendous coming together of so many groups in the county to make this a reality, and it has been a beautiful thing to see,” she said. The food pantry actually moved into its new space on May 21 and served its first clients on May 24, said Theresa Fields, who co-manages it along with Paul Sitzes and Jim Tubbs. So far, clients have had nothing but praise for the spacious, well-organized look and feel of the food pantry, she said. “They all say it’s pretty and there is so much room. Everybody so far is loving it, from what I am hearing,” Fields said. “It’s

been great. We are getting new people too, unfortunately. We always hate that because it means they are struggling, but we are here for them, so that’s a good thing.” Fields said it was a wonder to watch the building come together in only a few months and to know that the food pantry is paid off thanks to the generosity of the community. There are still a few bills coming in, but she estimates the final cost is about $135,000, raised over several years through donations and fundraisers. “I am hoping this place sends the message that we are here for you and that this is what the people of this county have done,” Fields said. “It is just wonderful to me, because it was the people of the county that put this building here and it is for the people of the county that are in need. It is just a wonderful thing to have and place to be.” The 2,000-square-foot building has a dedicated space to welcome and process clients who come in and more than one desk where they can check in, which lessens their wait time, Goodwyn said. Then, while volunteers are fulfilling their order in the back, they can go through the area with perishable items to pick out baked goods and produce that have been donated.

The larger space allows the pantry to pick up donations from more grocery stores, whereas they didn’t have room for that many items before. Two other really nice features of the new building are a walk-in freezer and walk-in refrigerator, which allow the pantry to keep food fresh longer, Goodwyn said. Other great features include new shelving that holds all of the donations and displays them neatly, a small kitchen area where produce and other items can be cleaned if necessary, and carts that volunteers can use to quickly gather and bag items on a client’s list, Sitzes said. The extra space means more volunteers can be working at one time gathering items so people don’t have to wait as long for their bags of food, he said. “We are able to process a client in about 10 minutes and that is from start to finish,” Sitzes said. He agreed that clients who have come into the new building in the last two weeks have been impressed with both the exterior and interior of the building and highly complementary. Secondary System Construction Budget Priority List for Fiscal Year 2017. The board reviews the plans each year to re-assess its priorities for roads in the county. Kevin Ryker, the Virginia Department of Transportation’s assistant resident engineer responsible for Powhatan, outlined the projects currently on the list, which included realigning an intersection on Route 711 to improve sight distance and improving other intersections, new roadway construction with Carter Gallier Boulevard and widening Route 711. The board voted unanimously to approve the two plans. Butch Sirry, residency administrator for VDOT for Powhatan, also gave the board an update on the intersection of Old River Trail and Maidens Road, which leads to the main entrance of Powhatan State Park. VDOT has worked with property owners bordering the intersection trying to obtain rights to do an interim widening before a major widening project is scheduled to take place in 2017. The interim widening will be done before the state park’s new campgrounds are scheduled to open this fall. Hearing a presentation on a community needs assessment. Catherine Pemberton, director of the Powhatan County Department of Social Services, gave a presentation on a community needs assessment commissioned by the Powhatan County Community Action Agency (CAA). CAA hired iLead Strategies to develop and support the agency in creating a strategic plan. Pemberton explained that, in the past, the local CAA mostly was used for emergency services, which are helpful to people who need it at the time “but don’t really do anything to address the causal factors of poverty, which is what the community action program is supposed to do.” The help the program was providing through CAA included paying utility bills, sending people to a food pantry and helping with housing, school supplies and medical needs. At the same time this trend became apparent, the department also realized it had a rollover in the CAA fund each year and that if those funds weren’t used for local services, the Virginia Department of Social Services would assign them elsewhere, she said. That realization prompted the needs assessment of the county and its poor to determine what needs most needed to be addressed. The needs assessment found that in May 2015, the unemployment was 4.5 percent in Powhatan County compared to the national trend of 5.3 percent. In Powhatan County, 1681 people (5.4 percent) are below 125 percent of the Federal Poverty Level and of those, 656 people (37 percent) live below 50 percent of the Federal Poverty Level. It found that 61

meeting prepared to approve the application but felt the arguments against it were compelling. If the board decided to “ignore the comprehensive plan and the zoning ordinance, we are inviting chaos in my estimation,” he said. Chairman Bill Melton, District 3, said the decision weighed heavy on him coming into the meeting, especially with the issues of following the comprehensive plan and having transition areas in different zoning areas. “I do think we need to go back and look at the map and figure transitions out and how are they going to fit into all this. I do not think by approving these three lots that we are going to set a precedent,” he said. He added that based on the discussion at the meeting, he would be voting to deny the application. Other business handled at the meeting included: Holding a public hearing on an amendment to the zoning ordinance with regard to setbacks on properties along major roads and allowed square footage of buildings in the Village Center District. Currently, the zoning ordinance has a minimum front yard depth for development in certain areas set at 10 feet, which could become an issue in the future with development and especially the possible future expansion of Anderson Highway, Altman said. The changes to the ordinance would increase the setback minimum to 75 feet for major arterial roads, 50 feet for minor arterial roads and 35 feet along rural collector roads. The change to the ordinance also increased the maximum gross floor area in the Village Center District from 10,000 square feet to 15,000 square feet. The recommended change was influenced both by another case the board saw previously and the fact that the new joint transportation facility the county is looking to build would exceed the current minimum square footage. During the public hearing, one resident questioned the need for a square footage designation that might deter developers from looking at Powhatan if they are already meeting other restrictions on the property. He also brought up the fact that there are some places where a property is bordered on two sides by a major arterial road, which severely cuts into the land a property owner is allowed to use. Another resident said she knows the bigger setbacks are not what developers want, but they will help Powhatan preserve its rural character. The board voted unanimously to pass the changes to the zoning ordinance. Holding a public hearing for the Secondary SixYear Road Plan for Fiscal Years 2017-2022 and the

The assessment found that the key needs in Powhatan pertained to workforce development, transportation, health and housing, Pemberton said. She said she already oversees 18 programs in her department and wasn’t looking for more, so she instead focused on partnering with organizations and groups already offering services in the community. The department formed or strengthened partnerships with the Free Clinic of Powhatan, Bright Beginnings YMCA, Habitat for Humanity, Powhatan Head Start, the Powhatan Food Pantry, Elk Hill, the department’s own domestic violence program, Powhatan Christmas Mother, Powhatan TRIAD, and Powhatan Fatherhood Program. Other partnerships are still being formed. Social Services also sponsored Bridges Out of Poverty events designed to help people in the community learn about generational poverty and how it affects children and adults, she said. Melton praised Pemberton and her staff for their efforts to create opportunities in so many areas in the community. Tucker praised Pemberton for her dedication to wanting to get at the root cause of poverty and not only address emergencies that pop up. Listening to several comments from the public on May 23. Jim Carver of Powhatan posed two questions to the board: if the county is able to attract business and meet revenue needs, will the board reduce the real estate tax in the future and if assessments increase significantly, will the rate be reduced? Keith Deering of Powhatan questioned the running of the county’s convenience center and road materials he say are affecting his well. Recognizing Older Americans Month and Community Action Month in May. The theme for Older Americans Month in 2016 is “Blaze a Trail,” which emphasizes the value of raising awareness about issues facing older adults and caregivers by making communities livable for people of all ages and providing opportunities for engagement. The board recognized the efforts of the Powhatan Department of Social Services, the Friendship Café, Senior Connections, and the Capital Area Agency on Aging for the services and support they offer to seniors. The board also recognized Community Action for its efforts in building and promoting economic stability as an essential aspect of enabling and enhancing stronger communities and revitalizing communities and moving individuals toward self-sufficiency. ccording to the MerriamWebster dictionary, the definition of the word persistence is “the quality that allows someone to continue doing something or trying to do something even though it is difficult or opposed by other people.� That word fits coach Amanda McCullough’s Powhatan Soccer Association Fury U14 girls team perfectly. McCullough wrote in an email that when this group started playing 11on-11, they struggled to generate offense. “We were always down there, but could not find the back of the net,� she wrote. She wrote that the following season, they scored nine goals. That

Early had five strong innings for Post 201, striking out four and walking just two, but relief pitcher Hunter Langston got roughed up in the top of the sixth inning. Jayson Maitland had a one-out double off Langston, and then Austin Sizemore was issued a walk. Joshua Meyers scored those two with a double to make it a 6-3 game. upward trend continued to 10 goals in the fall of 2015. This spring, the team scored 18 goals en route to a 6-1-1 record and won the First Division in the Virginia Soccer League. Even more impressive is that those 18 goals were spread across a wide swath of the Fury’s roster. “Offensively, our movement with the ball and fluidity of positioning during the game resulted in 10 girls scoring goals,� McCullough wrote. The team also made a bit of history while dominating their way to the division title. “Defensively, we allowed the fewest goals against in our division,� McCullough wrote,� and (the fewest goals) in our history as a team.� As with most successful teams, the Fury has developed a solid rapport that carried them through

the season. “Throughout the game and practices, you will hear the girls encouraging one another to take risks and be creative with the ball,� McCullough wrote of the trust among the members of the team. “If a pass or decision does not get executed as hoped, teammates encourage one another to keep trying.� Just like the boys Fury teams, the girls have the opportunity to travel around the area and play teams from well outside the Powhatan County lines. The opportunity to play these varied teams and players is a developmental key for the growth of the players, according to McCullough. “Our games help us determine the areas of growth needed as a team and for individual players,� she wrote. “By playing different teams and players, we have been

We’re very deep in that area.� As the team showed, there are very few batters, if any, in the Post 201 lineup that can’t hurt opposing teams at the plate. Top-to-bottom, each player had at least one hit against 284B and all but one had at least two hits in Sunday’s contest. Cutchins was 4 for 5 with two runs scored. Shumate was also 4 for 5 on the afternoon and scored three runs as well. McNease was 3 for 5 with a run scored. Randell was 2 for 4 with two runs scored.

Allen, McNease, Stanley and Shumate combined for the 11 RBIs. “We’re sitting really good with about four or five batters that you have to pitch to,� Mead said. “That helps a lot, especially when you have some big sticks because they can’t pitch around those sticks. We had some young kids swing the bat really well for us today.� Mead said that baserunning would be a point of heavy emphasis at the next practice for Post 201, as several mental mistakes were made on the basepaths. Some players were picked off by the 284B pitchers, while one or two runners were caught in a rundown. Post 201 is scheduled to play three games this week prior to the weeklong break. each player develop to their fullest potential.� If that potential continues to grow on the team, it won’t be any surprise to see the members of this year’s U14 Fury girls ripping it up at the next level for the Powhatan Indians girls soccer team. Indians highlight conference, region teams By Billy Fellin Sports Editor

Powhatan’s athletes from all the spring sports found themselves being honored as members of the Conference 20 and Region 4A East postseason teams. The Region 4A East champion Powhatan softball team placed three players on the first team All-Region squad. Junior pitcher Ali Celiberti, sophomore short-

stop Mason Basdikis and sophomore outfielder Tori Gilbert were all named first team. Senior Valerie Fridley and sophomore Sami Pleasants were named second team All-Region 4A East. Indians coach Marie Crump was named Coach of the Year in the region. Basdikis, Gilbert, Fridley, Pleasants, Celiberti and catcher Madison Foster were all named first team All-Conference

20 for softball. Teammates Lauren Ratliff and Harley Conner were named secondteam All-Conference. Crump was named Coach of the Year in Conference 20 as well. Powhatan baseball had three honorees on the second-team All-Conference 20 team. Pitcher Trenton Tiller, catcher Logan Amiss and outfielder Ross Lewis were second team selections. Powhatan’s girls soc-

cer team was honored on the All-Conference 20 team as well. Forward Kylie Donnelly, midfielder Magen Palmore and defender Gabrielle Criscione were first team selections. Katia Martin and goalie Kylie Maiolo were named second team AllConference. Kayla Hathaway and Morgan Lovgren, both midfielders, were named honorable mention for Conference 20.

On the boys soccer side, forward Will Hayden, midfielder Dalton Barr and defender Shane Anderson were first team All-Conference 20 selections. Defender Patrick Peach was a second team nod. Both lacrosse teams also landed players on the Conference 20 team in the first year of VHSL competition for Powhatan lacrosse. Defender Alexis Evans was named first team

All-Conference for girls lacrosse. Attacker Faith Lawhorne and midfielders Reagan Thomas and Ashley Van Buskirk were both named second team All-Conference. “We get down and it triggers something in us and we always find a way to crawl back,” Powahtan senior Valerie Fridley said. “I’m just honestly in shock. We are always the ones to comeback and fight. We had our hearts in it, we wanted it and we fought to get it.” Powhatan had a chance to pour on runs early against Fauquier. The first two innings saw no runs, but in the bottom of the third, Powhatan loaded the bases with no outs. Falcons pitcher Sarah Lamper issued a basesloaded walk to push across the first run of the game. In the next at-bat, Harley Conner flew out to centerfield, and Ratliff was thrown out at home after she attempted to tag up and score. “They had the chance to open up the barn doors there,” Fauquier head coach Mark Ott said. “That was the turning point of the game.” In the top of the fourth, Fauquier got to Indians’ starter Ali Celiberti, scoring three quick runs, helped by fielding errors by Powhatan, and it was a tworun deficit in the blink of an eye. “We made some mistakes on defense that gave them opportunity and that hurt,” Powhatan head coach Marie Crump said. “You’re going to make mistakes, its how you come back from the

mistakes that counts. I think we came back strong. And it gave us an opportunity to win.” In the bottom of the fourth, Sami Pleasants got the Indians a little closer to tying the game thanks to some smart baserunning. Pleasants had gotten aboard thanks to a fielder’s choice, and advanced to second off a sacrifice bunt by Fridley. While Mason Basdikis was at the plate, a passed ball escaped the Fauquier catcher and Pleasants used her speed to score all the way from second to make it a 3-2 game. The fifth, sixth, and the top of the seventh passed by without any more runs, though with plenty of plays that prevented runs, such as a key 1-3-5 double play executed by Basdikis, Celiberti and Ratliff in the top of the fifth. Basdikis and Ratliff led off the bottom of the seventh with a popout and strikeout, respectively to put the Indians up against their final out. Gilbert worked a walk to bring Celiberti to the plate. Celiberti then grounded to shortstop, but both runners were able to beat the throws. Madison Foster came to the plate and three pitches later hit a line drive off the Falcons’ pitcher’s ear, and Gilbert scored after a wild throw from the Fauquier second baseman trying to get Celiberti out. Fauquier’s offense came alive in the top of

the eighth inning, scoring four runs to put the Indians back in comefrom-behind mode once again. Elam led the Indians comeback attempt off in the bottom of the inning with a single, capping a 3 for 4 day for her. Pleasants once again grounded into a fielder’s choice, as the Falcons got Elam at second. Fridley then singled to put two on and just one out. Basdikis followed that up with a double, scoring Pleasants to make it 7-4, and the Indians had life once again. Ratliff then hit a groundball in the infield, scoring Fridley to make it 7-5. Ratliff was called out at first on a very close call that was discussed at length, but not overturned. Then, Gilbert ripped a triple to deep centerfield that if it had traveled five or so more feet would have left the stadium. Basdikis scored to make it 7-6 and brought Celiberti to the plate. But, with the tying run just 60 feet away, Celiberti struck out to end the game and the Falcons were victorious. “We just wanted one more run to tie it up and give us another chance and unfortunately that didn’t happen for us today,” Crump said. Powhatan left 10 runners on base during the semifinal, which came back to haunt them. Richmond Times-Dispatch freelance writer Thomas Foote contributed to this report.

PUBLIC HEARING NOTICE COUNTY OF POWHATAN INTENT TO AMEND THE FISCAL YEAR 2017 ADOPTED BUDGET There will be a public hearing on the proposed amendments and appropriations to the Fiscal Year 2017 adopted budget at 7:00 pm on June 27, 2016 in the Village Building Auditorium. On May 2, 2016 the Powhatan County Board of Supervisors adopted the Fiscal Year 2017 Powhatan Operating Budget in the amount of $104,924,788. The Code of Virginia Section 15.2-2507 states that any locality may amend its budget and must hold a public hearing if any such budget amendment exceeds one percent of the total expenditures of the currently adopted budget. Resolution R-2016-42 amends the FY2017 adopted budget in the amount of $2,144,000 for the Other Capital Improvement Program, which is 2.043% of the original budget. Additional grade 8 collections of evidence will also be purged if students have met the numeracy and/or literacy graduation requirements with high school assessments.
