OWHATAN – The launch of new websites related to Powhatan County tourism and economic development mean the county has two more resources to help attract visitors and businesses. OWHATAN – The very thing that might make a person seem vulnerable could also save his or her life if used correctly. A walking cane – a seemingly harmless object – can be more than just a prop to help seniors or someone with an injury or a disability with balance. Powhatan couple Tom and Betty Ashmore believe a cane could be the difference between being a victim or safe, between being injured or healthy. The Ashmores, owners of Cane Loyalty, teach a program called Cane-Fu, which is all about taking a symbol of weakness and turning it into a source of confidence and strength. The couple holds classes that teach people who use a cane how it can be used not only as a defensive weapon in case of an attack but a tool to become healthier and stronger. And as he emphasized repeatedly to a group of seniors at the Powhatan TRIAD Senior Resource Fair on Thursday, May 26, “We get stronger so we can live longer!” “Using a cane, some people feel it makes them look vulnerable. Thugs know this for a fact,” Tom Ashmore said. “When you have no other choice but to defend yourself, knowing how to use the cane may just save your life. The cane will no longer be a sign of weakness but more of a badge of courage.” The Ashmores did a demonstration of some of the ways a cane can be more useful than the audience ever knew. But Tom Ashmore cautioned that people have to learn the techniques properly and practice them on a regular basis if they want the moves to come in handy when split second decisions are needed. Ashmore is a retired marine and police officer who said he started training in martial arts at the age of 14 and has been learning new techniques all his life. He later started his own business with training classes to teach knife defense, unusual weapons and basic street survival. Ashmore is also a certified Cane-Fu instructor with Cane Masters, which Mark Shuey Sr. helped found and now owns. The program focuses on five key areas: situational awareness, stretching, strength building, balance work and self

Registration opens for state fair competitions Contributed Report For those who want to win blue ribbon bragging rights, the State Fair of Virginia’s many competitions will suit every taste and talent. Registration is now open for the fair’s general competitions, as well as for livestock competitions and 4-H and FFA hay bale decorating and student garden contests. Everything from gluten-free baked goods to dwarf dairy goats will be judged prior to and throughout the 2016 fair. Feeling artsy or crafty? You can enter artwork, photography, quilting, needlework, sewing, basketry and jewelry. Among last year’s blue ribbon winners were a crocheted Uncle Scrooge figure, painted cowboy boots inspired by the works of Monet, an overhead photograph of a ring of Converse sneakers, and a dress made of duct tape. Like to make miniature replicas? There’s a new competition for adults who want to create a miniature room scene. Rooms cannot be larger than 30 inches in height, width or depth and should closely resemble the room of a house—down to the tiniest table lamp or smallest sofa. Adults and youth who like to create postcards can enter the new postcard competition. Entries can be quilted or made of paper, metal or wood. If you’ve got a sweet tooth, the baked goods competition includes categories for breads, cakes, pies, candy and cookies. Returning this year is a decorated gingerbread house competition. Entries

can be made from scratch or from a kit. The first-place winner will receive a carload pass to the Illuminate Light Show, which will run Nov. 18 through Jan. 1, 2017, at The Meadow Event Park. Blue ribbon winners in last year’s preserved goods competition included a blueberry syrup and pickled beets. In the crops and vegetable competitions, judges will examine corn, cotton, grains, peanuts, squash, sunflowers and more. Entries are judged on color, size, shape, freshness and uniformity. In the open plants category a returning favorite is fairy gardens, which are miniature gardens complete with structures and living plants—perfect homes for fairies. The theme of the hay bale decorating competition for 4-H and FFA groups is “Down on the Farm,” and the theme of the 4-H and FFA student gardens competition is “Blue Ribbon Moments.” Entries for the livestock competitions are being accepted for beef and dairy cattle, dairy goats, pigeons and doves, market hogs, meat goats, sheep and poultry. Local pharmacies sold to CVS Staff Report Powhatan Pharmacy and Plaza Pharmacy, two local business institutions, are being sold to drugstore giant CVS. The pharmacies will have their last day as family-owned businesses at the end of regular hours on Friday, August 5, Stephanie Cunha, CVS spokeswoman, said. The locations at 1799 South Creek One and 2105 Academy Road will be converted over that weekend and reopen as CVS Pharmacy on Monday Aug. 8. “This will be a seamless transition for customers as we handle the transfer of all prescription records automatically,” Cunha said.

The company is also in the process of interviewing existing employees at both locations who are interested in coming to work at CVS Pharmacy, she said. Powhatan Pharmacy was started in 1975 when James “Jim” Gregg and his wife, Carol, bought Bloxton’s Pharmacy in the Village area and made it his own. They opened Plaza Pharmacy in Powhatan in 1997. James Gregg died on Dec. 2. Carol Gregg said her husband knew about the sale as they had been discussing the decision to sell for about two years. “It was a very hard decision that we thought about for a long time,” she said.

RAYMOND DeNOON Raymond Lester DeNoon, 90, a loving father, Papa, Daddy Raymond, of Powhatan, widower of Ruth Hobson DeNoon, went to be with the Lord on Tuesday, July 5, 2016. He was the son of the late James Ivy and Lilly DeNoon. He is survived by his daughter, Carol D. Crump DENOON (Randy) of Powhatan; two grandsons, Eric Crump of Chesterfield, Adam Crump of North Carolina; one great-granddaughter, Phoenix Crump; the son he never had, Shane Bradley (Lisa) of New Mexico; one brother, Snead DeNoon; sisters-in-law, Mildred (H.H.) Webb, Carolyn DeNoon and Helen DeNoon. He was preceded in death by his brothers, Clyde, Charlie, Cecil, Esten; and sister, Irene. Raymond was a World War II U.S. Army veteran, serving in Czechoslovakia and Germany from 1944 to 1946, and worked at the American Tobacco Company for 35 years. He enjoyed his family, his many nieces and nephews, loved to rabbit and deer hunt, and planting and harvesting his garden. Thanks to Pat DeNoon for being a loving and caring caregiver and to St. Francis Hospital and St. Francis Hospice Care. The family received friends from 6 to 8 p.m. on Friday, July 8 at Bennett & Barden Funeral Home, 3215 Anderson Highway, Powhatan. TESSA KING Tessa Vipperman King, 71, of Midlothian, died on Saturday, June 25, 2016, from cancer. She was born May 4, 1945, in Martinsville to Louise and Leon Vipperman, and married the love of her life, Art King, on March 12, 1964. Tessa was a member of the Oak Level Baptist Church in Bassett. KING Survivors include her husband, Arthur D. King; two daughters, Melissa King and husband, Scott Schiltz, of Midlothian and Shannan Lindhjem and husband, C.J. JUDITH LANE Judith Ann Youngblood Lane, born July 20, 1943, became a heavenly angel on Wednesday, July 6, 2016. Judy was beautiful in every way; spiritual, creative, intelligent, generous, compassionate and elegant; a loving wife, sister, aunt and loyal friend. Her parents were the late William Youngblood, promiLANE nent artist of Powhatan County, and Evelyn Brittain Youngblood. She is survived by her husband, Martin Stakes Lane, Ph.D.; her sister, Amy Y. Karnolt and husband, Bill; five nieces and nephews; and 10 great-nieces and nephews. Among her many relatives and friends are her special cousins, Jesse and Beth Roberts and her pal, Mary Foore. Graduating in George Wythe High School’s first class, she had helped plan and attend their 55th reunion in May. Judy graduated with a B.S. in medical technology from MCV in 1967 and subsequently returned to MCV and earned another B.S. in nursing. She worked at hospitals in Florida and for the Virginia Health Department as well as other places. The family received friends from 5 to 8 p.m. on Monday, July 11, at the Central Chapel of Bennett Funeral Home, 3215 Cutshaw Ave. A funeral service was held at 1:30 p.m. on Tuesday, July 12, at St. Stephen’s Episcopal Church, 6000 Grove Ave. Interment in Riverview Cemetery followed a brief reception at the church.

FREELAND YOUNG JR. Freeland Glen Young Jr., deputy chief (retired), Fairfax County Fire and Rescue Service, formerly of Follylick Farm on Young Avenue, Herndon, and beloved husband for 65 years of Norma Slack Young (deceased April 7, 2016), died peacefully on Friday, July 1, 2016, in Powhatan, at age 85. Born to Freeland Glen Young and Ida Blanche Young on YOUNG November 17, 1930, he was the youngest of five children. He lived the majority of his life on Follylick Farm. He is survived by his children: twins, Jane Young Lewis and Jean Young Hudack (Charlie) and Freeland Glen Young III (Sally); grandchildren, Dean and Geoffrey Lewis, Lisa and Marjorie Laydon, Annabelle and Charlie Young; and four greatgrandchildren. Freeland graduated from Herndon High School in 1948 and attended American University in Washington, D.C., before leaving to work Follylick Farm as an active dairy and agricultural farm. Operations were scaled back to a horse farm when Freeland joined the Fairfax County Fire and Rescue Service where, after 25 years, he retired as deputy chief in 1985. Freeland, always the Gentleman Farmer, created with Norma a “little piece of heaven” on Follylick Farm, where they loved working and helping family, friends, neighbors and children. They enjoyed traveling the USA, and Freeland loved hunting at his cabin in Grayson County, which he called “a place of the heart.” A funeral service was held at 11 a.m. on Thursday, July 7, at Adams-Green, 721 Elden St., Herndon. Aspinall was arraigned on June 29 and released on bail. Several items were taken from the home but recovered by deputies.

Contributed Report The Goochland Powhatan Community Services will host a Youth Mental Heath First Aid Course. This class is open to anyone over the age of 18 and is free of charge. Only 20 seats are available. The class will be held from 9 a.m. to 5 p.m. on Thursday, Aug. 4 at the Goochland Library, 3075 River Rd W, Goochland, VA 23063. Participants must attend the entire class to receive a certificate. Youth Mental Health First Aid is designed to teach parents, family members, caregivers, teachers, school staff, peers, neighbors, health and human services workers, and other caring citizens how to help an adolescent (age 1218) who is experiencing a mental health or addictions challenge or is in crisis. Youth Mental Health First Aid is primarily designed for adults who regularly interact with young people. The course introduces common mental health

challenges for youth, reviews typical adolescent development, and teaches a five-step action plan for how to help young people in both crisis and non-crisis situations. Topics covered include anxiety, depression, substance use, disorders in which psychosis may occur, disruptive behavior disorders (including AD/

When Dobbins had first announced that her office would no longer process passports, Weiler said county staff started looking into having one of its offices taking over the duty and submitted an application to that effect. The June 27 notice from Dobbins likely changed that and means the county may withdraw its application to process passports, Weiler said. Either way she said she felt the money should be separated out and that taxpayers should not be paying the postage for processing passport applications since it is not a mandated program. “In this case it is actually an optional program where the federal government has set it up where the local taxpayer pays nothing to process passport applications, which is only fair that whoever wants the passport should pay for the application,” she said. Williams said he was hesitant to act since it is such a fluid situation. “I don’t remember an instance where we have spent this amount of time over $1,000. I really don’t. And the time and staff work that has gone into it,” he said. “So, I am going to take a deep breath and I am not going to be voting for it tonight.” The board voted four-one in favor of transferring the $1,000 of postage from the clerk’s office budget to move it to contingency. Williams was the lone vote against. Reducing the cash proffer amount for Oakland Estates Subdivision from $7,236 to $1,880. A public hearing was held in which the applicant, Lesley D. Andrews and Fine Creek Building Co. Inc., requested amending the cash proffer amount for Oakland Estates Subdivision from $7,236 to $1,880, March Altman, deputy county administrator, said. Most of the discussion surrounding the resolution focused not on it but on the role the planning commission plays in reviewing and making recommendations regarding the CIP. Williams said he felt whatever role the board decided it wanted the planning commission to have, he thought it needed to be better defined. Melton and Tucker, who previously served on the planning commission at the same time as Williams, agreed the supervisors needed to make the commission’s role clear. The second resolution was a public hearing held to budget and appropriate $2,144,000 for the Other Capital Improvement Program. No one spoke during the public hearing and there was no board discussion. The resolution funded various projects, including $850,000 for school buses; $575,000 for a fire engine; $225,000 for an ambulance; $140,000 for sheriff’s vehicles and $180,000 for facilities improvements. Other business handled at the meeting included: Amending the FY 2017 operating budget by transferring $1,000 from the clerk of circuit court’s budget to the county’s contingency fund. Pat Weiler, county administrator, gave a history of how the circuit court clerk’s office came to process passports and then told how, during budget meetings, the clerk of court, Teresa Dobbins, requested additional funds for postage. Meetings held in May between her and county staff discussed how much postage was needed, how a $25 fee the office collects for processing passports goes to the state, and whether county taxpayers were actually paying for postage for the applications. Dobbins previously announced that her office would stop processing passports. However, Weiler said she had heard that day from Dobbins, who said in an email that through working with partners at the Department of Judicial Services, they had found a way to legally return funds to the clerk’s office to cover postage so the

Master Naturalist program training new volunteers Contributed Report

On two recent consecutive weekends, members of the James River Master Naturalist chapter spent a half day “in the field” at Belmead with an expert in botany to learn about dozens of wildflowers, grasses, mosses, and shrubs, including many native species, and with herpetologists to identify and learn about frogs, salamanders, snakes, and turtles. Many experts in other relevant fields give their time and knowledge to train Master Naturalists on many subjects, including birds, trees, weather, geology, mammals, amphibians, reptiles, insects, and the history and practice of citizen science. Stewardship is also an important aspect of the Master Naturalist program, and several volunteers have

Tourism The tourism website has several standout tabs that speak to some of Powhatan’s most popular offerings, such as information for people planning weddings, wine lovers, horse lovers and history buffs, said Kerri Delaney, executive associate for the county. It also offers information on attractions, historic Powhatan, outdoor offerings, sports and farm life. “We highlighted attractions that are in Powhatan. One of the big things was the wedding venues to give people places to do events,” she said. “Powhatan is known for its equestrian community, so that was another big thing we highlighted so people know where they can go it they live here or are moving here. Another one we did was our wineries. That is something people do enjoy. We have Festival of the Grape and two of our own wineries.” The Historic Powhatan dropdown menu gives people the option of looking at information on century farms, historical churches and cemeteries, other historical county attractions, the Powhatan Historical Society and the various historical roadside markers that can be found throughout Powhatan. The site will also now link directly to an events calendar maintained by the Powhatan Chamber of Commerce, Altman said. Because farming is such an important part of the county’s culture, the county wants to develop the agritourism opportunities listed there, he said. Part of that will be done by establishing partnerships with other organizations and institutions, including the Extension Office, the Farm Bureau and farmers.

Economic development The economic development website will be focused on marketing Powhatan both to prospective businesses and existing businesses that might expand their operations, he said. The county’s Economic Development Authority (EDA) is becoming more active and making plans for incentives and programs that will show Powhatan as an attractive location for those businesses, he added. One key feature allows visitors to

the site to search undeveloped properties in the county as potential locations for a business, Altman said. The list will continually be updated as the county becomes aware of properties. There is a place on the site where property owners can fill out forms to submit their property to be added to the list. “We are not going to be aware of every single property or business in the county, so we want to provide that opportunity for people if they are not listed to get on the list,” he said. The site also gives information about the county that businesses would be interested in, including other major employers already in the county, tax rates, available utilities, and information on building, starting a business or getting a business license. The site highlights important factors such as K-12 and college options in or around Powhatan County, the vision of the county set out by the board of supervisors, and what community facilities are available. It also provides links to key services such as the hospitals that service the area. Most of the information was already folded into the county’s main website, but having a site dedicated to economic development gives it a separate identity with a clear focus of highlighting Powhatan to businesses, Altman said. “When you have multiple web pages, it gives you more opportunities to attract people interested in elements of the county,” he said. Delaney said she is working on a list of Powhatan’s existing businesses that will be featured on the website. After the list is published on the site, if businesses are not listed there, they can apply to be added. “I am editing the business to see what is open and what is not,” she said. Another purpose for the website will be to advertise programs developed by the EDA as members determine what the major needs are in the county, Altman said. Areas such as agribusiness and business visitation programs are a few of the subjects already being evaluated. With the existing businesses, members of the EDA and chamber of commerce are forming a team to go out and meet with businesses to learn about their needs, he said. Programs will develop based on feedback. “The members of the EDA are very interested and motivated to move forward and really assist the county in attracting additional businesses. The James River Master Naturalist chapter, which includes Powhatan and Goochland counties, is offering a training class from Sept. 6 to Dec. 13. Classes will be held Tuesday evenings from 6:30 to 9 p.m. and there will be four Saturday field trips. The cost for the basic training is $150 and dues are $20 per year. Through the Master Naturalist program, people with similar interests are able to undertake projects as a group and learn from each other, and, of course, have some fun. The James River chapter was started in 2011 and has just over 50 members. The chapter is part of the Virginia Master Naturalist Program. Madman doesn’t define cause Ah, the memories By Laura McFarland News Editor

T

his morning started with the sound of crying. Generally my mother is the first person I talk to each morning. Topics range from making sure this non-morning person is really awake to plans for the day to what has happened since our last conversation to something we saw on television or read in the news. Often if there is severe weather coming, Mom is the one to inform me of it, which is hilarious since she lives in Houston, Texas. Even with the time difference of her being an hour behind, she is still almost always up first to get ready for work. Often that means that if something really big happens overnight, I hear it from her first. And because she is a truly empathetic woman who – yes, does cry at Hallmark commercials – is sometimes in tears because she is heartbroken about what she has seen or read. Back to this morning. It is Friday, July 8, and the news that people woke up to around the nation is that in this writer’s home state, just 30 minutes from where I attended college for four years, a sniper opened fire on a peaceful protest. Right now, the result is five police officers dead and seven officers and two civilians wounded. I was a little later to work today than planned because I spent a good deal of the morning reading stories about the shootings and learning more about the most recent deaths of black men at the hands of white police officers in Louisiana and Minnesota and about different takes on the Black Lives Matter movement. The stories about the officers and the live footage shot by civilians and journalists at the scene were harrowing – especially watching officers trying so valiantly to get civilians out of the line of fire regardless of the fact that they were the actual targets. The stories and videos about the deaths of Alton Sterling on July 5 in Baton Rouge, Louisiana, and Philando Castile on July 6 in Falcon Heights, Minnesota, also are horrific to witness. Here’s the thing, I am a thirtysomething white woman who grew up in suburban Texas, and was taught to love God, respect her elders, and thank police officers and military personnel for their service. I have never felt fear when seeing an officer except when I was speeding and he or she had a radar gun in hand. My work with the Powhatan County Sheriff’s Office has led me to meet some great men and women in uniform who are doing their best to keep residents safe and get criminals off the street. But there are two issues here that, unfortunately, people are probably going to get confused. The Black Lives Matter movement has merit. There is a systemic racism problem in this country that is evident not only in issues of police shootings but in the areas of poverty, healthcare, violence, education, profiling, hiring and basic human interactions.

I was initially put off by the Black Lives Matter tag, partly because I do believe every human life is important. But when did a cry for equality and fair treatment for people of one race become an attack on all others? When did saying one life matters come to mean you are saying another doesn’t? Is every commercial, story, photo, and film that encourages women to be the best they can be and not accept unequal treatment wrong because it is not sending the exact same message to men? When did it become wrong to ask people to wake up and realize there is a problem in this nation and it needs to be addressed before more people die or are harmed? The Black Lives Matter movement, at least what I have heard of its core purpose, is about ending police violence against black people, NOT about encouraging violence against police. That doesn’t mean there won’t be some people who want to twist an idea to suit their own idea of justice or making a statement. We’ve seen it before. It is a man who says he is pro-life and opposes abortion and then blows up an abortion clinic or shoots up a Planned Parenthood clinic. It is a man who says he is against homosexuality and then walks into a gay club and guns down 50 people who happen to be there. It is a gunman firing on police officers “ambush style” in one city while they monitor a peaceful protest about shootings in two completely different states. These madmen doing unspeakable acts in the name of a cause they claim as their own does not mean that the idea they warped to justify their own actions didn’t inherently have value. The beginning of the column said that this morning started with the sound of crying. I didn’t say it was only my mother doing the crying. I leave you with this thought. Dr. Martin Luther King Jr. delivered a lecture in 1964 at the University of Oslo when he was there to accept a Nobel Peace Prize. In his speech, he said, “Violence as a way of achieving racial justice is both impractical and immoral. I am not unmindful of the fact that violence often brings about momentary results. Nations have frequently won their independence in battle. But in spite of temporary victories, violence never brings permanent peace. It solves no social problem: it merely creates new and more complicated ones. Violence is impractical because it is a descending spiral ending in destruction for all. It is immoral because it seeks to humiliate the opponent rather than win his understanding; it seeks to annihilate rather than convert. Violence is immoral because it thrives on hatred rather than love. It destroys community and makes brotherhood impossible. It leaves society in monologue rather than dialogue. The cadets in Powhatan High School’s JROTC spent one week at Ft. Pickett for the annual leadership camp. Cadets from PHS along with 300 plus cadets from across Virginia and North Carolina were challenged physically and mentally at the camp. It was a week they will never forget. The cadets who attended were Raymond Robins, Ethan Belcher, Randall Stone, Alex Cave, Christopher Townsend, Christopher Mashburn, William Arrington, Adrian Garfias, Conner Benway and Drazen Obradovic. During the camp, the students participated in events such as a 40-foot rappel tower, sports day competitions, survival skills programs, drown proofing, leadership and academic competitions, a leadership reaction course, a night compass course, a physical fitness test, an obstacle course, a rock wall and marksmanship activities.

A

s most of us recover from celebrating the unofficial start of summer and our nation’s birthday, trips to the beach or mountain outings await to quench our thirst for fun and sun. And most everyone I know has a week planned on the Outer Banks where families gather for weeklong reunions and celebrations of the season. The beaches aren’t bad either. Decades ago, trips to the beach were seldom overnight affairs, but, somehow, those fun-filled days seemed longer than the ones today. In my family, the beach rarely meant a swim in the ocean, and most of our beach days were spent a place called Buckroe Beach. It’s a small patch of waterside wonderment located near Fort Monroe. In those days, those adventurous enough to continue had to board a ferry to access Virginia Beach or go the long way around through Suffolk. We opted for what was then a lazy, beautiful beach where you could park your car close to the water in the shade of old trees. It was always a planned, family event when we made the trek, and my grandmother, aunts and uncles were always part of the gathering. It seemed we arrived at the beach just as the sun became warm enough to entice you into its gently rolling waters of the Chesapeake Bay. Following a morning swim, we gathered around the car and went from dish to cooler and collected a scrumptious amount of food. Now, technology has certainly evolved since the 1950s on a small beach near Old Point Comfort, but I seriously doubt if you can still get a home-cooked, chilled just right lunch like that anywhere on this planet. We always waited an hour after lunch before re-entering the water, something I’m not sure had proven validity but seemed to us like the cruel law of the sea as the minutes slowly passed and the coolers were returned to the trunks of bland-colored cars. Around 3 p.m. we showered and dressed in a public bathhouse on the beach, but the day was far from over. On the contrary, the best part of the day still waited as we made our way to a small amusement park that was across the street from the beach. The whole park was only one block in area, and an old wooden frame roller coaster encircled the property, its rickety old cars rattling the worn timbers each time they passed. Looking back, I suppose there wasn’t much there: a small carousel, Tilt-a-Whirl, Scrambler and bumper cars. They also had a tunnel of love whose purpose held no importance to our group of kids except the huge dip at the end of the ride, resembling what now exists as log flumes in many modern amusement parks. The dip at the end was frightening as the old tin boats plunged down into a small pond at the bottom. By now, the sun was beginning to set, and the ride home was usually short, especially when most of it was spent in deep sleep. And, somehow, my parents managed to exhaust us while supplying a boatload of pleasant fond memories, nice enough to last a lifetime. They did it without the aid of iPods, cell phones and wireless access everywhere. I’m not sure what Buckroe Beach looks like today. I know it went through some difficult times, but the area is being reclaimed the last time I checked. Of course, it’s different. The old amusement park was razed years ago, and the smell of my grandmother’s fried chicken — just a delicious memory!

The decision was a long time coming and primarily driven by customers from the various localities requesting it, Melis said. “Citizens have been requesting for us to add that service,” he said. “Other private recycling vendors started doing it, so competition has driven it to happen.” In addition to the milk and juice jugs, soda and water bottles, shampoo bottles, and detergent bottles that were already accepted, starting July 1, people can now recycle butter and sour cream tubs, yogurt containers, clear clamshells, berry baskets, and prescription bottles. Cartons are the cardboard containers that have the waxy coating like orange juice containers, milk cartons and juice boxes. Empty the container, rinse and replace cap if it has one before placing in the recycling container. Plastic bags, Styrofoam containers and food contaminated pizza boxes are still not accepted. The change is a big one for the CVWMA, which was formed in 1990 to help localities meet state mandated recycling guidelines. The last change to the recycling program was when plastics with a one or two were added, which was in the late 1990s, Kim Hynes, executive director of CVWMA, said. The authority was recently renegotiating with one of its contractors, TFC Recycling, to extend its contract for processing the materials in its dropoff recycling program,

Hynes said. CVWMA asked the company to consider handling the expanded list of items and the company came back with an attractive offer, she added. “People have been interested but it has not been economically feasible to collect them, sort them, bale them, and market them,” she said. “Since then, and over the years as technology developed, markets emerged for the other types of plastics and the cartons as well and we were able to take advantage of new markets.” For customers, it is a benefit because there won’t be as much confusion about what kinds of plastics can be recycled, Hynes said. She expects the number of plastics with a one or two being recycled will also increase as a result. “On a per ton basis, it does cost more to recycle than to haul and dispose of at the landfill,” she said. “However on a long-term basis, recycling keeps the cost of disposal low by lessening the reliance on landfills and the need to construct more landfill capacity in the future.” This is all in addition to reusing resources and recycling materials back into new products, Hynes pointed out. In 2015, Powhatan County recycled 242.95 tons of glass/aluminum cans/plastic and 400.82 tons of mix paper, Melis said. It also recycled 10,615 gallons of used oil; 265 gallons of antifreeze; 495 gallons of oil filters; 990 gallons of Category 1 (paints/gasoline/solvents/lacquers); 216 tons of appliance and scrap metal; 218 units of CFC/HCFC (Clorofluo-

rocarbon/Hydrochlorofluorocarbon); 67 units of propane tanks, and 50 tons of tires. The Virginia Department on Environmental Quality recently affirmed the CVWMA’s regional recycling rate at 58.8 percent for 2015. The additional items now being added to the signature programs starting July 1 further enhance the authority’s mission of increasing recycling. “We applaud the dedicated work that’s gone into ensuring that Virginians can recycle more materials, more easily,” said Keefe Harrison, executive director of The Recycling Partnership, a national nonprofit transforming recycling in towns all across America. “Recycling is an essential part of a thriving environment and economy and CVWMA, a former grant recipient of The Recycling Partnership, shines as an action-focused local leader.” The county only charges for appliances with and without CFCs and tires, Melis said. Powhatan does receive rebates on a few of the recycled materials such as metal, paper, and cardboard that help offset the operating expenses of the convenience center. A county sticker is required to use the convenience center, which is for Powhatan residents only, he said. Stickers may be obtained at the convenience center, 2407 Mitchell Road, or at the Public Works office, 3849 Old Buckingham Road. For more information, contact the Public Works office at 804-598-5764. Hankins also expressed his willingness to discuss a proffer regarding the roads in the subdivision but said it was a separate issue from the matter at hand. Melton applauded Hankins’ for putting a possible deadline on getting the roads completed but agreed it is a separate issue. However, board members did discuss the roads and its implications with future developments. During the public hearing, Tom Tonks talked about buying his house in the Oakland Estates Subdivision in 2009 and the long wait he and his neighbors have had to get an acceptable road. Jim Carver spoke to the issues of the county reducing cash proffers for developers while raising citizens’ real estate taxes; the fact that the planning commission voted four to one in favor of denying the request, and his belief that a new state law limiting a locality’s ability to set cash proffers was not retroactive. Melton talked about cash proffers needing to be tied to the CIP and his support of reducing the amount. The board voted four to one in favor of waiving the rules to accept a late proffer. Williams, who was the lone vote against, said that even when he was a planning commissioner, he fought against late proffers like the one proposed. The board also voted four to one in favor of accepting the proffer that the subdivision’s road will be brought to VDOT standards by June 30, 2017, unless an extension

Rogers named to Dean’s List in winter, spring semesters Contributed Report Kelsi Rogers, a senior majoring in pre-medicine, biology and French from Mosley, was among the students named to both Augustana College’s 2015 winter term and 2016 Dean’s Lists. Defending against an attack During his presentation to Powhatan seniors, Ashmore stressed that Cane-Fu is not about teaching seniors to pick a fight with their canes. Situational awareness is important because it is always better to avoid a fight. If unavoidable, the first priority in an attack is to defend themselves long enough to get away, he said. If escape is not possible, they need to know techniques that will help incapacitate an attacker until help arrives or it is possible to get away. “The best defensive tool you have is the one between your ears – use your brain. Don’t get in that situation to begin with, and if you can get out of it, if you can escape, do it,” he said. “Only fight as a last resort. But if you fight, win!” In talking about readiness, Ashmore used the example of the Tueller Drill, an exercise that found an attacker with a knife could cover 21 feet in as little as 1.5 seconds. The beauty of a cane as a defensive weapon is that it is always nearby or in a person’s hands, unlike items such as pepper spray or a permitted conceal carry

weapon, which are often stored in a purse, bag or holster, he said. “So if I’ve got somebody who is 21 feet away and they’ve got a knife and are coming at me, I don’t have time to rummage through my purse wondering where I’ve got something hidden,” he said. The presentation touched on several common attack scenarios where a person could use a cane to aid their escape. Ashmore had his wife walking with a purse in hand, grabbed her purse and pulled, and showed how she could use the force of his pull and swing her cane to him in the peroneal nerve on his leg. The sensitive spot is likely to debilitate someone at least temporarily. In another scenario, Betty Ashmore held a knife at full arms length while standing across from her husband, who held a cane at full arm’s length. He pointed out that he could knock the knife out of her hand and poke her with the cane without stepping within distance of the knife. “You’ve got that much advantage. You can stop them cold in their tracks before they even get to you. You’ve just got to know how to do it,” Tom Ashmore said. In yet another scenario, Ashmore showed how a blow from the cane to the attacker’s collarbone could break it, making him drop the weapon in his hand. It only takes 7 ½ to 8 pounds of pressure to

On the human body, there are over 30 places that you can hit with a cane that can stop an attack.” Throughout the demonstrations, the couple cautioned that the goal was not to severely hurt or kill attackers but to stop them. “We want to stop them enough to give us enough time to escape and get out of the area,” Betty Ashmore said.

A stronger body Cane-Fu is a system designed to help seniors defend not only against an attack but an injury, Tom Ashmore said. While his presentation to the Powhatan seniors touched a great deal on defense techniques, he pointed out that it was more likely to be useful in “natural occurrences of slips, trips and falls.” “Which is more likely, getting mugged or slips, trips and falls?” he questioned the abused. He showed the seniors how to use the cane when bending at the waist, reaching over their heads and stretching their legs while still seated. Working on improving balance was another key point. “As we get older our balance degrades for a couple of reasons – our posture is shot, we don’t maintain good muscle tone, and we don’t use our balancing abilities the same way we did when we were younger,” he said. “If you practice your balancing, I guarantee you in a week to 10 days, you will see an improvement.” Strength exercising and conditioning helps shape muscles and increase metabolic rate. Resistance training is very important for the senior population because it is one of the only exercises that can actually slow down or reverse the decline of muscle mass and bone density, Ashmore said. owhatan’s Logan Allen would not be denied on the night of July 9. Powhatan Post 201 had climbed back from an early double-digit run deficit to lead by one in the top of the ninth inning. Allen was on the mound in relief of

another reliever Joe Cutchins and two runs scored to put Post 125F ahead by one. Cutchins had gotten on base thanks to a two-out walk, and that was the sign that Allen needed. “I told myself that if Joe gets on, we’re going to win,” he said. “I trusted the team. I went up there and executed.” Allen hit a two-run home run over

the left field wall on the first pitch he saw to give Post 201 a walk-off 19-17 thrilling win over Post 125F. “When you’re in that situation, that’s the one you want,” Post 201 coach Eric Mead said. “It was his game to win or his game to lose.” Post 125F started the marathon game off in the top of the first with a two-run home run of its own to take an early lead.

Fanz 21st in 50 free at Trials By Billy Fellin Sports Editor

Powhatan’s Casey Fanz had the chance of a lifetime last week in Omaha, Neb. Fanz traveled to the country’s heartland to participate in the 2016 USA Swimming Olympic Trials. She was against some of the best swimmers in the country that all had the same goal as she did of a spot on the Olympic team for the upcoming Rio games. “It was incredible,” she SUBMITTED PHOTO said. “I got there last Powhatan’s Casey Fanz finished 21st in the nation at the Olympic Trials in Thursday or Friday. I went the 50 freestyle.

to the pool Saturday morning. It was the most beautiful pool I’d ever swam in. I got to swim against the best in the nation.” On June 30, she competed in the 100 freestyle in the third heat. She swam a 56.75 in the event and finished 55th overall. On July 2, however, she really impressed in the pool. In the 50 free, she swam a 25.60, a new personal record and was second in her heat. Overall, Fanz was 21st in the 50 free and was only .07 seconds off from qualifying for the semifinals.

“It was really exciting,” she said. “It makes me excited (for the next Trials) in four years with some college and more specific training. I’m 21st in the nation. There’s only one 18 year old ahead of me. That makes me excited for the futures and makes me determined.” Both events were live streamed online and many of Fanz’s friends from Powhatan as well as her Poseidon club team reached out to her through social media to offer their support. see FANZ page 2B

t didn’t take long for Powhatan Post 201 to jump ahead of Post 125 on July 7. The lead came in just four batters, for those counting. Powered by back-toback home runs in the first inning and another blast in the bottom of the third, Post 201 defeated Post 125 in seven innings by slaughter rule 13-3 at home. Second baseman Joe Cutchins led the eventful first inning off with a oneout double. He scored after a passed ball and a wild pitch to make it 1-0. Logan Allen reached base on a walk and advanced to third on a wild

pitch, then scored on another wild pitch to make it 2-0. Then, Korey Singh and Seth McNease launched back-to-back solo home runs to make it a quick 4-0 lead for Post 201. Post 201 would strike again in the bottom of the second inning. Jacob Beil led the inning off with a double and advanced to third on a single by Jacob Talley. Beil would score on a passed ball to make it 5-0. Talley scored later in the inning on a sacrifice fly by Allen to make it 60. Post 125, which was coming off a 16-inning marathon 12-8 win over Post 175 the night before, scored in the top of the third to cut into the deficit. Zack Schevetz and

Jake Loukie reached base and were knocked in by a double off the bat of JT Bellotti. Powhatan was able to extend the lead once again in the bottom of the third inning. Scott Carter reached on a fielder’s choice with two outs, and then Cameron Stanley reached on a single. Beil then unloaded into a pitch for a three-run home run to make it a 9-2 lead. Talley reached base with a double and was knocked in by an RBI single by Cutchins to make it 10-2. The fourth and six innings were overall uneventful for both teams, with 1-2-3 innings in the fourth and the bottom of the sixth and top of the seventh.

Post 125 did chalk up another run in the top of the fifth, after Loukie singled, then came around to score on an error. Carter was thrown out at home trying to score in the bottom of the fifth after a single by Allen. Post 201 had another scoring spurt in the bottom of the seventh.

Carter and Stanley led the inning off with one walk a piece. Each runner advanced on a passed ball and Carter scored on a fielder’s choice from Beil to make it 11-2. Stanley scored on an RBI single from Talley. Cutchins then doubled, moving Talley to third.

“It was so cool getting to represent Powhatan and Virginia and my club team,” she said. “I was getting Facebook notifications and getting tweeted at from my former teachers and friends. The outpouring of support was amazing.” While she did not

2020 (Olympics), I’m going for it.” The 2020 Olympic Games will be in Tokyo, Japan. Until those next Olympics, however, Fanz will try to make waves for the Louisville Cardinals. Fanz left for her college last week and has a plan for her freshman year. “I’m really excited,”

she said. “I want to get the lay of the land, contribute to the team in any way I can. That’s what college swimming is about.” The Olympic spirit is alive and well for the Cardinals as current Louisville swimmer Kelsi Worrell earned a trip to Rio in the 100 meter butterfly. While the Post 201 defense kept the 125F bats quiet, the 201 offense kept rolling. In the bottom of the seventh, Reilly Dickerson worked a walk, followed by Cutchins and Bales reaching on singles. Then, Allen cleared the bases with a triple, followed by him scoring on a single by Singh. Those runs led to a 16-15 lead for Post 201. Cutchins got the first two outs on the mound for the top of the ninth, but lost the strike zone and walked two batters. Allen took the mound and walked another, then hit another, scoring a run to make it 16-16. Another run scored on a wild pitch to give 125F a 17-16 lead. Allen struck out the final 125F batter to set up the heroics of the bottom of the ninth inning. “We got a lot of really good hitters on this team,” Mead said. “Cutchins came in and he’s a position player, not one of our pitchers. We were short handed tonight, so we had multiple players that played out of position that did a phenomenal job. We were starting a lot of younger guys too. It was a phenomenal game.” The game had a bit of a dark cloud hanging over it, however, as Post 201 is ineligible for the upcoming American Legion District 11 tournament due to ineligible players on the roster. “We ended up with some administrative issues to where we had two ineligible baseball players,” Mead said. “We thought they were clear at the beginning of the season. We had an opportunity about midway through the season to let them go and continue on
