County honors Employee of the Year By Laura McFarland News Editor

OWHATAN – Listening to the accomplishments of his fellow nominees for Powhatan County Employee of the Year made a big impression on the winner of the award, Christian McIntosh. McIntosh, the facility maintenance supervisor in the department of public works, said he was caught up in what fellow employees had to say about each of the four nominees and was taken by surprise when his name was announced last week as the winner of the annual recognition award. Once the news really clicked for him, he said he felt incredibly grateful and appreciative to be recognized for PHOTO COURTESY OF POWHATAN COUNTY doing work he enjoys. OWHATAN – When the members of Shiloh Baptist Church in Powhatan mark the 150th anniversary of their church this weekend, they will be honoring a congregation, not a building. True, the members take pride in their building, which dates to around 1898, when a fire destroyed the previous structure, and the fact it is still in good condition despite its advanced years. But the congregation’s roots go even deeper, dating back to 1866 and the years immediately following the Civil War, when

former slaves were trying to find their way in the world and would hold regular prayer meetings in a local home, said church member Gale Lipscomb of Powhatan. For Lipscomb and many other church members, the rich, 150-year history of Shiloh Baptist is more than academic or another milestone reached. It is also a family history – a recounting of how generation after generation has worked hard to keep the church going, even in the face of hardships. “Shiloh is basically like a family church. It is like a family here. It is a true family church just from the his-

POWHATAN – As his impending retirement on Oct. 1 approached, Virginia State Police 1st Sgt. D. Wayne Holland reluctantly accepted the thanks and accolades that went hand in hand with marking the end of a distinguished 48-year career. For Holland, it somehow seemed unfair or wrong to get recognized for something he has loved to do so much. It is a devotion that has never wavered to a career Holland said he almost feels he was made to do. “I never had any reservations about it. My goal is to encourage the guys that work for me to enjoy each day and what they do not because they have to but because they can.” As always, the caliber of employees nominated for the Employee of the Year award made the decision very tough for the selection committee that reviewed the nomination packets turned in by their fellow employees, Pat Weiler, county administrator, said when she announced the results. Weiler introduced the four nominees for the award at the Powhatan County Board of Supervisors’ meeting on Monday, Sept. 26. The recognition is given to the Powhatan County employee who in the past year best exemplified and demonstrated the values and qualities that

According to a church history, Shiloh Baptist Church was started in 1866 by a group of former slaves who wanted to worship the God who had freed them from bondage. The start came when the Rev. Richard Wells, pastor of Ebenezer Baptist Church in Richmond, baptized 70 people. As far as a “church home,” the congregation has had five major milestones in its history. At first, the new congregants met in the home of Doc Walton, where prayer meetings were held regularly, the history said. The group later moved its meetings to a brush arbor and then a log cabin, both of which were built by members. Those early members came together for one pur-

tory of the church,” Lipscomb said. The church will mark the 150th anniversary with two events. A celebration banquet on Friday, Oct. 7 is already sold out. However, church members have invited the public to attend a 150th anniversary service at 3 p.m. on Sunday, Oct. 9 at the church at 3198 Monte Road, Powhatan. The guest speaker will be the Rev. Joseph A. Fleming, pastor elect of Third Baptist Church in Portsmouth. The musical guest is the Rock Hill Baptist Church Mass Choir from Mechanicsville. All are welcome.

pose – to worship God, Gayzelle Taylor of Powhatan said. “People worked hard to accomplish what they needed to accomplish in those days because there was hardship,” she said. The history records George Fleming Sr. and James Standard as making the first donations of $1 to the building of the cabin. A frame building that parishioners also built replaced the log cabin and served as the church until it was destroyed by fire on Jan. 8, 1898. “The next day, Sunday, the members gathered at the Shiloh School and pledged $415.00 to rebuild the church,” according to the history. see SHILOH page 10A

Here they raised their two children, hosted frequent family events and good times with many longterm friends. She later moved to Lexington in 2013. A very positive and outgoing person, Emma loved the company of others, especially her family. Throughout her many years, she kept in touch with her family and friends by pen and paper. Nordvig went on to tell Holland that he has “two sons and a daughter and if either one or both of my sons turned out like you, I would be very proud.

Holland married Elaine about a year later, and found he was gone a great deal, responding to situations such as civil disturbances, strikes, and training assignments. Sometimes he was gone a week or two, other times even longer. “When you are gone, you depend on your wife to help make things work at home – take care of your kids, take care of the home and all those things that are imperative when you are not there. said he takes the most pride in is that, as commander of Area 6, more than 100 troopers were promoted under his leadership. That pride stems from the possible impact he had on those troopers, who have gone on to affect countless other lives during their careers and personal lives, he said. Holland said he also takes pride in the relationships he had through the years with six consecutive Powhatan County sheriffs. “About a year ago or less I was recognized by the outgoing sheriff, my friend Greg Neal, and the incoming sheriff, my friend Brad Nunnally. They collaborated on recognizing that,” Holland said. “I hope what that means was I did work with them, I did do the things that state police ought to do and offer ourselves for our state police responsibilities and help the county be a good county.” Other accomplishments pointed out about Holland included: Working with the president of the Powhatan NAACP to ensure positive relations with the African-American community. Driving state police vehicles in all types of conditions for an approximate total of 1.4 million miles with no motor vehicle crashes over a 48-year time frame. Receiving about 121 commendations from the public, including the Central Chesterfield Ruritan Club’s Public Safety Award (1980); Dale Ru-

ritan Club Public Safety Award (1987); Downey Ruritan Club Public Safety Award (1992); Chesterfield County Outstanding Assistance to Security Management (2010); Central Chesterfield Ruritan Club Honorary Lifetime Membership Award (2011); Amelia County American Legion Gold Medal Award (2012), and first Boy Scouts Spirit Of Scouting Award (2014). Other honors included the Virginia State Police Superintendent’s Award of Merit (1988) and Powhatan Sheriff’s Office Award of Public Service (1989).

Looking forward After working for more than 48 years, Holland said he doesn’t have any big plans for retirement while he gets the hang of it. He plans to spend time with his family and do a little hunting and fishing. “But as far as maybe doing something else later on, I am just going to see how retirement works,” he said. As far as the Virginia State Police, Holland said he hopes the agency will continue its traditions of employing people who always strive to do the right thing, work well with others, treat people fairly, and become part of the community. “We want them to do their job but also keep in mind that it is important to treat people right,” he said. Newspapers still essential

Replacing the paddle By Jim Ridolphi Contributing Columnist

A

close friend and former co-worker recently shared a funny saying about newspapers with me. The anonymous saying went something like this: Saying “I don’t need newspapers; I get my news from the internet” is the as same saying “I know, right? And I don’t need farmers because I get my food at the supermarket.” I couldn’t help but laugh. It seemed appropriate to share that this week given that it is the 76th anniversary of National Newspaper Week, which falls on Oct. 2 to 8 this year. The purpose of the week is to remind people of the essential role of a local newspaper: to inform, connect and even entertain its readers. As a newspaper editor, it is impossible to be unbiased on this subject. I fell in love with seeing my byline in the school newspaper as a freshman in high school in 1996, and that hasn’t changed in the last 20 years. It would be complete hubris to say that newspapers are the only valid news source out there, and this column isn’t going to try to peddle that falsehood. But the one thing that has always felt true about this writer’s experience with community journalism is that, when it is done well, the relationship between a newspaper and the community it covers is symbiotic in a way that isn’t found with many other forms of media. That isn’t bragging; it’s just telling it like it is. Yes, we depend on the public and what is happening in Powhatan County to provide a worthwhile paper. But the flipside is that we try to be there for the important moments or provide a vehicle that allows people to share or learn about them, whether it is big festivals, small talent shows, special anniversaries, major economic decisions or important safety notices. For instance, you aren’t likely to get a 30-second soundbyte out of covering a five-hour board of su-

pervisors meeting where the biggest topics discussed are the county’s employee of the year (congratulations Cameron McIntosh!) and the not-so-glamorous but still important topic of trash disposal. Nor are you likely to see the stories about local student athletes, men and women retiring after working for decades for the good of the county, the progress of getting broadband to local residents or the cute first day of school photos. The same former co-worker who shared the quote found at the beginning of the column said that her great-grandmother once had a story done on her by a small newspaper in Tennessee about how she quilted. Nearly everyone in the family has a copy of that story and will continue to hold onto it and preserve it for the rest of their lives. There is something special about a story printed in a newspaper that isn’t the same with a web story or broadcast, she told me. Granted, she is a newspaper reporter in North Carolina, so she is as biased in favor of newspapers as me. But, as she pointed out, when those momentous occasions happen in the national and international news – Sept. 11 attacks, the Challenger exploding, Princess Diana dying, President Obama being elected – and the local news – your child featured in a photo in print, your daughter’s wedding announcement, a story about a fallen law enforcement officer, a major achievement by your school – people are probably more likely to have a newspaper clipping of the memory than to find and hold onto a computer printout or a broadcast. I am proud to be a newspaper reporter and editor and feel pride in the fact that people entrust their stories to the Powhatan Today every week and then so many of our residents turn around and read them. Hopefully, that will be a tradition that continues for many years to come. Laura McFarland may be reached at Lmcfarland@powhatantoday.com. PHOTO: METRO CREATIVE

L E T T E R S TO T H E E D I TO R Sold! – Bucky Tilman is local resident’s favorite auctioneer Dear Editor, Born and raised in Powhatan, Bucky Tilman has been our local auctioneer for many years. Tom Walton, his longtime childhood buddy, commented that, “Bucky was a born auctioneer.” Before his auctioneering days, Bucky graduated from the University of Georgia and taught physical education for 17 years at the Diagnostic Center in Bon Air. Since starting the auction business, he has held 1,600 auctions, mainly held in our local Macon district, under a tent, next to the old Nichols’ store. But, he also auctioneers at estate sales and in many different counties around the state. I had never been to an auction until my dear friend, Evelyn Stokes, took me to one of Bucky’s auctions at Macon. It was magical and soon became habit forming. We went to the tent almost every Wednesday for years. It was not only because Bucky was the perfect auctioneer – always with a little smirk on his face – but also because our Wednesday excursions often seemed like family reunions. It was so much fun! Bucky now resides at Macon, just around the curve, where the big tent still stands and where he still holds auctions. He has set up a miniature town of his own, which boasts many buildings filled with years of auctioneering. Of particular interest is the drugstore he has preserved, that is true to its time

period. It is amazing and unique, and he is still in the process of getting his little town in order. Bucky’s interests are diverse. He knows a little about everything and a lot about most things. He loves sports and often reminisces with others of his admiration for baseball’s Ty Cobb and Willie Mays, whom he met on two different occasions. His philanthropic love for cats keeps him busy rescuing and nurturing strays, which soon become permanent members of the family. Bucky never misses the opportunity to share his loving memories of his parents, who have both passed away. And, he stays close to his sister and his nephew, Brian, who now helps with the auctions. Although he suffered a heart attack in February 2016, Bucky is back at work and doing well, affirming that his faith carried him through. I want to thank Bucky for all the enjoyment his auctions have brought to me (especially all of the beautiful glassware), and I am sure there are many others who have the same sentiment. Auctioneering is a very hard job, and I know that Bucky should probably slow down and rest, but as long as there is an auction around, I hope he will be the one doing the bid calling! God bless you. ardly a week passes at this household without someone losing their phone. I’m not talking about physically misplacing the device, although that also has happened a fair amount of time. No, I’m talking about phone privileges, and the loss of them as a disciplinary device. Many times, the infractions have no relationship with the phone, but the most severe punishments almost always involve what children today consider the death penalty. Few words carry such gravitas as “Let me have your phone,” and kids squirm more trying to avoid its capture than the bodily contortions we performed evading the swinging switch. And taking away the phone has a much different meaning than it did in past generations. Having been banned from phone use as a teenager for the simplest of offenses, I can assure you today’s phone use is not your grandmother’s version. In the past, monitoring phone use was a much more precise process, and parents thought nothing of picking up an extension and listening to a questionable conversation. Parents did not hesitate to limit usage on the home’s landline, and utilizing your phone privileges at prohibited times usually resulted in a loss of phone usage. Today, taking away the phone represents the most effective method of discipline for many parents, and the most severe form of punishment to the youths who depend on them as an important cog in their social circles. Once homework is completed around here, several conversations begin in different locations, all of them involving school friends in a group setting. That’s right. Most of the calls are of the conference variety and matters that once were discussed in the school hallways are now discussed in group phone calls. Honestly, I try not to listen, but my parental responsibility forces me to monitor the discussions and sometimes interject warnings regarding language or inappropriate content. What I hear is mostly reminiscent of conversations all of us had as youths, and middle school dilemmas seem to have changed little in decades. But, the phone has assumed a much larger role in today’s youthful society that it ever represented in the past, and the removal of usage is a serious offense -at least in the minds of the recipients. So, whenever it becomes necessary to revoke those vital phone privileges, life changes around here and the unusual silence and long faces that accompany that phenomenon are not easy to ignore. For example, today we have one phone and one iPod on restricted use or lockdown, as the kids like to call it. The offender’s mood is noticeably more subdued, and the agony of a child without a personal device is written all over her face … but it doesn’t stop there. “Dad, I feel like I’m dead inside my body,” she said. “Why?” I nonchalantly answered. “Because I don’t have a life without my phone,” she whined back. I tried to explain there is much more to life than giddy conference calls, but nothing I could say even came close to rectifying her dismay. “How will I stay in touch with the world?” she said as she walked away. I’m not sure on the connection question, but, two hours later, she was positioned on the living room floor with colored pencils and pens scattered. It seems the loss of the connectivity had inspired her to draw some pretty amazing pictures. “Look what you found by losing your phone — your creativity,” I quickly said. “I have to find something to do since I don’t have a phone and none of my friends know where I am or how I am doing.” There’s a lesson to be learned here, but I’m not brave enough to elaborate on the consequences. Tomorrow, everyone is back to full service when it comes to personal devices … and life returns to the new normal.

Weiler introduced all of the employees by reading comments made from the co-workers who nominated them and adding her own praise. “When we had a dinner for the employees that were nominated just before this board meeting, I said to them, ‘Just the fact that you were nominated makes you a winner.’ We are not coming out of here with one winner. We actually have all four of our nominees are winners,” she said. Chairman Bill Melton, who represents District 4, said the Employee of the Year award is a high honor because it is generated by their peers. He thanked all

of the nominees for demonstrating how much they care about their work. “All of you truly love your jobs and we certainly appreciate everything you do,” he said. Carson Tucker, District 5, added his thanks for the employees’ contributions and selflessness to the community. “We use a lot of fancy words, but I think Mr. Melton captured it well. We care about you because you care about us in this community. You are what makes this community a community. Thank you all very much for what you do,” Tucker said. McIntosh began working for the county in his current position in March 2014. Weiler pointed out that his job requires him to be on call but that he goes above and beyond by fulfilling his duties “after quitting time, early in the morning, late at night or over the weekend to get

More than anything, McIntosh said he likes to be helpful to others. School wasn’t the easiest for him, but that had a good impact in a way because he didn’t feel he had to be limited to a list of achievements on a resume, he said. Instead, he has found that in being helpful, he learns a great deal that enables him to be even more helpful to others. “It is my goal to encourage people see themselves as they are, which

The person who nominated him commended the positive attitude and work ethic he brings to work daily; the way being around him motivates others, and the way he comes to work excited to perform his duties, whether it is answering a call for service, serving warrants or civil papers, enforcing traffic laws or performing proactive patrols. Barnes was injured in the line of duty, but when he was cleared for work, he “returned with the same enthusiasm and excitement that he had before his injury.” Wanda Nevius, Deputy Treasurer III in the treasurer’s office. Nevius began working for the

The person who nominated her called her a remarkable customer service representative who is always eager to help customers and strives to ensure they have a thorough understanding of a transaction before they leave. She is a stickler for making sure new owners of property receive their bills; points the elderly and people with disabilities toward available relief programs when needed; helps her co-workers with their assignments when time is critical, and takes pride in her work and accuracy. Donna Skeens, civil clerk in the civil process division. The 30-year employee started working for Powhatan County in May 1986. The person who nominated her pointed out that since moving into her current position nine months ago, Skeens has made improvements to tracking prisoner sentences that resulted in a $15,000 refund from Piedmont Regional Jail. She also did research that led to the sheriff’s office changing its processing of prisoners, a move that is saving the office about $6,000 a month in jail fees. Skeens handles a tremendous amount of paper work as she enters all civil process papers into the computer and runs checks on people. She has taken on projects to help organize every aspect of civil process records. Laura McFarland may be reached at Lmcfarland@ powhatantoday.com.

Adams thrilled with service award win at pageant By Laura McFarland News Editor

POWHATAN – The feeling of dressing up and showing off her talents was fun, but the highlight of participating in the Ms. Virginia Senior America 2016 Pageant for Frances Adams was winning the community service award. The 86-year-old Powhatan resident won the award and was named second runner-up at the pageant, which was held July 14 in Falls Church. This was Adams’ third time entering the pageant and second time going home with a prize. She was named Ms. Congeniality when she competed in the 2014 pageant.

“I have always been the oldest contestant. Nobody has ever been in it in their 80s. The pageant shows older women are still vibrant. We do a lot of things,” she said. Adams was one of eight contestants who competed in four categories for this year’s title: evening wear, talent, philosophy of life and an interview with judges. Rebecca Tebbs Nunn of Kilmarnock won the title this year and will represent Virginia at the Ms. Senior America Pageant on Oct. 18-20 in Atlantic City, New Jersey. The first runner-up and Ms. Congeniality was Betty Ann Crews Graves of Alexandria. Adams said winning the community service award has been a

the county has limited that usage, Carter said. She outlined a few changes to the code that staff was recommending the board make. One of the recommended changes was to add a definition to the ordinance regarding normal waste, which would be “solid waste comprising of garbage and rubbish (such as bottles, cans, clothing, compost, disposables, food packaging, food scraps, newspapers and magazines) that originates from private homes or apartments. Other changes recommended were to add language that the use of the convenience center by commercial/business and commercial collectors was now prohibited and to add large volumes of liquid materials to the list of unacceptable refuse. Staff proposed that the county administrator be allowed to issue temporary permits for the disposal of commercial waste from Sept. 26 to Dec. 31, or 90 days, to allow businesses time to come up with alternate means of disposal.

Current convenience center load In a comparison with 12 other localities, only two allow business or commercial waste, Carter said. Goochland County charges commercial users with fees while New Kent County does not. However, a comparison of the number of convenience centers in each location and the volume of material processed at each tells a bigger story. Powhatan County, which has a population of 28,031 people, has one convenience center that processed 6,562 tons of material in fiscal year 2016. Goochland County has a population of 22,253 people who were served by two convenience centers that divided the processing of the county’s 7,417 tons of material in the same year. New Kent, which has a population of 20,392 people, has four convenience centers that divided the handling of 5,836 tons of material. If Powhatan County were to accept business and commercial waste, staff would expect to get roughly the same amount per capita with business use as the other two counties, Carter said. So by getting an average of their per capita figures and applying that to Powhatan’s population, she said the staff figured the county’s solid waste would increase by 32 percent to about 8,690 tons of material processed annually. While county code currently allows for business use of the convenience center, it has operated under the guidelines that businesses should only bring one or two small trash bags. “We have never allowed people to bring in large panel vans or anything like that full of their business debris or anything like a Wal-Mart would generate. It has always just been small businesses and small quantities,” Carter said. Pat Weiler, county administrator, interjected that the small amount of waste allowed from businesses fell under the definition of normal waste, similar to what would be expected of residential waste. The center’s current operating rules include allowing for the free disposal of one level pickup load of demolition debris, generated on one’s own property, per resident, per month; prohibiting large items, restaurant and cafeteria waste, and substantial quantities of waste from a business vehicle, and applying fees to the disposal of tires and appliances from resi-

dential property, Carter said. Powhatan’s center currently is open from 8 a.m. to 6 p.m. Tuesday to Sunday (60 operating hours) and employs four full-time and two part-time employees, Carter said. If the amount of waste the center accepted increased by 32 percent, the county would need to add about 20 operating hours per week by opening on Mondays for 10 hours and adding two hours to the other work days. The calculated additional cost to the county would be $158,988 per year, which is comprised of $51,000 to open Mondays, $45,000 to add two hours each day, and $62,998 to dispose of the additional 2,128 tons each year at a rate of $29.60 per ton. In a situation where the county decided to pass that cost on to local businesses who used the convenience center, she broke down how that additional $158,988 might be spread amongst the user. “I am talking about cost, but cost is not really the issue for us. For us, it is a capacity issue,” she said.

Reaching capacity Powhatan’s lone convenience center opened in the mid 1980s, when the population was a little more than 13,000 and the only material accepted was solid waste, Melis said. Through the years, the county has added a wide range of recycling options, including tires, antifreeze, paper, plastic, glass, metals, oils, and paint, but the site was really not designed to take the quantity or variety of materials that are now accepted there, he said. “During the days, we normally have about seven or eight compactor boxes staged there on site, and trucks need to be able to maneuver in there in and out, load up the filled compactors and haul them out of there,” he said. Melis pointed out the center has only one entrance and exit, a number of trucks that need to go there each day and load up, and a flow of residents that on certain days and times can have vehicles backed up onto Mitchell Road. If business use was allowed, “dumpsters would be filling up faster, increasing wait times and inconveniencing our residential customers,” he said. After the presentation, Williams asked if the center could handle the additional 32 percent of materials if the board decided to accept the business refuse and deal with the almost $159,000 in extra costs, pointing out it is still cheaper than building a new convenience center. Carter said money is not going to solve the problem and that the county needs another facility in order to handle an increase in materials. In that case, Williams wondered how much further the convenience center’s capacity can be stretched before it has absolutely reached its limit. Melis said the center is “pretty close to capacity right now because we have no margin of safety. If we have one hiccup from a vendor or something like that, it creates a backlash and it creates a backlog all of a sudden and it’s hard for our vendors to be able to catch up.” Melis said the center is at a critical point where it has taken all of the recycling bins it could possibly fit on site safely for residents and vendors. The more the county can minimize solid waste through recycling or other means, the better off it will be, he added. Powhatan is one of 13 localities belonging to the Central Virginia Waste Management Authority (CVWMA), which procures the contractors and vendors to do the recycling for the county. The authority has a 20-year management

having the most meaning. Adams is a VCU graduate and is retired after a 26-year career with the State of Virginia. She hosts tours at the Virginia Governor’s Mansion and is a Powhatan Women’s Club member whose charity work supports a wide range of activities, including the Powhatan Rescue/Fire Department and the Free Clinic. Adams was instrumental in originating and now volunteers at the club’s successful Powhatan Clothes Closet, and she worked this spring with elementary school children through the Good News Club of Powhatan teaching them to swim. When she was orphaned at age 9, Adams said that so many

plan with a five-year rolling update, Melis said. On the update, he added a potential site for a second convenience center, which isn’t binding but could save some steps down the road if the county goes in that direction, he said. Williams wanted to nail down more specifically how long before the county needed another convenience center, but Melis said that is dependent on how fast population grows. Weiler pointed out that public perception of how critical the issue of capacity at the convenience center is might depend on when people dispose of their trash. Those who come on busy weekends would have a different view than people who can stop by during the week when traffic is not as heavy. Referencing Melis’ earlier points about “hiccups” causing problems, Carter said that on the previous Saturday, the center had to be closed for 20 to 30 minutes because the truck picking waste up was late. Nordvig read a statement he said he wrote before the presentation was given. He said he had been looking at the issue for several months and had seen firsthand that the convenience center workers do a great job but that because of the site limitations, the center is sometimes unable to meet county residents’ needs. He said he supported: rewriting the current code to help alleviate the current capacity problem; taking some measures to accommodate business needs if the county wants to be business friendly; finding out why trucks removing the trash are delayed to the point the center has to close its doors; addressing the traffic problems caused when the center is backed up; having staff do a study of increasing the current centers hours versus building a second one in the eastern part of the county, and promoting recycling more among residents to keep solid waste levels under capacity as long as possible. Melis did immediately address the issue of opening on Mondays. Because the landfill in Amelia that takes Powhatan’s solid waste closes at noon on Saturday and doesn’t open again until Monday morning, all of the solid waste collected in the meantime is still there at the convenience center. That means Powhatan’s center is almost at capacity every Sunday night, leaving Monday to become a cleanup day for the center. Weiler said research had already been done on building an east Powhatan convenience center and that it is in the capital improvement program (CIP) in the outer years with a $2.5 million estimate.

Small businesses About half of the time the agenda item took was taken up with discussion specifically about small businesses, especially ones that cannot get a dumpster at their site for some reason. There are companies that will pick up their trash for a cost if a business cannot have a dumpster on site, Carter said. A public hearing was scheduled for the issue, and Steve Barham was the only one to speak. He has spoken to the board a few times before on the issue as a resident and owner and operator of Barham Seafood. He said he is one of those businesses that cannot get a dumpster at his location. Barham said he has taken seafood to throw away at the center and been told to stop by workers while watching other business owners dispose of their trash without incident. He questioned the numbers quoted by staff associated with allowing business use and how realistic they are. He asked the board to consider the

people were good to her then and throughout her life. She learned to swim when she was 13 and remembers being embarrassed that she still didn’t know how at that point. When she was able to help the Powhatan students learn to swim during the six-week session they take, she said it felt wonderful. “For the children who learn to swim in 2016, the rest of their life they have a skill and a way to exercise, and they are safe in the water,” she said. situation small businesses are in and not penalize them because the situation of trash has not been handled better in previous years. “Businesses are going to finally realize maybe they don’t want to come to this county because of little things like this,” he said. The three board members who ultimately voted to defer the ordinance wanted to look at the possibility of having the county administrator or director of public works provide a way to approve exceptions for small businesses that cannot get dumpsters at their sites. Weiler said staff will follow the board’s direction, but that based on current capacity, they did not recommend allowing businesses to use the convenience center. She also didn’t suggest asking staff members to be the ones to determine when exceptions would be made. There are small businesses that are using the convenience center without being sanctioned for it, but that is usually because they are disposing of solid waste similar to what would be coming in from a residence so workers wouldn’t flag it as being anything but normal waste, she said. There is a more noticeable difference between normal waste and commercial waste. She also pointed to the amendment to the ordinance giving businesses 90 days to come up with an alternate solution for trash disposal instead of making the changes effective immediately. Williams said he was not looking to allow all businesses to use the center, but wanted to see if something could be done to help businesses with a “very defined circumstance which limits their ability to have trash pickup on their property.” Weiler said this issue started when Williams asked Carter and Melis to determine if they could come up with a small business exception to allowing commercial disposal at the convenience center. She said they are the experts and after going round and round on the issue, they eventually determined there isn’t a solution to that problem “because we are at capacity and how do we draw the line between which businesses are allowed and which businesses aren’t?” Williams said because the convenience center is not at absolute capacity, he didn’t think a small incremental exception would push it over the edge. He also wanted to know how expensive trash pickup would be for businesses that can’t use the convenience center or have a dumpster. He said he would like to defer the issue to get more information to address those concerns. Carson and Nordvig both agreed that they wanted to see if there was some way to have opportunities for exceptions so the county doesn’t broad-brush the entire county and all the businesses in it, especially with Powhatan’s push for economic development. Melton said he didn’t want to defer the issue. He felt it would put staff in an “uncomfortable position to have to be the police on what is a hardship.” He applauded Barham for coming to the board and asking them to look deeper at the issue. The board asked the staff to do that and the staff members have come back with an answer. “I am not in support of deferring this because I think staff has given us the information we need,” he said. Cabell agreed with him. The issue ended when the board voted three-two in favor of deferring the ordinance to the Oct. 24 meeting. Laura McFarland may be reached at Lmcfarland@powhatantoady.com.

As a result of the congregants working together, the current church replaced that fire ravaged building. The exact date the new church was built isn’t recorded, and most of the details of church life in the early years of the congregation are long gone or were never written down. At the end of September, the current congregation elected a new pastor, the Rev. Reggie Dabney, who joined the long line of 17 pastors and one assistant pastor who have served Shiloh Baptist Church throughout its existence, starting with the first pastor, the Rev. Daniel White. Improvements were made to the current church building over time. Under the influence and guidance of the Rev. S.C. Abrams, a baptistery was added and two rooms built onto the building. When the Rev. Hargrave led the church, a heating system, running water, two cloakrooms, restrooms and the stained glass windows that still are there were installed. The Powhatan Friendship Club of Richmond donated wallto-wall carpet to the church, and an electric organ was given by Seaton Flughm via Mrs. Eugertha Cosby. New pews were installed when the Rev. Daniel Crump led the church. During the Rev. Lewis Motley’s time there, three choirs were organized: the junior choir, young adult choir and the C.L. Motley Singers. The multipurpose building was added and furnished mostly with members’ donations.

Julien Binford mural One aspect of Shiloh Baptist Church’s history that is well known outside the church is a mural painted by Powhatan artist Julien Binford in 1942 in the archway behind the pulpit. The dedication of the mural

that was held in October 1942 was featured in Life Magazine. A short story tells how the congregation commissioned Binford to create the mural. Because the congregation couldn’t afford to pay for the work, Binford instead agreed to accept foodstuffs from their farms.

“I think we have been very much blessed from the Lord. We are proud of the picture that we have, the mural painting. I think it is beautiful. We are really blessed to have it,” said Cox, now 89. In that same photo, four children who attended the church are seen from the back and described

moved back for baptisms. Rose Tyler, 89, of Powhatan said she thought the mural was a wonderful idea. “We had put something there that was so beautiful for the church,” she said. In the years after the mural was finished, Binford and his wife would occasionally visit the church, Glena Cox said. When he died on Sept. 2, 1997 at age 88, a memorial service for Binford was held at Shiloh Baptist. After his death, part of Binford’s ashes were sent to Powhatan, and Glena and Ophelia Cox said they scattered them in Fine Creek, which ran by what was his property at the time, the Foundry.

Walking down Memory Lane

Members of Shiloh Baptist Church, above, shared their memories of attending the church almost all of their lives. Below, a historical marker about the church was erected by Michaux-St. James Foundation Inc. in fall 2007.

Ophelia Cox of Powhatan is featured in the main photo of the mural, shown as a 15-year-old girl dressed all in white and participating in a rehearsal for baptisms. She said she doesn’t remember much about the dedication, but the mural still has a special place in her heart.

When asked about their memories of Shiloh Baptist, several of the older Powhatan residents who have been lifelong members of the church focused on the small, simple moments they remembered rather than the big events. Glena Cox mentioned the wood stove that used to sit in the middle of the sanctuary to heat the room. She recalled that when she was a child, John Berry, the superintendent of the Sunday school, would arrive early and “build a fire so by the time the members got here, it would be warm.” Other early memories brought a smile to her face – enjoying the 3-mile walk to church with the other young people who attended Shiloh and having the occasional pleasure of riding in a buggy that belonged to Betty Robinson and Willy Robinson. The buggy is actually shown in front of the church in one of the Life magazine photos of the mural dedication. “They used to stop by. I would walk to the road and meet them and ride on the back of the buggy with their daughter,” she said. “They had a two-seat buggy and we just had to stand on the back behind them and ride.”

Glena and her husband Richard Cox, 87, are both lifelong members who raised their five children in Shiloh Baptist and had all of them baptized there. Lipscomb, who is one of their children, was married in the church in June 1980. She said she is proud that her daughter still attends there as well. Tyler recalled the joy of the church’s Homecoming weekend, which always featured a Sunday with three services followed by two revival meetings a day for the next several days. “It was a good time because the members would come home from out of town, all of the members who had left the community,” she said. “Homecoming was what it said – they all came back to help us celebrate. We looked forward to that.” Before the church had a fellowship hall, Glena Cox recalled that for Homecoming and other special occasions, food was served on tables under the trees. “Everybody brought their baskets. People from other churches would come and enjoy the food that the ladies would prepare,” she said. Through the years, the church has stood witness to so many moments, big and small, in the lives of its congregants. Membership has fluctuated in that time. Currently, there are 84 members with about 34 coming on a regular basis, Lipscomb said. Going forward, church members hope the young people in their congregation will love their home church as much as their elders and that 150 years from now, “there will be somebody here celebrating a 300th anniversary,” said Rhonda Tyler of Powhatan, Rose Tyler’s daughter. “To me it is a little overwhelming how much history is right here and how much God has blessed us,” she said. t times, it poured, as was forecasted at Powhatan High School on the final day of September. Other times, however, it was the Powhatan offense that was pouring on the yards against the Western Albemarle defense. Led by Justin Deleon’s 294 yards and Ross Lewis’ 173, both rushing for two touchdowns each, the Indians blew by the Warriors 27-13 on a wet and sloppy night. Powhatan amassed over 481 rushing yards against

the Warriors and are now 5-0 on the season. “We’re in a good spot right now,” coach Jim Woodson said. “It was one of those mentally tough games. The kids did a nice job of making some good plays. We didn’t have a lot of mistakes. We cleaned up a lot of mistakes that we had been making the past few weeks. I thought we played very physical.” Across the Richmond area on Sept. 30, games were postponed to Oct. 3 due to poor field conditions and the forecast for more rain. The Indians played and the field held up throughout the night. “I think the field held up for us and did really well,” Woodson said. “It was the right call (to play).”

Western Albemarle almost grabbed some early momentum on their first drive when Warriors quarterback Derek Domecq found running back Derek Klein for a long touchdown pass. But, a holding call brought it back. After that point, the Powhatan defense contained the Western Albemarle attack, holding them to just 190 yards of total offense. “Even though they’re spreading and throwing, they tested us in the running game too,” Woodson said. “I thought our secondary did a nice job of containing them. see INDIANS page 3B

Blessed Sacrament Huguenot coach Chuck Robinson said. “They do some pretty good things that we wanted to neutralize early,” especially their run game.” Robinson said that one big part of the win was the play of the defense for the Knights. “Our defense had one of their better efforts this year,” he said. “They didn’t have an issue with the run. Our boys came and they played pretty well, especially at the linebacker level.” Dowdy and the of-

fense were able to get the Blessed Sacrament Huguenot offense off to a fast start, as they scored on their first few possessions, Robinson said. “That set the dynamic for the game for us,” he said. “Our run game, we need a little bit of a work on polishing that up. We were a little inconsistent.” Brunswick Academy’s defense decided to double cover one of the Knights receivers, Chris Gupton. Powhatan’s Calie Rehme (20) takes a shot on net against Louisa on Sept. 27 in the 9-0 win over the Lions as Danielle Bigham (12), Ella Thomas (5) and other Indians crowd the net in support. The Indians often had multiple players around the net looking for opportunities throughout the game.

P

owhatan’s field hockey team racked up 16 goals against Caroline and Louisa on Sept. 26 and Sept. 27, respectively. But, the Indians couldn’t muster a goal on the road against the undefeated Albemarle Patriots and fell 1-0 in that matchup.

Against Caroline, Danielle Bigham went off for the Indians, scoring four goals to lead the team. Ella Thomas, Katlyn Hicks and Calie Rehme also found the net for the Indians against Caroline. Rehme added two assists as well. On Sept. 27, the Louisa Lions came to visit and the Indians were more than prepared for the Lions.

Powhatan developed a very aggressive offense, crashing the goal on almost every possession and getting bodies in front of the Louisa goalie. More often than not, they found the back of the cage. The Indians put three goals on the board within the first 10 minutes of play against the Lions. Bigham recorded a hat trick as her strong week

continued. One goal was when she showed off her track speed and got a loose ball under control and was able to weaver her way through the defense to the goal. Hannah Adams scored twice, as did Kayla Hathaway, Brie Burgio, Rehme and Kylie Maiolo. Powhatan’s defense was also smothering any chance of a Louisa counterattack, forcing multiple

turnovers and keeping the Lions well out of range of Indians goalie Gatlin Snyder. As the lead grew, coach Stephanie Brooks was able to develop some depth on the bench by getting some of the non-starters in the game, similar to what they were able to do against Colonial Heights. “It was nice to be able to get everyone playing time and some experience

in a game,” she wrote in an email. “They have been giving 110-percent on a daily basis and deserved it.” The Indians loss to Albemarle is only the second loss of the banner season that Powhatan has put together thus far. Powhatan hosted Jefferson District rival Charlottesville on Oct. 4 and will face Orange on Oct. 6.

Herring leads Indians in conference tournament By Billy Fellin Sports Editor

Powhatan’s golf team took to the links at Hanover County Country Club on Sept. 25 for the Conference 20 tournament. And, unfortunately for the Indians, the season ended there. Powhatan shot a 369 as a team, good for fourth and none of the Indians qualified as individuals for the Region 4A East tournament. “We performed about where I thought we’d be,” coach Chris Leech wrote in an email. “Hanover CC is a very hard course and conditions were not great.” Leech wrote that Hanover CC is a tight golf course with elevation changes hole to hole. “The greens were also a bit inconsistent speedwide due to the weather,”

Knights Continued from page 1B

Dowdy found Josh Chisolm for three touchdowns and Michael Kemp for two more. “Our vertical passing game went pretty well,” Robinson said. “We always want to find a good balance. Even though we had one receiver double covered, we always preach selflessness and

he wrote. “Had the exact same team played the way did but at Mill Quarter, scores would have been lower.” Also working against the Indians is the strength of the teams in Conference 20 golf. Midlothian, Monacan and Hanover are all strong teams. The Hawks won the conference title with a 310, followed closely by Monacan’s 318 and Midlothian’s 327. The Trojans placed five of the six individual qualifiers into the regional tournament, with Dinwiddie placing the sixth. Madison Herring was the low card of the day for Powhatan, shooting a 90. Herring’s score was five strokes short of the highest score that qualified individually for regionals, which was an 85. “It’s the second year in a row where the third place team took five of the six

individual spots,” Leech wrote. “Had we been in Conference 13, we would have gotten second place and the whole team would be going to regionals. Parker and Madison were in the hunt, just couldn’t get enough putts to drop when it was all said and done.” Parker Massengill shot a 91, with Nathan Salomonsky shooting a 94 and Whit Stephens shot a 94 as well. The Indians fell short of advancing to regionals this season, and Leech wrote that the team fell short of some expectations this season as well. “Overall, I feel we left something out there this season,” he wrote. “We had a few matches that we should have won, but didn’t. I felt the way Parker Massengill and Madison Herring played during the season, they deserved the chance to go to region-

teamwork. That allows some things to open up for our other receivers in the passing game.” Robinson said that he was a bit surprised that the passing game did as well as it did. Dowdy’s six touchdowns in the game is a possible school record, according to Robinson. “We didn’t quite realize (Dowdy threw for six touchdowns) until one of the assistant coaches told

me after the game,” he said. “They thought he had just broken a school record, which we’ll be checking on (later Monday).” The aerial outburst was all a product of the Knights’ mantra of selflessness. “We just try to do the things that we do well. If someone tries to say take away our running game, then we have other responses. If they try to

als, but that didn’t happen either. This team had some talent and potential, but for a variety of reasons we couldn’t capitalize on it, or at least when we needed to.” Powhatan’s lineup will have a new look next season, as four seniors will be leaving. Nathan Salomonsky, Parker Massengill, Whit Stephens and

Sam Dennis are all seniors on the team. “Nathan and Parker both joined the team my first year,” Leech wrote. “Their games have improved every year and the one thing that has never changed has been their positive outlook and personalities. Whit and Sam both came to the program later but helped provide

some stability to the starting lineup. As participants in other sports as well, they took the lead in creating a team mentality, which isn’t always easy to do in an individual sport like golf.”

take away our passing game, we have our other responses,” he said. “In this case, they wanted to double cover one of our guys and so we focused on that.” Blessed Sacrament is now 2-3 and Robinson said that he hopes the team is getting hot at the right time. “We’re at the point of the season now where everything matters,” he said. “The playoff posi-

tioning rankings are coming out. Our goal is to make the playoffs. We have the chance to start building some momentum. Some more of our systems are in place, more of the things that we’re trying to do. We have a great test coming this weekend against a good Christchurch team. For my boys, this is a time to show that we’re able to take the next step or not.

“It’s very similar to our first game against Covenant, which we lost because we didn’t handle the run quite the way we need to and we didn’t do some things on offense the way we needed to. We’re looking at this as almost a chance of redemption and to really put ourselves in the hunt.” Billy Fellin can be reached at wfellin@powhatantoday.com or on Twitter at @BillyFellin.

Powhatan started off the week with a 25-19, 25-21, 25-23 win over Conference 20 foe Midlothian on Sept. 26. Kelli Nee had 19 digs, 14 assists and six digs, while Abby Nee had 12 digs and eight kills. Maddie Turner added two aces. Against Louisa on Sept. 27, the Indians continued their dominant ways with a 25-10, 2514, 25-15 win over the Lions. “I gave them some

They got a few passes, but our secondary did a great job. They’d probably get the game ball. Lewis scored the first two touchdowns of the night, one on a 20-yard scamper on the Indians second drive of the game and then an 81-yard run on the first play from scrimmage on the third drive of the game. Deleon and Lewis were just finding all of the holes in the Western Albemarle defense and they would rarely be denied

goals, Powhatan head coach Amber Foos said. “Keep them no more than 10 points from our score. They played pretty well tonight. It’s hard when they’re not getting enough feedback. For them to stay as focused as they did tonight, that was an improvement. Everything about the Powhatan offense was running on all cylinders against the Lions. In the blink of an eye in set one, the Indians had amassed a 15-2 lead and would cruise from there. Louisa took a brief lead in the first few points of the second set, but Powhatan put together a 10-0 run to distance themselves from the Lions, using strong service from the line as well as a solid block on the net.

In the third set, Powhatan had a 7-0 run and while the Lions did force two match points, it was a foregone conclusion that the Indians would find the floor for the winning point, which they did. Kelli Nee had 14 assists and 11 digs against the Lions and Sage Fehan added four aces. Jordan Davis-Allen had six blocks against Louisa and Foos said that she is one of a few players that has stepped up her game this year. “Maddie Turner is doing a fantastic job on defense, she said. “Sierra (Ellison) has been in two different positions, but she has definitely impressed me. Jordan Davis has definitely improved a lot since last season.

In the third match of the week, Albemarle tested the Indians in set one, 25-23, but Powhatan cruised in the second and third sets 25-15 and 25-

big gains once they found daylight. Woodson was not remiss to praise his offensive line for creating the holes in the Warriors defense. “You gotta give credit to the guys up front, he said. “They’re nice athletes and they play hard. Lewis looked like he was in his element. (The offensive line) is pushing and battling. It’s where it’s at. In all my years of coaching, that’s been my philosophy, that’s where it starts. We put a lot of emphasis on our offensive line. They definitely controlled the line of scrimmage.

Western Albemarle did respond in the first half, with a 12-yard touchdown run from Klein. The twopoint conversion failed to make it 14-6. Then, the rains came in buckets and with the rain came fumbles from both teams. On four consecutive drives, two by each team, the ball hit the dirt and was recovered by the other team. First, it was Powhatan’s Jacob Oglesby, who fumbled on a quarterback rollout. Then, Western Albemarle fumbled and Powhatan recovered. Powhatan’s Jacob Moss then lost the football to the Warriors, who

gave it right back one play later after Jack Weyher couldn’t hang on to the ball after a pass from Domecq. In the second half, Western Albemarle applied a little pressure to the Powhatan effort, as Domecq scored on a 35yard run into the end zone. The Warriors recovered the ensuing onside kick, but couldn’t make it back-to-back scoring drives after a holding call brought a first-down run back and then the Indians sacked Domecq on third down to force a punt. Even when the Warriors pulled out some trick

plays, such as a halfback toss pass or a fake punt, the Indians defense wasn’t fooled. Deleon scored his second touchdown of the night on a 68-yard score to put the game well in hand for the Indians. Powhatan had one loss during the game and that was Oglesby, who was injured during the game and didn’t return to the field. Jacob Moss took his place at quarterback and ran the offense well. “I’m really proud of Jacob Moss, I thought he came in and did a nice job, Woodson said. “We’re real concerned about Oglesby. Hopefully, we’ll get a good

evaluation. Powhatan hosts a big game against Louisa on Oct. 7. The Lions are just ahead of the Indians as of the Sept. 28 VHSL football power ratings. The Lions rolled on Fluvanna on Sept. 30. Woodson said he knows it’ll be a battle with Louisa. “They’re a great football team, he said. “They’re just dominating people. It’s going to be a great high school football game. I’m sure the place will be packed. Billy Fellin can be reached at wfellin@powhatantoday.com or on Twitter at @BillyFellin.

to 22-20. While Richmond Christian did take that first set, the mentality of the Knights visibly shifted, as they came out more confident and communicating among each other better in the second set. After jumping out to a 22-17 lead, the Warriors cut the lead to 24-21 before Beatrice Goodwyn found the floor to clinch the set at 25-21. Richmond Christian led 17-11 in set three before the Knights worked on a comeback, cutting the lead to 23-19 and eventually getting within three before the Warriors hit set point. Even at set point, however, Richmond Christian wasn’t able to immediately put away Blessed Sacrament Huguenot. A service error, a ball into the net, and then an ace and an error by the Warriors put the Knights in the lead 25-24. But, communication issues and a kill by Richmond Christian sealed that set 27-25. Beatrice Goodwyn scored four points in a row to take the lead away from the Warriors in set four, eventually getting to a 20-19 lead. “(Beatrice) had an

amazing game, Ringling said. “They really worked on getting the sets to her and she took advantage of that. When she’s on her game, she’s pretty much unstoppable. Richmond Christian would get two points before the Knights went on a 3-0 run to force set point, and eventually take the match 25-21. In the climactic fifth set, Goodwyn scored an ace right out of the gate to start the Knights on a good foot, but Richmond Christian went on separate 6-0, 3-0 and 2-0 runs to edge out 11-3 before the Knights would answer. Kate Hatfield scored a point to start the Knights on a run, followed by Goodwyn finding the floor as well. Three Richmond Christian errors and another Goodwyn kill brought the Knights back to within two points before the Warriors went on a 4-2 run, ending the set at 15-11. “You don’t want to lose, Ringling said. “To lose and play that well, it’s almost acceptable. We’re excited to see (Richmond Christian) again. If they play with that much heart the rest of

the season, there’s no stopping them. Ringling was happy with how the Knights were performing on the block at the net as well. “We spent the whole last week and this week working on blocking and positioning of blocks, she said. “I’m really glad that it showed up. It’s really important when you play against teams that are hard hitters; you have to have your block up and working. The girls have also been working on covering the block, so we had a lot of good pickups from people picking up the balls deflected off the block. There are a few more things that Ringling wants the Knights to work on as well. “We’re going to work on pulling balls out of the net, Ringling said. “It’s hard when they get caught up in the net. The ball is already low, so you have to pop it back out. We’re going to work on that and blocking again, sometimes we were setting the block too far outside. WE need to let the hitters have the line, since it’s harder to hit the line. Let them prove they can hit the line and then we’ll cover that.
