OWHATAN – Powhatan County is still growing, and that will become increasingly evident in the near future as several construction projects continue or get underway in the county. The rate of development is increasing in Powhatan, although not uncontrollably so, said Bret Schardein, director of community development for the county. Instead, the county is continuing to see a steady increase from where it was during the recession. “We are still seeing steady increase in the number of building permits for single-family homes, commercial applications, and commercial inquiries. It is all a steady trend upwards,” he said. he man accused of fatally shooting Virginia State Police Special Agent Michael T. Walter is scheduled to go on trial in October 2018. If the case goes to trial, Travis Ball could face the death penalty, according to Deputy Capital Defender Jennifer Stanton from Norfolk. Ball is charged with capital murder, which is punishable by death or life in prison, in the fatal shooting of Walter of Powhatan on May 26 in Mosby Court. It’s up to Richmond Commonwealth’s Attorney Michael Herring to take death off the table — which hasn’t happened yet. “Mr. Herring made it clear that if this goes to trial that death will be on the table,” Stanton told Circuit Court Judge Beverly Snuckals. The trial date was set on Tuesday, July 25 for two weeks starting Oct. 9, 2018, giving both prosecution and defense more than a year to prepare. Learned Barry, who

Transient occupancy tax to start in 2018 By Laura McFarland News Editor
POWHATAN – The Powhatan County Board of Supervisors last week unanimously voted to establish a 5 percent transient occupancy tax on local businesses that provide lodging but set its effective date as July 1, 2018, to offer plenty of time to prepare. The board voted during its meeting on Monday, July 24 to enact the new tax, which will be 5 percent of the total amount paid for lodging at any hotel, motel, boarding house, travel campground, and other facilities in Powhatan County offering guest rooms rented out for continuous occupancy for fewer than 30 consecutive days. According to the ordinance, any excess over 2 percent of the occupancy tax shall be designated and spent solely to promote tourism and travel in the county. The board had deferred action on the ordinance enacting the tax during its meeting on Monday, May 22 after questions were raised of who should be taxed, how much notice they should be given and how the county would implement the new tax. Ted Voorhees, county administrator, said staff has had discussions with Jamie Timberlake, commissioner of the revenue, about the ability of the current software system to accommodate this revenue stream and what kind of timeframe it would take to implement the new tax. “We have positive news that this is something that can be accommodated with our existing software. Some of our peer communities are collecting that revenue using the software,” he said. “If we move forward with a Jan. 1 implementation target, which is one of the options discussed two meetings back, we would have plenty of time to do that. We could probably also accommodate a shorter implementation given what we found out about the software.” Voorhees deferred to Tom Lacheney, county attorney, on the matter of preexisting contracts. One of the issues discussed at the last meeting was whether prepaid event bookings would be subject to the tax, and Lachney said he found that they would not. “The way the language was written, if somebody had already prepaid for an event, a wedding for example, then that would not be subject to the tax when it took effect,” he said. One of the topics of discussion at the last meeting was the exclusion of private campgrounds, specifically the fact that they would have to charge the tax while nearby Powhatan State Park did not. Some board members felt this gave the state park an extra advantage over local businesses subject to the tax. Lacheney pointed out that with travel campgrounds, the tax only applies to cabins, not tents or a spot where you park a recreational vehicle, because the language in the ordinance refers to “rooms.” He also led a discussion on how the county defines a campground versus hotels or other businesses. Chairman Bill Melton, who represents District 4, brought up the issue of not being able to charge the state park the tax. Lacheney said the real reason is the state doesn’t allow counties to regulate them or tax it at all. Timberlake, who spoke during the discussion, said he did some digging after this discussion at the previous meeting and learned that the state will not collect the tax for the county. “There have been several dialogues with some of the larger localities up and down Blue Ridge Parkway, where they have huge areas that do this,” he said. “The state has said if you want to put someone there to collect it, they are OK with it, but they are not going to collect your tax for you. That was the answer I got verbally from talking to some localities that have much larger areas than we have.” Larry Nordvig, District 2, asked how the money would be dealt with once it was collected. Voorhees said the county would set up a separate fund designated for tourism development. Carson Tucker, District 5, then made the motion to approve the ordinance but asked to make it effective July 1, 2018. Melton pointed out that the board had passed the fiscal year 2018 budget with a revenue line item included for the tax of $8,800, “but I don’t think it will kill us to not collect it in this year’s budget.”

After serving his country for four years with the U.S. Navy in Korea, he entered his life-long calling as a police officer. After five years with the Richmond Police Department, he joined the Virginia State Police and served 32 years as a trooper in Area 6, later being promoted to Special Agent and polygraph examiner. KENNETH HOFFMAN Kenneth L. Hoffman, 88, of Powhatan, departed this life on Monday, July 24, 2017. Born in 1929 in Ottawa, Kansas, Kenneth graduated from Kansas University with a major in physics. He was proud of his military and civilian service, working first as a Navy officer at the Bureau of Ordnance and later as a civilian at the Naval Air Systems Command, making a real contribution to the defense of our country as an air-to-surface missile specialist. Upon retirement, he and his wife moved to central HOFFMAN Virginia, first residing for 14 years in Cumberland, where he was a member of the Ruritans, and Friends of the Library. In 2003, they moved to Powhatan. He was an avid ham radio operator and enjoyed woodworking, especially building and flying model sailplanes. Kenneth was a loving husband and is survived by his devoted wife of 45 years, Mary Kaye; his Lhasa Apso, “Penny”; sister, Evelyn Hamilton of Pennsylvania; her children, Patricia, Richard, Robert, Karen; brother, James Hoffman of Kansas; his children, Becky, Brian; and seven great-nieces and nephews. DAVID TURNER David Russell Turner, 67, passed away at his home in Powhatan on Saturday, July 8, 2017. David was born in the suburbs of Pittsburgh in 1949. He was the eldest of four siblings and is survived by his three younger sisters, Cindy Fleischer, Cheryl Cicotello, and Cathy Turner. David was, first and foremost, a devoted husband and father. His wife of 44 years, Mary Lynn Turner, son, Stephen, and daughter-in-law, Jenny, are deeply saddened by his sudden departure from this world. He is survived by two grandTURNER children, Lilly Katherine and Owen Stephen Turner, as well. David and Mary Lynn first met while on vacation in Virginia Beach, he having just graduated from high school, and she taking a much needed summer break after teaching high school English. She was captivated by his striking good looks and dance moves and they spent an intense week together on the shore. David would pursue Mary Lynn for several months after, having fallen in love quickly and completely. One of his greatest qualities was persistence and dedication to his passions. She would be his greatest love and a love that never dimmed throughout their long life together. Affectionately referred to as “Sunny”, she truly was the light of his life. Shortly before marriage, David had the unique privilege to serve in the Navy and was stationed overseas on the aircraft carrier U.S.S. Kennedy. For months he traveled at sea and was able to experience many corners of the world - an opportunity not afforded to him previously given a modest upbringing. While in the navy, David studied engineering and proudly achieved the title of Honor Man. Following his service, he pursued an associate’s degree in electrical engineering at DeVry University, graduating as the valedictorian. His methodical and analytical mind was well suited to the rigors of electrical engineering, and he applied this knowledge during his first professional job at the Sandia National Laboratories in Albuquerque, New Mexico. Working on the programming and development of solar technologies, David and the lab were on the forefront of what would become the green energy revolution. From his humble beginnings, David would move on from here to work for numerous technology companies, including Digital Equipment Corp, Hewlett Packard, Northrup Grunman, and Molina Healthcare among others. He continued to achieve promotion after promotion, often surpassing others with more advanced degrees and pedigree due to his incredible work ethic, sharp intellect, and dedication to his craft. He held diverse titles and continued to learn and study throughout life, earning a Project Management Professional Certification among others. These attributes were passed along to his son, who would survive the rigors of medical school only because of his fathers’ mantras regarding work, discipline, and persistence. David worked hard, but always made time for his wife and son. He was a proud soccer and baseball coach and never missed a game or event that his son Stephen participated in. David was also affectionate and emotional, which was unusual for a man growing up in his era, and always wore his emotions on his sleeve. He was in touch with his heart but reserved this for the few closest to him. A man of many interests and hobbies, he was an avid outdoorsman and spent much time hiking and backpacking through the Rocky and Appalachian Mountains, skiing in Colorado and West Virginia, fly fishing on the Snake River, and boating and enjoying wildlife locally at Lake Anna. His home in Powhatan is surrounded by rich woods, and he was deeply fond of the squirrels, birds, and other creatures large and small that would visit and share the backyard. David’s last few years were marked by numerous health problems that accelerated at a rapid pace. The family would like to acknowledge the many doctors, nurses, hospitals, and all manner of health care professionals who assisted him and his family during this time, especially those affiliated with the Chippenham Johnston-Willis Hospital. Given David’s deep love of nature, in lieu of flowers, the family requests any donations be made to the National Wildlife Foundation or the Audubon Society in his honor.

Judge Paul Cella recuses himself in Jacob Moore case News Editor

OWHATAN – The Powhatan Circuit Court Judge who was set to preside over a second case involving a fight that ended with a Powhatan man stabbed in the head recused himself last week. Circuit Court Judge Paul W. Cella recused himself on Monday, July 24 in the case of Jacob Moore, 22, of Powhatan, who was initially charged with the aggravated malicious wounding of Norris Goode Jr., 22, of Powhatan in a fight that also involved the defendant’s brother, Jesse Moore, 25, of Jetersville. Jesse Moore was found not guilty of felony aggravated malicious wounding during a bench trial held on March 15 in front of Cella. Jacob Moore’s defense attorney, Randy Rowlett, made a motion on June 22 to have Cella recuse himself from the case since he had already listened to most of the evidence that will be presented when he presided over Jesse Moore’s case. In his written motion, Rowlett pointed out that during the March 15 trial, both Jacob Moore and Goode had testified on behalf of the commonwealth. By finding Jesse Moore not guilty, the motion said Cella had “intimated that the evidence showed that (Jacob Moore) must have been the perpetrator of the stabbing victim.” Since the second Moore brother’s trial will essentially involve the same evidence and Cella has “hinted” at his opinion on Jacob Moore’s guilt, “it will be improper for the court to hear this matter,” according to the motion. The charges the Moore brothers faced stemmed from a fight that occurred between the three men on
April 17, 2016, when the brothers allegedly challenged the right of Goode and a friend to use a pond on Huguenot Springs Road to fish. After the fight, Goode was taken by his father, Norris Goode Sr., to St. Francis Watkins Centre because of a cut on his arm. However, he was soon transferred to Chippenham Hospital, where an X-ray revealed that he had a 2.25-inch knife blade lodged in his head and he needed emergency surgery to remove it. Authorities never recovered the handle of the knife. According to the defense’s memorandum, Cella’s statements during Jesse Moore’s trial show he has an “inescapable, inherent bias” that would prevent Jacob Moore from “receiving a fair trial from an impartial trier of fact.” In a response to the defense’s motion by special prosecutor Melissa Hoy, a Chesterfield County deputy commonwealth’s attorney, she agreed that Cella had already “made decisions on what evidence was credible or not and ultimately found that the commonwealth had not shown beyond a reasonable doubt which of the two men wielded the knife and as a result acquitted Jesse Moore.” “Defense counsel and the commonwealth have concerns that since this court is on record and has formulated opinions as to the commonwealth’s evidence the facts of this case and the credibility of Jacob Moore, that the right to a fair trial would be in jeopardy,” Hoy wrote in the response. In rescheduling Jacob Moore’s case with another judge, the court will first check the schedule of the other judges in the 11th Circuit, according to the Powhatan County Circuit Court Clerk’s Office. If they are unable to schedule within a reason-

able amount of time, it will go to the Supreme Court of Virginia to have one of the justices appoint a judge to hear the case.
Reducing the charges At the same June 22 preliminary hearing that the defense first asked Cella to recuse himself, Hoy also made a motion, asking the judge to amend the charge against Jacob Moore from felony aggravated malicious wounding to misdemeanor assault and battery. The prosecution in the case against Jesse Moore was handled by the Powhatan County Commonwealth’s Attorney’s Office, and during preparation, Jacob Moore cooperated with law enforcement and implicated his brother as the person who wielded the knife in the fight with Goode, Hoy wrote in a motion filed June 28. In preparing the case, prosecutors made an oral offer to the defense that if Jacob Moore testified against his brother, it would benefit the outcome of his own case, according to the motion. Hoy took on the case against Jacob Moore as a special prosecutor after Rob Cerullo, Powhatan County deputy commonwealth’s attorney, recused himself. Cerullo had previously said he worked too closely with Jacob Moore in preparation for his older brother’s trial and couldn’t ethically prosecute him for a felony he didn’t believe the younger man committed.

Hoy acknowledged it was never said specifically that Jacob Moore would have his charge reduced in exchange for his testimony, but the information was relayed to him and he admitted on the stand during his brother’s trial that he was expecting that outcome. Citing the precedent of Watkins v. Commonwealth, Hoy wrote that the commonwealth is required to uphold its end of the oral agreement the Powhatan prosecution made since Jacob Moore performed his part of the agreement. However, Cella did not rule on this motion before he recused himself, so the decision on whether to reduce the charge will be considered by the judge that ends up hearing the case.
Family reactions Rebecca Parker, Goode’s mother, said after Cella recused himself that her family understands the legality of the decision and why the defense and prosecution attorneys made their motions. “However, from a more personal stance, we are not pleased with that outcome because we feel like he started something in regards to hearing the

trial and it should be his placed to finish it,” said Parker of Powhatan. “We just feel his words were he was recusing himself based on public perception – not because of the appeal process, which is what the prosecution made the motion for, and not because he had already heard the evidence, which is why the defense made their motion on why he should recuse himself. “We feel like he took the easy way out – that he took the cowardly way out – by recusing himself so that he would not have
to have the backlash or have any repercussion of the aftereffects of the second trial,” she said. The entire situation is sad because the family has basically had to accept they will not see justice through the criminal justice system in Goode’s case, his mother said. “It will just have to move to a civil case. healthy baby boy she gave birth to on Sunday, July 30, Compson said in an update on Monday. She also said Roan was scheduled for surgery on Tuesday, Aug. 1, which occurred after press time. Still, Roan’s dad has been able to share some good moments. In a July 29 post, he described his son waking up at about 4:30 a.m. and being lucid and very loving with his parents. “Take away everything that has happened, take away where we were or all the pain he has, he was – for just a little while – the same little boy at home, snuggling with his mom and dad,” Sullivan said. Brenna Smith, a nearby neighbor and friend of the family, said last week that the neighbors in Butterwood Creek have already agreed to do a “meal train” to help the family when they get home. “The whole neighborhood is pretty broken up. We are here and ready for them when they get home, because I have a feeling they will need some help,” she said. Smith’s descriptions of Roan ranged from him being a cute, beautiful little boy to a “stinker” and “a hoot.” He is usually shy and quiet at first and then as he gets more comfortable with a crowd he becomes more outgoing and more excited, she said. “He’s quiet at first but he’s got fire,” she said. Smith said the entire family is wonderful and the children are “little rays of sunshine.”

said Carol Mayo, 91, who became a member when she was 9 years old. For people who worked hard on the land every day and didn’t have the resources to experience much of the world outside of Powhatan County, church life was an integral part of being connected to others, she said. “It is a necessity in a community to have someplace to worship God. Other than that it is a form of communicating with each other,� she said. “It is inspirational. If you believe in God, this is his home. This is where people came to worship God together. It is a part of the community that was very much needed and is still needed today.� Although the exact date of the first service in August 1867 is not known, the church will celebrate the 150th anniversary next week with a special service and gathering on Sunday, Aug. 6 and revival services in the days following. Little Zion’s members are proud of the heritage of the church and excited about celebrating it, said the Rev. Dr. Gregory Beechaum Sr., who has been pastor at Little Zion for 17 years. At the same time, this celebration is about helping its younger members, who are the future of the church, connect with that past and understand their role in continuing its mission. “There is going to be something for everybody to enjoy,� he said. Little Zion will have a special service celebrating the 150th anniversary at 11 a.m. on Aug. 6 at the church at 5680 Cartersville Road, Powhatan, before the congregation heads outside for an afternoon of food, fun and fellowship, Beechaum said. The cookout will be casual dress and include a barbecue lunch, a DJ playing music, antique cars, a play,

Only two years free of slavery in 1867, a group of families previously attending Muddy Creek Baptist Church wanted a place of their own to worship instead of a segregated space in someone else’s, according to the church history. They asked for letters and embarked on a mission to establish their church. The group first met in a brush arbor made of tree branches and limbs on property belonging to Jesse A. Abrams. They established Little Zion Baptist Church and the Rev. Alfred Morris served as the first pastor. Even with these very humble beginnings, Mayo said the desire to worship as they pleased would have been strong and they would have been grateful to God for the blessings they had. Her paternal grandparents were once slaves in Powhatan and helped start the church. “Remember we were in slavery. My father was telling me it was a family by the name of Cox that would allow black folks to come in their basement to worship. This was during slavery. Slaves on other properties would sneak out,� she said. “If their owners caught them out, they would get on their horses and beat them all the way home. They weren’t allowed to come out. We have come a long ways baby.� The church members wanted a building in which to worship, and in about 1870, Hattie Morris donated 1 acre of land for the church. A frame structure was built and would remain standing until 1951, when it was destroyed by fire during a day that the deacons and trustees were cleaning the yard and cemetery. According to the church history, the men were able to save the
pews. “When we were kids, we used to come in with our fathers and clean up the graveyard and stuff and get prepared for Homecoming,� said Earnest Goins, 62, of Powhatan, a lifelong member as well as a deacon and trustee. However, all of the church records were lost, so a good deal about what members know today was either handed down by family members or pulled together through other sources, such as old newspaper articles and other documents, Beechaum said. The church would be rebuilt on the original site in 1953 with the addition of a vestibule to lower the noise level from outside. As with the first frame structure, the community came together to build the new church, Mayo said. “Everything at that time you did for free. You didn’t get paid for doing things for the community. They did it for free. That is something we have lost,� she said. Some of the significant milestones in the church’s history include appointing its first deacons and trustees in 1881; being one of the founding member churches of the James River District Baptist Association in 1885; building a one room school house, called Tamworth School or Little Zion School, in the 1920s for the families to attend; putting stucco over the church’s cinder block walls thanks to a $10,000 donation in 1982 from Harold Smothers for church beautification; replacing the windows with stained glass windows in 2011, and through the years gradually expanding from the original 1 acre to more than 4 acres currently owned by the church. A
s you get to know a place and become involved in it, you start to develop traditions. Every year, there are events in Powhatan County this writer knows to look for in terms of annual coverage. We’ve already hit some of the major milestones of the late spring and summer with the graduations, summer school camps, summer reading program and James River Batteau Festival. Even now, I am looking ahead and thinking about the annual Powhatan Lions Club Labor Day Parade and the start of the new school year. But in late July and early August, another much smaller annual tradition takes place and brings a smile to my face. And it all started when, for three of the last four summers I have worked in Powhatan, I have received a phone call from one of our local residents. Mrs. Georgianne Matthews, who is now 86, first called me in 2014, the year I arrived in the county, and invited me out to her property to see the fields of sunflowers a neighbor plants for her every year to both enjoy herself and share with the community. I went that year and took photos and was enchanted by the glorious sight of that field of flowers and the sweet personality of Mrs. Matthews. What impressed me even more than the flowers was her determination to share them. Mrs. Matthews smiles when she talks about people – old friends and strangers alike – stopping by to take photos in the field or cut a few flowers to take home. Not only does she not mind, she encourages these visits and even allows us to publish her address with an announcement that people are welcome to visit. As she put it during this year’s visit, “Why can’t I share them with people? It’s just a sunflower. If it will make them happy, let them have them.” I also loved that even though she has had the fields around her house planted with sunflowers for more than two decades, she still seems to delight in them as if it were the first time. Also on this year’s visit, we sat and talked in her living room after taking some photos outside. As we talked, several family members visiting from out of town stopped by, and each one inevitably was asked with a bright, expectant smile, “How do you like my sunflowers?” I was so enchanted with the first experience meeting Mrs. Matthews that, when my parents and nephew were visiting the next summer around the time the sunflowers came into bloom, I took them along when I went once again to take photographs of the beautiful fields. My parents were similarly delighted with the visit, both because of the opportunity to see this lovely little corner of Powhatan but also because Mrs. Matthews was so welcoming to them. Unfortunately, there were no sunflowers last

summer, which I am sure left many people disappointed. Mrs. Matthews told me it certainly made her sad and had many people stopping by to ask what had happened. So I was pleased last week to receive a call from her saying the flowers were back, and she was hoping I could stop by for a visit as well. So I did. One of Mrs. Matthews’ eight children, Terri Rexroad, brought her to the far side of the field so we could take a photo with the sea of flowers spread out behind her. Then we moved to her home to talk a little more. Every once in awhile while she sat in her recliner, she would look out her window at the field of flowers not far away and just smile. One thing that especially warmed my heart on this visit was that Mrs. Matthews not only remembered my family’s visit in 2015 but mentioned them repeatedly, especially my mom. She was very touched by the fact that my mom, whom she had met less than an hour before, offered to pray with her if she wanted, which is very like her. “That meant so much to me because they were the nicest people,” she told me and made me promise to pass on the message to my parents, which I did. She also insisted I take home some flowers, and I was only too happy to oblige. As I wrote this column, a vase full of the stunning blooms sat on my desk to brighten the room. And like Mrs. Matthews in her recliner, every once in awhile I would look over from my computer screen at the bright, vibrant flowers and just smile. Mission of Mercy offers aid in Wise County Mission of Mercy is a free three-day dental clinic offered every July in Wise County. Powhatan School of Dental Assisting helped provide care for the first time in 2017, although founder Melinda Hitt coordinating students participating. On July 21 alone, volunteers saw 1,600 patients for fillings, extractions, Xrays, eye exams, mammograms, triage, and educational classes on health concerns.

I’m gaining a new perspective regarding high speed rail in America. For the past two months I have attended meetings where state rail officials have gathered input from citizens who might be affected by a proposed high speed train project from Richmond to Washington, D.C. The project is years away from construction, but one major hurdle has plagued the project from day one. The effect of rail improvements on the people who live and work along the tracks is a big deal, especially to the ones whose property is situated on the fault line, so to speak. As the rest of us consider the wisdom of disrupting the lives of hundreds of citizens to provide track that will improve the travel time by an estimated 15 minutes, it’s painfully evident that infrastructure improvement is a complicated issue, at least when it comes to trains of the future. To be honest, the current project is beneficial in that it provides more frequent and on-time service; but —as a futuristic project that evokes a sense of shock and awe — it fails. When compared to the latest version of high speed provided by the private sector, the vision seems short-sighted and outdated before the first rail is installed. I speak of the recently announced plan by billionaire and transportation capitalist Elon Musk that would provide high speed service between Washington and New York — in 30 minutes. Now, Musk’s vision of 700 mph “Hyperloop” trains that don’t run on rails and enclosed in a buried tube is far short of a detailed plan, but the project does have that jawdrop factor that is missing from the current discussions on high speed, at least in my neck of the woods. Musk’s adventures in space travel, world class electric cars and now high speed travel do make a reasonable argument that real technological advances emulate from creative minds who are best accommodated in the private arena. Projects like SpaceX have proven themselves worthy of utilizing the latest technology and scientific advancements, and, before we laugh off the reality of a tube train, we should at least consider the vision. Not to mention the fact that anyone willing to spend their own money to make drastic futuristic improvements to our transportation system should be heralded, not objectified. My limited experience with the recent efforts to improve an aging rail system offers a hint of what a project like Musk’s might encounter when and if it reached the point of possibility. There would be thousands of opponents with an equal number of concerns regarding a massive national project like the one envisioned by Musk. All this would lead one to question the possibility of any major project that requires condemnation of private property gaining approval or ever reaching the point of construction. I have no answers but maybe if a project is radical and innovative enough, vis-a-vis the tube train, citizens are more likely to sacrifice to make it a success. Maybe the vision of a tube train that instantly transports people like particles in space is adequately appealing to allow its construction. Find a place to build that tube that doesn’t disturb a single landowner or doesn’t displace a single business and you have a winning project. I’m not sure if the current RVA2DC project will become a reality or if Musk’s magnetic train will defend its first case of whiplash, but one thing is certain. Building the future depicted in The Jetsons will be a long and tedious process . . . and it’s complicated. Musk tweeted he has obtained preliminary approval for the Hyperloop project, and the White House issued a statement supporting private sector ventures that target infrastructure improvement. And Musk urged supporters of the project to write their local representatives to ease the permitting and approval process. He’s optimistic about the project’s approval and said putting the project underground will eliminate some of those property rights and quality of life issues confronting the RVA2DC route. Musk also was seeing a glass half full regarding a timeline for the project and said the approval process should proceed with few hitches. Wanna bet?

But there are several other significant construction projects in the works, with a heavy concentration of them situated in highly visible areas of the county, particularly some along Anderson Highway (Route 60). “I think the commercial side is looking pretty good as far as the amount of projects we have starting now and getting off the ground, but also there are people who are coming in and may have an idea or maybe they are looking to find a piece of property right now. They know what they want to do and they are just trying to find the right location for it,” Schardein said.
Stoneridge One of the larger commercial developments imminent in Powhatan County can be found going in on one of the corners at the intersection of Anderson Highway and Luck Stone Road. Known as Stoneridge, this new development is being spearheaded by Luck Real Estate Ventures (LREV), which is part of the larger Luck Companies group, director Ben Thompson said. The real estate company focuses on the highest and best uses of the properties within the corporate holdings. “LREV spends a lot of time to understand the needs and desires of the community and the market demand for those and, that brought us to the Powhatan property, where we saw a really strong opportunity to ignite that property with some service needs that we felt were within the county and provide a home for some of those users we were feeling had an interest in locating in Powhatan,” he said. The location of Stoneridge logistically and from a visibility standpoint lends itself to being a location that would be highly used for commercial development, Thompson said. “Also, the location of Luck Stone Road and Route 60 is denoted in the comprehensive plan as a commercial node for the county, so development is urged in that area to try to provide services in places where things aren’t scattered – they are clustered together,” he said. Powhatan County has a limited number of signalized intersections, so developing more in this area is a good way to leverage one of the county’s main commercial signalized intersections, Schardein said. “That is a good place to target our growth because you can control the traffic there and the movement in and out, which will minimize the impact on Route 60 with traffic,” he said. Luck Real Estate Ventures identified 7 acres of land at the intersection and plans are to put a development with six or seven parcels for sale at that location, said Vik Murthy, land use development manager. “The goal is to create a brand and development standard that hasn’t been seen yet in Powhatan. This is a property that Luck Companies has owned for a couple decades now and it is a gateway to our operations that are just behind this parcel. We are going to be owning it for a couple more decades and wanted to create something that is going to stand the test of time,” Murthy said. Stoneridge will have a design guideline to make it a cohesive development and “really provide it a sense of place” by using a great deal of stone and having a more “modern feel that still incorporates the character of Powhatan County,” Thompson said. “We are expecting the design component will really be a dif-
ferentiator to the commercial product that currently exists in the county,” Thompson said. Currently, only one business has been confirmed as locating in the new Stoneridge development. Students must be enrolled in grades K-12 in the Powhatan County School District to be eligible to receive free school supplies. Out pesky spots and be gone! By Virginia McCown

Question: I found a peculiar spot on one of the lower leaves of my tomato plant. Fearful and aghast, I declared “Out, damned spot! Out, I say!” My words went unheeded. Now there is more than one spot – in fact, many more spots. What shall I do? Lady MacBeth Answer: Dear Lady MacBeth: I’m sorry, but cursing your tomato plants simply won’t make the spots go away or help you in future gardening. I will share with you the esteemed words of Emil Faber, fictional founder of Faber College from the 1970s movie Animal House: “Knowledge Is Good.” There may be definitive answers to what’s causing those spots on your tomato plant, Lady MacBeth. Early Blight is caused by the fungus Alternaria solani and occurs throughout the United States. Symptoms first appear on the lower, older leaves as small brown spots with concentric rings. Yet, how do you know your tomato plant has actually contracted this particular
disease? Lacking a close study of the spots in question, there is no way of knowing their true cause. The spots on the leaves may be caused by a disease. They could also be caused by an insect. Call your local Cooperative Extension office (numbers listed below). If emailing a photo of those spots doesn’t solve your problem, bring in a sample. Bringing the whole plant, roots and all, will yield the best likelihood of a diagnosis since some issued are root based. For larger specimen you can collect some soil with roots and stem/leaf section that shows a transition of healthy to affected leaves/stem. The sample can be sent to the Virginia Tech Plant Disease Clinic. You will receive a diagnostic report explaining the issue. Even if the news from the lab is bad, it’s still very important. A science-based explanation for those spots is helpful. Next season, you’ll be armed with important information to make educated decisions on tomato cultivation and what types of tomato varieties might be easier for you to grow. Powhatan swimmers compete at CHAMPS By Billy Fellin Sports Editor
T
he CHAMPS meets across the Richmond-area swimming organizations occurred at the Collegiate Aquatic Center over the week of July 24-28. While Powhatan doesn’t have a swim team of its own, the Powhatan YMCA and individual swimmers were able to compete at the illustrious event and did well in representing the county.
On July 27 in the Chesterfield Aquatic League (CAL) CHAMPS meet, Cole Malkerson, swimming for Queensmill, won the 11-to-12 100 IM in the Silver Division with a time of 1:12.16. Malkerson, 12, gapped his nearest competitor by over five seconds. Cole also won the Silver Division’s 50 yard breaststroke event with a time of 38.52. He edged out Chester’s Zachary Trimble by .08 seconds for the win. Cole also swam in the mixed 11-to12 200 yard medley and was the first leg
of the relay team. The team finished sixth in the relay with at time of 2:19.76. Cole was also fifth in the Gold Division of the 50 yard backstroke with a time of 32.02. In the 50 yard butterfly, Cole finished sixth with a time of 34.36 in the Silver Division. Cole’s brother Wyatt, also 12-yearsold, also competed in the CAL meet. Wyatt was fourth in the Silver Division’s 100 IM with a time of 1:18.24.
Wyatt missed the podium by just .27 seconds. Wyatt finished 11th in the Gold Division’s 50 yard backstroke with a time of 37.04. Wyatt also swam the third leg of the Queensmill mixed 11-to-12 200 yard medley team in the Bronze Division. That team finished eighth with a time of 2:33.79. Blessed Sacrament Huguenot’s volleyball team will have a new coach in Janae Robinson for the 2017 season. Last year, the Knights advanced to the second round of the Virginia Colonial Conference tournament.
Janae Robinson came to Virginia from Ohio to play basketball collegiately at Virginia Union University. She said that she viewed basketball as “a job.” Volleyball, on the other hand, was all fun. “It’s one of those sports you can have a lot of fun in,” she said. “(Basketball) was the reason (I was at VUU). But, volleyball was one of those sports where I could just have fun and learn a lot. It just grabs me.” Robinson will now get to bring that fun to Blessed Sacrament Huguenot as she is the new volleyball coach for the Knights. Robinson spent last season as a coach on the St. Catherine’s volleyball
team. She has also volunteered with George Wythe High School’s boys and girls volleyball teams as well as coaching at Richmond Volleyball Club’s City League. “After being at St. Catherine’s and coaching on my own at RVC, I saw how I can help girls grow,” she said. “I saw the (BSH) posting and my mom said I should try to advance my coaching career. After I did a little research and since I was previously at a Christian-Catholic school, I said ‘ok, let’s try this out.’ I looked at Blessed Sacrament’s record and saw they had a halfand-half season last year. T
he fading light of a mid-July night in Powhatan started giving way to the lights of the field as the Powhatan Tribe and Flat Rock Warriors football camp was drawing to a
close. On that final night, the campers were playing a friendly game of flag football, putting to use the skills they had learned throughout the camp from mentors and teachers in the Powhatan football community. Then, Powhatan junior varsity Nate Mullins gathered the campers together and spoke to them about hard work and dedication, pointing to many of the Powhatan varsity football players who were with the campers as examples of where that mentality can get those who put in the work. Mullins said that it was great to see the 24 campers out throughout the week at the camp. “It’s great to see some excitement about football,” he said. “Over the past few years, with all the concussion stuff, it’s kind of taken a hit. But, it’s good to see the excitement about football. I know with baseball, we have that with our summer camps. It’s good for

Kathleen was also fifth in the 50 yard backstroke, swimming a 31.66 in the Silver Division. In the 50 freestyle, she finished fifth once again with a time of 27.82. in love with the small campus size. “It’s a great, small school,” she said. “It really reminds me of the college I went to. I went to a really small school. We just prided ourselves on
them. The season is starting soon for them and it’s good for them to work on these skills. Hopefully they can learn a little bit to take into their season.” The camp served kids from ages six to 14. In addition to football skills, Brad Howren from CJW Sports Medicine came out and taught the campers about proper stretching and drills to properly stretch out and get warmed up for the game. Jeff Tye of the Powhatan Tribe football program said that Howren instructed the campers thanks to a referral from former Powhatan High School athletic trainer Mike Puglia, who will be on the sidelines as the Tribe’s athletic trainer again this season. On the football side of things, Mullins said that a lot of the skills that were taught were fundamentals. “We didn’t want to blow their minds out here or anything,” he said. “We didn’t want them to be overwhelmed. What I did with the offensive and defensive lineman was a lot of the basic stuff. Footwork, first step, their stances…things like that. Those are things that I’ve noticed when they come to the JV and varsity level, that’s some of things that if you take care of it down here, we can take them to the next level over there. We worked on basic, fundamental stuff with some fun along the way as well.”

The team combined with the Midlothian YMCA team and the team finished first in their division this season. Powhatan YMCA coach Jessie Hevener said that with the division win, the team will move up one division next summer. “We took eight (Powhatan swimmers) to
CHAMPS,” she said. “They all did really well.” Mia Wilson led the contingent of Powhatan swimmers. She was second in both the 50 breast with at time of 36.89 and in the 50 butterfly with a 35.38. She swam first in the 200 medley relay team that finished second with a time of 2:14.62. She also was on the thirdplace 200 free relay team that came across the line in 2:01.34 along with fellow Powhatan swimmer Katherine Cerullo. Cerullo was also third in the 50 free with a 31.03. Isabella Cerullo was fourth in the 50 free with a time of 28.43 and was on a third-place 200 free relay team, which finished in 1:44.13. She was also sixth in the 100 IM with a time of 1:12.96. She was also fourth in the 50 butterfly with a 30.46. Melanie Campbell swam in the 200 yard free in the 15-to-18 group and finished fourth with a time of 1:50.17. Campbell came home with a 1:17.04, good for
sports and a small community. I felt like (BSH) is a tight-knit community and really needed a coach who will help them grow in the sport aspect.” The Knights and Robinson went out to a volleyball camp at Liberty University this summer, which was an important

The Powhatan High School football players offered their help during the camp as well. Jacob Moss, Jarrett Tronge, Tristen Bradley, Jack Mundt, Bryce Burmaster, Ryan Hall, Lance Fleming, Cameron Arnold, Jacob and Noah Dowdy, Brady Lindhjem, Isaac Trent, Logan Graces and Brendan McMullin all participated in the camp and instructed and mentored the younger players. “It’s just fun, giving back to the youth out here,” Moss said of participating in the camp. “This is our future of Powhatan out here. You’ve got to keep working, work on your craft. Keep working on the fundamentals, that all builds up to the high school level.” Mullins said that the players being in attendance at the camp provided an example and motivation for the campers. “It gives them something they can look at and say ‘I can do that one day,’” Mullins said. “I know when I played football, I always looked up to whoever the starter on varsity was in my position. I may not have even known the guy, but a lot of these kids got to meet those guys.” Sign-ups for both the Powhatan Tribe and Flat Rock Warriors is available on the Chesterfield Quarterback League website.

ninth, in the 100 IM. Whitley Bogue finished sixth in the 50 butterfly and was on a sixthplace 200 free-relay team. Kendall Utt was on the fourth-place finishing 100 medley relay team for the eight-and-under classification. That team, which also had Powhatan’s Hunter Shupp in the third leg, finished fourth with a time of 1:24.40. Utt also finished seventh in the Silver Division in the 25 free with a 19.26.
In the 25 back, she was also seventh with a time of 24.66. She swam anchor on the 100 free relay team that finished second overall with a time of 1:16.54. Shupp was also 12th in the 25 butterfly with a time of 23.97. In the 100 free relay, he swam the second leg on the team which finished third at a 1:22.68. Powhatan’s Isaac Kelley also competed at CHAMPS and was 14th in the 50 breast with a time of 52.49.
Kelley also swam anchor on a 200 free relay team that finished eighth with a time of 2:35.12. He also was a part of a 200 medley team that place fifth with a time of 2:49.48. Hevener said that the partnership with Midlothian’s YMCA team has been beneficial for Powhatan. “It worked really well,” she said. “We did all the meets together. We also did some team practices and social gatherings. The kids bonded really well and it worked out perfectly.”

ball. I’m an all-around sports person.” Practice for the Knights volleyball team starts on Aug. 7. The team will scrimmage Amelia Academy on Aug. 22 prior to opening the season on the road against Brunswick Academy on Sept. 5.
