Powhatan 911 adjusting to new CAD system By Laura McFarland News Editor
P
OWHATAN – Powhatan County 911 communications took a big step forward recently with a new computer aided dispatch system that local emergency services personnel say will help their employees better respond to local emergencies. The new computer aided dispatch (CAD) system went live in the local emergency 911 center on June 12, making the last few weeks a time of learning and adjustment for employees and volunteers who serve in the sheriff’s office and fire and rescue, said Tom Nolan, emergency 911
communications director. The county had been preparing for the switchover for more than a year as the software system was built using Powhatan data inputted by employees. As with any big change of this magnitude, there have been glitches and necessary adjustments that needed to be made, Nolan said. see DISPATCH, pg. 6

A group of friends enjoy some fireworks parked at home in the Ballsville area. Powhatan didn’t have its own official fireworks display again this year, but residents had fun with their own fireworks or attending displays in neighboring counties. See photos page 3.
Two localities have joined Richmond Region Tourism while another jurisdiction has discontinued its membership in the group that promotes area tourism. Ashland and Powhatan counties joined the counties of Chesterfield, Hanover and Henrico and the city of Richmond in the nonprofit organization that offers services to support the area’s hospitality industry. But New Kent County, which has been a member since 1998, has decided not to renew its membership for the fiscal year that began July 1. “As tourism assets such as breweries, distilleries and hotels continue to
come online in Ashland and Powhatan, we are excited to officially promote them to travelers in a compelling and comprehensive way,” said Jack Berry, president and CEO of Richmond Region Tourism (RRT). To become a member of the organization, jurisdictions pay an annual fee, which varies depending on the population size of the locality. Ashland, for example, will pay $20,000 for its membership in the first year, before scaling to $50,000 a year over a period of three to four years, said Joshua Farrar, Ashland’s town manager. “Tourism is something that we’ve recognized for a long time that [has] a big impact on the budget and the economy,” Farrar said.

NEW MIDDLE SCHOOL NEARS COMPLETION By Laura McFarland News Editor
POWHATAN – While the bulk of the structural work on the new Powhatan Middle School is finished, the building is still a hive of activity this summer as it
readies for its first school year. Main construction work was completed last week on the building when workers wrapped up the final piece of the puzzle, Area E, which is the old career and technical education (CTE) wing of Powhatan Junior High School, according to
Jason Tibbs, director of facilities. This will allow architects to complete their final punch list for that section. Tibbs said he had requested the guidelines for a temporary certificate of occupancy, which would allow for a limited see PMS pg. 5

She loved bowling with the seniors, traveling, gardening and making crafts. She takes with her all our love and thanks for all she did for us. MICHAEL SMITH Mr. Michael D. SMITH of Richmond passed away on Monday, June 11, 2018. Michael is survived by several aunts, uncles and cousins. Michael was born in Wellsville, New York, on November 20, 1967, in Jones Memorial Hospital. He was predeceased by his loving mother and father, Phyllis (McAllister) and Raymond Smith of Richmond. Michael attended Huguenot Academy, Powhatan and J. Sargeant Reynolds Community College in Richmond. Michael enjoyed photography from an early age and was the vice president of the college photo club and the photo editor of the high school yearbook. Michael loved trains and even owned a train car at one time. Michael was a talented auto mechanic, previously working for Virginia Dragway Inc. and a Ford dealership in Richmond. Michael spent time rebuilding a variety of his own vehicles, ranging from motorcycles to Mustangs. His love of animals carried through for all his life. We love you. Michael will be interred in Woodlawn Cemetery in Wellsville, alongside his parents.

number of staff to be working in the building until the water tower is expected to be complete on July 20 and the full fire suppression system comes online. In the meantime, the school has a working fire alarm system and fire extinguishers in place. The goal is to have a permanent certificate of occupancy in early August well before teacher work days later that month. “I think we are in great shape with the timetable we are working on. We are going to be able to get teachers in a little prior to the work week to unpack and acclimate themselves with the building,” he said. “For the majority of the staff at Powhatan Middle School, working in a two-story building will be a change.” Tibbs added that the building does not officially become the public middle school building until it receives that permanent certificate of occupancy. Pocahontas Middle School will continue to serve in that capacity until the certificate is received and everything is moved over to the new building. Dr. Eric Jones, superintendent, said staff members are really excited to unveil Powhatan Middle School to the community next month. “The school will be a beautiful and functional facility for our staff, students, and the community as a whole for many years,” he said. He added that the school district will be announcing open houses for community members to come in and see the school in the near future. Those passing by the new building may have noticed big changes in recent weeks. All of the parking lots and sidewalks have been laid, he said. The perimeter fencing and landscaping have

The School Board recognized the Support Staff of the Year at their May 8 meeting. Unfortunately, Powhatan High School ISS Coordinator Christine Stegner was not able to attend the meeting and asked that she be able to come in June to be recognized. Public school divisions are most successful when all employees and members of the community invest their energy towards the common goal of excellence for greater learning. The yearly recognition of both support staff and volunteers is one way school division employees can celebrate excellence. changing things we find are not working the way we wanted them to work,” Gillespie said. “But overall, I am extremely pleased, and I am grateful all dispatch, police and fire and rescue are working together to make sure the system works for everyone.” Fire and Rescue Chief Steven Singer echoed that compliment, saying the new system is a big implementation and represents a significant change for all the departments, but the changeover has gone very smoothly so far. “I think a lot of people were worried

However, Nolan said the new stateof-the-art CAD platform will greatly assist the communications officers in the Public Safety Communications Department with reducing the total processing times for 911 emergency calls. “We all know that seconds count in every emergency incident, and as we reduce the time spent entering and dispatching, it will directly improve the ability for the first responders to arrive on scene and address the incident at hand,” Nolan said. A CAD system makes up one third of the three critical elements of any public safety answering point (PSAP), or 911 communications; the other two are the land mobile radio (LMR) system and the phone system, Nolan said. The new Spillman-Motorola Solutions CAD system was a necessary change, replacing a roughly 17-yearold DayPro CAD system that was not only dated but no longer supported, he said. Knowing the clock was ticking on how long the system would be supported, replacing the CAD system was part of the $54 million bond project the board of supervisors undertook in 2016. The project is budged at $750,000, with $600,000 of it being paid for using bonds and $150,000 from a grant from Virginia Information Technologies Agency (VITA). Nolan said all of the money earmarked for the project has not been spent because there are several CAD-associated programs yet to be implemented, including text to 911; Automated Security Alarm Protocol to the Public Safety Answering Point- 911 center, and a new APCO – EMD Intellicom software to interface with the CAD and allow dispatchers to give medical guidance until help arrives. The new CAD system also has the benefit of being a “true public safety system from start to finish,” said Cindy Gillespie, dispatch manager of Powhatan 911 communications. The old CAD system was geared toward records management for the sheriff’s office that was then made to work for fire and rescue. The county made it work, but it was not the most efficient, she said. “This system is a very complex system. It is something we will probably be loading new things into every day or

that it was going to be very overwhelming, but it has been a very good transition and that is definitely in part how the dispatchers trained and got everybody ready,” he said.
New resources Some of the main new features around the new CAD system revolve around the mapping system and getting emergency personnel to the scene as quickly as possible. With the old system, when a call came in and the location was verified through the phone system, a dispatcher would then input that information into an incident report. lan said. “If we can get the call processed quicker and get it out to the responding public safety officers, fire and EMS, the better chance we have for greater success and a better outcome for our citizens,” Nolan said. Nolan noted that a great deal of information regarding existing emergency calls in Powhatan was entered into the new system so the county still started with some historical data to help with officer safety, fire response or to help with investigations.

One change that is especially big for the fire side of emergency services are mobile data computers that will be located inside more of the emergency vehicles instead of only sheriff’s office vehicles and ambulances, Singer said. The computers in the ambulances with the old system were used primarily to write electronic patient care reports. “Now they are actually going to have a computer in the vehicles where they can see the 911 calls and they can see the information on the map. It is going to help guide them to where they need to go,” Singer said. “That is going to give a lot more information in front of the providers and the firefighters than they’ve had before. They’ve never really had that. It’s always been, here is the address, go there and we will tell you what is going on on the radio. It is better to actually see the information as it comes in from the caller, and that is the advantage we will get on the fire and rescue side.” Rather than dispatch in general to a station, having the individual units via the computers, complete with their locations and status, will let dispatchers know who is available and closest to a call, Singer said. That will come once all of the computers are installed and volunteers and staff are used to using the system. “If there is a crew already at the fire house at Company 1 and say on Company 5 everyone is coming from home, the computer will see that it is actually quicker to send Company 1 right away to help them just to get somebody on the way before everyone comes from home. It gives us a lot more flexibility in how we respond to calls,” he said. Also new on the fire side is a new fire zone, or fire box, system that uses computer modeling and mapping to determine the closest fire stations to addresses in that zone, Singer said. The box number will tell emergency services personnel what part of the county the call is coming from, he said. Sheriff Brad Nunnally said he likes a new secure access app for his phone that allows authorized personnel to receive copies of the calls for service in real time. It helps him stay informed about what is going on with his officers immediately rather than waiting for an email shift update sent by the dispatchers at the end of their 12-hour shifts. “I can check back on the Spillman app through the day and swing down through the calls to see if there was anything that maybe there wasn’t enough priority to call me but enough priority that I would want to know about it,” Nunnally said.

Challenges The new system isn’t perfect; it is a work in progress that requires some kind of fix or adjustment daily, Gillespie said. One of the big challenges has come on the mapping side of the system. When it works, one of the great features of the system will be that it maps the quickest routes using data that has been inputted into the system. That isn’t working as they would hope all the time and the automatic vehicle location was also having problems, but the system is improving and several of the department heads commented on how supportive Spillman staff have been during the transition and how quick they are to answer questions or calls for help. “I was very pleased with the support from the company and very pleased with the pre-training they did with the deputies and the communications officers so they would have an understanding of the system. The pre-training was important because you don’t know what to ask until you know what to ask,” Nunnally said. Nolan said both class and one-onone training were used to help employees get ready. Nunnally added that during the transition around the switchover, no matter what glitches popped up, if a member of the public called, they still received help, which was the only real concern he had going into the process. “They maintained our usual level of service and did this transition at the same time. I couldn’t have asked for more from them,” he said. Broadband access remains a problem in many parts of the county, and while a better system connected to computers in most of the vehicles means more detailed information, connection may sometimes be an issue until the new land mobile radio system is developed, Singer said. Emergency personnel use cellular air cards but there are dead spots in the county where there is no connectivity to the computer system. The backup is still the radio system in those cases. Personnel in every department have had to make some kind of adjustment with the new system, Gillespie said. The deputies have more responsibilities with their incident reports, which has been an adjustment for them, “but they are actually doing a phenomenal job” getting used to the new system, she added. All fire and rescue apparatus unit numbers have changed, which has been something new for them to learn as well as the communications officers, she said.
Next steps The next big change for emergency services comes with the completion of the courthouse expansion project and the move of the emergerncy 911 center upstairs into the new addition. Ramona Carter, director of public works, said Aug. 20 is the substantial completion date for the project, which is when the county will be able to get the certificate of occupancy. The contractor has 30 days from then to do the final punch list items on the project. As of the last meeting, the project is currently 14 days behind due to bad weather days. The contractor has said it will try to make up some of that time. Once the courthouse expansion is finished and the new center completed, it will take a minimum of 30 to 45 days for the 911 center to become operation, Nolan said. Regarding the new land mobile radio, the county is currently reviewing the vendor proposals received as part of a request for proposal (RFP), Nolan said. Cost will be a factor but not the only one in choosing a vendor, he said. Other important factors include functionality, support, future enhancements, and how well it covers the county. Board had the right to represent its residents By Laura McFarland News Editor
F
or this writer, June 2018 will forever be synonymous with one word: landfill. In the four years I have been the news editor of Powhatan Today, I don’t think I have ever put the news of another county on the front page so much. But in this case, because a landfill proposed in Cumberland County is so close to Powhatan and poses a potential impact in the way of several hundred added dump trucks on the road every day, it seemed warranted. For those of you who have followed the issue, it was a whirlwind of a month. The official announcement regarding the landfill came only a few days before the first community meeting. That emotionally-charged gathering was followed in very quick succession by three Cumberland County Planning Commission meetings on the subject and one six-hour behemoth of a meeting of the Cumberland County Board of Supervisors. In that meeting, the supervisors voted in a 3-2 split to approve the rezoning and conditional use permit (CUP) applications for County Waste of Virginia’s proposal to build Green Ridge Recycling and Disposal Facility. At the beginning of the column, I referred to a proposed landfill. That is because County Waste of Virginia has many months of testing and permitting with the Virginia Department of Environmental Quality
(DEQ) ahead of it to see if the project is ultimately approved. This newspaper will continue to follow that process, as well as the efforts by citizens in both Cumberland and Powhatan who have declared they will continue to fight the landfill. Because of the ongoing nature of the story that I fully intend to keep covering objectively, I will not be offering an opinion on whether the Cumberland supervisors made the right decision, making remarks about the company or either cheering for or chastising the citizens who came out and spoke. However, one thing that I will remark on is the behavior of the Powhatan County Board of Supervisors and Chairman Carson Tucker, in particular, all of which I found very commendable. From the very first story I wrote about the landfill, Powhatan officials admitted they weren’t happy about the idea of a landfill going in literally next door or its potential impact, but they also recognized that the power to make such a decision, at least on a local level, lay solely with the Cumberland supervisors. As Tucker began to attend some of the meetings in Cumberland, he had asked the Powhatan board to authorize him to speak on their behalf. He also brought forward a resolution respectfully asking the neighboring county’s supervisors not to approve the landfill because of fears of public safety on the roads. When Tucker spoke at the Cumberland meetings, he didn’t threaten, cajole, raise his voice, talk down to any-

Dear Editor, I have an idea to submit to the Powhatan Today. The story idea is about changing the proposed trash dump in Cumberland County into a 180 megawatt solar farm on the 1,100 acres of land that the dump will use. Cumberland County needs to turn the proposed trash landfill into a giant solar farm. The Cumberland County Board of Supervisors should turn down the proposed 1,100 acre landfill that is going to go in on the Powhatan County-Cumberland border. A solar farm builder could then lease or buy the 1,100 acres of land from the planners of the trash dump and then use it to build a large 180 megawatt solar farm. A 180 megawatt solar farm would offset all the energy needs of Powhatan and Cumberland counties with solar power. They could even add a giant battery storage system to the proposed solar farm and produce solar power at night with the battery. There are several advantages of a solar farm compared to a trash dump. The first advantage is a solar farm doesn't smell or attract pests. So when you drive into Cumberland County you won't be welcomed to the county by the smell of trash and lots and lots of flies. With 1,100 acres of trash over 200 feet deep you will surely smell trash for miles around. The second advantage of a solar farm is for the people that will be living within 10 miles of it. A solar farm won't slaughter property values like a trash dump will. Solar is a much better company to be living next to due to it giving off no smells. The third advantage comes 35 to 500 years down the road. The trash dump will fill up with trash in 25 to 35 years, so 35 years later you will have land that is basically poisoned and unbuildable and not farmable. So 35 to 500 years down the line toxins in the trash dump will be
leaking into the ground water, making it undrinkable for generations to come. Another good aspect of a solar farm is it won't produce heavy truck traffic and road side trash like a trash dump will. The new land fill will most likely have lots of trash filled out of state and dump trucks driving in from Interstate 64 or from the highways from the City of Richmond. So basically if you live next to US Route 522 and Route 60, you will have dump trucks with tons and tons of trash flying out of the backs of the trucks getting all over the place. Also you will have these narrow twolane blacktop highways now having to deal with 210 to 255 trash-filled dump trucks loaded with 20 tons of trash driving them twice a day, which will beat the stuffing out of already overcrowded and narrow roads. If you think that this trash dump is the first one and the last trash dump to be built in Cumberland County, think again. Once the first trash dump comes though the door, within five to 10 years several more trash dumps that could be three or four times bigger than 1,100 acres will want to try to move in to Cumberland County now that they have been welcomed. A solar farm will have hundreds of construction workers during the first year of construction but it will have 10 to 20 people to take care of it. But once the solar panels are in they don't produce huge volumes of road beating trash dump truck traffic like a landfill will. The nicest thing about solar farms is that they will produce tax dollars for Cumberland County and they don't produce truck traffic along with massive toxic dumps that county officials will have to clean up whether they want to or not. It's time we tell them we want solar power and not trash. one, or generally show disrespect. He represented the Powhatan supervisors well, staying until the final moments of that marathon of a meeting for the board’s vote, which came a little after 1 a.m. the day after it started. Toward the end of that meeting, Cumberland supervisor Parker Wheeler openly criticized the Powhatan County Board of Supervisors for passing a resolution to ask Cumberland not to build a landfill and likened it to a rich person trying to hold a poorer person down. His fellow board member, Chairman Kevin Ingle, disagreed, saying he recognized that the Powhatan supervisors were doing what they were supposed to be doing, which is looking out for their citizens. In listening to the Cumberland supervisors and their reasons for voting the way they did, looking out for the best interest of their citizens is what they said was their top goal. For some, that meant approving a project that could bring in much-needed revenue to a cash-strapped county. For others, that meant voting against a project that they didn’t believe was a good fit for Cumberland. Listening to the Powhatan supervisors talk on the subject on a few different occasions, they genuinely believe that the landfill may be a detriment to the county’s residents and their safety on the roads. istrator Ted Voorhees said. The Richmond Region Tourism plan is to offer a discounted $20,000 rate for the first year and then increase $10,000 annually until reaching $50,000 in the fourth year, he said. “We will know well before then whether or not Powhatan is receiving good value for the investment. This will be an annual decision,” Voorhees said. “Having said that, RRT has an excellent reputation and staff. It would be difficult to imagine obtaining the wide range of services provided by RRT for such a cost on our own. I expect we will receive an annual report that helps us understand the benefits of our membership.” New Kent County decided not to renew its commitment for the 2018-19 fiscal year in part because of budget constraints, said Rodney Hathaway, New Kent’s county administrator. As a member, New Kent was paying $10,000 per year, though that figure would have increased to $20,000 a year for the current fiscal year, which started July 1. The figure would have eventually reached $50,000 a year in the next four years. “A lot of the other localities are using occupancy taxes to cover that fee,” Hathaway said. “Right now we have very little hotels.” Hathaway said New Kent’s decision to step away for the year was not a reflection on Richmond Region Tourism, but on the larger expenses the county is incurring for capital projects, including the construction of a new elementary school. “Our board decided that we’re going to take a step back from Richmond [Region Tourism],” he said. “We do feel we’re going to join again in the future. We refer to this as a pause, basically.” Richmond Region Tourism offers services ranging from advertising to web presence support to public relations assistance for
its members. Powhatan County officials believe there are two primary benefits to joining Richmond Region Tourism, Voorhees said. The first is the larger exposure Powhatan will get by direct affiliation with the RVA region. “Powhatan will be associated with RVA in travel advertising and marketing and will benefit from the general positive press and recognition that is being realized by the Richmond region. This will help with overall name recognition and brand identity as we work to recruit business in on other sectors of our economy,” he said. The second major benefit is for the county’s travel/tourism related businesses, such as restaurants, campgrounds, parks, wedding venues, breweries, distilleries, wineries, and special events, Voorhees said. These will all benefit from the Destination Marketing Organization’s experience and knowledge in attracting more visitors and targeting visitor segments. “When these places/activities thrive, it helps improve the quality of life and amenities for our residents. Also, many of the special events are fundraisers for community organizations. Helping such events to be successful benefits these organizations and the greater Powhatan community,” he said. Richmond Region Tourism was created in 1983 when what is now called ChamberRVA spun off its tourism operations into an independent Metropolitan Convention & Visitors Bureau. The name changed to Richmond Region Tourism in 2013. “It’s a great time for tourism in the region,” said Katherine O’Donnell, vice president of community relations for Richmond Region Tourism. “It’s a great time to join [the organization]. PYAA Belles win third straight district title By Billy Fellin Sports Editor
L
ast season, the Powhatan Youth Athletic Association Belles All-Star team came within five outs of winning a state championship. After falling short of that goal, the team came back this season with a renewed hunger to have another shot at the state crown in 2018. The Belles accomplished the first leg of that journey after winning the Dixie Softball District 5 tournament championship for the third year in a row, outscoring
opponents 49-10. “We’ve been fortunate to keep this same group of girls together, for the most part,” coach Matt O’Quinn said. “There are a few girls who were not part of the team last year. This is still a young group. Last year, we were playing up. This year is the first year of really playing our age. It’s nice to have a young group who is able to go out there and succeed. These kids wanted to come back and try it again.” The Belles earned a first-round bye at the District 5 tournament and played a double-header for its first and second games of the double-elimination tourna-
ment. While the heat was certainly a factor, the Belles didn’t allow it to get to them as they defeated Amelia 11-3 in the first game, followed by wins over Amelia a second time as well as Fluvanna to win the district title. The Belles had the advantage in the championship game of being undefeated in the double elimination and Fluvanna had already lost once in the tournament. So, to lose the district title, the Belles would have had to lose twice to Fluvanna. “We knew that we needed to win that first game,” O’Quinn said. “Most of the
time, in that first game, whichever team most of the time will win that second game because you really crush the other team’s confidence. I really wanted to get after it that night, and, of course, you bring your best on championship night.” The heat necessitated a new strategy employed by O’Quinn of rotating his pitchers every two innings. “I usually don’t (rotate the pitchers,)” he said. “I like to keep the pitcher in the game if they’re doing well. So, I started the strategy of every two innings or so, pulling the pitcher and catcher. You can see BELLES, pg. 4B

The Post 201 Juniors baseball team overcame a slow start en route to an 11-4 win over Post 125 on July 5 at Powhatan Middle School. After trailing twice in the early going, Post 201 was able to battle back and eventually find its rhythm at the plate to put the game out of reach. Trouble arose right away for 201 with a rocky first inning. After a quick two outs, back-to-back walks gave way to a two-RBI single before they were able to escape the inning. A similar scenario played out for Post 201 in the bottom of the frame, as backto-back walks occurred after the first two
outs. However, a pop-up for the third out kept Post 125 ahead with a 2-0 lead. Things started to settle down for 201 in the second inning. After holding 125 scoreless in the top of the frame, third baseman Kemper Roudabush led off the bottom of the inning with a double. After two walks loaded the bases, a sacrifice fly into deep center field by second baseman Jason Hilbert allowed a run to score before a strikeout ended the inning. Post 201 got off to a rough start on July 5 against Post 175 at Powhatan High School. A six-run first inning for Post 175 built a lead that would not be threatened all game by Post 201 in a 14-1 win for a slaughter rule win for Post 175. “We came out flat today,” coach Eric Mead said. “We certainly didn’t play to our best, we completely underachieved today.” Josh Dawson started on the mound for Post 201 and was having issues finding the strike zone. Three straight walks to the three, four and fivehole hitters for Post 175 resulted in a run coming across after the bases were loaded. “My pitchers did well today,” Mead said. “They stayed around the strike zone. We just didn’t get some of the calls that we thought we should have gotten.” Two more runs in the inning would score on wild pitches to make it 3-0. Dawson was pulled in favor of Austin Nicholas, who got two quick outs before giving up back-toback doubles to Post 175, which brought in three combined runs to blossom

Gayness recorded another three outs in the top of the fourth, with all three coming via strikeout. He recorded six strikeouts for the game. Post 201 would tie the game in the bottom of the inning, starting with a well-earned walk by catcher Caleb Ray. Ray managed to reach both second and third base on wild pitches, before a single by shortstop
the score to 6-0. Post 201’s usuallypowerhouse offense was held largely in check against Post 175. Carter Mimmick led the bottom of the first off with a single, just one of three hits in the game recorded by Post 201. Mimmick was stranded at first base, however, as two fly outs and a ground out ended the inning. Post 201 got its lone run of the game in the bottom of the second inning as Nicholas was able to shake off a leadoff double by Post 175 in the second to escape the inning with no damage. Nicholas worked a oneout walk and scored when Jacob Beil hit a double to left-center, which allowed Nicholas to score all the way from first to make it a 6-1 game at the time. A strikeout and a groundout stranded Beil at second to end the frame. Post 175 added four more runs in the top of the fourth inning and broke it open in the top of the fifth inning with a grand slam against relief pitcher Owen Agee for the 14-1 final. Post 201 had two runners reach base in the bottom of the fifth off two walks, but no comeback was in the cards and the game ended due to the slaughter rule.
The loss to Post 175 was bookended by two wins for Post 201. On July 3, Post 201 defeated Post 137 11-4 at Powhatan High School. “We hit the ball all the way through the lineup,” Mead said. Thomas Jordan reached base with a one-out single in the first inning and was brought around to score after a single by Dawson to make it 1-0. Post 201 added five more runs in the bottom of the third. Mimmick led off the inning with a single, followed by Jordan reaching after being hit by a pitch. Adam Seal then brought both runners home with a single to make it 3-0. Dawson then singled, followed by an RBI single by Cody Willis to make it 4-0. Cale Agee tripled, bringing home Dawson to make it 5-0. Beil rounded out the scoring in the inning with a sacrifice fly, which scored Agee and made it a 6-0 lead for Post 201. Post 201 continued to pour it on in the bottom of the fourth. Mimmick led off with a walk, followed by Jordan reaching with a single. Seal continued his hot night at the plate with a
double, which scored Mimmick and Jordan. Tommy Preston pitched well for Post 201, allowing just two hits in the first four innings. Over that span, he struck out four batters. He had six strikeouts in all. Post 137 had its big inning in the top of the fifth, scoring four runs to cut the Post 201 lead to 8-4.
Seal singled to lead off the bottom of the sixth, followed by a walk from Dawson and Willis reaching as he was hit by a pitch. Agee then singled, scoring Seal and Dawson to make it 11-4. “Adam Seal is a solid third baseman,” Mead said. “We moved him up in the three-hole, which
worked out really well. He’s barreling the ball up really good.” Seal powered the offense once again on July 7 on the road in a 14-3 win over Post 186. Seal had 4 RBIs on a grand slam in the third inning. Post 201 played on July 10 and will host Post 284 on July 12.
Josh Boelt brought in the tying run. “We started off really cold hitting the ball, but we started to put it together,” Post 201 coach Ott Mullins said of the team’s comeback. “They gave us some chances and we started taking them. It just all came together.” Post 125 did not give up in the top of the fifth, as a fielder’s choice by 201 allowed a run to score and gave 125 a 3-2 advantage. Post 201 had a response of their own, and it was an explosive one. A leadoff double by Jake Burton started the action, followed by a
walk and a single by Cheatham to load the bases. A hard-earned walked by Gayness forced a walked-in run by 125, tying the game at 3-3. Roudabush was up next, and he blew the game open with a basesclearing three-RBI double. Three consecutive walks led to another run being walked in, before Hilbert drove in two more runs with a single. Post 201’s momentum eventually slowed down, but they still led 8-3 after five innings. “We managed to tie it up, got down 3-2, tied it
again, and then we put our foot on the gas pedal,” Mullins said. “I’ve been waiting on us to have a big inning with this team, because there’s a lot of good hitters on this team. There’s a lot of power, lot of decent speed, lot of guys that hit for average.” Post 125 attempted to fight back in the top of the sixth. After one run was scored, a baserunner was caught in a rundown between second and third. A tag by Roudabush closed the door on 125’s comeback attempt. Post 201 continued to pull away in the bottom
of the sixth, starting with another RBI single from Boelt. A sacrifice fly by Andrew Cheatham brought another run home, before an RBI double from Burton sealed Post 201’s 11-4 margin of victory. “A win’s always a good win. We put a good, solid win together with everybody contributing,” Mullins said. “Putting it all together and being able to string together some hits and some plays is always good. It’s a confidence builder because you know you’re capable of doing that. If you never do it, you’re down 3-0 and you throw the anchor down to-
ward the end of the game because you’ve never scored four or five runs in an inning. So it’s always good to string a few together and put something together like that.” Post 201’s Juniors won two more games on July 8. The first game was against Post 320 in an 11-4 final and then the team defeated Post 125 in a 15-1 rout. Both games were fiveinning games as part of a three-team game day at Powhatan Middle School. Post 201 will travel to face Post 125 at Douglas Freeman on July 12.

Powhatanâ&#x20AC;&#x2122;s district move part of new VHSL plan By Billy Fellin Sports Editor
T
he Virginia High School League recently announced its new district and region alignment plan that will begin with the 2019-2020 school year. Powhatan High Schoolâ&#x20AC;&#x2122;s athletic teams will experience one of the changes in the proposed plan as the Indians will leave the Jefferson District and enter the Dominion District. This move has been a work in progress for several years, according to Powhatan Athletic Director Tim Llewellyn. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m excited about it,â&#x20AC;? Llewellyn said. â&#x20AC;&#x153;The big thing is that itâ&#x20AC;&#x2122;ll cut down on travel. For all our other sports besides football, during the week, theyâ&#x20AC;&#x2122;re sometimes traveling two or three times a week. Theyâ&#x20AC;&#x2122;re 11 oâ&#x20AC;&#x2122;clock or later coming
back sometimes and then they have to drive home. Itâ&#x20AC;&#x2122;ll be a huge difference.â&#x20AC;? Currently, Powhatan faces lengthy trips to district opponents, such as Western Albemarle (88.3 miles), Albemarle (75.8 miles), Charlottesville (74.6 miles) and Orange (79 miles), all of which take at least an hour oneway. Trips to Fluvanna (48.2 miles) and Louisa (46.6 miles) arenâ&#x20AC;&#x2122;t exactly short either. In the move to the Dominion District, the longest one-way trip that Powhatan would have to make would be to George Wythe at a length of 30 minutes over 23.2 miles, according to Google Maps. The roundtrip time and mileage to George Wythe is shorter than one way to Powhatanâ&#x20AC;&#x2122;s current district opponents. Each other district opponentâ&#x20AC;&#x2122;s one-way trip is no further than 30 minutes
away from Powhatan: Clover Hill (12.1 miles, 19 minutes), Cosby (13.8 miles, 21 minutes), Huguenot (17.1 miles, 25 minutes), L.C. Bird (22.9 miles, 25 minutes), James River (13.9 miles, 17 minutes), Manchester (17.7 miles, 21 minutes), Midlothian (9.5 miles, 12 minutes) and Monacan (13.3 miles, 18 minutes). As the plan to join the Dominion District had been in motion for a few years, Powhatan has seen Dominion District opponents pop up on their regular season schedules and have faced some of these teams in the postseason as well. Midlothian is one of the most common Dominion District opponents that Powhatan has faced over the last several years. The Trojans faced Powhatan in several sports, such as football, girls basketball, softball and volleyball, to name a few.
Llewellyn said that he hopes the move to the new district will also develop some new rivalries, with Midlothian being the most obvious choice given the short distance between the two schools. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t really feel like we have many rivalries in the Jefferson, just because of the travel distance,â&#x20AC;? Llewellyn said. â&#x20AC;&#x153;A lot of times, the only (Powhatan) fans thatâ&#x20AC;&#x2122;ll come to away games are the parents. I understand that because I wouldnâ&#x20AC;&#x2122;t want my kids driving an hour-and-a-half on 64 and 522 to away games. Iâ&#x20AC;&#x2122;m hoping weâ&#x20AC;&#x2122;ll get more students at away games in the Dominion District and the same for our home games.â&#x20AC;? Powhatan had faced Midlothian in Region 4B tournament games as well, but as part of the new alignment plan, the Trojans will be moving up to
Class 5. Monacan has also faced Powhatan in regular season and Region 4B tournament games over the last few years. The Chiefs will remain in Region 4B under the new alignment plan. In the move, Powhatan will also be facing a few larger schools. Currently, Powhatan faces two Class 5 schools (Albemarle and Orange), two Class 4 schools (Charlottesville and Louisa) and three Class 3 schools (Fluvanna, Monticello, Western Albemarle). When Powhatan joins the Dominion District in 2019-2020, there will be two Class 6 schools (Cosby and James River), four Class 5 schools (Clover Hill, Manchester, Midlothian and L.C. Bird), two Class 4 schools (Huguenot and Monacan) and one Class 3 school in George
Wythe. Region 4B will also have some changes in the 2019-2020 school year. Midlothian will move up to Region 5B. Manchester and Clover Hill will also be moving down to the same region. Lee-Davis, Orange and Spotsylvania will join Powhatan in Region 4B. Of particular interest in this change is Lee-Davis, which has some strong teams across the disciplines, including softball. These changes are currently in the proposal step, with an additional meeting scheduled for July 25 and any appeals to the moves among the schools being heard on Aug. 21 in Charlottesville at the VHSL offices. Llewellyn said that he doesnâ&#x20AC;&#x2122;t expect any appeals to any of the changes in the Dominion District or Region 4B.

Roundup: PYAA Angels finish third in tournament By Billy Fellin Sports Editor
After losing in the first game of the District 5 tournament, the Powhatan Youth Athletic Association Angels knew it was do-ordie for the duration of the tournament. And, they almost pulled it off. The Angels defeated Fluvanna and Cumberland on the second day of the tournament to stay alive in the bracket, but fell to Amelia in the fourth game of the tournament. That loss eliminated the Angels from District 5
play. “We did really well,” coach Sarah Beagle said. “We had a rough night in the first night against Amelia and we started an hourand-a-half late. We came out Saturday ready to play ball and beat Fluvanna and Cumberland. The fact that the girls did so well in 100 degree heat was really impressive.” Beagle said that, overall, everyone associated with the team got along well, which helped the team tremendously. “The parents got along well, the girls got along well,” Beagle said. “They

always cheered each other on and picked each other up and never had a bad thing to say about one another.” One example of this team mentality came in the game against Fluvanna. One of the players was struggling to hit the ball and found her swing at the right time and got a hit. She told her mom later about the hit and was excited to say that her entire team was cheering her on after getting hat hit. “That just tells you what kind of a team it was,” Beagle said. “Win or lose, they had created a family bond. After we lost, the whole team cried and said they didn’t want it to be over and they wanted to keep playing. It was a really great group of girls and parents.” Beagle said that everyone on the team had their moment to shine for the team over the course of the four games. Anna Yarborough was one player whom Beagle
said had a strong tournament performance. Yarborough pitched in the first game against Amelia and had a rough go of it, largely due to illness. “She came out and pitched three innings against Fluvanna and allowed less than four runs,” Beagle said. “She finished the final game against Amelia and allowed only three runs. She had a really good pitching weekend.” Beagle said that the team made significant improvement from where the team was when they started practicing four weeks ago. “It was wonderful to see,” she said. “The girls wanted to hit the ball. Four weeks ago, they were jumping out of the box and running from the ball. It was things like that. Everyone showed growth somehow and in some way along the way.” Beagle said that the team has a bright future in

Pitchers can only pitch 15 innings over the course of a tournament. Once they hit 15 innings, they can’t pitch anymore during that tournament. “Sometimes, it really isn’t about how good your pitchers are, but how deep you are,” he said. “If you’re playing a tournament, you may end up playing eight games and you really have to watch when you pull those pitchers and put others in. It prevents teams from bringing one ace pitcher and running away with the tournament. It really is about how deep you are.” Luckily for the Belles, O’Quinn said that there isn’t really a weak link on the team and the team is deep at the pitching position. “These girls have been playing together a long time,” he said. “They know each other. It helps us coaches as well, when I know who is talented at base running, who is good at putting a bunt down and what kind of a batting lineup I can put together.” While the district championship is a necessary step toward the ultimate goal of a state

Pitchers and catchers don’t have that luxury. We were trying to get those kids water and get them cooled down.” Also a factor in the pitching equation was the innings-limit that Dixie puts on the pitchers, similar to Little League Baseball.
Five Powhatan athletes were recently honored with year-end awards by the Richmond Times-Dispatch. Cody Willis was named first-team AllMetro for the All-Metro baseball team. Willis had 15 doubles this season for the Indians and hit .468 with two home runs and 18 RBIs and was a first-team allregion and all-state pick. Powhatan’s Nick Rini was a second-team All-
Metro pick. On the All-Metro softball team, Powhatan’s Mason Basdikis and Sami Pleasants were also firstteam honorees. Basdikis was the Region 4B player of the year and had a 1.10 ERA and a .986 fielding percentage in the circle for the Indians this season. Basdikis will head to Longwood to play softball. Pleasants was a firstteam All-Region 4B selection. She was a solid outfielder for the Indians, recording a .986 fielding percentage. She will continue her softball career at Richard Bland College. Finally, Powhatan’s Collin Gerardi was the runner-up for the Male Athlete of the Year for the Richmond Times-Dispatch. Gerardi won his fourth consecutive state wrestling championship this season and will wrestle at Virginia Tech in the fall.
championship, O’Quinn said that his team is not satisfied with another district title this year. “I’m not saying they weren’t excited this year, but you can see it on their faces that they weren’t satisfied,” he said. “They were happy and giving each other high-fives. But, then it stopped and they were looking around at each other and saying ‘we aren’t done yet.’” O’Quinn said that one key to success for his team in the state tournament was being able to focus on what they needed to do in the district tournament. This was challenging at times, given the players’ eagerness for returning to the state tournament. “After you win for a couple of years, you kind of assume (you’ll win again) and that’s when you get in trouble,” he said. “I had to call a few of them out on the championship night when we played Fluvanna and tell them not to take any team for granted. I’m really coaching two teams—one team if they show up and one team if they don’t. It took just a pep talk.”
The hunger to continue to improve and get back to that state championship final was evident in that the team didn’t take a week off for the Fourth of July, but rather were back out on the practice field. “We’re still practicing,” O’Quinn said. “Instead of taking a week off and saying ‘well, that was nice,’ those girls are going to be back out on that field, working to get better.” In addition to practicing, O’Quinn has set up some scrimmages for the Belles to participate in, in hopes of keeping them sharp and not getting dull bats due to not having seen live pitching in a while. The rust of hitters not having seen live pitching is a real concern. O’Quinn said that it is a mistake, one that he has made before, of not seeing much live pitching between the two tournaments. “You have so much time between (the two tournaments),” he said. “I’ve arranged for some scrimmages against some local travel teams. These girls will be able to see some live pitching and stay focused.”
