Bond projects completed Three of the five major construction projects that helped make up the $49.4 million lease revenue bond package deal undertaken by the Powhatan County Board of Supervisors were completed in 2018. At $33.9 million, replacing and renovating the junior high school into the new Powhatan Middle School was by far the biggest project in the bond package. The school opened on time and within budget just in time for the 20182019 school year. The school recently finished its first full semester as a place to educate Powhatan’s 1,026 sixth, seventh, and eighthgraders. While the new joint transportation facility opened in December 2017 to service school district vehicles, it didn’t reach its full capacity and start servicing county vehicles until February 2018. since the new building opened, the morale of the drivers and transportation staff has been improved, safety training is completed on site, and drivers have a fine work facility to call their home station. Communication is also improved since all transportation staff members work together in the same building, she added. The 500,000 gallon water tower that sits next to the joint transportation facility had a few hiccups during construction but finally went online on Aug. 18, said Ramona Carter, director of public works. POWHATAN – The Powhatan County Board of Supervisors heard at their last meeting of 2018 that the county had received an unmodified, or clean, opinion on the county’s fiscal year 2018 audit report. John Aldridge, a partner with Brown Edwards and Co. LLP, the

county’s auditor, updated the board at its meeting on Monday, Dec. 17 about the county’s Comprehensive Annual Financial Report (CAFR) for fiscal year (FY) 2018. Aldridge said that CPA Megan Argenbright gave a more detailed report to the county’s audit committee a week earlier, but he was just going to hit some of the highlights. The unmodified opinion is “as

good as it gets� as far as audits go, he told the board. However, the highlights he mentioned also drew attention to some of the county’s practices that, while acceptable, should continually be considered. DANIEL MACMILLAN Daniel “Dani” Macmillan of Powhatan passed away at home on December Sunday, 16, 2018, a day after celebrating his 89th birthday. Dani enjoyed his family, woodworking, traveling, trains, and good company. He always had a smile for anyone he met. We all share so many wonderful and everlasting memories of Daniel. He was a talented, craftsman/artist, woodworker, mechanic, and also MACMILLAN someone who could create such unique projects by adding his own personal touch. Born in East Orange, New Jersey, he graduated from East Orange High School. He served in the U.S. Army. He is preceded by his parents, Daniel and Georgina Macmillan, and leaves behind his loving wife of 66 years, Cecilia M. Coppinger Macmillan; his four daughters, Linda, Kathy (John), Ceil (John), Jeannie; his three grandchildren, Katie, John-

RICHARD THOMAS Richard L. "Larry" Thomas, 77, of Powhatan, passed away on Friday, December 14, 2018. He served his country proudly in the U.S. Air Force, was a retiree of Philip Morris after many years and was a member of the Central Virginia Radio Control Club. Powhatan depends on volunteers and so many friends and companies have helped in the past and continue to do so. The need is for so many different skills - just showing up and helping, specific talents like plumbing, electricity and drywall, cooking for events, and staffing the new soon to be open Habitat Store. Habitat has hired a part-time volunteer coordinator, Maria Sharples, to set up a data base, respond to volunteer phone calls and assign volunteers to projects. Backpacks of Love, nonprofit committed to eliminating hunger in school-age children by providing nourishing food for their weekend, needs help. In addition to the constant need for donated individualsized food items, adults or students are needed to double bag the plastic bags the group packs in, which will help expedite the packing process. (This job can be done at home if people pick up bags at the pantry office.) The group also needs help breaking down boxes for recycling. Phoenix Tank, the contractor, will be charged $4,940 for fire watch needed in the time period that the school was open but the water tower was not online, Carter said. The project currently is in the process of being closed out. The contractor is unable to complete the final grading until spring, so that was pulled out of the contract and will be completed when the ground dries out. The water tower’s one-year warranty period will not start until the project has been closed out, she said. The final bond project that has yet to be completed is the courthouse expansion, which will also house a new 911 communications center. Carter updated the supervisors about the delays with the courthouse at their meeting on Monday, Dec. 17. Carter said the project, which was originally scheduled to be done on July 9, has had some approved extensions. However, there are 116 extension days that Richmond-based contractor Daniel & Co. Inc. has requested that the county has not approved, and the company already has to pay 18 days in liquidated damages, she said. The cost is $600 per day in liquidated damages. Bill Melton, District 4, asked for a timeframe and said it is time to close the project out, “and if they’ve got to bring extra people or resources in to get it done, then at this point, I think that is the conversation we should be having.” Carter said there are meetings every two weeks with the contractor. The current schedule was to have substantial completion by Dec. 22, but it was estimated the contractor was actually three weeks from substantial completion at the time.

Powhatan. Powhatan residents raised issues with this additional burden on their roads and worries about more work trucks on the road with other vehicles, especially on the two-lane stretch of road from near Route 522 to the county line. With the county approval, County Waste was set to move on to its applications to the Virginia Department of Environmental Quality, a lengthy process that takes anywhere from 18 to 30 months. Meanwhile, opponents of the landfill in both counties continue to hold regular community meetings to discuss plans to fight the dump, including methods such as injunctions, lobbying with legislators, court case, and zoning appeals.

The issue of Residential-Commercial (R-C) zoning in Powhatan had so many contentious facets this year that it could actually be on this list in multiple ways. While gaining better control to make sure Powhatan is growing in a smart way has been a goal of the county for a few years, the real fireworks on the issue of R-C zoning started on Feb. 26. During a public hearing about reinstating language into the county code regarding auxiliary turn lanes, David Williams, who represents District 1, began an aggressive questioning of staff mem-

#2 Cumberland landfill’s impact on Powhatan The shockwaves of the approval by the Cumberland County Board of Supervisors of applications related to a proposed landfill in Cumberland County near the Powhatan County border on June 28 are still being felt. The landfill went from being announced to approved in less than a month, including a community meeting, two planning commission meetings and a six-hour marathon board of supervisors meeting on June 28 that ended after 1 a.m. the next morning with a vote to approve the applications. The Cumberland board voted 3-2 in favor of approving County Waste of Virginia’s application to rezone 15 parcels totaling 1,144 acres in District 2 to Industrial (M-2) as well as granting a conditional use permit (CUP) for the intended use. The landfill is set to be located on the far eastern side of Cumberland County, just north of Route 60 at its intersection with State Route 654. The closest point of the property to the Powhatan County line, found along in the entrance road off of Route 60, is only a few hundred feet away. At some places, the edge of the landfill is about 3,000 feet or less from the county line. Just like Cumberland residents whose homes are located adjacent to the proposed site, nearby Powhatan residents have raised concerns about potential well water and ground water contamination, odor, pests, towering hills of trash, air pollution and more. One of the big selling points the company touted to Cumberland residents was that most of the expected 175 to 250 trucks bringing trash to the landfill daily would come from the east on Route 60, which means directly through

by-right uses under R-C zoning. In the last few weeks, talk of eliminating R-C zoning altogether have seen big push back from people who own property zoned R-C and developers. Most recently, a work group committee meant to examine the issue further was formed by the board on Dec. 13. It is expected to start its work in early 2019 and eventually come back with recommendations for the board of supervisors.

bers on how it happened. Williams drew attention to the fact that the CVS project at Dorset Road met neither the access management standards of the Virginia Department of Transportation (VDOT) nor the more strict standards of the county, with one entrance receiving as much as a 35-percent reduction. Adding to that issue was that the developer put in the infrastructure under the R-C zoning and then came back in recent weeks to rezone connected parcels. Opponents of R-C zoning argue it leads to piecemeal development instead of a more cohesive, attractive project. The debate has continued over the ensuing months as county officials discussed the restrictions in influencing positive growth in the county when R-C zoning allowed for so many types of businesses to come in with a by-right application. Since then, the county has adopted architectural standards and severely reduced the number of allowed

#4 Proposed income-adjusted apartments draw large opposition Some of the most well-attended meetings of the board of supervisors and planning commission in 2018 came early in the year, when residents showed up in droves to weigh in on the possibility of a developer building a 204 multifamily apartment complex in Powhatan. During the board’s meeting on Feb. 26, the supervisors voted 4-1 to deny KCG Development LLC’s application to rezone a 26-acre property so it could build the apartment complex. Angie Cabell, District 3, voted against the denial. The project, known as The Reserve at South Creek, would have been situated on land located at the crossroad of Old Church Road and Carter Gallier Boulevard. The developer proposed to finance the project using housing tax credits. Many of those present in the packed auditorium spoke up, either at this meeting or at other local government meetings before it, to vehemently oppose the project that would have brought low-income apartments to the county. A very small number had publicly supported it and argued it would fill a need in Powhatan for affordable housing. Some of the arguments against the apartment complex included increased traffic on already congested roads, negatively impacting the rural feel of the county, extra burden on the schools, and the risk of increased crime. Many argued it was not in congruence with the county’s comprehensive plan. Some of the stronger rhetoric against the apartment complex was later cited in a letter sent to the county by a law firm representing the developer. The letter alleged that denying the rezoning request violated the Fair Housing Act and caused the developer to suffer “injury as a direct result of the county’s discrimination.” It offered to discuss resolution of the claims without the additional cost of litigation. County attorney Tom Lacheney said at the time he didn’t see a legal claim in it and that the county wouldn’t take action because the rezoning was denied and the case is closed. Lacheney said last week he has not heard anything else on the matter.

lion. It was made obvious pretty quickly that the board had no intention of doing the projects all at once, but there was still the possibility of doing the work in two phases. However, by the time the issue was back in front of the board at its meeting on Oct. 16, the proposal had dropped significantly from $23.9 million to $9.4 million. During the board’s meeting on Oct. 22, supervisors voted 3-2 in favor of approving the plan to pay for seven of the CIP projects using borrowed funds. Voting for the project were chairman Carson Tucker, District 5; Cabell, and Bill Melton, District 4. Voting against it were Williams and Larry Nordvig, District 2. Some of the projects on the list included the repurposing of Pocahontas Middle School; Village Building sports fields upgrades; expanding and paving a gravel lot on Marion Harland Lane; constructing a new convenience center in the east end of the county, and filling maintenance needs at Pocahontas and Powhatan Elementary schools through energy performance contracting. The biggest opposition raised by Nordvig and Williams about the bond projects were about taking on more debt so soon after the 2016 bond package and increasing Powhatan’s debt service vs. expenditure policy level, which is a factor in its credit rating. County administrator Ted Voorhees told the supervisors at their Dec. 17 meeting that the county has received the funds in its VA SNAP Project Fund account to do the projects. The 2018 bond was issued by Sterling National Bank and closed on Nov. 21 with a 3.919 percent interest rate fixed through the final maturity on April 1, 2035, Voorhees said in an email after the meeting. The board authorized $9.4 million in projects and debt “up to” $9.6 million, which included project financing and issuance costs. The project funds and additional costs combined are $9.563 million.

Aldridge also mentioned the audit’s look at the federal money that comes to the county and how it is used. In FY 2018, the total federal money that came through the county was about $3 million. The firm has to test a certain percentage of those dollars and found no issues of noncompliance. Aldridge and the board also recognized the work done by Charla Schubert, finance director, who prepares the CAFR each year. Brown Edwards has clients across Virginia, and while some prepare their own CAFR, others pay his firm to do it. On Oct. 26, elected officials, law enforcement, family, friends and community members gathered at the Village Building to dedicate the “Trooper Michael T. Walter Memorial Highway.” The dedication ceremony included several special speakers talking about Walter not only in relation to his ultimate sacrifice but the life he lived and the lasting impact he made in his 45 years on this earth. One of the last to speak but also the most poignant was Walter’s wife, Jamie Walter, who honored her husband’s memory but also expressed her need for something good to come out of a situation that forever changed the lives of her and the couple’s three children. Jamie Walter expressed shock and anger that a few weeks earlier, the trial of her husband’s killer, Travis Ball, ended before it even started when Ball took an Alford plea, which meant he acknowledged the evidence was strong enough to convict him but didn't admit guilt. Under the plea agreement, prosecutors withdrew their intent to seek the death penalty and Ball would receive a term of life in prison without parole, but that would be suspended and Richmond Circuit Judge Beverly Snukals could decide on an active sentence of 20 to 60 years. On Oct. 11, the judge sentenced Ball to 36 years in prison, a move that saddened and angered many in Powhatan and around the state who thought life in prison or the death penalty would have been more appropriate for the murder of a law enforcement officer.

down in Powhatan about 2 miles south of Genito Road. The reported damage in the county from the estimated EF-0 tornado was to outbuildings, cars and trees with no loss of life. Powhatan saw up to 10 road closures on various secondary roads across the county due to either flooding of the road, pipe wash outs, down trees, or downed power lines. About 1,400 people experienced power outages. A few weeks later, Tropical Storm Michael blew through Powhatan on Oct. 11, and the damage from wind and water was significant. Dominion Energy reported 5,700 Powhatan customers affected by the storm and Southside Electric Cooperative had 6,301 without power at the peak of the outages, according to spokespeople for the two companies. Those outages lasted anywhere from a few hours to almost a week. Additionally, Rocky Ford Road over Rocky Ford Creek and Petersburg Road over Butterwood Creek both received significant damaged and required extensive repairs. There were other state road washouts and private roads that suffered heavy damage from the flooding.

Early fall was a scary time in regard to weather as hurricane season took its toll on Virginia. Powhatan County was nowhere near as hard hit as other areas and fortunately suffered no deaths as a results of the storms, but their impact were still felt with a tornado, downed trees, damaged homes, flooding and massive power outages. While the much-hyped Hurricane Florence did not hit the Richmond area head on as originally projected, it did have big impact when tornadoes formed as part of the storm system. On Sept. 17, one tornado touched

The past year has been a big one for Habitat for Humanity – Powhatan, and the biggest change of all was the opening of its own Habitat Store. In the midst of hiring its first fulltime executive director, Roseleen “Spud” Rick, performing dozens of critical repairs and starting to build the nonprofit’s 13th house, the group also renovated and opened its own resale store. The store, which is at 1922 Urbine Road, is inside the former Huguenot Volunteer Fire Department building, which sat vacant for many years. Habitat for Humanity rents the space from the County of Powhatan for $1 a year and spent months completing massive renovations to the building to make it serviceable.

Elementary school redistricting

The school board knew well in advance that the opening of the new middle school this year meant that space previously used at Pocahontas Elementary School for sixth-graders was now available. As it stood, the school would have been at about 67 percent capacity while Flat Rock Elementary and Powhatan Elementary were at 90 percent and 94 percent capacity, respectively. It was decided that redistricting the elementary schools would create a more balanced, uncrowded student population as the county grows, and the county would benefit by avoiding unwanted elements such as using trailers or needing to build a new school to accommodate students. A 21-person committee worked in conjunction with consultant firm K&C Associated for six months to come up with three viable options for the school division for redistricting. Board members heard several complaints from parents who didn’t want their children changing schools but ultimately decided that failing to act was not an option. The four members present at the meeting on Feb. 27 voted unanimously to approve one of the options. An update at the school board’s Aug. 28 meeting showed that all of the schools were between 82 and 85 percent capacity and class sizes were expected to be good. A total of 28 variances were granted between all of the schools. There were issues with getting bus routes worked out to keep ride times manageable, and route adjustments to make sure they are optimal are always ongoing.

After reaching an informal consensus on several points, the board directed staff to make plans to put their final draft out for review by citizens at public open houses in January. The goal seems to be to have the board have its public hearing and final approval of the revised comprehensive plan at its regular meeting on Monday, Jan. 28.

While the 2017 Long-Range Comprehensive Plan has yet to be adopted, current expectation as of the board of supervisors’ last workshop in December was that the end was in sight, possibly as early as January 2019. It took more than two years of work to review and update the 2010 LongRange Comprehensive Plan. The planning commission began reviewing it in late 2016 and forwarded an updated

Powhatan High and Middle FFA winners recognized Contributed Report Powhatan Middle School and Powhatan High School FFA winners were recognized by the Powhatan County School Board during its meeting on Tuesday, Nov. 13. The Powhatan Middle School second place State Plant Science CDE Team was only eight points below first place. Members of the team were Gage Hoskin (fifth High Individual), Sadie Marks, and Rebecca Harrell, along with sponsor Jennifer Bowry. The Powhatan High School results of state and national competitions since Spring 2018 were: List of awards for chapter: Gold Rated Chapter by the Virginia FFA Association – rated as Superior Chapter the top 10 percent of chapters in Virginia; Gold Rated Chapter for Public Relations and South Eastern Area Winner for Growing Leaders Division. The State FFA Degree – the State FFA Degree is the highest award The Virginia State Association can give to

The Honorary State Degree – this is the highest award that the Virginia State Association can give a supporter, sponsor or and educator in agriculture education. This year two teachers in Powhatan received this award: Caitlin Smith and Chris Whitlow. The American FFA Degree – the American FFA Degree is awarded at the National FFA Convention and Expo each year to less than 1 percent of FFA members, making it one of the organization's highest honors. Requirements to earn the honor are lengthy. In addition to their degree certificate, each recipient receives a gold American FFA Degree key. While social services embraced the Christmas spirit throughout its building and was counted by the judges as one department, the showstopper of the building was in the hall housing the benefits employees. were Sherri Cline, creative director for IDI; Brian Weitz, senior concept designer for Shepard Exposition, and supervisor Carson Tucker. Cline said she was impressed with the creativity and how they worked so hard to make their decorations feel interactive, making it a hard decision for the judges. The treasurer’s office’s decorations looked “very professional” and the judges appreciated how they incorporated their counters into the décor, she said. Weitz, who is Cline’s husband, said the social services display felt like a fun house for Christmas. “You could go through it and it was almost a

took shape as staff decorated it over two consecutive weekends. She loves that her office feels like Christmas. “It’s a lot of Christmas spirit. There is no big major prize other than to say you won. But honest to God they have had so much fun. Powhatan had plenty of stories to tell in 2018 By Laura McFarland News Editor

Believe it or not, the last column of the year is often the hardest one to write. It’s kind of like someone coming up to you and saying, “I’ve only got a minute, can you tell me what happened in season 7 of ‘Game of Thrones?’ ” – only without the swords and dragons. Oh, if only my year-end summary included swords and dragons. You only have to look at the front page to see that it has been quite a busy year in Powhatan, and those are only the top 10 stories. That was a narrowed-down list. There were many more stories – about good and bad happenings – that also affected the county and its residents. Part of me felt like 2018 was a year in which the slang term “woke,” a reference to how people should be aware of current affairs, really applied to Powhatan. The county is growing, and that means change. What kind of change we see is the question county leaders are trying to determine. We started off the year with the possibility of lowincome apartments, transitioned to the Comprehensive Plan and access management standards, and are ending the year on R-C zoning issues. All of those issues are related to how Powhatan is growing -- and while there definitely has been some level of heightened awareness and increased participation in the commissions and boards that make these decisions there could always be

more. Going into 2019, as county staff works to set up the public meetings in January about the Comprehensive Plan – the document that literally shapes how Powhatan will grow – it would be great to see a huge turnout of people wanting to get informed and offer their views. Fortunately for Powhatan readers and yours truly, not all news comes in meeting form. It’s great to get out and meet new people and help tell their stories, whether it is a service member coming home from deployment; a dance school that aims to bring the joy of music and movement to people of any ability; a talented baker competing on a cooking show; the Powhatan County Electoral Board swearing in its first black member; a group of people that want to show Powhatan’s “LOVE;” or talented students demonstrating their skills at the local, state and national levels. I appreciate the increased push for tourism evident on the part of the county. Too often people fall into the mentality of “There’s nothing to do here” when thinking about their own community. While Powhatan isn’t a bustling metropolis by any means, it definitely has things to offer both residents and visitors. Always entertaining and engaging are the many festivals, parades, and special programs presented by individuals, civic groups, businesses and nonprofits. So many of these events are designed to be highly entertaining while also raising money for awareness of local issues, showing Powhatan likes to have fun but also has a big heart.

I try to avoid the Christmas rush as much as possible, but, inevitably, I find myself stuck in some line I’d tried my best to avoid. As I waited at a popular clothing store to purchase some traditional products for my daughters, I couldn’t help but notice the frazzled looks on the folks surrounding me. The line moved at a snail’s pace, and the lady beside me turned and said, “Christmas gets harder each year.” I simply nodded not really considering the comment, and it didn’t really strike me until I reached my car many minutes later. My car engine had only been on for seconds when I heard a huge bang behind me. Turns out, one of those stressed out shoppers had pulled out of a parking spot without looking and banged into a passing SUV. The whole incident was none of my business, but the location of the accident blocked me from pulling out of my parking spot. It was then I really started to wonder if Christmas is getting harder. Making the perfect Christmas isn’t easy by any estimate, but can the expectations of the season actually deflect from the joy and happiness associated with the holiday season? I thought of the many friends I have who begin their preparations months in advance for the biggest holiday of the year. They make sure each stocking is perfectly stuffed, or everyone gets that most wanted gift. That’s not our style around here, and a little last-minute shopping is part of our holiday traditions. I would somehow feel like I’d missed a sure sign of the season if I didn’t end up in a mall surrounded by a horde of frantic last-minute shoppers. There’s certainly no doubt that once those gift lists have been submitted, I feel a bit overwhelmed at the prospect of finding those items. As the years have passed, I’ve learned a real appreciation for detail when it comes to shopping and the necessity of getting just the right thing, especially when it comes to teenagers. I’ve learned that my choices sometimes

don’t resemble theirs, and what I thought of as cool doesn’t come close in their minds. Even with those complications, I still try to keep it all in perspective, and, maybe too often, I find myself reminding my children that giving is more important than receiving and the true spirit of the season begins with charity. Does any of this mean making sure your home has the perfect Christmas is getting next to impossible? Probably not. I think back to my Christmas as a child, and how the gifts I received always seemed like someone read my mind and delivered just the present I wanted. Whether it was a shiny red bike, football helmet or that perplexing chemistry set, it all seemed almost ordained as the most exciting day of the year progressed. My last Christmas with my father stands out in my mind. During the weeks leading up to the big day, my parents had asked me a dozen times what I wanted, but I couldn’t decide and only hinted at a few items. Somehow, without the aid of big box stores or internet shopping, my parents came up with a selection of gifts that made believing in Santa Claus easy. We spent most of that last Christmas together playing a gift he’d selected for me: an electric football game. I was too young to appreciate his perfect selection of gifts, but it was the hit of my holiday season. Was it really as easy as my parents made it look? I suspect not. Is Christmas really getting harder? I suppose it depends on what you’re looking for when it comes to holiday cheer. Somehow, the real joys of the season don’t require a trip to the mall or a long line of irritated shoppers. The warmth of home, the glow of a Christmas tree in a candlelit room and the company of good friends and family remains the same today as it did on those modest yuletides of the past. Here’s hoping your holidays aren’t too busy, and you and your family enjoy the joy and love that comes alive during Christmas. And the peace and joy that may seem a little harder to attain do not dim the magic of your season. Remember, it’s the little things that make those lifelong memories. Of course, there are always the moments and the stories that make you sad and even angry. Often those moments are never forgotten; they are simply survived. But that too can be an achievement in its own right. On a personal note, 2018 has been a good year for me. I watched as my nephew – who it seemed like only a little time before I had witnessed being born – graduated high school. I became a member of the Lady’s Slipper, which floats in the James River Batteau Festival. I saw my family a few extra times this year, which is always nice, and am currently entertaining my parents, who are here for a few days. Continuing my tradition of bringing guests to experience Powhatan first-hand, less than three hours after they disembarked from their plane in Richmond, they were sitting in a board of supervisors meeting. I rewarded their patience by taking them to a great local Powhatan restaurant. So that’s it. A few more days and 2018 is done. Depending on who is reading this, you may be excited about the prospect of a new beginning or just believing it has to be better than what came before. Whatever the outlook, we hope those wishes are realized for you. From the entire staff of the Powhatan Today, we thank you for welcoming us into your homes and businesses for another year. On Wednesday, Oct. 10, transportation received a note of praise from a parent for the efforts Payne and Perryman during the extreme weather and tornado warnings experienced in Powhatan County on the afternoon of Sept. 17. Tracie Omohundro, assistant superintendent for instruction, read the parent’s letter during the recognition. The parent explained that the two women were on the bus with her children when

On Nov. 26, Huguenot Volunteer Fire Department instructors prepare fellow firefighters in search and rescue techniques that can be utilized in big-box stores such as Walmart. During the scenario training, firefighters were tasked to find and rescue victims. They were critiqued on search and rescue technique, utilization of RIT system, radio etiquette, and teamwork. OWHATAN – Both Issac Trent and Jarrett Tronge rallied in their respective matches to win by pin and contribute to their Powhatan Wrestling team’s 43-25 home victory over Louisa County on Wednesday. “Louisa always wrestles really tough. Really, really proud of Issac Trent at 170; that kid beat him last Satur-

day actually at Lee-Davis, and [the following Wednesday] we’re pinning the kid, so that’s a huge win for Issac,” Powhatan Wrestling head coach Jonathan Tanaka said after the match. “Jarrett Tronge…composed himself together, went out and got six points for the team which is huge.” Trent, a junior, rallied out of a 4-1 deficit against Benjamin Froschauer to tie the 170 match on a reversal. With momentum on his side, Trent worked to pin Froschauer with 54.1 seconds left in the second period. His win gave Powhatan its first team lead of the day at 25-22 before back-to-back wins by forfeit clinched the team match for the Indians. Tanaka called second-year wrestler Trent “a really good athlete” and added that he works really hard every day. “He knew he was gonna get a rematch tonight,”

Tanaka said. “He was really excited all day and you kind of saw it when he got out there.” Tronge, wrestling in the heavyweight class, put the exclamation mark on Powhatan Wrestling’s night when he bounced back from getting a penalty point assessed against him to win by pin with 42.5 seconds left in the third period. “He’s full of energy and...we try to channel it as best we can. We’re really working with him as far as just trying to figure out a way to control and channel some of that aggression that he’s got,” Tanaka said, “and that was really big for him…I think it’s big that he knows his team is behind him and supporting him...he knows he’s a senior and he knows he’s a leader, so it was good to see him take a second and compose himself and get back out there to get a pin for his team.” see WRESTLING, pg. 3

NOTICE OF PUBLIC HEARING POWHATAN COUNTY PLANNING COMMISSION Notice is hereby given, pursuant to § 15.2-2204 of the Code of Virginia, that the Planning Commission of Powhatan County will conduct a public hearing on Tuesday, January 8, 2019, at 7:00 PM in the Powhatan County Village Building Auditorium, 3910 Old Buckingham Road, to consider the following requests: 18-05-REZC: Powhatan Plaza, LLC (District #1: Subletts/Manakin/ Flat Rock) requests the rezoning from Agricultural-10 (A-10) (1.43 acres), Residential-Commercial (R-C) (5.72 acres), Mining and Mineral Extraction (M) (5.67 acres), and General Commercial (C) (1.52 acres) to Commerce Center Planned Development (CC-PD) with proffered conditions and amendment of the zoning district map of approximately 14.34 acres of land located north of U.S. Route 60 (Anderson Highway) at its intersection with State Route 1351 (Luck Stone Road), being Tax Map 42-25, 42-25A, 4226F, and 42-26E and portions of Tax Map 42-25M and 42-26-1. Proffered conditions relate to building architecture, public utilities, and transportation infrastructure. The 2010 Long-Range Comprehensive Plan designates the subject properties as Commerce Center (Route 60 Corridor East Special Area Plan) on the Countywide Future Land Use Map. 18-10-AZ: Powhatan County requests the amendment and reenactment of the Subdivision Ordinance of the County of Powhatan (Chapter 68), Article III (Subdivision Standards), Section 68-175 (Access And Circulation), Subsection (e)(5) (Vehicular Access and Circulation: Vehicular Access Management) to require that any reductions in the driveway intersection spacing standards set forth in Table 68-175(e)(5) d.2 be approved by the Board of Supervisors, after review by the Planning Commission. Currently, such reductions must be approved by the Director of Community Development, provided that certain criteria are met. All Planning Commission meetings are open to the public and interested persons are encouraged to attend on the day and time specified above. Copies of the proposed plans, ordinances, and amendments may be reviewed in the Department of Community Development in the Powhatan County Administration Building (3834 Old Buckingham Road) between 8:30 AM and 5:00 PM of each business day.
