BOS adopts master plan for tower network By Laura McFarland News Editor
POWHATAN – The Powhatan County Board of Supervisors recently committed itself to a plan of action to develop its land mobile radio system but tried to leave
room for the public to still have input in the future. The board adopted a Public Safety Radio Tower Master Site Plan at its meeting on Monday, Dec. 17 that will help shape how it builds out its new land mobile
radio (LMR) system to increase coverage for first responders working throughout the county. This came about a year after the county released a request for proposals to replace its existing public safety radio system, which is obso-
lete, no longer supported by the manufacturer, and provides inadequate radio coverage. County administrator Ted Voorhees said the county is getting close to recommendation for award to one of the proposed vendors of the
land mobile radio system. The last major element is some assurance that the county has the tower site locations that would be necessary to build out the system that the company proposes. The master site plan calls for eight tower sites

Powhatan Library hosts ‘Grinch Day’ St. Nick hitches ride on engine

POWHATAN – A new generation of Powhatan children recently celebrated the Grinch’s heart growing three sizes bigger as he embraced the joy of Christmas. Powhatan County Public Library embraced its inner green with its first Grinch Day, held on Thursday Dec. 20, and saw about 175 people of all ages coming to celebrate. Every holiday season, the library tries to hold a family event that is based on a children’s story or a piece of literature, librarian Caroline Shoenthal said. This year, staff was inspired by Dr. Seuss’ “How the Grinch Stole Christmas!” “The Grinch was a good fit and there was a new Grinch movie coming out this year. We thought there would be a lot of interest among children,” she said. The event was spread

POWHATAN – At any other time, hearing sirens and seeing the oncoming flashing lights of a fire engine would mean something is wrong. But when members of Fine Creek Volunteer Fire Department rolled into 20 neighborhoods in District 4 last month, the faces of the people waiting to greet them were filled with smiles, not worry and fear. For young readers, pup is trusted friend By Laura McFarland POWHATAN – Graham may look lazy at times, but he is actually one hardworking Golden retriever. For the last several months, his face has been a regular sight at many of Powhatan County Public Library’s community events. He greeted people at the Powhatan Christmas Parade, the library’s open house and the library’s first Grinch Day, and that was just his December schedule. He also is the star of the library’s new one-on-one reading program, Sit, Stay and Read. Once a month, the cuddly canine comes in and lets children in first through sixth grades read to him, librarian Caroline Shoenthal said. they see him. He is a great ambassador for us in terms of making people feel comfortable with the library or encouraging them to come and speak with us at events,” Shoenthal said. Sometimes children feel less pressure reading to an animal than reading aloud to an adult or in front of classmates, she added. “It can be a good opportunity for children who are nervous reading out loud or who may be having a little difficulty reading or having a stumbling block. This can give them an opportunity to just practice in a way that is fun for them and something to look forward to,” she said. As much as the children love and are excited to see Graham, he is just as happy to soak up the attention they lavish on him, said Katrina McIntosh, Graham’s owner and a senior library clerk.

would visit three to four neighborhoods a night on their annual Santa Runs. After sending out alerts on Facebook, they left the station and started their rounds. As soon as the fire engine carrying Santa arrived, the fire apparatus would begin running their sirens, flashing their lights and honking their horns. Then the train of fire apparatus would traverse the neighborhood, stopping at the ends of driveways where excited families were waiting to greet them. At each stop, children could climb into the engine and onto Santa’s lap to tell him what they wanted for Christmas. It’s a refreshing change of pace for the firefighters, said Captain Bill Donati. They are looked at as a positive influence in the community, and they take pride and ownership in that, he said, but they still usually aren’t meeting people in such upbeat circumstances. “We don’t always see everybody on their best day when we show up for an emergency. To actually have a program where we give back and get to see a smile on everybody’s faces is perfect,” Donati said. The tradition of the Santa Runs dates back to about 1985, when the firefighters used to visit neighborhoods all over the county, Donati said. At that time, Santa used to arrive in the neighborhoods on the back of an old Dodge utility truck. As the county grew, the station has had to restrict the visits to neighborhoods in its own district. Donati described having people who were children who enjoyed the
hatan since1984. She has been involved with several community organizations. Her goals for Habitat For Humanity Powhatan are increasing fund raisSANDERS ing and finding land suitable for building a Habitat Home. Habitat is currently building its 13th
home on Anderson Highway. Joe Hefferon, Habitat’s past president, is supervising the construction. The 14th home is set to be started in 2019. Habitat’s Store is located at 1922 Urbine Road and is open the first and third Saturdays of the month. Proceeds from the store sales are dedicated to Habitat’s Critical Repair Program. Sanders is enthusiastic about making that program one of the hallmarks of the Powhatan Habitat affiliate organization.
“He loves the attention from people. Today he had six kids petting him at one time and he was laying there like it is no big deal. He sort of craves that,” she said following Graham’s participation in Grinch Day on Thursday, Dec. 20. McIntosh said her family owned Graham’s older brother, Jackson, who was also a registered therapy dog. They bought Graham, who is now 9, when he was a laid back, quiet puppy knowing they also wanted to train him as a registered therapy dog. They started young doing tons of socialization with him, taking him out in public and meeting people. That was more than eight years ago, and since then he has visited hospitals, rehab centers, schools, nursing homes and more. And shortly after McIntosh went from being a substitute to a part-time worker at the library, the idea to incorporate Graham into the library’s programming was hatched. He did his first session in September. The idea is simple: children come in, sit on a blanket with Graham, and
read to him, she said. It could be a chapter book if they are older or a picture book if they are younger. “First through sixth grade is what we are targeting, but if we have even younger kids, I encourage them to get a picture book and tell the story to Graham if they know it or explain the pictures to them,” McIntosh said. “As well as practicing reading and reading out loud, it is good for public speaking.” One of McIntosh’s favorite aspects of the program is seeing children become more comfortable so they are as excited to actually be reading as they are to see Graham. When she sees them more comfortable to open a book, that is an encouragement to keep doing the program, she said. “Sometimes they will come in at first and be kind of quiet and a little shy. As they get more comfortable reading, they will read a little louder and with more intonation and excitement for the story,” she said. For more information, contact the library at 804-598-5670.
program years ago that have since grown up and married, had kids of their own and settled in the area. “It is amazing hearing some of the stories about how they remember it when they were kids. It is something that has gone on year after year after year,” he said. “There are definitely waves because kids grow up, move out and move away. You get some years where neighborhoods have lots of kids and then you get some years where there are not so many kids in there anymore. It kind of goes in cycles.” People start reaching out to the station as December approaches to find out the schedule so they can make sure to be there, said Donati, who has been a volunteer Powhatan firefighter for 18 years. Some even invite guests from outside of the county so more children get the experience. Regardless of how much fun the firefighters are having, if an emergency call comes through, they will go and answer it, Chief Joe Moudry said. If possible, a unit will separate from the group, whether it is an EMS or other emergency call. If they can rejoin the group later, they do. Moudry has been a volunteer since he moved to the county in 1994 and tries to participate in the Santa Runs every year. He sees it as a win-win for the county because the firefighters enjoy the experience as much as the families they visit. “I like watching the reactions of the little kids because that is what this is all about. The children get to get up there and get on Santa Claus’ lap and tell him what they want for Christmas,” he

said. This is the second year Allison Cloman’s two youngest children, Madelyn, 7,and Noah, 3, have waited at the end of their driveway and seen Santa coming to their house in a fire engine. The first year, the family had no idea how big a deal it would be and the show the firefighters put on so the whole experience was unexpected. “When we heard the fire trucks and the lights, it ran chills down your back. It was neat to do it
again,” she said. “This time Noah thoroughly enjoyed it. He got up in the fire truck this time. Last year I think he was a little overwhelmed. He got up in there in the truck with Santa and really enjoyed it.” Having experienced the personalized visit last year, Madeyln was extremely excited to do it again this year, her mother said. “She really looks forward to it. She loves that Santa comes to the end of her driveway. She im-
mediately came in and called my parents. She gets really excited about it and loves telling everybody ‘Santa came to the end of my driveway and I got to sit in his lap,’” Cloman said. Many people choose to donate to the fire company when they visit, which is appreciated, Donati said. When possible, volunteers also try to use the opportunity of speaking to the families who come out for the Santa Runs about the possibility of volunteer-
ing. “It is our opportunity to remind them that we are all volunteers and we are always looking for volunteers. A lot is changing and it takes a lot of volunteers to keep this county running and the stations running. Fast Feet Sports Academy opens up shop in South Creek Contributed Report The Powhatan County Economic Development Department recently announced the opening of Fast Feet Sports Academy. The academy is owned and operated by Joe Parker or “Coach Joe” as the young athletes call him. The academy has opened its doors in the Shoppes at South Creek at 1800 South Creek
One, Suite K-L. This is a new venture for Parker, who has a professional background in law enforcement and investigation and recreationally has been conditioning young athletes for some time. The academy is designed similar to a before-and-afterschool program, although unlike others will focus on various
skills for young athletes such as agility and teamwork. Positive attitudes and sportsmanship are at the top of the program’s initiatives. The program will feature training sessions, fun game style sessions and rest/recovery sessions, including quiet time for homework in a separate classroom space. Athletes will be exposed to nu-
merous sports with five different flooring types to accommodate each sport’s training needs. Baseball, softball, soccer and football are just a few of the different sports training will help with. Fast Feet will be open from 6:30 to 8:30 a.m., 11 a.m. to 6 p.m. and after 6 p.m. for soccer and speed training sessions.

AC A D E M I C N E W S Citadel welcomes Powhatan’s Schlink to Class of 2022 Alec Schlink of Powhatan matriculated as part of the Citadel Class of 2022. Of the incoming class of 837 new cadet recruits and students, 80 are Hispanic and 87 are women. The freshmen enter The Citadel at a time when they can select from the most robust menu of academic programs available at the college, including the newest program, construction engineering. Majors among the most popular include business administration, mechanical engineering, biology, criminal justice and intelligence and security studies. “The Citadel’s strong enrollment demonstrates that prospective students value the high quality academic environment, structure, discipline and leadership acumen they develop through our values-based educational model,” Col. Madelyn Prince among those in CCU’s new Honors College The HTC Honors College and Center for Interdisciplinary Studies was established at Coastal Carolina University on Oct. 12, and the 700 stu-
dents who had been accepted into the university’s honors program are now the first students housed in the new college. Among those students who are now a part of the HTC Honors College is Madelyn Prince, a management pre-major major from Moseley. The HTC Honors College and Center for Interdisciplinary Studies will feature many new initiatives and a revised curriculum. It will support students who have ties to majors and departments across campus: from honors students to interdisciplinary studies students, who build their own, innovative academic majors. In addition, the college will continue to support and advise undeclared first-year students as they select and transition into their major. “This is a major milestone for Coastal Carolina University,” said Ralph Byington, CCU’s provost and executive vice president. “The HTC Honors College and Center for Interdisciplinary Studies will offer an academically challenging, interdisciplinary education that requires students to become experts in a discipline of their choice — their academic major — while also asking them to think beyond their major in their interdisciplinary honors seminars.” According to Sara Hottinger, dean of the HTC Honors College, the college will also become a place for faculty to develop unique interdisciplinary courses and experiment with innovative teaching strategies that both challenge and inspire CCU’s honors students. “The HTC Honors College will be an incubator for our faculty and students to experiment with new teaching methodologies, new research strategies, and the creation of new and boundary-breaking knowledge,” Hottinger said. “CCU faculty members who are affiliated with
the Honors College will enhance the work they do in their departments and home disciplines, ensuring that the opportunities available for honors students expand to include all Coastal Carolina students. The HTC Honors College will place an emphasis on collaborative, experiential research and creative opportunities.” Coastal Carolina University is a dynamic, public comprehensive liberal arts institution located in Conway. It was founded in 1954 as Coastal Carolina Junior College and became an independent state university in 1993.

Heather Bradbury inducted into Phi Kappa Phi society Heather Bradbury of Powhatan was recently initiated into The Honor Society of Phi Kappa Phi, the nation’s oldest and most selective alldiscipline collegiate honor society. Bradbury was initiated at Virginia Commonwealth University. Bradbury is among approximately 30,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for
membership. Graduate students in the top 10 percent of the number of candidates for graduate degrees may also qualify, as do faculty, professional staff and alumni who have achieved distinction. Phi Kappa Phi was founded in 1897 under the leadership of undergraduate student Marcus L. Royal Dukes march in Macy’s Thanksgiving Day Parade The James Madison University marching band, the Marching Royal Dukes, was scheduled to march in the 92nd annual Macy’s Thanksgiving Day Parade, their fourth appearance in the holiday classic. Marching 535 strong, the Marching Royal Dukes are the largest in the parade and one of only three college bands invited. Among the band members in the parade was Claire Fumai of Moseley, majoring in chemistry.

space on four existing towers, and the utilization of the sole countyowned tower that is located on Mitchell Road. The board heard from two local residents during the public comment period and also had a discussion on the topic amongst themselves. Afterward, the four members present at the meeting voted to approve the master plan with some understanding of how the applications for the new towers are to be treated. Larry Nordvig, District 2, was absent. In a separate interview after the meeting, Tom Nolan, public safety communications director, said that with the master plan approved, he would like to get a contract for a new LMR system in front of the supervisors early in 2019. The county still has some heavy lifting to do working out the details and creating a timeline, which will include any number of things that could slow down the process, he said. But the board approving the master plan provided momentum he is hoping to maintain. Nolan was hired to oversee several projects:
making the 911 center an independent department, installing a new computer aided dispatch system, the courthouse expansion with new space for the 911 center, and the LMR system. Of the four, the LMR system is the most rewarding, he said, because it touches all of the others and so many aspects of what first responders do.
Tower locations The three new tower sites would conform to specifications that each tower be a three-legged, self-supported lattice tower, 400 feet tall, have a width at base about 55 feet leg-to-leg (triangular footprint), be about 3 feet wide at the top, and have a fenced tower compound that is 100by-100 feet. Two of three new towers will be built on property leased from private landowners who understand and support the scope of the project, according to the plan. The new towers on the leased property would be located near Ballsville/Belona and near Trenholm. These towers in the southwest and northwest sections of the county will provide essential radio coverage in those respective areas.

The company agreed to allow the county to put LMR equipment near the top of that tower. If the propagation maps and studies indicate that the service levels will meet the county’s project goals, the county would use the Apex structure because the tower would be constructed by someone else at their cost. “If, however, the results of the analysis show that it does not meet our service standards, then we would move to propose construction of a county-owned facility nearby,” Voorhees said. Nolan said that a tower costs about $500,000 to construct and then the county has to add in the funds needed for the radio equipment, which brings it closer to $1 million. The use of existing towers for the public safety LMR system in Powhatan County is limited by their location and height in the specific areas of interest, according to the plan documents. Significant changes in height can drastically improve or degrade radio coverage results. The results, comparing a 400foot to a 200-foot tower, show a degradation in the coverage when going to smaller towers. This degradation translates into miles of possible terrain without radio coverage for public safety personnel on the street. “In addition, a 3 percent reduction in the inbuilding coverage, such as a frame house or other smaller structures will be marginal or non-existing, possibly endangering the lives of public safety personnel and the public it serves,” the plan reads.
Board discussion The board of supervisors has long said that public safety is one of its top, if not its highest, priorities, and acknowledged what their emergency services staff members had told them – that the LMR system needs to be replaced. The main question raised during the discussion surrounding the plan’s adoption on Dec.

17 was about what they were committing the county to doing in the future. David Williams, who represents District 1, questioned voting to adopt the plan and signing a contract with a company to build the LMR based on that plan knowing that the new towers, when they are constructed will require public hearings. “If we go into the public hearings and we know that we have to have the 400-foot towers in order to achieve the coverage that we are contracting for, are we locking ourselves in to the 400-foot towers where at the public hearings there is not going to be any flexibility. We are basically going to be telling people, you are getting a 400foot tower,” he said. Voorhees reiterated that only three new towers were called for in the plan and one of them will only be necessary if the Apex tower doesn’t provide the coverage needed. He echoed a statement Williams made that if the board decided later not to approve the new 400-foot towers and only approved shorter ones, it would likely mean they needed additional towers to get the same amount of coverage. The county could also potentially lease available space if other towers exist. Tom Nolan, public safety communications director, said the county looked at more than 65 variations on how to provide this level of coverage. He pointed out there are no existing towers on which to co-locate in some of the areas being recommended. In the end, Williams said he was willing to move forward with the master plan with the understanding that the public hearings on condi-
tional use permits for any new towers will still be held. Additionally, during those hearings, if any new information is brought forward that makes the board think something other than the 400-foot tower is needed, the board can and may change its plans. Bill Melton, District 4, agreed with Williams but said the county needed to do a good job of educating the public on the importance of the 400-foot towers to help law enforcement officers, firefighters and EMS personnel communicate. Angie Cabell, District 3, said she is comfortable with the 400-foot towers because she couldn’t ignore staff saying the current LMR system is not operationally effective and not doing the proper job of protecting first responders while they are serving the community. Before the vote, Melton also brought up the need for county staff to actively look for any opportunities of co-location with telecommunications carriers to improve access to broadband for residents as well.
Public comments Two members of the public with strong ties to the public safety also spoke to the board during the public comment period talking about the problems working with the current system. Floyd Green, who managed the county’s emergency communications system for about 30 years, pointed out that replacing the current LMR system is not a new priority. In 2012, he was directed to do a report on replacing the existing system and give estimated costs. The re-
port had estimates that ranged from $9 million to $24 million and from nine to 16 tower sites. In 2013, the lowest estimates were entered as the figure in the capital improvement plan, but that was a barebones estimate, he said. He urged the board to consider the master plan as it was and asked them to keep the recommended number of towers in the plan. Taylor Goodman, chief of Huguenot Volunteer Fire Department, flat out told the board that the existing radio system is no longer effective. The county is buying hardware off of Ebay just to keep the existing system going, he said. “As an end user, I am at the point where in certain areas of the county I have to stay tied to a vehicle just to use a more powerful radio that is inside the vehicle, which is not operationally effective if I need to be in a house or away from the vehicle,” he said. Goodman talked about how often many of the first responders are out on a call and cannot get sufficient cell phone coverage. On a personal note, they might not be able to communicate with a loved one. “Now imagine doing that while you are working inside a house fire. Imagine that you are a sheriff’s deputy wrestling with someone who doesn’t want to be taken into custody and you are trying to call on the radio for more help – and there is no coverage and nobody is coming to help you and you are out there on your own. Once again, spreading Christmas joy By Laura McFarland News Editor
Riding around with Elwood Yates Jr. and Roy Harrison delivering Christmas Mother presents is like a box of chocolates – you never know what you’re going to get. For the third year in a row, I rode along with the two gentlemen as they and about 33 other good-hearted volunteers delivered the last of the presents for the Powhatan Christmas Mother. I have thought about asking another team if they would mind me tagging along just to get a different perspective but always immediately dismissed the idea. For one thing, Elwood and Roy always make it an enjoyable experience. For another, the two men are so full of information about this county and its history that we never really run out of things to talk about. Elwood, who is 89, is native to Powhatan and Roy brought his family here in 1974. I was running a few minutes late on the morning of the deliveries on Dec. 14, so the pair had already loaded up their truck and Elwood was calling me as I pulled into the parking lot of May Memorial Baptist Church. “Are you coming?” he asked as I walked around a car and caught sight of him. “Look to your left,” I mistakenly replied as I approached from the right. I’m not a morning person. After quick hugs, we were off, with Roy the navigator once again, plugging in the first address on Ridge Road into the GPS. As on previous trips, I always go into this experience looking to see more of Powhatan. As a pretty conscientious driver who keeps her hands on the road, being a passenger provides the best opportunity to look around. Even as we headed west on Anderson Highway I spotted a building I had never noticed before. Almost as soon as we turned onto Ridge Road, Elwood pointed out a small
wooden one-room building behind a house on the left. That was the Smith Crossroads voting precinct for years, used only for that specific purpose. He thinks it is at least 100 years old but isn’t sure. Before the election, George Palmer, an electoral board member, would come in and get the building ready. He would make sure the wood stove was stocked and sweep out the room. People came inside to vote. Not many people could fit inside, so in bad weather residents waiting to vote would stand outside. There was no electricity, so they would count the votes at night by lamplight. Then someone would have to drive the results into the Village because there weren’t phones anywhere in the area. Today, the little building sits on state property and Elwood said he would love to see it saved, even if it isn’t in the best shape. “It is the only old voting place still around except ept the courthouse, and people don’t understand what it used to be PHOTOS Above, BY LAUR like to vote,” he said. Holiday traditions change but magic still remains By Jim Ridolphi Contributing Columnist
It seems that Richmond comes alive during the holiday season, a city aglow with twinkling lights and outdoor displays that would force even the most dedicated Grinch to feel a bit of Christmas spirit. Families flock to the Downtown Center to view a dazzling display of illuminated buildings and a collage of uniquely decorated trees. There’s even an elaborate toy train display elaborately designed to evoke a childlike fascination to the oldest of admirers. The variety of things to do during the Christmas season is almost overwhelming at times, and visiting all of them takes careful scheduling and real determination to celebrate and enjoy every joy of the season. Families gather at these sites and begin traditions that will hopefully last a lifetime and provide the same memories that many of hold us dear to hearts especially during the Christmas season. It was a different landscape in
1950s Richmond, but, looking back, the sentiment was similar to what these new generations experience as they walk through the lights at Lewis Ginter Park. My earliest memories of Christmas in Richmond involve a Christmas Eve trip down Broad Street to a large insurance company business near what was then Tantilla Gardens. The dignified building sat mostly unnoticed for 11 months a year, but, during December, it became a destination attraction for kids trying anything imaginable to get a glance of St. Nick. Christmas didn’t seem real and our lists not guaranteed until we rode by that building on Christmas Eve and viewed a small sleigh pulled by eight tiny reindeer stretched between chimneys atop the building. My parents told us that if Rudolph’s nose was blinking, it was almost a sure bet that Santa was on his way and our wishes had been mostly fulfilled. It was the final event in a calendar of holiday events that, sadly, will not be enjoyed by future generations. I took my first daughter to one of

the last Christmases with the Snow Queen and Santa luncheons at Miller and Rhoads. She marveled at a Richmond tradition that, for many children, was the first sign of the season and a slice of reindeer cake confirmed that certainty. Our Christmas shopping involved a trip downtown with my mother who arrived equipped with a detailed and strategic list of items to acquire. Some purchases required my sister and me to wait in other areas of the store, and we anxiously awaited the end of the day when Christmas began for us. Once all the items were purchased, the entirety of them set to arrive in neatly wrapped boxes in trucks with the name of the department store on the side days before Christmas, we strolled along Grace Street and marveled at the huge display windows. Each of them presented a different view of the holiday, but the best one always occupied the prized corner location. A toy train circled a collection of the most wanted toys of the season, and it was easy to confirm these most important decisions by simply staring at them for an extended period of
time shoulder-to-shoulder with other kids. On a recent visit to a Christmas train display, I noticed that same look of anticipation and excitement that can only be evoked by an impending visit from the old elf himself. I thought how different this venue was from the ones I remember as a child, while realizing how much of the same it represented. It occurred to me that those traditions involve people more than places, and the true memories and blessings of the season are still achieved by enjoying the things that make our lives special every day. And missing those traditions is nothing more than an overactive sense of nostalgia, and, perhaps, a desire for a simpler time when the season didn’t arrive as early, but seemed to last for months. But, the magic of the season still lives in the enchantment displayed on the faces of our children, and a well-baked Christmas cookie is still the best. The lights are different and there are more of them, but the glow they produce still produces a magical spirit that only comes around once a year.

County 4-H riders post strong showing at state horse show Contributed Report Powhatan 4-H club members traveled to the Virginia Horse Center in late November to compete in the State 4-H Horse Show and performed well. Originally scheduled in September, Hurricane Florence forced organizers to postpone the event, which draws close to 400 qualified youth annually. Although all the youth from Powhatan 4-H didn’t earn ribbons, they all had fun learning more about showing horses, and several earned “personal best� for timed events. Following are the riders who earned ribbons: Emily Erdman riding RS Rock N TE, 10th place in Small HP Horse, Junior.

This, of course, led to some talk of hunting, which I am fairly familiar with given my family history in Texas. Out of the blue, Roy pointed out that this is estimated to be Elwood’s 50th year delivering packages for the Christmas Mother program. He immediately deflected the attention, saying “It
is just something you do.� “It’s been enjoyable and you see things you don’t see normally. You cover areas in the county that you don’t see every day and see new developments and older places we’ve never seen,� he said. During our third delivery, which was on Old Buckingham Road, we met Paul Jones, another of the delivery drivers out on his deliveries. He has been delivering for the Christmas Mother for four years and said he keeps doing it because

when he mentions how little things cost. I asked him where he gets them and he said he has old collections but also takes photos of old annuals. We delivered our fourth set of presents, finishing off the trip with our fourth kind and grateful recipient. Before you knew it, we were back on Old Buckingham headed toward May Memorial to return the checked-off list. Of course, Elwood wasn’t done yet. He pointed out a home on one side of the road that used to be a stagecoach
stop. He said the rooms upstairs still have the room numbers intact. On the opposite side of the road, he pointed to a small ridge line, which used to be a railroad track that ran through Powhatan. When we arrived back at the church and got out to say our goodbyes, I got another good round of hugs and an invitation to join the two men again in Christmas 2019. Until then. ENRICO – Playing its first game since Dec. 14 at Fluvanna, Powhatan Girls Basketball dominated Thursday’s invitational matchup at Douglas S. Freeman High School from start to finish, routing host school Freeman 59-31. Freshman Kayla Terry played a strong game both offensively and defensively as she forced Freeman into giving up turnovers, did well at finding the basket on jumpers and three-pointers, contributed multiple assists and led Powhatan in the game with 13 points. She made two beautiful plays in the fourth quarter, chasing down a loose ball and turning it into an assist to teammate and fellow freshman Faith Henderson for the layup, and then launching the ball through the hoop from behind the arc for one of her three three-point shots in the game. “Kayla’s definitely a point guard, playmaker that I love having on the team,” Powhatan Girls Basketball head coach Kristy Henderson said Thursday after the game. “But when she can give us points, that is a definite bonus for our team. Today was that day. I was very happy for her.” Faith finished the game with 11 points. Her teammates Michala Taylor, a junior, and Maggie Salomonsky, a senior, each chipped in eight. Going into Thursday’s contest, Coach Henderson said that shooting from the free throw line was an area that her players needed to improve on, and that the team has been emphasizing it more in practice. The Indians on Thursday delivered a strong effort across the board from the charity stripe, shooting a combined 11-for-15 with Salomonsky going fourfor-four. Powhatan took a 5-0 lead to open the contest and set sail from there. Before the first 10 minutes of regulation reached completion, Powhatan was up by 20. Five different Indians scored in the

first quarter, with Terry and Reese Vandell each draining a three-pointer and Taylor turning a steady possession off of a steal into a jumper, which she followed up with a layup. Macie Tiller hit a three in the second quarter for Powhatan, and she and her teammates went into the locker room 30-14 after Freeman's Leanne Larkin heated up with eight points in the half. Powhatan freshman Faith Henderson added a free throw on the and-one before first half's end. She also notched a layup off of a fast break in the third quarter. Salomonsky put-back a teammate's missed free throw in the fourth, and Rachel Losch added a three-pointer for the Indians in the closing minutes. Overall, a total of eight players found the basket for the Indians; senior Charlotte Kramer netted six points, juniors Vandell and Tiller each made five and Losch, also a junior, had three. Despite Thursday's loss, Freeman's Leanne Larkin led all players in the contest with 16 points. Several of Powhatan’s players were able to come off of the bench on Thursday and pick up good minutes on the court. “I thought they did great – they came off the bench and worked hard and they got after it,” Coach Henderson said. “They made a few mistakes here and there, but that’s normal, but the minutes that they got today were definitely beneficial for us moving forward.” Powhatan improved to 6-2 after Thursday’s victory, then played Patrick Henry at Douglas Freeman High School on Friday. The Indians’ next four games are on the road. They play the following: Charlottesville High School on Thursday, Dec. 3; Monticello High School on Friday, Dec. 4; Midlothian High School on Monday, Jan. 7; and Western Albemarle High School on Tuesday, Jan. 8.

GLEN ALLEN - Powhatan Boys Basketball on Saturday unleashed 38 points in the fourth quarter, but the Midlothian Trojans added enough buckets to the 20-point lead that they assembled through the first three periods to stay ahead of the Indians 75-66. Despite the loss, Powhatan senior Deven Van Natter continued his strong senior season, netting a game-high 29 points with 18 in the fourth. He was laser-focused from the free throw line, making 13 of his 16 attempts. Norman Watson made nine points and Chipper Ford knocked down a pair of three's on his way to scoring eight overall. Henry Adkins also contributed eight points. Midlothian saw four players net double-digits in the contest. Henry Davis led the Trojans with 16 points. Thomas Rose netted 14 and Hunter Neff and Will Pomeroy each chipped in 10. Five straight from Davis tied the contest early in the second quarter; but as Davis nailed the tying three-pointer, the referee's whistle blew for a technical foul on his teammate, sending Powhatan's Van Natter to the line. He hit both free throws to send his team back ahead in a quarter that saw him go sixfor-six from the line. But that would be Powhatan's last lead of the half, and the game, as the Trojans pieced together two separate runs of seven points each - the first to take the lead, the second to break a comeback tie by Powhatan – and then went into the locker room ;up 30-24 at halftime. In the midst of Midlothian's first run, Powhatan missed a couple of three-point attempts, but three from Ford and two from Adkins knotted up the game again at 20. The Trojans, however, took the lead again and then pulled away, making four of eight earned chances at the line in their second run of seven. All-Metro: Players from schools in Powhatan earn honorable mention By Nick Vandeloecht Sports Editor
Two student-athletes from Powhatan County schools on Christmas Day received All-Metro honorable mention for football. Both did so for offense, with Jacob Taylor of Powhatan High School receiving the honors for running back and Blessed Sacrament Huguenot’s Luke Freudenthal receiving the honors for offensive line.Both
players were part of special seasons. Taylor helped lead the Powhatan Indians to a winning season with a final record of 6-4, as well as to an appearance in the first round of the 2018 playoffs. In his last Powhatan High School home game – which was also legendary Powhatan Football coach Jim Woodson’s final home game at the helm of the Indians– Taylor, a senior, rushed for 193 yards and five touchdowns on 34 carries to help Powhatan
defeat Orange 42-7. Taylor after that game was named the Player of the Week by the RTD.Freudenthal and his fellow offensive linemen paved the way for Blessed Sacrament Huguenot Football’s offense to rack up over 3,200 total rushing yards in 2018. Freudenthal, a senior, was a key leader in helping the BSH Knights – under head coach Shawn Pickett in his first season at the helm – achieve a winning 7-3 season and an appearance in the
VISAA Division III state semifinals. Freudenthal has committed to NCAA Division I FCS school Elon University.Both Taylor and Freudenthal were selected to play in the 2018 Big River Rivalry All-Star Football game. 2018 Times-Dispatch All-Metro Player of the Year honors went to Notre Dame commit and 2018 state championship winning quarterback Brendon Clark of Manchester High School.

NOTICE OF PUBLIC HEARING POWHATAN COUNTY PLANNING COMMISSION Notice is hereby given, pursuant to § 15.2-2204 of the Code of Virginia, that the Planning Commission of Powhatan County will conduct a public hearing on Tuesday, January 8, 2019, at 7:00 PM in the Powhatan County Village Building Auditorium, 3910 Old Buckingham Road, to consider the following requests: 18-05-REZC: Powhatan Plaza, LLC (District #1: Subletts/Manakin/Flat Rock) requests the rezoning from Agricultural-10 (A-10) (1.43 acres), Residential-Commercial (R-C) (5.72 acres), Mining and Mineral Extraction (M) (5.67 acres), and General Commercial (C) (1.52 acres) to Commerce Center Planned Development (CC-PD) with proffered conditions and amendment of the zoning district map of approximately 14.34 acres of land located north of U.S. Route 60 (Anderson Highway) at its intersection with State Route 1351 (Luck Stone Road), being Tax Map 42-25, 42-25A, 42-26F, and 42-26E and portions of Tax Map 4225M and 42-26-1. The 2010 Long-Range Comprehensive Plan designates the subject properties as Commerce Center (Route 60 Corridor East Special Area Plan) on the Countywide Future Land Use Map. 18-10-AZ: Powhatan County requests the amendment and reenactment of the Subdivision Ordinance of the County of Powhatan (Chapter 68), Article III (Subdivision Standards), Section 68-175 (Access And Circulation), Subsection (e)(5) (Vehicular Access and Circulation: Vehicular Access Management) to require that any reductions in the driveway intersection spacing standards set forth in Table 68-175(e)(5)d.2 be approved by the Board of Supervisors, after review by the Planning Commission. Currently, such reductions must be approved by the Director of Community Development, provided that certain criteria are met. 18-11-AZ: Powhatan County requests the amendment and reenactment of the Zoning Ordinance of the County of Powhatan (Chapter 83), Article IV (Village Growth Areas), Division 1 (Village Growth Area Base Districts), Sections 83-241 and 83-251 (Permitted Uses) to add shed sales as a permitted use in the Commerce Center (CC) and Light Industrial (I-1) zoning districts. This amendment would further amend Article VII (Use Standards), Division 1 (Standards for Principal Uses and Structures), Section 83-432 (Standards for Principal Uses), Subsection e (Commercial Classification) Subsection 6 (Retail Sales and Service Uses) to add specific use standards for the use shed sales. All Planning Commission meetings are open to the public and interested persons are encouraged to attend on the day and time specified above.
