Board creates assessor’s office amid controversy By Laura McFarland Editor
POWHATAN – The Powhatan County Board of Supervisors recently voted unanimously to create an in-house assessor’s office and shift the county to annual real estate assessments. The decision was made at the board’s workshop on Monday, April 19 amid some controversy about where this office would be housed. The board voted 5-0 to agree with county administrator Ned Smither’s recommendation of creating the new office under his authority. However, Jamie Timberlake, commissioner of the revenue, asserted prior to the meeting and during the public comment period at the meeting that assessments should be under the purview of his office
and the additional staff that will be hired to run the office should be housed there. Since at least 2014, reassessments in Powhatan County has been conducted by an outside contractor, Wampler Eames Appraisal Group Ltd. The company was hired by the county administrator at the time with authority from the board, said Eric Lansing, assistant county attorney, who spoke at the board’s request. Wampler Eames will still complete the two-year reassessment that will determine the fair market value of properties in Powhatan as of Jan. 1, 2022. Seven members of the public also spoke during the public comment periods asking either for a deferral of the vote, which some said should have been advertised and had a public hearing, or that the board go ahead and approve the office but
have it under Timberlake’s control. One man also tried to speak after the public comment period was over and the board began its discussion but was asked to leave when he refused to stop speaking. Timberlake had shared an open letter in the county the week before, which was also shared as a letter to the editor in the April 21 edition of the Powhatan Today. The letter made his case on why he believes a local assessor’s office, which he agreed is needed, should be in the commissioner of the revenue’s office. One of his arguments, and one that was championed by several local residents, was that having the new office under the commissioner of the revenue would be in line with the Constitution of Virginia and its goal of establishing checks and balances. see ASSESSOR, pg. 3

POWHATAN – Relay for Life participants in Powhatan and Chesterfield counties are going to be joining forces on a more permanent basis moving forward in the fight against cancer. Instead of having two separate groups, organizers have joined efforts to become Relay for Life of South of the James, with plans for one joint event moving forward, said Stephanie Pugh, senior development manager with the American Cancer Society.
While both teams usually held their events in the spring, the joint event will be held on Saturday, Sept. 18 at Westchester Commons in hopes that more restrictions will be lifted by then to allow a fuller event. Currently, the event is scheduled for 4 to 9 p.m., but organizers recognize much could change between now and September, hopefully for the better. “Both events have been around for a while, and it was just the perfect opportunity to bring all of our resources together to enhance the event experience for participants,” she said. see RELAY, pg. 8

POWHATAN – Being an empty nester, even for a short time, was a great feeling for the Powhatan Animal Control staff. On Tuesday, April 20, a hound named Dudley and a Beagle named Paprika walked
out the door of the shelter with their new families to go to their forever homes. With those departures, the animal shelter experienced a phenomenon Sgt. Christine Boczar, lead animal control officer, said she has not experienced in her 15 years
with the sheriff’s office – no animals in their care. “It is amazing knowing that not only do we not have to euthanize anything that is here but everyone got a forever home or was placed in a rescue looking for a forever home,”
she said. Staff used the time with completely empty cages to clean the shelter, she said. “They are power washing cages as we speak so we can do a deep clean,” she said on see ANIMAL, pg. 5

POWHATAN – Tracey McClung said she first had an inkling that she could be the recipient of the 2021 Kathy Budner Award of Excellence when Michelle Walters glanced over as she stressed the word “her” during the award introduction. Still, when McClung, the co-founder of Village Concepts Realty Group, did hear her name called shortly after, she said she was surprised and humbled. The 4-H Young Entrepreneurs workshops will take place from 3 to 5 p.m. on Wednesdays in May at the Powhatan Extension Office. The program is designed for fifth grade and older students who want support in starting their own business. Youth will learn about marketing, finances, goal setting, public speaking and so many more life skills. Participants will have the opportunity to sell their products through the Powhatan Farmers Market after the completion of this session! The library will continue its limited operation hours moving forward. The library is open from 10 a.m. to 4 p.m. Monday through Thursday and Saturday. Face coverings continue to be required inside the library by staff and patrons. While Powhatan County remains under a local state of emergency, library public restrooms will remain closed. Library meeting rooms are also unavailable until further notice. While customers may once again enter and use the library’s resources, Books to Go and Curbside Print services will continue to be available. Books to Go is a convenient contactless pick-up option for those who prefer to quickly obtain library materials in traditional formats. With Books to Go, patrons may reserve print materials, DVDs, and audiobooks online or by phone. Patrons have two options: place items on hold online through the catalog at www.powhatanlibrary.net or call the library at 804-5985670 to request items. Online hold placement is available 24/7. Depending on their account settings, patrons will be notified that their Books to Go order is ready for pickup either by phone or email. Items are packaged in a new paper bag labeled with the patron’s last name. The bag is then placed on a table in the atrium. PCPL’s Books to Go pickup is available during open hours. Items are held for three business days. The limit of 20 holds per cardholder per day and the 50 item checkout limit per card will remain in effect. Curbside print/copy service will continue to be offered. Patrons may submit one printing/copying request per day for up to 10 pages of black and white printing at no charge. Requests may
be submitted via email to print@powhatanlibrary.net. Staff will notify the patron via email when the print request is ready for pickup on the table in the library atrium. The library book drop continues to be open 24/7 for patron convenience; however, patrons are asked to return mobile hotspots in the bin below the Books to Go table in the atrium during business hours. All returned items will continue to be quarantined before they are returned to circulation. The library remains unable to accept donations at this time; however, the Friends of the Library bookstore will be open during library business hours. The Virginia Department of Forestry has announced that a 4 p.m. Burning Law is in effect now through April 30. Residents are not allowed to burn materials until after 4 p.m. if they are within 300 feet of woodland or grass brushland leading into woodlands. The Powhatan Chamber of Commerce and Economic Development Department are teaming up this summer for the new Movies in May series. The outdoor movie series will be held in the Village Meadow Field over three consecutive Saturdays to give the community the opportunity to gather for a fun night out of movie classics under the stars. The schedule for the movie series is: “Star Wars” playing on May 1, “The Sandlot” on May 8, and “The Princess Bride” on May 15. Gates to the field, which is located at 3920 Marion Harland Lane, open at 6:30 p.m. with the movies beginning at dark, or about 8:30 p.m. The cost to attend the films is $10 per carload of people, cash only, but this is not a drivein movie. School board honors recipients of Girl Scout Bronze Award Contributed Report Girl Scout Troop 127 is a group of six fifth-grade girls in Powhatan County. Between the girls, each elementary school is represented, as well as homeschool. On April 20, the Powhatan County School Board recognized Gabby Humphrey, Alexis Blair, Kenya Rose, and Jemma Cabaniss for earning a Girl Scout Bronze Award, which is the highest award that a Girl Scout Junior (fourth/fifth grade) can earn. The Bronze Award must be a sustainable project with a lasting impact in the community, and each girl should have at least 20 hours invested into the project. For the past few years, they have been increasingly focused on recycling and what they can do to make a difference. This year they have chosen a project where they partnered with
Trex and collected 500 pounds of single-use plastics that are usually not recyclable, such as plastic grocery bags. Trex uses these plastics to create wood alternative decking materials. To collect such a large amount of plastics – particularly in the middle of a pandemic – the girls had to find creative ways to reach out to their community and friends to share what they had learned about the impact of single-use plastics and for help with collecting these items. For their efforts, Trex sent them a bench made from recycled plastics. The girls donated it to PCPS and asked to have it placed at one of the school facilities. They have chosen Powhatan Middle School, as five of the six girls in the troop will be students there next year, and with the athletic facilities there, it will benefit the community as well.

On April 20, the Powhatan County School Board recognized Curt Nellis, Powhatan’s emergency management coordinator, for his outstanding efforts in overseeing COVID vaccination clinics held at the Pocahontas Landmark Center. All PCPS staff members were given the opportunity to receive their vaccination through the clinics. Nellis and his team of volunteers worked tirelessly to quickly and efficiently put ‘shots in the arms’ of people who were in the 1A and 1B priority categories. In answer to that, the board’s discussion on the assessor’s office began with a legal explanation from Lansing on why housing the new department within the commissioner of the revenue’s office was an option the board of supervisors had but only one of four allowed by law. Lansing also argued that the board of equalization, not the commissioner of revenue, is where the Code of Virginia established a system of checks and balances in the real estate assessment system. This “neutral body” appointed by the circuit court is the model of checks and balances in every locality in Virginia, he said. After his overview explanation, Lansing answered additional questions from the board about the legal aspects of their decision before some of the board members spoke about their decision and then ultimately voted to create the office.
The board has been discussing the creation of an in-house assessor’s office for several months as part of the budget discussion for fiscal year (FY) 2022 and Smither’s work on building a 10-year budget and CIP for the county. At the request of Bill Cox, who represents District 4, Smither laid out a cost comparison during the board’s April 2 budget workshop for hiring an independent appraiser for reassessments every two years versus creating an in-house office that does one annually. According to the document, which projected out costs for 10 years, an independent appraiser would cost $110,000 in FY 2022 and increase an average of $3,000 to $4,000 every year, reaching $143,525 in FY 2031. By comparison, a new assessment office that is not yet fully staffed would cost $278,750 in FY 2022, increase to $452,875 in FY 2023, and go up notably each year,

The award honors Budner, who was instrumental in starting the chamber in 1992 and served as its executive director for 16 years. During that time, membership spiked from 42 to more than 230. “I was shocked – I really was – just because of the people who have won it prior to me,” McClung said. “(The award) meant the person who gives and is willing to be a part of the community and do what needs to be done for their community. While this is a significant cost difference, Smither said the county would still come out ahead and the benefits would include having an annual reassessment process with more accurate and detailed results. This would also help the county’s composite index, which is used by the state to determine each locality’s ability to fund their school system. During recent budget discussions, Dr. Eric Jones, superintendent, has stressed the importance of the county’s composite index and pointed out that Powhatan has lost a total of almost $4 million in state funding since FY 2016 tied to the composite index. Smither had proposed hiring a chief deputy real estate assessor who could begin the work of creating the office. He said in a separate interview he wants to have that person in place by July 1, which was the main reason for moving forward see ASSESSOR, pg. 4

Moments before the award was announced, McClung, who served as the chamber’s president in 2020, had passed on her gavel to Walters, who is filling that role in 2021, officially marking the transition to the 2021 board. McClung’s service as president and dedication to helping fellow businesses during an extraordinary year were highlighted repeatedly during the evening. When announcing the recipient, Walters talked about getting to know McClung as they served on the Chamber board together. McClung had a great reputation, but serving together, Walters said she got to see firsthand the leadership qualities, mentorship, and friendship she offered. In 2020, uncertainty ruled, and people didn’t
know if they were going to “sink or swim,” Walters said. “But just being around (McClung), it was like if I can do it, you can do it. We are all going to lock arms and make this happen. And we are going to make sure our whole membership locks arms and has the resources that they need as well,” Walters said. with the vote. The new employee would be in place to handle hiring two deputy II real estate assessors and an office assistant that would complete the four-person office. Once in place, they could begin working toward the in-house real estate assessment that would determine the fair market value on properties as of Jan. 1, 2023. Code of Virginia When Timberlake spoke to the board on April 19 during the public comment period, he said he believes the Constitution of Virginia puts the responsibility for the assessment process in his office and the Code of Virginia backs it up. According to Va. Code § 58.1-3270, the local governing body can provide for an annual or biennial assessment and equal-
ization of real estate for local taxation by the commissioner of the revenue. However, under Va. Code § 58.1-3274, four specific localities, including Powhatan, are allowed to establish a real estate assessment department. The resolution the board adopted specifically mentions this section of code. The bill that authorized this exemption for Powhatan was introduced in 2004 by Del. Lee Ware, R-65. The section says that “the department shall consist of such members as the governing body of such county shall deem necessary. The compensation and terms of office of department members shall be fixed by the governing body.” Timberlake argued that the standard is that assessments are under the commissioner of the revenue’s office and the code section the county used “allows an exemption to

the standard.” In his argument, he also referenced the fiscal impact statement to the bill but was actually quoting an assessment of the bill offered by the Virginia Farm Bureau Federation (VFBF). The primary benefit, according to the VFBF, was that the bill also allowed Powhatan to create a joint real estate assessment office with another locality. Under cons, the opinion was that the current system puts assessments under the commissioner of the revenue, who is an elected officer accountable to the public. That direct accountability would be lost if the office were moved into an administrative division, and the current form is more in line with more rural character localities, according to the federation’s opinion. Timberlake suggested either deferring the vote or recommending it stay under the commissioner of the revenue’s office. When the actual discussion on the resolution was introduced, Smither argued that many of Virginia’s best managed localities have the assessor’s office as a distinct agency. He commended the job Timberlake has done but said a separate department is a best practice. Lansing said he was tasked with addressing misunderstandings and questions regarding the real estate assessment process from a legal perspective. He said the commissioner of revenue is mentioned in the Constitution of Virginia but no specific duties are ascribed there. State code says the board of supervisors hires and appoints the assessors and gives them several options to do so, including a professional assessor or a board of assessors (Va. Const. 58.1-3275), the commissioner of the revenue (Va. Code § 58.1-
3270), or a real estate assessment department (Va. Code § 58.1-3274). In the case of the department, the board of supervisors chooses how many people are in it and their compensation. Lansing also showed a 2016 memorandum of understanding between the board of supervisors and the commissioner of the revenue to appoint the commissioner to serve as the “full-time person responsible to the biennial reassessment of real property” with Wampler doing the assessments and reporting to the commissioner. In that agreement, one of the conditions is that the agreement only lasts one year and has to be renewed by both parties on an annual basis. Board discussion The early questions by the board were mostly clarification questions regarding the law as it pertains to the board’s power in this decision and making sure Lansing was comfortable with the resolution from a legal perspective, which he was. Mike Byerly, District 3, thanked Timberlake for his service to the county but also made a point of commending Smither, who has received criticism for recommendations he brought to the board, and saying the final decisions are ultimately made by the board. Byerly said he was looking for accuracy and fairness and to have “the best practices we can as a county.” He said that the entire board agreed that an in-house annual assessment is the best option for the county and the only question is who will oversee it. David Williams, District 1, agreed with Byerly’s statement and said the board’s goal is to “do things better.” Cox continued in the same theme, talking about
the quality experience Smither brought to the county as county administrator, adding “you do not hire expertise of this quality to stay frozen in time, and you bring with it the expectation that there will be change.” He listed a variety of Smither’s achievements since he was hired in summer 2020 and the benefits they will bring to the county. “I voted to hire Mr. Smither to plum his expertise, not to ignore it. My expectation when we hired him was that he would take the county operations to a higher level. This change is about best practices, enhanced efficiencies, and trust in Mr. Smither’s judgement,” Cox said. Chairwoman Karin Carmack, District 5, said she thinks having a separate department adds an extra layer of protection to citizens because they do not have an elected official with hiring and firing capability over the assessor. Public comments Timberlake was backed in his argument by several local residents who agreed with the board choosing to either defer or put the assessment office under him. Kitty Osborne said she believes Timberlake is doing a great job and she didn’t think any of his responsibilities should be taken away without the public knowing. She asked for greater transparency in how the department will be run considering how important assessments are to residents. Max Timberlake Jr. spoke on behalf of the Powhatan Farm Bureau’s board of director supporting Jamie Timberlake remaining in charge of real estate assessments. He said taking the assessment function out of the commissioner of the revenue’s office is in “direct conflict with three elections and

11,211 voters who voted in 2020.” Keith Buch pointed out that he and many others voted for Jamie Timberlake “with the full understanding that he would have full responsibility for all assessments in Powhatan County, including real estate.” He acknowledged that the code allows the board to create a separate department under the county administrator but said the “rights of the voters and their desires need to be taken into consideration so that they don’t feel their vote in 2019 was hijacked by the board of supervisors.” He asked for more public notice so people who were for or against the change could come to voice their opinions. David Anderson, who spoke at the end of the meeting, said he didn’t have comments about the merits of the board’s decision but questioned the process. He offered two suggestions to gain public trust, saying “the assessment resolution process was not worthy of gaining public trust.” Anderson asked the board not to include major resolutions in a workshop, which are not advertised in the Powhatan Today, are sparsely attended, and, for most people, conjure the impression of a working session, not a decision making session. He also said that trustworthy decisions are made after collecting all of the relevant information and questioned why the commissioner of the revenue, who is integral to the assessment process, had to speak during the public comment period instead of being invited to share his opinion during discussion as other department heads often do. “If a countywide elected official is seemingly given no respect, what message does that send to the common woman and man of the county,” he said.

The shelter still had animals in its care; other people were watching them. The number of animals in the shelter has been lower than usual because of the pandemic, Boczar said. In 2020, the shelter took in 299 animals, compared

Mary Anne Woodel, recreation coordinator, who will be coordinating the scheduling of the facilities, said she is thrilled to see the building open and in use by parks and recreation. The first people to use the new space were the 11 individuals who showed up on April 20 to play during the first open pickleball gym time. “I loved it. I loved seeing the building being used. Can’t you see it on my face?” she joked, pointing to her mask. “No seriously, I loved it. It was really good to see it all come together, and the citizens were so complementary. They loved the new look. They had been in here before. They said it was beautiful and they were excited to work with me.” Elaine Willis of Powhatan was one of the pickleball players who came to the gym on its second day open for a few hours of play. She and others in the group said the renovated gym looked amazing and was a great place to play indoors. Willis said many players in her group previously had to drive to neighboring localities to play where they could. “It is really nice. I don’t have to drive so far to play, and you can play inside when the weather is bad,” she said. Ramona Carter, director of public works, said she is thrilled about the opportunities the new facility presents. In addition to athletic groups and individuals who may use the

gym, there are opportunities for programs, performances, classes, events, and more. “It has always been a part of Mary Anne’s goals to expand programs for seniors, for indoor athletic groups that we didn’t have in the past, and events like movie nights. We never had a facility where we could offer that,” Carter said. The county had previously planned on opening and scheduling the gymnasium for use in December 2020, after work was completed, but COVID-19 restrictions in place at the time delayed those plans. They were further delayed when the building became a staging ground for three months for the county-led COVID-19 vaccination clinics, said Mark Piper, facilities and grounds manager. The journey to get to this point has been a long one – a journey that started well before the first work even began on renovating the building – and has involved a huge amount of people, Piper said. It started with the county and school leaders and staff members who made the decision that the closure of Pocahontas Middle School presented an opportunity for the parks and recreation department to have its own facility. Piper, who coordinated the project, said the coordination efforts between county and school division have been amazing. He praised Jason Tibbs, the school division’s director of facilities, as well as the school division’s maintenance and IT departments for their work on the project. He also credited county facility maintenance and grounds and maintenance
workers, who did a great deal of work on the building to make it happen. The work done on the building was sizeable, Piper said. Before the county got the keys in October 2019, Tibbs oversaw efforts to replace the roof and put in all new LED lighting. The Pocahontas Landmark Center’s roof replacement included the gym building, which accounted for $272,000 of the project, said Larry Johns, the school division’s assistant superintendent for finance and business operations. But Carter said that more than anyone else, Piper is responsible for getting the gym open and bringing the project to completion under budget. The county budgeted $380,000 for the remaining renovation of the building, but Piper helped bring it in under budget by about $80,000, Carter said. She pointed out he did that while also working on the renovation of the former school board building on Skaggs Road. “We didn’t bid this out and have a general contractor do this all. Mark coordinated all the various vendors, which was a lot,” she said. “When you have a general contractor they put their overhead and profit on everything. By having a whole bunch of direct contractors you don’t have all that markup.” Once Piper took over, a general cleanup of the building was followed by the ceiling of the gym being thoroughly cleaned and repainted; renovating the drop ceilings in several other areas; painting throughout the building; demolishing the boys and girls locker rooms, and reflooring
alone all day. In talking with shelters in other jurisdictions, numbers seem to be low across the board, she said. If a shelter needs help dealing with an excess of animals it will often reach out to neighboring localities, but she hasn’t noticed that being a need lately. “I think it is probably going to stay low for a little while. various parts of the building. The gym floor was stripped, refinished and marked with lines for basketball, pickleball, and volleyball, he said. The stage floor was refinished, the mechanical partition walls were removed, and new stage curtains were installed. During the vaccine clinics, a floor cover was put down to protect the gym flooring, Piper said. While it is time consuming to put down, it will be a good asset when scheduling special events, he added. The county had access controls and security cameras installed. In the gym, the county brought in a new scoreboard, added two bottle refilling stations, upgraded the basketball goals, and put in new padding on the walls around the goals. The boys’ locker room was renovated into the parks and recreation office, which includes Woodel’s office and space for employees. Currently, she has one part-time employee, but when the board of

The former girls’ locker room may be used in the future as an exercise room, but plans for it are still in the works, Woodel said. The former band room is now a fully renovated training room that will be an asset to both the county and residents for meeting space and programming, Carter said. In the future, the lobby of the gym building will house a local African-American cultural arts museum. Positive change still needs to be transparent By Laura McFarland Editor

race yourselves, you are in for a conundrum. I find myself in the position of taking to task a decision I actually see as full of merits. But as with almost every column I can remember writing that took issue with some action of the Powhatan County Board of Supervisors, this is about how they did something, not what they did. On April 19, the board of supervisors voted unanimously to pass a resolution that created a department of real estate assessment. There are three key factors to know about this resolution, and, again, I don’t have an issue with any of them. First, the resolution establishes that by creating the department, they would be bringing the assessment process in-house. Since at least 2014, an outside company called Wampler Eames Appraisal Group Ltd. has been doing Powhatan’s assessments. Second, the resolution sets that the county is going to an annual assessment process beginning in 2022. Prior to this decision, Powhatan’s assessment was done every two years. Third – and this is the one that has caused some friction – the board voted to place the new department under control of the county administrator, Ned Smither. I say this caused friction because Jamie Timberlake, commissioner of the revenue, argued that the new office should be housed within his office. If you saw the April 21 edition of Powhatan Today, you may have read a lengthy letter to the editor from Timberlake arguing his case. You can read some of his argument in the news story on 1A. The main breakdown is he argued that it is a power set out in the Constitution of Virginia and that, as an elected officer, he has direct accountability to residents. In his letter, he also mentioned that he has a financial plan for having the assessor’s office within his office that would cost less than the plan laid out by Smither.
Here is the thing, none of the three main points of the resolution was a surprise. The board has had many, many budget meetings and workshops this spring and it has come up numerous times. It is even mentioned in some of my budget stories. But that is my first point. The creation of the assessor’s office has always been talked about in the context of the fiscal year FY2022 budget, which has not been adopted. It has not even had its public hearing, which is scheduled to take place on May 3. At the request of the board, Smither laid out the expected cost of having an in-house assessment office over an independent appraiser at the April 2 workshop. In the 10-year estimate, the independent appraiser would cost the county $110,000 in FY2022 and go up every year, reaching $143,525 in FY2031. An in-house department with salaries, benefits, and all of the accompanying costs of doing annual assessments would be significantly more. The fledgling office, which would still be hiring staff, would cost $278,750 in FY2022 but quickly build steam, reaching $603,729 in FY2031. There are benefits the county gets to offset the cost difference that the board considered, which you can read about in the news story. I also wonder why, if Timberlake, who is a constitutional officer and a department head thoroughly knowledgeable about the assessment process, did have an alternative plan that could save the county money, why wasn’t he invited to share it in any of the meetings? Most of the time when he spoke in a meeting or workshop it was because he interjected himself in the conversation because of knowledge he had or he stood up during the public comment period, as he did last week. You don’t have to like one another, but if you are truly representing your constituents, you need to explore all valid options that could be in their best interest. Plus, listening costs nothing. With what limited knowledge I have gleaned about the assessment process in the last few years, I believe, as the board did, obviously, that the benefits of an in-

house department have the potential to outweigh the costs, regardless of who came up with the plan. But I also believe that any decision that costs Powhatan residents almost $3.74 million in incremental costs over the next 10 years (the amount over what they would have spent for the independent appraiser anyway) is still a decision to be made in full view of the public eye. That brings me to my next point. This decision was made at a workshop, and as such did not have to be advertised. I am not looking for revenue for this newspaper; I am talking about transparency. In the spirit of openness regarding such a vital change to the assessment process, the issue deserved a public hearing. I am not saying you can’t get things done in a workshop. Heck, only a few weeks earlier the board voted out of the blue at a workshop to significantly lower the tax rate for November 2021, and I think we can all agree that is a great thing. If it was going to be weeks until they met again and I had heard a substantial reason for a sense of urgency, maybe I could see why this vote was taken at last week’s workshop. But if there was a sense of urgency, it was not communicated before the vote. And considering the board had a regularly scheduled meeting on April 26, as well as more meetings and workshops in May, any delay on a vote did not have to be significant to still let the public know about it. Here I am going to own my part in a failure to communicate. The meeting budget came out on April 14, which means it was too late to put something in print. However, I could have mentioned something on Facebook, especially after I saw Timberlake’s letter to the editor. I know all of our readers are not on Facebook, but it still might have brought a little more awareness. Regardless of the merits or the wisdom of having an in-house assessor’s office, creating a brand new department that will cost the county hundreds of thousands of dollars annually to operate – more than a penny on the tax rate by its second year – is a decision worthy of more acknowledgement and transparency.

I know a lot of people don’t know Kathy Budner anymore, but she was so incredibly dedicated to the chamber and director for so many years,” Ash said. “So we look for those attributes in other people – someone who is steady at the helm, who is cool when under pressure, and who has their community and the chamber foremost in their mind.” Many people are hardworking but stay behind the scenes and don’t always get recognized as they should, Ash continued. She praised McClung for volunteering but treating her volunteer work as if it was as important as her paid work. “It just gives people something to strive for,” Ash said. McClung acknowledged that 2020 was a difficult year to be president of the chamber because there was so much of a learning curve for everyone. She said she didn’t even know what Zoom was before the pandemic, and suddenly she and Angie Cabell, executive director, were trying to learn and readjust their focus for the year to still be relevant and helpful to members. “It was weird having meetings via Zoom. It was hard. Those member meetings we have at County Seat where you are used to a room of 40 people, now you are on a Zoom screen. So how do you make it so people aren’t falling asleep and they want to attend via Zoom versus in person? So that was hard; the first couple of meetings we maybe had four people,” McClung said. McClung co-founded Village Concepts Realty Group in 2013 and is the principal broker, Walters said during her introduction. She also serves on the Richmond Association of Realtors Grievance Committee, whose role it is to review ethics complaints and arbitration requests. “I know she, together with her fellow coworkers at VCRG, have done everything from visiting retirement homes around the holiday season pre-COVID times to sing carols and take gifts and have adopted families to provide gifts to during holiday seasons,” Walters said. In October 2020, the business created a drive-thru trick or treating event so children still had an opportunity to dress up and get candy. McClung’s family moved to Powhatan when she was 5 years old. She attended Powhatan schools, where she met her future husband, Brian. They have two college-age children, Gibson and Riley, who both attended Powhatan schools. “We were able to combine our event leadership team, which helps out all around, and merge our teams, which creates a better experience for everyone involved. It is also more exposure for our sponsors in both communities.” The two teams successfully came together in September 2020 to put on a luminaria event that worked really well and planted a seed, Pugh said. This year’s event will be the first since the two localities officially merged into one event. “I think they saw what it is like having more hands working on one event, so it was an easy decision from there,” she said. “And with the event being at Westchester, it is a perfect central location for both communities.” The event as it stands right now is starting with the basics, and as it gets closer and more activities may be allowed, organizers would love to expand it, said Pat Johnson, event lead. People will once again be able to purchase luminaria bags in honor or in memory of someone. Organizers want to have an opening ceremony, an opportunity to honor survivors, and a closing ceremony. While it is difficult to confirm too much when the event is so far away and anything can happen in a pandemic, organizers will work hard to bring back as many traditional elements of Relay as possible, because they know how important they are to many people, Pugh said. Regardless of what the event in the fall looks like, the heart of Relay is still to raise money for the American Cancer Society, Johnson said. To that end, they are asking people to consider forming teams and fundraising for Relay. She pointed out that while the
event won’t look exactly as it did in the past, at least for now, they are just happy to be moving forward. “Relay means so much to so many people. After losing the entire 2020 season to the COVID-19 pandemic, Powhatan’s boys tennis players finally returned to the court on Thursday, kicking off their 2021 campaign against Midlothian in their first year competing in the Dominion District. “It’s truly great to be out here with the kids again – totally great to be out here,” said Powhatan head coach Lee Kelley. “Last year…it really hurt, because we worked so hard last year, and as a team, we were close. We were very close in repeating, going back to the states. It was just disappointing, but it happened. RICHMOND – At an earlier point in time, the virtual Richmond Raceway was not one of Garrett Manes’ best venues. It wasn’t until the eNASCAR Pro Series this past winter that the simulated version of his home track really started to click with him. “It comes down to understanding what you need in the car,” Manes said. “I understand what I need there now.” Within the past six months, he’s emerged as MANES one of the front runners on the virtual raceway. After he earned his first Pro Series win at Richmond in December, Manes, from Powhatan, finished second at the three-quarter-mile short track in the eNASCAR Coca-Cola iRacing Series on April 13 behind Vicente Salas. The finish was Manes’ best career result in the first six races of the CocaCola series, which is the premier NASCAR-sanctioned esports league run on the iRacing simulation platform. “It definitely was a swing of momentum in our direction. I’ve kind of known that Richmond was going to be one of my strongest tracks on the schedule,” Manes said. “I really wanted that win. I thought we had a really good shot at it – just came down to dirty air, just I couldn’t make the pass. POWHATAN -- After losing all of last season to the COVID-19 pandemic, the Blessed Sacrament Huguenot Knights had yet to lose a game in this one as of this past Sunday, rolling out a season-opening 2-1 triumph over Richmond Christian last Monday and a 4-1 home-opening victory over Kenston Forest last Wednesday. “It’s incredible,” BSH head soccer coach Patrick Winterrowd said of getting to have this 2021 season, “because we could very easily have not had any games, and so every single game feels special this year. For most of the players who took on Midlothian in Thursday’s season opener, it was their first-ever high school varsity match on the tennis court. But after seeing their first chances to play and learn under new head coach Anne Louise Maliff last year get wiped out by the COVID-19 pandemic, the players on Powhatan’s girls tennis team are embracing the opportunity to compete and enjoy the game at the varsity level in 2021. While seniors Abby Johnson, Keeley Lamm and Julia Nuckols are new to the game from a varsity competition standpoint, Maliff praised them as outstanding athletes and noted that

“They’ve been waiting a long time for this...this is really special for them. It’s really special especially for my seniors, Emily Smith and Michael Timmons,” Winterrowd said. “This is their year. They’ve worked a long time for this, and I want to make it good for them.” Timmons scored the first three of his team’s six goals through the first two games. After he tied Monday’s match with Richmond Christian at 1-1, Timmons scored what ended up being the game-winning goal on a penalty kick with 90 seconds left. “He had his shooting boots on, for sure,” Winterrowd said. “It was just clutch. It’s his senior year, I’m really proud of him. He’s a captain, and he showed up.” And despite not feeling well during Wednesday’s home game versus Kenston Forest, Timmons was aggressive throughout his minutes on the field, and he delivered yet another game-tying kick when he rushed the ball down and scooted it into the netting on a sliding kick across the grass. “He’s always in the thick of it,” Winterrowd said of Timmons. “I’m trying to get the other kids to play with that kind of intensity, aggression.” And one of Timmons’ teammates, sophomore Jackson Hawkins, stepped up in a huge way in Wednesday’s second half. With a rocketing kick, he sailed the ball just inside the left goal
post to put the Knights ahead 2-1. Hawkins would soon launch another air-ball at the net, with this one making it over the goalie’s head. A BSH teammate was also there in front of the netting to ensure that the ball went in. Hawkins from there elevated his team’s lead to 4-1 when he crossed in a long ground ball. “He’s not a vocal leader, he’s a kid that leads by example. He’s always hustling to the ball, always stopping the ball when you need him to, he’s hustling back on defense,” Winterrowd said of Hawkins. “He’s always there when we need somebody to make a play.” The Knights overall are young and inexperienced to begin this 2021 season, but the younger players have returning leaders to look up to in seniors Timmons and Smith, as well as Hawkins and keeper Tyler Jenkins. Winterrowd said they can really count on Jenkins – whom he called a talented goalie – to help shift people around on defense, and Smith has a lot of experience playing in the back. “She’s also got skill with the ball, which we also need,” Winterrowd said of Smith. “We’ve got a lot of athletic kids in the back, but not necessarily soccer kids, and she’s definitely a soccer player.” As far as newcomers go, Winterrowd is really excited about center back Patrick Maynes, who has quickly made an impact. “He’s been hustling – I know he’s a little banged up today, but he played through it,” Winterrowd said of Maynes, adding: “He’s got speed to cover for any mistakes that are made.

Salas, who like Manes in his rookie season, was Manes’ Elliott Sadler eSports teammate in the eNASCAR Pro Series and still does work with ESE. “It was really cool – he’d worked really hard with everybody on the group, too, to get the car where it needed to be,” Manes said. “I think we’ve put in 5,000 laps apiece, and at the end of the day, with everybody putting in the time, it goes to show… teamwork can pay off for sure.” Manes’ runner-up result, which was his second top 10 in the Coca-Cola Series this year, elevated him to 17th points with 11 races remaining in the 18-race season following Tuesday’s

around each other – they’re a great group of guys.” This year’s BSH baseball team features four senior leaders, as pitcher and third baseman Carson Conner, catcher Zack Miles, center fielder/ pitcher Henry Kiefer and utility player Owen Long have all returned. “The team is held together by those four seniors,” Poore said, adding that the Knights will “go as they go.” “They give really good leadership,” he said of Conner, Kiefer, Long and Miles. “I’m very sad in a lot of ways (because) they’re seniors and they only got two games last year, but they’re kind of the rock of the program, and so I know all those guys will play hard and they’ll do a great job this year.” Also coming back from last year’s team are freshman outfielder Hunter Case, junior first baseman Harrison Lee, freshman Mason Hogan and junior Gage Smith, who was a designated hitter for the Knights in the two games they were able to get in last season. He was running near the front of the field on the last lap of the season-opener at Daytona when a big crash triggered at the front relegated him back to 13th. He also drove from 22nd to a 10thplace result at the 1.5-mile oval of Atlanta Motor Speedway and from 33rd to a 13th place finish at the 2-mile oval

The Knights also welcome the arrival of athletes from some of the school’s other teams, including junior quarterback and basketball player Zander Nadeau, junior offensive/defensive lineman Garrett Musselman, and junior running back/defensive back Julian Alcazar, who transferred in to BSH prior to the football season. Poore noted that they’ve only gotten to practice together a few times due to the recent football season and also due to Spring Break, so the Knights will look to tap into a rhythm as they get more reps together on the field. Most of the players also have experience playing with one another across different sports. Poore feels that “the chemistry is going to come.” “Give us a couple weeks,” Poore said, “and we’re going to be a totally different team.” The Knights opened the season on Tuesday with a tall

There’s also only one senior, as Connor Voorhees has come over to the team following the conclusion of the golf season. Voorhees played on the No. 2 line in singles in Thursday’s opener. Some of the younger kids are really playing hard, really giving us good minutes, which we’ve been needing desperately.” Sophomore Jeb Hatfield and eighth grader Ryder Hansen both contributed strong efforts on Wednesday, and freshman Will Fichter stepped up, with Winterrowd saying that he was much more assertive and aggressive with the ball. Fichter also made a couple of key passes inside the box that freed up his teammates for goals. They’ve got the student-athletes who can shoot the ball, Winterrowd said, but he added that they’ve “got to play better defense.” “That’s something we’ll be working on a lot at practice,” Winterrowd said. “We’ve played these games in kind of short conditioning compared to normal, so we’re still not back in the swing of things. “We’re definitely going to be pushing conditioning between now and the end of the season. Normally we have a whole month of just conditioning before we start our first game. We had five days this time, so we’re going to be working on that.”
He added: “We’re going to be working on touch with the ball, and basically just confidence. A lot of the players just need confidence they’ll make the right pass, because I see a lot of hesitation in some of the newer kids. We’re just going to work through that. As young players, they just need some more experience.” Near the end of Wednesday’s game, the Knights were able to empty the bench and not just enable their younger players to glean important gametime minutes and experience, but also “reward them for working hard in practice,” Winterrowd said. The Knights were scheduled to play at Isle of Wight Academy on Monday.
of Auto Club Speedway. “If I did not have a good finish at Richmond, I would have been very disappointed, because I knew that that was the best chance I had for a win on the schedule at least so far – maybe New Hampshire will be the next one,” Manes said. “I feel like I’ve got a lot of strong tracks for me, but Richmond was the one that was kind of like a make-or-break opportunity for me, and so if that came away as a poor finish or a DNF, that would’ve been a heartbreaker.” Manes feels that he and his team have learned a lot from Richmond. “We weren’t really expecting the track to drive the way that it did, but I feel like we had a really good package, and for whatever reason, we’re able to take some of that information places we didn’t think we’d be able to take it,” Manes said. “That car, it was pretty darn fast,” he
added. “Hopefully we can do it again.” In addition to New Hampshire, Manes expects that the road courses – Road America, Circuit of the Americas and Watkins Glen among them – could lead to some of his stronger finishes this year. The series was slated to race at Kansas Speedway on Tuesday, April 27. The next Coca-Cola iRacing Series race will feature COTA on Tuesday, May 18 at 9 p.m., and will be livestreamed on iRacing’s Twitch.tv channel. “I feel like we’ve been on the right track, and considering we’re one of the really small teams in the series…it’s been a learning curve for a lot of us and I feel like it’s been handled really well,” Manes said. “We’re taking away a lot of information that’ll be beneficial for seasons to come, and hopefully we’ll be in the top 20 and locked in for next year.”

They’re well-coached,” Poore said, adding of the Chargers’ head coach David Mitchell: “His teams put more pressure on your team defensively than any team I think I’ve ever played against. “They do a great job,” Poore said, “but we’re going to get better, I’m sure.”

they had played other spring varsity sports until last year when they decided to give tennis a try. “After our season was shortened to only two weeks last year, these three continued to play and each took private lessons,” Maliff said. “Their natural athleticism combined with their dedication to improving their tennis skills off-season has paid off.” Johnson, Lamm and Nuckols played on the No. 1, No. 2 and No. 4 lines in singles, respectively, against Midlothian. They were joined in the top four by senior and No. 3 line player Kayla Mizelle, who is in her fourth year playing but is expected by her coach to consistently play in the top six this year. Senior Scout Rea, who played at No. 6 and is in her second year on the team, also completed her first match when the team took on Midlothian. Freshman Carter Quinn was the only non-senior in the top six on Thursday. “She looks like a natural on the court,” Maliff said, “and I look forward to her develop-

Everyone was nervous. “Yesterday, games often went to deuce, but my girls were unable to close out those games,” she said. “With more experience and confidence, those tight games will begin to fall our way.” She anticipates the team winning more and more games as the players gain more oncourt confidence throughout the season’s progression. “I want my team to grow to love tennis as much as I do and have fun whether they are in the top six or not,” Maliff said. “I want to develop them into women who I would want to play tennis with as adults. I also hope that those not graduating will want to work on their game off-season and come back to play in 2022.”
