County goes live with land mobile radio system By Laura McFarland Managing Editor

POWHATAN – An hour and six minutes after Powhatan County’s new land mobile radio (LMR) system went live on Oct. 19, the first call for help came in. Tom Nolan, director of public safety communications, reached down and turned up the volume of the portable radio on his hip and listened to a request for EMS assistance. Then he excused himself to go from his office to the main dispatch room. A few minutes later, after aid had been dispatched, he came back, shoulders a little looser and showing obvious signs of relief. It was only the first call, but the new system that had been 31 months in the making was working as planned. “I am hearing the first one and I am pretty impressed with the quality,” Nolan

said with a grin. “I am feeling better.” The system went live at 8:30 p.m. on Oct. 19, but county staff, working with staff from L3Harris, the company that built the LMR system, spent the next roughly 24 hours testing to make sure that every first responder possible was live on the new system. The first few hours of going live were spent painstaking checking to make sure all of the fire and rescue mobile radios, which are located in vehicles, and the portables carried by individuals were working and assigned correctly in the new system. The next day was more focused on the radios used by the sheriff’s office and getting as many of them as possible to come in and test the system. Nolan said a few individuals who were out for various reasons would be PHOTO BY LAURA MCFARLAND connected to the system and tested as Lauren Brown, communications supervisor, checks a list of radio units soon as possible. assigned to Powhatan Fire and Rescue to make sure they were showing see LMR, pg. 4

POWHATAN – After more than 11 years of helping families in need, Feeding Powhatan Inc. will close its doors at the end of 2021. The food pantry, which is operated by Community Life Church, announced last week that due to lack of personnel, it would be clos-

The food pantry will still hold its last two monthly sessions of 2021, distributing Thanksgiving meals on Nov. 17 and Christmas meals with gifts for families’ children on Dec. 15. Marching band wins two straight Grand Championships

The Powhatan High School Marching Band won back-to-back Grand Champion titles at competitions held on Oct. 9 and 16.

By Laura McFarland Managing Editor

POWHATAN – The Powhatan High School Marching Band showed its mettle this month when it won Grand Champion titles on back-toback weekends against competitors from around the state. The band shone on Oct. 9 when it won its first Grand

Champion title of the competition season at the 14th Annual Showcase of Bands hosted by Midlothian High School in the Class 4A-6A. That means it came out on top of the largest bands that competed that day. The band kept that momentum going when it competed in the Godwin Marching Invitational on Oct. 16 at

Mills E. Godwin High School in Henrico County and earned the title of Grand Champion Class 4A-6A. At both competitions, Powhatan High School had the highest overall score of every band that competed, Director Andrew C. Snead said after the second win. He added that while he gets a huge thrill out of hearing the band

won Grand Champion, he is most excited when the scores are shared the next day and he can see the nitty gritty of how well they are doing. Snead, who came to PCPS as a band director in fall 2015, said the win is even more meaningful when he considers missing the marching band season in the 2020-2021 see MARCHING, pg. 4

Powhatan Public Library builds kids up with Brick Slayerz program

Are you looking for a fun way to help the Powhatan Christmas Mother this year? Maybe you would like to consider supporting the Powhatan Christmas Mother’s adoption program. In 2020, the Christmas Mother assisted over 200 families and, of those, 72 were adopted. The adoption program allows you, your club or organization to personalize your donation to the Christmas Mother. When you adopt an elderly person, disabled adult or family, the adoption committee will send you the person’s wish list, first name and box number only. You will shop for gifts for your adopted family and know that the person you are shopping for will have their gifts by Christmas. Imagine the fun you will have selecting just the right gifts for your child or senior, wrapping your carefully selected gifts and addressing it to your family. You will be bringing joy to the faces of your adopted family, especially the children, when they open their gifts on Christmas morning. In addition to Christmas gifts, the Powhatan Christmas Mother provides food gift cards for all the families in the program plus stockings for the children and elderly. You may want to stuff a stocking for your family or help with the purchase of their food gift card. Already the 2021 Powhatan Christmas Mother, Dale Goodman, and the Christmas Everyday Committee have started preparing for this holiday season. If you are interested in adopting a family or elderly person, volunteering your time or talents, donating new clothing or toys contact the Christmas Mother at 804-337-1346 (Christmas Mother Headquarters) or PowhatanCEC@verizon.net. after the Oct. 20 session of the food pantry. The pair has worked together to run the operation since it started in July 2010 and said it has been an amazing experience to see hundreds of families helped over the years. When asked about the legacy they want the food pantry to leave, Terry said she hopes the people who came there for assistance through the years “know that they were always loved and whatever they told us would not go anyplace else. That we would find a way to help them without making them feel less.” “It is so hard for them to come and ask for anything anyway, and we want to keep their dignity,” she said. Davis agreed, adding that even though the food pantry is closing due to a lack of staffing, “I really, truly hope that these people know that everything we have done for anybody in this community was done with a pure heart and just because we want them to know that God loves them.” The food pantry started in 2010 through an overflow of Davis’ couponing habit. Davis and Terry felt that the people in the community needed the food pantry and the church needed outreach opportunities. So the church dedicated a small closet to the food pantry and filled it with nonperishable items they got for free or nearly free because of the coupons. “I would go online and buy the coupons. Then I would go to the store and we would see what I could

order or pick up from the shelves,” Davis said. “We didn’t have any funding; we didn’t have any budget. Sometimes we would get canned goods and stuff like that from the church, but as far as the food pantry, it was strictly coupons.” “The greatest thing was the church would bring in their newspapers for us to cut out the coupons, and that was really cool,” Terry added with a grin. “Then they would bring in food as well. We had a big box set up in the sanctuary and people would just come weekly and try to help fill it up.” The food pantry had several different evolutions through the years in how it operated. Davis opened up her own business, so the couponing habit of a new mom slowly took a backseat and people were asked to donate more, including non-church members in the community. A few years ago, the church partnered with the county, which approached them about partnering on the project, Davis said. They started writing grants, used them to purchase a freezer to expand their offerings, and saw the food pantry continue to grow. The food pantry was busy but still small and manageable. Clients came in and shopped one-on-one with a volunteer, which was much more conducive to building relationships, Davis said. Through those conversations, the volunteers would pray with people who had needs, which has always been a vital part of the food pantry’s mission, Davis said. “Yes the immediate need is to

serve them physically and to give them food and supplies, but spiritually it has always been our goal to have these people be touched by the Lord, whether that be somebody praying over them or a family member,” she said. Davis continued, “Our main goal was always to make sure that they knew that, one, God loved them; two, we are here for them, and three, whatever your prayer is – no matter how big or how small – we will pray it with you and we will pray it comes through with you,” Davis said. Terry said she had the opportunity to also speak with clients about money management tips and finding out other physical needs that the church could help address. She became emotional as she talked about some of the difficulties some local residents experience on a daily basis and their living situations. In addition to the people they fed, the church, through the food pantry, helped replace a roof, windows, and a washer and dryer, as well as giving away three cars. “That just keeps you focused on why we are really here. It is not just to feed them but to find out what is going on in their lives that somebody could help them. We could pair them up with someone that could fix a broken window so their house would be warm or fix a floor,” Terry said. “There are so many other areas that we touched other than just putting food in their bellies.” When the COVID-19 shutdown happened in March 2020, suddenly see FEEDING, pg. 6

school year left a gap in instruction and experience for many of young students. “To take a mostly young group and have this kind of success has been really fulfilling,” he said. For both competitions, the marching band performed its 2021 program titled “Kingdom,” which features the symphonic music from Disney’s The Lion King by composer Hans Zimmer. Snead said the core show stays the same for the entire marching band season, but the band will also make changes between performances at home varsity football games and competitions. “So if someone saw the show at the beginning of the season or even at our first competition, there is a lot more content packed into that now,” he said, adding that there were even tweaks made between the two shows where the band won Grand Champion. In addition to the Grand Champion awards, the band showed at both competitions that its individual parts are as strong as the group. At the Showcase of Bands, PHS had the highest Music and

General Effect scores of any participating band and won first place in Class 4A in the areas of Music, General Effect, Visual Performance, and Percussion and second place for Drum Major, Sydney Lee, and Color Guard. “What made Midlothian so special was that was our first weekend with the full show on the field. Between rain and heat advisories and people being missing for quarantine, we just didn’t have an opportunity to get everyone in the full show until that weekend in October,” Snead said. At the Godwin Matching Invitational, PHS earned first place in Music, General Effect, Percussion and Auxiliary; second place Drum Major and Visual, and first place overall Class 4A. “A lot of the judges’ feedback was confirmation that we are on the right path – that the decisions we have made are working and we are moving in the right direction,” he said, adding there was also really helpful constructive criticism. Sydney Lee, a senior and the marching band’s head drum major, said she joined the division’s band program in

sixth grade and has been involved in different ways ever since. Now, the band program means everything to her, so the last school year was really hard without it. “This is how I spend my weekends; this is what I do in my free time. It’s just everything that I am passionate about, so actually being able to do the thing I am passionate about again just makes me very excited to come back to school,” Sydney said. Going into the first competition, Sydney said she was nervous because rain kept the band from practicing outside altogether with movements before their official performance. Rain was also a problem the following weekend, when she guessed they had about 20 minutes of practice time on the field. “We were scared that we wouldn’t even be able to compete because we didn’t know the condition of the field. We didn’t know if we were going to be able to roll our equipment down there,” she said. “The fact that we barely got any practice and we were able to just review our music and our choreography and that we won Grand Champion is still

the cutover was considered complete, minus a few cases of someone being away and having to make the change when they return, Nolan added. He said on Thursday that the cutover from the county’s legacy system to the new P25 trunk system over the two-day period saw no significant issues. Some programming of the mobile radios and updating of firmware was required, but L3Harris staff was on hand to help with any issues that came up, he said. “That is the process. The process is exactly what we are doing. We are following the ABCs of switching over. As the result of that, we found a couple radios not working the way they should have, but we have a response team that goes out, programs the radio … and it works,” he said. Nolan emphasized that getting to the point that they could experience that relatively hassle-free transition took an enormous amount of effort, both on the county side and with the contractor. Nolan credited both L3Harris’ work on the system and hard work and preparation of the sheriff’s office, fire and rescue department and 911 communications center with making the transition as smooth as possible. The 911 communications center was hopping during the Go Live period with people observing or being on hand to help if needed. Matthew Braud, program manager for L3Harris, said the new LMR system has been installed for months and tested repeatedly during that time. Even the radios were all tested before the Go Live dates. “Now these are going to be the radios they use going forward, so we just want to do one last validation and we have plenty of support here that if there is a wrong alias or something doesn’t quite come up like it is supposed to, they can go out and address that,” Braud said on Oct. 19. The county is currently in the midst of a 45-day Reliability Test that began on Oct. 4, Braud said. During this time, technicians will work as a team to monitor

surreal to me. But I am very proud of my (band) members for fighting through and achieving what we thought was impossible.” LeeAnna Wilson, a junior and piccolo section leader, said she looks forward to marching band every year because she loves everything about it – the music, the choreography and the people. Although she has been involved with the PCPS band program since sixth grade and the marching band since eighth grade, she was nervous coming this year after a year off. She was relieved it all came back to her once the practices began. Leading up to the competitions, she said she was feeling pretty good because of how well the band had been doing with the program. Still, not having the chance to practice on the field because of the rain and the sheer size of some of the other bands was a little intimidating. LeeAnna said it took a few minutes after the announcement of their secondstraight Grand Champion win for the impact to sink in for her. “Once we got off the bleachers, went in the field and huddled up around the

system operations on a daily basis to make sure there are no issues, whether critical or minor. Full system acceptance is expected by the beginning of 2022. County administrator Ned Smither said he was so proud of the whole team’s efforts in the build up to going live and especially Nolan’s effort to ensure Powhatan County has a new LMR system that will carry it well into the future. “We are going to be leaders in this region in our communication ability in a couple minutes here,” Smither said just before the new system went live. “All I’m doing here tonight is cheerleading.” Cindy Gillespie, 911 operations manager, and Nolan were the key county staff members who ran point on the LMR system project. She said at the beginning of the Go Live cutover that it was very exciting to see the new system coming to fruition but she would be even more thrilled once she had heard the last voices in the testing coming over the system loud and clear without having to piece together what they were saying. In the years leading up to these moments, Gillespie, who has worked for the county a total of 21 years in 911 dispatch, said the quality of the radio system often made situations stressful for the county’s first responders. She remembers times when firefighters, EMTs and deputies were calling for help and they couldn’t be clearly understood, which was a danger for them and the people they were trying to help. “It is very stressful, especially when you have firefighters in burning buildings. You have rescue squad asking for help but you don’t know what they are saying and they have to leave the patient to go outside to be able to talk to us. You have officers in foot pursuits or vehicle pursuits and you can’t hear them,” she said of the legacy system, adding that is why the new LMR system is so important. the need in the community exploded. March 13, 2020, was the first time the food pantry was open for COVID-19 assistance, and they served about 30 families, Davis said. The food pantry went from opening monthly to a weekly schedule, and within three to four weeks, it had grown to serving more than 100 families.

“There were so many people. We would have 100 cars lined all down the road. You couldn’t get in on New Dorset Circle – there were cars everywhere. Kids were home from school. There was no assistance at that time. That is definitely when it hit its height,” David said. Volunteers were shopping while the food pantry was open “because we literally didn’t have enough food. … We

would get deliveries in the middle of giving away food,” she said. As people started to go back to work, the numbers decreased and the food pantry gradually reduced how often it met until it returned to a monthly schedule earlier this year. The last two sessions of the year will be on Nov. 17 and Dec. 15. Laura McFarland may be reached at Lmcfarland@ powhatantoday.com.

DEPARTMENT OF AGRICULTURE Rural Development Live Oak Bank: Notice of Finding of No Significant Impact AGENCY: Rural Business-Cooperative Service, USDA ACTION: Notice of Finding of No Significant Impact. SUMMARY: The Rural Business-Cooperative Service (RBS) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to Live Oak Bank (Lender) in the form of a Loan Note Guarantee under the Rural Energy for America Renewable Energy Systems & Energy Efficiency Improvements Loan and Grant Program on behalf of Holocene Clean Energy Powhatan Solar I LLC (Owner) for construction of the Powhatan Solar I Panel Array Construction Project in Powhatan, Powhatan County, Virginia. FURTHER INFORMATION: To obtain copies of the EA and FONSI, or for further information, contact: Laurette Tucker, Rural Business Programs Specialist, RBS, 100 Dominion Drive, Farmville, VA 23901, (434)392-4906 X125, laurette.tucker@usda.gov. The EA and FONSI are also available for public review at the address listed above. SUPPLEMENTARY INFORMATION: The proposed project consists of construction of a 5-megawatt (MW) ground-mounted photovoltaic (PV) system on the east side of Old Buckingham Road near the town of Powhatan. The PV system and associated components will be situated on approximately 55.2 acres of a larger, 89.85-acre parent parcel (Site) – this parcel is identified by Powhatan County Assessor as: 037-23B. The Proposed Project’s infrastructure would include installing PV solar panels; inverters (to allow for the transmission to the utility grid); connections to the existing powerlines and necessary safety features including access roads, perimeter roads and fencing. Alternatives considered by RBS and the Lender include: No action and the proposed project. The alternatives are discussed in the Holocene Clean Energy Powhatan Solar I Energy Project EA. The RBS has reviewed and approved the EA for the proposed project. The availability of the EA for public review was announced by RBS via notice in the following newspaper(s): Powhatan Today on September 29, 2021 and October 6, 2021. A 14-day comment period was announced in the newspaper notice(s). The EA was also available for public review at the RBS office noted above. No comments were received. Based on the EA, commitments made by the Owner, and public comments received, RBS has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-income populations. No other potential significant impacts resulting from the proposed project have been identified. Therefore, RBS has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project. RBS is satisfied that the environmental impacts of the proposed project have been adequately addressed. RBS’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project. 15 cars participated in the event, which the two organizations are already talking about making an annual event. Organizers made sure to let people know ahead of the Parade to the Polls that the event was nonpartisan and they had no intention of promoting particular candidates, said Allison Dunaway, who coordinated the event with Robert Kelly and Ronald Mack. The main goal was to encourage excitement about voting. “We used all three colors, red, white and blue, because (voting) is an American activity, not a democrat or republican activity,” said Dunaway, who is a PARC member. Voter turnout is essential, so it important to encourage people to exercise that right and get excited about voting, said Chiara Hoyt, secretary of PARC and NAACP.

“We know more people vote when they have a plan of how they are going to vote and when they are going to vote,” she said. Hoyt added that the event was also a great opportunity for those who participated to come together and socialize. Many of the events held by PARC and the NAACP have been virtual, so this was an opportunity for them to come together as neighbors and build up a greater sense of community, she said. Oct. 23 was the first of two Saturdays that the Powhatan Office of Elections offered for people to cast their ballots early. The tent is open from 9 a.m. to 5 p.m. on Monday – Friday, through Oct. 30, and the final Saturday, Oct. 30. All Powhatan polling places will be open from 6 a.m. to 7 p.m. on Tuesday, Nov. 2. 911 Center has made great stides in last 5 years By Laura McFarland Managing Editor

W

hen I think about how much Powhatan 911 communications has changed in the last few years, I seriously have a hard time fathoming it. Last week, the 911 communications center went live on Oct. 19 and 20 on its new land mobile radio (LMR) system, which is meant to bring vastly better connection and clarity to emergency communications in Powhatan County. (See full story page 1A.) I arrived a few minutes before the system went live at 8:30 p.m. on Oct. 19 to watch the county cutover from the legacy system to the new system. I believed it was going to be a relatively quiet affair, and, fortunately, I was correct. I say fortunately for two reasons. The call volume was relatively low, which gave staff a chance to slowly but thoroughly check all of the radios that will be used in the new system. The fact that the only problems they experienced were minor and easily fixed with some reprogramming meant the system was working, which is what you want in your 911 communications system.

Because it was a relatively quiet affair, I had time to talk to different people and reflect on how far 911 communications has come in the last few years. When you start to list it all out, the cumulative total is astounding. The Powhatan County Sheriff’s Office in the basement of Powhatan Courthouse was one of the first places I visited after I became the editor of the Powhatan Today in May 2014. I was shown around a little bit, including a brief look into the room housing the county’s 911 communications. At the time, the office still fell under the umbrella of the sheriff’s office. The darkened room had three stations where 911 dispatchers sat in close proximity. The work space has no natural light, poor ventilation, and often experienced temperature spikes. In the years since that first glimpse at Powhatan’s 911 communications center, these are just a few of the changes it has undergone: The office went from being under the umbrella of the sheriff’s office to its own separate department in 2017. Shortly after, the new department implemented industry standards and internal aggressive call-providing goals. The objective was to reduce processing time

(from the second dispatchers receive a call to the time they dispatch first responders) and review certain calls for accuracy. The county went live on its new computer aided dispatch system in June 2018. The new state-of-the-art CAD platform assisted the communications officers with reducing the total processing times for 911 emergency calls. All of the public safety communications officers took an oath of office in August 2018. This was done in recognition of the fact that communications officers are trusted with criminal history information from Virginia Criminal Information Network (VCIN), and the oath of qualifications represented the correlation of the duties and responsibilities required for law enforcement, firefighters and public safety communications officers. In April 2019, the new emergency 911 communications center went live in the new addition added onto the back of the courthouse. In July 2019, the 911 communications took a step to make sure anyone experiencing an emergency can reach help by adding a new text-to-911 capability. In August 2019, the public safety

L E T T E R S TO T H E E D I TO R Don’t overlook failings of historical figures Dear Editor, In response to a letter featured in the October 13th edition, I would implore the author to take her own advice and truly “bring a critical eye to study of historical figures.” It would seem that she has absolved Christopher Columbus from any valid criticism simply because he professed himself to be a “man of strong moral character and faith in Jesus Christ” who planted crosses on Caribbean islands. The author implores us to seek out primary sources of historical truth. So, I did just that. Not only did Columbus not discover the Americas, he wasn’t even the first European to visit them. Yes, his journeys to the “New World” helped drive centuries of exploration on the American continents. But they also helped start centuries of colonization, exploitation, and slavery. Like many European explorers, Columbus used violence, rape, and forced religious conversion in order to control and subjugate the indigenous populations he encountered. Some historians have dubbed Columbus the "father of the slave trade," citing the fact that the first license to ship African slaves to the Caribbean was issued in 1501 by the same Catholic Monarchs of Spain who funded his expeditions. Add in the disaster of imported diseases, and it has been estimated that a third of the native population of Hispaniola was dead within the first two years of Columbus's governorship. The tyranny, brutality, and incompetence of Columbus and his men are well documented and resulted in his arrest and imprisonment in 1500. How do we know all this? Simple. Historians have researched the primary sources, including the diaries and correspondences of Columbus and his men, and the accounts of contemporary eyewitnesses and historians. The facts are understood and available to us all. This isn’t ‘rewriting history.’ It isn’t ‘cancel culture’ either. The point here isn’t to pile on about how terrible a person Columbus was. A person

certainly can do great things, and also do horrible things. The point is that suggesting we turn a blind eye to the complete set of facts about a historical figure and simply celebrate their religious beliefs and motivations instead is a misguided path to the truth. Critical thinking requires us to do better. Justin Gangl Powhatan County

Dear Editor, I am writing in response to the article titled “Shining Light on a Dark Time in Nation’s History,” published in the Powhatan Today newspaper on October 13, 2021. I wanted to address a point in your article that stood out to me, which is the topic of how miners were required to fill six carts of coal per day, at $0.20 per cart, which amounted to $1.20 in a 12-hour shift. This section reminded me about how many people in the world suffer from poverty. Currently, there are about 4.1 billion people that are paid below $7.40 per hour, which in the standards of wages in the 19th and 20th centuries, miners were also underpaid. With these unreasonable wages put into perspective, you can only wonder why their funds were so little for their extensive efforts. You also stated that the company stores took advantage of miners and their families by charging them for gear and other materials they used, which only brings to the conclusion that miners were seen at the bottom of the capitalist system. Miners would stay in debt as long as they worked, so what motivated them to work in these dreary and grim conditions? One idea that relates to this is that even when income is low, humans are motivated to work to provide food and shelter for themselves and their family. Thank you for writing on this topic and even though it was a small section of the article, I found it to be very informative. James Hess Powhatan County

communications department was the CAD beta 911 center site to implement a new electronic alarm notification program called ASAP to PSAP. This program sends residential and commercial alarms electronically to the 911 center. This reduces mistakes and processing times by 2 minutes when compared to the call in from the secure alarm company. In 2020, the department was a beta site for the APCO Institute’s Emergency Medical Dispatch (EMD) program. Telecommunicators using an EMD program can quickly determine the nature and priority of the call, dispatch the appropriate response and give the caller instructions to treat the patient until help arrives. When I think about the sheer magnitude of change in such a short time, I am amazed. I am also incredibly impressed by the hard work of both the center’s leaders, director Tom Nolan and operations manager Cindy Gillespie, as well as all of the 911 communications officers who had to put in the time, learn the new systems and continue to be the calming voice on the line in some of our darkest moments. Skyhawks edge Indians in close scrap By Billy Fellin for Powhatan Today

POWHATAN – Powhatan’s assembled marching band struck up Michael Jackson’s “Thriller” just before a kickoff in the fourth quarter of the Indians game against the visiting L.C. Bird Skyhawks Friday night. It was an apt tune to describe the game that unfolded at James Woodson Stadium, but one that ended in a 24-23 defeat for the Indians. “It’s a tough one to put into words,” said Powhatan head coach Mike Henderson. “Missed opportunities probably more than anything. It was a great high school football game to watch, but when you’re on this end of it, it definitely stings quite a bit.” Following an L.C. Bird field goal on its opening drive, the Indians went to the air as Dylan Trevillian found Ethan Dowdy for a 34-yard touchdown pass to make it 7-3 Indians. Trevillian’s ball sailed on a perfect rainbow to Dowdy, who had beaten double coverage on the play. Dowdy finished with eight catches for 123 yards and two touchdowns. “He’s as good as you’ll find in the area,” Henderson said of Dowdy. “He’s a terrific wide receiver and we’re really happy with him. He made big plays for us.” The Skyhawks responded in kind on its next drive with a 61-yard touchdown pass from Bradley Hunt to Jashaun Amin. L.C. Bird went for two but failed for a 9-7 lead. Later in the second quarter, Trevillian hit Dowdy again for an 18yard strike for a score and after a successful twopoint conversion, Powhatan led 15-9. With the Indians’ offense rolling, Powhatan’s special teams created an opportunity. The Indians kicked a squib which rolled down the middle of the field and deflected off two L.C. Bird players before it was recovered by Powhatan at the Skyhawks’ 30-yard-line. Trevillian tried for Dowdy again in the end zone on the very next play for the Powhatan offense, but the third time was not the charm as the ball was

intercepted by the Skyhawks. While L.C. Bird managed to drive it out to around midfield following the pick, the half expired before any more points were scored. Keeping L.C. Bird off the scoreboard before the half was

a win, but the pick was the first missed opportunity of the night for the Indians. The next one reared its head on the first Indians drive of the second half. Powhatan motored down the field, converting on fourth down twice on the drive to the Sky-

hawks’ 6-yard-line. But a false start and a holding penalty backed Powhatan up and the Indians attempted a field goal. It sailed wide right. The Skyhawks wasted no time in responding, scoring on a 31-yard pass on fourth-and-13 to make

it a 16-15 L.C. Bird lead. Following a nice kickoff return, Powhatan was boosted by chunk plays by Mitchell Johnson and Ethan Dowdy to set up the Indians at the doorstep of the end zone once again. Johnson punched it in for a 23-16 lead after a

successful two-point conversion. The Skyhawks went right to the air on their next drive, gaining 14 and 66 yards on two separate plays to put them deep in Powhatan territory. Hunt scrambled on third-and-goal for a 5-yard touchdown run and Rashad Lewis just got the ball across the goal line on the two-point attempt for a 24-23 Skyhawks lead. Powhatan seemed poised for the game-winning answer, as Trevillian completed three straight passes for a combined 43 yards. Trevillian finished the night 18-for-24 with 191 yards, two touchdowns and one interception. “They played to take away Mitchell (Johnson),” Henderson said. “We still ran 18 or 20 times, but we had to throw a little more. We feel like we can throw the ball and we can.” Johnson added a 10yard run to get the Indians even closer on the very next play. While he did score, the Skyhawks were effective in keeping him contained as he only accumulated 75 rushing yards. While Powhatan was moving well, a false start interrupted the rhythm and was the beginning of the end. Incomplete passes on second and third down and a sack on the final play of the game spelled the end of the comeback attempt for the Indians. “They just made one more play than we did,” Henderson said. It was an extra painful loss for the Indians in Region 4B as every team was victorious on Friday, except for Hanover, making the importance of the final two games even more so. Powhatan will travel to the undefeated Midlothian Trojans on Oct. 29. “We’re one play short, whether it’s offense, defense or special teams,” Henderson said. “There’s no way to get rid of that feeling until you come out next Friday night. The only way to fix it is to go out on a Friday night and get one of these wins. Midlothian is undefeated, so that’d be the best medicine.” Billy Fellin can be reached at sports@mechlocal.com.

C&F Bank’s Bank’s Athlete C&F Athlete of of the the Week Week FOOTBALL ALL-STAR WHO: ZANDER NADEAU WHAT HE DID: The Blessed Sacrament Huguenot senior carried the ball five times for 120 rushing yards and three touchdowns in the Knights’ 60-6 Homecoming win over Richmond Christian on Friday, Oct. 15. After teammate Josh Decker recovered the opponents’ fumble near the red zone and

returned it to the Knights’ 33, Nadeau gave the home team both the lead and the momentum for good. On the first sweep that his team ran, Nadeau received the snap, saw a hole, took it, broke a few tackles and set sail the rest of the way to complete a 67-yard touchdown romp. Teammate Garrett Musselman tackled the Warriors’ ball carrier to force a turnover on downs for the second time in the first quarter, and Nadeau capped an 11-play, 52-yard drive when he danced his way into the end zone from 4 yards out.

Nadeau added his third touchdown in the second quarter when he zoomed through another hole and sprinted across the clear green field for a 36-yard touchdown. Nadeau highlighted the efforts of his offensive line in paving the way for the offense’s success. “We’ve been working for almost four years – a lot of our seniors are linemen. They’ve just been working for years,” Nadeau said. “They’ve gotten really big, really strong, and they’re able to move a lot of guys. They work really hard…the line is mainly why we do it.”

The Rapids’ front line seemed in command after taking a 2-1 lead. “James River is a big blocking team, so after losing the third set, we worked hard to spread our offense to the pins and make their block work harder,” said Powhatan head coach Cindy Bryant. “It really turned our offense around and helped us with termination.” It was a big win against a big team, but the evening was big for other reasons. “This was our Dig Pink night to honor and support all those who have fought or are fighting breast cancer,” Bryant said. “Our teams were decked out in their pink jerseys, and the gym was decorated with posters and pink streamers.” It also represented the return of the full Indians’

starting lineup. “Varsity was looking to win the match to split the season play against James River High School,” Bryant said. “After weeks of competing without our ‘starting’

setter Sydney Wade due to shoulder injury, and moving a strong [middle blocker], Faith Henderson, to the pin to allow her to comeback from injury and continue playing, our varsity team was

RSN Wants You! Do you love sports? Do you love telling stories? Do you have the chops to write compelling tales – and to do so on a deadline? If so, Richmond Suburban News wants you! RSN is seeking sports correspondents (stringers in newsroom lingo) to help our staff cover the blizzard of events in the Hanover, Powhatan, and Goochland communities we serve. We feed on a steady diet of high school sports, with some college competition (in Hanover) and the occasional professional

event. The work is mostly nights and weekends. But we pay our correspondents in coin of the realm rather than the oft-promised “exposure.” We prefer people with some journalism training – published clips (even as a student reporter) are best – and need people who can consistently turn around compelling content on time and to the assigned length. GENERAL TERMS OF SALE: All sales are subject to confirmation by the Circuit Court of Powhatan County. The Special Commissioner has the right to reject any bids determined to be unreasonable in relation to the estimated value of the Property. Properties are conveyed by Special Warranty Deed, subject to any easements, covenants, agreements, restrictions, reservations, and any and all rights of record which may affect the property. Properties are offered for sale as-is, where is, with all faults and without any warranty, either expressed or implied. Persons are encouraged to make a visual inspection of the property within the limits of the law and to obtain an independent title search, at their own expense, prior to bidding on any of the properties to determine the suitableness of the property for their purposes. It is not guaranteed that the property has a right-of-way or that it is not landlocked. Property is sold in gross and not by the acre. There is no warranty as to the accuracy of the GIS system, nor is the information contained therein a legal representation of any of the features of the property which it depicts. Subsequent taxes will be prorated from November 4, 2021 and the highest bidder will be responsible for taxes from that date forward. Any unsold property will be offered for sale again at the next auction, whenever that may be. There will be a 10% buyer’s premium added to the final bid. The buyer’s premium is due upon the close of the auction and will be in addition to the required deposit amount. The highest bidder shall make a deposit in the amount of twenty-five percent (25%) or One Thousand Dollars ($1,000.00), whichever is higher. Deposits shall not exceed Twenty Thousand Dollars ($20,000.00), per parcel. Such sum shall be held by the Special Commissioner and credited towards the purchase price following confirmation of the sale. Bids which are less than One Thousand Dollars ($1,000.00) must be paid in full at the time of the auction. In-Person Bidders Terms: The deposit and buyer’s premium are due on the day of the auction. Payments may be made by personal check, traveler’s check, cashier’s check or money order. No cash will be accepted. Online Bidders Terms: All interested parties must register and be approved by the Auctioneer. Registration and bidding are free of charge and are done through the Auctioneer’s website at www.forsaleatauction.biz/auctions. The highest bidder will receive their purchase contract and balance due via email following the close of the auction. The contract shall immediately be executed and returned to TACS. The balance due must be received in full no later than November 12, 2021. Time is of the essence. All payments must be made in the form of certified funds (cashier’s check, money order or wire transfer). Cashier checks and money orders shall be made payable to Powhatan County and forward to TACS at the address shown below. Wire transfer instructions will be provided to the highest bidder upon request. Cash and personal checks will not be accepted. GENERAL TERMS OF SALE: The balance of the purchase price shall be deposited by the highest bidder with the Special Commissioner within fifteen (15) days of confirmation of the sale by the Court. Recording costs for deed recordation will be the responsibility of the successful bidder and will be due with the balance of the purchase price. The sale of property is not contingent upon obtaining financing. Financing if needed is the sole responsibility of the high bidder. By bidding, parties are entering into a legally binding contract, waive all rescission rights, and understand that their bid is immediately binding, irrevocable, and enforceable. Additionally, by bidding, parties are representing that they have read, and agree to be bound by, all terms and conditions for this sale. Failure to complete the property purchase will result in forfeiture of any funds paid and may subject the highest bidder to additional damages, which may include expenses and any deficit upon resale. To qualify as a purchaser at this auction, you may not owe delinquent taxes to Powhatan County. Questions concerning the registration and bidding process should be directed to the Auctioneer; online at www.forsaleatauction.biz,, by email to: inquiry@forsaleatauction.biz or by phone, at (540) 899-1776.
