History of Powhatan’s Festival of the Grape P owhatan’s Festival of the Grape has become much more than just a Chamber of Commerce or economic development event. The festival has become an opportunity for residents and visitors alike to gather and celebrate community – the community of Powhatan The genesis for a wine festival in Powhatan County came at the suggestion of Bobby Wilcox in the spring of 2002. This was followed shortly thereafter by an exploratory gathering hosted by Bobby at what was then Luckard’s Virginia Pantry. It was concluded at the initial meeting that Powhatan County had a great many factors to showcase with several budding vineyard

growers, a desire to promote tourism and the travel trade industry within the County, a pleasing story to share with the outside community, and the existence of a noticeable void to be filled in the Richmond and Central Virginia event market. Initial leadership and sponsorship resided within the Powhatan Chamber of Commerce and the Powhatan Department of Economic Development. Key players from the onset were Kathy Budner as the Chamber Executive Director and Susan Ash as Chamber President. A later addition to the sponsorship team was the Powhatan Cooperative Extension office led by Robert Harper. Other initial planning committee participants included Robert Blanken-

ship, Sandy Duncan, Shirley Boelt, Ruth Boatwright, Kathy Grasty, Michael Potter, Dee Smith, Janie Dean and Dan Jones. With a formal planning committee in place, additional team members and community leaders were recruited; an official event name was adopted – Powhatan’s Festival of the Grape; an event date was identified – July 26th, 2003; and a logo was created by local artist, Susan Ash. We moved forward with rapid speed and great determination – never looking back. The first event brought typical hot and sunny July weather, a highly organized production, great national and regional music, 12 Virginia wineries, 100 crafters/

vendors, 10 food vendors, generous sponsorships, and an estimated 3,000 people. A well-deserved reputation for excellence was born. The early Festival events were tremendous success by every measure, drawing more than 5,000 people by year two. As a fundraiser for the Chamber, the Festival continues to exceed all expectations. As an economic development initiative, the Festival serves as a very positive and visible means of generating tax revenue and promoting County tourism. Plus it gives us the opportunity to share the Powhatan story not only with the Richmond region and the rest of the state, but, also

with visitors from around the country. Attracting additional business growth to the County remains one of the many benefits. Many vendors report that they have never attended a more organized festival and numerous wineries have reported historic sales figures. Business community involvement continues to be positive, generous and highly visible. As in the early years, the success of the Festival would not be possible without substantial support from the Powhatan community, local businesses, County Staff, elected officials, and numerous volunteers and supporters. With a growing reputation for excellence, encour-

agement from patrons, and support from the wine community, the Festival was moved to late October in 2006. This move, allowing us to take advantage of Virginia’s beautiful fall weather, has proven to be highly successful. From its early beginnings in 2002, the Festival has grown annually in both number of attendees and reputation. Because of our reputation, other wine festivals in the region have in part modeled their events after our winning formula. Attendance last year was estimated at 7,500 and, with another beautiful fall day anticipated, this year’s attendance could reach 8,500. Plans are already underway for the Festival’s 10th anniversary in 2012.

Francis/Emma selected as beneficiary for wine festival

A

s the much-awaited Festival of the Grape nears, the planning committee recently announced that FrancisEmma, Inc. was selected as the recipient of the 2011 Susan Ash award. This will mark the second year the event has given back to the community in this manner. “I think it’s a wonderful blessing,” said Sister Maureen T. Carroll, executive director of the 501C3 nonprofit organization. St. Francis/St. Emma is situated on a 2,265-acre property on the James River and is owned by the Sisters of the Blessed Sacrament of Bensalem, Pennsylvania. Sister Maureen explained this property is “a unique African American history site.” Approximately 15,000 African American children were edu-

cated in these schools between 1895 and 1972. St. Francis was the site of the high school for girls. St. Emma, also referred to as Belmead, was the site of the school for boys. “We want the Powhatan community to feel at home here and see what kind of treasure we have,” she said. In June 2011, the unique antebellum manor house was recognized as one of the most critical “11 Most Endangered Sites” in the nation. Sister Maureen said the site needs a lot of work and that Belmead Mansion is the priority at the present time – in particular the mansion’s roof. They are working hard to stabilize the mansion so it can be opened up to the public, but the roof and chimney suffered major damages from the re-

cent earth quake. “This is such a community treasure,” said India Cox, chairperson of Powhatan’s Festival of the Grape planning committee. “We want to support their efforts in rebuilding this historic site.” The committee voted unanimously to support FrancisEmma through the 2011 Susan Ash Award. Tina Bustos, executive director of the Powhatan Chamber of Commerce which sponsors the event, explained that “ten percent of the Festival’s net proceeds [up to $5,000] will go to a nonprofit of the committee’s choice.” Since last year was the first time the award was presented, the award’s namesake was given the opportunity to select the 2010 recipients – the Performing Arts Foundation of Powhatan and Lonesome Dove Equestrian Center. see Francis/Emma > 12

Powhatan’s Festival of the Grape got its start on July 26, 2003, with local resident and business owner Susan Ash at the helm of the Festival committee. She stepped down as chairperson in March 2010 after seven years in the role. Last year’s event proved a success for incoming chair India Cox as record numbers were in attendance – close to 8,000 participants. As a gesture of thanks, the Festival committee created an award in Ash’s name to benefit local nonprofit organizations. The Susan Ash Award is “in recognition of Susan’s years of dedicated work, talent and leadership of the Festival,” said Cox. “It’s people like Susan Ash who make Powhatan the fine community that it is.”

Powhatan’s Festival of the Grape takes place on Saturday, October 22, from 11 a.m. to 6 p.m. on the courthouse square. There will be 26 Virginia wineries featured, along with more than 100 juried arts and crafts vendors. Two major musical groups will headline again this year, the ever-popular Casper and Steve Bassett & Ammon Tharp with the Mystic Soul Bubbas. Powhatan vineyards showcased at the Festival

I

t’s been a good year for grapes – at least for David and Mimi Ziletti. The Zilettis own and operate Fine Creek Vineyards in Powhatan. All the grapes grown on the farm are used in making table wines produced by James River Cellars in Hanover. After a year of hard work, they anticipate their efforts will produce a quality harvest. “We’ve got a good shot at being their [James River’s] reserve Merlot this year,” David Ziletti said. A reserve wine is created using the best grapes, usually from only one site. He said they are hopeful that James River’s reserve Merlot for 2011 will be 100 percent from Fine Creek Vineyard

grapes. “We will have to wait and see how the winemaking progresses.” The local couple has approximately 1-1/2 acres planted in Merlot and Cabernet Franc grapes, both produce red Vinifera varietals. Three years ago they experimented and added Petit Manseng and Petit Verdot grapes. This year was the first harvest for the Petit Manseng, which is their only white grape. “They did really well,” David said. He is thrilled with this particular varietal as it grows in looser clumps with small berries allowing the bunches to stay dryer, particularly important when dealing with Virginia’s see Vineyards > 14

humidity and hurricanes. David and Mimi Ziletti got into the grape-growing business after honeymooning in Napa Valley and Sonoma, California, in the late ‘90s. David took several grape growing classes at Virginia Tech and soon found their property on Route 711 would be a good potential site for a vineyard. The initial plantings back in 2003 involved the purchase of the French Vinifera varietals of Merlot and Cab Franc from Sonoma, California. “Folks may not know this, but all Vinifera varietals in the US are European-originated vines grafted on American grape root stock,” he said. After years of owning a vineyard, the Zilettis still

consider this is a hobby which family and friends help out with. However, David said it’s something that you have to stay on top of year-round if you want to get a return. “You can’t just plant the vines and watch them grow,” he said. “There’s a high return for the acreage but it takes a huge amount of labor.” Although it is a highly work intensive hobby, Ziletti admits “it’s kind of exciting to grow grapes that end up as drinkable wine.” James River Cellars, featuring Fine Creek Vineyard’s grapes, has supported Powhatan’s Festival of the Grape since the event started nine years ago. My Perception of My Future Bill-of-Work

Specific Issues I Will Continue to Pursue/Support

1. Do everything in my power to hold the tax rate down while making judicious choices about expenditures. 2. Recognize the hard times, economically and otherwise, that have befallen so many in our community. Constantly evaluate where we are, where we’re going, what we need, and what we can afford…and adjust my decisions and actions as appropriate. 3. Do whatever I can to heal the rift between the Board of Supervisors and the School Board. Our behavior here is, in my opinion, the most hurtful issue siphoning off energy that could be better spent in problem solving and collaboration toward maintaining the excellence in schools wrought by the School Board. 4. Continue to invest in infrastructure in order to enhance our economic development potential. We must balance: - trying to provide adequate public services (such as water and sewer) for a growing, transitional community; - our ability to pay, now and in the future; and - required-by-law and desired-by-residents protection of our environment. 5. Determine how best and fairly to institute road proffers & impact fees to relieve homeowners’ & farmers’ tax burden. 6. Attract, hire, retain and reward high-professional employees, including supporting the School Board in hiring and rewarding first-class teachers. 7. Balance the “reactive” job requirements (rezoning, ordinances, operations) with the need to do consequence and big-picture thinking, including long-term envisioning of our children’s future here. 8. Bring to bear critical thinking skills in my due diligence: - asking questions even when some folks resent it - using pro-con and cost-benefit analyses - questioning assumptions and asking for evidence 9. Remain accessible, responsible, and responsive to constituents’ questions, needs, and aspirations for Powhatan’s future. 10. Continue to pursue process discipline and continuous improvement in the procedures Powhatan uses to produce good decision making at the elected, appointed, and staff levels. 11. Leave a legacy of service, thoughtfulness, trustworthiness, and dignity. 12. Continue to balance my commitment to the business community ( I am a businessman) with my commitment to the environment ( I am an environmentalist).

1. Sewer to the Courthouse district, both to support existing businesses and to invite appropriate economic development. We want to maintain the Courthouse area as a vibrant hub of our community. 2. The Courthouse Area Master Plan. 3. Our own James River water intake and treatment. We will max out the amount of water available for commercial development along Route 60 in 2016-2017. If we do not plan—and act—the increasing costs of schools and other infrastructure will continue to fall on the shoulders of homeowners and farmers. We must be serious about appropriate commercial development along Route 60. I will absolutely support our Economic Development Authority and our Director of Economic Development (who work with our Building Inspection Department and our Planning and Development Department) to retain existing and attract new, compatible businesses to our commercial corridor. 4. Unequivocal support for our Parks and Recreation Department for these interrelated reasons: a. We have all been saddened and outraged by the youth violence we, and many other localities, have experienced over the last few years; our parks and the many services/ programs we support, in cooperation with non-government, civic, and church organizations, are designed, at least in part, to give young people alternatives to road-running, boredom and mischief; b. Parks and Recreation reaches out to the elder community to provide socialization and safety and health programs; these efforts get many of our older generation out of shut-in status and reaffirm for them that this community has not forgotten, but rather cherishes, them; and c. Parks and Recreation is building a hospitality reputation for Powhatan up-and-down the eastern seaboard as a destination for softball and other sports conferences. Visitors come to enjoy Powhatan; they spend money with local merchants and their impact on infrastructure is minimal. 5. Continued and careful analysis of and support for workforce housing: our teachers, law enforcement, fire and emergency service personnel, as well as our young people and down-sizing elders, deserve to be able to live in Powhatan. 6. Diverse appointments (race, age, sex, etc.) to the various standing and ad hoc committees and work teams. 7. Close attention to the good works and good heart of our staff and volunteers in Social Services, Library Board of Trustees, Community Action Agency, Behavioral Health and Developmental Services (intellectual and physical disabilities, mental health and substance abuse services), Comprehensive Services team, Domestic Violence Task Force, etc.; give them the leadership, support and appreciation they deserve. 8. Revamping the Zoning Ordinances to insure they mirror the new Comprehensive Plan and give the County the “enabling legislation” to manage Powhatan’s growth. 9. Support the farming & timbering communities, including land-use taxation, Ag-Forrestal Districts, & easements. 10. Build the Transportation Facility (aka “Bus Garage”) as finances allow. 11. Listen carefully to the School Board’s assessment & prioritization of the school system’s capital and operating needs, including what should be done with our existing Junior High.
