First Summit On African Issues Ternopil, Ukraine 14 May, 2011 MOTION FOR A RESOLUTION BY THE COMMITTEE ON ENTERTAINMENT The Music/Movies industry in Africa is rapidly developing more than other sectors and its role in job creation and bringing unity is unquestionable; but In Africa, several hundreds of ethnicity, speaking up to 2000 distinct languages spread across various countries limits the effectiveness of the entertainment industry. How should Africa utilize the rare gift of diversity for her development? selecting a major language audience

using a specific language may further cause disunity,
B. Deeply concerned that our productions are more of quantity than quality, C. Alarmed by the lack of standards to qualify an actor or a producer, D. Recognizing the effect of immorality shown in the entertainment industry on youths, E. Noting with regret the image that is portrayed by the entertainment sector, F. Taking into account the governments’ inability to support the entertainment industry;
1. Encourage the governments’ involvement in the African entertainment by investing in schemes like, a. youth projects b. supporting training programs c. organizing film/music festivals, 2. Hope for a medium to put this industry on a right platform to promote African image positively

First Summit On African Issues Ternopil, Ukraine 14 May, 2011 MOTION FOR A RESOLUTION BY THE COMMITTEE ON TECHNOLOGY International Telecommunications Union (ITU) confirmed that the world’s Telecommunication information and technology industry is worth US$ 1 trillion in market capitalization; still Africa remains the region with the least developed Telecommunication infrastructure in the world today. What steps should be taken by the African Union (AU) to ensure that the ICT sector is rapidly developed in Africa during this age of ICT? Deeply concerned about African languages being integrated into the ICT sector, it has been observed that African languages are not being used in the ICT world unlike other languages like Japanese and Chinese which are extensively used and recognized by the ICT world, B. Realizing that Africa contributes minimally to the market capitalization of the ICT sector due to numerous reasons with major ones being illiteracy and ignorance, C. Noting with deep concern Africa’s lag behind in the ICT age, D. Having the devoted the attention of the AU on the ICT sector is a laudable idea and needs to be encouraged and sustained, E. Having examined that the ICT infrastructure across the African continent is inadequate due to numerous reasons like power supply and high cost of ICT equipment in Africa,
1. Recommends that the AU encourages member states to reduce taxes on investment and equipment in the ICT sector across Africa, increase investment and encourage local production of ICT infrastructure to increase the market capitalization of ICT in Africa and make ICT much more affordable and accessible to Africans, 2. Further recommends that African governments should encourage research in the ICT sector across Africa, with increased funding in the forms of scholarships and investment in people with interest in the ICT sector, 3. Supports the enlightenment of Africans on the importance of ICT through extensive education

Considers African governments’ partnership with other countries and co-operating with them to invest in the ICT sector in Africa is essential in this direction, 5. Calls upon the AU to encourage the establishment of Technology Villages & parks on each regional or geographical zones in Africa, through the co-operation of the Regional Bodies like ECOWAS and SADC, 6. Strongly condemns ICT crimes in Africa and urges the AU to work with African Governments and Regional Bodies to enforce laws to regulate such crimes through effective law enforcement, 7. Has resolved that power supply in Africa is the major problem affecting the ICT sector and is thus the gateway to solutions listed above.

It is very clear that Malaria remains one of the major public health problems in Africa. What strategy should the AU deploy to control or eradicate the Malaria? the high level of negligence by African leaders level of illiteracy that Africans are faced with unfortunately the poor mindset that has resulted in the myopic view of Africans which has prevented the identification and utilization of available natural resources,

Taking into account that certain programs had been initiated by past governments in Africa (NEPAD) to help in accelerate the level of development and explore possibilities of discovering existing resources and initiating activities so as to benefit from it, C. Realizing the capacity as a continent and as individual nations, and financial resources at our disposal as Africans, D. Bearing in mind that efficient use of the available resources will in turn improve the general wellbeing of Africa as a whole and can position Africa to be a major force in global affairs.

What steps should the government of Nigeria take to ensure that all damages caused by the activities of these companies must be compensated for? Deeply concern that the problem of oil spillage orchestrated by some oil firms and multinationals in the Niger delta region is a direct threat to aquatic lives, aerial, plants and animals and all other terrestrials in the environment C. Call upon the government to strictly execute their policy with all the oil multinational firms in the country to work a lot more on equipment’s maintenance that has been the major reason of hazard caused on inhabitants like health, agricultural productivity, e.t.c, 2. Call upon the government to survey these polluted areas to ensure adequate compensation to the people, 3. Recommends the enactment of a law making the compensation of the people and the responsibility of these companies, 4. Further recommends a sort of punishment for these companies if they fail to comply with these laws, 5. We call upon the federal government to enact laws that will be reviewed yearly and a regulating body should be deplored to monitor the company’s activities, 6. Further recommend the inhabitants of Niger delta be richly and abundantly compensated.

First Summit On African Issues Ternopil, Ukraine 14 May, 2011 MOTION FOR A RESOLUTION BY THE COMMITTEE ON POLITICS Tunisia, Egypt, Libya and others have issues concerning overdue leaders and bad governance; just like the 1989 revolution in Europe, 45% of the African youth are recently instigating reforms and revolution across the continent. What steps should be taken by the AU, Individual country and the African youth to ensure a peaceful transition of government and also directing the youth in the use their limited power towards achieving the right goal? Keeping in mind that 32% of African leaders are overdue leaders and are also members states of the AU except Morocco, B. Taking into account that overdue leaders in African were not democratically elected through free and fair elections, C. Convinced that corrupt and inexperienced law making bodies cannot effect good constitutional reforms that would bring an end to bad governance, D. Confident of that bad governance influences the economy and encourages corruption, E. Affirming that illiteracy level among African youths is very high, F. Having examined that Africa is the bedrock of unemployment due to lack of infrastructural facilities, G. Realising that systematic disregard of basic liberties affects the people which influences the call for revolution, H. Noting with deep concern that over dependency on foreign aid has brought unhealthy economy in Africa, I. Taking into consideration that bad electoral acts and electioneering processes has been a major problem in Africa, J. Bearing in mind the difficulty in bringing down a leader who has been in power for decades, K. Noting further that mismanagement of state funds and misuse of authority is also a lingering problem;

Encourages that African countries should invest more in the educational sector of their nations, 5. Requests the AU to embrace the realities of the issues facing Africa, 6. Urges the AU not to admit any country in its organisation and impose further sanctions to help curb bad governance, 7. Requests that their should be a total transparency in the arms of government both in the AU and every member state, 8. Calls upon Africans in diaspora to enlighten the people back in Africa, 9. Requests that the correction of corruption should be the responsibility of the citizens and governments, 10. Calls for youth programmes need to be set up and spread across the continent which will allow youth to voice opinions and cultivate on interest on politics, 11. Urges the AU to make it a major objective to monitor the political and electoral processes of member states, 12. Proclaims that the AU should impose sanctions to help curb bad governance in member states that have corrupt leaders, 13. Urges that revolution should be carried out strategically for effective result.

According to statistics, a child is raped every 3 minutes and a woman is raped every 5 minutes and 88% of rapes go unreported. What should be done by the government of South Africa and the AU take to curtail rape rate in Africa? Deeply convinced that the high rate of rape incidence involving children and babies as a victim has led to their increased mortality rate especially in South Africa, B. Affirming the level of illiteracy to the adverse effect of rape, prostitution seems to be at its peak for rape victims, C. Noting with deep concern that most abuse victims have psychological and psychiatric disorder, D. Deeply regretting, poor parenting care of children and adolescent in Africa has led to high rate of child sexual assault,
1. Recommends the African union should enact strict laws involving chemical castration of offenders who rape babies and children. 2. Urges that rapist with HIV status should be sentence to life imprisonment and those without HIV should be sentence to 30years imprisonment with hard labor, 3. Encourages the creation of public awareness programs to enlighten the children, youth and Adult about Sex/Rape matters through: a.

Authorizing the ban of unhealthy cultural practices like accepted rape and severe punishment is given for disobedience, 6. Calls for information campaigns to inform women and girls of their legal right as regards to rape. And a 24hours hot line number of the persecutor’s office should be wildly disseminated on tv and radio, 7. Further recommends fighting sexual violence with DNA testing and hospitals issuing medical certificates documenting evidence of sexual intercourse should be made known to the public since this is the central document for rape prosecution, 8. Request rape shield law to the AU and regional economic bodies has adopted in US and CANADA to minimize the stigma and shame of rape victims.
