Boulder’s housing market blossoms and nation sees biggest jump in 3 years

BOULDER –Spring may be just around the corner, but the housing market is surging early, as seen by an uptick in new listings and home sales — significant indicators that the dormant housing market is waking up.

In Boulder County, sales of single-family homes forged ahead 33% and new listings rocketed by 42% compared to the same period last year, according to the Colorado Association of Realtors® (CAR).

Statistics for select locations reveal similar activity. Case in point: New listings for the city of Boulder, Longmont and the suburban plains climbed 20.5%, 40.7% and 13.6%, respectively, offering home shoppers more inventory and spurring renewed interest in the market. Sold listings grew 48.3% and 53.8% in the city of Boulder and suburban plains but dropped 2% in Longmont.

In some areas of Boulder County, prices declined slightly, relieving homebuyers who face lower, but still relatively high interest rates that are greater than 6%. Longmont’s median sales price dropped 6.1% to $580,000, while the Suburban Plains dipped 7% to $943,900. However, the median sales price continues to inch ahead in Boulder County — up 1.4% to $764,500 — and the city of Boulder up a more significant 13.1% to $1.45M.

The demand for townhomes and condos hasn’t experienced the same level of growth, with new listings remaining relatively consistent and sold listings declining by 12%, reports CAR.

Nationwide, the singlefamily housing market mirrors the inventory seen in Boulder

County. National real housing inventory grew 12.8% for the week ending Feb. 3, 2024, compared with last year. The rise marked the “biggest jump” in nearly three years, highlighted Realtor.com economist Jiayi Xu. But even with the boost in inventory, the number of homes for sale remains 40% lower compared to pre-pandemic years between 2017 and 2019, indicating a lingering imbalance between supply and demand.

“Sellers are closely monitoring mortgage rates,” says Xu, “and adjusting their selling strategies accordingly.”

Xu’s analysis delves deeper into the dynamics at play, emphasizing the pivotal role of mortgage rates in shaping seller behavior. Current rates have softened, now about 1% lower than the 23-year peak of over 7% last fall. The record-setting rates caused some would-be sellers to choose to stay in their homes, locked into low-interest rate mortgages. He noted that median home prices have shown a modest increase of 0.9%

compared to last year, far from the meteoric rise witnessed in recent years, suggesting a potential shift in the market dynamics.

“Although the nation’s median home listing price typically rises after the first week of the year, we may not see the intensity of price growth that we’ve seen in 2021 to 2023,” says Xu.

The surge in listings and slowed increase in home prices offer a ray of hope to buyers.

Bob Peterson elected 2024 third vice chairman of the National Association of Home Builders

FORT COLLINS – Bob Peterson, a Fort Collins, Colo.-based remodeler and home builder with more than 40 years of experience in the construction field, was elected 2024 third vice chairman of the National Association of Home Builders (NAHB) during the association’s Winter Leadership Meetings in Las Vegas.

Peterson is the founder of Associates in Building + Design, Ltd. (ABD), a company he started in May 1990 that specializes in custom homes and high-end remodeling. Peterson’s daughters, Heather Schreiner and Alison Johnson, now own and manage ABD, where he serves as a consultant.

Peterson has been active in the NAHB leadership structure at the local, state and national levels throughout his career. He currently serves on NAHB’s State and Local Issues Committee, the NAHB Budget and Finance Committee and as NAHB National Area 13

Chairman. Peterson also previously served as the National Chairman of the NAHB Remodelers and was inducted into the NAHB Remodelers Hall of Fame in 2021.

Peterson twice served as the president at the Colorado Association of Home Builders and Northern Colorado Home Builders Association. He was NAHB’s Remodeler of the Year in 2007, the Colorado Remodeler of the Year in 2002, and Northern Colorado Home Builders Association Remodeler

of the Year in 1997. He is also the recipient of many other local and state design awards.

Committed to continuing education, Peterson is certified to teach seven NAHB designation courses nationwide. In conjunction with NAHB, he trains his peers through several continuing education

classes.

Peterson resides in Windsor, Colo. and holds BA and MA degrees from the University of Northern Colorado.

NAHB’s newly elected senior officers serve on a multi-year leadership ladder. Peterson will become chairman of NAHB’s Board of Directors in 2027.

REAL ESTATE Shopping for a Lender

The most important step in the home buying process, if you aren’t paying cash, is securing a loan. You’ll need to shop for a lender, compare loan products and get that allimportant loan preapproval letter.

Rate (APR) may be higher – a lot higher.

Bait & Switch is sadly still alive and well in the mortgage industry.

Today we’ll take a look at how to go about choosing a lender.

Myth number 1

The biggest myth among homebuyers is that the lender with the lowest interest rate is the best lender. Here is why this may not be the case:

The advertised rates may not apply to the loan product you want.

The actual Annual Percentage

Jumping online or on the telephone to find lenders with the lowest rates, then, isn’t a smart first move. Start with the mortgage department of whichever bank or credit handles your personal banking. Ask about the APR; this figure includes not only the annual percentage rate on the loan, but the points and fees as well.

Then, contact a mortgage broker for the same information and compare the two quotes.

What else to look for

When you call or visit lenders, look into the following aspects of their loan products:

Ask if the rates are the lowest for the day or for the week and if they are for fixed rate or adjustable rate loans.

If you’ll be obtaining an adjustable rate mortgage, find out when the rates are expected to increase, how the payments will vary and whether or not you can look forward to a decreased payment if rates go down.

Ask the banker or broker to put the points into a dollar amount. This makes it easier to figure out just how much you’ll be paying for the loan and to compare it to other loans.

If the fees are lumped together under one category ask that they be broken down so you can better compare them to other loans.

If you’re going after a conventional loan, ask how much you’ll be required to pay as a down payment and, if private mortgage insurance is required, how much the monthly premium will be.

The lender is required to supply you with a Loan Estimate form within three days of applying for a mortgage. This form itemizes the loan’s terms and fees and, since all lenders use the same form, it is a handy way to compare loans between lenders.

Quick and easy projects

Home is where the heart is and now is a wonderful time to take advantage of opportunities to do quick, easy, at-home projects that may help to create order and calm. Organization tops the list as does creating environments that are calm and soothing.

Looking for some projects to do in your spare time? Here are some projects to help get you started.

Start in the kitchen. The kitchen is the heart of the house and where people spend a large amount of time. From organizing cupboards and shelves to pantries, refrigerators and drawers, organizing these areas can lead to a greater sense of calm.

Create an inviting home office. If possible, place your workspace or desk next to a window. Natural light goes a long way in fostering creativity and enhancing your work mood.

Prepare for warm weather. Warm weather is in place in many parts

of the country and just around the corner in others, so now is a good time to prep outdoor items such as furniture and grills.

Head into the bedrooms. Master bedrooms should be calm and soothing, while children’s bedrooms should feel fun, festive and inviting. Regardless of your desire, some of the best ways to achieve this are through the use of color, art and texture.

Implement systems and a schedule. Tired of items or tasks always being on the back burner? Create a weekly schedule in which certain tasks are performed. For example, performing laundry duties on Monday, cleaning your home on Wednesday and planning and executing meal prep on Sunday.

Finish small repairs. Whether it is that bathroom that needs to be re-caulked or that small area that needs a bit of touch up paint, taking on small repairs will lead to a more finished home.

Change light bulbs. Switching from lower wattage bulbs to those

with higher wattage is an easy, quick and affordable fix. Perform routine maintenance tasks such as checking for leaks or minor damage around your home. Additionally, check major appliances and systems that power your home.

Pack and purge. Now is the perfect time to get rid of any and all excess.

Evaluate and create a game plan. Sometimes the best road to complete

all of the items on your home “to do list” is to create a plan and execute in segments.

New home construction purchases

Owning a home is integral to the American Dream. Owning a home, built specifically for you, with the opportunity to choose colors, floor plan, appliances, and every detail, is truly unique and special!

Real estate markets experience cyclical patterns – they always have and they always will. Since I embarked on a career in real estate in 1978, I’ve observed numerous market fluctuations in Boulder Valley. The dynamics of real estate are inherently tied to market conditions: during slow periods, many homebuilders actively seek the assistance of Realtors® to facilitate home sales. Conversely, in a booming market, some builders aim to exclude Realtors from the transaction. When this occurs, many homebuyers find themselves navigating a complex transaction – often the most significant financial deal of their lives – without any representation. In the current competitive and swiftly evolving housing market, having someone who genuinely cares about your best interests is more crucial than ever.

Contracts utilized in new home subdivisions or by custom homebuilders for constructing a new home do not adhere to the standard Colorado Real Estate Commission approved form.

Typically drafted by the Builder’s Attorney in favor of the builder, it is advisable for the Buyer to engage their attorney for a thorough review of any contract related to new construction purchases. In instances where a property is substantially complete, a custom builder may permit the Realtor to create the contract using the Colorado Real Estate Commission-approved form. However, even if a home is fully finished, many new home subdivisions often only accept contracts that have been specifically prepared for that particular subdivision.

If market conditions permit, the potential homebuyer can usually

obtain a copy of the contract the homebuilder is using for their attorney or themselves to view at their convenience, before signing the contract. If the market is so hot that there is no time to get the contract before signing it, most homebuilders will allow a clause that gives the homebuyer a certain number of days to have their attorney review the contract. If a builder won’t allow such a clause, it should automatically make you question why.

When writing a contract with a custom homebuilder, the builder may or may not be receptive to any changes a homebuyer’s attorney suggests. Most large, new home companies won’t allow any changes to their contract and will adopt a “take it or leave it” attitude. In the case a buyer really wants the property, and the homebuilder refuses to make any of the changes at the buyer’s attorney’s suggestion, the attorney needs to make the buyer aware of any risks that they may be accepting.

Some questions you should keep in mind as you and/or your attorney review the contract for new construction are as follows:

1. Is there a deadline for completion at all? If there is a deadline for completion, is there any penalty to the homebuilder if the home isn’t ready for movein by the deadline?

2. What signifies completion? A Certificate of Occupancy? Can the builder close on a

Temporary Certificate of Occupancy?

3. How is an uncompleted item punch list made? When is the punch list considered too long so that the closing is delayed? Will the homebuilder escrow for uncompleted items?

4. How much is the deposit? Is it non-refundable? Are there any conditions for which it is refundable? Is there a specific performance or liquidated damages clause in the contract?

5. Is the buyer allowed access to the property during construction?

6. 6. Are change orders allowed? What is the process for change orders? Is there a charge for change orders?

7. 7. Are all promises made by the on-site salesperson done in writing?

8. 8. Are the plans and specifications detailed enough so that you know exactly what you are getting?

9. 9. What are “standard” items in the home? What are options?

10. Does the builder provide title insurance? Will there be owners’ extended coverage?

11. Does the builder pay any other closing costs?

12. Does the builder or the buyer obtain the construction loan?

13. What remedy does the buyer have if the seller/builder refuses to close? This may seem odd, but in an appreciating market, it could happen that the homebuilder might actually resell the property for more than the current contract price.

14. Provisions for “Acts of God”? Who provides homebuilder’s risk insurance if something happens to the home during construction such as wind or fire damage?

15. How is the Realtor representing the buyer being paid? Is there any conflict between the amount the builder is offering versus the amount agreed to in the Buyer Agency Agreement?

Builder Incentives

Builders frequently provide incentives when homebuyers opt for the builder’s own mortgage lender. Unfortunately, homebuyers often struggle to assess whether the offered incentive for using the in-house lender is genuinely beneficial. In some cases, the homebuyer may end up paying a higher interest rate throughout the loan’s duration to secure the incentive. A licensed lending professional representing the homebuyer can assist in evaluating whether the builder’s incentive offer aligns with the homebuyer’s best interests or not.

Builder Warranties on New Homes

Builders offer a variety of warranties. When purchasing a new home, the individual builder should provide a copy of their warranty. If a builder’s warranty is not backed by a separate insurance company, the warranty is only as strong as the builder is. Even if a warranty is backed by another insurance company, it is still not a 100% guarantee that there will be backing in the event of a construction problem.

It is crucial to engage with your Realtor, Attorney and Lending Professional to ensure a comprehensive understanding of the Builder contract and the entire transaction.

That said, buyers who are seeking the ease of mainfloor living or empty nesters looking to downsize are finding the limited inventory of single-floor homes in northern Colorado frustrating at best.
