Fannie Mae changes in 2016 make home buying easier With home prices rising in most of the counties across Colorado, many hopeful homebuyers are left wondering how they will secure a loan to cover the purchase price of a home in their chosen area. In the past, options would have been very limited for the average buyer. However, many of the Fannie Mae changes in 2016 will open the door for more prospective borrowers who are shopping in the higherpriced areas of Colorado. For the nation as a whole, the most common type of loan is known as a conforming loan. All this means is that the loan conforms to the guidelines that have been set forth by Fannie Mae and Freddie Mac. Of these parameters, it is the actual size of the loan that consumers tend to notice first. As of 2013, the size limit for conforming loans is $417,000. That is not going to get you very far in some of the pricier areas of Boulder or Denver counties. If your loan amount exceeds $417,000, you may venture into jumbo loan territory. Because jumbo loans are not

backed by Fannie Mae and Freddie Mac, lenders have created very restrictive guidelines in order to minimize their risk. The primary reasons for borrower reluctance has been that jumbo loans require a higher down payment and extensive documentation, which is simply not feasible for some homebuyers. These institutions began offering somewhat better interest rates and more flexibility for jumbo borrowers in recent years, but this still has not been a favorite loan option for many. Fortunately, there is a reasonable middle ground between the generally inadequate conforming loans and costly jumbo loans. Each year, the Federal Housing Finance Agency evaluates home

they have higher interest rates. However, when you consider the alternatives that are available to buyers in high-cost areas, that is a small price to pay. It should come as no surprise that Boulder and Denver counties both qualify as high-cost areas, so if you are interested in purchasing a home in one of these locations, a high balance conforming loan is definitely something to consider. In addition to lowering the down payment requirement, Fannie Mae has also increased our high balance limits. In Boulder County, the new limit is $474,950, and in Denver County, the new limit is $458,850. This means that buyers in Boulder County would be able to purchase a home up to $500,000 with just 5% down; in Denver, the purchase price would be

prices in high-cost areas across the nation. Based on this information, separate conforming loan limits are set for individual counties with higher-than-average home prices. We refer to loans that fall into this category as high balance conforming loans. High balance conforming loans are an excellent solution for homebuyers who wish to borrow an amount just slightly over the conforming limit of $417,000, but would rather not take out a jumbo loan. This type of mortgage is also a great choice for buyers who may not have enough of a down payment to cover 20% of their purchase price. In the past, high balance loans required borrowers to pay a 10% down payment. That requirement has now been reduced to just 5%. Let’s put that into perspective. In the case of a $450,000 home, this means a buyer would need to come up with $22,500 less. For the average borrower, that number can make all the difference in the world. It’s important to note that the drawback to high balance loans is that

“Payback” rises on remodeling projects BOULDER – Home sellers considering a remodel to add curb appeal to their home will be glad to know that the return on investment is likely higher this year than last. But not all remodeling projects are created equal when it comes to the “payback” value, or how much of the cost of the renovation you will get back upon resale. According to the Remodeling 2016 Cost vs. Value Report, costvsvalue.com, eight of the top 10 highest payback projects nationwide are exterior projects such as manufactured stone veneer, new siding or exterior decks. In Denver, the highest return is on the addition of manufactured stone

RE/MAX of Boulder veneer, reported to return nearly 100 percent of the average cost of $7,511. Next up is attic insulation with an 87.4% home resale return on $1,272 in cost. Minor kitchen remodels (averaging $19,744) will return 87 percent; while engineered siding replacement with a cost of $13,695 will payback 83.7 percent.

Getting ready to buy a home in 2016 LOVELAND - Things are constantly changing in the real estate industry. Market conditions fluctuate and mortgage qualification criteria get revised. This has certainly been true over the last six months. If you are looking to buy a home in 2016, there are things that you can do to make your life a lot easier when it comes time to buy. Here are a few helpful tips to remember. Getting your paperwork lined up Mortgage companies are asking for more documentation these days. After you complete your taxes over these next couple of months, make sure to keep a copy of your tax return on-hand. In fact, look up your tax return from last year as well since you will likely be asked for both. Knowing when it is time to move By Saul Rosenthal, Colorado Association of Realtors® Q: What are some of the signs that the time may be right to sell my current home? A: Spring and summer are the two seasons in the United States when the majority of homes are bought and sold. Experts point to the prospect of better weather and the approaching end of the school year as motivators for both sellers and buyers. In Colorado we generally see a significant spike in home sales starting in April and continuing into early Fall. There are many reasons people decide it’s time for a new home. Some of these have to do with changing lifestyle issues. A growing family, health problems, becoming an empty nester or simply no longer wanting to take care of a large home or yard can signal that the time is right to move on. Or, perhaps a new job or the need to change schools means moving to another community. You may sense that your current community is becoming run-down or no longer offers the amenities you once enjoyed. Friends, neighbors or family may have moved away and you are feeling more isolated. Whatever the reason you decide to sell and look for a new home, you should make certain that the market is right financially. Over the last several years interest rates have remained at historically low levels and the inventory of homes available to purchase has also been quite low in most places in Colorado. Where rental rates are high or have been rising, the cost of owning a home becomes more attractive,
bringing new buyers into the market. Rising prices over the last two years have many people thinking the time is right to sell. The important thing is to sell your current home when you need to or want to. Real estate has proven to be one of the best long-term investments and so financial experts advise against “chasing the market” just to try and make money when your current home still meets your needs and is appreciating in value. Before you make the decision to move, consult a Realtor® with experience in your neighborhood and who understands your home’s value, how the market is currently performing and what your options might be for a new home in your ideal price range. The next step towards selling your current home is to carefully assess your own financial status. Do you have the recommended three to six months of living expenses in an emergency fun to help with the transition? After paying off the loan on your current home, will you be left with enough equity to cover a 20 percent down payment on another property? Many buyers now expect sellers to cover what are called “closing costs,” which include a variety of fees, reserves set aside for insurance and property taxes, an appraisal and

other items and many lenders encourage sellers to cover these costs so as to make sure buyers are not overextending themselves with both the down payment and closing fees. These fees can run into the thousands of dollars, often coming out of the equity you’ve accumulated. Do you have the funds available to upgrade, repair, replace, paint, landscape and otherwise prepare your home for sale? Finally, moving is an expense in itself. There will be costs to pack up your belongings, hire a company to move at least your heaviest and largest of items, get your cars or recreational vehicles to their new home and transport the family. Aluminum wiring In the late 1960s and early 1970s aluminum wiring was sometimes substituted for copper wiring in residential electrical systems due to the sudden escalating price of copper. Although properly maintained aluminum wiring is acceptable, aluminum will generally become defective faster than copper due to qualities in the metal. If an inspection reveals a home has aluminum wiring the inspector should suggest it be evaluated by a qualified electrician who is experienced in evaluating and correcting aluminum wiring problems. Not all licensed electricians are properly trained to deal with defective aluminum wiring. The Consumer Product Safety Commission recommends two methods of correction for aluminum wiring: Rewire the

Vegetable Troubleshooting Workshop prepares you for spring BOULDER COUNTY – Vegetable gardeners are some of the biggest dreamers I know. Each winter, we either forget the insults to our crops or gloss over the memories of the worst parts last year. We nod over catalogs and stare out the window, imagining the garden in its upcoming bounty. But the garden doesn’t forget, or at least the thugs that spend their time out there don’t. Insects and diseases that overwinter in fallen leaves or garden detritus return each season, rising from the debris to feast on our vegetables. Just as we’re dusting the dirt from our hands after planting, we see the first seedling of spring, and the sleepy dream of winter is knocked out cold by a delicate sprout that grows into bindweed or kochia. Gardening through the challenges is just how we roll, but if you’re looking to increase your success, the best advice is: know your enemy. Colorado State University Extension is helping you do that with its Vegetable Troubleshooting Workshop, Friday and Saturday, March 18 and 19, 9 a.m. to 4:30 p.m. at the Clerk and Recorder’s building, 1750 33rd St.,

in Boulder (vegetabletroubleshooting. eventbrite.com). The two-day workshop is designed to cover all of the thugs, bugs and disorderly conduct that can occur in the vegetable patch. Understanding your soil is the foundation of successful gardening, and Dr. Jean Reeder, retired soil researcher, kicks off the workshop with Soil Savvy, a look at the most fundamental component of a healthy garden. This class discusses how to interpret the data provided by a soil test, and how to incorporate knowledge of basic soil properties into management practices. Reeder then dives into fertilizers and amendments, demystifying the differences between organic amendments and organic fertilizers, organic and inorganic fertilizers, and mulches and cover crops. She’ll discuss
the different types of amendments and fertilizers available, criteria for evaluating the quality of an amendment, and determining whether or not plants would benefit them. Weeds and diseases that seem to spring out of nowhere are topics covered by Dr. Tamla Blunt, Director of CSU’s Plant Diagnostic Clinic in Ft. Collins. Where weeds come from and what they want, plus which ones are common and controllable are discussed, before Blunt talks about spores, molds, fungus, bacteria and viruses. Problems caused by non-living factors, called abiotic disorders, are some of the most elusive problems to track down. Like Goldilocks, sometimes the plant’s worst enemy is that it’s too hot or too cold, when it wants it to be just right. Environmental, nutritional, or operator error all play into whether plants thrive or die. Mary Small, state coordinator of the Colorado Master Gardener Program and plant pathologist, helps you learn to spot the difference between disease and disorder, plus an overview of nutrients
and how they work in plants. She also tackles information on pesticides, helping you understand what organic vs organically labeled means. Rounding out the discussion of thugs is myself, talking about insects, both pest and beneficial. Not everyone enjoys a bit of protein in their salad that comes with six legs, but not every bug is an enemy. Learn which ones are munching marauders and which ones are the good guys, and how to control – or encourage – them. We won’t send you off on a low note, though, so stay until the end when we discuss Post Harvest Handling of your bounty. Get tips for treating your produce to the care it deserves after it’s plucked from the vine.
