Still green and still great: National tree program marks 40 years of greening U.S. streets (BPT) - Apple computers, the rock band U2, “Rocky” and two national football teams - of all the things that turn 40 in 2016, none have transformed the American landscape as definitively and beautifully as the Arbor Day Foundation’s Tree City USA program. Since its inception with partners from the National Association of State Foresters and the United States Forest Service in 1976, the program has supported and recognized tree sustainability programs in more than 3,400 American cities, inhabited by more than 135 million people. The thousands of Tree City USA municipalities meet core standards of sound urban forestry management, including: • Having a tree board or department charged with caring for the community’s trees. • Adopting a tree ordinance that provides clear guidance for planting, maintaining and removing trees in public spaces like parks and along streets. • Spending at least $2 per citizen on a community forestry program. • Observing Arbor Day

with a formalized Arbor Day celebration. “Meeting these core standards means a community is committed to keeping its trees healthy and public spaces green,” says Dan Lambe, president of the Arbor Day Foundation. “Everyone benefits when elected officials, volunteers and committed citizens make smart investments in urban forests. Trees bring shade to our homes and beauty to our neighborhoods, along with numerous economic, social and environmental benefits.” Not only does the Tree City USA designation make communities beautiful, other benefits include: • Homes with trees as part of their landscaping are worth more. A study by the U.S. Forest Service’s Pacific Northwest Station in Portland, Oregon found homes with trees between the sidewalk and street sold for $7,130 more, on average, than homes that didn’t have trees by the street. What’s more, neighboring homes see their home values boosted more than $1,600, even though the trees aren’t on their property. • Trees make shoppers happy; a study published

control storm water runoff, reduce flooding risks and make public areas more beautiful and appealing. Any community meeting the program’s four core standards is eligible to become a Tree City, and 16 of the current 3,400-plus participating communities are celebrating their 40th anniversary with the program. The smallest tree city is Sibley, North Dakota with a population of just 28 people, and the largest is New York, with a

population of more than 8.4 million. Ohio is the state with the most Tree Cities - 242. Every state has at least one Tree City. Although 3,400 active communities are already Tree Cities, there is still work to be done. Boulder-area home sales warm up for spring BOULDER - The first month of the 2016 home buying season signaled that healthy spring sales are on tap for Boulder County. Despite a snowy second half of March, Boulderarea buyers showed up in greater numbers than they have so far this year, and indications suggest that trend is likely to continue. Single-family home sales in the Boulder-area increased by 25 percent compared to February 2016 – 314 units sold versus 251. Condominium and townhome sales also rose, marking 16 percent growth month-over-month with 87 units sold versus 75. “Sales are off to a healthy start in Boulderarea markets,” said Ken Hotard, vice president of public affairs for the

He added that the slow down he is anticipating for the 2016 housing markets, which is reflected in yearto-date sales, “appears to be continuing through March.” Year-to-date, singlefamily home sales in the Boulder-area fell 14.7 percent through March 2016, with 750 homes

sold versus 879. Sales of condominiums and townhomes also dropped 24.8 percent year-to-date with 251 units sold versus 334 for the same period in 2015. Inventory – one of the ongoing challenges in Boulder-area housing – improved for single family and attached dwellings. The number of singlefamily homes for sale grew by 9.8 percent compared to February 2016 – 628 units compared to 572 – while townhome and condo inventory improved by 18.2 percent – 91 units versus 77 – month-overmonth. Hotard noted that while housing prices “softened somewhat month over month in March, the upward trajectory continued year-over-year in all but a couple of

market areas.” Average single-family sales price declined in Lyons and Niwot yearover-year, 7.7 and 2.7 percent respectively. But in other single-family and attached dwelling markets, average sales price continued to climb. “The Boulder-area housing market has been on a steady course for the last three years with inventory pressure and pricing challenges, and it’s unlikely to change,” he said. With inventory up in much of Boulder County and price increases slowing through March, he said these are signs that should signal buyers that this is a time to get into the market. Nationally 40 percent of housing sales occur during March, April, May and

Home inspections: How long and how much? BOULDER – As a home inspector I can tell you most inspections take between two and three hours at the site. There are several variables that effect the time an inspection will take: The size of the home, number of systems to be inspected, condition and age of the property, ease of access to areas to be inspected (crawl space and attic for example); weather conditions (rain, snow or extreme heat can slow the inspection time).

The amount of questions the client has during the inspection is also a factor. It is recommended the client have a list of questions for the inspector about the property. The inspector can then address those questions or investigate a specific area further. An average report will take two to three office hours to complete including research, editing/ inserting photos and proof reading the report. A home

Lab fees for any samples collected will vary, based upon the tests to be run. In most cases, yard problems are due to how the lawn is cared for, and homeowners can cure

HomePath financing for Fannie Mae properties LOVELAND – If you’re on the market for a home, you may come across some properties owned by Fannie Mae. These are properties that were previously foreclosed. Some of them are in good condition while others may be in need of extensive repairs. A special financing program, called HomePath, is available for these properties and offers some great features.

HomePath financing availability To take advantage of HomePath financing, you must use a local mortgage company, bank or credit union that is authorized to provide this program. There are actually two different programs. The first is HomePath

Mortgage, which applies to properties that are in move-in condition. HomePath Renovation Mortgage applies to properties needing extensive repair and allows home buyers to roll in certain repair costs. Program advantages Both HomePath

Mortgage and HomePath Renovation Mortgage may be used to purchase primary residences, vacation properties, or investment properties. The down payment may be as low as 5%. Sellers are allowed to help pay closing costs. Closing cost and down payment funds can even be gifted (or in some cases loaned) to the buyer. Mortgage insurance is not required. Both fixed and variable rate options are available. Overall, these loans have some great options and terms for home buyers to consider. Appraisal requirements Appraisals are not required for the regular HomePath Mortgages.

HomePath Renovation Mortgages, however, do require an appraisal to estimate the postrenovation value. This helps determine how much repair costs buyers may roll in. The limit must be no higher than $35,000 or 35% of the estimated post-renovation value (according to the appraisal). Getting started Although most home buyers would not obtain a pre-approval for HomePath financing unless they intend to purchase a Fannie-Mae owned property, it may be helpful to know in advance whether your lender can offer this program. This will

simplify the pre-approval process should you select a qualified property. When considering any loan programs, it is important to understand all of the pros and cons. This will help you make an educated decision on which option works best for you. Keep in mind that some fees/requirements are lender specific (rather than program-specific). By Angie Hicks, Angie’s List (TNS) Dear Angie: Does a homeowner pay for permits on an interior/ exterior home remodel, or the contractor running the entire job? – Cara P., Chicago Dear Cara: Typically, contractors will include permit costs as a part of their bid. But it's important that your contractor is the one who obtains and pays for the permit. Why permits should be issued in your contractor's name Contractors who don't agree to pull permits directly may have something to hide, and you could be held liable for problems down the road if your name is listed on a permit instead of the April 29-30, 2016

contractor. Permits are usually required for projects involving electrical, plumbing or HVAC work, and for any major structural changes to your house. Permit requirements and fees vary by city and state, so check local regulations as you plan your project. When a reputable contractor bids on a project, that bid should include the cost of any required permits. So, your money is ultimately covering the permit cost, but the permits should be issued to your contractor. If a contractor hesitates to apply for a permit or suggests you pull the permits yourself, consider it a red flag. First, you're paying the contractor a considerable amount of

money for their services, including securing permits for the job. Second, you need to know why a contractor doesn't want their name on the permits. Why permits should not be issued in your name If a contractor hesitates to apply for the permit directly, it may mean they've had previous problems working with the city, or are unlicensed. Applying for the permit yourself can also cost you if there are questions or problems with the project after it starts. If a city inspector has questions about the project happening at your home, they're going to seek answers from the person named on the permit. We just got back from the spring High Point Market, the largest home furnishings industry show in the world, where we were dazzled by the newest looks in interior design. While I’m still flying high, I had to tell you about my favorite trends for 2016. Our team was wowed by the consistent theme we saw at market: designers celebrating the past by reinterpreting classic styles with a fresh new eye. It is right in sync with our look: the new traditional. I lost my heart years ago to timeless furnishings. But I like to keep a classic style lively by punching it up with a few modern or contemporary pieces. The designers at market this spring gave us lots to play with! Wood furniture: something old & something new We have not carried classic claw-foot tables for years, but this sensational table captured my heart. Check out this designer’s interesting new read on “claw foot”... the toes of the claw are spread to perch on top of a Lucite ball. Talk about a conversation piece! For those of us who live with lots of books, finding great bookcases is a must. This charming painted chest brings in a fun floral shape to give the glassed doors a playful look. in now. Some designers embraced a bold mix of saturated hues and unapologetic patterns, like wide stripes. Others used quiet neutrals in a mix of textures to tell a room’s story. I’m not super crazy about designers picking one look and forcing it on all of us. So I was excited to see so many different styles embraced in upholstered furniture this year, from a casual farmhouse feel to midcentury modern and reinvented antiques. In furniture upholstery right now, everything goes. We saw the range, from very casual textiles, which would be at home in my cottage, to sublimely sophisticated fabrics, like a tone-on-tone shadow print, the new answer to damask patterns of old.
