Boulder ranks No. 3 for artists per capita BOULDER – With Boulder’s strong arts community, it stands to reason there are a lot of artists who choose to live here, nestled TOM next to the KALINSKI Flatirons. And it’s true, RE/MAX of Boulder according to a recent report by the National Endowment for the Arts (NEA). Compared to the rest of the nation, there are a lot of artists among us. In fact, Boulder ranks third for the number of artists per capita among 367 metropolitan areas across the nation, trailing only Santa Fe and Los Angeles, according to the NEA report, Creativity Connects. Artists in some neighboring Colorado metros make up just over 1.5 percent or less of the total civilian labor force, with Denver-AuroraBroomfield at 1.6 percent and Fort Collins-Loveland at 1.5 percent. The report focuses on the needs of artists in a world of accelerating change, examining pertinent issues for artists in today’s world including: - Funding and training
- Technology - The gig economy - Student debt - Growth of crossdisciplinary work Along with other worker segments, the report shows artists face challenges presented by economic conditions. “This exhaustive study of artists in the workforce aligns with findings in Boulder’s Community Cultural Plan,” says Matt Chasansky, manager of the Boulder Office of Arts and Culture. Currently, the Boulder Office of Arts and Culture is implementing programs to advance Boulder’s arts as a part of Boulder’s Community Cultural Plan, including cultural grants, public art, initiatives for artists, the creative economy, and research. Adopted in November 2015 by the Boulder City Council, a community priority is to “create a supportive environment for artists and creative professionals while fostering innovative thinking and leadership among them.” As a part of Boulder’s plan, there are a number of programs for artists. Other findings of the NEA’s Creativity Connects report are: - Across America, the population of artists is growing and diversifying, and norms about who is considered an artist are changing. - Substantial numbers of artists now work in interdisciplinary and transdisciplinary ways. - Many artists are finding work as artists in non-arts contexts. - Artists are pursuing new opportunities to work entrepreneurially. - Technology is altering the context and economics of artists’ work. - Artists share challenging economic conditions with other segments of the workforce. - Structural inequities in the artists’ ecosystem mirror inequities in society more broadly. - Training is not keeping pace with artists’ evolving needs and opportunities. - Artist fellowships, grants, and awards are not responding to new ways of working. The Creativity Connects report was initiated as a part
of the NEA’s 50th anniversary and produced in collaboration with the Center for Cultural Innovation. The report presents an updated picture of the world in which artists operate and offers suggestions for addressing the identified challenges to artists’ success. The CCI research team and NEA staff conducted 65 indepth interviews, convened 10 roundtables across the country, reviewed more than 300 documents, gathered more than 30 field experts to review the initial findings, and commissioned 18 online essays written by leaders in the field and available at Creativz.us and on the NEA website. First-time buyers steer existing-home sales higher in September WASHINGTON – Existinghome sales rebounded strongly in September and were propelled by sales from first-time buyers reaching a 34 percent share, which is a high not seen in over four years, according to the National Association of Realtors®. All major regions saw an increase in closings last month, and distressed sales fell to a new low of four percent of the market. Total existing-home sales, which are completed transactions that include singlefamily homes, townhomes, condominiums and co-ops, hiked 3.2 percent to a seasonally adjusted annual rate of 5.47 million in September from a downwardly revised 5.30 million in August. After last month’s gain, sales are at their highest pace since June (5.57 million) and are 0.6 percent above a year ago (5.44 million). Lawrence Yun, NAR chief economist, says the twomonth slump in existing sales reversed course convincingly in September. “The home search over the past several months for a lot of prospective buyers, and especially for first-time buyers, took longer than usual because of the competition for the minimal amount of homes for sale,” he said. “Most families and move-up buyers look to close before the new school year starts. Their diminishing presence from the market towards the end of summer created more opportunities for aspiring first-time homeowners to buy last month.” The median existing-home price for all housing types in September was $234,200, up 5.6 percent from September 2015 ($221,700). September’s price increase marks the 55th consecutive month of year-overyear gains. Total housing inventory at the end of September rose 1.5 percent to 2.04 million existing homes available for sale, but is still 6.8 percent lower than a year ago (2.19 million) and has now fallen year-over-year for 16 straight months. Unsold inventory is at a 4.5-month 6

supply at the current sales pace, which is down from 4.6 months in August. “Inventory has been extremely tight all year and is unlikely to improve now that the seasonal decline in listings is about to kick in,” added Yun. “Unfortunately, there won’t be much relief from new home construction, which continues to be grossly inadequate in relation to demand.” Matching the highest share since July 2012, first-time buyers were 34 percent of sales in September, which is up from 31 percent in August and 29 percent a year ago. First-time buyers represented 30 percent of sales in all of 2015. “There’s hope the leap in sales to first-time buyers can stick through the rest of the year and into next spring,” explained Yun. “The market fundamentals – primarily consistent job gains and affordable mortgage rates – are there for the steady rise in first-timers needed to finally reverse the decline in the homeownership rate.” On the topic of first-time buyers, NAR President Tom Salomone, broker-owner of Real Estate II Inc. in Coral Springs, Florida said governmentsponsored enterprises Fannie Mae and Freddie Mac have a duty to ensure there’s access to mortgage credit for creditworthy borrowers wanting to buy a home. “Unfortunately, overly burdensome fees at the GSEs are making homeownership difficult for moderate-income buyers. Fannie and Freddie can reduce the cost of borrowing while still protecting taxpayers, and we’re hopeful they’ll take these steps to ensure prospective buyers are able to enter the market,” he said. According to Freddie Mac, the average commitment rate for a 30-year, conventional, fixed-rate mortgage inched up in September for the first time since March, rising to 3.46 percent from 3.44 percent in August. The average commitment rate for all of 2015 was 3.85 percent. Distressed sales – foreclosures

and short sales – fell to a new low of 4 percent in September (since NAR began tracking in October 2008), down from five percent in August and seven percent a year ago. Three percent of September sales were foreclosures and one percent were short sales. Foreclosures sold for an average discount of 15 percent below market value in September (12 percent in August), while short sales were discounted 11 percent (14 percent in August). Properties typically stayed on the market for 39 days in September, up from 36 days in August but down considerably from a year ago (49 days). Short sales were on the market the longest at a median of 118 days in September, while foreclosures sold in 67 days and nondistressed homes took 38 days. Forty-four percent of homes sold in September were on the market for less than a month. Inventory data from Realtor.com® reveals that the metropolitan statistical areas where listings stayed on the market the shortest amount of time in September were San Jose-Sunnyvale-Santa Clara, Calif., 34 days; San FranciscoOakland-Hayward, Calif., 35 days; Seattle-TacomaBellevue, Wash., 38 days; and Denver-Aurora-Lakewood, Colo., and Salt Lake City, Utah, both at 39 days. All-cash sales were 21 percent of transactions in September, down from 22 percent in August and 24 percent a year ago. Individual investors, who account for many cash sales, purchased 14 percent of homes in September, up from 13 percent both in August and a year ago. Sixty-five percent of investors paid in cash in

Single-family and condo/co-op sales Single-family home sales increased 4.1 percent to a seasonally adjusted annual rate of 4.86 million in September from 4.67 million in August, and are now 0.6 percent above the 4.83 million pace a year ago. The median existing singlefamily home price was $235,700 in September, up 5.6 percent from September 2015. Existing condominium and coop sales declined 3.2 percent to a seasonally adjusted annual rate of 610,000 units in September from 630,000 in August, and are unchanged from a year ago. The median existing condo price was $222,100 in September, which is 6.1 percent above a year ago. September existing-home sales in the Northeast leapt 5.7 percent to an annual rate of 740,000, which is unchanged from a year ago. The median price in the Northeast was $261,600, which is 2.1 percent above September 2015. In the Midwest, existinghome sales grew 3.9 percent to an annual rate of 1.32 million in September, and are now 2.3 percent above a year ago. The median price in the Midwest was $184,500, up 5.9 percent from a year ago. Existing-home sales in the South in September ticked up 0.9 percent to an annual rate of 2.16 million, but are still 0.9 percent below September 2015. The median price in the South was $204,000, up 6.6 percent from a year ago. Existing-home sales in the West jumped 5.0 percent to an annual rate of 1.25 million in September, and are now 1.6 percent higher than a year ago. The median price in the West was $345,400, up 8.1 percent from September 2015. 9 tips to ensure your mortgage preapproval remains intact until closing By Dana Dratch, Bankrate.com (TNS) You’re preapproved for a mortgage, however, the deal isn’t sealed until you leave the closing table. What you do between now and then can help, hurt or kill your pending loan application. So what can you do (and what should you avoid doing) to make sure your closing goes off as planned? Review the loan commitment “There have been dozens of regulatory changes in recent years,” says Staci Titsworth, vice president and regional manager for PNC Mortgage. “Review the loan commitment for any outstanding conditions,” she says. “It will say what conditions need to be met.” So even though you’ve been provisionally approved, the lender might need more information about such things as gaps in your resume, an explanation as to where those down payment dollars came from and updated salary numbers. Don’t set yourself up to be ‘house-poor’ When you get approved for a $300,000 home loan, that doesn’t mean you can buy a $300,000 home. That monthly payment will likely include other costs that aren’t reflected in the sales price, such as homeowners association dues, property taxes, flood or storm insurance and private mortgage insurance, says Titsworth. Think about the monthly payment that’s comfortable for you, says Katie Miller, vice president of mortgage lending for Navy Federal Credit Union. Just because a lender is willing to give you a certain amount doesn’t mean you have to take it all. Draft a shopping budget based on the loan terms and the monthly payment that’s comfortable. Create a paper trail 8

Be scrupulous in documenting every dollar that doesn’t come from your regular income, says Titsworth. Today’s homebuying regulations are a lot stricter. You probably think that once you’ve been preapproved for a loan, you can stop putting away savings for your new home. Not so, says Barry Zigas, director of housing policy for the Consumer Federation of America. The rules aren’t more forgiving for repeat buyers When you buy a home, there are five C’s, says Titsworth. And these are the things that are analyzed by underwriters _ the experts who crunch the numbers on your loan and your ability to repay it: – Credit – Capability – Collateral – Character – Cash

Maintain a stable financial holding pattern until after the closing, says Miller.
Underwriters don’t make allowances for new or repeat buyers, she says. Since underwriting is federally regulated and the number of times you’ve purchased a home isn’t a factor, underwriters won’t even know whether you’re a newbie buyer or a seasoned pro, says Titsworth.
Pay bills on time Lenders see late payments as a sign of financial stress _ reasoning that if you had the money, you’d pay bills on time. The effect of a late payment will vary with your history, says Titsworth. Continue to display the good behavior that got you that mortgage preapproval in the first place. Make sure everything is paid on or before the due date. Never let anything lapse 30 days. And just in case you have a creditor who’s slow to credit your on-time payments or who may have reported a payment late when it wasn’t, use a method that allows you to demonstrate when you paid _ like an electronic check or a paper check sent by certified mail.
No big buys (without consulting the lender) Until you leave the closing table, the mortgage lender is your new financial quarterback. That means no big purchases with cash or credit cards unless you run it past the lender first, says Titsworth. The lender has to assess your debt-to-income ratio and your ability to repay the loan, and suddenly depleting your cash or running up card balances can alter those numbers, she says. Both lenders and their regulators want to know if those numbers change, says Titsworth. And if that debt-to-income ratio changes too much, it could cost you the loan, says Miller.
No new credit During the phase between mortgage preapproval and closing, your mortgage lender wants to be the only new creditor in your life. Each time you apply for credit, several things happen simultaneously. The request alone can lower your score, according to FICO, the company that pioneered credit scoring. If you get new credit and use it, your debt load will go up. If you don’t use it, your access to more credit (and debt) could still scare your mortgage lender. When any of your financial numbers change, lenders will likely need to re-evaluate their mortgage offer. That means the

institution could also decide to loan less money, charge a higher rate or not make the loan at all. “We certainly see situations where the car lease will run out” just before or after someone is approved for a home loan, she says. And that new lease is $50 to $100 more. Don’t co-sign When you co-sign a loan, that debt goes on your credit history and counts as one of your own. That means lenders include the entire balance as if it’s yours alone when they calculate your debt-to-income ratio, says Titsworth. So even if the borrower pays every bill on time and you never have to contribute a dollar, cosigning could still impact your ability to borrow. Even after the closing, a homeowner “should give serious consideration to the financial implications should they be left holding the bag,” says Bruce McClary, spokesman for the National Foundation for Credit Counseling. Read your closing docs Lenders are now required to share the closing documents before the closing, so read them and get familiar with them, says Zigas. If you don’t understand what you’re reading, this could also be the time to hire a real estate attorney who represents you alone. Get ready for virtual reality in real estate By Ely Portillo The Charlotte Observer (TNS) CHARLOTTE – The next time you buy a house, remodel something or rent a new office, your first view of it might be through a virtual reality headset. The technology, proponents say, offers architects and real estate brokers an easy way to show off new properties, and a cheaper and quicker way to make changes to proposed designs. Interior Architects, a national firm that opened a Charlotte office about three years ago, is using virtual reality to give clients tours of new offices before they’re designed. That lets people “walk” through a new office, looking around and seeing everything as it’s being designed. They can move through the space with a controller, and, wearing the headset, get a full 360-degree view of the space. Clients can point out things they don’t like and change them on the fly, in minutes. Virtual reality is replacing costly renderings, which can run $2,500 a pop and are outdated as soon as a client asks for a change. “They’re static, they’re very expensive,” Doug Gigi, head of Interior Architects’ Charlotte office, said of traditional renderings. “Clients don’t know

But she doesn’t think it will be long before the technology makes its way into the local residential real estate market. The technology

could be even more useful selling future houses before models are built, Brisson-Kuester said. Nationally, high-end real estate brokerage Sotheby’s is using virtual reality to sell luxury houses in Los Angeles, the Hamptons and New York City. For now, virtual reality works best with high-end houses, because it can cost several hundred dollars to create a good scan of the house. For Interior Architects, the potential uses of virtual reality go beyond simple tours. They’re sending clients headsets and cheaper “goggles” that simulate a virtual reality experience with a smartphone. That means clients can download new renderings of their spaces in real time and collaborate remotely on the
design. Such technology can also be used to give employees tours of their offices when companies move, or as a recruiting tool to show potential employees where they will work. “When you actually stand in that room, it’s different,” said Guy Messick, of Interior Architects, on a virtual reality experience vs. looking at two-dimensional drawings or renderings. He’s had customers readily agree to add more expensive finishes to projects once they see them in virtual reality – something that didn’t happen commonly before virtual reality. “I haven’t had that happen too many times in my career and I’ve been doing this a long time,” said Messick.

Tips for using beautiful brown in your space By Cathy Hobbs Tribune News Service (TNS) Much admired for the warmth and coziness it brings to a space, brown remains one of the most versatile colors to use in a color scheme. Softer and not as harsh as black, brown can serve as a foundation color from which other colors can be paired without competing. Here are my top design recipes tips. 1. Don’t be afraid to pair brown with pale colors. Brown is a wonderful complement to colors such as powder pink, soft blue and even lavender. 2. Consider using different shades of brown in your space. A combination of light, medium and darker brown can make a luxurious statement. 3. Pair brown with pure white. The contrast can make a bold color palette. 4. Use wood pieces as a way to infuse brown into your space. 5. Look for interesting and
creative ways to introduce brown into your space such as in artwork, accessories or small pieces such as coffee tables. 6. Tints, tones and shades of brown can be used in the same space to create a cohesive look. 7. Don’t be afraid to pair brown with bright bold colors such as chartreuse, hot pink or a bold lime green. These color combinations are both modern and fresh. 8. Consider painting an accent wall or small space such as a bathroom the color brown. Spider slander spins Facebook debate BOULDER – Facebook is an interesting place where, when you post your opinion, it results in a flurry of counterpoints, accusations, CAROL emotional O’MEARA outbursts, Colorado State University Extension and outright banishment. A sane person would avoid stirring up controversy. But it’s October and I can’t help myself; I’ve been posting photos and sayings that I hope will sway the hearts and minds of my Facebook friends. Their reactions were swift and vicious; they’d been expecting this. They’d readied their arguments and prepared to block me. Their reasons? Because I’ve declared that October is spider awareness month on my Facebook page, and they get treated to a spider, or two, every

day of the month. Spiders aren’t everyone’s cup of tea, although a great many people tell me they don’t mind them. But post a full-color video of a tarantula molting - appearing to pulsate out of its exoskeleton – and people lose their minds (view it on National Geographic’s link facebook.com/natgeo/
videos/10154000430193951). Even benign posts like the Peacock spider dancing the YMCA caused a stir (you’ll want to see this one too, at youtu.be/xYIUFEQeh3g). It seems neither an up close look at their personal lives nor a fanciful dance off can change people’s minds. Spiders are often encountered in homes, but contrary to popular belief, they’re not trying to colonize the house. We notice the males in fall as they wander around searching for a mate. This and the territoriality of their natures often mean they blunder into our homes. While a wrong turn looking for romance is a noble mistake, the truth is, we live with spiders year-round. They’re already in the house. Smaller spiders, especially juveniles, live alongside us. With the exception of the black widow, there’s no reason to be afraid of Colorado spiders – they’re not a threat to us and anyone with a shoe could overpower one. If you don’t want spiders in your house, disturb areas favored by
arachnids. Vacuuming regularly in corners, closets or underneath furniture can whisk away small spiders and disrupt webs of larger ones. Glue board traps located near sources of free moisture, such as behind the toilet, can capture spiders for removal. Spiders also dislike places where human activity is frequent, preferring their digs remain undisturbed. The notion that a web is strong enough to hold a toddler, pet or hapless neighbor is better suited to Halloween movies and novels. A basement room kept mostly in darkness is an enticing haunt for spiders, many of which are nocturnal. Houses are rarely spider-free, and this is of benefit to us, despite a Facebookers memes thanking Thor for the lightning bolt that killed the spider. Spiders make excellent roommates by helping control household insects, like fungus gnats, flies and other pests. Should you want to reduce the number of spiders migrating into your home, make sure all screens are whole, weather stripping around doors and windows tight, and caulking any cracks in the foundation. Fortunately, professionals can diagnose and fix most problems with flat-screen TVs. Here’s what to consider if that TV stops working, and what you can expect to pay for a new TV.

Television repair experts can find causes and solutions for most flat-screen problems. Before hiring a television repair expert, consider what you paid for the TV. If it’s a smaller set that was less than $200, consider buying a new one. Otherwise, the costs of service charges, parts and labor will exceed the value of the television, says Craig Siplin, owner of Cleveland Classic TV in Cleveland. “Anything under 32 inches isn’t even worth fixing,” Siplin says. The most common problem with flat-screen TVs involves the capacitor, which is the charging component. As it breaks down over time your television might turn on and off by itself, while channels appear fuzzy or scrambled. The cost of replacing a capacitor or any other component varies by business. Siplin says he charges about $100. That includes the cost of travel to the customer, parts and labor. Siplin and other repair professionals also pay to access databases that detail common problems with specific television models. So if you call Siplin with your set’s model number, he can see if anyone else has reported similar problems and how they fixed it. Sometimes the solution is as simple as adjusting or swapping out an audiovisual circuit board inside the set. Circuit boards
Buying a television Televisions come in sizes large and small, and their costs range from under $200 to several thousand dollars. Before buying your next television, consider where and when you’ll use it. A smaller, 24- or 32-inch television is ideal if you want a screen for your kitchen or bedroom. Typically, this type of television costs between $100 and $200, depending on the manufacturer. If you want something larger to mount on a wall or see from anywhere in the house, plan to spend more money. Typically, the larger the television, the higher the cost. A 40- or 50-inch flat screen will cost several hundred dollars, while larger 60- or 70-inch flat screens cost close to $1,000 or more. A weatherproof, outdoor television is an option if you want to watch movies or sports in your backyard, but these sets are among the most expensive. Small outdoor televisions start at $1,500, while larger models reach $6,000. When trying to decide on the TV model, consider how you’ll use it. If you plan to stream programs or hook up additional audiovisual equipment, be sure the television is properly equipped.
