Notices of assessed value will go out countywide on May 1. The new assessed value is based on past real estate market sales of comparable properties from July 1, 2014 to June 30, 2016. BOULDER – This May Day, there’s one thing every property owner in Boulder County can depend on: receiving a new assessed property value. “Because 2017 is an odd numbered year, State statute requires that every property in Boulder County be evaluated for ‘assessed’ value,” says Cynthia Braddock, Boulder County Assessor. Notices of assessed value will go out countywide on May 1. The new assessed value is based on past real estate market sales of comparable properties from July 1, 2014 to June 30, 2016. With 120,000 properties to assess, it’s a big task for Assessor Braddock and the 45 employees of the Boulder County Assessor’s Office. But since the staff is made up primarily of appraisers – including Certified Residential Appraisers and Certified General Appraisers – the group is up to the task. “The valuation process includes the steps of discovery of properties, listing properties

in the database; defining their characteristics, and categorizing properties into how they are used such as residential, commercial or land. The data is then put through a statistical modeling process called mass appraisal. The data from the sold properties is used to predict the values of the unsold properties,” says Braddock. The assessment rate, which is assigned by the state legislature, is then applied to the property value and that determines the assessed value, explains Braddock. For residential properties, assessed value is currently 7.9 percent of their actual value. For commercial properties and land, assessed value is 29 percent of the value. Property taxes are then calculated by multiplying the assessed value by the mill levy, according to Braddock. The goal of property value assessment is to equalize property values so property taxes are distributed fairly and equitably between property owners, according to the Boulder County Assessor’s website. The property assessment process is the basis for generating property tax revenues that pay for schools, roads, fire protection, police protection, and other local services. But Braddock wants you to know that the Assessor’s Office “does not set or collect taxes.” It’s not unusual for property owners to have questions about their property’s assessed value. If that occurs, Braddock has issued

an open invitation to come in person to visit, call or respond through the Boulder County Assessor’s website. “We hope we are accurate on the assessed value, but if you have a concern about the assessed value of your home, then come in and talk to us,” she says. “It’s important for the public to know there is a formula for determining assessed value and taxes. Sometimes property owners argue so hard for a couple of thousand in value, and if you apply the whole formula, a couple of thousand in value doesn’t really change your taxes that much,” says RE/MAX of Boulder Realtor Duane Duggan. Appeals must be filed by the end of the first day in June. Property owners will be notified of the ruling the last day of August when the Assessor’s Office mails out their Notice of Determination. If property owners still don’t agree, they can file appeal with the County Board of Equalization. Instructions are provided on next steps on with the Notice of Determination. “One of the things the Boulder assessor is dealing with is that Boulder is a preferable place to live. Is Boulder County in a housing bubble? house that they wouldn’t normally be able to afford, and when the bubble eventually “bursts,” they are left with an unattainable mortgage payment and lose value on the home they paid top-dollar for.

BOULDER – As demand surges, inventory tightens and home prices continue to rise in Boulder County, the question on everyone’s mind JENNIFER is: are we in a EGBERT bubble? Earlier RE/MAX Alliance this month, a group of my colleagues presented on this topic. In this article I’ll break down their findings.

What creates a housing bubble? The presenters noted six factors that can create the perfect conditions for a housing bubble to develop: Rapid price appreciation When home prices outpace inflation, this could be an indicator that a bubble is on the rise. With inflation around 3% and homes appreciating at a rate of 8-14% in Boulder County, this is potentially an issue in our area.

What is a bubble? First, let’s define “housing bubble.” The Brookings Institution writes that the term is most often used to refer to a situation in which “excessive public expectations of future price increases cause home prices to be temporarily elevated.” During a housing price bubble, homebuyers think that a home that they would normally consider too expensive for them is now an acceptable purchase because they will be compensated by significant price increases. So, they buy a

Home flipping If more homes are being bought and sold for a profit than for long-term use in an area, that can lead to overinflated prices. With an average home price of $659,275 in 2016, Boulder County’s price point discourages “flipping,” and has not been found to be a significant issue.

Home prices vs. rent prices During the peak of a bubble, it often costs more to rent than to buy due to swelling home prices. The average rent in Boulder was $1,721 in 2016 – higher than the cost of many mortgage payments. Low interest rates have helped to offset the cost of rising home prices, so buying is still a more financially savvy option for many.

We are in a shift, not a bubble In the words of Lawrence Yun, chief economist for the National Association of Realtors, and Dennis Lockhart, former president of the Federal Reserve Bank of Atlanta, we are in a “shift,” not a bubble. They remain optimistic that we are not heading toward a recession. Though the inflation and interest rates may rise, home prices will continue to increase and the market will remain strong. 9 grants and programs for first-time homebuyers By Rachel Hartman Bankrate.com (TNS) Buying a home for the first time can be daunting. In addition to mountains of paperwork and new financial terms to sort through, you'll face costs and fees that can quickly add up. In short, purchasing a home isn't a financial step to take lightly. Perhaps that's why 74 percent of millennials say that saving for a down payment still represents the most significant hurdle to achieving the American dream, according to a 2016 survey carried out by TD Bank. Fortunately, many grants and programs exist to help first-time homebuyers. Here are 9: FHA loan With this option, the Federal Housing Administration, or FHA, insures the mortgage. The FHA is an agency that operates within the U.S. Department of Housing and Urban Development, or HUD. Since the FHA insures the loan, lenders receive a layer of protection and won't experience a loss if you default on the mortgage. FHA loans typically come with competitive interest rates, smaller down payment requirements and lower closing costs than conventional loans. If you have a credit score of 580 or higher, you could be eligible for a mortgage with a down payment as low as 3.5 percent of the purchase price. USDA loan While not very well known, the homebuyer assistance program of U.S. Department of Agriculture, or USDA, focuses on residences in

certain rural areas. And no, you don't need to purchase or run a farm to be eligible. Through this setup, the USDA guarantees the loan. There may be no down payment required, and the loan payments are fixed. Applicants with a credit score of 620 or higher typically receive streamlined processing. But there are income limitations, which can fluctuate based on region. VA loan The U.S. Department of Veterans Affairs, or VA, helps service members, veterans and surviving spouses purchase homes. The VA guarantees part of the loan, which makes it possible for lenders to offer some special features. VA loans offer competitive interest rates and require no down payment. You may not be required to pay for private mortgage insurance, and there isn't a minimum credit score needed to

be eligible. If it becomes difficult at some point to make payments on the mortgage, the VA can negotiate with the lender on your behalf. Good Neighbor Next Door The Good Neighbor Next Door program is sponsored by HUD and focuses on providing housing aid for law enforcement officers, firefighters and emergency medical technicians and pre-kindergarten through 12th grade teachers. Through this program, you could receive a discount of 50 percent off a home's listed price in specific regions known as "revitalization areas." Using the HUDHomes website, you can search for properties that are available in your state. As part of the program, you'll need to commit to living in the home for 36 months. Fannie Mae or Freddie Mac Fannie Mae and Freddie Mac are government-sponsored entities. They work with local lenders to offer mortgage options that benefit low- and moderate-income families. With the backing of Fannie Mae and Freddie Mac, lenders can offer competitive interest rates and down payment amounts as low as 3 percent of the purchase price. First-time homebuyers could also be eligible for home financing education programs with the HomePath Ready Buyer program through Fannie Mae. Energy Efficient Mortgage This type of loan's purpose is

to help you add improvements to your home that will make it more environmentally friendly. The federal government supports Energy Efficient Mortgage loans by insuring them through FHA or VA programs. The key advantage to this grant is that it allows you to create an energy-efficient home without the need to make a larger down payment. The amount is rolled into your primary loan. Some improvements you can make include installing doublepaned windows, new insulation and a modern heating and cooling system. Federal Housing Administration 203(k) If you want to purchase a fixerupper, the 203(k) rehabilitation program may be a solid fit. This type of loan, backed by the FHA, takes into consideration the value of the residence after improvements have been made. It lets you borrow the funds you'll need to carry out the project and includes them in your main mortgage. Native American Direct Loan Since 1992, the Native American Veteran Direct Loan program has helped Native American veterans and their spouses purchase homes on federal trust lands. The VA serves as the lender. If you're eligible, you won't be required to make a down payment or pay for private mortgage insurance. This first-time homebuyer grant also offers low closing costs and a 30-year fixed-rate mortgage. Local first-time homebuyer grants and programs In addition to the grants and programs provided by the federal government, many states and cities offer help for first-time homebuyers. Before purchasing a home, check your state or city's website for information on housing aid available in your area. You might also considering contacting a real estate agent or local HUD-approved housing counseling agency to learn more about grants and programs that could fit your situation. Owning a home is part of the American dream, something that should be accessible to all. However, if you’re self-employed, securing a loan just became MICHAELA a little more PHILLIPS difficult. This is Guaranteed Rate, Inc. because Freddie Mac recently tightened their guidelines for entrepreneurs. Self-employed in America Self-employment is fickle nationwide – the trend goes up and down - but it’s consistently very ubiquitous. According to the Pew Research Center, self-employed people represent 10 percent of the nation’s workforce. This amounts to approximately 146 million workers. Mortgage loan constraints If you own your own business, mortgage loan constraints can be an issue; banks balk at lending to those they deem high risk. This doesn’t mean it’s impossible, however. Lenders are cognizant of the need for new risk assessment models and are working to meet this demand. As of now, a self-employed person qualifies for a mortgage the same way as a traditional worker: through down payment, credit history, and debt-to-income ratio. The difference lies in the documentation required; the selfemployed must provide more. Freddie Mac’s new guidelines Previously, an entrepreneur could qualify for a loan by providing one year of tax returns for income verification. This was beneficial, particularly for people who owned businesses that weren’t profitable in their early days. But the rules have changed. According to Freddie Mac, the new guidelines include: – The number of years of tax returns required will be based on the number of years the business has existed. – For businesses in existence for at least five years, one year of

business and personal returns are now required. – For businesses operating less than five years, two years of business and personal returns are now required. – Businesses must verify their years in existence with a CPA letter, a secretary of state filing, or other documentation. What these guidelines mean for the self-employed If your business has existed for five years or more, the above guidelines aren’t likely to change much; one year of tax returns are still required. However, if your business is young – under five years – these guidelines can hinder your ability to qualify for a loan. As reported in the Houston Chronicle, the time it takes a business to become profitable is highly variable. Still, most selfemployed entrepreneurs expect to make less than they did in their first year, break even in their second, and turn a small profit in their third. For lending purposes, this is important: when submitting one year of taxes, a twelve-month average is used to calculate income. When using two years, a twentyfour-month average is used. This can alter your qualifying income if you made significantly less in the previous year. A professional association whose mission is good stewardship of a vibrant industry, ALCC partnered with Colorado Community College System to launch the Landscape Career Pathways Program. Together they offer high school Career and Technical Education (CTE) teachers hands-on training in basic landscape skills so they can bring these lessons to the classroom. “I personally think it’s a good career path. You start out in an entry level job and can work your way up, becoming project managers or supervising others,” says Angie McCreavy, teacher at Saint Vrain Valley’s Career Development Center in Longmont. “People aren’t aware of all the career paths in the landscaping industry, they think it’s just digging holes or shoveling dirt.” Recently, high school teachers representing 10 Colorado school

districts met for a two-day handson workshop in Fort Collins. Sessions focused on skills related to installing landscapes, such as installing brick pavers to create a patio, how to calculate accurate drainage and slope, and proper planting techniques. “Not every student can afford a four-year degree or wants to go to college immediately out of high school. This program helps make students employable right after graduating and points the way toward additional education that can advance their careers when they are ready,” said ALCC Career Pathways Director Becky Garber. The landscape industry employs approximately 45,000 workers and brings more than $2 billion to the Colorado economy each year. There is a misperception that landscape jobs are manual labor and seasonal, but this program helps change the view of what a landscape career is, says McCreavy. “In reality, the industry provides a variety of positions such as design, turf management, and landscape management.” The desire to encourage careers in the landscape industry and grow the workforce has prompted ALCC members to teach the classes and others sponsoring it. Sponsored by the Cohousing Association of the U.S. (Coho/ US), The National Cohousing Open House Day will celebrate cohousing and its increased popularity in recent years. What is cohousing? Cohousing is an intentional community of private homes clustered around shared space. Each attached or single-family home has traditional amenities, including a private kitchen. Shared spaces typically feature a common house, which may include a large kitchen and dining area, laundry and recreational spaces. Shared outdoor space may include parking, walkways, open space and gardens. Neighbors also share resources like tools and lawnmowers. Households have independent incomes and private lives, but neighbors collaboratively plan and manage community activities and shared spaces. The legal structure is typically an HOA, Condo Association or Housing Cooperative. Community 14

activities feature regularlyscheduled shared meals, meetings and workdays. Neighbors gather for parties, games, movies or other events. Where to save, where to splurge in kitchen remodel

By Debbie Carlson, Chicago Tribune (TNS) Remodeling or completely renovating a kitchen can be a big task, but it also has the best return on investment of any home improvement. But these improvements don’t come cheap. A 2013 U.S. Census Bureau report noted the cost of an average kitchen remodel was $5,000, with the price tag for complete renovation at $27,353. Given these costs, remodeling experts say there are ways to save in order to have money to splurge on key items. Begin with a detailed floor plan, said Ariel Darmoni, managing partner at 123 Remodeling, a general contractor firm which was featured in Houzz and on HGTV. “It’s going to be so much more if you don’t have a floor plan that works for you because making changes later costs more. You can also save money if you don’t have to move plumbing and electric, even if you’re taking down walls,” he said. Don’t skimp on important lifesafety improvements like mold remediation and ventilation, said Beverley Kruskol, owner of M.Y. Pacific Building, a general contractor who has worked with high-end renovations, including for Mario Batali’s restaurants in Los Angeles. Tile, flooring and lighting can April 28-29, 2017

be both economical and beautiful, Kruskol said. “Tile is a great place to save money. There are thousands of styles, and they’re so amazing,” she said. Porcelain and ceramic tiles can be used on both floor and in kitchen backsplashes, said Suzanne Falk of Suzanne Falk Interior Design, a ghost designer on HGTV’s “Kitchen Crashers.” Tile is cheaper than hardwood flooring, and Darmoni prefers tile floors in kitchens because wood floors can be easily damaged by water leaks from dishwashers. Big-box retailers sell attractive tiles for a fraction of the cost versus what’s sold at designer showrooms, Falk said. For people who have their heart set on high-end tile, she recommended highlighting it in a specific area, like in a backsplash around the range, and then framing it with subway tiles, which Falk said are her “go-to” tiles. Distinctive, affordable lighting options are available at retail stores versus paying up at a showroom, they said. “Compared to what was available four or five years ago, you can get beautiful lamps at a fraction of the cost,” Kruskol said. Choose a nicer faucet over a sink, Darmoni said, but look at the faucet construction. Bettermade faucets have durable metal cartridges inside, which are the

valves that turn on the water and mix temperatures. High-end appliances might be a worthy splurge; however, Kruskol said homeowners should think about how they use them and how long they’ll be in the home. “If you’re in a condo, I don’t think you need to spend the money to get a Wolf range, but it depends on your lifestyle,” she said. Homeowners who aren’t doing a gut rehab and really are scrimping can get new doors and hardware for their existing cabinets, Kruskol said, which can quickly update the look. Even refinishing existing doors can refresh a tired kitchen. The two areas worth a splurge are cabinets and countertops, they said. Consider stepping up to semi-custom cabinets from a local cabinet supplier and avoiding the big-box retailer. Working with a local cabinet supplier to design creative storage can help eliminate a lot of the wasted space in kitchens, Kruskol

said. Upgrades like pull-out shelves and Lazy Susans are useful, but Falk warned about getting carried away with other costly upgrades like appliance garages and built-in spice drawers. These can look nice but may not be practical, she added. Another benefit to using semi-custom cabinets is they can be designed to fit a home’s inevitable imperfections in a way prefabricated cabinets can’t, said Darmoni and Falk. All three said consider upgrading to natural stone countertops versus manufactured styles. Not only do they look beautiful, but they will last for years. Granite has always been popular, but high-end materials like quartz and quartzite are becoming affordable. The one stone they don’t recommend for kitchens is marble. “It’s porous and stains easily. For instance, if you put a coffee cup on it, it gets a ring that doesn’t go away,” Kruskol said.

How I built a $500 farmhouse table for under $90

By Sean Welsh The Baltimore Sun (TNS) My wife and I had the same dinner table since we first got married: a tiny, light-weight Ikea number that included four chairs

for under $150. Just married and living in a townhouse with a dog, it was all we needed. And it was the right price: under $200 for the table and chairs. Flash forward about 12 years and we were due for a new table

– two homes and three kids later, the tiny Ikea table had outlived its usefulness for us. After procrastinating for about a year, I finally got us an upgraded table this spring – well, I built it. For under $100. This isn’t the first time I’ve built something for our home. My wife and I built loft beds for our two older kids in successive years. They made fun projects and meaningful Christmas gifts. They were also affordable and relatively easy to make, thanks to plans from another handy parent’s website. So I went back to the well, using Ana White’s website again with a weekend project last month while my wife was out of town. A trip to Home Depot and about $80 later, I had all the supplies I needed – granted, a lot of the tools I’d already grabbed for past projects. Flash forward a few hours over two days – this can be done in a day if you don’t have three “helpers” under the age of 9,

including an ornery 6-year-old obsessed with using the drill – and we had a new farmhouse table large enough to seat eight people comfortably. It wasn’t without some frustrations – after all, I’m no professional furniture maker, and while those Ikea chairs I assembled a dozen years ago are still standing, some of the slats of them are attached wrong. But this is a doable project for the amateur wood worker. If you have a weekend free – I won’t know what that’s like again until after Little League season wraps up in early June – this is a do-able project. And it’ll improve your home five-fold what you spend. Now I just need to find time to stain it. Once that’s done, it’ll be on to another weekend project – perhaps a bench for the table, a new bed with storage space or the outdoor seating I’ve been coveting for our deck.
