New Colorado business filings up, future job levels rosy BOULDER – Employment growth expectations rose in the first quarter of 2017 due to the acceleration of new business filings in the TOM same period, KALINSKI according to a RE/MAX of Boulder University of Colorado Boulder report based on data from the Colorado Secretary of State business registry. Throughout 2017, Colorado will continue to add jobs. Statewide, new entity filings increased by 9.3 percent yearover-year in the first quarter of 2017 and 31 percent over last quarter. For the year ending in December 2016, a total of 112,295 new business filings were recorded. Existing entity filings also improved in the first quarter, increasing to 497,632 for the four quarters ending in quarter

one 2017. And a new peak was reached in quarter one for entities in good standing, rising 6.1% year-over-year This robust growth in business filings bodes well for future job growth in Colorado, with expectations for employment levels continuing to be strong. However, future job growth varies from rural to metropolitan areas with rural areas lagging the increase in metropolitan statistical areas. “The economic conditions in rural Colorado warrant continued monitoring, but the solid growth in most Colorado economic indicators – coupled with the high level of optimism from our business leaders – is very encouraging as we move ahead in 2017,” said Colorado Secretary of State Wayne Williams. Confidence increased among state business leaders, with quarter two expectations rising to the highest level since quarter one 2005. The highest optimism was recorded for the state economy,

which also recorded the greatest quarter-over-quarter gains. “While the indicators are positive, we continue to keep our eye on capacity issues in Colorado,” said economist Richard Wobbekind, executive director of the Business Research Division. “We need to understand how much the low unemployment rate and the availability and affordability of housing may constrain growth in the short term.” Prepared by CU Boulder’s Business Research Division at the Leeds School of Business, the report looks at Colorado and national data for new business filings, business renewals, construction and the unemployment rate. Electrical inspections BOULDER – Electrical systems are an integral part of any home inspection. Understanding your home’s electrical systems and components are critical when it comes to purchase, repair and maintenance decisions. The Electrical Safety Foundation International or ESFI recommends that homeowners have their homes inspected by a qualified home inspector if the home is over 40 years old. You should also have an inspection if the home is 10 or more years old and has had major renovation, or if you are purchasing a previouslyowned home. Having the electrical systems

in your home inspected will give you peace of mind that not only the heart of your electrical system is operating correctly but also the entire electrical system is safe for you and your family. A thorough electrical inspection should include the type of service, the main panel, any sub panels, all outlets/ fixtures and switches. It should also include all smoke alarms and carbon monoxide alarms. One of the most common issues noted in an electrical inspection is the lack of GFCI receptacles in required areas. GFCI receptacles should be in used in all kitchens, baths, exterior, garage, and laundry locations or any location

within 6’ of a water source. This is a relatively easy and inexpensive issue to rectify. Aluminum wiring found in homes built in the late 1960s and early 1970s can also be a issue. Aluminum wiring should be evaluated by a qualified electrician who is experienced in evaluating and correcting aluminum wiring problems. There are several ways that this can be addressed. Buyers may want to talk with their insurance agents about whether the presence of aluminum wiring in their home is a problem that requires changes to their policy language.

In an ideal world, you would buy your new home first and have some time to move your belongings before selling your old home. However, if you’re like most SUZANNE PLEWES people, you RE/MAX Alliance cannot afford to carry two mortgages. Additionally, you may need the proceeds from the sale of your old home to put towards the purchase. In this case, you will need to carefully coordinate the home sale and home purchase. These tips will help you fit those puzzle pieces together. Which should you do first? One of the toughest decisions is deciding which to do first. If you find a new home to purchase before listing your existing home for sale, your offer will contain a home sale contingency. If you find a buyer for your home first, then you will need a home purchase contingency. It is important to understand your market before deciding which to do first. Most areas are experiencing a seller’s market (or the beginning stages thereof). This means that homes are going under agreement quickly due to low inventory. That low inventory, however, makes it difficult to find a new home to purchase. You may therefore be inclined to find a new home before listing the old one. There are a few things to keep in mind. A home sale contingency in your offer will make it less appealing. It could be more difficult to compete with other buyers in the market if multiple offers are presented. On the other hand, a potential buyer for your old home may be willing to give you time to find suitable housing. Consult with your real estate agent on which is the best approach given market conditions. Coordinating closing dates/times You will want both closings to take place within a short period of time. Ideally, you would close on the home sale in the morning and then take those funds to close

on your home purchase in the afternoon. If a same day closing is not possible, you may end up closing on two consecutive days. The timing will depend on when funds are available from the banks and the schedules of all parties involved. Scheduling is important since it impacts your other plans, such as moving. Coordinating the big move Most buyers will perform a walkthru of a property shortly before closing. This means that your belongings must be out of the home ahead of time (typically the day before, or very early that same day at the latest). Depending on when your second closing takes place, you may need to store your property overnight and spend one or more nights in a hotel. If you are using a moving company, they often offer overnight storage (for an added fee, of course). Develop a plan ahead of time to help reduce added stress. Other options There are some other options to consider as well when you are buying and selling a home. Among them are temporary housing, storage agreements, and rent-backs. The alternatives available depend on the properties and parties involved, market conditions, and legal considerations. Be sure to work with an experienced real estate agent to help you through what can be a complicated process of both buying and selling a home. Mortgage concepts homebuyers should know Home purchasers sometimes get into trouble because they don’t truly know the sequence of steps involved JACK in financing their purchase. GUTTENTAG The Mortgage The steps are Professor (TNS) qualification, pre-approval, approval, lock and appraisal. Qualification Qualification (or prequalification, as it is often called) is an opinion that your income, assets and current debts qualify you for a loan of some specified amount. The opinion may come from a lender, a real estate agent, or it may be your own based on your use of an affordability calculator. Whatever the source, the opinion does not take your credit into account, and no one is committed by it. It used to be that real estate agents did a lot of qualifications, often back-ofthe-envelope affairs, so that they would not waste time looking for houses in a price range the buyer could not afford. Increasingly, they ask prospective buyers to become pre-approved by a lender because it is more reliable than a qualification. Most lenders are willing to provide a preapproval free of charge because the recipient might become a borrower. Home sellers have also learned to ask potential buyers for a pre-approval. Pre-approval Pre-approval is a conditional commitment by a lender to make a loan prior to the identification of a specific property. On a preapproval, unlike a qualification, the lender verifies the information you provide and checks your credit. A pre-approval will stipulate a loan amount or monthly payment but not necessarily the loan type or the price. The lender’s commitment under a pre-approval is always conditional. Rarely are the conditions spelled out. Preapprovals don’t have expiration dates, but some considerable time may elapse before the borrower receiving a pre6

before the final documents are drawn and before funds are disbursed. Sometimes, one of these details derails the train.

approval comes back to convert it into an approval. During that period, things can happen that cause the lender to back off. For example, the borrower’s credit deteriorates or she loses her job. No one can reasonably expect a lender to approve a loan in those circumstances. Less clear-cut are the impacts of adverse market changes, such as a tightening of underwriting requirements. If a lender has pre-approved a loan and the market changes to the point where the same loan would not now be approvable, will the lender honor its obligation? I fear that in most if not all cases, the answer is no. Fortunately, abrupt changes in underwriting rules occur very infrequently. I recommend that purchasers get pre-approved as a way of establishing their bona fides to home sellers and real estate agents. Only one pre-approval is needed and it does not commit home shoppers to the issuing lender. It is only fair, however, to include that lender among the loan providers you shop when you have a contract to purchase and need a loan. But bear in mind that if you switch to B after being pre-approved by A, you must now be approved by B. Self-approval Prospective home purchasers who

want to know their prospects for loan approval before they begin a house search can use the loan approval calculator on my website. The calculator uses underwriting requirements posted by participating lenders, including credit score requirements, but the user must enter her own credit score, which might differ a little from the score obtained by a lender. Lender approval Approval is a commitment by a lender to make a loan. Unlike a pre-approval, a specific property is identified and the loan details are spelled out. These include the type and purpose of loan, down payment, and type of documentation. It will also include a minimum appraised value and an interest rate, even though a rate is not firmly established until it is locked. The presumption underlying an approval is that the probability of closure is high – much higher than with a pre-approval. It is not 100 percent, however, because borrowers sometimes drop out, and sometimes one or more of the conditions that accompany the approval are not met. Approval letters contain “prior to doc” and “prior to funding” conditions, which are checklists of nitty-gritty details that must be completed

Lock A lock is a commitment by the lender to a specified price – rate and points. Ordinarily, lenders lock at the borrower’s request and view the borrower as being committed as well, though they don’t always communicate this very well, or at all. Since locking imposes a cost on lenders, some of them charge a nonrefundable fee, which may be credited back to the borrower at closing. I recommend that when your loan is approved, you lock the price the same day because that is when you know the price. Holding off because you expect market interest rates to decline is a bad gamble. You don’t know how to forecast future interest rates any more than I do. Besides, unless you can monitor your rate on the lender’s website, the market rate when you finally lock will be what the lender says it is. Appraisal An appraisal is an opinion regarding how much a property is worth, based mainly on recent transactions of similar properties in the same market area, with allowance for differences between the properties. While the quality of appraisals has deteriorated in recent years for reasons I have discussed in previous articles, they remain critical in any purchase transaction that requires a mortgage. Mortgage lenders base the maximum amount they will lend on any property on the lower of purchase price or appraisal. This means that if the appraisal comes in below the price, either the seller must reduce the price to the appraised value, or the borrower must make a larger down payment. Usually the seller gives way, but in a sellers’ market in which prices have been rising, the buyer may be forced to put up more cash. While most people save for and anticipate the costs associated with buying a home, not everyone realizes that selling a house also comes with its share of fees. In some cases, these fees can as much as 10 percent of the home’s sale price. While many of these charges are negotiable and dependent on the state of the real estate market, sellers should plan on paying at least some of them. Realtor’s commission The real estate agent commission is often the largest fee a seller has to pay. In many cases, the commissions paid by the seller and buyer wind up equaling about 5 percent to 6 percent of the sale cost. That means a house that sells for $250,000 could end up costing an additional $15,000 in commission fees. The commission fee is split between the seller’s agent and the buyer’s agent. Many homeowners are attempting to skip these high fees altogether by going the sellit-yourself route. But taking this approach means you should be prepared to assume the agent’s responsibilities. These can include negotiations, hiring a contract lawyer and taking care of the transfer of title. Home repairs If you’re thinking about selling your home, chances are there are a few repairs you could make to boost the appeal of your home and even raise its value. If you’ve been putting off painting a bedroom, repairing a staircase or fixing a leaky faucet, now’s the time to make those changes. Inspection repairs You may spend several hundred dollars on cosmetic fixes on your home, but if the buyer’s home inspection reveals any major problems, you might be responsible for paying to fix them as well. Major repairs could be a financial setback, so it’s important to be prepared for them before you choose to sell, especially if you anticipate a problem with your home passing inspection.

Staging Buyers like to have a clear picture of what the home will look like with their items in it. If your home is currently vacant or your possessions are outdated, you may want to hire a professional stager who can arrange furniture and accessories. A 2015 National Association of Realtors study revealed that the median cost for staging was $675. Utilities If you plan to move out before you sell your home, you’ll want to continue to pay for your heat and electricity. A home without heat and lighting can be very difficult to show to buyers. Your current utility bills can give you an idea how much this will cost. Mortgage payoff The proceeds from your home sale will be used to pay off your mortgage, but it’s likely that the number on your mortgage statement might be a little less than what you owe. You’ll likely have to add prorated interest you’ve accrued to the total balance. Additionally, your lender may penalize you for paying early if you have a prepayment penalty associated with your mortgage. Closing costs and additional fees While the closing cost to sell a house is typically the responsibility of the buyer, don’t be surprised if you are asked to foot the bill, especially if you are trying to sell your home in a buyer’s market (one which has an surplus of homes for sale). Some of these costs may include homeowners association fees, property taxes, attorney fees, transfer taxes and title insurance. You also may be asked to pay an escrow fee, a brokerage fee and a courier fee. Altogether, closing costs can range from two percent to four percent of the selling price. Many of the above fees are negotiable, and it is unlikely that a seller will be responsible for all of these. Still, it helps to be prepared. According to the Census, approximately one in nine people, or about 40 million Americans, move every year. More people move in May than in any other month, according to industry experts. Whether you’re moving into a condo or moving into a rental, you’ll want to make sure that the moving company you’re using knows what they’re doing and will take good care of your possessions during the move. In addition to bad movers, there are plenty of “bad actors,” scam artists who pose as movers, so you’ll want to take the time to find a moving company you can trust. Whenever you move, here are five questions to ask moving companies: Are you the mover or are you a moving company broker? When you search online for a moving company, you may wind up on a website that is run by a moving company broker. While brokers do play a role in attracting moving prospects and then matching them to a moving company, they aren’t the company that will give you a binding estimate or with which you’ll sign a contract. Moving companies will be responsible for loss or damage, while a broker will not. Finally, brokers are often compensated for leads they send to a moving company. They could have an incentive to sell your name and information to the company that pays the most rather than only work with legitimate moving companies. Do you give binding quotes? The answer should be “yes.” A moving company is able to give a binding quote. That means they can give you a moving cost estimate that will include the phrase “not to exceed” and some amount of money. Typically, movers won’t give binding quotes over the phone. They’ll need to come out to your home; after reviewing how many rooms (and how much stuff you have in each room) they’re moving, they’ll provide a written, binding quote. MAY 19-20, 2017

Brokers typically don’t provide binding quotes (or any sort of quote you can rely on). However, if you do get a “binding” quote, you better make sure you understand the fine print. Some movers will exaggerate the maximum amount they will charge you, but you should insist on a realistic amount. Otherwise, you could get stuck paying the higher amount. What are the extra moving charges I might encounter? Moving companies will often try to upsell you on items, like moving boxes and packing tape. That’s different from extra charges you might encounter because of specific issues with your move. If you are on the top floor of a four-story walk-up, you might pay a higher dollar per hour charge or an extra flat fee. If you’re transporting your furnishings across state lines, or across the country, you might have long carry charges or storage charges. There might also be extra fees for moving appliances, parking, fuel for long-haul carries, pianos, heavy statuary, and artwork. In addition, if you have extra valuable items that your own homeowners insurance policy won’t cover during a move, you’ll have to pay for an extra highvalue moving insurance policy. The typical insurance policy covers about 60 cents per pound, but you’ll want to know upfront how much it will cost to upgrade that policy. (You can also work with your regular insurance company to make sure your homeowners insurance policy will cover you or

Every time movers touch your furnishings, there’s a possibility of damage and additional time that it will take your movers to care for your belongings. Sometimes items have to be transferred during a move, or you may need two trucks in order to move. Be sure you understand if your belongings will have to change trucks mid-move and who will oversee that transfer. On that note, make sure you hire a mover that has the right truck for your move. What forms of payment are accepted? If the moving company you call says it only accepts cash, hang up. That may be a sign of trouble. You

want a written, binding estimate, and you want to understand exactly how much is due upfront and how much upon the delivery. Is the deposit refundable? Can you use a credit card? Is there a fee for using a credit card? Do they accept checks? What happens if something is missing or broken? Be sure you understand exactly how you will pay the movers and what liability you will take on if you pack up your belongings instead of the mover packing for you. You want to make sure you hire a mover that won’t hold your possessions hostage when you get into a dispute with them over fees or over the form of payment they accept. How to make a small apartment seem bigger By Cathy Hobbs Tribune News Service (TNS) When it comes to apartment-style living, maximizing space is often key. Depending on the size of your urban environment, furniture placement can especially be a challenge. From furniture size to colors and even materials, here are some tips you can follow to create an oasis in your urban environment. DO Use light or neutral colors. Light colors will automatically help open up a space. Create a floor plan. This should be done before one ever heads out to shop. Choose furniture of the appropriate size and scale. Selections that are sleek, paired down and minimal tend to work well in urban environments. Blend cool and warm colors. Soothing grays and warm taupes can work really well together. Start off with a few key pieces and then shop and add as you go. It’s OK to not purchase everything at once.

DON’T Overstuff a room. Editing can be helpful in creating an appealing space. Dismiss the power of creating zones. For example, creating a living, dining and sleep zone may be helpful in creatively using and maximizing your space. Forget the opportunity to design vertically. From partitions to bookshelves, these items can help display beautiful items and help define a space. Forget to mix materials. In general, opaque surfaces visually take up space, while transparent surfaces do the opposite. Purchase the set. In smaller spaces, buying sets that include multiple furniture pieces tends to be too much furniture. Often less is more. It started as a whim. My cousin Anne, who is a designer at Nell Hill’s, has three daughters who would soon be out of the nest. Why not sell their larger family home and downsize into a fixerupper she could renovate? “It sounded so fun,” Anne remembers with an eye roll. “Looking at pictures and finding what you want is fun. But living through it isn’t as much fun,” she laughs, as she describes how their home sold lightning-fast, how their busy family of five had to move in with her sister-in-law for nine months, and how taking on the renovation was a lot more work than she had anticipated. Now that she and Andy and the girls are settling into their new home, Anne knows she made the right call. This beautiful, bright, happy and inviting home fits their family to a T. We’ll share more of Anne’s renovation magic as she finishes her spaces one by one. But today, I have to show you the

A bright, open kitchen At the time they were looking for their “project” house, Anne had some friends who were also in the market. When she told them which house she bought, her friends thought she was crazy. “That house was AWFUL!” they said. “It was,” Anne agrees. “It was awful.” The floorplan of the existing kitchen, long and narrow and divided by a stairwell to the basement, was not going to work for this active family who was used to doing life around a big kitchen island. So they moved the stairwell, took out the dated cherry laminate cabinets and bumped up the ceiling by taking advantage of unused attic space above. Anne knew she wanted a bright, white country kitchen. She covered the cabinets in a clean white paint and extended the

subway tile up the wall around the range, pairing it with a charcoal grout so each tile would pop. Since the family spends a lot of time gathering around their kitchen island, Anne wanted to rim it with comfortable seating. She picked a great bench and slip covered it in a Sunbrella fabric so spills were not a problem. If she ever gets tired of it, she can just replace the slip cover. Anne’s contractor discovered some reclaimed wood that they turned into display shelves in the kitchen. Anne really likes warm

metals, so she perched the rugged wood on gold brackets. You can see her design talents come to life in the display she created on the shelves, which will change with each season. In addition to cabinets and cupboards, Anne likes to use freestanding furniture as storage in her kitchen. This large-scale buffet is the perfect place to store her china. Check out how Anne used baskets to collect small pieces like cups and saucers, and to weave in some texture. Anne says that it wasn’t until she added her accents,

A small, awkwardly situated fireplace. Low ceilings. A floor that had seen better days. To open up the room and give it more light and life, they bumped up the ceiling into unused attic space above, covered the wall in shiplap, accentuated the fireplace

with hand-painted tiles and used a piece of reclaimed wood as the mantel. Anne is a master at making any space feel warm and inviting. I love the centerpiece on her dining room table, touches of blue that echo the tile in the fireplace.
