Boulder ranks as most stable housing market BOULDER – Boulder tops the nation for strong and stable price appreciation, according to SmartAsset’s annual analysis of best housing TOM markets for KALINSKI growth and RE/MAX of Boulder stability. It’s no surprise that home appreciation is high in Boulder County. But as the local housing market continues to heat up, stable home prices are key factors for any home buyer – whether new to the market or trading up. For home buyers and owners in Boulder and two other locales, the news is positive. In fact, Boulder, along with the Texas metro of Austin-Round Rock, are Nos. 1 and 2 for the most stable housing markets in the county for the third year in a row. Boulder claimed the highest average home appreciation of any metro area studied. Two factors cited by Smart Asset as making Boulder an attractive place to buy are a wealth of outdoor recreational activities and proximity to the University of Colorado. Fort Collins clocked in at No. 3, climbing from No. 6 in 2016 and No. 11 in 2015 – gains that make the northern Colorado city a place to watch. With 261 percent

housing price growth, the Fort Collins is just 6 percent behind No. 2 ranked Austin-Round Rock’s 267 percent growth over the past 25 years. Stability is also high for Fort Collins, with a mere four percent probability that housing prices will decline. Denver-Aurora-Lakewood is No. 8 for growth and stability in 2017. With a robust housing market growth of 276 percent, this year’s ranking compares to No. 9 last year and No. 18 in 2015. On the downside, Denver has a 17 percent probability of a price decline. No. 2 ranked Austin-Round Rock not only has seen steady market growth, Smart Asset notes it is one of the best places to start a business. Couple that fertile startup reputation with the existence of large companies like Amazon,

Google and Facebook and zero state income tax – it adds up to an appealing and stable place to live. SmartAsset used Federal Housing Finance Agency data to determine the best housing markets with the most stable growth. Analysis included the home price index for single-family homes in the 358 largest urban markets, focusing on homebuyers who had purchased homes between the first quarter of 1992 and the last quarter of 2016. Homeowners need permits to cut down trees By Gary M. Singer, Sun Sentinel (TNS) Q: Last week as I was about to cut down a tree in my yard that was dumping leaves into my pool, my neighbor came running out of his house to tell me I could be in trouble for doing this without our town’s permission. I held off because he was so insistent. Is this true? – Harry A: Be sure to thank your neighbor because he probably saved you some aggravation. With few exceptions, most cities and counties require that you obtain a permit to remove a tree on your own property. You must apply for the permit and pay a fee to determine whether you will be allowed to remove the tree. The rules vary from place to place, so you’ll need to check

where you live to see if a permit is necessary. In some areas, certain types of trees can be removed without a permit, along with smaller trees under a certain diameter (usually 6 inches or less). Also, the rules may be different depending on how far the tree is from your property line. However, dead trees typically can be removed without a permit. Most cities and counties will send someone to your home at your request to help determine what may be removed and what to replace it with, but you will be responsible for the work. If you are hiring a contractor to assist you, remember to make sure they’re licensed and insured. When you get the permit, you’ll

usually be required to replace the tree with one or more trees of a similar size and certain (usually native) species. If you decide that all of this isn’t worth it and just chop away, you can be fined and charged a replanting fee. Many municipalities have hotlines for homeowners to report offending neighbors. In my experience, folks can get very upset when trees are cut down improperly, so be sure to follow the rules. Gary M. 5 common seller mistakes to avoid in a hot market The market has improved and it’s a great time to sell. Sellers have the opportunity to sell quickly and for maximum value. Here are a few mistakes that you should avoid if you are planning to sell a home.

Pricing too high When you hear about bidding wars and homes selling for over asking price, it’s easy to overinflate your home’s value. Homes selling for higher prices does not mean that you can price your home as high as you want and it will still sell. In any type of market, an overpriced listing will sit for longer periods of time, become stale and go through price reductions. Overpricing is particularly dangerous in a hot market as buyers will assume that something is seriously wrong with a property if it does not sell quickly. Your best bet as a seller is to price your home according to the market and competition. Do not overprice! Consult with your listing agent on a reasonable asking price that will attract the most buyers. The more interested buyers you have, the more your home will sell for. It’s that simple.

Not staging a home Making a home presentable is always important. It helps a home sell quicker and for more money. Sellers sometimes presume that when the market is hot, their home will sell regardless. Sure, it may sell, but a buyer’s perception of value will be effected by how the home is presented. It therefore always pays to spend time on proper staging.

Taking a hard negotiating stance Sellers have more power in a seller’s market, but it’s important not to abuse that power. Buyers

Choosing the right real estate agent The field of real estate has changed over time in Colorado. When it came time to write an offer on the perfect home, they were still working for the seller even if they were not the listing broker. What? How can that be? Fortunately, times have changed and buyers and sellers can each find their own broker to work with as their agent. What is the difference between agents? You are smart to ask. A transaction broker assists in the buying, selling and leasing

of a property throughout a real estate transaction by performing terms of any written or oral agreement, fully informing the parties, presenting all offers and assisting the parties with any contracts, including the closing of the transaction without being an agent or advocate for any of the parties. A seller’s agent (or listing agent) works solely on behalf of the seller to promote the interests of the seller with the utmost good faith, loyalty and fidelity. The agent negotiates on behalf of and acts as an advocate for the seller. A buyer’s agent is a broker who works for the buyer when purchasing real estate. When you have a contract with a buyer’s agent, that person has specific duties they must perform including working solely on behalf of the buyer to promote the interests of the buyer with the utmost good faith, loyalty and

fidelity. These descriptions are taken directly from the Colorado Real Estate Commission form – Definitions of Working Relationships. It means your agent must look out for your best interest even if it costs them a sale. Finding the right agent Some people walk into an open house and use the first broker they meet. Others use their mother’s second cousin or a friend of a friend who doesn’t really work in the neighborhood they want, but who is always happy to take on a new client. Buying a house could be one of the most expensive purchases you make and you want to know that you have a trusted adviser and advocate on your side. Why not interview a few agents to see how they work? A good agent is going to have a process and checklists to make sure nothing slips through the cracks. There

are many moving pieces in a real estate transaction and any one of them could cause the buyer to lose some or all of their earnest money or the opportunity to buy their dream home. Here are some good questions to ask a real estate agent before you commit: – Are you searching both local MLS systems for new listings? (Denver and Boulder Area MLS) – Do you attend your company’s sales meetings and network with other brokers about my search? – Are you a Realtor® who adheres to a strict code of ethics? – Do you have examples of when you were a good negotiator? – How will you help me determine how much to offer on a property? Condo/townhome inspections

BOULDER – Many people are under the false impression that a townhouse or condominium inspection is far easier, RICK takes less time JACQUEMARD and costs less Flatirons Home than a single Inspections family home. None of these are true. Inspections on these multi-unit residences are conducted in the same manner as a single-family home, including common areas. Typically inspection fees are based on the

square footage of the unit just as in a single-family home. A common misconception is that common areas are not included in the inspection. In most cases the common areas are owned by an HOA but if repairs are necessary and the association isn’t aware of this or hasn’t budgeted funds for repairs, who is going to pay? It is difficult to properly inspect the components that only belong to the individual property owner without inspecting the exterior of the building. For example, a blocked combustion air intake for the furnace or kitchen vent fan would can only be detected from the exterior.

Radon tests should also be conducted if the unit has contact with the ground by either a basement, crawl space or slab on grade. Units that begin on the second floor or above would not need a radon test. If the unit is in an area with expansive soils, large tree roots or is older a sewer scope should be considered. Also, depending on the age of the unit, tests for asbestos and lead be conducted. In general an inspection on a condominium or townhouse should include the same major components as a single family home; plumbing, electrical, heating and air-conditioning,

doors, windows, all appliances and the exterior (including the roof). If issues are found on the exterior buyers are encouraged to conduct due diligence with the homeowners association.

Harvest time for the Stinking Rose The cool, rainy start to the season gave us a bounty of stinking roses. Digging up the garlic that grew tall enough to throw shade at the corn, the CAROL pungent bulbs O’MEARA are coming on Colorado State strong now that University Extension it’s late July and harvest time. From spicy hot to nutty mellow, big flavor sprouts from these little cloves. If you’re growing garlic for the first time, get ready for harvest and plan for next year’s crop. Hardneck garlic throws a curled, flowering stem called a “scape” that, if left on the plant, eventually turns woody. Softneck garlic doesn’t normally do this. If you want big bulbs, scapes have to be cut from the plant, snipped off before it makes a loop. But don’t worry if you missed cutting them from the plant and it bloomed – from this flower small bulbils will form that grow into small bulbs in a couple of seasons. If you’re interested in propagating your garlic from these bulbils, leave them in place until harvest time and then dry them separately from the bulbs. Once garlic throws scapes and the tips begin browning back, stop watering it. Let the leaves die down and harvest when the lower leaves are half to three-quarters brown. Use a flat shovel or garden fork to loosen the ground near the bulbs and then lift the plants by hand. Check the first bulbs you pull before harvesting the whole lot by gently brushing away the

dirt to look for maturity. They should have reached a good size and be well wrapped in skin. To help them dry quickly, hang them upside down to cure in a dry, warm, dark, airy place for a few weeks, then cut stalks one inch above the bulb for storage. Early varieties should be ready in mid to late July, with mid and late season garlic ready through late August. Garlic comes in dozens of delicious varieties, so shop your local farmer’s markets for new types to try. Some are mellow and good keepers; others are spicy-hot and best used soon. When purchasing garlic to plant, use certified, disease-free bulbs from reputable garden centers. Talk with your garden center about when they’ll get garlic in for planting and inquire about what types they’ll offer or shop online now for best selection; these often sell out quickly. They’ll ship to you in September for planting. Because of the possibility

of chemical storage treatments or disease, don’t plant garlic you buy at the grocer’s. If you’re a rookie gardener, be aware that garlic varieties offer subtle to strong flavor. Softneck types – those with soft center stalks – are tolerant of common mistakes and easy for beginners to grow. The bulbs are larger than hardneck varieties and have more cloves. They store well, sometimes for up to nine months. Hardneck types have a center stalk that is stiffened and woody. They have fewer cloves but are larger and easier to peel than softnecks. Both types offer great flavor. In our case, eating all of it is out of the question, and now I’m assessing my friends and family to see if they will take some off of my hands. Every vegetable gardener goes through this. Each season brings a bounty of one crop or another, and people who are normally friends or acquaintances

suddenly become targets for excess produce giveaways. We have a wonderful organization here called Community Food Share, which takes excess produce from gardeners and gives it to those who need it. Many food banks usually welcome most produce from local gardens provided that it is fresh, undamaged, and clean. Take your extras to them and let others share in the bounty of the harvest. A member-focused program The Poudre Valley Rural Electric Association’s Pay As You Go program lets customers see their electricity usage as it happens via an app on their smartphone giving them a way to better control their expenses. 8

“One of the best services for our members is our Pay As You Go program. It offers members an easy, convenient way of paying

their bill,” says Amy Blunck, communications director, Poudre Valley REA. “With a Pay As You Go account, members pay for electricity as it is consumed. They can even pay from their cellphone while sitting at home in their living room. It’s that convenient.”

Pay As You Go

PVREA members can take control of their energy account through the power of prepay. Instead of paying for their electricity after they use it, they pay for their electricity as they use it throughout the month. When their account runs low on funds, they simply put more money into their account. So they control how much money they spend on electricity. point you need to buy more, and how much you want to spend each time. The benefits are that no deposit is required, there are no disconnect or reconnect fees, budgeting is easier and you get timely information about your electrical usage.

How it works

With a Pay As You Go account, the account is managed via SmartHub, a free online tool and smartphone app provided by Poudre Valley REA. You log into your account using SmartHub, and see your electricity use along with how much you have spent on electricity during the month. The online access allows members to see exactly how much electricity is being used, so it can be better managed. “Providing a different payment option gives members the opportunity to find a payment choice to fit their lifestyle,” Communications Director Blunck explains. «There are no deposits or disconnect fees. When a new member signs up for service, they may have a deposit fee. But with the Pay As You Go option, there is no deposit fee. Members can simply pay the minimum $100 to get their account going. “It’s a great option for those who are on a tight budget, and/ or don’t like getting a surprise bill at the end of the month. With Pay As You Go, you can go in every day and see how much electricity

For some members, it’s easier to pay $25 here or there instead of a onechunk payment of, for example, $150, at the end of the month. “Pay As You Go also makes a member more cognizant of their energy use. When they see how much it’s costing them every day to run their AC at 72 degrees all day, or they’re not shutting their lights off when they leave the room, the consumer starts to become more energy efficient. Studies have shown that consumers who have a prepaid utility service tend to use 15 to 20 percent less electricity.”

You might be tempted to cut pavers by hand to save time, but the HomeAdvisor site warned this can result in uneven cuts that will make the finished product look shoddy. However, this is a matter of preference, so decide what works best for your home. STYLE AT HOME

The beauty of blue and white By Mary Carol Garrity Tribune News Service (TNS) Some color crushes come and go. Others develop into true love that lasts forever. That’s how I feel about the color blue, especially when it’s paired with white. Blue and white is a cornerstone of my personal design style, and you’ll find it all over my home. Everyone falls in love for a reason. For me, and blue and white, there are a lot of things that make my heart hammer hard. It’s fresh and clean and feels new every time you use it. It’s timeless and classic, never out of style. It adds sophistication to a space. It’s easy to design with: so approachable and forgiving. It can add a jolt of energy or whisper calm. It pairs well with just about every other color, from brown to green to red to pink to yellow. Need I go on? When I had my historic home in Atchison, Kan., we held open houses several times a year, inviting people to make the day trip to this quaint river town, visit our flagship store and tour my home, dressed for the season, to get ideas and inspiration. All the

photos in today’s blog were taken at my home during one of my spring open houses. They capture the inventive ways you can use blue and white in your decor to create a mood. It was always so fun for me and the team to come up with new ways to style my home for each passing season: spring, fall and the holidays. I wanted to show how you can add a touch of the season to your year-round decor, so my home was the perfect lab. One of my favorite looks in my dining room (which was painted what color? You guessed it: blue!) featured a fresh take on blue and white. The look was launched with these amazing paper lanterns. We loved the playful touch they added, so we suspended them from bamboo rods, using blue ribbons, then anchored them in two large white vases. It was a magical affect. People still ask if we sell these lanterns and, sadly, the answer is no. I have not been able to find a supplier. But, if you are a DIY person, you could use white lanterns and paint on a blue design. We had a square tablecloth custom made out of this chipper

fabric, then turned it on the diagonal at the center of the table. That’s one of my favorite ways to use tablecloths, because it allows

you to add the color and texture of textiles, yet still let the beauty of the tabletop shine through. The place settings are super simple: everyday white plates topped with a sweet blue and white salad plate. When I entertain, I like to put a surprise at each guest’s place, like this little gift, wrapped in a coordinating paper. I have collected blue and white serving pieces through the years, so we added them to our table. A mix of patterns makes the setting more interesting. I got some of the old platters for a song because they had a chip or crack. I’m OK with signs of age. I think it adds to their character. We carried the blue and white love out onto my screened porch, one of my favorite spots in my Atchison home. I filled this old wooden plant stand with blue and white cachepots filled with live plants. Blue and white containers come in every price point, from inexpensive to investment pieces, so no matter what your budget, you’ll find pieces you’ll love. The kitchen Whether it’s a major overhaul or just a simple makeover, putting a fresh face on your kitchen is your best investment. Many homes on the market still have cabinets, appliances and fixtures dating back to the 1990s or longer. Maximize your return by limiting your project cost to no more than 20 percent of the value of your home. Expect an 85 percent return on your investment. The bathroom An outdated bathroom can spoil a sale. Current trends have homeowners installing large

showers instead of garden tubs. A major update by a reputable bathroom remodeling contractor costs less than $20,000, but it should yield an 80 percent return. Decks A new deck can cost a few thousand to tens of thousands of dollars, depending on size and materials used. Before you build, look at other homes in your area and build accordingly. If the deck is in good shape, your return could be more than 80 percent. Siding If your home’s facade is siding, and it’s not in good shape, replacing or repairing it can bring instant freshness. You’ll likely spend at least $10,000 for vinyl, more for fiber cement, but you should get at least 80 percent back. Window replacement The energy efficiency of new

windows is a clear benefit to switching out older windows, but in some cases, it’s a safety feature, too. Costs depend on the number of windows you’re replacing, of course, and the type. Expect a return on your investment of at least 70 percent. Hiring a remodeling contractor Do your due diligence when hiring a contractor for any improvement. How to decorate with glass

While glass can lend itself to multiple applications, glass is often viewed as too transparent a medium to use to add color to a space. However, if one selects the right glass pieces, glass can not only add color, but also interest and dimension to a space as well. If considering decorating with glass, here are some overall do’s and don’ts. Do: - Consider using glass objects of all one color. This can help to make a powerful color statement. - Consider incorporating other glass decorative pieces in your space such as lighting. - Mix opaque glass with glass selections that may be more transparent. - Consider using warm tones of glass such as amber. - Use interesting shapes of glass, such as those that may have objects embedded within the glass or interesting and unusual shapes and sizes. Blown glass lends itself to a large array of possibilities. Don’t: - Be afraid to use more than one glass item together in the same vignette. Sometimes decorative glass items placed in a series can be a powerful presentation. 20

- Use too many clear or transparent surfaces. They will likely vanish amongst your decor. - Place glass decorative objects on a glass surface. To really highlight your decorative glass items, placement on a solid surface such as wood or stone is best. - Forget white and black are colors. White or glass decorative selections can blend well with other colors in space without clashing. - Overlook the power of investing in quality pieces of decorative glass.
