Dear Citizensofthe CañonCity Area Recreation& Park District,
Since 1965 the Recreation District has proudly servedthe recreation needs of this incredible community.Itbegan whenthe R.C. Icabone Swimming Pool opened in the summer of 1966. Later that year the first BoardofDirectorsbegan looking at options to expand the District with apark, programs forfootball, baseball, andbasketball, and to try to get arecreation center with asheet of ice. Some of this happened, some did not. The fact is thecommunity had needs for parks andprograms andthe Districtdid what it could to meet those needs. It was all about moving the community forward.
Over thenext57years the District kept moving forward. Additionssuch as Rouse Park, the Arkansas Riverwalk, John Griffin Regional Park, HarrisonPark, Pathfinder Park, and the Schepp Open Space occurred. We went from just apool to morethan 300 acres of propertyfor the public to enjoy using forrecreation. We expandedfromthree programsinthe first few yearstonearly 50 in 2023.All of this happened without an increase in taxes. Rather,itwas made possiblethanks to aggressively pursuing grants, and the District receiving generous donations and sponsorships. The District kept moving forwardand tried to keep up with theevolving recreational demands of the community,while the mill levy to fund the District remained thesame.
The District has been fiscally conservative through theyears to keep operations running, butthat has been tested not justbythe expanding needsofthe community,but also by theIcabone Pool. For decades this facility has been in need of replacement and commercial pools areextremelyexpensive to buildand operate Theoriginallife expectancywas 25-to-30 years. It served the community for 57 years. In May of 2023 it was closed due to mechanical and safety issues. Accordingtomultiple poolengineers the District had done an excellent job to keepitoperational, butithad simply reached theend of its useful life. Thereisnoexisting funding mechanism to replace this facility.
Financially the Districtisunderfunded. When compared to other recreation districts in the state we arewoefully underfunded. Based on population the Cañon City Area Recreation and Park District is funded annually at $33.63 per person. Now comparethat with Montrose at $70.13per person, Bennett at $75.90per person, South Park (Fairplay) at $81.96 per person, andStrasburgat$85.31 per person. Thoseare justafew examples of thetwenty-two higher funded recreation districts statewide. Percapitaweare thesecondlowest funded recreationdistrict in the state, ahead of only Penrose. We have never had amill levy increase. The same cannotbesaid for the other districts on this list. We arenot able toexpand any further due to our financial constraints.
Thequestion now is whatdowedoaboutaswimming pool? The District has partneredwith the CityofCañon Cityona feasibility study to replace theIcaboneSwimming Pool. This study will provide us with informationonwhatthe community wants in apool, how much it would cost to construct and operate, and what the tax implications would be. It provides transparency.The District is listeningto what the community wants and needsin thefacility.Itisyour pool. Commercial swimming pools are more expensivethan ever to build. When comparing our facility to other current projects around the state, agood estimatetoreplace thepool is between $12-$15 million for an outdoorseasonal pool. If the community desires ayear-round facility, theprice will only increase. This is why afeasibility study is needed,sothe public hasall thefacts beforemaking an informed decision.
Fundingfor commercialswimming pools is not easy to comeby. As explained earlier,thereisno existing funding stream to replace thepool and grantsare difficult to find.Inaperfect scenario we might be able to obtain some grant funding to cover less than 10% of the project cost, butthat will be achallenge.Any grant funding will requiresignificant matching funds, which we do not have. The truth is public commercialpools arehistorically funded through tax dollars. It is up to the citizens to decide whether we want toinvest our taxdollars in aswimming pool, and the earliest we can go to the ballot is November of 2024. We areworking with theCity of Cañon City on apotential partnership for theconstructionof a pool andindiscussions with Cañon City Schools on ways we might be ableto partner as well. It will be acommunity efforttomake this project areality.
TheRecreation District has proudly served thecommunity for 59 years andwewill continuetodo so for yearstocome. The question now is, “Do you want part of that service to include apool?” It willbefor you todecide.

The Cañon City Area Recreation andPark District is aspecial district established in 1965. The District’smain source of funding comes in the form of property tax, which is collected from an area thatisapproximately 115 squaremiles in size.
The District is governed by afivemember Board, whom areelected at large from citizens living or owningpropertywithin the District boundaries. Elections areconducted in May of every odd year. The Boardconducts monthly meetings at the District’smain office, 575Ash St., on thesecond Tuesday of every monthbeginning at 7:00 pm.
The District currently owns and operates Rouse Park, John GriffinRegional Park,Old Harrison Park, Arkansas Riverwalk,Ropes Challenge Course, R.C. Icabone SwimmingPool, Arkansas Riverwalk Dog Park, Ash Street Community Garden, Schepp Open Spaceand Eagle WingTrailhead,and the Community Room, whichislocated withinthe main office. TheDistrict co-owns andoperates Pathfinder Regional Park withFremont County.
Every year the BoardofDirectors and the District Staffstrive to improve theprograms and facilities offered to the community.All the programs and activities listed in this ActivityGuide are designed to meet the recreationalneeds of the public. We of course welcome any suggestions or input as our goal is to better serve the community
The District works in conjunction with the City of Cañon City,Fremont County,Cañon CityRE-1 School District, Florence-Penrose RE-2 School District, Fremont Sanitation District and manylocal businesses and non-profits to provide services to thecitizensofthe community
The District currently employs 12-full time employees andabout130 seasonal andpart- time employees.
The Districtisalways seeking and recruiting instructors, who have askill or interest to share, volunteer coaches and officials. Yoursuggestions on improving our programs arealways welcome.

Arkansas Riverwalk Dog Park
TheCañon City Area Recreation andParkDistrict’s Arkansas Riverwalk Dog Park opened in June of 2011.This parkwas made possiblebythe Recreation District, theDog Park Committee, and with several financial contributions from local businesses and individuals.Since that time,ithas undergone several changes and improvements,including an agility course,pavilion, and awalking track.
HarrisonPark
The Old Harrison Park wasacquired by theRecreation District in July of 2008 from the Cañon CityRE-1 School District.Thanks to agrant from Great Outdoors Colorado the parkwas renovatedand opened in late 2012.Now thisneighborhoodparkfeatures a pavilion, upgraded playground, basketball court, climbing boulders, restroom facility, and alarge field. The facilityhas become apopular location forfamily gatherings,birthdayparties,and sports practices.If youwould liketoreserve the pavilion at Harrison Park, thereisacharge of $25 fortwo hours.
Pathfinder RegionalPark
Pathfinder Park openedinthe fall of 2007 and over the past 16 yearsalot of improvements have been made, thanks in part to multiple grants from Great Outdoors Colorado and theGates Foundation, and strong communitysupport.The parkincludes aplayground, fishing pond, trails and multiple sports fields.The MinersPavilion is booked severalweekends each month forparties,reunions and even weddings.Trail additions and bridges have been made thankstothe CañonCityHigh School Civics classes and local Boy Scout Troops.Wecontinue to expand trails throughout the natural areas between the developed parkand theArkansas River. If youwould like to reserve the pavilionat Pathfinder Regional Park,thereisa charge of $25 fortwo hours.
Rouse Park
Rouse Park wasthe firstparkowned and operated by the Recreation District with fields,pavilions,and a playground area. The baseball and softball fields are used for9to10months outofthe year by recreation programs,Cañon CityHigh School, and area traveling teams.This facilityhosts severalbaseball and softball tournamentsthroughoutthe year whichincludemany teams from outside the community. The west end of the facilityisused forfootball and soccer practices and games and the pavilionshost parties, weddings, and other functions throughout the year.Inthe fall of 2016 renovations to the southwestcorner of the parkadded six newpickleball courts and an improved
basketball court.The pickleball courts arebusyseven days aweek and hosttournaments. RouseParkisone of the mostused parksinthe RecreationDistrict and thecommunityasawhole.Pavilions areavailable for afee of $25 fortwo hours.
ArcheryRange
The ArcheryRange,located at 575 Ash Street just east of the office building,isopentothe public at all times during daylighthours.There aretargets at 10, 20, 30, 40, 50, and 60 yards. Newtargets have been placed this year.The ArcheryRange also features a shooting platformand 3D targets.The rules forthe facilityare postedatthe range.Please come down and utilizethe facility andall it has to offeryearround!
Eagle Wing Trailhead/ SouthCañonTrails
At the intersection of ColburnLane and NewYorkAve. is theEagleWingTrailhead and Schepp Open Space. This is our most recent trail additionand provides recreation access to severalpopular and existing parks and trails in the southwest area of CañonCity including Ecology Park andTemple Canyon.Itisan access point to the 10 miles of the South CañonTrail systemlocated on BLM land,FremontCountyland, and Recreation District land. Located at the Trailhead is the HeckerFamilyMemorial Picnic Shelter funded through local contributions.In2020aflowtrail called “Smooth Criminal” wasadded through work with Fremont AdventureRecreation (FAR), TerraFirma Trails,the CityofCañon City, and Fremont County. Improvements continued in 2021 with “The Yard”, a bikeparkatthe trail head. It has twodifferent lines to enjoywhile improving your skills
AshStreet Community Garden
TheAsh Street CommunityGardenislocated in the southeast corner of the Arkansas Riverwalk Dog Park Each year,thereare 27 plots to reserve forthose who love to garden.

Credit Union of Colorado Players Clinic
Playerswho wish to play in the Credit UnionofColorado Tackle Football League must attend the player evaluation clinic. The purpose of the clinic is to provide evaluations for thedraftin order to make theteamsasfair as possible. Players must be registered and attend the clinic to be eligible for the draft. All registered players willbe placed on ateam. Out of District players need not attend. Penrose /Florenceplayers mayattend but will notbeapart of the draft process. If there are enough Penrose/Florence players fortwo teams, then they will draft as well between only their group of players.

2024 YouthTrack and Field
TheCañon City Area Recreation and Park District offers a track and field program for area youth in the summer.Both boys and girls ages 5to14may join the District’strack team. Conditioning, proper fundamentalsofrunning, fieldevent techniques, and teaminvolvement willall be emphasized. Children will have an opportunity to participate in CARA track meets at no additional cost.

This program is for boys and girls wanting to participate in an introductoryYouth Volleyball League. The purpose of this Recreation District Youth Volleyball program is to emphasize skill development, fair play,sportsmanship, and fun! Each participant will play in each game, learning basic volleyball fundamentals and rules.

YouthWrestling
The wrestling program is for boys and girls 5through 13 years old who wish to learn the fundamentals of wrestling. Wrestlers will learn escapes,takedowns, rides, andmanymore moves. Children will wrestle other children in the same weight bracket. Practicedays are subject to change. Participation in the tournaments is not mandatory, it is an option for anychild in our program.

We have teamed up with the Four Mile Golf Course and Coach Jeff Perkins to offerthe Junior Golf programagain this summer.The sessionswill be dividedintothree age groupsatthree separate times Each age group will be capped at 10 participants per group.Every group will be taught the fundamentals of golf including: basic grip andsetup,shortgame, irons,driving and round preparation.Oncourse etiquette will also be stressed. YOUTH TENNIS LESSONS
REGISTRATION: April 22nd –May 30th
AGES: 4-18-years old

DESCRIPTIONOFCLASSES: Each class provides afun andrelaxed atmospheretointroducethefundamentals—developingballsense, concentration, attention to detail and good sportsmanship. Classes include instruction, drills, fun games, fitness, agility and team building exercises. For players at everylevel, there’sapersonalized approach to improvingpower,control, and gameplaystrategy Everylevel will work to learnand improvethe forehand,backhand, volley,and serve.
Instructors will divide the participants into appropriate agesand skill levels thefirst week of lesson.
Age 4-6—Verybeginning tennis; for4-6 years old. Participants will learnbasicstrokefundamentalsanddevelophand-eyecoordination in afun games-basedapproach to tennis.

CHOOSING ATENNISRACQUET: The following are standard guidelines for ageand racquet length selection: If an 8-yearoldisthe size of an average 10-year-old, choose the1012 racquet. Ajunior player should use as long aracquet as he/she cancomfortably handle. This will encourage development of smooth strokes that utilize good weight transfer andlarger muscles. The Canon City Area Recreation and Park District and The City of Canon City will be partnering again this year for the 2024 Clean Up /Green Up.TheArkansas River and Riverwalk along with other trails throughout Canon City will be the focus of this year’sClean Up.
There will be breakfast offered to all our volunteers. Everyone is encouraged to attend, especially the Riverwalk users. Plan to join us for breakfast at 8:00 a.m. and thecleaningbegins at 9:00 a.m. Garbage bags will be provided.Please bring your own work clothes and gloves.

ADULTSPORTS PROCEDURES
Registration: Fullpaymentmustbereceivedbeforethe program deadline in order to reserve aspot in aleague. Teams will only be taken after the deadline if it aids the programcoordinator in scheduling. Example: an odd numberofteamsto an evennumber.
LeagueRefunds: If aprogram does not get at least 4 registered teams the league will not go. Full refunds will be distributed to those teams that have paid. If 4teams are registered the program will run.
PlayerEligibility: Players must sign andcomplete their team roster before participatinginthe program. All players must be at least 18 years of age. If you are still in high school and participating in asportsprogram, please check with your athleticdirector to make sure there are no potential eligibilityissues. Minorsare not allowed to participate in Adult Sports.Adult Sports participants cannot be on two teams within the same league
Team Rosters: There will be adrop-dead date as to which no morenames can be added to aroster.Atthis point the roster becomes frozen and no players can be addedor removed. It will be approximately 60% throughthe regular season and will be printed on the schedules. Furthermore, alladult team rosters will have alimited number of players per specific sport. All legal players then on the roster will be eligible to participate in the post-season. All team rosters, waiversand drop forms will be kept in the on-site notebook.
Legal Players: Aplayer is notlegal until theyhave signed and completed the roster and playedinatleast one game. Aprinted name on the roster is not legal until it hasbeen signed, butitdoescount towards the roster limit.
Adding Players to theTeam Roster: If ateam has not reachedtheir roster limit beforethe roster deadline, they can add players by simply having themsign and complete the rosterbefore participating. If ateam has reached their limitofplayers, theycannot add aplayer until aplayer has dropped usingthe drop form.
Removing Players from the Team Roster: Onceaplayerhas signed the rosterthey are alegal player and must sign the drop form in order to not be counted towards ateam’sroster limit. The team manager can remove unsigned players from the rostertoadd players before theroster deadline.
Game Challenges: Agame may not be challenged after it
(AS OF MARCH 2021)
has been completed. If at anytime during the course of a game ateam wants to challenge the opposing teams roster they may do so. They can challenge rosterlimits, legal players or player eligibility.What is in the on-site notebook is official.A teamplayingwithanillegal roster will forfeit thegame.
Forfeit Penalty: Teams that forfeit without a24-hour notice to the Program Coordinator will be penalized afee of $25. The penalty must be submittedtothe Recreation District Office or employee before the team is allowed to participate in thenext scheduled game. Agameforfeited due to a challenge does not constitute apenalty
Awards: The first-place team will receive T-shirts for every player listed on their roster and a1st place plaque. The postseason playoffs or tournament will determine the winners in each league. If there is not aplayoff or tournament, the league winners will be based on the regular season
TieBreakers: Most ties will be decided to determine seeds for post-season play.Tiebreakers will follow the steps listed below when applicable and in order

Point System: three points will be given for everywin and 1point for everytie

The Cañon City Area Recreation and Park District will host the Turkey TrotFun Run at Pathfinder Park on Saturday, November 23rd. The 5K run will begin at 10 a.m.The courseisonmaintained trails and dirt roads with little to no elevation changes. Thisrun is all about having fun as it is nota timed event. We encourage all participants to dressin their best Thanksgiving costume and we will have an award for thebest costume. Thisrun is to encourage people to get outside, haveagoodtime,and get some exercise. Pets may participate in the event, but theowners areresponsible for cleaning up after them, and they must be on aleash. Pets can dress up too! Followingthe run, we encourage everyone to hang out at PathfinderPark for awardsand enjoy ourfoodvendors.
