Are your peppers stalling out? You’re not alone (shutterstock.com)

If you were planning on picking a peck of peppers this year but the CAROL O’MEARA plants CSU Extension are not cooperating, chances are your garden is suffering from heat stress. In this, you’re not alone: reports of poorly performing peppers, and in some cases eggplant, are coming in from around the area. Even the pros are seeing a difference in pepper growth and lamenting the slow growth of one of our favorite crops. “I started all of my peppers and had all of these gorgeous transplants I put out. They looked great for the first 10 days and I was thinking ‘man this is going to be a beautiful year.’ But then they went south; they starting going backwards on me and becoming stunted,” says Dr. Mike Bartolo, Senior Research Scientist and manager of the Arkansas Valley Research Center in Rocky Ford. He’s been a leading researcher in the development of chile peppers since 1992.

High temperatures hit us in early June, and that month saw 8 days well above 90 (measured at the Boulder airport). This alone shouldn’t have been a problem for the plants, but this is Colorado after all, and May had sent us snowy, wet weather that delayed planting. The combination of late start and early heat has resulted in many peppers and eggplants stalling. “I remember having this happen about five or six years ago, where we had six or seven days above 100 in May. But that still wasn’t as bad as this year. They’re just not catching up,” he said. Heat stress reduces plant’s ability to photosynthesize and cool itself efficiently, which in turn limits root development, according to University of Nebraska Extension Water Resources Engineer Suat Irmak. Persistently higher temperature s this summer – 22 as of July 24 – plus limited root growth has left these plants languishing. “As hot as it’s been everywhere, we’re seeing a lot of this. But it seems like it’s impacting the sweet and bell peppers more; they’re really affected. Chiles are handling it a lot better,” said Bartolo. “In some cases the stems got sunscald and developed woody callous tissue over the burn. Now

that’s interfering with the flow of water through the plant and making things worse.” Bartolo’s research into preventing sunscald on the fruit of peppers led him to using 30-percent shade barrier over some plants to protect the fruit from harmful rays. But now that shade is proving effective in shielding plants from high temperatures as well – the transplants he covered with shade in early June aren’t showing the stress the exposed peppers are. Locally, peppers covered with shade cloth or floating row covers are also in much better shape. Popping a tent of 30-percent cloth over your crop might help get things growing again, Bartolo said. “As long as the stem is ok and not injured by sunscald, things should get moving again once things cool down or you shade the plant. It’s possible that they’ll recover.” Shade cloth is available at garden centers in various lengths. It’s a durable fabric that can be used for several years. When covering your plants, remember that this is to be suspended above them, unlike floating row covers that can sit right on the plants. Create a frame for holding the shade barrier above the plants, taking care that it’s secure for wind. Floating row covers provide about 15 to 19-percent shade, which might not be enough at this time to break the grip of heat. High Temperatures Require Proper Lawn Care

Rocky Mountain Sod Growers Water conservation is a high priority for members of the Rocky Mountain Sod Growers (RMSG). Current weather conditions call for an understanding of when and how to water lawns and

landscapes to preserve the benefits they provide to the environment and home values. “Proper watering practices improve the quality of your lawn, provide important environmental benefits, and save you money,”

said Ed Markham, RMSG President. “It may be hard to believe, but most homeowners tend to over-water their lawns and actually waste water by not following a few relatively simple irrigation practices. These practices will ensure a healthy lawn as well as conserving water.” The RMSG advises five basic rules to keep established lawns in peak condition, conserve water, protect the environment, and save money: Watering in the early morning or late evening hours is a more efficient use of water. When watering during the heat of the day, some of the water evaporates before it can be absorbed. Don’t “set it and forget it”. As weather conditions change, change sprinkler settings to avoid over watering. Don’t water pavement and sidewalks. Adjust automatic sprinkler heads for maximum

coverage. Hand watering may be required for areas that are under stress. Discoloring is a normal sign of stress. Keep in mind that bluegrass is very resilient and is therefore a good choice for this region. Be sure to account for adequate water coverage in windy conditions, as high wind conditions are prevalent in Colorado. “Scientific research confirms that lawns, parks, and open areas cool the air while generating oxygen, reducing pollution, controlling soil erosion, and purifying and replenishing water supplies,” notes Markham. “That is to say nothing of the aesthetic values of sod in the landscape. When it rains, the water that comes off rooftops, lawns, and driveways drains into the storm sewer system and eventually ends up untreated in a nearby waterway – such as a river, lake or stream. Along the way, stormwater runoff picks up pesticides, fertilizers, pet waste and a myriad of other pollutants that end up harming local water bodies. Rain gardens help reduce pollutants from reaching our water bodies by temporarily storing runoff and allowing the polluted water to soak into the ground and time for the pollutants to filter out. The City of Loveland Public Works Stormwater Division is working to create awareness for the need to incorporate rain gardens into the community. To help improve water quality 4

The rain gardens also add value to the home by increasing the aesthetics of the property. Additionally, incorporating rain gardens into the community will help the City meet the objectives outlined in its stormwater management program.” Resources for homeowners and other members of the public Besides the City’s Stormwater Division, another key resource is the Colorado Stormwater Center at Colorado State University. The Center provides stormwaterrelated education, training and research with the goal of maintaining and improving the health of lakes, rivers and streams through proper stormwater management. The Colorado Stormwater Center has created a helpful 15-page Guide, “Building a Rain Garden in Colorado,” which July 29-30, 2017

clearly explains how to plan, design, build, and maintain rain gardens. The Guide starts by explaining that a rain garden is simply a landscaped area designed to capture stormwater runoff and reduce pollutants in the runoff, using plants as a filter. Established with a variety of native and perennial plants, grasses and flowers, rain gardens can add color to the landscape while providing habitat for birds, pollinators such as butterflies and bees, and can increase property

values. The Guide explains in detail how to select the location, the depth and size of your garden, and what materials and tools you will need during the construction process. The Guide also provides a list of the plants you should consider using and why it is important to use native plants in your design. Rain gardens are an important stormwater management tool because they: • Help reduce stormwater overloads, which often result in nuisance flooding; • Filter out and capture polluted stormwater runoff before it can enter our storm sewers, lakes, and streams; • Are beautiful, long lasting, and provide much needed habitat for birds and pollinators; • Help improve air quality, and; • Add value to the property.

Interest Rate Trends Interest rates directly impact how much a home will cost you, or more importantly, how much of a home you can afford. When rates rise, the same priced house will naturally cost you more to finance. Therefore, monitoring the direction that interest rates are expected to go is extremely important. During 2017, rates have already risen. Given that the economy has bounced back from its previous lows, the Fed is no longer freezing rates. Many experts believe that rates will continue to rise as the year progresses. Under these conditions, it’s more beneficial to buy a home now that to wait for later this year or next year, when

rates may be much higher. Cash Flow and Investment Another important consideration when it comes to buying a home is the cost of NOT buying a home. If you are renting, how much are you spending each month or year? How does that compare to home ownership? Let’s assume that each option costs you the same on the surface. Now consider the additional advantages of owning, such as tax benefits and equity building. How does the overall cost/savings of renting compare to buying when you look at the big picture? Under the current market conditions, it’s simply better to buy now than to wait.

Home Price Trends Another important trend to follow are home prices. Have prices been rising or falling lately in your community. More likely than not, it’s been rising. This is very important for two reasons. First, if prices are rising, the longer you wait, the more expensive homes will be. This means that you will spend more money on a home or you will qualify for a less expensive home as time goes on. There is no benefit to waiting unless you think home prices will start falling. Secondly, if prices are on the rise, buying now allows you to quickly build equity in your home. Equity is one of the major benefits of home ownership to begin with. If you could build the same amount of equity in one year that it may otherwise take 5 years to build, then you’ve already profited greatly from your investment.

Before you flip that house, study up on tax consequences

It’s not unusual to imagine that flipping houses would be fun. You might start by thinking that this could be the way to easy profits. It’s an exciting venture, without a doubt, and one that, if done correctly, can bring you the kind of return on investment that you have been seeking. But buying a house, renovating it quickly, and then selling it again isn’t as seamless as HGTV’s “Flip or Flop” and “Fixer Upper” make it look, and it’s important that you be prepared for the never-televised wonkier side of property investing. Which brings me today to an always-dreaded subject: taxes. I know what you’re thinking. Taxes are why we hire accountants. But studying up ahead of a flip can save you from surprise later. Here are a few guidelines to get you started. When it comes to flipping, the most important consideration, tax experts say, is how long you hold a property. If you retain the property for more than a year, federal law rewards you by treating any profit from the sale as a long-term capital gain. That means the tax rate on your profit is much lower, maxing out at around 20 percent for investors even in the highest-income tax bracket. For those in lower brackets, the rate could be lower — even 0 percent. But if you flip in less than a year, tax rates are not in your favor. Money you make by buying and then selling that same property in less than a year is considered a short-term capital gain and is taxed at ordinary income-tax rates, which are much higher and can max out around 39 percent of your profit. Yet the equation can get far more complicated than that, especially the more frequently you flip. “What you should be mindful of … is whether or not what

you’re doing could be considered purely an investment. Is (flipping) something you do in addition to your daily job?” said Bill Rucci, managing partner of Rucci Bardaro & Falzone, a Boston-area accounting firm, and someone who has spoken frequently on the subject. “ … If the government can make the case that it’s more than just an investment, they will try to recharacterize the transaction as a trade or business. And how the profits are handled will be different.” For someone looking to flip occasionally, it’s unlikely that the Internal Revenue Service would consider the activity a business, Rucci said, and thus would treat it like any investment, such as stocks or bonds. At what point does it transition into a business? There’s no magic number, Rucci said, but “the more houses you are flipping, the greater the chance the government will call it a trade or business.” The result: even more taxes. Not only are a flippers’ profits taxed as ordinary income, but they could also be subject to a self-employment tax. There are ways to get creative. According to federal law, a homeowner can qualify for a federal tax exclusion on a sale’s profits if a home is considered a primary residence — meaning that the IRS would need proof of residency such as a car registration or utility bills. And a homeowner must have lived in

the property for two of the last five years. When it comes time to sell, the law allows a single homeowner to exclude up to $250,000 of profit from federal taxation. Married? That exclusion doubles to $500,000. David Zalles, a Philadelphiaarea CPA, said he once had a client who used that exclusion to her advantage: She would purchase properties, move in, and take her time over multiple years to rehab them before selling, living among construction noise — but allowing their value to appreciate. In the end, if her profit was $300,000, for example, she would be taxed on only $50,000. Although investors should understand the tax implications, a decision to flip should never be made on taxes alone, said Chris Somers, a flipper and owner of Re/Max Access in Philadelphia. “If renovations are taking a little bit longer, at least there might be a tax advantage,” Somers said. “But sometimes, it’s important for people to move the asset so they can start another one.
