Norma Jean Hall Chapin

Sept. 29, 1931 - March 29, 2017

Norma Jean Hall Chapin, 85, passed away March 29, 2017, at the Saint Thomas More Hospital in Cañon City, Colorado from causes incident to age. She was born Sept. w29, 1931 in Latuda, Carbon County, Utah to Albert Herman Hall and Zelda Martha Watt Hall. She was the youngest of three children. Following her brother Blaine by seven years and her sister Ilene by only 18 months, she was the "surprise baby" of the family. She attended school in Latuda from first grade through sixth grade before starting junior high in Helper, Utah. Her family then moved to Provo, Utah, where she attended Dixon Junior High for eighth and ninth grades. Following her graduation from Provo Norma Chapin High School in 1949 she remained living at home while attending Brigham Young University from 1949 to 1951. In 1950 she took a summer job at the Grand Canyon, where she met her future husband Walter Hayden Chapin, of Pocatello, Idaho. They were married on May 3, 1952 in Provo, Utah, a happy occasion involving parents, siblings, and friends. Norma and Walt lived in San Diego, California; El Paso, Texas; Las Animas, Colorado; and Ulysses, Kansas. They finally settled in Cañon City, Colorado in June 1957 where their last two children were born and where they lived for the remainder of their lives. After the birth of her five children, Norma spent the summers of 1961 through 1963 in Provo with her parents while completing her Elementary Education degree at BYU. She taught school and took continuing education classes for some years before completing a master's degree in Elementary Education from the University of Southern Colorado in August 1975. Norma was an elementary school teacher for the Fremont Re 1 School District in Cañon City, Colorado from 1963 until 1992, teaching second and third grades at Washington and Harrison Elementary Schools before retiring after 29 years of service. It was not uncommon for her to see her students around town, and many of her grown students fondly remembered her through the years. She was a lifelong member of The Church of Jesus Christ of Latter Day Saints. Six of her great-grandparents were Mormon Pioneers, and her other two great-grandparents were born in Utah to Mormon Pioneer parents. Norma was one of the early members of the Cañon City Branch, which at that time met in a small white house at 654 Harrison Avenue. She was part of the small group of members whose fundraising efforts led to the building of the original phase of the 1435 Elm Street chapel, which is now the home of the Cañon City First and Second Wards. Norma held many church positions over her lifetime, including Primary president, seminary teacher, Relief Society teacher, and director of the family history center. She also spent several years as a temple worker in the Denver Colorado Temple. She had a beautiful soprano voice which she readily shared in church productions, programs, and meetings. Norma loved her family deeply. She will certainly be welcomed by many who crossed to the other side in years past. She was preceded in death by her parents; parents-in-law; husband of 56 years, Walter Hayden Chapin; sister-in-law, Gleora Kaye Chapin; sister-in-law Neva Jean Chapin Krahmer; sister, Zelda Ilene Hall Ellis; brother-in-law, Edwin M. Ellis; sister-in-law, Eleanor Binder Hall; son-in-law, Anthony J. Day; and grandsonin-law, Matthew Neil Budge. She is survived by her brother Herman Blaine Hall of Provo, Utah; daughter, Kathleen Chapin Day (Anthony) of Cañon City, Colorado; son, Norman Hall Chapin (Rebecca) of Fountain, Colorado; daughter, Jean Marie Chapin Seifert (Edward) of Springfield, Nebraska; daughter, Sally Jo Chapin Henrie (Gregory) of Idaho Falls, Idaho; son, Thomas Burk Chapin (Cindy) of Boulder, Colorado; 19 grandchildren; 10 spouses of grandchildren; and 35 great-grandchildren. Norma’s funeral will be held on Monday April 10, 2017 at the Church of Jesus Christ of Latter-Day Saints, 1435 Elm Avenue in Cañon City, Colorado. Visitation will begin at 9 a.m. and the funeral will begin at 10 a.m. Interment will be immediately following the funeral at Lakeside Cemetery at 1008 Elm Street in Cañon City.

Florence’s elementary was one of two local schools recognized for growth By Sara Knuth

The Daily Record

FLORENCE — When a small group of school superintendents was invited to attend a ceremony at the Colorado Department of Education earlier this month, almost none of them knew why. “When we got there, it was a very small group of superintendents, so it was kind of exciting wondering what was going to happen,” said Rhonda Roberts, the superintendent of the Florence-Penrose School District. “And I was pleased and honored to accept the Governor’s Distinguished Improvement Award for Fremont Elementary.” Fremont Elementary School was one of 128 schools in the state to receive the award, which recognizes schools that showed above-average growth on standardized tests. Along with Cotopaxi Junior Senior High School, it was only one of two in Fremont County to be honored with the award. The school celebrated the award March 28 with a small ceremony in its front lobby. “Nobody does this,” said Jan Draper, the principal of Fremont Elementary. “Nobody gets growth numbers like we have last year on the PARCC test and like I know we’re going to have again this year.” The Partnership for Assessment of Readiness for College and Careers exam is given statewide to test third- through ninth-grade students in English language arts and math. The state uses the results of the test, in part, to determine how to rate schools and district under a system called the Performance Framework. Part of that criteria includes student

Cotopaxi recognized with award Cotopaxi Junior Senior High School also was honored with the Governor’s Distinguished Improvement Award March 1 in Denver. “I am proud of the students at Cotopaxi each and every day,” principal Jackie Crabtree said in a school news release. “They are supported and guided by teachers that put their heart into their work. It is so nice for the state to recognize that success and honor our school.” The school, which received a growth score in the 73rd percentile in English and the 64th in math, was recognized by the Colorado Department of Education for its “exceptional student growth,” the news release said. “The ratings reflect consistently high rates of student growth in English language arts, math and English language proficiency.” Each school honored with the award was required to have a test participation rate of 95 percent or higher. “I am constantly impressed by the success of our school,” Crabtree said in the news release. “Our students and teachers work very hard each and every day and this is reflected in their growth over time. This award acknowledges that success and I am thankful that the state recognized their effort.”

growth, which determines how much students are progressing in class in-between taking the tests. When it comes to the award, “it’s growth over three years,” Draper said. “We’ve been steadily improving and every year getting better.” This year, the school received growth scores in the 71st percentile in English and the 76th in math. Those numbers each are more than 20 points higher than state’s average of 50. “We average 76 percent growth,” Draper said. “That’s huge. Nobody does that.” Fremont Elementary Vice Principal Vicki Knapp said growth like this stands out to parents.

Across America for Wounded Heroes

Tractor Trek

By Carie Canterbury The Daily Record Ivan Stoltzfus is driving his 1948 John Deere Model A tractor across the country to raise awareness for military men and women who have made sacrifices for their country. During a brief stop Monday in Cañon City, Stoltzfus, 69, talked about his mission and his “Johnabilt,” a John Deere that has a custom-built Peterbilt Cab. “I was never in the military, I just saw the need to help to help some of these (veterans) who are feeling despair and trying to adjust back into civilian life,” he said. “There are 22 suicides a day and 75 who are trying to commit suicide a day — there is such a need out there, and this is my one way I hope to make a difference.” Through his nonprofit organization, Across America for Wounded Heroes, Stoltzfus said his hope is to bring a smile to at least one person and to let veterans know that “there are people who care, that there is a God up above and that they are not forgotten.” Stoltzfus drove from ocean to ocean in 2014 and thought that was the end of crusade until veterans contacted him and asked him to do it again. “I saw the need there and so much pain with the PTSD that so many of them experience,” he said, so he started up the tractor and mapped out his route. He kicked off this current tour in Pennsylvania in October 2016. He stayed in Florida for three months

Ivan Stoltzfus made a brief stop Monday in Cañon City during his journey from Pennsylvania to California in his 1948 John Deere Model A tractor to raise awareness for wounded warriors. until February when he started his journey west. “This strange thing coming down the road brings attention and then the camper is like the billboard,” he said. His camper has the organization’s web address and other information about the cause.

On his dashboard are photos of warriors and a Purple Heart given to him by a veteran. Depending where his campgrounds are, he drives 60-70 miles a day and sleeps in his 24-foot camper at night. 42nd Annual Safety Town set for April 18-20 at Head Start By Sara Knuth The Daily Record Fremont County Head Start always invites politicians, police officers and even the president to its annual Safety Town event. But the young children who learn about safety are its biggest audience. Safety Town, which is set for April 18-20, will enter its 42nd year of educating children kindergarten-age and younger about ways to be safe in areas, ranging from camping to riding bikes and being around railroad tracks.

Jo Beth Palmer, the director of Head Start, said the event is open, for free, to all young children in the community. “It’s targeted toward any child in the community who wants to learn about safety,” she said. Each year, all of the preschools in Fremont County take their students to the event, and in previous years, it has attracted kindergarten classrooms from as far as Pueblo. “We invite everyone within a 100mile radius,” Palmer said. Originally, the event was created as a recruitment tool for Head Start,

which serves preschoolers who come from low-income families. Throughout the years, it has grown into an event for all young children. “It’s our kick-off for recruitment,” Palmer said, adding that between 800 and 1,000 parents attend Safety Town during its two-and-a-half day schedule. She also said Head Start encourages its parents to attend with their children, but if they can’t, the school picks students up in buses so they can attend. Once children get to the event, they meet with a guide, who takes

them through a mock town, compete with storefronts and businesses. “Children actually walk through safety town with a police officer,” Palmer said, adding they answer questions about safe places to go in town. Safety Town will be from 9 a.m. to noon and 1 to 3 p.m. April 18 and 19. On April 20, it will last from 9 a.m. to noon. Head Start is located at 1718 Brookside Ave. For more information, or to reserve a date and time for a group, call 719-275-8636.

“Old Time Sharing” The church began in Acts 2 with a bang when 3,000 penitent believers were baptized, saved and added to the church. Many of these had come from afar and understandably were not in a hurry to go back home. What happened when their funds ran out? Evidently, local saints took up the slack: “And all those who had believed were together and had all things in common and they began selling their property and possessions and were sharing them with all, as anyone might have need” (Acts 2:4445). True, this was the result of a unique set of circumstances but the important lesson here is that helping those in need is a Christian responsibility. It also seems this was entirely voluntary on the part of those who shared. That raises a question, “Who am I obligated to help?” Galatians 6:10 says, “as we have the opportunity, let us do good to all people and especially to those who are of the household of the faith.” We also read in 2 Thessalonians 3:10-11, “If anyone is not willing to work, then he is not to eat, either. For we hear that some among you are leading an undisciplined life, doing no work at all but acting like busybodies.” Next time we will suggest how far our responsibility should go to share with others. The lesson here is that as Christians, we are obligated to have a heart of compassion toward those who are lacking in the basic necessities of life. This is in contrast to the ever-present view of “Me first!” or “looking out for old Number One.” Rio Evans is the preacher for the Cañon City Church of Christ, 1718 Franklin Avenue Office phone: 719-275-9696. Timing....Is EVERYTHING!

• There is a season for everything and the real estate market is no different. You want to time the marketing of your home, “Just Right” • Too Soon and you languish on the market & by the time the buyers are here and ready to see your house, they wonder, “What is wrong with it?” • List too late and the qualified buyers may never even see your home at all & may have already put an offer on something else.
