Demanding change Recent developments with the on-demand workforce is troubling for Uber Technologies. It has the potential to delay the expansion of US-based trailer leasing business, Powerloop, and carrier-shipper matching service, Uber Freight, to the Australian market. The Victorian Government launched an inquiry into the gig economy on December 2018. Based on submissions from workers, unions, businesses and academics, the inquiry has raised serious industrial concerns about ridesharing and food-delivery services. One of the main themes emerging from the inquiry is that without access to minimum employment standards or collective bargaining, gig economy workers could be vulnerable to exploitation. Minister for Industrial Relations, Tim Pallas, and Chair of the inquiry, Natalie James, found that three out of four surveyed workers are reportedly being paid under the minimum rate for casuals. More traditional businesses also complained that their on-demand competitors are not required to comply with the same conditions, and operate at lower costs, which creates an uneven playing field when compared with traditional business. If Powerloop and Uber Freight was introduced to the Australian market it could transform legacy industry
practices and create new opportunities for fleet operators. A trailer pool system could empower smaller road freight companies to grow sustainably, while operators could bolster their delivery network via third parties. The inquiry into the on-demand workforce helped build the momentum that a Melbourne-based operator needed to rally the support of other drivers, operators and licence owners from Victoria, New South Wales, Queensland and Western Australia to take transport company, Uber, to court. There are, however, benefits to the gig economy. It provides flexibility and convenience for consumers. The inquiry highlighted a need for greater transparency to review worker protections. It is clear that Australia’s gig economy requires further review and regulation to protect those who work in the sector. As the national freight task continues to grow, the introduction of Uber Technologies’ Powerloop and Uber Freight – with appropriate and agreeable worker conditions in place – will be a welcome disruption.

exceeding the 2 year warranty provided for all JOST tipping cylinders. “Maintenance is an important part of ensuring that JOST components perform adequately for a long lifespan,” David says. “For example, JOST cylinders are easy to maintain as they just need to be inspected on a regular basis to make sure there is sufficient lubrication supplied to the trunnion pins and clevis. Well-maintained cylinders will not wear out prematurely.” Simple checks can ensure operators get the most life out of their JOST Hydraulic cylinder. JOST cylinders and hoists are used throughout Australia, often in the harshest environments in the country, also suitable for PBS applications such as 4, 5 and 6 axle dog many operators and trailer builders consider them to be the best options available. In addition to their reliability and serviceability, JOST tipping cylinders feature larger barrel diameters that enable high tipping capacities. Shayne emphasises that oversize trunnions at 65mm on the classic 183 series cylinder for extra strength are an important consideration, too.
We use many JOST components for our builds... All of our semi-trailers are fitted with JOST landing legs as standard. Industry leader: Julie Russell TRAILER MAGAZINE SAT DOWN FOR A CHAT WITH JULIE RUSSELL, A DIRECTOR OF BRISBANE-BASED RUSSELL TRANSPORT, WHO WAS RECENTLY ELECTED TO THE BOARD OF THE AUSTRALIAN TRUCKING ASSOCIATION. A STRONG ADVOCATE FOR THE INDUSTRY, JULIE SAYS HER PATERNAL GRANDMOTHER PLAYED AN IMPORTANT ROLE IN HER CAREER JOURNEY. What first drew you to the commercial road transport industry? As part of the Russell Transport family, I spent much of my childhood in and around heavy vehicles. After I left school my grandmother suggested the family business would be the ideal place for me to work and at the same time continue my tertiary education. And she was right! What does a standard day for you look like? Each day is different. Some days I will be working on a number of smaller officebased tasks and others I am travelling or attending board and committee meetings for the Industry. I have an excellent team within the business who are able to handle things while I am away. The days I enjoy the most are the ones where I feel like I have made progress – particularly when I’ve been able to close something out. What has been a highlight for your

CAPITALISING ON BOOMING ONLINE SALES AND INCREASING URBANISATION, THE RIGID TRUCK COMMUNITY MAY HAVE FOUND A WAY TO TURN THE TIDE ON AN OTHERWISE STAGNATING TRUCK MARKET.

defining trait of Australia’s national identity is the ability to thrive in the face of adversity, as cricket great Matthew Hayden famously stated ahead of the 2007-08 test against Sri Lanka. “You never want an Australian with his back against the wall,” he said. “You put any 12 blokes together and you’ll get a job done. Whether it’s getting a bogged four-wheel-drive off the beach or standing in front of a cricket wicket and making sure we’re in a dominant position. It’s the same dog, different leg action, so to speak.” When Hayden made his now frequently cited observation, he most certainly didn’t have the nation’s transport equipment industry in mind. But in the face of a slowing economy and on-going political quarrel about the future of Australian manufacturing, it is now seeing an unlikely revival in the truck making community. Scarred by lacklustre sales and shaken by the effects of a fast-fading mining boom, the industry has been tumbling toward the proverbial wall for the best part of 2015, but instead of letting negativity become the new normal, it has found a way to turn adversity into opportunity – or make use of a different leg, as Hayden would put it. With heavy truck sales all but stagnating, truck makers are now eyeing the light and medium-duty end of the industry for new growth potential, as recent statistics collated by the Australian Road Transport Suppliers’ Association (ARTSA) confirm. The ARTSA figures show that new registrations for heavy vehicles with a GVM above 12 tonnes declined 11 per cent in 2015 compared to 2014. Within that category, heavy trailers were down 20 per cent and prime movers dropped 12 per cent, while heavy rigid registrations rose three per cent. In the medium-duty category (4.5 to 12 tonne GVM), new registrations rose 4.8 per cent compared with 2014 – and again, rigid trucks stood out with a 6.4 per cent rise. “We’ve only been monitoring Australian commercial vehicle registration data for a two-year period, but the verdict is

clear – there was a contraction in new heavy vehicle registrations over the past 12 months that especially hurt the prime mover segment. Only rigid trucks saw growth,” says Dr Peter Hart, Chairman of ARTSA. “There are now about 210,000 medium-duty rigid trucks and about 170,000 heavy-duty rigid trucks delivering freight in Australia. In comparison, there are 52,000 registered single-trailer primemovers and 40,000 multi-combination prime-movers, so rigid trucks outnumber prime-mover by about 2 ½ to one.” He adds that in a market where retirement rates are accelerating – heavy vehicle retirements were up 37 per cent compared with 2014, whereas medium rigid retirements increased by 21 per cent – rigid trucks are now important contributors to fleet growth. One reason for the segment’s relative resilience to economic woes could be its inherent versatility, Peter says, with applications reaching from general freight deliveries through to concrete mixing. In fact, 21 per cent of the rigid market currently fall under the ‘special vehicle’ banner, indicating that applications for the construction and waste industry continue to be important drivers of growth within the segment, he explains. Peter also found that the annual growth rate for dog trailers over the past two years was a healthy 2.8 per cent, indicating the rigid and dog market will also provide growth potential over the coming season. As such – even though ARTSA estimates that potential to remain in single-digit territory in 2016 – Peter says rigid trucks are likely to remain one of the few growth drivers in the marketplace. “For a long time, the high-margin prime mover market was firmly at the centre of attention. [But] there is now a shift in focus to the rigid truck market, probably because of growth in local freight deliveries. This could be where future business will be made – especially now that retirement rates are rising and new equipment will be needed. “The medium age of a two-axle registered rigid truck in Australia is about 17 years now,” Peter adds. “And for a three-axle

According to Pack & Send CEO, Michael Paul, the company’s franchise model is key to ensuring a ‘premium service’ experience. “Our franchisees are our movers and shakers. They’re the faces of the overall business, and of their individual businesses too. As members of the communities they service, they play an integral role in the local marketing of Pack & Send,” he says. In contrast, the role of the franchisor is to provide franchisees with a solid foundation of business systems, or “small business with the tools of a big business,” as Michael puts it. 34

Q: Pack & Send has been around for a while now. Is the 2016 business still comparable to the one 22 years ago – for example, is parcel delivery still the core of the business? A: The Pack & Send business has changed tremendously since 1993. We started it before the notion of e-commerce, or even the Internet, was in the vernacular, so there has been a significant shift in the way we function. But our mission has always been the same – providing convenient access to a wide range of solutions when sending anything, anywhere. The types of services we can offer are now more varied, though – from traditional

Q: How did the parcel delivery industry change since the early days? With Toll IPEC, Star Track and emerging online services like Sendle on the scene, the competition must be fierce. A: The parcel delivery industry has evolved with the times. For example, customers today expect that a fundamental requirement of parcel delivery services is an online ‘track and trace’ function that provides a real time delivery status. When we started in 1993, no parcel carrier in Australia had that capability as the technology wasn’t yet in place. You had to phone the carrier to find out exactly where your parcel was – and you usually got a response the next day. In the early days, deliveries were also primarily B2B and very few deliveries were made to households. The growth of e-commerce has changed that, with significantly more B2C deliveries. In line with that, the competition has also changed – for example, where Pack & Send once relied either on customers walking in store or phoning us to send their goods, we are now developing new and

The SK-S 36.20 series fifth wheels with Recolube are lighter-weight due to the spheroidal graphite cast iron and are equipped with a safety latch that enables coupling and uncoupling with one hand. According to SAF-Holland, these fifth wheels are up to 33 kilograms lighter, reliable and robust; feature maintenance-free bearings as well as optimised lubrication channels for effective grease flow, connections for central lubrication, with options for direct or angle bracket mounting. Also, these fifth wheels are approved for force steering, feature five independent highpressure pump elements, control signals from the truck board computer, grease level empty signal via the vehicle display, pump SAF-Holland demonstrated its equipment at the Bauma trade fair in Munich, Germany, earlier this year.
