The friction conniption The National Heavy Vehicle Regulator (NHVR) has released a guide for operators, manufacturers and installers about the installation and compliance requirements of Low Friction Plates (LFPs). This development follows reports of operational issues and safety concerns regarding the fitment of LFPs to fifth wheels and skid plates. As the NHVR explains, tow couplings fitted to heavy vehicles are critical safety components due to the role they play in keeping a trailer securely connected to the towing vehicle. Due to the design and nature of the coupling – as specified in Australian Design Rules – it is subject to increased wear from friction between the two contacting surfaces. Grease is often applied to each surface to limit wear and increase coupling performance however some vehicle operators use an LFP instead where they fit a plate made from synthetic materials to the fifth wheel or the skid plate. While the Regulator approves LFPs as an alternative to grease, it does not approve unauthorised modifications or incorrect fitting as it can impact the integrity, function and safety of a coupling. For more information, look for Vehicle Standards Guide

18 (VSG18). Speaking of tow couplings, and adhering to Chain of Responsibility (CoR) obligations – in the interests of investing in fleet safety and performance – we take a closer look at the latest innovations from Bartlett Equipment. This month, we also unveil the ‘2019 Rigid Body Builder Showcase’, which is an annual resource that enables businesses big and small – including transport businesses, component suppliers and original equipment manufacturers – to make informed purchasing decisions. If you missed your chance to be featured in the showcase, please get in touch and we will update the online listing and consider those details for next year.

Toll’s upgrades to support Bass Strait trade growth for decades Transport and logistics company, Toll, is bringing ‘world class efficiencies’ to its shipping terminals at Webb Dock and Burnie as part of a $311 million investment into long-term growth for the Bass Strait trade. The terminal upgrades, coupled with a new customer booking system, will reportedly deliver greater efficiency to the terminals’ management for the increased volumes of freight. The upgrades, according to Toll, will provide: additional capacity to handle refrigerated freight; improved layouts, with improved lighting and safety on site; more ground slots, automated gate access; a larger site at Webb Dock; better use of available space at the Burnie terminal; and the capacity for Toll’s ships to connect to

Government forms joint committee to cripple road trauma A new multi-party committee has been formed as the Australian Government ramps up resources on reporting the effectiveness of current road safety programs. The Joint Select Committee on Road Safety will comprise of nine parliamentary members and be chaired by Llew O’Brien, Federal Member for Wide Bay, as it provides recommendations for the newly established Office of Road Safety. Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack said the committee will examine the effectiveness of existing road safety support services and programs. These will include opportunities to integrate Safe System principles into health, education, industry and transport policy. “The committee will also look at the importance of achieving zero deaths and serious injuries across Australia, but especially in remote and regional areas. It will also consider recommendations for the role of the newly established Office of Road Safety,” said McCormack. “I thank Committee Chair Llew O’Brien for taking on a critical leadership role within the new committee,” he said Assistant Minister for Road Safety and Freight Transport Scott Buchholz said the Joint Select Committee on Road Safety was brought about to evaluate current actions and to accelerate progress towards fewer deaths and serious injuries on Australian roads. “There is great opportunity for road safety and the Safe System approach to be better integrated into related policy areas. The committee will also carefully evaluate the possible establishment of a future parliamentary Standing Committee on Road Safety and what its functions may be,” he said. Committee Chair Llew O’Brien said he would be taking a strong interest in enhanced coordination between different levels of government, including infrastructure investment priorities. “As a former police officer, I know too well the horrific impact road accidents have on families right across the country,” he said. The Committee is expected to report on the impact of road trauma on the nation, including the importance of achieving zero deaths and serious injuries in remote and regional areas. It will review the effectiveness of existing road safety support services and programs, including opportunities to integrate Safe System principles into health, education, industry and transport policy. The committee will present an interim report by 30 March 2020 and its final report by 31 July 2020.

VTA calls for a supply chain that works for everyone: Port Outlook 2019 Leaders from across the freight, ports and supply chain met in Melbourne yesterday to discuss the Victorian ports sector at the Victorian Transport Association’s annual Port Outlook seminar. VTA CEO, Peter Anderson, welcomed delegates at the event and presented the day as an opportunity for professionals from across the supply chain and logistics industry to stay in touch with the activities of the ports in Victoria. Anderson encouraged everyone in the room to connect with each other and to find ways of collaborating. “In our industry, there is little room for error,” he said. “Margins are being squeezed and we are all asking ourselves how can we move more with less? This is where we need to establish a supply chain that works for everyone, regardless of the mode.” Melissa Horne, Victorian Minister for Ports, Freight and Public Transport said that the State Government is “committed to change”. “Freight is a portfolio that this government takes very seriously,” she said. “It affects everyone in the community. RIGID BODIES

Rigids in fine form A SERIES OF INDUSTRY DEVELOPMENTS ARE POSITIONING AUSTRALIA’S RIGID BODY MANUFACTURING SECTOR TO BE AN EVEN BUSIER SPACE IN THE YEARS TO FOLLOW. from the country’s most prominent transport and logistics service providers. DHL Supply Chain, for example, has recently opened a new facility in Victoria to support its long-term operations with the world’s biggest toymaker in the world, Mattel. For a multinational retailer that boasted a gross profit of about $504.5 million AUD in its Q2 2019 financial results, it is clear that DHL is doubling down on its relationship with Mattel to distribute products efficiently while delivering a seamless customer experience. Of course, rigid-bodied vehicles are necessary for completing the final leg of the journey for items purchased online and delivered to the front door. Case in -point: supermarket company, Coles, has spent the last two decades building a billiondollar business in e-commerce. Where Truck body production is on the rise.

I think there is scope for streamlining and maximising efficiencies in these areas.” Melissa also has an interesting take on the aging workforce and globalisation, both of which she sees as serious challenges to attracting the required quality and quantity of personnel needed for the transport task. “There definitely needs to be more work done towards recognising Heavy Vehicle Driving as a professional career,” she says. “We are also at risk of not capturing the knowledge base of our older drivers before they retire,” she contends. defining trait of Australia’s national identity is the ability to thrive in the face of adversity, as cricket great Matthew Hayden famously stated ahead of the 2007-08 test against Sri Lanka. “You never want an Australian with his back against the wall,” he said. “You put any 12 blokes together and you’ll get a job done. Whether it’s getting a bogged four-wheel-drive off the beach or standing in front of a cricket wicket and making sure we’re in a dominant position. It’s the same dog, different leg action, so to speak.” When Hayden made his now frequently cited observation, he most certainly didn’t have the nation’s transport equipment industry in mind. But in the face of a slowing economy and on-going political quarrel about the future of Australian manufacturing, it is now seeing an unlikely revival in the truck making community. Scarred by lacklustre sales and shaken by the effects of a fast-fading mining boom, the industry has been tumbling toward the proverbial wall for the best part of 2015, but instead of letting negativity become the new normal, it has found a way to turn adversity into opportunity – or make use of a different leg, as Hayden would put it. With heavy truck sales all but stagnating, truck makers are now eyeing the light and medium-duty end of the industry for new growth potential, as recent statistics collated by the Australian Road Transport Suppliers’ Association (ARTSA) confirm. The ARTSA figures show that new registrations for heavy vehicles with a GVM above 12 tonnes declined 11 per cent in 2015 compared to 2014. Within that category, heavy trailers were down 20 per cent and prime movers dropped 12 per cent, while heavy rigid registrations rose three per cent. In the medium-duty category (4.5 to 12 tonne GVM), new registrations rose 4.8 per cent compared with 2014 – and again, rigid trucks stood out with a 6.4 per cent rise. “We’ve only been monitoring Australian commercial vehicle registration data for a two-year period, but the verdict is

clear – there was a contraction in new heavy vehicle registrations over the past 12 months that especially hurt the prime mover segment. Only rigid trucks saw growth,” says Dr Peter Hart, Chairman of ARTSA. “There are now about 210,000 medium-duty rigid trucks and about 170,000 heavy-duty rigid trucks delivering freight in Australia. In comparison, there are 52,000 registered single-trailer primemovers and 40,000 multi-combination prime-movers, so rigid trucks outnumber prime-mover by about 2 ½ to one.” He adds that in a market where retirement rates are accelerating – heavy vehicle retirements were up 37 per cent compared with 2014, whereas medium rigid retirements increased by 21 per cent – rigid trucks are now important contributors to fleet growth. One reason for the segment’s relative resilience to economic woes could be its inherent versatility, Peter says, with applications reaching from general freight deliveries through to concrete mixing. In fact, 21 per cent of the rigid market currently fall under the ‘special vehicle’ banner, indicating that applications for the construction and waste industry continue to be important drivers of growth within the segment, he explains. Peter also found that the annual growth rate for dog trailers over the past two years was a healthy 2.8 per cent, indicating the rigid and dog market will also provide growth potential over the coming season. As such – even though ARTSA estimates that potential to remain in single-digit territory in 2016 – Peter says rigid trucks are likely to remain one of the few growth drivers in the marketplace. “For a long time, the high-margin prime mover market was firmly at the centre of attention. [But] there is now a shift in focus to the rigid truck market, probably because of growth in local freight deliveries. This could be where future business will be made – especially now that retirement rates are rising and new equipment will be needed. “The medium age of a two-axle registered rigid truck in Australia is about 17 years now,” Peter adds. “And for a three-axle

According to Pack & Send CEO, Michael Paul, the company’s franchise model is key to ensuring a ‘premium service’ experience. “Our franchisees are our movers and shakers. They’re the faces of the overall business, and of their individual businesses too. As members of the communities they service, they play an integral role in the local marketing of Pack & Send,” he says. In contrast, the role of the franchisor is to provide franchisees with a solid foundation of business systems, or “small business with the tools of a big business,” as Michael puts it. 34

Q: Pack & Send has been around for a while now. Is the 2016 business still comparable to the one 22 years ago – for example, is parcel delivery still the core of the business? A: The Pack & Send business has changed tremendously since 1993. We started it before the notion of e-commerce, or even the Internet, was in the vernacular, so there has been a significant shift in the way we function. But our mission has always been the same – providing convenient access to a wide range of solutions when sending anything, anywhere. The types of services we can offer are now more varied, though – from traditional

Q: How did the parcel delivery industry change since the early days? With Toll IPEC, Star Track and emerging online services like Sendle on the scene, the competition must be fierce. A: The parcel delivery industry has evolved with the times. For example, customers today expect that a fundamental requirement of parcel delivery services is an online ‘track and trace’ function that provides a real time delivery status. When we started in 1993, no parcel carrier in Australia had that capability as the technology wasn’t yet in place. You had to phone the carrier to find out exactly where your parcel was – and you usually got a response the next day. In the early days, deliveries were also primarily B2B and very few deliveries were made to households. The growth of e-commerce has changed that, with significantly more B2C deliveries. In line with that, the competition has also changed – for example, where Pack & Send once relied either on customers walking in store or phoning us to send their goods, we are now developing new and

Circular economies TURNING TYRES INTO USEABLE OIL AND GAS IS AN IMPRESSIVE FEAT FOR TIRE2OIL. THIS PRODUCTION PROCESS IS SET TO TRANSFORM SUSTAINABILITY PRACTICES FOR THE COMMERCIAL ROAD TRANSPORT INDUSTRY WORLDWIDE. Danish entrepreneur, Lars Boysen, is working to recycle tyres into various usable end products. The main method is a pyrolysis process. Danish fleet owner, DSV, is a ‘happy’ customer for the new company, but Boysen considers a totally new way of dealing with residual products. Pyrolisis means ‘to disassemble with fire’ and is also known as dry distillation – organic material is being extracted. Examples of pyrolysis include the production of charcoal and wood gassification. Tyres mostly constitute oil, steel and carbon powder. The factory in the Danish town of Egebjerg recently produced its first litre of useable oil. Like their plan, the Danes succeeded in
