year of collaboration and progress: Advancing rental housing solutions in Ontario

As we embark on a new year, it's a time of renewed focus and determination at the Federation of Rental-housing Providers of Ontario (FRPO). Building on the momentum of last year, 2024 stands out as a pivotal year for us to advance solutions in Ontario's rental housing market. This year, we continue to align our efforts with governmental bodies at all levels, advocating for policy changes and practices that directly impact the growth of rental housing supply in Ontario. Our goal remains steadfast: to create more accessible and affordable rental housing options across the province.

A notable highlight of the past year was the annual MAC Awards held on November 30, 2023. This event not only celebrated the exceptional standards of professionalism and quality in our industry but also served as a reminder of our collective potential to make meaningful impact in the rental housing sector.

Our ongoing "Say Yes" campaign under the "Let’s Build Ontario" initiative has already begun to make waves since its launch in early January. Garnering support from hundreds of Ontarians, the campaign has successfully initiated dialogue with city councillors and mayors, pushing for actions that would significantly boost housing supply. CLARK MCDANIEL WINS LIFETIME ACHIEVEMENT AWARD

FRPO is proud to announce that Clark McDaniel, CEO of Williams & McDaniel Property Management, is the

winner of the 2023 MAC Awards’ Lifetime Achievement Award. Donna, his wife of 51 years, and several of their children were on hand to celebrate his achievement. Clark has been involved in the rental housing industry for 45 years, since founding Williams & McDaniel Property Management with his partner, Denzel Williams. They started out doing everything themselves, from collecting rent to painting hallways to managing tenant issues. They focused on building their business and getting things done with “clarity of mind and a deep purpose to do it right and make things happen.”

and the economy in recession, Clark knew he had to do something to survive. He decided to set his company apart by becoming more customer-centric. After meeting with a marketing expert, Clark changed the language of how he did business as a rental property owner. Superintendents were now known as building managers, rental units became suites, and tenants were now residents.

The partners made a great team, even though they were quite different. Clark was only 26 years old, newly arrived from northern Ontario and “wet behind the ears.” He was the dreamer, while Denzel was 54, more experienced and more analytical. And yet they made it work, always finding ways to resolve disagreements by focusing on a common front. They worked together to build their business until Denzel passed away in 2000. His three daughters, Elaine, Janet, and Pam, continue to be involved with the company they built together.

Clark believed service would be his company’s differentiator. Everything they would do, from the quality of the lobby to how they interacted with residents, would demonstrate their commitment to exceptional customer service. And their tagline “Let our customer service bring you home” supported this focus on service. The result was higher satisfaction levels, lower vacancy rates than surrounding buildings, and positive community feedback.

Clark and Denzel had to overcome significant challenges in the early years. Interest rates were heading toward 22 per cent, while inflation was at 12 per cent. They also had to deal with the federal government’s wage and price control regime, which capped rental increases at 6 per cent. They met with other large landlords, including Cadillac Fairview, to figure out how to survive in the difficult financial environment. Together, they became advocates for change in the rental housing industry. They encouraged the provincial government to adopt a more reasonable AGI program, which would enable them to pass through finance costs. In 1985, their organization became the Fair Rental Policy Organization, or FRPO. Later that year, they met Bill Grenier, who had developed hundreds of multi-unit residential buildings under a program that provided incentives for new construction. Together, they met with the Ontario housing minister to create a fairer environment for the rental housing industry. Rather than buying properties when property rates were increasing rapidly, they were able to get AGIs approved to renovate and upgrade their existing rental properties. However, when Bob Rae came to power, all AGIs were retroactively cancelled. With vacancy rates on the rise 24

The rental housing industry continues to face challenges, including shortages in viable rental housing stock, rising construction costs, and high interest rates. Clark believes this can be achieved by working together and getting support from various levels of government. This includes protecting private property rights, preserving existing rental stock, creating better AGI processes, encouraging office-to-residential conversions, allowing foreign investment, promoting innovation in construction processes, and improving infrastructure. A commission of advisors, including representatives from the government, tenant advocacy, finance, construction, and planning, could brainstorm solutions to the housing crisis. They would work together to solve the problem. They could develop a blueprint to overcome obstacles to creating adequate housing in Canada. Clark also believes FRPO should focus on the positives in our industry. Publicize the positive stories about residents who rave about where they live and the landlords responsible for providing safe, affordable housing. Budding entrepreneurs should embrace the challenges and opportunities of the industry, just like he and Denzel did. Keep going, have confidence, take risks, and make good things happen.

n the heart of Ottawa, a community initiative has blossomed into a long-term partnership in support of local youth, thanks to the dedicated efforts of Hazelview and their donation to BGC Ottawa's newest clubhouse. This transformative gift, a $1 million commitment over five years, hopes to leave an indelible mark on the lives of the children and families the clubhouse serves. Hazelview's involvement with BGC Ottawa, spanning several years, took a meaningful turn when they discovered the club's need for support in funding their latest clubhouse. Situated in a neighbourhood where Hazelview operates, this presented a unique opportunity for the real estate company to directly impact the lives of the local youth. Hazelview's sustainability vision, centred around fostering happy, healthy, and thriving communities, aligns seamlessly with BGC Ottawa's mission to empower young minds with essential life skills. A community engagement exercise lasting several months ensured a diverse pool of nominees. The culmination of this effort was a celebration not just of Hazelview's generosity but of the remarkable youth leaders in the community. The community youth champion that was ultimately selected is someone who epitomizes community involvement, volunteerism, mentorship, and role modeling. Hazelview’s goal was to help ensure that BGC Ottawa could serve 150 children each day in their new clubhouse. To date, and a result of sponsors like Hazelview, there are between 150-200 children who use the clubhouse every day and up to 5,000 a year. There are over 40 youth in the ‘Leaders4Life’ program. ow that winter has set in, many people notice condensation forming on their windows. This occurs when the interior surface of the window drops below the dew point of the indoor air. The dew point is simply the temperature at which air can no longer hold all its moisture, causing it to release some as condensation.

Decreasing indoor humidity: First key to prevention Decreasing indoor humidity helps reduce condensation formation on windows during wintry weather. When indoor air is overly humid (50% relative humidity (RH) or more), it carries more moisture, which readily condenses on cooler surfaces such as windows when the outside temperature drops. Using dehumidifiers or exhaust fans in high-moisture areas like kitchens and bathrooms can reduce condensation on windows. By maintaining a comfortably low indoor humidity level (25% to 40% RH), you not only prevent condensation on windows but also create a more comfortable and healthier living environment. Lower humidity levels (but not too low) can reduce the likelihood of mold growth and dust mites, both of which can trigger allergies and respiratory issues. Proper humidity levels help in preserving building materials and furnishings, as extreme moisture can lead to warping, rot, and other damage. Maintaining this humidity range can also contribute to energy efficiency, as air that is not overly humid is easier to heat, making your heating system more effective.

Increasing thermal resistance: Second key to prevention To prevent condensation, interior surface temperatures must be maintained above the dew point. One effective way is to increase the thermal resistance of your windows and surrounding structures. Think of thermal resistance like a winter coat for your home; it helps keep the warmth in and the cold out. This can be achieved through: 36

Practical solutions To address these underlying causes: • Assess wall insulation: Consider a professional assessment of your wall insulation. The return to in-office work following the COVID-19 pandemic is moving slower than the Canadian commercial real estate sector has hoped for. National commercial office vacancy rates are at an all-time high at 17.6% as of the end of 2023, according to Altus Group1. This trend has some owners and developers examining adaptive re-use of existing commercial office buildings to residential rental apartments. While attractive at face value, when income statements yield dramatically lower revenues, the excitement to pivot and convert office space to residential apartments is not financially viable for every vacant office building. The following are some key considerations for developers to narrow their search to take advantage of this opportunity. Zoning and permitting The primary advantage of conversions is the advancement of construction in comparison to a site re-development (i.e., the ability to capitalize financially and environmentally on the existing shell and structure). This leg up can easily be lost in the process to comply with residential municipal zoning requirements through the site plan control process. If purchasing a commercial office building for adaptive re-use, performing a planning study in the due diligence phase to identify requirements to avoid or minimize zoning amendments is a must. Fenestration and floor plate Floor plate efficiency is paramount to a successful residential apartment complex. Office buildings do not have the same code requirements for natural light as residential buildings do. As such, fenestration – the layout of the windows – will dictate where bedrooms and 44

living spaces go in a unit if you’re trying to work within the existing building shell and structure. In some buildings, this results in long, cavernous suites with wasted floor area on corridors or costly base building modifications. Equally, the dimensions and shape of the building floor plate constrain efficiency. Square-shaped floor plates are common for offices, which lend to multiple corridors in converted residential apartment buildings. Rectangular buildings with shallower depths offer the ideal footprint to convert. Generally, targeting underutilized Class B or C office space is a good place to start. Alternatively, lower-rise square office buildings can be converted into a unique podium for over-build adaptive re-use projects, though these projects carry significant investments and project schedules. Incentives Possibly the biggest maker or breaker of conversions is the renewed proposal and availability of government financial incentives. The City of Calgary is at the forefront of office-to-residential conversion projects, offering a $75 per square foot incentive and fast-tracked approvals to spur a strategic revitalization of their downtown. The program has been so successful that application intake is temporarily paused while the City tops up funding2. The City of Edmonton and City of Toronto have both had councilors laud Calgary’s approach, initiating examination of the feasibility of their own incentive programs for office-to-residential conversions to combat their respective housing shortages3, 4. CMHC has offered the Rapid Housing Initiative since 2020, with conversions a frequent strategy to meet the aggressive timeline requirements of the affordable housing funding stream5.


In the U.S., the federal government has also initiated steps to incentivize commercial-to-residential conversions, even proposing to offer sale of government building stock6. Being aware of and obtaining funding through incentives can push a traditionally unviable project into reality. While each conversion project carries its own inherent risks, identification of these key factors in the planning and site selection phases is imperative to success.
