As we enter 2025, the Federation of Rental-Housing Providers of Ontario (FRPO) remains focused on its mission to promote purposebuilt rental housing as the key component needed to bring stability back to the Ontario housing market. Our team is hard at work in communicating and working with industry partners and government on addressing the challenges our members face in their mission to provide Ontarians with safe and professionally managed purpose-built rental housing.
The purpose-built rental market continues to grapple with significant hurdles, including the ongoing supply shortage, increasing development costs, and evolving regulatory environments. While these challenges are formidable, they are not insurmountable. In fact, they present opportunities for innovation, collaboration, and long-term solutions that can expand purpose-built housing availability for residents across Ontario.
We continue to remain vigilant of the need to navigate the political uncertainties at both the provincial and federal levels, with anticipated elections shaping the policy landscape this year. FRPO is committed to engaging constructively with all levels of government to promote policies that bring more purpose-built rental supply online and address the shortage of supply across our province.
This year is particularly special as FRPO celebrates its 40th anniversary— an incredible milestone for our team, one that underscores years of advocacy and leadership in the rental housing sector. As the team reflects on the progress made over the past four decades, we also look forward to the possibilities that the next 40 years will bring, fueled by the collective passion and expertise of our members.
We are also thrilled to highlight the success of the most recent MAC Awards, which set a new standard for excellence within our industry. In case you couldn’t attend the gala, the evening celebrated the remarkable achievements of our members and their commitment to fostering healthy and sustainable communities.
As we build on the momentum of our engagement with government and initiatives like the Let's Build Ontario campaign and the Certified Rental Building Program, we are confident in our ability to drive meaningful change in the year ahead. This work has been pivotal in shaping the narrative around purpose-built rental housing and advancing the goals of our members while setting high standards for quality and sustainability.
Looking ahead, we are eager to continue collaborating with our members to advance shared goals and embrace the opportunities this year will bring. Together, we can ensure that Ontario’s rental housing market remains resilient, innovative, and prepared for the future.

Ontario’s multifamily investment market continues to outperform the broader commercial real estate sector on a relative basis. Notwithstanding a challenging macro environment, investor sentiment for multifamily assets remains positive due to the sector’s defensive investment profile, robust supply-demand fundamentals, consistent formation of equity capital, as well as the relative availability and cost of debt. At the onset of 2025, values have weathered the impact of higher borrowing costs and are well-positioned within a fluctuating rate environment through stable and continued cashflow growth. As our members will already know, each year, the Federation of Rental-Housing Providers of Ontario (FRPO) hosts the prestigious MAC Awards—a celebration of excellence, innovation, and leadership within the rental housing sector. These awards embody FRPO’s mission to promote high standards and inspire continuous improvement across the industry, highlighting the remarkable achievements of our members.
Last year was one for the record books as we saw an impressive number of submissions across categories, reflecting the growing innovation and competition within our sector. From large corporations to independent property managers, this year’s winners demonstrated the breadth of talent and leadership shaping Ontario’s rental housing landscape. Many awards spotlighted efforts to enhance tenant satisfaction and community impact, underscoring our industry’s commitment to its residents.

Margaret Siller Herd is the latest recipient of the Lifetime Achievement Award, announced at the 2024 FRPO MAC Awards. This award recognizes her exceptional contributions to the rental housing industry over the course of her career.
“What makes this recognition even more profound for me is learning that I am the first woman to receive it,” said Margaret. “This realization fills me with immense pride, as it not only reflects my journey but also signifies progress toward greater inclusivity and representation. I am deeply moved by the significance of this milestone and hope it serves as inspiration for others to continue breaking barriers and pursuing their dreams.”
Margaret has spent more than four decades in the rental housing industry. She recently retired as Senior Vice President of Operations and Development at Park Property Management, where she has worked her entire career. In 1980, Margaret started with the company as a junior accounts receivable clerk. At the urging from management, she went back to school to earn a certificate of business management from the University of Toronto, which enabled her to excel and grow in the organization. She eventually rose to the role of vice president, helping to grow Park Property Management to where it is today.
“Margaret has always had a clear direction that she has transmitted throughout the organization that it’s a residentfirst experience,” said Peter Mills, CEO, Wyse Meter Solutions Inc. “If the residents are happy and have a good experience in the buildings, then the performance of those buildings can be managed on top of that.”
Margaret has contributed significant time and energy in supporting the rental housing industry. She led the push for submetering of hydro within apartment buildings, which greatly impacted Ontario’s rental housing industry. She has also served on several boards and committees with FRPO (including serving as Chair from 2018 to 2020) and other industry associations. In these roles, Margaret demonstrated passion, honesty, and fairness, and had a positive impact on the communities she served.
“All the other Lifetime Achievement Award winners were titans of this industry, owners of businesses or CEOs of very large development companies,” said Gerd Wengler, President, Park Property Management Inc. “Margaret really stands out in not being one of them, yet having such a big impact on the industry through her involvement with FRPO and with other organizations.”
Margaret has also played a significant role in advocacy and community involvement, particularly in the areas of disability rights, community service, and equal opportunities for women in the workplace. She is an advocate for L'Arche Canada, a national non-profit organization that supports individuals with intellectual disabilities. Her advocacy work and community involvement reflect her dedication to improving the lives of others, particularly those in vulnerable situations.

Recently honoured as the Best Marketing Campaign at the MAC Awards presented by the Federation of Rental-Housing Providers of Ontario (FRPO), this initiative for Uniti—a thoughtfully planned rental building in Brampton’s Daniels MPV community—exemplifies innovative marketing, targeted outreach, and impactful storytelling.
The “Change the way u. rent” campaign sought to redefine the rental experience by emphasizing Uniti’s unique value proposition: community, inclusivity, and lifestyle-focused amenities.
Our primary audience comprised established couples, early-stage families, and young professionals. These individuals, living in Brampton and nearby cities, desired modern rental options aligned with their aspirations for convenience, community, and connection.
The campaign’s objective was to position Uniti as Brampton’s premier rental choice in a competitive housing market. By showcasing the community’s unique features and fostering long-term tenant satisfaction, we aimed to drive a seamless lease-up process and establish a loyal resident base.
To effectively engage our target audience, we implemented a multi-channel marketing strategy designed for maximum impact:
1. A dynamic, mobile-first website
The Uniti website served as the campaign’s central hub, featuring interactive 3D suite and amenity walkthroughs, a dynamic floorplan navigator, and
visually stunning renderings. Recognizing the majority of web traffic came from mobile devices, the site was optimized for on-the-go convenience, catering to the tech-savvy lifestyle of our audience.
2. Hero video: Storytelling in action
A visually compelling hero video combined liveaction footage, photography, and motion graphics to highlight Uniti’s location, amenities, and community focus. Shared across social media and the website, this video quickly captured attention and emotionally engaged viewers, particularly younger professionals.
3. Social media: Visual storytelling at its best Platforms like Instagram and Facebook were key to the campaign’s success. By leveraging visually striking content and precise demographic targeting, we reached a wide yet highly engaged audience, fostering strong connections and engagement.
4. Strategic signage and billboards
Vibrant, eye-catching signage near the high-traffic Mount Pleasant GO Station ensured visibility among daily commuters. The direct messaging positioned Uniti as a standout option in Brampton’s bustling rental market.
Each platform was carefully chosen to deliver a cohesive, memorable brand experience while effectively communicating Uniti’s value proposition to prospective tenants.
Campaign duration and budget
The campaign spanned a full year, ensuring sustained engagement throughout the lease-up period. By strategically allocating resources across digital advertising, video production, social media, signage, and community events, we were able to build awareness, foster interest, and drive tenant conversions effectively.
Happy tenants at Uniti have become some of our strongest ambassadors, creating successful word-ofmouth referrals that further enhance the community’s reputation. Uniti achieved 100% occupancy within just one year, stabilizing eight months ahead of schedule.

In the Greater Toronto Area (GTA), strong rental demand was outpaced by even stronger supply growth, as purpose-built rental stock grew at its quickest pace per data going back to 1990. Additionally, a record number of condominiums entered the long-term rental market. As a result, there was some relief in the rental market. Vacancy rates rose to 2.5%, up from 1.5% last year, and two-bedroom average rent growth slowed to 2.7%, down from 8.7%. However, turnover rates saw a further decline amid persistent affordability challenges.
An elevated number of condominium projects were completed in the City of Toronto over the past year, with 45% of their units rented out (up from the trailing five-year average of 40% for new projects). This led to a significant influx of condominium rentals in the area, providing much greater choice to renters. Faced with more competition, new purpose-built rental units remained vacant for longer, according to local market intelligence.

We saw average annual rent reductions of around 1% in and around the City of Toronto's downtown core, where most new rental condominium apartments were built. Elsewhere in the GTA, condominium apartment rents were mostly stable.
Purpose-built rental supply in the GTA expanded at its quickest pace per data going back to 1990
Growth in rental supply (2.8%) was broad-based. However, the pace of increase was higher in the suburban GTA at 3.9% (Table 1.1.3). Municipalities in these areas saw increased development due to their rapid population growth in recent years. As well, local market intelligence indicated some projects were more viable in the suburbs.
Within the City of Toronto, the expansion of the rental stock (2.5%) was led by the former City of Toronto. However, all sub-regions of the City posted a strongerthan-usual pace of rental supply growth. This result was particularly notable for Etobicoke, North York, and Scarborough, as vacancy rates in these areas have persistently held below the City average.
Purpose-built apartment rents in the GTA increased at the slowest pace in three years
The slowing rent growth was primarily concentrated in the City of Toronto, dropping from 8.7% to 2.4% annually
for two-bedroom units (Table 1.1.5). Landlords in the City faced greater competition from the growing supply of purpose-built and condominium rentals.
Newer buildings, built 2005 and onward, appear to have led the slowing rent growth (Table 1.2.2). This portion of the stock, which recorded the highest vacancy rates (Table 1.2.1), would have competed more directly with the wave of new rental units entering the market in 2024.
Rental affordability challenges in the region persisted
Average two-bedroom rents in the GTA increased (2.7%) by less than average earning growth (4.9% — per Statistics Canada). This implied a modest improvement in rental affordability following years of erosion. Moreover, other affordability-related challenges were still readily apparent in the data:
• Turnover reached a new low, due in part to the 28% to 43% premium an existing tenant would have to pay on average to rent a vacant unit at the market rate (Tables 1.1.6 and 1.1.9).
• Supply remained scarce for low-income renters, with a vacancy rate of only 0.4% for the least expensive units (the first quartile, which represents the bottom 25% of rents) (Figure 1).
• The share of purpose-built rentals in arrears was at its second highest recorded level (Canada Table 5.0).

FRPO recently announced Dilan Cetinkaya as Director of Certification for the Canadian Certified Rental BuildingTM (CRB) Program. She will be responsible for leading the CRB Program and supporting its continued growth and expansion. Dilan brings a wealth of experience in sustainability within the real estate sector. Her previous roles include managing Cadillac Fairview’s national sustainability program, leading Holt Renfrew’s decarbonization roadmap development, and contributing to Crown Property Management’s first public sustainability report. Her skills in stakeholder engagement, datadriven decision-making, and process automation are key to enhancing the CRB Program. Dilan holds a Master of Environment & Business from the University of Waterloo.
“I’m excited about the opportunity to drive meaningful change in the rental housing industry,” said Dilan. “Buildings contribute 39% of global carbon emissions and 13%-18% of Canada’s greenhouse gas emissions While the commercial sector has embraced sustainability for years, the residential sector is still catching up, making this a chance to innovate and lead. I’m looking forward to collaborating with property managers to enhance environmental performance, reduce operational
costs, and engage residents in sustainability efforts.”
Dilan’s initial focus will be on streamlining the certification process, enhancing member engagement, and creating opportunities for feedback and education. She aims to improve sustainability standards to help members reduce energy, water, and waste costs while encouraging resident participation in sustainability initiatives. Over the long term, she intends to integrate strategies that reward sustainable practices and strengthen the connection between operational efficiency and community impact.
To promote and expand the CRB Program, Dilan plans to:
• Launch training workshops for building staff
• Develop resident engagement programs
• Share case studies and member success stories
• Improve marketing efforts to attract new members
“Improving resident and public awareness of the CRB Program is a key challenge I want to tackle,” said Dilan. “While the program delivers strong benefits to members, ensuring residents value the
certification can drive broader adoption and engagement. I also see an opportunity to enhance the program’s sustainability strategies to provide clearer pathways for operational savings and measurable environmental improvements.”
Engaging with FRPO members is at the heart of Dilan’s role in leading the CRB Program. To help strengthen engagement and tailor support to members’ unique challenges, she will:
• Conduct regular surveys and feedback sessions
• Invite one-on-one conversations
• Develop workshops and training sessions on sustainability strategies and operational best practices
