The Muttahida Qaumi Movement (MQM) on Monday ruled out claims made by the London Metropolitan Police regarding the murder investigation of slain MQM leader Dr Imran Farooq in which it was asserted he was seeking an independent political career. British detectives said earlier on Monday that the fact Dr Farooq was about to launch an independent political career before his murder remained a key line of inquiry in the probe. The former MQM leader was stabbed to death on September 16, 2010 outside his residence in London. Talking to reporters at MQM headquarters Nine-Zero, Rabita Committee Deputy Convener Dr Khalid Maqbool Siddiqui and senior leader Haider Abbas Rizvi said anyone who doubted allegiance of Dr Farooq with the party should investigate it further. Ruling out claims of the Met Police, both the leaders said the thought that Imran Farooq was seeking to form a new political party was simply unimaginable. “We can’t even think that Dr Imran Farooq was forming a new party.” Dr Khalid said the party would not create hurdles in the ongoing murder probe by any investigating agency. “Conspiracies are being hatched to link MQM with the murder of Dr Imran Farooq,” said Haider Abbas Rizvi. The MQM leaders said Dr Farooq was a symbol of the party’s struggle and those who considered him an enemy were adversaries of the “movement”.

Criticising the government for victimisation of its workers in Karachi, the Muttahida Qaumi Movement (MQM) on Monday staged a walkout from the National Assembly. The session opened with recitation of verses from the holy Quran that was recited by an NA employee, as the official muezzin was absent. The Interior Minister, Chaudhry Nisar Ali Khan pointed out the issue and urged National Assembly Speaker Sardar Ayaz Sadiq to inquire
from the service branch of the NA. According to rules and regulations, the NA session could not open without recitation of the holy Quran. If it opens without the recitation then the proceedings are not recorded. Following a point of order by the minister, the House prayed for the army officials who were killed in Khyber Pakhtunkhwa. During the first day of the ongoing fifth session, five newly elected MNAs took oath. While participating in the debate on presidential address, MQM lawmaker Asif Hasnain gave hard knocks to the government benches as saying that the MQM was being victimised in the name of targeted operation in Karachi. The decisions regarding Karachi, he said, were being made in Islamabad and the MQM’s unit in-charges were being abducted in the name of action against
extortionists and criminals. jirga of the tribal elders ordered the execution of the woman along with two of her older female relatives, who had reportedly helped her flee Karachi. An official of the political administration said all three women were shot dead by close relatives on Sunday and were later buried in a local graveyard. As Darra Adam Khel is a frontier region governed by the Kohat deputy commissioner as its political agent, the Kohat DC took a notice of the matter and directed the assistant political agent to ensure an early arrest of the culprits involved in killing of three women. The administration also announced suspending all perks and privileges of tribal elders. Two men were subsequently handed over by the jirga members to the officials. The political administration has demanded the jirga members also surrender.
Dr Farooq was on his way home from work when he was attacked in Green Lane, edgware, London, shortly before 17:30hrs on September 16, 2010. Dr Farooq, 50, died as a result of multiple stab wounds and blunt trauma to the head. A five and a half inchbladed kitchen knife and a house brick used in the attack were recovered at the scene. Detectives from the Met Police Counter Terrorism Command (SO15) who are investigating his murder are committed to finding those responsible. To date they have spoken to 4,076 people, reviewed 6,350 documents and followed up 2,114 lines of inquiry in order to bring his killers to justice.

Pakistan is an independent and sovereign country and no compromise would be made on its national security, Interior Minister Chaudhry Nisar Ali Khan said on Monday. Responding to MNAs’ questions in the National Assembly, Nisar said, “No foreigner, including any American security agency, is allowed to function in Pakistan.” To a question he said the ban on arms licences of prohibited bores would continue indefinitely. Nisar said the previous government had issued 70,000 arms licences of prohibited bore, which deteriorated the law and order situation in the county. He said no foreign company had approached the government for issuance of arms licences. He said the government could not provide official guards to everyone, however added that protecting the peo-

Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan on Monday expressed grief and sorrow over the killing of a two-star general of the Pakistan Army, a senior officer and a soldier in an improvised explosive device (IeD) attack in Upper Dir, claimed by the Tehreek-e-Taliban Pakistan (TTP). Talking to reporters, Khan said the country had been fighting a war for the past nine years and nothing had come out of it, adding that the issue could be resolved by holding negotiations. The PTI chief called for a ceasefire as a first step of holding peace talks. He said the country’s enemies did not want the state of Pakistan to hold conclusive peace talks with the militants. Khan said the recent attack by the TTP on the Pakistan Army could prove to be a setback for the peace process, adding that everyone wanted peace but the TTP had showed extremism by carrying out the attack. Condemning the attack, he said he was saddened about the soldiers who lost their lives. “For nine years, we tried a strategy but that has only increased extremism. All parties agreed in the all parties conference (APC) that dialogue is the way forward,” he said. Asserting that all possibilities needed to be considered, he asked, “What other choice do we have?” “The situation that we are in right now has no easy solution.” The All Parties Conference (APC) held on September 9 saw all major political parties deciding that dialogue was the way forward to counter the increasing terrorism in the country. Since then, the TTP have been demanding that their colleagues be released and the army be withdrawn from the Tribal Areas before talks can be initiated.

The United States, France and Britain on Monday stepped up pressure on President Bashar al-Assad to stick to a deal under which Syria must give up its chemical weapons, and warned he would suffer consequences if Damascus did not comply. Russia immediately cautioned against imposing tough penalties on the Syrian leader, while in Syria itself fighting was reported on several fronts, with a monitoring group saying a government helicopter had been brought down. The three Western permanent members of the United Nations Security Council said they would seek a strong resolution in the forum setting binding deadlines for the removal of Syria's chemical weapons, French President Francois Hollande's office said. The statement followed talks in Paris, two days after the United States reached a deal with Assad's ally Russia on chemical weapons that could avert US strikes on Syria as punishment for a chemical attack in Damascus last month. US Secretary of State John Kerry told a news conference in Paris that the three powers agreed with Russia that Assad must suffer consequences if he fails to comply with U.N. demands.

It added that “surface-to-surface rockets containing the nerve agent sarin were used” in the August 21 attack. The detail was in the first page of the report which was inadvertently leaked when it was included in an official picture of UN investigation leader Ake Sellstrom handing over the report to UN leader Ban Ki moon. Lanier described one as a white male wearing what appeared to be a khaki tan military uniform and a beret, and carrying a handgun. She said police also are looking for a black man, about 50, wearing an olive military-style uniform, and possessing a “long gun.”
Two law enforcement officials said there are at least 12 fatalities, including the shooter. The dead shooter had an assault rifle and a handgun, two law enforcement officials said. One said he also had a shotgun. The officials said police are working under the theory that there may be additional shooters because of witness accounts and surveillance video. One of those officials also said all the weapons were not accounted for. At least two police officers were among those shot. Police on the scene said one is a D.C. Metropolitan Police officer who was shot twice in the leg and was evacuated to a hospital. Lanier said he was in stable condition after engaging the shooter with gunfire. The other was a base officer. Ten public and charter schools and a public school administration building in the District were placed on lockdown as a precaution, and flights out of Reagan National Airport were briefly halted, causing delays even after they began departing again. Adm. Jonathan W. Greenert, the chief of Naval Operations, was evacuated from his residence at the Navy Yard complex shortly after the first report of shots fired, Navy officials said. The US Navy said that three shots were fired around 8:20am at Building 197, where about 3,000 people work.

The Supreme Court of Pakistan rejected a report by the inspector general of Frontier Corps (FC IG) regarding the missing persons issue, saying no progress had been made in resolving such a major issue. During proceedings of the Balochistan law and order case at the apex court’s Quetta Registry on Monday, Chief Justice Iftikhar Muhammad Chaudhry expressed anger over the failure of the FC IG to appear before the bench. The chief justice asked the additional attorney general to inform the FC IG that the report regarding missing persons had not been accepted. He said, “It is of no use for us to come here. What response will we give to relatives of missing persons?” The CJP said the IG did not even appear in the last hearing and was absent
again. “If you do not want to cooperate with the court and honour our decision, we can just go home.” “We do not want to see anyone’s face. We want the missing persons recovered. Forces should not be embarrassed, they are being blamed by everyone,” Chief Justice Chaudhry said. “In the last hearing, you told the court that complete determination was expressed at a highlevel meeting that missing persons would be recovered. Where are the missing persons?” the CJP questioned. He also asked for those FC officers who had cases pending against them to appear in court, as only then they would hand over the missing persons. Justice Jawad S Khawaja said the FC IG should attend critical meetings, but according to the schedule, he should have been present on September 16-17. “We have not come here to listen to stories. The FC IG should come no matter where he is right now.” The CJP also questioned where the interior secretary was. To this, the attorney general told the court that the secretary had gone to Turkey with the PM.

OLLOWING the directives of the Supreme Court of Pakistan for the local body elections, the provincial government of Sindh submitted its response to the apex court on the matter. The Sindh government presented its stance saying that it was ready to hold the local body elections scheduled for the third week of December 2013. Sindh Advocate General Khalid Javed told reporters that the provincial government would complete all the necessary work by October 15 after which it would be ready for the local government elections. However, since it was the duty of the election Commission of Pakistan (eCP) to conduct the local body elections, the Supreme Court’s
response on the Sindh government’s stance was awaited. The governments of Punjab, Khyber Pakthunkhwa and Balochistan have not submitted their responses in the Supreme Court regarding the local body elections. Meanwhile, Sindh Assembly opposition leader, Faisal Sabzwari, told reporters that the local government system should introduce some amendments in local government bill in accordance with Article 140A of the constitution. He moreover added that the court should look into the matter because if the first democratically elected civilian government was conducting local body elections, it would have to be carried out correctly. Furthermore, Provincial Information Minister Sharjeel Memon, said the local government bill was passed in the assembly following deliberations. He further said that the Muttahida

Karachi Police Chief Shahid Hayat has claimed that phones calls for extortion have dropped by 80 per cent due to a new strategy adopted by the local police. Addressing a media briefing here on Monday, he said that under the new strategy, SIMs and cell phones of extortionists were blocked, thereby rendering them useless. Hayat told reporters that four Lashkar-e-Jhangvi (LeJ) members were arrested in a raid last night, involved in a number of extortion cases. He said, “Our goal and strategy is clear, no killings, no extortion, and no kidnapping for ransom will be tolerated in the city,” adding that the city police was working in coordination with rangers.
The activists of Jamaat-e-Islami (JI) women wing has taken strong exception to an increase in the incidents of violence and crimes committed against women and minor girls. JI women wing Secretary General Dr Rukhsana Jabeen, while addressing her party workers during its annual reporting meeting held at JI Karachi office, attributed the situation mainly to frustration caused due to aggressive and unethical promotion of consumerism in the society. “The issue is extremely serious and must be handled in an extremely pragmatic manner,” said Dr Rukhsana. She said commercialisation of each and every aspect of life has seriously affected the social fabric of family which has been further aggravated due to consumerism. The JI women leader regretted that women and girls too have been projected as objects and are also considered to be weak. “We are at a critical juncture and this is high time that women themselves as well as their men counterparts must come forward and inculcate the religious injunctions as a mode to counter the challenge of waywardness,” said the activist. The JI Secretary General further said no religion allowed heinous practices. Neither does it approve traditions and practices reflective of rampant disparity which again is a cause of frustration at different levels. On the occasion participants of the meeting, including office bearers of JI women wing’s national, provincial and district chapters besides heads of party’s different department unanimously adopted a resolution seeking exemplary punishment for perpetrators of crimes including that of rape. They also recommended immediate formation of a code of ethics to control spread of such crimes, victims of which may even be hapless boys. Victims must not be used to attract attention of the people but incidents should be projected in a manner that they may create a strong will in the society to prevent repetition of such unfortunate incidents, they resolved.

The Sindh Department of Labour and the United Nations entity for Gender equality and the empowerment of Women (UN Women) inaugurated a two-year project to support home-based bangle workers in Hyderabad on Monday, which will focus on the registration of Women Home-Based Bangle Workers (WHBBWs) and other Home Based Workers (HBWs). Secretaries from the Departments of Labour and Women’s Development, and Cooperatives participated in the event, along with representatives from support departments, UN agencies, civil society organisations, and women home-based bangle workers. Home-based bangle workers represent a particularly marginalised category of informal workers in Pakistan. According to various studies, women home-based bangle workers are located in urban centers with the majority of them residing in Hyderabad, over the years, the Department of Labour, UN agencies, civil society organizations, and informal workers working towards women’s economic empowerment have advocated for the recognition of HBWs in Pakistan. Legislation and a policy for home-based workers are being pursued at provincial level. The Sindh Department of Labour Secretary Wasim Ursani and UN Women Pakistan Deputy Representative Sangeeta Thapa chaired the inauguration. Ursani emphasized that the registration of informal workers by the provincial government is a pioneering initiative to enhance women’s access to social protection and was a step towards reducing poverty amongst informal workforce, especially women. Thapa emphasized the importance of women’s economic empowerment while highlighting the role of informal women workers especially the bangle workers. She said that according to informal statistics, there are an estimated 11.6 million women home-based workers in Pakistan, with approximately 2.62 million in Sindh, engaged in 68 different types of home-based work.

prevention and planning rather than response,” said Dr Christensen. He said MFF activities underpin the vital links between humans and natural systems. The initiative also stresses the importance of engaging all sectors for coastal management including governments, NGOs, local communities and increasingly, the private sector. “There is growing consensus that the private sector has a crucial role to play in finding sustainable solutions to environmental problems. Success in coastal management will largely depend on the will and proactive involvement of the private sector for sustainable practices,” said IUCN Asia Regional Director Aban Marker Kabraji speaking on the importance of MFF. The RSC meeting and associated learning event was said to provide an invaluable opportunity for people to
share knowledge and exchange experiences with a diverse group. The 10th MFF regional meeting held at Viet Nam with focus on building community resilience was attended by representatives from the nine member countries including Bangladesh, India, Indonesia, Maldives, Pakistan, Seychelles, Sri Lanka, Thailand and Vietnam. The regional initiative currently funded by SIDA, NORAD and Danida and is cochaired by IUCN and UNDP is working to address climate change and developmental impacts on Asia’s coasts and coastal dwellers. Started in 2007, it works through National Coordinating Bodies in member countries to provide grants for local project delivery and other activities building resilience of ecosystem-dependent coastal communities.

The expansion will enable the university hospital to treat patients in a specifically equipped unit and accommodate seriously ill babies who need specialised care. Pakistan is one of 10 countries that have the
highest number of preterm births in the world as at least one in six babies are born too early. The 200million-rupee project includes increasing the number of beds from 12 to 24 and the addition of special equipment to care for critically ill babies. “We are proud to be associated with the Aga Khan University Hospital’s commitment to providing international standard healthcare and to partner with them in investing in bringing this quality care to those who have just entered this world” said the representative of english Biscuits. “The NICU facilities will offer hope to many more children and their families

kilogramme. The smallest baby we have treated weighed just 600 grammes and survived,” said Dr Anita Zaidi. “We treat babies born at the Aga Khan University Hospital and from hospitals around the city. Our NICU is constantly full and we regretfully have to turn babies away. AHANGIR Khan Tareen, a close comrade of Pakistan Tehreek-eInsaf (PTI) Chairman Imran Khan, is set to replace Pervaiz Khattak as the party’s secretary general, Pakistan Today has learnt. Khattak has decided to retain his office of Khyber Pakhtunkhwa (KP) chief minister after the party asked him to relinquish his post, as according to the country’s constitution no one can hold for dual offices. This would be the first top office change in the country’s political history. In past and even presently, many politicians holding dual offices have never resigned from their party or public offices. The PTI has already set new standards by holding true and authentic party elections.
A well-placed source in the PTI told Pakistan Today that the decision had been made as a quid pro quo to the demands made by Khattak that were reconciling with JUI-F chief Fazlur Rehman and stop meddling in the KP government’s affairs. “This is final now. But Khattak has requested Khan to appoint his close aide, Jahangir Khan Tareen, as party’s secretary general until elections are held for the slot. Khattak hopes he will still be influential in the party’s affairs if Tareen is given the slot,” the source said. He said Tareen wanted to run for the party’s secretary general office in the recent elections but had agreed with Khattak to delay his plans. He had wholeheartedly helped Khattak defeat Dr Arif Alvi. The source said following Khattak’s election as KP chief minister, a debate had started within the party that been launched by Alvi’s Karachi group. He said the party was facing an internal crisis following a demand made by the group during the recent meeting of the PTI’s top decision-making body – the central executive committee (CeC) - asking Khattak to relinquish one office as under the country’s constitution, no person could hold two offices. However, Khattak strongly refused to the demand and even threatened to resign as the chief minister, saying he would pre-

A woman and two children were killed and several passengers were injured on Monday after a gas cylinder exploded in a van near Dera Ghazi Khan. Police and rescue sources said the CNG gas cylinder exploded and the vehicle immediately caught fire. The terrified passengers jumped out of the burning van to save their lives. Many of them suffered burn wounds. Rescue team members said a woman and two children were critically injured and died before they could be taken to hospital.

At least six people were killed and seven others injured in separate roof collapse incidents in Malakand and Sargodha due to heavy rain late on Sunday night. According to the reports, the roof of a house located in Chappai area of Batkhela caved in as the area received heavy showers. As a result a woman, her two sons and two daughters were killed while four others including the house owner Abdul Rehman and his three other sons were injured. The relatives and local people on self help basis pulled out the bodies and the injured from the rubble and shifted them to Batkhela hospital. Meanwhile, a man was killed and another three injured in roof collapse in Fatima Jinnah colony of Sargodha. The injured were rescued and taken to hospital.
All mobile operators in the country have agreed to install the biometric system and increased the SIM verification fee from Rs 13 to Rs 28 per transaction, a media outfit reported on Monday. The installation of complete biometric equipment at every point of sale (POS) would cost between Rs 35,000 to Rs 40,000 per outlet. Mobile operators have agreed to bear the cost of purchasing the required devices that will be installed at some 75,000 POS across the country. The installation of the biometric system at some 70,000-75,000 POS across
Pakistan will take a minimum of one year and cost approximately Rs 2.8 billion based on the availability of specialised equipment which will be imported from abroad. Describing the crowds in the Congress-ruled state as a “lalkar” or challenge to the ‘Delhi sultanate’, he said India could no longer be governed by vote bank
politics and that true secularism could be learnt from the Indian Army. Modi almost sounded conciliatory as he spoke about Pakistan, saying the two countries, along with Bangladesh, needed to rid South Asia of poverty and illiteracy, a discourse otherwise identified with Pakistani leaders. No doubt he blamed Pakistan for promoting terrorism in India and attacked defence minister AK Antony for his Pakistan army uniform goof up in parliament, but for the crowds subjected to a relentless diatribe against Pakistan by earlier speakers, this was a disappointment. HOSe strongly supporting talks with the TTP have to answer a number of questions after the killings of high ranking army officers. The country was being told that the militants were sincerely interested in dialogue. Anyone who raised questions about the identity of the groups who were to be approached for talks, or demanded that talks be held only with those willing to renounce violence and adhere to the constitution was condemned for creating hurdles in the way of peace. The supporters of talks shouted down anyone expressing doubts about the intentions of the TTP. They wanted the talks to proceed post-haste. There were to be no preconditions on the part of the government, they argued, as these were against the spirit of dialogue. The fact that the state had engaged the militants in talks over a dozen times but failed to achieve peace was ignored. Ch Nisar went to the extent of claiming that some forces wanted to sabotage peace talks with the Pakistani Taliban. The reservations of those who advised caution have turned out to be well-placed. The government which is keen to hold talks brought together parliamentary heads of all mainstream parties in an APC. The army chief and the DG ISI briefed the APC which then authorized the government to go ahead with talks. What explains the killing of the GOC Swat under the circumstances? One had expected that the TTP would dissociate itself from the crime and even take action against the perpetrators. What happened was the opposite. The TTP spokesman brazenly accepted responsibility for the dastardly act on the part of one of its franchises. Going a step further he made the preposterous demand for the release of thousands of TTP killers and the evacuation of the army from the tribal areas as precondition for talks. ‘’If the government does not take these two steps, the peace process cannot go forward.’’ If anything, this is a refusal to initiate talks. Some of the politicians who have condoled the killing of the officers and men of Pakistan army have declined to condemn by name the organization which claims responsibility for the act. The strong and unambiguous message conveyed to the TTP by the COAs on Monday should in fact have come from the prime minister himself. This would have carried more weight, produced better results and strengthened the PM. The killing of a GOC is no ordinary matter. The terrorists have in fact killed six security personnel in four separate attacks. This shows that they are determined to continue their deadly game. That this should come when the Taliban are talking peace makes the proposed exercise look farcical. While one realizes that the army has the ability and the will to take the fight to the terrorists, as Gen Kayani puts it, what it needs to avoid is to pick and choose between the terrorist groups.

He Karachi operation has not yet turned out what it was supposed to be, though the strife and mayhem in Karachi is a long festering wound. Criminal gangs, extortion mafias, target killers and sectarian extremists have turned the city into a living hell for its citizens. The economic hub of the country cannot be allowed to be held hostage at gunpoint, or that’s how the government sounded when it started the ongoing operation in the mega city. But the operation does not seem to be going the way it was intended to. Being conducted jointly by the Rangers and police, the Karachi operation was intended to be a targeted affair from the outset, but before it could start and when the government is debating as to who would have his say and to what extent in the execution of the operation, the criminals, at least the big shots, took advantage of the opportunity and fled – some moving inland to the interior Sindh while others making it good to Gulf states, as reported by the DG Rangers to the prime minister. The police and Rangers have rounded up a number of suspects, including some hardened criminals, but it is nowhere near the number of criminal gangs that were operating in the city some weeks ago. The current operation seems only to be targeted against the small time operators instead the big fish running mafias with well-established networks – and massive political backing. As a consequence of the simultaneous occurrence – arrests and fleeing – there has been a palpable drop in the crime rate in the city, though the lull by no means is total. A DSP was shot and killed the other day in broad daylight in the same manner as target killings have been conducted in the metropolis for long. Meanwhile, the MQM has also lowered the ante on the arrest of its former MPA. One reason for this could be the MQM’s preoccupation with the investigation against Altaf Hussain in London in Dr Imran Farooq’s murder case, and a suit against Declan Walsh and The New York Times for ‘baseless reporting that had caused damage to the repute’ of the party’s chief, Altaf Hussain. Whatever the outcome of these cases, the government should not in any way be swayed by political point-scoring or engage in retaliatory politics. However, as the current operation is not achieving its objectives, the government should look beyond standard solutions; it is imperative to do some out-of-the-box thinking. It needs to take permanent measures like depoliticisation of police, empowerment of law enforcing agencies, legislation on banning militant wings of political parties and an end to the no-go areas in the megapolis. Unless these steps are taken the partial quiet the city is currently witnessing may not last long.

AY God defend me from m y friends; I can defend myself from my enemies.” These precious ‘pearls of wisdom’ of the French philosopher Voltaire are quite relevant to India, today. India has many friends but the one with which she will have to be very watchful is the United States. Americans have no qualms about changing friends. During the Cold War, they treated India as the ‘Other’ for supporting the cause of non-alignment in international relations and for maintaining closer ties with the erstwhile Soviet Union – the underlying premise being that “my enemy’s friend is my enemy”. After humbling Soviet Russia, the Americans have created a new enemy in the form of communist China. No wonder, there is a lot of chatter in the US media, intelligentsia and political elites from Hillary Clinton to President Obama magnifying the ‘ominous’ rise of China which needs to be contained like the USSR. The planned containment hinges around the policy of ‘Asia pivot’ under which, in addition, to yoking the South-east Asian nations in the Chinese neighbourhood into pro-American alliances, the two bigger states that are expected to play a key role in conjunction with the US against China are Australia and India. This time the US premise with regard to India is “my enemy’s enemy is my friend”: it being so because not only are India and China giants in terms of size and thus obvious rivals as ‘regional hegemons’; the two have fought a war in 1962 and stake contentious claims on a very large area of their contiguous borders. Americans are making a conscious effort to convince Indians to join hands with them to ‘contain’ China because if they would then their “Pakistan problem” would be automatically addressed. W Bush. His message to the Indians is loud and clear. Indians are reminded that the history of mankind has been a history of conflict and the twenty-first century would be no different. In the twentieth century, the US joined hands with UK to fight the ‘evil’ of Soviet communism; in the twentyfirst century, “India must become America’s new Britain”. This is an “obligation” that India owes not only to its 1.2 billion citizens but to all those in the world who look towards her as a ‘beacon’ of “freedom, liberal values, pluralism and democracy”. To assume this grand role, India should formulate a geopolitical strategy of global dimension and renounce the Gandhian philosophy of non-violence because pacifism suits only those people which struggle for independence and not those nations which have attained independence. To become a top class world power, a country must have an invincible military which in turn requires a healthy economy. Never mind the enormous current poverty under which 400 million Indians live on less than $1.25 per day. Indians are told that their recent centuries of poverty are merely an aberration in history because during most of the past two millennia, India produced about one quarter or more of the world GDP. Not long ago, the wealth of the Indian monarchs was much more than that of the english and French kings. For example, when the annual income of the Mughal emperor Jehangir was fifty million sterling, the same for the english and Scottish crowns was merely one million sterling and that of the French King Louis XIV just five million sterling. Such enormous wealth allowed the Mughals to keep an infantry of one million and a cavalry of three hundred thousand. Thus, not only has India a history of a ‘great’ power but in view of her recent economic spurt, notwithstanding the slowdown in the last few years, it is expected to surpass United Kingdom, Japan and Germany to become the third largest economy just behind the US and China by 2030. The point is that India has the potential to become a great military power but it cannot become one unless it overcomes two obstacles: its defence industry is weak yet it can be built by building stronger ties with the US militaryindustrial complex. The relationship between the two countries has gone through a transformation: from indifference in 1990s after the end of Cold War to mistrust after India conducted nuclear tests in 1998 to a common purpose after the 9/11 in US and 13/12 in India, i.e., the terror attack on the Indian parliament. In fact, Avery proposes that the new motto of US and Indian intelligence should be: “Your terrorists are our terrorists.” The emphasis on India is to increase her financial allocations in intelligence and defence establishments because while the intelligence budget of US for 2010 was $53.1 billion; India’s Research and Analysis Wing’s (RAW) budget for 2000 was a paltry $150 million. Inspite of these handicaps, India remained the world’s ninth largest defence market in 2010 with a potential to spend about $120 billion for weapons by 2015. To convert its military potential into a power with global outreach it should acquire forward naval bases
from the Horn of Africa to the Straits of Malacca. To initiate India in this direction, both the US and UK should make her a joint partner at their naval base at Diego Garcia from where India could extend her presence to the American bases in Bahrain and Singapore. The biggest obstruction to the rise of India is China. With a thick brush, Avery paints a dark picture of China, whose economy outperforms India; its military expenditure is three times that of India’s; and as it out-innovates India through superior universities and scientific research, China has been able to extend its influence in India’s backyard, i.e., Pakistan, Bangladesh, Myanmar and Sri Lanka. For example, China is building an advanced port near Hambantota in Sri Lankan and if it gets the basing rights then the Red Army can easily ‘hop, skip and jump’ on to the Indian mainland. This should not be acceptable to India who should insist on the ‘Finlandisation’ of Sri Lanka, which, in effect, means that the latter should accommodate the former than losing independence altogether. Avery suggests that “India must use all available tools of coercion to demonstrate to Sri Lanka that its future lies in close ties with India and India alone”. either Mr Avery is ignorant or his research is sloppy because when India did intervene militarily in Sri Lanka for the sake of “peace”, its so-called ‘Peace Keeping Force’ was ridiculed by the Sri Lankans as the Indian peace keeping dogs, and the then Indian Premier Rajiv Gandhi was physically assaulted by a Sri Lankan soldier during a visit. In a somewhat similar fashion, the Chinese were expanding the Chittagong port with the plan to construct a deep sea harbour to link it with China through Myanmar. Avery avers that “India should treat the Bay of Bengal as its own waters: permitting the Chinese Navy to dock in a Bangladeshi port is little different than letting it sail up the Ganges.” This analysis is a part of the American scare mongering whereby Chinese building of ports is propagated as a ‘string of pearls’ strategy to choke India. It seems the Americans are poised to pit India against China. Presently, it seems an uphill task because if China continues with what it has been spending on its defence in the first decade of this century; its defence outlay will reach $225 billion in 2020 and $425 billion in 2030 and to close this arms gap with China by 2030, India will be required to spend at least $380 billion on its defence between 2010 and 2030. Will India fall in this trap? There is at least one published report in the ‘Economic Times’ of 15 February, 2010, that does indicate that India plans to spend about $200 billion on defence equipment between 2010 and 2022. Reading such works provides a window into the American thought processes about the likely power rivalries in Asia in which China is projected as an imperial power whose ambitions can be neutralised by propping up India as an American proxy. Whether India will bite the bait or not will depend upon the wisdom of those who will rule her in the coming years. The writer is an academic and journalist. The very next day a 12-year-old girl in Faisalabad and another first year student in Toba Tek Singh were gang raped. This was followed by another gang rape of a 15-year-old girl yesterday in Tharparkar. Last year 7,516 cases of violence against women were reported in Pakistan with 822 of them being rape cases. And anyone who’s familiar with the perverted concept of ‘honour’ in our country knows that 822 is a sorry fraction of the actual number. While there is universal condemnation of the acts that would run the entire gamut from dubbing it any degree of ‘wrong’ to protesting on social media or even streets, there’s a criminal dearth of noise or endeavour with regards to actually deracinating the root cause behind rape: the reprehensible image of women. every individual who propagates the deplorable myth that women are inherently dependent on or weaker than men is a rape accomplice. every person who scorns at a girl for not catering to their definition of decency is a rape accomplice. Anyone who is a flag-bearer of double standards of modesty for men and women is a rape accomplice. everyone who teaches women to be ashamed of their bodies is a rape accomplice. And if your respect for a woman is dependent on how well covered her body is, then you sir/ma’am, are a rape accomplice as well. While this might appear to be a little ‘extreme’, let this nut-head explain his stance. An accomplice is ‘a person who helps another commit a crime’. And while most of us won’t directly provide a rapist the aid that he needs to commit his monstrous crime, by propagating the aforementioned ideals we definitely help him unleash the loathsome ‘beast’ inside him. Answer this: who would have more of a ten-
dency towards rape, a man who’s told that a woman not dressed up in synchrony with (insert any cultural/social/religious/individual standard of modesty) is dishonourable, or a man who’s told that how a woman chooses to dress up should be no one else’s concern, regardless of whether she’s wearing a burqa or a bikini? Now answer this: who would have more inclination towards physically abusing a ‘party girl’ who’s drunk and has ‘many male friends’, a man who’s taught that women must follow a different set of morals as compared to men, or a man who’s taught gender equality in every single aspect of life? And finally answer this: who has more of a chance to become a rapist, a man who lives in a society where a woman’s respect has got nothing to do with her body or a man who lives in a society where a woman not following a certain ‘dress code’ is dubbed an open lollipop inviting flies and insects? Maybe in an abhorrent fit of ‘bestiality’, your son might not particularly mind temporarily being one of those insects. Now a rather appalling flipside to this argument is that if the women are forced to dress up according to the ‘socially acceptable’ standards, men wouldn’t plunge to the lower echelons of humanity and that any woman who isn’t dressed up ‘properly’ or doesn’t ‘guard her modesty’ is actually ‘asking to be raped’. First of all, in my very humble opinion, in an ideal world any person who says that any woman who’s raped, under any circumstances whatsoever, was ‘asking for it’, is ‘asking’ to be beaten up publicly. Secondly, as a man myself, I find men’s portrayal as a sex-hungry ‘monsters’ who lose their control at the sight of a woman’s skin, pretty hard to digest. Let’s set the record straight. A woman not covering her head isn’t ‘asking for it’; one wearing a bikini isn’t ‘asking for it’ and yes, one who might not be wearing anything at all is still not ‘asking for it’. Those that justify rape under any circumstance shouldn’t merely be dubbed rape apologists but should instead
be called rape accomplices and should share a fraction of guilt for every rape where the victim was ostensibly ‘asking for it’. The myth that the hijab, burqa, or following a particular definition of modesty protects women is busted by the fact that in a recent BBC report it was revealed that 99.3 per cent of egyptian women had experienced harassment, while the rate of sexual offenses in Saudi Arabia is 58.6 per 100,000 and Qatar and UAe have rates of 1.7 reported cases of rape per 100,000 population. Also, when 5-year-olds and 7-yearolds are being raped, it’s obviously not a case of what’s atop the woman’s head, more a case of what’s inside the man’s head. And those who want to flaunt the fact that forcing a woman to wear the hijab reduces the chances of her being raped, should know that those chances would be further reduced if you lock her up in a cupboard and throw away the key. Rape cannot be prevented by forcing women to cover up, it can only be prevented by women empowerment, promotion of gender equality and the eradication of antediluvian myths that teach us how women are men’s property who must keep a watch on them and control them. When it is stated or implied that women are men’s property and that the latter have an upper-hand over the former, you’re cultivating a ground for rapists to grow. And everyone who plays even the most minor of roles in the cultivation should be called a rape accomplice. Not only are we all rape accomplices because we promote the aforementioned ideals, but our law is quite possibly the grandest of all rape accomplices, since it doesn’t consider DNA as primary evidence in rape cases in the year 2013 AD. Furthermore, by asking for four witnesses – who can only be dubbed the closest of collaborators, since they preferred watching a woman being abused than preventing the act – it’s almost as if we’ve created a social and judicial setup to facilitate rapists. Merely screaming bloody murder over a heinous act won’t suffice in its eradication, and propagating the West’s rape statistics won’t particularly help the cause in our neck of the woods, where rape is criminally misreported and prevails despite us purging our society from ‘Western evils’. To actually reduce rape, every single one of us must ask ourselves if we’ve ever, intentionally or inadvertently, promoted misogynistic ideals or tried to justify rape under any circumstances. If the answer to those questions is in the affirmative, we’ve all played a part in the physical and mental trauma of every raped woman in our society. ADIR Shah, the Napoleon of Persia, invaded India in 1739. His specialty was loot and plunder followed by mass killings. Governance and administration was not his forte. He took Koh-i-noor diamond and peacock throne with him to earn the title of ‘Plunder ke Badshah’ and ‘Lootera-e-Azam’. Finally, his own people got fed up and when he was murdered in June 1747 there was a sigh of relief. dR FARId A MAlIK He left deep impact on India and Nadir Shahi became a way of life. Since then the Indian sub-continent has not been the same. Stories of his plunder are narrated in the bazaars of old cities like New Delhi and Lahore. After the partition of India in 1947, the Muslims of India made a fresh start under Jinnah and his team of founding fathers. Despite a rough start Pakistan was moving away from Nadir Shahi. There was direction and honesty in purpose. Both institution and nation building was at its peak. A new generation was being raised to pass on the baton. In 1956, a democratic constitution was also formulated and elections were to be held, but that could not happen. Instead of light, darkness took over in the form of first martial law by a disciple of Nadir Shahi. He got rid of the founding fathers and introduced his brand of ‘Looteray Siasatdan’ like the Chaudhrys of Gujrat and Lahore. Nadir Shahi became the order of the day; those who opposed were taken to the dungeons of the ‘Shahi Qila’ and given a dose of Nadir Shahi. When the mother of Comrade Hassan Nisar came to receive his body, it was mutilated beyond recognition by torture. There were several progressives like him who met similar fate. even heavy weights like Faiz Ahmed Faiz were not spared. With Ayub (Nadir) Khan, the era of nation building came to an end and empire formation started. The fruits of the hard work of the founding fathers were divested to a selected elite class. Loans, permits, patronage became the order of the day. The wealth of the nation came in the control of the infamous 22 families. Since 1958, Nadir Shahi has been the order of the day with breaks in between. Most rulers focused on loot and plunder while governance became weaker and weaker. Only the methods changed, even the exploitation of religion was introduced. Any attempt to change was crushed under the boots. Democratic gains of the 1973 Constitution were neutralised by Zia (Nadir)-ul-Haq. Civilian institutions like Pakistan Railways, WAPDA and Steel Mills came under attack to be replaced by a Khaki empire. The Benazir, Nawaz era also proved to be Nadir Shahi, high on plunder and low on governance. Now ‘Bhata Khori’ which is another form of ‘Nadir Shahi’ has taken over cities like Karachi and Hyderabad with overtones in Lahore as well. In fact, most political leadership today is the creation of the Nadir Shahi era with focus on empire building, not nation building. In 1985, the party-less elections proved to be the last nail in the coffin of democracy. The entire state apparatus started to focus on politics instead of governance. In order to win support, the elected representatives were given recruitment quota with no merit for selection. Inductions were made in education, police and other departments without due process resulting in collapse of these institutions. Imran Khan has asked for verification of votes based on NADRA data in four constituencies. The party will take to the streets after eid if this exercise is not carried out. The demand is fair for an evolutionary change process to continue through a fair and free ballot. Change is inevitable and an end to ‘Nadir Shahi’ imperative. Time is running out as even mere survival has become difficult for the common man. Nadir Shahi skims the resources of the nation leaving very little for the basics like food, education, health, drinking water, employment and a dignified human existence. "Trees turn nitrogen fixation on and off according to the need for nitrogen in the system." After examining the trees and the different areas, the scientists discovered something interesting. It turned out that tree species that fixed nitrogen from the atmosphere put on carbon weight up to nine times faster than their non-fixing neighbors during early stages of forest recovery. In fact, nitrogen-fixers provided enough nitrogen fertilizer in the soil to help with storage of about 50,000 kilograms of carbon per hectare during the first 12 years of growth. "Diversity really matters," said Sarah Batterman, the first author of the study, in a news release. "Each tree species fixes nitrogen and carbon differently so species important at 12 years drop out or become less common at 30 years. You can really see how different players contribute to the development of a mature tropical forest and the ecosystem services in provides." The findings are huge when it comes to carbon storage. In new experiment, the scientists took advantage of a property of quantum physics called entanglement to teleport the quantum bits, called qubits. When two particles interact, they form a connection — they are entangled — so that an action performed on one affects the other, even when they're separated by great distances. In addition, no matter how far apart they are, if you know the state of one particle, you instantly know the state of the other. Although the ICC has discontinued to publish the agenda and the results of the CeC from this year, it is understood that the meet will see a divided house with england and Australia joining hands to take on the other front led by India with support from the sub-continental neighbours — Sri Lanka, Pakistan and Bangladesh — especially on the topic of the referral system. england and Australia both had reasons to feel aggrieved about the DRS during the recently completed Ashes series. Another proposal is to make the role of the television umpire a specialist role. Aisam said that despite hard work he lost good opportunities to claim major titles adding that he felt unlucky to lose close matches in tie-breaks. “It is a fact that I have started featuring regularly in big events for the last three years while the top guys who play against us are the ones with much more experience,” he said. Tennis is quite different sport, he added, and it is not like cricket or hockey when teams stand chances to come back in the contest even after losing a few matches. “Tennis is played on a knock-out basis. This is the reason why we cannot make a comeback if we lose opportunities due to any reason and there are many factors involved in defeat

LAHORE: The infighting within Pakistan’s sports officialdom continues to hurt national athletes as it feared that the country will not be able to feature in the 3rd Islamic Solidarity Games to be held from September 22 to October 1 in Indonesia. Government-backed Pakistan Olympic Association (POA), which is battling to topple the IOC-recognised POA, will not be able to send the national contingent to Indonesia Sources said that “The organisers have asked the government-backed POA that they are taking up the issue at the highest level and will then intimate them about the final outcome,” a source said. Sources said that the organisers had extended invitation to the foreign ministry of Pakistan. The foreign ministry had then forwarded it to the ministry of the Inter-Provincial Coordination (IPC) and from there it was sent to the Pakistan Sports Board (PSB) and then to the Akram Sahi-led POA. Sources close to Sahi said that he had met the foreign secretary a few days back and he had ordered for pursuing the case but so far nothing concrete has been happened. The Sahi-led POA has already sent the required documents of the athletes and officials to the organisers. Pakistan are to feature in the athletics, basketball, badminton, karate and wushu. The event is just six days away and it is extremely doubtful that the govt-backed POA will be able to send its contingent. The uncertainty has also confused the players. Meanwhile, a source in the Arif Hasan-led POA said that they were going to send their contingent. “We had sent the entries in time and all the formalities have been fulfilled and I hope that we will be able to send the athletes to Indonesia,” the source said.
