Delaware County Emergency Services
Emergency Operations Center Consulting & Design Coordination Delaware County, Pennsylvania
An Emergency Operations Center (EOC) is a complex facility that serves as a nerve center during both small emergencies and large disasters. PSE’s EOC designs employ the latest state-of-the-art technology, to provide flexibility and technological resources to manage an incident effectively while keeping the operation simple and easy to manage.
Professional Systems Engineering, LLC provided consulting and design coordination services through the Pennsylvania Emergency Management Agency (PEMA) to provide an Emergency Operations Center fit out to meet the needs of Delaware County, Pennsylvania in the event of a local, state, or federal emergency. The goal was to provide the capability of a scalable response to incidents ranging from small-scale fires and accidents to a countywide disaster response. By using the latest state of the art design, the PSE design allowed for the phased sequential escalation of response based on the requirements of the incident. This approach followed the Delaware County (DelCo) EOC Renovation Theory in that it separated the Unified Command group from the Operations and Planning group and the Logistics and Finance group. Senior elected officials will be sequestered from the Command group. News media and some liaison groups will be separated from the remainder by keeping them in a briefing area thus allowing for better management of the incident. The following rooms were utilized for the deployment of multimedia and communications technology: Privacy and Sequestering Room, EOC First Stage Activation Room, Unified Command/Joint Command Group Room and the EOC Full Activation Room. A multimedia control and feed was also provided to the DelCo 9-1-1 Emergency Response Center within the facility. Multimedia Management System ❖❖Multiple touch screen A/V controllers ❖❖Live broadcast feeds ❖❖Internet broadcast beeds ❖❖Multimedia switching capability ❖❖Voice and data distribution ❖❖Large flat LCD screen and multimedia projection displays ❖❖Fixed and mobile video conferencing system
Tele/Data Infrastructure ❖❖Equipment rack layouts ❖❖Structured cabling and conduit ❖❖Ethernet and Wi-Fi switch deployment ❖❖Wireless laptop cart system ❖❖UPS system ❖❖Systems integration

Philadelphia International Airport
EOC – D & E Terminals Expansion Study Philadelphia, Pennsylvania
The purpose of the Master Plan is to establish guidelines and a basis for the design of an Emergency Operations Center. The report contains a brief overview of various systems that will be integrated into the EOC, a review of the requirements set during the design development meetings, and the base guidelines that PSE uses to design the EOC for the Philadelphia International Airport project.
PSE was selected to coordinate complex goals and requirements in preparation of launching a major expansion of the Philadelphia International Airport. The many stakeholders in this program included Airport personnel from numerous departmental areas, airline carriers, agencies such as federal emergency management, regional and state fire and law enforcement, hospitals, departments of public health, and others. The facets of this master plan study encompass the following: ❖ Incident command structure design ❖ Interoperability participation / systems integration ❖ Operational, physical and electronics security ❖ Infrastructure systems ❖ New EOC room layouts - conceptual designs ❖ Workstations and monitoring systems ❖ Conference room conceptual design with A/V/V systems designs ❖ Tele/data ❖ Networks ❖ Mobile systems ❖ Live broadcast feeds (TV/Cable), and ❖ Internet broadcast feeds A business model process was established to encourage smooth operating workflow with the ability to transition in a multi-emergency/threat scenario. The model includes adjacency diagrams for interactivity and interoperability requirements, and equipment and communications relating to a mandate and consensus agreement. This mandate and agreement is to provide a highly sustainable Emergency Operations Center to plan, monitor, control, suppress, mitigate and cleanup disaster management. A strategic communications plan will include groups of channels regardless of wired, wireless, or IP.
