The Olympic games are an international sports festival, held every four years. The ultimate goals are to cultivate human beings, through sport, and contribute to world peace. Although the ancient Games were staged in Olympia, Greece, from 776 BC through 393 AD, it took 1503 years for the Olympics to return.The first modern Olympics were held in Athens, Greece, in 1896.The man responsible for its rebirth was a Frenchman named Baron Pierre de Coubertin, who presented the idea in 1894.

California Is Offering $150,000 Grants For Green Technology Entrepreneurs — But You’ll Need To Act Fast The state is offering $150,000 grants to entrepreneurs working on sustainable technologies. But prospective applicants will need to act fast — the application window will only be open from Aug. 22 through Sept. 5. The California Sustainable Energy Entrepreneur Development Initiative, or CalSEED, is an effort by the California Energy Commission to advance energy innovation in the state by giving entrepreneurs free money to validate or prove their concepts. Companies that get the $150,000 grants are also eligible for a $450,000 follow-on grant. The grants, particularly for clean technology companies, offer very early stage capital to transform a viable idea into a viable company, said Gary Simon, chairman of CleanStart, a Sacramento-based clean energy industry group. “It’s the hardest money to get,” Simon said.The state awards a total of 25 grants by region under the program, which its operated for three years.

Welcome to the (Commercial) Space Age In our recent research, we examined how the model of centralized, government-directed human space activity born in the 1960s has, over the last two decades, made way for a new model, in which public initiatives in space increasingly share the stage with private priorities. Centralized, government-led space programs will inevitably focus on space-for-earth activities that are in the public interest, such as national security, basic science, and national pride.This is only natural, as expenditures for these programs must be justified by demonstrating benefits for citizens — and the citizens these governments represent are (nearly) all on earth. In contrast to governments, the private sector is eager to put people in space to pursue their own personal interests, not the state’s — and then supply the demand they create.This is the vision driving SpaceX, which in its first twenty years has entirely upended the rocket launch industry, securing 60% of the global commercial launch market and building everlarger spacecraft designed to ferry passengers not just to the International Space Station (ISS), but also to its own promised settlement on Mars. Today, the space-for-space market is limited to supplying the people who are already in space: that is, the handful of astronauts employed by NASA and other government programs.While SpaceX has grand visions of supporting large numbers of private space travelers, their current space-for-space activities have all been in response to demand from government customers (i.e., NASA). But as decreasing launch costs A2Z MANUFACTURING WEST COAST •

enable companies like SpaceX to leverage economies of scale and put more people into space, growing private sector demand (that is, tourists and settlers, rather than government employees) could turn these proofof-concept initiatives into a sustainable, large-scale industry. This model — of selling to NASA with the hopes of eve n t u a l ly creating and expanding into a larger private market — is exemplified by SpaceX, but the company is by no means the only player taking this approach. For instance, while SpaceX is focused on space-for-space transportation, another key component of this burgeoning industry will be manufacturing. Made In Space, Inc. has been at the forefront of manufacturing “in space, for space” since 2014, when it 3D-printed a wrench onboard the ISS. Today, the company is exploring other products, such as high-quality fiber-optic cable, that terrestrial customers may be willing to pay to have manufactured in zero-gravity. But the company also recently received a $74 million contract to 3D-print large metal beams in space for use


on NASA spacecraft, and future private sector spacecraft will certainly have similar manufacturing needs which Made In Space hopes to be well-positioned to fulfill. Just as SpaceX has begun by supplying NASA but hopes to eventually serve a much larger, private-sector market, Made In Space’s current work with NASA could be the first step along a path towards supporting a variety of private-sector manufacturing applications for which the costs of manufacturing on earth and transporting into space would be prohibitive.

Another major area of space-for-space investment is in building and operating space infrastructure such as habitats, laboratories, and factories. Axiom Space, a current leader in this field, recently announced that it would be flying the “first fully private commercial mission to space” in 2022 onboard SpaceX’s Crew Dragon Capsule. Axiom was also awarded a contract for exclusive access to a module of the ISS, facilitating its plans to develop modules for commercial activity on the station (and eventually, beyond it). This infrastructure is likely to spur investment in a wide array of complementary services to supply the demand of the people living and working within it. For example, in February 2020, Maxar Technologies was awarded a $142 million contract from NASA to develop a robotic construction tool that would be assembled in space for use on low-Earth orbit spacecraft. Private sector spacecraft or settlements will no doubt have need for a variety of similar construction and repair tools.

And of course, the private sector isn’t just about industrial products. Creature comforts also promise to be an area of rapid growth, as companies endeavor to support the human side of life in the harsh environment of space. In 2015, for example, Argotec and Lavazza collaborated to build an espresso machine that could function in the zero-gravity environment of the ISS, delivering a bit of everyday luxury to the crew.

To be sure, people have dreamt of using the vacuum and weightlessness of space to source or make things that cannot be made on earth for half a century, and time and again the business case has failed to pan out. Skepticism is natural. Those failures, however, have been in space-forearth applications. For example, two startups of the 2010s, Planetary Resources, Inc. and Deep Space Industries, recognized the potential of space mining early on. For both companies, however, the lack of a space-for-space economy meant that their near-term survival depended on selling mined material — precious metals or rare elements — to earthbound customers. When it became clear that demand was

insufficient to justify the high costs, funding dried up, and both companies pivoted to other ventures. These were failures of space-for-earth business models — but the demand for in-space mining of raw building material, metals, and water will be enormous once humans are living in space (and are therefore far cheaper to supply). In other words, when people are living and working in space, we are likely to look back on these early asteroid mining companies less as failures and more as simply ahead of their time. Seizing the Space-for-Space Opportunity The opportunity presented by the space-for-space economy is huge — but it could easily be missed. To seize this moment, policymakers must provide regulatory and institutional frameworks that will enable the risk-taking and innovation necessary for a decentralized, private-sectordriven space economy. Rocket Lab Rockets Ahead With Back-ToBack Missions And A Photon Deal

Rocket Lab USA Inc. is blasting back into business after losing its 20th mission earlier this year with back-to-back missions for global monitoring provider BlackSky and a new deal with in-space

The Long Beach, California-based aerospace company announced this week that its next mission will be the first of three Electron rocket launches for BlackSky slated to take place from late August through September. The three missions will mark Rocket Lab’s fastest launch turnarounds to date. The first, dubbed “Love at First Insight,” will lift off from Launch Complex 1 in New Zealand carrying the eighth and ninth satellites in a planned BlackSky constellation that’s part of a multi-launch agreement between Rocket Lab and Spaceflight Inc., which is providing integration and mission management services for BlackSky. Rocket Lab will launch another four Gen-2 smallsats for BlackSky in two more missions in short succession. A2Z MANUFACTURING WEST COAST •

The mission will be Rocket lab’s 22nd Electron launch overall and fifth mission of the year, and will bring the total number of satellites launched by the company to 107. The announcement demonstrates BlackSky and Spaceflight’s continued confidence in Rocket Lab despite an anomaly during its last mission for the client that resulted in the loss of its payload. Both the Federal Aviation Administration and Rocket Lab have since investigated the incident and cleared the company to resume launches, starting with a successful mission for the U.S. Space Force last month. “We’ve been partnering strongly with Rocket Lab over the past several months to gain high confidence in a launch campaign that will increase the capacity of our space network,” added BlackSky CEO Brian E. O’Toole. Meanwhile, in a separate announcement, Rocket Lab said it has signed a deal to produce three of its Photon spacecraft to integrate with Varda’s space factories. The Torrance-based startup aims to manufacture things like fiber optic


cables, pharmaceuticals and semiconductors in space, then return them to Earth via a reentry capsule. Such high-value products deliver higher performance when produced in zero gravity. Rocket Lab’s Photon will help by moving the spacecraft into operational orbit and handling station keeping, and by providingVarda’s 120-kilogram manufacturing and reentry modules with power, data and attitude control. There’s No Shortage Of Hype Surrounding The Commercial Space Industry But while tech leaders promise us moon bases and settlements on Mars, the space economy has thus far remained distinctly local — at least in a cosmic sense. Last year, however, we crossed an important threshold: For the first time in human history, humans accessed space via a vehicle built and owned not by any government, but by a private corporation with its sights set on affordable space settlement. It was the first significant step towards building an economy both in space and for space. The implications — for business, policy, and society at large — are hard to overstate. In 2019, 95% of the estimated $366 billion in revenue earned in the space sector was from the space-for-earth economy: that is, goods or services produced in space for use on earth.The space-for-earth economy includes telecommunications and internet infrastructure, earth observation capabilities, national security satellites, and more.This economy is booming, and though research shows that it faces the challenges of overcrowding and monopolization that tend to arise whenever companies compete for a scarce natural resource, projections for its future are optimistic. The money is from the Department of Energy and its Energy Program


Innovation Clusters initiative.VertueLab led the effort to land this capital and create the Northwest Cleantech Innovation Network. The other partners in this newly created network are Clean Tech Alliance in Seattle, Washington Clean Energy Testbeds at the University of Washington, and Joint Center for Deployment and Research in Earth Abundant Materials in Everett, Washington. “Clean energy entrepreneurs need specific tailored support and resources to test and scale their technology,” said David Kenney, president and executive director of VertueLab, in a written statement. “We’re very thankful to be part of this grant award, as it recognizes both our track record of success and our innovative holistic approach to supporting climate tech entrepreneurs.” The capital will be doled out over three years.The funding also means that VertueLab will be able to support startups outside of Oregon and expand to Washington, Idaho and Alaska, said spokesperson Cassidy Johnston. VertueLab was created in 2018. It’s the next evolution of what was Oregon BEST, a state-backed signature research center launched in 2007 to support cleantech development. The group launched a Climate Impact Fund last year and has ongoing programs to support entrepreneurs including the Cascadia Cleantech Accelerator in partnership with the Clean Tech Alliance and a program to help entrepreneurs land federal grants through Small Business Innovation Research and Small Business Technology Transfer programs. With this latest grant money the SBIR/STTR support can now extend to

other states and the group is hiring for that effort. Until now, the group has only been able to support Oregon founders, said Johnston. To date, the group has helped entrepreneurs access $9 million in federal funding. The Northwest Cleantech Innovation Network was one of 10 groups to receive this DOE grant funding. PsiQuantum uses particles of light known as photons as its qubits. It plans to build its computer using conventional semiconductor chip manufacturing techniques and silicon photonics, a process for making chips out of silicon that transmit information via beams of light rather than electricity.

One advantage of using photons is that PsiQuantum’s computer will be more likely to be able to perform reliable calculations without errors, Peter Shadbolt, the company’s co-founder and chief strategy officer, told the Wall Street Journal. Shadbolt and his co-founders, Chief Technology Officer Mark Thompson, Chief Architect Terry Rudolph and CEO Jeremy O’Brien all have doctorates. All four have either researched or taught physics and electrical engineering. PsiQuantum’s larger rivals, which include International Business Machines Corp. and Alphabet Inc.’s Google LLC, are using different technological approaches to develop their own quantum computers. Facebook on Monday said it will buy Nascent Objects, a San Carlos-based startup whose tools help in the rapid development of physical products. Terms of the deal weren’t disclosed. The startup hadn’t previously disclosed funding nor investors. Department of Labor Reviewing Overtime Rule The Department of Labor (DoL) is reviewing the overtime exemption rule under the Fair Labor Standards Act, to increase the minimum salary threshold for workers to qualify for overtime pay when working more than 40 hours per week. DoL is considering increasing the threshold to $50,000 with regular increases, higher than the revision passed by the Obama Administration. Obama finalized the overtime exemption rule in 2016, more than doubling the threshold from $23,660 to $47,476 per year for Executive, Administrative, Professional & Clerical Employees (EAP) and for highly compensated workers from $100,000 to $134,000. coalition lawsuit against the rule, which was ultimately blocked from implementation by the courts. The Trump administration then issued their own rule setting the threshold for EAP employees at $35,568 annually and $107,432 per year for highly compensated employees. FTC Increases ‘Made in USA’ Enforcement In July, the Federal Trade Commission (FTC) finalized a rule increasing the enforcement of the accurate labeling of products “Made in USA.” Under the finalized rule, companies that incorrectly use “Made in USA” or “Made in America” labels will be subject to fines of as much as $43,280 for every violation. The rule, which requires marketers that use the “Made in US” label to prove that their products are “all or virtually all” made in the United States, does not impose any new requirements on businesses but rather codifies existing FTC guidance on U.S.-origin claims on labels. Costs will progressively decrease by reusable rockets, mass production of satellites, and maturity of satellite technology. To put this into perspective, where it once cost ~$200 million to launch a satellite, today it costs ~ $60 million, with the potential to drop to $5 million. Additionally, satellite mass production could reduce costs to $500K, the Morgan Stanley report suggests. “Before such US entrepreneurs as Elon Musk (SpaceX), Jeff Bezos (Blue Origin) and Richard Branson (Virgin Galactic), space exploration was almost completely driven by the government and a handful of Fortune 100 traditional aerospace companies, including Boeing, Northrup Grumman and Lockheed Martin”, says Dan Schatzman, CEO of Jaguar Precision Machine (JPM). We simply cannot fail in this race!” New Mexico has a rich history in the space industry. Robert Goddard, inventor of the liquid fuel rocket, early on recognized its suitability for space research. What made the state particularly well suited for rocket launches were its large expanse of flat open space, little vegetation to catch on fire, few people to be frightened or injured, good weather throughout the year, power availability, access to rail and air transportation, and higher elevation for fuel conservation. In 1930, Goddard moved to Roswell, NM and his first rocket launch that year reached an astounding altitude of 2000 feet and a speed of 500 miles an hour. A decade later he launched the first manmade vehicle to travel faster than the speed of sound and sent a rock to an altitude of nearly 9000 feet. For the same reasons Goddard selected New Mexico for its test site, in 1945 the US Army established the first atmosphere testing rocket

Today, New Mexico has three key Space Force organizations that work in space operating at Kirtland Air Force Base (KAFB): The Space Rapid Capabilities Office (Space RCO), the Air Force Research Laboratory (AFRL), and Space and Missile Systems Center (SMC). The state also boasts two Department of Energy National Laboratories: Sandia National Laboratory and Los Alamos National Laboratory.

The US government has made significant investments in space through NASA, and with NASA increasingly relying on private companies for goods and services, it means very good things for spacefocused companies. Today there are more than 200 manufacturers in Aerospace in the Space Valley (from Brownsville, Texas to Denver, Colorado), making parts for space. Spaceport America is right in the center of the Space Valley.

The FAA designated a number of ‘Spaceports’ throughout the US, all with a runway for horizontal take-offs and landings. New Mexico has its own Spaceport, called ‘Spaceport America’. It is located on 18,000 acres in Sierra County near Elephant Butte Lake. Spaceport America, owned and operated by the state, is the world’s first ‘purpose-built’ commercial spaceport designed and constructed specifically for commercial users. While the first rocket to launch from Spaceport America took place 15 years ago, today it has seen more than 300 launches. Its tenants include Virgin Galactic, SpinLaunch, AeroVironment’s UAV project HAPSMobile, and UP Aerospace. Its customers include Boeing, Swift Engineering, C6 Launch Systems, ABL and WSRD, LLC. The facility is frequently used for STEM education projects for students of all ages. In February 2020 Virgin Galactic’s WhiteKnightTwo, a custom-built, four-engine, dual-fuselage jet aircraft, designed to carry SpaceShipTwo (an air-launched suborbital spaceplane type designed for space tourism) up to an altitude of ~50,000 feet) moved to Spaceport America, and months later, Virgin Galactic carried out its 1st and 2nd successful glide flight of its spaceship. Virgin Galactic held its first successful human spaceflight from Spaceport America in May 2021. Also last year, Aerovironment’s HAPSMobile, a joint venture with Japan’s SoftBank Corp., announced that it has chosen Spaceport America for test operations and development of a specialized communications platform.

SPACE Valley

There are many places an individual can invest in space today. For example, there are ETFs like UFO, ARKX, and individual stocks such as Virgin Galactic (SPCE) available on the stock market exchanges. In addition, people can invest privately in things like the Space Fund, which is rapidly becoming the world’s leading space venture capital company. Its team started the LaunchPad fund in 2019 as a proof of concept to demonstrate its ability to find, navigate, and capitalize on deal flow that may be elusive to those outside of the insular next generation space community. “We balance our excitement about what is and will be happening in space with a deep and thorough vetting process,” said SpaceFund managing partner and co-founder Meagan Crawford. “We don’t chase rockets, satellite swarms, or shiny objects. Instead, we find brilliant teams with game changing technologies and solid business plans. Intel unveiled two heavy-hitting customers for its new foundry business. Amazon Web Services and rival fabless chipmaker Qualcomm are lined up for Intel’s cutting-edge products in 2025. These customers for Intel Foundry Services, a new business unit created earlier this year, were revealed during a tech-heavy presentation by CEO Pat Gelsinger and company technologists who outlined Intel’s roadmap to regain its leading-edge chipmaking crown. Gelsinger told industry analysts that Intel expects to gain parity on process manufacturing with rivals in 2024 and take a leadership position in 2025, when the company will manufacture on an atomic level. Wall Street investors likely weren’t pleased to hear the time frame for regaining leadership. The stock was down in after-hours trading more than 2%.

Gelsinger also introduced a new naming system for the different process nodes, stepping away from the nanometer nomenclature the company has used and instead adopting one that could better illustrate product improvements between the generations of manufacturing process. Historically, Intel and the industry have named manufacturing process and products by the nanometer size of the gates between transistors. He told analysts that gate size hasn’t been accurate as nodes have gotten smaller but speed and efficiency has still increased. This is how different generations of chips from different companies can get confusing. For instance, the 10nm chip from Intel is roughly equivalent to the 7nm chip from others. Following the current 10nm node, that Intel is shipping, the company will shift to Intel 7 (which was formerly the third generation of 10nm), then Intel 4 (which was formerly called 7nm), then Intel 3 and then the introduction of Intel 20A. The shift pleased at least one analyst. Patrick Moorhead, president of Moor Insights and Strategy, wrote in a blog post he hopes it will make comparisons easier. “I’m hopeful we’ll move away from ‘smaller meaning faster’ is innovation, which isn’t necessarily the case, and toward ‘efficiency and density,’ including packaging more defines innovation,” he wrote. Intel 7 is slated to ship in 2021 with Alder Lake for PCs, then Sapphire Rapids in the first quarter of 2022 for the data center, said Ann Kelleher, senior vice president and general manager of technology development. Intel 4 will be ready for production in the second half of 2022 and products shipping in 2023.

extreme ultraviolet lithography. Intel 3 is slated for manufacturing in the second half of 2023 and products available in 2024. Intel’s less-than-full embrace of EUV for production was considered a key cause of manufacturing delays in recent years, contributing to its stumble from the top of process leadership. Kelleher and other technologists noted that Intel is working closely with Dutch company ASML, which makes EUV machines, to ensure Intel has access to the machines needed for capacity and also access to advances in that technology. ASML has a growing footprint in the Portland metro and has worked closely with Intel as the company has expanded its Ronler Acres manufacturing facility. “Building on Intel’s unquestioned leadership in advanced packaging, we are accelerating our innovation roadmap to ensure we are on a clear path to process performance leadership by 2025,” Gelsinger said during the event. “We are leveraging our unparalleled pipeline of innovation to

deliver technology advances from the transistor up to the system level.” Intel 20A is the start of the angstrom era, Gelsinger said. An angstrom is a unit of measurement smaller than a nanometer. Intel 20A, the process node on which Qualcomm and Intel Foundry Services are working, is expected in the first half of 2024. Gelsinger told analysts the San Diego-based mobile chipmaker has done deep due diligence on Intel’s 20A product. Intel’s Oregon facility, one if its many fabs across the country and globally, plays a key role in all of this. Oregon is home to Intel’s manufacturing research and development. Innovation in process technology happens here and is shipped to its other sites. Gelsinger noted the company starts its high volume manufacturing in its Oregon fab. “(We’re) the only leading-edge player doing R&D and leading manufacturing in the U.S.,” he said. He reiterated that the company will announce adding further capacity to its fab network in the U.S. and Europe by the end of this year. Metalforming companies anticipate little change in business conditions during the next three months, according to the July 2021 Precision Metalforming Association (PMA) Business Conditions Report.

Current average daily shipping levels remained steady in July, with 45% reporting an increase (compared to 43% in June), 38% reporting no change (decreasing from 39% last month) and 17% reporting a decrease (compared to 18% in June).

PMA’s July report shows that 36% of metalforming companies forecast an improvement in economic activity in the next three months (the same percentage as reported in June), 55% predict no change (compared to 52% last month) and 9% anticipate a decline in activity (decreasing from 12% in June).

The survey revealed an expectation for a slight uptick in incoming orders in the next three months, with 42% forecasting an increase in orders (compared to 38% in June), 45% predicting no change (increasing from 44% last month) and 13% anticipating a decrease in orders (compared to 18% in June).

Sixty-three percent of respondents reported an increase in lead times, slightly down from 66% in June. “PMA members continue to report significant problems in finding the raw materials needed to meet demand,” PMA President David Klotz said in a statement. “As we have been reporting, members are telling us that their lead times are extending into midyear of 2022 for steel, with similar challenges for aluminum, copper, brass and other metals. Combined with continued difficulty in finding workers and the semiconductor shortage that has idled some auto plants, our members are facing a challenging environment. The Manufacturing PMI, or the Purchasing Managers’ Index, is a set of economic indicators based off surveys of private-sector companies.The report was issued June 1 by Timothy R. Fiore, chair of the Institute for Supply Management (ISM) Manufacturing Business Survey Committee. “The May Manufacturing PMI registered 61.2%, an increase of 0.5 percentage point from the April reading of 60.7%,” Fiore says. “This figure indicates expansion in the overall economy for the 12th month in a row after contraction in April 2020.” The ISM report echoes economic news from other sources. The Organisation for Economic Co-operation and Development (OECD), for example, announced May 31 that the economy is set to grow this year at the fastest rate since 1984.The OECD report predicts U.S. gross domestic product will grow 6.9% in 2021. The Manufacturer’s Secret Weapon SPA, Super Positive Attitude

So far 2021 has been an incredible year in many ways. Manufacturing is rebounding in many sectors. People are beginning to move around again, to sporting events, out to dinner, attending community gatherings and churches are opening up again. It feels good! This year has been special for me in a new way. My son Troy invited me to crew on his 2,000-horsepower blown alcohol d r a g s t e r. I have enjoyed many year s in motorcycle, boat, Tuning Time and high speed waterski racing, but this was my first experience at or on a drag strip. What a thrill! What I am about to write has nothing to do with racing, but everything to do with interactions, relationships, and having a Super Positive Attitude with colleagues in the workplace, and in general, people everywhere. I think I just may have coined an acronym (SPA). On a late Saturday evening in July at the Firebird Raceway just outside of Boise, Idaho I Troy Hannemann and Brother witnessed a culture that is Shayne changing probably foreign to a great the blower boost many people in business. While tuning the dragster for the final round of the weekend, we stripped the threads on the mag mount, which meant we couldn’t time the engine.Within minutes word spread up and down pit row and people from competing crews appeared in force to offer assistance. Bear in mind, the competition at these races is fierce. But I quickly learned in the drag racing culture, your competition is not your enemy. They are your allies. 30 short minutes we / they came up with a solution. Break out the timing light! After the third try, we were in time on the motor but not for the race. The last call had come and gone.We had missed our start by just minutes. I was so proud of my son Troy. Amidst the fussing and grousing of the unfairness of not being able to run, Troy smiled and said triumphantly, “Well, we’re going home running!”

This whole experience reinforced the importance and the power of a positive attitude – an SPA. If you have read my previous A2Z articles you probably have seen me reference Simon Sinek often.
